Malta to Upgrade ePassport

Vietnam to Introduce ePassport Vietnam’s Ministry of Public Security is set to introduce the country’s first ePassport by 2020. The Ministry says the new travel document will facilitate faster, more convenient and more secure border crossings.

The Maltese government has announced plans to launch an upgraded ePassport by the end of 2019. The new travel document will incorporate cutting-edge technology and additional security features. According to the government, although the current passport is highly secure and conforms to the highest international standards, the new travel document will have additional security features which will further prevent the counterfeiting of the document. Amongst other features, biographic data will be laser engraved on a polycarbonate card which will be incorporated into the new passport. Apart from this, the new travel document will be printed on highly sensitive secure paper that will include advanced security features and techniques such as UV and visible fibres, high quality cylinder mould watermarks and security thread. The passport will also have biometric features and an embedded chip used to verify the person’s identity. The inner pages of the new document will depict imagery of renowned Maltese landmarks and cultural heritage. The intricate imagery, combined with a highly sophisticated layer of security features, will be printed in secure ink primarily designed to secure government-issued documents.

Commenting on the planned launch, Malta’s Parliamentary Secretary for Reforms, Citizenship and Simplification of Administrative Procedures, Julia Farrugia Portelli said: ‘the Maltese people are very keen on travelling and are fond of culture and heritage too; three elements that will be captured in the new Maltese passport, which will gradually make its way later this year.’ The gradual introduction of the new passport will take place over a number of years starting towards the end of 2019. The new travel document will be issued on application for a new passport or upon renewal. Existing passports in circulation will remain valid until their expiry date. Upon renewal, the new passport will be issued for no additional charge. Malta’s passport issuing authority, Identity Malta Agency, has reiterated its commitment towards making its services more accessible. Following a series of meetings with the Commission for the Rights of Persons with Disability (CRPD) and the Foundation for ICT Accessibility (FITA), Identity Malta said it intends to facilitate the use of Maltese passports for the visually impaired, which will result in a higher independence.

The Ministry has published the draft law on the entry and exit of Vietnamese citizens detailing the proposed system, and is currently seeking public feedback. While the government had previously approved the project to produce and issue ePassports, there was no legal document regulating the process. The bill, with 39 articles arranged into seven chapters, takes effect in July 2020 provided it is adopted by the National Assembly. The ePassport will be embedded with a microchip that stores the holder’s personal information, fingerprint scans, photo and a digital signature from the issuing agency. The draft law also seeks to replace the current travel document (giay thong hanh) with temporary passports, which would expire after one year and serve the same purpose as ordinary passports. Temporary passports would be issued in situations when a passport is lost or has expired, and the holder must travel on short notice. The number of Vietnamese travelling overseas for study, work or tourism has increased rapidly in recent times, from 6.1 million in 2013 to 7.7 million in 2016 and 9.2 million in 2017. Vietnam’s current passport is a machine-readable document and was introduced in 2005. It is one of the cheapest passports in the world to produce and one of the least protected.
