Budgets passed unanimously; Local pet therapy team deliver joy state of emergency declared to the infirmed The Town Council voted recently to pass both town and education budgets for the next fiscal year. The municipal budget is $45 million and the school budget is $46 million, an increase of 3.2 percent over this year’s education budget. The municipal budget represents a .3 percent decrease
from this year. The mill rate should not increase for residents. Both budgets were passed unanimously.
“This, I believe, is a responsible budget that will allow the town to maintain the level of services it provides to the community and will also allow the Board of Education to deliver an outstanding education to our students,” Town Manager Arosha Jayawickrema said during the April 7 meeting.
Mayor Mark Kaczynski said the zero mill rate increase was “wonderful” for the town, particularly with the outbreak of coronavirus affecting day to day life.
In response to the pandemic, the council also voted on April 7 to declare a state of emergency for the town. The declaration will give Berlin access to more federal resources and reimbursements.
Car break-ins, thefts on the rise By Everett Bishop The Citizen
“Keep your cars locked and your guards up.”
Despite residents spending more time at home than ever, the town has seen a spike in car break-ins and thefts.
The post received over 100 comments, some by others who had experienced car break-ins recently.
Residents have taken to community Facebook pages to share their experiences, warning neighbors to be proactive and vigilant.
According to Lt. Shawn Solek, police have also noticed an increase that began last month.
“Both mine and my husband’s cars were gone through last night on Meadow Lane,” said Berlin resident Jenn Dube in a post.
“These types of crimes we’ve seen throughout the entire state for several years now, but there’s definitely an increase we’ve seen in Berlin, I believe in other communities
as well,” Solek said. “I’ve been talking to other agencies around the area and they all seem to have the same increase lately.”
Ryder is a 4-year-old Golden Retriever who earned his Canine Good Citizen registration when he was just 1. At age 2, Ryder passed his evaluation through Tails of Joy, Inc. and began making pet therapy visits. Ryder visits patient units and the Emergency Room at The Hospital of Central CT, as well as nursing home patients at Miller Memorial and Jerome Home. He also visits the Arbor Rose assisted living facility and the UConn Health Library for “Doggo Fridays.”

Due to the coronavirus outbreak, visits are on hold at this time. See Therapy, A21
Solek said break-ins typically happen between the hours of midnight and 6 a.m. For those looking for extra protection, he advised installing motion activated floodlights and exterior security cameras. It’s also important to remove valuables and not leave keys in the car. See Thefts, A21

Local shines in 60-Second Star virtual talent show By Everett Bishop The Citizen
The Newington Children’s Theatre Company knows that the show must go on. Coronavirus forced the company to cancel its musical “You’re a Good Man, Charlie Brown” just two weeks before it was set to open.
Executive/artistic director Claire Van Cott said announcing the cancellation was difficult but that “it was the right decision to make.” Rather than sulking, however, NCTC performers have kept busy. One recent highlight was the company’s first-ever virtual talent show: 60-Second Star.

Competing against nearly 40 of her peers in the 60-Second Star talent show, Addison climbed up the ranks with her rendition of “Journey to the Past” from Anastasia. She finished just out of the top three. A performer since the age of 4, for Addison, taking the stage is practically second nature. “I love being on stage and hope to be on Broadway one day,” the youngster said. “My favorite show I've done at

It also gave them a chance to feel connected and cheer each other on.

Estate Planning during COVID 19 Crisis
Obituaries
The Covid-19 pandemic undoubtedly has you on edge. We have all been forced to face our fears in some way, whether it’s the fear of falling ill, losing a job, having to spend time alone or losing a loved one. With all these anxieties and unknowns weighing on your mind, it might feel like there’s suddenly a pressing need to get your affairs in order.
John Joseph Pajor BERLIN- John Joseph Pajor, 70, of Berlin, husband of Antoinette W. (Snyder) Pajor, passed away Wednesday (April 8, 2020) at Hartford Hospital, following a long illness. He was predeceased by his first wife, Susan (Forster) Pajor in 1986. Born in Hartford, son of the late Stanley J. and Florence L. (Anulewicz) Pajor, he was a Berlin resident most of his life and was a graduate of Berlin High School, class of 1967. John was a Master Electrician and worked for the Town of Berlin for 36 years, retiring as Supervisor of Building Maintenance in 2013. He selflessly gave his time to many organizations including being an Honorary Member of the Kensington Volunteer Fire Department; former Board Member of the Berlin YMCA; served on the Town of Berlin Building Commission; former Member of St. Mark’s Episcopal Church including as a member of the Vestry and Chairman of the Building Committee of the church; a Member of the Berlin Upbeat Community Team; and was a longtime stamp collector and Member of the American Philatelic Society. Besides his wife Antoinette, he is survived by a son, Jeffrey F. Pajor and his wife Amy of Kensington; two grandsons, Jaxon and Aaron Pajor, who affectionately knew him as “Papa”; a sister, Margaret Mendoza and her husband Luis of Berlin; several nieces and nephews. Besides his first wife Susan, John
We hope that you do not contract COVID-19, but it does not hurt to be prepared if you do need to be quarantined or hospitalized. It can feel scary thinking about getting sick or not being able to make decisions for yourself, but a well thought out estate plan can ease your fears. After all, wouldn’t you feel better knowing that the burden of making health and financial decisions will never fall on unprepared family members? The truth is that just about everyone should have an estate plan, even if there is no looming health threat. So, if you don’t have one, there’s no better time than now to put it together.
Documents Needed For An Estate Plan Anyone over the age of 18 requires some level of estate plan. A complete estate plan will also include several important documents, such as a will, revocable trust (sometimes called a living trust), financial durable powers of attorney, advanced directives, and more. In light of the current situation, the two most important documents to have on hand are the appointment of a Health Care Representative and a durable powers of attorney for finances. You need someone who can do your banking or make your medical decisions if you are quarantined in your home, admitted to the hospital or become incapacitated. Here’s a look at all the documents you should have in a comprehensive estate plan and what they mean: 1. Durable Power of Attorney A durable power of attorney (DPOA) document is a legal document that gives someone, an Agent the authority to carry on a person’s financial affairs. The DPOA gives the Agent the ability to pay bills, write checks, make deposits, sell or purchase assets or sign any tax returns. 2. Health Care Representative Similar to a financial durable power of attorney, naming a Health Care Representative (HCR) gives an individual the authority to make health care decisions on your behalf if you are incompetent or incapacitated. If you’re over the age of 18 and don’t have an HCR, your family members will have to request that the probate court appoint a conservator to have these powers. This can result in unnecessary delays and expense. The appointment of an HRC is part of your Advance Directives. 3. Living Will A living will, also part of your advance directives, allows you to specify what end-of-life treatment you do or don’t want to receive if you become terminally ill or permanently unconscious and won’t survive without the administration of life support. These are difficult decisions that should be made by you rather than placed on concerned family. 4. HIPAA Waiver While your advance directive contains language that allows your HCR to access your medical records, it’s not uncommon for medical facilities to refuse access to medical information without a stand-alone HIPAA waiver. Make sure you have a stand-alone HIPAA waiver to allow your nominated agents and family members to have access to your medical information so they can speak freely with your health care providers in case of a medical emergency or your incapacity. 5. Last Will And Testament A last will and testament is a legal document that allows you to direct distribution of your property at the time of your death. A will also allows you to appoint an executor, who oversees the distribution of your assets. A will also allows you to appoint a guardian to take care of minor children. Again, if you don’t have a will, a court will decide who is the best person to fulfill that role. 6. Living Trust A Living Trust also referred to as a Revocable Trust is a legal document that you make to create an entity to hold your assets, You can change your trust at any time (which is why it’s called “revocable”), and you can set it up to outlive you. If you become incapacitated or are unable to manage your estate, your living trust avoids the need for a court appointed conservatorship. You will appoint a successor trustee who steps in and manages your affairs without the involvement of the court, avoiding the extra time and money associated with probate. A trust also affords you privacy surrounding the details of your estate, since it avoids the need for probate, which is a public process. We are offering telephone and video meetings with clients. Governor Lamont issued an Executive Order that allows for remote signing of all of these documents. Therefore, we you can create a compete and thorough estate plan without leaving the safety of your home.

plans is to protect our families and have our wishes carried out when we are gone. The best way to avoid discord and confusion in a time of great loss for your loved ones is to talk to them. Let’s face it, we all have the time these days to have a call with our loved ones. Let them know you love them,
let them know your plan. Let them know if you have named them in a role of responsibility and make sure they are comfortable with that.

Step 5: Update or relax
Now you can clean your closet, or not!
Depending on what you found in your research you will either be very pleased with yourself that your estate plan is exactly as you wish and be ready for a nice cup of tea, or be very pleased with yourself that you noticed some things

SPRING SEASON: CIAC will assess prospects on April 23
With Gov. Ned Lamont announcing last week that Connecticut schools will remain closed through May 20 due to the coronavirus, the CIAC will reconvene on Thursday, April 23 to assess the status of the 2020 spring high school sports season. ”The announcement to extend school closings through May 20th provides a timeline for the CIAC to consider regarding spring sport opportunities,” the CIAC said in a statement released Thursday, April 16. “CIAC administrative staff will have more detailed conversations with superintendents, principals, athletic directors, member leagues, medical professionals, and coaches over the next week and half. The CIAC Board of Control will meet on April 23 to review feedback from each group and discuss safe and realistic spring sport experiences.” By April 23, nearly three weeks of the spring season, which was due to start April 4, will have been lost. The May 20 date announced by Lamont makes it seven weeks — essentially all of the regular season. The state tournaments were due to run May 30 through June 13. There has been talk of the CIAC staging a shortened season in late May and deep into June — perhaps even one that extends into July.
That will depend on decrees from the Governor’s office as well as the state Department of Education. Following the lead of the state has been the baseline of CIAC’s waitand-see approach throughout the coronavirus pandemic regarding the spring season. (The CIAC, after meeting with state officials, canceled what remained of

Southington AD Steve Risser “I would say we have not noted that it’s not just spring completely eliminated any sports that are hanging in the hope,” said Sheehan’s Chris balance. On the other side of Wallingford, Dailey’s counterpart at Lyman Hall, Steven Baker, sounded a similar refrain. “I think we are holding out hope until there is a final decision,” Baker said. “Everything is still on the table. Nothing has been decided beyond May 20. We aren’t giving up yet.” Said Maloney AD Bob McKee, “The CIAC wants to do everything in their power to give the teams some spring experience if they can. Going beyond June could have financial complications. The school budget cycle runs July 1 to June 30. In the meantime, spring coaches are staying in touch with their athletes via technology. They are sending out workout regimens and videos on the chance that games will be played.
“The message to the spring athletes is to stay mentally and physically ready and, if we get the green light at the end of May, we would be ready to hop right to it,” Dailey said. “The student-athletes and coaches will take every opportunity to compete if we have the option to end beyond the typical spring date.”
“I think the CIAC is going to hang in there and follow the Governor’s lead,” Risser said. “We want to keep hope alive. All of us are focused on getting any kind of spring experience for our seniors.”
Risser said several options are being discussed for a possible spring season, but nothing can be put into place until schools reopen. Some of the options being discussed, Risser said, include playing beyond June or playing a partial season with no postseason.

How to make your own cloth mask The Centers for Disease Control and Prevention now recommends wearing masks in public places to limit the spread of COVID-19. The masks are an extra step — in addition to social distancing and washing hands. “Masks are not a substitute for social distancing,” said Lea Crown, Meriden health and human services director. “Everyone should still aim to maintain the six foot distance from others, as well as practice other public health prevention efforts such as regular hand washing.” Cloth masks were recommended for general public use, as medical masks are in short supply and should be reserved for healthcare workers and first responders, the CDC said.
“Masks help as they reduce the droplets becoming airborne of the person wearing the mask, especially those who may cough or sneeze,” said Shane Lockwood, direc-
tor of public health with the Plainville-Southington Regional Health District. The health district also covers Middlefield. The CDC has provided instructions for how to make different types of masks, including no-sew ones which only require cloth and rubber bands or hair ties.
An effective cloth mask should fit snug but comfortably against the side of the face, be secured with ties or ear loops, include multiple layers of fabric, allow for breathing without restriction, and be able to be laundered, according to the CDC. A mask can be made from cutting a strip of fabric from a T-shirt, or using a bandana or otherwise square 20 inch by 20 inch cotton cloth. A See Masks, A18

The masks should be used in any area where social distancing is hard to maintain, like grocery stores and pharmacies, especially in areas with community-based transmission, the CDC says. “I also continue to urge people to only go to stores for essential items. This is not the time to browse or go to
the store because you may be bored at home. If you don’t absolutely need the item, don’t go to the store,” Lockwood said.

Two sisters in Wallingford and Cheshire started making fabric masks recently. The masks have pockets to insert surgical masks or extra fabric and can be washed for reuse. “I'm naturally a helper, so I wanted to find ways to help during this stressful time,” said Michelle Cucinelli, a Wallingford resident, via Facebook Messenger. “I'm not in health care, although a lot of family is, so I put my sewing skills to use and started making masks once I saw there was such a huge need for them in the community.”
Together, Cucinelli and her sister have made about 100 masks to donate and plan to continue until materials run out. “Some masks were donated to Yale New Haven Hospital, some have been distributed to members in the community who have asked, and some will be donated to local first responders,” Cucinelli said. Both women said elastic for ear attachments is the hardest material to come by. Cucinelli said its hard to find locally, and the wait time for shipping materials online is long. bwright@record-journal.com 203-317-2316 Twitter: @baileyfaywright

“Seeing a person light up with joy when Ryder visits is a gift,” Pagliaro said. At a recent visit to HOCC, a young woman was sitting on the floor with Ryder and shared a sorrowful story of how, as a caregiver, she had experienced the death of her patient. She said, “I was walking in the park, crying and a Golden Retriever came up to me.” As she was sharing, the young woman started to cry. Ryder, sensing her grief, placed his paw gently in her lap.
