Development breaks ground BERLIN — Town and state officials, along with the local developers behind the proposed mixed-use Steele Center at Farmington Avenue project, broke ground on the more than $18 million development last week.
As town economic development director Christopher Edge envisions, visitors would be able to park their cars at the parking lot by the train train station for an afternoon or evening. Then they could walk to various restaurants, coffee shops and other businesses during their time in the area.
The entire project will be completed in phases. When finished, the development, which would consist of five mixed-use buildings, aspires to make the Kensington area of Berlin a destination for day trips and an attractive living space for millennials.
New residents, in their mid20s to mid-30s, could potentially live in the one-bedroom and two-bedroom apartments on the second level of those new buildings. Such a development would increase the residential options for that age group,
Edge said. The new apartments would be the first non-age restricted market rate units constructed in the area. Berlin Mayor Mark Kaczynski said the way the Kensington area is being developed will make it the closest thing Berlin has to a walkable Main Street type of area. “We wanted to develop more things around that area,” Kacynski said, explaining that the recent completion of the Berlin Train Station, adjacent to the project, “gave us the tools to move forward … See Development, A17

For the state football community, the news came swiftly last Wednesday. A day earlier than they had originally scheduled to meet, the Connecticut Interscholastic Athletic Conference Board of Control came together and decided for the second time to cancel 11-on-11 high school football this fall.
The decision ended an extensive back-and-forth process between the CIAC and state agencies. In July, the CIAC came up with a gradual plan of playing football amid the coronavirus pandemic, but the Connecticut Department of Public Health and Governor Ned Lamont both recommended that the sport be moved to next year when more medical information would be available.
“My son texted me that he saw the news on Twitter,” said Platt coach Jason Bruenn. “It is frustrating. You can probably run the

Letters to the Editor Editor : I'm not sure why there is such an uproar about the electric rate increase. As near as I can figure, it amounted to less than 2 percent. As Eversource explained, and as is absolutely true, the higher bills were almost entirely the result of increased usage due to the hot weather. If you don't believe me, find an old electric bill from a few months ago and divide the amount of the bill by the number of kilowatt hours used. Your answer should be somewhere around .22, or 22 cents a KWH.
Sounds like someone is trying to make political hay with that one.
William Leiss
Misleading Editor : Candidate for HD30, Democrat Joann Angelico-Stetson, posted on Facebook about the transit-oriented development, taking credit for the project. She stated "during my time on the Town Council, I spearheaded efforts to kick-start our local economy by focusing on transit-oriented development. And it worked!" Her only record of "effort" as a councilor, was voting on approval of items, along with all other councilors. Berlin employs an Economic Development Director, whose job it is to focus efforts on economic projects in town. Many people were involved in this project, and that's where credit should be given – not to one person.

Editor : My mother, Donna Veach, chose to start a family in Berlin because she fell in love with the community. She has been devoted to the town for over 30 years, and is passionate about helping people in need and being a voice in Hartford advocating for our community. Her opponent is good at doing good deeds when the camera is rolling, but Donna Veach is the genuine and whole-hearted person we need in office to make a difference!

Do the same with your latest electric bill, or the previous month’s, if you think the fact that Eversource rescinded its rate hike is going to make a big difference. It also should be around .22, or 22 cents a KWH. Hardly reason to storm Eversource and break up the evil monopoly.
Now, consider that the water/sewer rates in the Worthington district are going up more than 30 percent. Maybe a little outrage about that would be more logical.

Tips for Succession Planning The longevity of a small business depends on a well-thought-out succession plan. For a family business, you want to evaluate who else can run the business and whether you have to look beyond family members as the business grows. An experienced attorney can help the key stakeholders create a succession plan or review your existing plan. If you want to choose a successor, here is a basic how-to-guide to help you get started: 1) Think about who your successor should be. This is an important decision that should not be taken lightly, and should be on your radar at least 15 years before you expect to retire. Consider who within the business is most qualified to lead going forward. Get some professional guidance, especially if you have a family business, where emotions run high in transitions. 2) Create a timeline. Decide well in advance when the control of the business will shift to your successor. Be flexible and open to your successor’s suggestions and ideas for the business during the transition. 3) Set up a training plan. Define the main areas of the company, and give your successor time to work in all of them, from the highest executive level parts of the business to the most basic tasks. Work with your successor to strengthen his or her understanding in any areas of difficulty. 4) Lay out your own plans for retiring. Having a plan for your retirement will make succession much easier and give both your successor and other members of the team clarity about what is next and when. 5) Execute the plan and exit. When the time comes, step aside to allow the next leader to take over. Other choices for succession planning Handing over company leadership to a successor is only one option. Here are some other ways to go about planning for the long-term success of your business after you exit: Find a buyer. Sell your interest in the company in exchange for cash or other assets. Bear in mind that you might have to pay capital gains tax. Transfer your interest by agreement. Consult with an attorney to draft a Buy-Sell Agreement that plans for the sale of your interest in the business at a certain time. The buyer agrees to purchase your business interest at fair market value if and when the indicated event occurs, such as at death, when you retire, if you become disabled, or if you get divorced. Create a Family Limited Partnership for the business. It can be beneficial to create a Family Limited Partnership (FLP) and transfer a family business to it. An FLP is an entity owned by two or more family members that allows each member to buy shares of the business and to transfer assets between family members tax-free. It includes both general and limited partners. General partners bear 100 percent of the liability and control all management and investment decisions, while limited partners do not have full voting power and don’t share liability. When one family member is ready to leave the business, it is easy to transfer it to another. Set up a private annuity. A private annuity allows you to transfer your business interest to a family member or another buyer in exchange for his or her agreement to make periodic payments to you for the rest of your life, or through the lifetime of a surviving spouse. A private annuity can have the benefit of avoiding gift and estate taxes. Transfer your business interest to an irrevocable trust. If you create an irrevocable trust, such as a Grantor Retained Annuity Trust (GRAT) or a Grantor Retained Unitrust (GRUT), you can transfer your business interest into the trust while continuing to receive income for a defined period. When the time period elapses or you die, your interest in the business goes to the beneficiary of the trust. Transfer your interest using a self-canceling installment note (SCIN). An SCIN is used to transfer value out of an estate with no gift tax cost. Through an SCIN, you can transfer your business to a buyer in exchange for a promissory note with a “selfcancellation” provision. The promissory note requires the buyer to make a series of payments to you until you die, at which point the note and the outstanding balance are both canceled. At that time, the remaining balance is transferred to the buyer tax-free, with no additional payment owed.

STEVE KNIGHT asks: I would like candidates for state elective office to discuss our various energy issues. I understand that Connecticut has the second highest electric rates – behind California – in the nation. Yet the state government’s goal is for our electric energy to come entirely from renewables by 2040? I get the climate change argument, but we won’t build nuclear plants, we’ve actually been reducing our capacity for hydro, and the current technology of wind and solar is breathtakingly expensive and utterly inadequate. Plus enormous countries like China thumb their noses at reducing their carbon footprint.
Do you think that 100% renewables by 2040 is a sensible strategy given the huge negative impact on the state’s economy for so little impact on the planet?

Football From A1
The CIAC originally canceled tackle football on Sept. 3, but after players staged a statewide rally on Sept. 9 in Hartford, Lamont asked the organization to meet with DPH and state officials two days later at the state capitol. The CIAC presented mitigating strategies like different equipment and rule changes to try to lower the risk, but DPH, state officials, and the National Federation of High Schools still classified football as a high-risk sport. In choosing to align with DPH and cancel the season last week, the CIAC didn’t want superintendents to have to decide which organization’s instructions to follow.
While football won’t be played in 2020, the CIAC did say it would consider moving a sport to a different time in the school year, as long as it doesn’t interfere with spring sports. Back on Aug. 23, CIAC officials said they wouldn’t move sports because they didn’t know what the health situation would be early next year. “I feel for our players, especially our seniors, to not get to play this fall,” said Shee-

han coach John Ferrazzi. “I wish that CIAC could guarantee a spring option or that they had gone with that plan earlier.” On Aug. 10, the CIAC Football Committee actually voted 9-1 to move the sport to spring 2021, but just two days later, the Board of Control went with the advice of its medical professionals to move forward with all fall sports. That plan didn’t last long. Just the next day, DPH sent a letter recommending that football be canceled or moved to next year. Despite CIAC trying to find a way to play over the last few weeks, Lyman Hall Coach Bill Weyrauch didn’t get his hopes up that football would be played this fall. “I think CIAC did everything they could, but until they got the backing of DPH and the Governor, I didn’t think it was going to happen,” said Weyrauch. While last Wednesday’s announcement served as a final decision from CIAC, local coaches feel that their work is just beginning to find ways for their players to compete, practice or be recognized.
“I think all options are open right now. We want to give our kids as best of an experience as we can,” stated Cheshire coach Don Drust. “Until we can exhaust every opportunity, we are going to continue to purse everything.” Despite not playing games, local teams have the opportunity to practice with their full team. While unable to engage in contact, teams can use equipment such as bags and sleds. “We are going to continue to develop our team and explore opportunities for our guys,” said Southington coach Mike Drury. “Our kids
are competitors and they want to compete.” “Throughout all of the uncertainty, we have said that we wouldn’t let this (situation) break us,” added Ferrazzi. "We will use this as an opportunity to get better.” CIAC has raised the idea of running activities like 7-on7, linemen challenges and and weightlifting competitions this fall. Bruenn said he has no interest in football activities. Weyrauch said he would leave the decision up to his players. “I think I owe it to them to move forward with whatever
A9
they want to do,” said Weyrauch. “I think our kids have been really unbelievable. They still come to practice everyday ready to work.” Since CIAC is not sanctioning 11-on-11 football, schools have an opportunity to play as non-sanctioned club sport, but that decision would need approval from local public health departments.
Independent leagues, some of which are pay-to-play, are also being set up. “Private leagues offer up a whole new can of worms,” stated Ferrazzi. “I’m weary of that for the safety of our sport going forward.”

Obituaries Fayne Gaffney
Michael T. Sztaba
From A1
KENSINGTON- It is with broken hearts that we announce the passing of Fayne Gaffney, age 91, on Tuesday, September 15, 2020 after a brief illness. She was a longtime resident of Kensington, CT. “Faye” will live forever in the hearts of those who knew and loved her. She was the widow of James C. Gaffney and is survived by her loving children: Patricia Clair (Terence) of Franklin, TN; Cheryl Gaffney of Kensington; Jamie Dorsey (Jeffrey) of Sudbury, MA; and James Gaffney (Leslie Pajor) of Kensington. Her daughter, Erin Gaffney Clemens; her son, Brien Gaffney (Debbie Graham); and her beloved dog and companion Lucky predeceased her. Faye (a.k.a. “Bubba”) will be sorely missed by her four adoring grandchildren: Brendan Clair, Tucker Clair, Austin Dorsey, and Taylor Dorsey, along with her great-niece, Katie O’Brien. She loved them all immensely and was extremely proud of their accomplishments. She was born on May 19, 1929 in New Britain, CT, to the late James and Anna (O’Keefe) O’Brien. She was the youngest of seven children and is survived by her dear brother, Donald O’Brien of Simsbury, CT. Her three brothers, James O’Brien, Robert O’Brien, and John O’Brien; and two sisters, Patricia O’Brien and Virginia Erickson all predeceased her. Faye also leaves behind many cherished nieces, nephews and untold friends. Of special note is her devoted friend Fr. John Daly, along with Denise O’Brien, Mary Martin O’Brien and Mary Boyle with whom she shared a special relationship. Faye was a graduate of New Britain High School
BERLIN- On September 8, 2020, God called another Marine home. Michael Thomas Sztaba, 73, of Berlin, husband of Karen Stephens Sztaba, passed away at his home after a long illness. Those who knew him, know he was living proof of the saying “Once a Marine, Always a Marine.” He was tough, but had a huge heart. He was a well-known, accomplished musician who had his own band, The Jolly Nutmeggers. The band made an album called Polka-Motion and played at many venues and celebrations. He loved to listen to his polka shows on the radio and internet and taught his daughter how to play the saxophone and piano and how to live. He would always say “I fought for our freedom so you could be anything you want to be.” He was a Sergeant in the Marine Corps and fought in Vietnam during the Tet Offensive. Mike enjoyed his annual visits to the Saratoga Race Track in NY and was a huge supporter of his daughter’s passion for the Arabian horse. He loved watching Nicole compete at horse shows and was well known to all on the northeast show circuit. He was also an avid fisherman. To say we are heartbroken is an understatement, but we are glad he is no longer in pain. Michael was the son of the late Wallace and Jean (Myska) Sztaba. He was a Berlin resident since 1989 and was a member of the Marine Corps League, the American Legion, and was

and Trinity College in Burlington, VT. She enjoyed a long career as a teacher of children of all ages, culminating as a Reading Resource Teacher at the Griswold Elementary School within the Berlin Public School System. Throughout her retirement, she remained close to her colleagues with whom she created many happy memories. Faye truly loved life and always enjoyed a good laugh. Always the life of the party, she would light up any room with her sense of humor and positive spirit. A Mass of Christian Burial was held at St. Paul’s Church in Kensington, CT, on Tuesday, September 22nd at 11:30 AM. For those who couldn’t attend, the funeral was streamed at stpaulkensington.org, click on “Live Stream”. Burial was in Maple Cemetery in Berlin, CT. Erickson-Hansen Funeral Home in Berlin is kindly handling the arrangements for the family. Because of her love for children, a memorial fund has been set up in her honor at St. Jude Children’s Research Hospital. Dedicated donations may be made by phone or mail to Memorial Fund ID#12146173 or by going to www.stjude.org. “The programs for both juniors and adults at Timberlin have been successful for many years, especially the junior programs,” he explained. “Timberlin has had a storied tradition of successful junior golfers for many years.” But Bayram has not rested on Timberlin’s laurels since taking the reins of the course in 2011.

In addition to his wife Karen, he is survived by his daughter, Nicole Hall, and her husband Chris; his beloved Australian Shepherd Sarge; two sisters, Janet Oblon and Gloria Grady; and by several nieces and nephews. He was predeceased by a brother, Thomas Sztaba. A military service and celebration of life will be held on Sunday, September 27 at 12 PM at the VFW Post 511, 41 Veterans Dr., New Britain. We ask that you wear face coverings and practice social distancing. Burial will be at the convenience of the family. “In the spring of this year I ran a promotion on social media offering free swing analysis during the quarantine time of the pandemic,” Bayram pointed out. “This promotion was recognized nationally by the PGA of America as a Coaching Best Practice in PGA Magazine. I felt it was a great idea to keep golfers engaged during a very uncertain time.” Speaking of the CT Section PGA Teacher of the Year recognition, Bayram said he will cherish it forever. “Normally this award is given to a full-time instructor or coach, not a head golf professional who wears so many hats,” he said. “So it is definitely special.”

Vaccine advisory group formed By Dave Collins Associated Press
HARTFORD — The state is forming an advisory group to validate the safety of any coronavirus vaccines and how to distribute them to the public, Gov. Ned Lamont said Monday. Lamont said the goals are to make sure the vaccines are not harmful, the public can have confidence in them and they are distributed with priority going to certain populations such as nursing homes, first responders, schools and colleges while supplies are limited at first. The co-chairs of the committee are acting Public Health Commissioner Deidre Gifford and Dr. Reginald Eadie, president and chief executive of Trinity Health of New England, who both joined Lamont
at a news conference Monday. Members will include vaccine experts, state officials, labor representatives and advocates for communities highly affected by the virus. “I’m trying to build people’s confidence to take the COVID-19 vaccine,” the Democratic governor said. “That’s why I’ve got these two people sitting here right now to make sure you know we’re not going to let anything get out into our greater population until the smartest of the health care community in this state, not to mention in Washington D.C., says it’s the right thing to do.” Lamont cited comments by Dr. Robert Redfield, director of the federal Centers for Disease Control and Prevention, that a vaccine is expected to be

widely available by April. Lamont also said Monday that the positive test rate for the virus in the state has dipped back down to about 1.1%, down from 1.6% last week. The rate has been above 1% for nearly two weeks, after weeks of having been below 1%. Officials reported 68 people were hospitalized in Connecticut with COVID-19 on Monday, down seven from Friday. Three more people died, bringing the total to 4,495. More than 56,000 state residents have tested positive for the virus since the pandemic began.

Once this process begins it becomes more and more difficult to bring us back to health. Then the investment in disease care really begins to be costly for medicines and surgery and medical visits and hospital care. All this to try and recover what would still be yours if you had scheduled a little time every day to tell your body “I’m going to need more energy, burn more calories, make more of everything I need to stay healthy, so I can be active and feel good every minute of the rest of this day.” Dr. Ann Aresco is a naturopathic physician practicing at ProNatural Physicians Group in Berlin, 120 Webster Square Road.
