prosser planning for the future High-quality dependable public services, like clean water and reliable sewer, are essential to Prosser’s future success. Cost-effective and dependable services improve quality of life of residents and make Prosser a more attractive place to do business. The Growth Management Act requires communities to plan for utilities to ensure that there is an adequate level of services in place to meet community needs over time. Development depends on the availability and adequacy of necessary facilities and services to support growth. However, for a variety of reasons there may be some

services that are not distributed equitably across the city. As growth and development occurs, existing facilities will need to be upgraded or expanded, and new facilities will be needed. The goals and policies of the city’s Comprehensive Plan guide the equitable, efficient, and adaptive approaches that are needed to provide highquality facilities and services to all residents of Prosser, including those in future generations. The City of Prosser already provides some facilities and services within the city limits such as water, sewer, irrigation, garbage, police, and street service. Additional

utility services like, natural gas, propane, electric, and a variety of telecommunications are provided by private vendors in accordance with franchise agreements with the City of Prosser. Over the course of the 20-year planning period, the City plans

to continue to work with service providers to maintain existing infrastructure and invest in expanded or new facilities to support planned growth and the development patterns that are called for in the Land Use Element and Capital Facilities Plan.

prosser city statistics City Government Weather Averages The City operates under a MayorCouncil form of government with seven elected Council Members serving 4-year terms. Currently, the Mayor is Randy Taylor with Council Members Don Aubrey, Morgan Everett, Rob Siemens, Bob Elder, Mary Ruth Edwards, Steve Becken, and Stephanie Groom. Citizen are always welcome to participate in City Council Meetings. Meetings are routinely held on the 2nd and 4th Tuesday of every month and begin promptly at 7 p.m. City Council also conducts a work session on the 1st Tuesday of each month beginning at 7 p.m.

city of prosser launches fiscal transparency center

The City of Prosser announced that it has partnered with ClearGov, a leading municipal transparency and benchmarking platform, to launch an infographic-based fiscal transparency center. This new tool provides taxpayers an easy-to-understand, visual breakdown of Prosser’s finances, as well as insights

into the City’s demographics. The site also informs visitors as to how each budget item compares to neighboring communities. The City is part of a growing movement of Washington municipalities that are taking transparency to a new level on the ClearGov platform, which

also showcases basic profiles of every municipality in the state. Prosser has added detailed revenue and expenditure breakdowns of its Governmental Funds data. Prosser has also included an open checkbook on their page. “As a City, one of our responsibilities to our community is to ensure that information about daily operations and projects is shared openly and often. Our Finance Department has worked over the last few months to prepare this information for our community and citizens. It is our hope that this information will help those who want to be more educated or informed about the City’s financial activities and ultimately encourage them to help Council as they set priorities in the budget process,” Mayor Randy Taylor. “We believe that transparency is more than just making data available; it is about providing data that is easily understandable in the proper context for people to relate. Traditional financial statements alone do not properly tell a city’s financial story,” said Chris Bullock, CEO of ClearGov. “We are proud to support Prosser’s efforts towards enhancing transparency and, most importantly, fostering a deeper understanding of how their government works.”

ClearGov sources publicly available financial data on municipalities to create easy-to-understand transparency websites for all municipalities across the United States, which are made available to the public for free. One of the newer Prosser enterprises is Starbucks. A regional favorite, Starbucks was started in Seattle’s Pike Place Market when it opened in 1971. Prosser’s Starbuck location is undergoing major renovations to service its local patrons. Also located on Wine Country road, it’s an attractive stop for many travelers taking Exit 82 to Prosser. Starbucks is also one of the founding members of the Sustainable Coffee Challenge, a diverse industry coalition led by Conservation International with the call to action of making coffee the world’s first sustainable agricultural product. The Challenge formed in 2015 at the United Nations Climate Change Conference in Paris with 18 like-minded organizations. It has since grown to more than 100 global partners across the industry, including other roasters, nongovernmental organizations and the governments of Mexico and Rwanda, as well as U.S. government partners USAID and USDA. Challenge partners are urgently working together to increase transparency, aligned to the common vision that all coffee can be produced using sustainable practices. In 2017 the Sustainable Coffee Challenge launched its first four action networks to coordinate industry action and investment, including an effort to replace aging trees. Starbucks issued its first sustainability bond in 2016 with a U.S. corporate bond offering and our first global yen-denominated corporate sustainability bond in March 2017 in Japan. The net proceeds of the latest offering of 86 billion Japanese yen will go toward investments in Starbucks ethical sourcing programs, including operations of Farmer Support Centers in coffee growing regions and loans through Starbucks Global Farmer Fund.

local contractor addresses housing issue “I saw this coming, the need for housing. I thought I was done with construction, but Prosser Economic Development needed affordable housing in town,” said Ron Emick. Emick Construction just completed a two-year project called Heartland Estates. According to Emick, the potential in area could include as many as 60 houses. The city of Prosser has been trying to get developers to come in using the Housing Incentives program, which allows a reduction in some construction fees. According to Emick, “This is a good location and with good prices.” Emick says his subcontractor base is local and he works with his two sons. Emick has been in the Prosser community since 1975. Emick has a BS in Psychology from Pacific Union College but construction is his business. His first house in Prosser was the John Schabb house and in 1978 he sold one of most expensive homes in Prosser which at that time was $75,000. Emick has since developed Painted Hills and more recently Quail Run near the Yakima County line on Byron Rd. Emick is a well-known contractor who started his building career in Napa California in 1970. He has created several housing developments and built over 150 homes since then in Prosser to Tri-Cities area On May 8, City Council approved the final plat for an eleven-lot subdivision which will consist of nine single family homes and two duplexes. The homes will feature 1400 to 1700 sq. ft. or more and include covered front porches, open floor plans, and three or four bedrooms. All are constructed with two or three car garages. This future project is based on medium density, 7,500 sq. ft. lots and is anticipated to carry a starting price of $250,000. Emick designed and will build the homes. The projects are located south of Nunn Rd. south of Prosser Airport on Emick Lane. “My homes are high quality medium sized homes my buyers are boomers who are downsizing but still want quality.”

Home improvement trends come and go. What’s popular among today’s homeowners may feel dated to prospective buyers a decade from now. But solar energy is one home improvement trend that does not figure to go the way of sunken living rooms or popcorn ceilings. According to the Solar Energies Industry Association¨, solar energy experienced a compound annual growth rate of more than 60 percent between 2006 and 2016. Solar energy has also done wonders to improve the employment rate. According to the Solar Foundation’s National Solar Jobs Census, in the United States there were more than 260,000 solar workers in 2016, an increase of 25 percent from the previous year. Canada, where the Government of Canada reports installed capacity for solar thermal power has experienced a compound growth rate of nearly 14 percent since 2004. The search for a renewable energy source has led many people to embrace solar energy, but there are many more reasons for homeowners to embrace going solar. Return on investment: Many people considering solar energy for the first time may experience some sticker shock when they learn the cost of installing solar panels on their homes. But data from the Energy Sage Solar Marketplace indicated that, in the first half of 2015, solar shoppers who compared their options achieved payback on their solar investments in 7.5 years. So, in addition to the monthly savings on their utility bills, homeowners can expect to recoup their solar energy investments in a relatively short period of time. Property value: Whether they plan to do so in the near or distant future, homeowners with an eye on selling their homes may be interested to learn that a recent study from the Lawrence Berkeley National Lab found that solar panels can significantly increase property value. The study analyzed the sales of more than 20,000 homes in California, Connecticut, Florida, Massachusetts, Maryland, North Carolina, New York and Pennsylvania, suggesting the desire for solar energy among prospective buyers is not exclusive to a particular region of the country. Energy independence: According to the U.S. Energy Administration, most of the energy consumed in the United States comes from fossil fuels like petroleum. The EIA also notes that, in 2016, the United States imported about 10.1 million barrels of petroleum per day. By embracing solar energy, Americans and citizens of any country that relies heavily on foreign oil imports, can take a big step toward increasing their energy independence. The use of solar energy is on the rise, and there are many reasons for homeowners to embrace this increasingly popular energy source.

Electric or hybrid vehicles can be smart additions to eco-friendly lifestyles. Although such cars were once science fiction, EVs are now increasingly more common and traversing roadways around the world. Thanks to several mainstream brands offering EVs and hybrid models, consumers are more informed than ever before about the benefits of a plugged-in ride. Still, even with the wealth of information available, some people still may be unsure about what owning an EV entails and how to make informed decisions when shopping for such vehicles. Going electric means thinking

beyond the gas station. Here’s how to navigate the ins and outs of EVs. -Type of vehicle: First consider that not all EVs are the same. Hybrid vehicles use a mix of gasoline and electricity and tend to have long fuel ranges. All-electric cars will only use electricity that is gained through charging the vehicle for a certain period of time. - Affordability: Consumers can expect to pay more for electric and hybrid vehicles than gas-powered vehicles. But as demand increases, costs may drop. According to a report from USA Today, estimates point to EVs as

being as affordable as gas vehicles by 2021. Another consideration is there may be tax incentives for purchasing an EV. Speak with a tax professional to see if this is applicable. - Environmental savings: Electric cars produce no emissions from the tailpipe and reduce dependency on oilbased fuels. Furthermore, EVs will not need oil changes or emissions checks that traditional cars require, further saving resources. The resource Plug in Cars says that EVs can also save on fuel costs, ranging at 2 cents per mile traveled, compared to 12 cents for gasfueled vehicles. - Fill-ups: EVs can be charged at home using personal charging kits or at charging stations in the neighborhood. Charge times will depend on the size of the vehicle and its battery. According to TheChargingPoint.com, an EV resource, the typical time for an allelectric car using a standard UK home wall socket is between 6 and 8 hours. Some new EVs can be charged in 30 minutes to an hour at rapid charging points. - Solar + EVs = savings: Consumer Reports advises that, when EVs are combined with home solar systems, “fuel” costs can be completely

eliminated. That financial gain can be a big motivator for some consumers. - Short trips: Individuals who travel 80 miles or less per day may find pure electric vehicles advantageous. Those who have to go further should consider hybrids that offer greater range. However, Tesla, Chevy and Nissan EVs have recently moved beyond the 200mile range before requiring a charge. - Charging stations: A report from University of Michigan researchers using data from the Department of Energy suggests that there are now roughly 16,000 public electric vehicle charging stations with about 43,000 connectors in the United States. ChargeHub, with information from the Canadian Automobile Association, states there are a total of 6,473 EV chargers across Canada. Electric and hybrid vehicles could be the wave of the future as more people embrace the convenience these cars offer.

chukar cherries nw farm supply

A new building is the theme at Chukar Cherries. A much-anticipated expansion for the company promises growth in employment, production and room to expand. A new 12,000 sq ft. building is due for completion August of 2018 increasing the company’s total space by 50 percent. The new building will be erected adjacent to Chukar’s present location on Wine Country Road. Look for a “Grand Opening Event in September,” says Teddie Mucha, Marketing Manager. The expansion into the new building will allow for Chukar to host tours, create much needed office space and house all Chukar activities under one roof. Chukar maintains primary production at their flagship location on Wine Country Road while also occupying a second space in the Port of Benton’s Wine and Food Park. Each location plays an integral role in manufacturing each product. The Wine Country Road location hosts all confection creation, production, sorting, packaging and business activities. With the added space, Chukar is excited to increase its workforce as well. The new space allows for the addition of 5-10 full time positions as well as increased seasonal positions from October through December. Chukar Cherries currently employs about 50 people. With the addition, approximately 60 positions will be created. Seasonal workers increase the employment total to nearly 150 workers. The new year means more space, more jobs, and more cherries at Chukar headquarters in the city of Prosser.

Look for the grand opening of NW Farm Supply on Wine Country Road in early August. The final concept for Prosser’s new high school should fulfill the educational needs of the city for years to come. Architects West (AW), the primary architectural firm responsible for Prosser’s new high school design, shows us the proposed view of Prosser’s new facility. AW had initially considered three building location placements for comments and questions from a series of public meetings. The design team, taking

the shape, elevations and existing facilities of the site into consideration, identified the three site options as Hillside, Central and Hilltop in their preliminary drawings, each of which further considered public usability, parking, cost and efficiency among other important use concepts. The site analysis also considered flexibility, accessibility, efficiencies and visual elements for each of the building placement considerations.

Each design has its pluses and minuses, according to the design team, as building foundations, excavating and existing facilities cost factors were taken into account. Future expansions of the school’s facilities were also considered.

Ground breaking for the new high school starts in early 2019 and to be completed in 2020. The public meetings were well attended by interested citizens and many questions addressed by the design team to come up with this final concept.

prosser annual science expo In April the annual Prosser Science Expo was at the Prosser City Park. Mikki Symonds a Prosser local and one of the Expo organizers said this year’s event was lots of fun. “There were family events during the day and then the adult evening event at Airfield Estates with a lecture and a

question and answer period.” Symonds, Michaela Mann, Katy McLaughlin, Katie Nelson, Virginia Norton, Andrea Slonecker and, Linda ZengerO’Brien are Expo committee members and came up with the ideas for the Expo. Symonds, who is very interested in science, pointed out

that so many careers in the area are science-based. “We want to promote science. It is not so scary. When you think about it all our conveniences, they come from science, and most of our comfort items come from science,” said Symonds. The expo is to promote science, “Science can be fun, and fascinating,” said

Symonds. “We want to promote science and look at who is here who are interesting and doing interesting things.” Some of the invited guests include: Pauline Shafer from Hanford Reach; Merrit Mitchell-Wajeeh of MidColumbia Fishers Yakima Basin Fishers and Mid-Columbia Fisheries; also, Ralph Lampman of the Yakama Nation FRMP, Pacific Lamprey Project. At the park tables were set up with displays for people to enjoy. One of the crowd favorites is the West Benton Fire Rescue who actually displayed a burning building at their table! There was the all-important bee keeping, Mid-Columbia Libraries was present, and another favorite table was‘Bugged by Bugs” with researchers Gwen Hoheisel and Paul Blom. “The Bugged by Bugs table, the rocks table, Bee Keepers, and science. This is all cool and they are fun. I mean who doesn’t love a burning building and Doris Mager, the Owl Lady,” said Symonds. There were about 250 in attendance last year at the city park and this year and we added the evening event,” said Symonds. The Evening event of Wine and Science was a lecture with David R. Montgomery and Anne Bikle. Montgomery who is a MacArthur ‘Genius’ Fellow and professor of geomorphology at U of W. He holds a degree in geology from Stanford and a PhD in Geomorphology from the U of C, Berkeley. Bikle is an Author, Biologist and Gardener. She holds a Bachelors’ degrees in Biology and Natural History from U of C, Santa Cruz and a master’s in landscape architecture from the U of C, Berkeley. Together they have written “The Hidden Half of Nature; The Microbial Roots of Life and Health.” The evening event was held at Airfield Estates located at 560 Merlot Drive in Prosser. All donations and purchases went towards supporting the speakers.
