Purpose of the Plan Background

Plan Organization

A comprehensive plan is a guidebook for the development of a community. It considers land use, transportation, utilities, parks, and other elements of the community that are interconnected and provides direction for residents, developers, and local officials as they consider development in the community.

The Centerville Comprehensive Plan was developed to meet the requirements of the IC 36-7-4-500 series and adopted under the process outlined in the series. It was also developed to meet the comprehensive plan requirements established by the Indiana Office of Community and Rural Affairs.

Under Indiana code, the requirements for a comprehensive plan are in the Indiana Code 36-7-4-500 series. This series establishes that comprehensive plans are adopted by resolution and are intended to promote the public health, safety, morals, convenience, order, or the general welfare and for the sake of efficiency and economy in the development process.

The statement of objectives for the future development of the jurisdiction is in Chapter 4: Plan Elements under the Land Use section.

The series also establishes the required contents of a comprehensive plan: • A statement of objectives for the future development of the jurisdiction • A statement of policy for the land use development of the jurisdiction • A statement of policy for the development of public ways, public places, public lands, public structures, and public utilities A comprehensive plan may also include additional elements, some of which are listed in the series, but concludes with “any other factors that are a part of the physical, economic, or social situation within the jurisdiction.”

The 500 series also establishes the adoption process; including that the plan must be available for public comment 10 days before the public hearing and must be noticed, a public hearing must be held, the plan commission may consider adoption of the plan, the recommendation of the plan commission to adopt the plan be certified to the legislative body, and that the legislative body can approve the plan or send it back for revision and plan commission response. After the plan is adopted, it must be filed with the county recorder’s office.

This plan was funded in part by the Indiana Office of Community and Rural Affairs with a planning grant.

The policy statements for the land use development of the jurisdiction are in Chapter 4: Plan Elements under the Land Use section.

The policy statements for the development of public ways, public places, public lands, public structures, and public utilities are in Chapter 4 Plan Elements under the Public Facilities and Services, Transportation, and Parks and Recreation sections.

Visions and Principles The visions and principles for each section of the plan will guide development decisions by local officials – elected and appointed – as they consider public investment and private development proposals.

Plan Elements The plan elements are the primary focus of the plan and include the 13 elements required by the Indiana Office of Community and Rural Affairs.

Each of these sections include background information, context, goals, and projects and measurable strategies.

Maps Three core maps are included in the plan: the existing land use map, the future land use map, and the zoning map. The future land use map and establishes the location of land use types (residential, commercial, industrial, and agricultural) for development. The Functional Classification Map is a way of considering the street network and is commonly used by engineers and grant pursuits.

Scope of the Plan Phase 1: Project Initiation

Phase 3: Existing Conditions

Conduct a project kick-off meeting with the town to introduce the team members, discuss project parameters, verify the schedule, determine the public involvement process, and identify stakeholders and potential Comprehensive Planning Committee members.

Additionally, this meeting will provide a chance to brief the team on key issues and opportunities within the study area.

The meeting will include a guided tour of the town with a discussion of key issue areas to consider as a part of the planning process.

The consultant will review existing documents including utility information, transportation/access information, natural resources, parks, and open space, and land use.

The consultant will create a demographic profile of the community, project trends and compile information in a form that is easily understood by the Comprehensive Planning Committee and Community. The consultant will create an existing conditions summary report that will highlight “big-picture items” through text, graphics and maps of the opportunities and challenges within the community.

Comprehensive Planning Committee With assistance from the town, a Comprehensive Planning Committee will be assembled to provide feedback, guidance, and direction throughout the planning process.

This committee can include representatives from the elected officials and staff, economic development officials, area business community, residents, not-for-profit organizations, institutions, school system, property owners, and other community leaders. Meetings will be interactive work sessions requiring active committee participation.

Phase 2: Public Engagement Interview key town staff, leadership, property and business owners, residents, real estate agents/brokers, and others as identified by the Comprehensive Planning Committee.

The consultant will conduct one day of confidential focus group discussions. The consultant will conduct up to four conference calls with individuals identified for focus groups but who are unable to attend the scheduled date/time.

The first meeting will be scheduled early in the planning process with the primary objective being to gather public input, identify existing issues and opportunities, and create ideas for the future of Centerville. This meeting may be a workshop or open house format. The second public meeting will be scheduled near the plan’s completion with the primary objective to present plan recommendations and provide opportunity for public feedback. Results of each workshop will be summarized and presented to the Comprehensive Planning Committee.

Phase 4 & 5: Vision and Components Framework & Implementation Plan The consultant will facilitate a number of exercises with stakeholders, the public and the Comprehensive Planning Committee to develop an overall vision for the Town.

The vision is the overall future state of the area at the culmination of 15- 20 years of implementation of the plan. The vision should be challenging yet pragmatic and realistically achievable. The overall vision will then help guide the Comprehensive Planning Committee and planning team in the development of the plan’s goals, objectives, and action steps.

The consultant will create a future land use and transportation map the details desired characteristics and future land uses.

The plan will address all thirteen elements established by OCRA beyond the requirements of IC 36-7-4-500 series.

Although the vision and goals provide overall direction for the plan, the actual objectives, programs and policies provide a defined and measurable action for implementation. Each objective, program or policy will include a full action plan for implementation.

Phase 6 & 7: Final Plan & Adoption The consultant will develop a draft plan for review by the town and the public, informing revisions to the final plan.

The consultant will guide the town through OCRA review and adoption under the 500 series.

Public Input 2024 Community Survey The town grant writer conducted a community survey in 2024 to gather input to the comprehensive plan ahead of the OCRA planning grant application and subsequent award and the formal kickoff of the planning process. This survey was used as one of the public input opportunities for the development of the plan.

Focus Groups/Stakeholder Interviews Stakeholder interviews were conducted in September 2025 in person and as virtual meetings with those identified by the town. These interviews included Main Street business owners, representatives of the school corporation, the Town Manager, and a representative of the faith community.

Open House Events On October 8, 2025 a public open house was held at Centerville Town Hall for residents and stakeholders to learn about the plan and contribute input for the strengths, weaknesses, opportunities, and threats analysis and the vision and goals. Interactive boards and a survey were ways for participants to provide input in addition to speaking with representatives from the consulting team.

After the draft plan was developed, a second public open house was held March 12, 2026 at the Centerville Town Hall to present the plan to the public and stakeholders and seek their input ahead of the final revisions and beginning the adoption process. Participants were invited to provide feedback on what plan recommendations should be prioritized in the coming years through interactive activity boards. They also received handouts detailing some of the key information for each plan element and had the opportunity to leave comment cards with any general thoughts/questions.

The Town of Centerville is full of activity: people at the park, walking the trails, shopping, lining up Main Street, attending multiple festivals and gatherings. People have work, can afford housing, and have access to basic needs. Residents and visitors take pride in downtown, public services including the schools, and neighborhoods.

Maintaining existing homes, preserving historic housing, and encouraging new housing and housing types will make Centerville an attractive community for generations to come.

As a historic National Road community, Centerville is deeply rooted in road transportation. Working with INDOT the community will maintain the transportation function of US 40 for all users while supporting greater opportunity for people to choose traveling by bicycle, scooter, or on foot.

Centerville recognizes the importance of broadband service as a utility necessary for school, business, family life, agricultural operations, and emergency management.

Historic & Archaeological Sites

Active agriculture uses exist in balance with growth opportunities in Centerville, protecting farmers right to farm as long as they wish.

Centerville celebrates its rich National Road history and the legacy of the community over time, especially the arches.

Natural Resources

Hazard Mitigation

Centerville appreciates nearby natural resources that are regional assets and strives to protect the creeks that are the town’s primary natural resources.

Centerville works with other units of government and qualified professionals to assess and mitigate risk to the community’s residents, businesses, and properties.

Parks and Recreation Centerville aims to provide parks that meet the needs of different populations in the community including young families, teens, and older adults.

Economic Base

The 2010 population of Centerville was 2,644. The town experienced growth to 2,748 by 2020 and a slight contraction to 2,705 in 2025. The population is forecast

by ESRI to decline slightly to 2,683 by 2030. The daytime population of the town in 2025 was 2,150 with 638 workers and 1,512 residents in town each day.

There are 618 employees (jobs) in Centerville that are in 74 establishments. The largest employers are:

The median age in Centerville has increased from 37.8 in 2010 to 40.4 in 2025, indicating a slight aging of the population. This is forecast to increase to 41.5 by 2030.

Roughly half of the population in Centerville is age 25 to 64 (working age adults). More than three-quarters of the population is over age 18 and only 20 percent of the population is over age 65. Over 1,260 people who live in Centerville and work (age 16+). The unemployment rate for people who live in Centerville (over age 16) is 4.4 percent.

The median household income in Centerville is $57,048 with an average (mean) household income of $78,798.

In 2010 there were 1,050 households in Centerville. By 2025 that number grew to 1,085 where it is expected to stay through 2030. The average household size has decreased from 2.52 people per household to 2.4 people per household.

Half of the population over age 15 is married, and another quarter of that population has never been married. This includes some teenagers and young adults, however.

Fifteen percent of the population over age 15 is divorced.

The remainder of this population is widowed.

Nearly three-quarters of housing is owner occupied, which has been fairly constant in Centerville since at least 2010 and is anticipated to remain the same through 2030.

Services is the largest employment sector for people who live in Centerville, with 54 percent of residents over age 16 working in the sector. Manufacturing is the next largest sector with 21 percent of employment.

Anchor Institutions Centerville-Abington Community Schools is the most significant anchor institution in the community. The school district leadership works collaboratively with the other districts in Wayne County and with the local government and business community.

Centerville-Center Township Library is another anchor institution. The library is under construction in 2025 but still offering books and programming from other locations. It serves as a community hub with access to computers and the internet, books and audio/visual materials, classes, and meeting rooms.

The Centerville Youth League, Centerville Fire Department, and Centerville Christan Church (among other religious institutions) play anchor roles in the community.

The Comprehensive Planning Committee was established by the Town Council President at the beginning of the comprehensive planning process. The intention was to have a small yet representative group of engaged local residents with expertise in the community, with their perspectives supplemented through key stakeholder interviews and input. A five-member committee was established to support the consulting team alongside the Town Manager and Town Council President.

The Comprehensive Planning Committee was formed by the Town Council President after the project kickoff meeting with the president, Town Manager, and the consulting team. The intent was for these meetings to be conducted electronically to best support availability of the people involved.

Committee members were invited to participate by the project manager and a date for the kickoff meeting was set. Future meeting dates were set during the meeting and via email. Meetings used a variety of formats including discussion, sharing of documents, and presentation of information by the consulting team. Documents shared online during the meeting were also sent to committee members via email.

When there were different perspectives on issues all were presented and recorded in the meeting notes. Generally, after clarification there was consensus among the committee members.

Comprehensive Planning Committee Kickoff Meeting – August 8, 2025

Comprehensive Planning Committee Meeting – February 18, 2026

In this initial meeting of the Comprehensive Planning Committee the group met with the consulting team to understand the comprehensive plan scope and process, their role as committee members, and the public engagement plan. This meeting was conducted via Microsoft Teams.

In February the Comprehensive Planning Committee met to review the draft of the comprehensive plan and discuss the final open house event for the planning process. This meeting was held via Microsoft Teams.

The public engagement plan discussed included focus groups (later stakeholder interviews), a public open house in October 2025, and a public open house in January 2026.

The Town Council President was to identify the focus group participants/key stakeholders and the interviews would be conducted by the consulting team without anyone from Centerville present to encourage open communication. The open house was scheduled for October 8, 2025, at the town hall.

The Comprehensive Planning Committee was established to guide the consulting team in the development of the comprehensive plan, providing local insight and information that is qualitative and anecdotal in addition to providing context for quantitative data.

Between the kickoff meeting and the October 2025 open house, committee members and the consulting team coordinated via email for marketing the open house.

Comprehensive Planning Committee Meeting – November 5 and 11, 2025

Role of the CPC

The committee set dates for public input opportunities like the public open house events and helped distribute information about those events to residents and stakeholders. The committee met five times during the process.

The committee was supported in its work by Town Manager Kevin Slick and Town Council President Daniel Wandersee.

Meeting notes from each meeting were recorded by a member of the consulting team.

The November meetings of the committee were to discuss the results of the 2024 survey and the open house and identify “big ideas” that could serve as the basis for development of goals. The committee reviewed and agreed to the vision statement, which had been drafted based on open house input, as presented. The Town Council President attended these meetings to provide background information to the committee members on some of the comments that were made during the open house and in the survey. The agenda was lengthy for a single meeting and the November 5th meeting was continued to November 11th. These meetings were held via Microsoft Teams. The presentation was shared with the committee members, and they were invited to submit additional comments, but no additional comments were received.

Comprehensive Planning Committee Meeting – December 10, 2025 The purpose of the December meeting was to review the existing land use map and zoning map, then discuss changes to the existing land use map for the future as a basis for the future land use map to be included in the comprehensive plan. This meeting was held via Microsoft Teams.

Land Use Land use is the most critical element of a comprehensive plan in terms of use by local officials for making decisions about development proposals and changes to existing uses or structures. Centerville has an Advisory Plan Commission that has jurisdiction over the incorporated Town of Centerville, with an extra-territorial jurisdiction that extends beyond the town’s boundaries. Extraterritorial jurisdiction is sometimes called a “two-mile fringe” based on the state law that allows the town to exercise planning and zoning jurisdiction for an area up to two miles outside of the corporate boundaries, but the exact area does not have to be the full two miles.

The town also has a Board of Zoning Appeals (BZA). The plan commission, BZA, and Town Council make decisions on petitions submitted by property owners related to development.

The future land use map, an element of the comprehensive plan, assists the elected and appointed officials in making decisions on petitions. The comprehensive plan is a policy document adopted by resolution that serves as the basis for decision-making but is not statutory. The zoning ordinance and subdivision control ordinance are powerful implementation tools for the comprehensive plan and are adopted by ordinance of the Town Council. Following adoption of the comprehensive plan, the town should review and amend the zoning and subdivision control ordinances for consistency with the comprehensive plan.

Future sub-area plans (i.e. downtown revitalization plans) should be amended into the comprehensive plan by resolution.

Land use is generalized as agricultural uses, residential uses, commercial uses, industrial uses, and institutional uses. There are often distinctions between intensities of those uses or combinations of uses. The existing land use map for Centerville was developed using Department of Local Government Finance (DLGF) assessment data from the State of Indiana. Land use classification is related to zoning, but the zoning districts are often more specific to density, intensity, and type of use.

Existing Conditions The most recent comprehensive plan for Centerville was adopted in 2023. Much of the work identified in that plan was completed within 15 years. A downtown revitalization plan was completed in 2009 and updated in 2020.

Physical Agriculture is the single largest land use in Centerville, with 68 percent of land being in active agricultural use or vacant for agricultural use. The next largest land use is residential, occupying 16 percent of the town’s area. Public and institutional uses occupy 10 percent of the land area, with the remainder being commercial, industrial, or vacant. The total land area in Centerville is 2,150 acres.

Commercial uses are clustered in the Main Street downtown district, along US 40 outside of the downtown, and at the I-70/Centerville Road interchange.

Cultural/Social Centerville’s population grew 13 percent between 2000 and 2020, reaching a population of 2,748 in 2020 (Decennial Census). This is in line with the 2025 population estimate of 2,705 (ESRI).

The zoning classifications in Centerville are: • Agriculture • Single-Family Residence A

Most of the agricultural land is north of College Corner Road and is area that has been annexed in the past 20 years for the future growth of the town. The schools are anchored in the southwest corner of town and have concentrated land ownership there.

• Single-Family Residence B

Most of the residential development is in neighborhoods south of US 40/Main Street, with some neighborhoods north of US 40/Main Street near downtown. There are newer residential subdivisions east of the community core and west of Centerville Road/Morton Street south of College Corner Road.

Public Input A community survey was conducted in 2024 leading into the grant application to the Office of Community and Rural Affairs (OCRA) for the planning grant. This survey was used as a source of input for the plan and is summarized in “community surveys.”

The consulting team met with key stakeholders identified by the community to seek their input and perspective on the community during fall 2025. Information from these stakeholder interviews is included in the “public meetings” input.

On October 8, 2025, a public open house was held at the Town Hall from 4 PM to 7 PM. Participants were invited to speak with the planning team, complete a short survey, and interact with boards. The boards sought input on the

strengths, weaknesses, opportunities, and threats facing Centerville and preferences for the future of the community.

The results of the engagement activities are included in “public meetings” input.

Public Meetings From the key stakeholder interviews, the following land use topics were identified: • The Airbnb market is strong, with 15-20 room nights per month in the past year. The market is centered around “girls’ weekends” and annual reunions of friends. Also, market for couples’ getaways and solo time away from home. People also book to visit family for holidays and to visit college students who are nearby.

• Would like to see co-working space, an innovation center, or a makerspace downtown.

• The Centerville Youth League is considering a park and waterpark.

During the October 2025 public open house, participants expressed a desire for one or two more food (dining) options providing more varieties of places to eat. They also wanted to see more to do like duck pin bowling, pickleball, and a movie theater. Participants identified a need for a hotel at I-70 and Centerville Road to increase the visibility of the town.

Community Surveys In the 2024 survey that was conducted to support the grant for the comprehensive plan, several themes related to land use emerged including: • Business diversity downtown • Affordable housing • Highway commercial development • Land use maps, zoning, and annexation • Activities Participants expressed a desire for more and diverse businesses downtown including restaurants with outdoor seating, a grocery store, and a movie theater. There were mixed views on affordable housing, both that it was needed and that more “low end” housing wasn’t needed.

Senior housing was a particular concern to keep people from needing to move to a larger community. Commercial development was supported along the highway corridor and a desire for more lodging options – a hotel or bed and breakfast development. Participants also expressed a desire for a community center that could host events, receptions, and activities for the youth and elderly.

On the administrative side, participants expressed that the land use maps needed to be updated to reflect the type and location of development that is desirable, that the zoning ordinance would need to be updated to reflect the plan objectives, and that annexation was needed to support the tax base and spur development. Opposition to additional solar development was expressed.

household spends on their housing costs and their transportation costs. Housing costs should be less than 30 percent of a household’s income to be considered affordable. Housing costs can be lower in places with high transportation costs because of the lack of public transportation options and the distance to destinations like work, school, or shopping. A household’s housing plus transportation costs should be less than 45 percent of household income for their situation to be affordable.

Most households in Centerville spend 51 to 57 percent of their household income on housing and transportation combined, with an index of 51. Centerville households spend 28 to 31 percent of their household income on transportation alone, with an index of 29. The combined cost of housing and transportation relative to income in Centerville is relatively high.

Existing Conditions Physical Town Hall is located on Main Street in Centerville, east of the main commercial district. It is a former bank building and has space for town meetings and events. It is located next door to the post office and uses the former bank infrastructure to receive utility payments. The town vehicles park on side behind the main structure. The building has a wheelchair accessible entrance and restroom. The former Town Hall is further west on Main Street and is temporarily being used by the library during the library renovation.

The police station is located at 5247 US 40 in the central part of town, east of downtown. Centerville Fire and Rescue Station 1 is located at 414 S Morton Ave on the southwest side of town near the schools. Station 2 is known as Chief Dennis Spears Station 2 and was named after long-time (now retired) Fire Chief Dennis Spears in 2024. It is located at 4099 W National Road.

As of August 2017, Centerville Fire/Rescue has a Class 4 ISO rating within the Town of Centerville limits and a Class 4X ISO rating in outside the town limits. Areas that are 5 miles or more from the station, within the department’s jurisdiction, have a Class 10 ISO rating. Current apparatus consists of three engines, one tank truck, one rescue truck, one 4x4 grass rig, two medical response vehicles and one command vehicle.

Cultural/Social Centerville, originally Centreville, became the county seat for Wayne County in 1818. Before this the county seat was Salisbury (between Centerville and Richmond), but Centerville was the center of the county. The original log cabin courthouse is in Centerville. Richmond was named the county seat in 1873. The old courthouse is now the Centerville Library.

The town’s total budget for 2025 was $1,725,288. The property tax caps do not affect revenue to the town. General services totaled $1,388,895 or 77.7 percent of the budget. $624,190 was budgeted for town administration, $139,100 for the fire department, $493,355 for the police department, and $83,250 for the utilities department. The town had debt service of $52,928 on a fire truck and $27,285 on the fire station. Local road and street funds and motor vehicle highway funds were a total of $40,000.

Vision The town government is responsive to local needs and engaged in county, regional, and state efforts to secure resources for residents.

Public Meetings The October 2025 participants identified the police and the Town Council as strengths but noted a need for an emphasis on safety and change in local government. A sentiment was expressed that the Town Council isn’t “on board” and does not listen.

Community Surveys The 2024 survey focused on historic preservation and demolition, ease of utility payments for consumers,

programming, leadership, and funding.

Participants encouraged demolition of abandoned commercial and residential buildings but also identified a need to preserve the downtown historic architecture and character through reuse of existing structures. They encouraged development of a facade revolving loan or grant program to maintain the historic structures.

A recommendation was made about automating payments and having one-time setup, though a private utility was named as an example.

Participants wanted programming for the aging population and a Park Board to add oversight to park development and programming. They also would like to see younger leadership developed for the town boards and commissions.

Collaboration with the county for funding, funding the police department, and annexation to increase the tax base were concerns identified.

Data supporting the plan The 2025 Centerville budget was approximately $1.34 million, with 46 percent of the budget allocated to administration, 10 percent to fire protection, and nearly 37 percent to the police department. Utility was the other major budget category at more than 6 percent.

Sewer rates are a base charge of $19.80 per month with an additional treatment charge of $9.90 per 1.000 gallons.

Centerville does not have a Redevelopment Commission and does not use Tax Increment Finance (TIF) as an economic development tool.

Bills for utility services provided by the Town of Centerville are received on the 1st of the month and are due by the 15th. They can be paid in person at the Town office, via mail, or online. The local gas utility is provided by CenterPoint Energy, and bills can be paid online, on the mobile app, via mail, or in person.

There is no dedicated funding for parks in the 2025 Centerville budget. With limited development the town has not realized park impact fee revenue.

Utility rates are set by the town for the utilities they own and manage. The 2025 utility rates for Centerville can be found in Figures 11 and 12.

Existing Conditions A water utility master plan was completed in 2021 at a cost of $39,800. A water distribution master plan updated was completed in 2019 at a cost of $20,000. A stormwater master plan was completed in 2018 at a cost of $25,000.

The wastewater treatment plan was completed in 2009 ($35,000) and updated in 2017 ($20,000).

Physical Water Treatment The Town of Centerville owns and operates the water utility which consists of approximately 1,120 service connections, a distribution system, a pumping facility, two storage tanks, a treatment plant, and three groundwater wells.

The town’s water treatment plant is located at Centerville Road and Temple Drive and was constructed in 1968. The plant uses an induced draft aerator to oxidize iron in the water, vertical pressure filters to remove solids from the water, chlorination to disinfect the water, and fluoridation.

The plant can treat 500 GPM or 720,000 gallons per day (GPD). With one filter out of service, the plant can treat 333 GPM or 480,000 GPD. Two high-service pumps deliver water from the treatment plant to the distribution system and storage. One pump currently delivers 350 GPM, and

with both pumps running they can deliver 427 GPM. Groundwater is the supply source for the Town of Centerville. There are three wells that serve the town. Wells Number 1 and Number 2 serve as the primary wells (300 GPM each) and are located adjacent to the water plant, while Well Number 3 serves as a raw water backup source (150 GPM).

The town operates two, 250,000-gallon elevated water storage tanks: the east tank is located at North 4th Street and East Water Street and the west tank is located at the west end of Panoramic Drive.

The distribution system consists of 2-inch through 14-inch water mains supplying normal operating pressures ranging from 40 to 60 pounds per square inch (PSI). The distribution system also has a booster station which has four pumps and provides the additional pressure necessary to service the INDOT rest area on I-70.

Wastewater Treatment The Town of Centerville owns and operates a Class III Wastewater Treatment Plant located at McMinn Road and West Water Street consisting of a wet well, screening, cyclical sequencing batch reactors, a chlorine contact tank, and dechlorination by sulfur dioxide. The plant is rated at

1.0 MGD for average daily flow. The treatment system is designed to handle 4.0 MGD peak wet weather flow.

The sanitary and storm water collection systems are approximately 95 percent separated by design. The sanitary collection system consists of approximately 53,500 feet of vitrified clay pipe ranging in size from 4 to 15 inches in diameter and approximately 50,000 feet of Polyvinyl Chloride (PVC) pipe ranging in size from 6 to 18 inches in diameter.

The town also operates six lift stations as part of their collections system, ranging in size from 11 GPM to 630 GPM. The stations are: • Winding Brook lift station located is located at the east end of town, north of US 40.

• Centerville Youth League (CYL) lift station located at the south end of Poplar Street in the Centerville baseball park on the south side of the town.

• Means Road lift station located at outside of the corporate limits along Means Road, immediately west of Noland’s Fork Creek, and serves the INDOT rest area along Interstate 70.

• Centerville Road lift station is located along Centerville Road about 400 feet north of Gates Road.

• McMinn Road lift station is located along McMinn Road, about 1,000 feet south of College Corner Road.

• Plum Street lift station is a small lift station serving approximately six residences and located behind one of them along Paddy Creek near West Plum Street and N Spruce Street.

network from 4 kV to 12 kV. Once the upgrade is complete, the town will abandon their 4 kV substation located on 1st Street north of Main Street and will be served exclusively from the 12 kV substation located west of the wastewater treatment plant and operated by Duke Energy.

There is also a 1 MW solar farm project located within town limits that is owned and operated by IMPA. The project is located on McMinn Road near College Corner Road. It supplies renewable energy to IMPA members, including Centerville.

Gas The local gas utility is owned and operated by CenterPoint Energy.

Transportation The municipal garage is located at 816 McMinn Road.

Stormwater

Cultural/Social

The two main drainages through town are Center Run and Paddy’s Run.

Water Treatment

In 2019, the Town of Centerville constructed a project that consisted of a stormwater detention basin in the Paddy’s Run drainage basin, Paddy’s Run drainage improvements, Elm Creek drainage improvements, and culvert replacements in Elm Creek Ditch drainage basin.

Electric The local electric utility is owned and operated by the Town of Centerville. The Town of Centerville owns and operates the electric infrastructure within town limits (poles, lines, and transformers) while the electric power is supplied by the Indiana Municipal Power Agency (IMPA).

The town is actively upgrading their electric distribution

The town has recently completed the first phase of a water improvements project that replaced water-mains, refurbished both water tanks, replaced filter media in the water plant’s pressure filters, removed sediment from the backwash basin, and inspected and replaced lead and galvanized water service lines. The second phase of the project will take place in 2026 and will complete the investigation (and replacement as needed) of all the remaining water service connections in the system as well as replace well houses number one and two.

In 2021 the town adopted an Emergency Operation and Disaster Planning in the Event of Groundwater/ Water Contamination plan by resolution.

From the key stakeholder interviews, the following public facilities and services topics were identified:

A community survey was conducted in 2024 leading into the grant application to the Office of Community and Rural Affairs (OCRA) for the planning grant. This survey was used as a source of input for the plan and is summarized in “community surveys.”

• Newer residents don’t maintain property as well as some of the long-time residents and business owners.

• There is a sense that other communities, particularly in the county, receive more grant funding than Centerville does.

• There are concerns about enrollment declines, not just in the district, but in all public districts. Funding and the changes to funding coming in the next few years are concerning.

• The school districts in the county work well together.

The schools also have a good relationship with the business community, including for internships.

• Students go to Whitewater Vocational Trade in Connersville for vocational classes. Approximately 300 students per day, split between morning and afternoon sessions.

• There is strong attendance at HS football and

basketball games.

• Funding for local government is going to be a challenge going forward with the effects of PL 68.

Code enforcement for yards and homes, particularly rental properties was expressed. Police enforcement of speeds on side streets and US 40 was also a concern.

• There’s concern that changes to Environmental Protection Agency (EPA) rules may be expensive and come without funding, particularly related to lead service line replacement.

Forty thousand dollars ($40,000) was budgeted from the Motor Vehicle Highway Fund and the Local Roads and Streets Fund for operating and maintenance supplies.

The 2025 Centerville budget was approximately $1.34 million, with six percent of the budget allocated to utility administration.

Community Surveys Participants in the 2024 survey identified several key issues: • Street and sidewalk improvements, including lighting • Water, wastewater, and stormwater improvements • Curbs and streetscape • Code enforcement The most significant issue mentioned was the condition of the sidewalks and completing sidewalks in the newer neighborhoods that don’t have them. People want better, more consistent, streetlights on Main Street through downtown and along Crown Creek Trail, as well as on side streets. Participants also mentioned that the side streets need to be repaved. Pedestrian connectivity to key destinations like downtown, the historic sites, Webb’s Antique Mall, and Crown Creek Trail was desired.

Wheelchair and walker accessibility was a key consideration for the sidewalks.

Participants noted needs for infrastructure improvements including water, wastewater, and stormwater. Water pressure was identified as a concern. One participant noted that they did not want a solar panel project. Cleaning certain ditches to mitigate stormwater concerns was noted. One participant noted that people were leaving town due to high utility costs and that residents shouldn’t be billed for hydrants and stormwater.

There were mentions of painting the fire hydrants and curbs, including painting parking spaces like in Dublin or Cambridge City. People expressed concern that the planters in the streetscape block views from the side streets.

Existing Conditions Physical The Centerville-Abington Senior Center offers social experiences and independence resources for older adults who live on their own. Social experiences include games, meals, crafts, ice cream socials, and exercise classes.

Independence resources include sessions on cell phone use, vaccine clinics, and access to fresh produce, among other services.

Parks, the trail, and other town spaces serve as places for people to gather for organized and spontaneous interaction.

The Centerville-Center Township Library is the former county courthouse from when Centerville was the county seat. In 1997, the Library Board of Trustees purchased the building for the new home of the Centerville-Center Township Public Library. A large addition was added on the west and north sides while preserving intact the southfacing front façade of the original jail. It was dedicated in December 1999. It also has a conference room that can be reserved for meetings and events. In 2025 the library is undergoing renovation. After the renovation, the library will have new meeting rooms and private study rooms as well as a new teen room. Over 100 works of art, all created by local artists, are owned by the Centerville Library. All have been donated over several decades.

Many of the original settles in Centerville were Quakers (Society of Friends) and had great respect for education.

The Wayne County Seminary was under construction by 1826 and provided education for 50 years. It was sold to a group of Methodists and renamed Whitewater College in 1848. With the new owners came physical expansion of the building to include an east wing and center section. In 1865 the college became the Centreville Collegiate Institute. In 1870 the school sold and became Centreville High School until it was destroyed by fire in 1891. The Union School was built on the site before it was demolished, and the elementary school was built.

The Centerville-Abington Community Schools district includes Centerville Senior High School, CentervilleAbington Junior High School, Centerville-Abington Elementary School, and Rose Hamilton Elementary School.

The high school enrollment is the largest with 518 students in 2025. The junior high has an enrollment of 266 in grades seven and eight. Centerville-Abington Elementary has an enrollment of 530 and Rose Hamilton Elementary has an enrollment of 441. Centerville-Abington is for grades three through six, while Rose Hamilton is for pre-kindergarten through second grade. All the schools except Centerville-

Abington experienced enrollment growth between 2020 and 2025. Longer term the schools have experienced stable or growing enrollment since 2010.

Cultural/Social Archway Days includes a 5K run/walk for the community that promotes community health during this important and popular festival.

Less than five percent of the population in Centerville identifies as Hispanic. Less than one percent of the population identifies as Black non-Hispanic and less than five percent identify as two or more races.

Local places of worship offer a variety of social and religious gatherings for people of varying ages on a weekly basis. Many are focused on youth, though some have programming for young adults and gender-specific gatherings.

A community of Orthodox Jews recently moved into Centerville.

The library hosts a range of programming for babies and preschoolers through teens.

The Centerville Hometown Christmas Festival is held the first Saturday of December and includes visits from Santa in the log cabin, photos at the caboose in Maplewood Park, Main Street shopping and stations with treats, and the Centerville Christmas Parade.

The Archway Days Festival began in 1988 as Hoosier Celebration ‘88. It included a parade of antique vehicles which ended at Maplewood Park. There, people enjoyed “Music! And Dancing! and ice cream and pie and fellowship of the Centerville community.” Before the end of the day, the dates for the next year were set and the name of ‘Archway Days’ was chosen. In 1989, Centerville celebrated 175 years and the festival grew to include a pageant, “Walking Through the Archways of Centerville”, a horseshoe tournament, 5K Run and Fun Walk, a Pet Parade, a Lemonade Stand and a Homes Tour. The festival continues to evolve.

The community is very proud of the school district. The district has a reputation for higher test scores and sending more graduates to college than other districts in Wayne County. In spring of the 2024-2025 academic year 95 students transferred out of Centerville-Abington Community Schools to other public schools, 16 transferred to charter schools, and 28 transferred to non-public schools. However,

the district experiences net transfers in from other school districts. For spring semester of the 2024-2025 academic year, there were 496 public transfers into the district and the above transfers out resulted in net incoming transfer of 357 students across all grades.

For vocational education students go to Whitewater Vocational Trade School in Connersville. This involves approximately 300 students per day.

They’ve struggled to have enough volunteers and the kids wish the program was available every weekday.

Residents expressed interest in more places to eat away from home in the community. Local, small and familyowned businesses are the backbone of this sector in small communities. Public Meetings From the key stakeholder interviews, the following economic development topics were identified:

• Main Street has a formal group. They used to be in the Indiana Main Street program but are less interested with the restructuring of the program where they are now considered park of OCRA’s Downtown Affiliate Network (ODAN).

• Main Street being a US highway makes it difficult for creating the type of pedestrian-oriented downtown they would like to see.

• Several of the downtown business owners have jobs and the Main Street business is their additional job.

• No one in the town administration is specifically responsible for economic development. The town manager and individual council members do what they can. There is a town appointment to the Economic Development Corporation of Wayne County.

• Some of the locally owned businesses, even third and fourth generation, don’t have an heir that is interested in continuing the business.

The October 2024 public open house participants identified growing businesses and excellent business owners among

the strengths of the community. They have a super group of small businesses, newer shops, and some good local food.

They feel that the community needs to grow and attract more businesses that will be good stewards of their space as well as to beautify Main Street and have more places to stay and eat as well as more things to do and trails. They would like to see incentives for small businesses to grow.

Some people feel the town is not beautiful and has no retail draw. Some feel the cost of living becoming too high could be a threat. They want things to be neat and tidy but allow people creativity and don’t want too many limits.

Data supporting the plan ESRI forecasts median household growth from $57,048 in 2025 to $68,138 in 2030 with a consistent number of households. The retail market potential report uses Market Potential Index (MPI) to communicate market potential in the community. In Centerville the MPI is above the US average for: • Women’s clothing purchased in the last 12 months • Shoes purchased in the last 12 months • Household owning or leasing more than one vehicle

Indiana Main Street1 Indiana Main Street is a community driven downtown revitalization effort. The process tries to catalyze reinvestment, create jobs, and foster pride of place.

ODAN (OCRA’s Downtown Affiliate Network)2 The process begins with communities applying for the OCRA’s Downtown Affiliate Network (ODAN). ODAN is the starting level of designation towns and cities can apply for, and is the first step in being made an Indiana Main Street (IMS).

After one year ODAN communities can apply for Aspiring Indiana Main Street 1-year Program.

Existing Conditions The Economic Development Corporation of Wayne County commissioned a strategic planning analysis that was an economic and residential outlook for the county in 2023. The conclusions found that housing was most likely to be developed by local builders and that housing products needed to remain within local affordability limits.

Recommendations included that the municipalities establish “development covenants” to maintain quality of the housing development including the sites but that they should expect to provide assistance with infrastructure and other public improvements. Specific to Centerville, the plan recommends ranch duplex and quadplex development with attached one or two car garages. Single-family detached rentals with attached two-car garages are recommended throughout Wayne County.

Physical There are 1,191 housing units in Centerville. Approximately 73 percent of occupied homes are owner-occupied. Roughly nine percent of housing units are vacant. Homes can be vacant for sale or rent, seasonal use, or other reasons like abandonment or being unsafe places to live. The units vacant for “other” reasons are the most concerning for communities. Housing that is vacant to facilitate real estate transactions including purchase and renting is healthy for

the community. The healthy vacancy rate is typically six percent. The 2020 Census had a renter vacancy rate of 11 percent and a homeownership unit vacancy rate of only 2 percent. The “other” vacancy rate was three percent. In 2020 there were 1,188 housing units.

Cultural/Social The average home price is $223,695 for owner-occupied homes, with a median home value of $194,368. The largest price range is $150,000 to $199,999. Less than 10 percent of homes are valued over $400,000. Owners are spending an average of 21 percent of their income on mortgages for owner-occupied homes.

Nearly 70 percent of households in Centerville are married couple families with or without children under 18 living at home. More than 40 percent are married couples with no children living at home, either empty nesters or couples who never had children. One quarter of households are headed by women without a spouse present. More than 15 percent of households are headed by women and have children under 18 ling at home. 30 percent of householders live alone.

Focus group participants believe the Airbnb market is solid in the community with an average of 15-20 nights per month in stays.

The Center for Neighborhood Technology Housing + Transportation Cost Index is widely used as an indicator of the housing affordability in a community. Housing costs should be less than 30 percent of household income for an individual household not to be cost burdened. Housing plus transportation costs should not exceed 45 percent of household income for a household to have affordable housing when combined with their transportation costs.

While many Indiana communities have relatively low housing costs, transportation costs can be higher as a car is generally required to get around most Indiana communities.

In Centerville the housing cost index is 23, meaning that households on average spend 23 percent of their income on housing. This is within the range considered affordable, but affordability may vary for households with lower than median income. Transportation costs are high in Centerville, with an index of 29 or households spending 29 percent of their income on transportation. This creates a housing plus transportation cost of 51 percent of household income, limiting the overall affordability of the community.

From the key stakeholder interviews, the following housing topics were identified: • Stakeholders would love for the community to have the infrastructure to build more homes and grow the school district.

• It is hard for some new hires to find adequate housing in Centerville.

At the fall 2025 open house people noted that homes needed to be cleaned up and upgraded. They also noted that single-family homes were more practical for older adults.

Data supporting the plan Half of the occupied homes in Centerville were owned with a mortgage in 2020, and an additional 19 percent are owned free and clear. The other 31 percent of occupied housing units are renter occupied. More than 90 percent of housing units were occupied in 2020. Existing Conditions The National Road Heritage Trail Master Plan was completed in 2004. The Centerville Crown Trail Master Plan was completed in 2012. The National Road Heritage Trail is a proposed multi-use trail intended to cross the State of Indiana parallel to US 40. This alignment would be located north of Centerville’s downtown core and follow the abandoned railroad corridor. It would extend east, connecting Centerville to Richmond, and westward to Cambridge City. Due to part of the railroad land ownership, the trail could only be constructed in part using the planned corridor. A portion of the trail, Crown Creek Boulevard Trail, has been completed and someday this trail will be completed with a connection to the downtown business district.

A sidewalk/street improvement project for two areas of town was conducted in 2021-2023 at a cost of $249,663.

The second phase for the rest of the community was completed in 2025 at a cost of $150,500, including Willow Grove Road and South Street sidewalks. Crown Creek Trail was completed in 2011 as the first section of the National Road Heritage Trail at a cost of $1,200,000. A new trail extension is planned to connect Centerville to Richmond and Cambridge City, but the cost and timeline is unknown.

Physical Centerville is located along the National Road (US 40) in Wayne County, Indiana. The town’s northern boundary extends to north of the Interstate 70 interchange with Centerville Road and there is a Centerville rest area located near the interchange. These two state-managed transportation facilities shape Centerville. US 40 as Main Street and the town’s primary business corridor poses challenges for some of the local businesses. Vehicle speed through town and limited right-of-way for pedestrian improvements are ongoing challenges.

Centerville Road/Morton Avenue is the primary north-south corridor in the community and connects I-70 on the north end of town to the downtown Main Street district at US 77

40. It continues as Centerville Road south to Abington.

Willow Grove Road is on the southwest side of town.

Crown Creek Boulevard runs from Morton Street northeast to Salisbury Road near the Wayne County Fairgrounds.

Gaar Jackson, College Corner, and Gates Road provide east-west connections on the north end of town between Crown Creek and I-70. Eliason Road and Round Barn Road are north-south alternatives to Centerville Road east of Centerville Road. McMinn provides north-south access between US 40 and College Corner west of Centerville Road.

Local streets are generally on a traditional grid with some curvilinear streets in the southeast and northeast parts of town.

Most of town has sidewalks but depending on when they were constructed, they may not meet current ADA or PROWAG minimum widths. There are neighborhoods that were developed without sidewalks. Pedestrian crosswalks are typically painted with lines along Main Street and don’t have markings elsewhere.

There is one multi-use path in town, located adjacent to Crown Creek Boulevard.

Cultural/Social Like many communities where Main Street is also a highway, Centerville residents and businesses balance the through transportation needs of US 40 and their community needs for safe pedestrian passage and crossings. The historic nature of the community and the buildings constructed after the US 40 right-of-way was narrowed constrain opportunities for wider sidewalks, bike lanes, and outdoor seating through the downtown.

Easy access to other communities via US 40 and I-70 create opportunities for commuting to places outside Centerville for work. In some ways this can constrain the potential for business opportunities in town as commuters are likely to shop for basic goods and some services in their work location.

Vision As a historic National Road community, Centerville is deeply rooted in road transportation. Working with INDOT the community will maintain the transportation function of US 40 for all users while supporting greater opportunity for people to choose traveling by bicycle, scooter, or on foot.

Public Right of Way Guidelines (PROWAG)5 The Access Board, an independent federal agency that advances accessibility through leadership in accessible design and the development of accessibility guidelines and standards, published Public Right of Way Accessibility Guidelines (PROWAG), under the Americans with Disabilities Act (ADA) and the Architectural Barriers Act (ABA). These guidelines address access to sidewalks and streets, crosswalks, curb ramps, pedestrian signals, on-street parking, and other components of public right-of-way. Additionally, they review shared use paths, which are designed primarily for use by bicyclists and pedestrians for transportation and recreation purposes. The final rule was effective September 3rd, 2024, and adopted by the General Services Administration (GSA) and the Department of Justice (DOJ).

Over the past decade, tactical urbanism has become an increasingly growing movement across the nation.

• Many of the sidewalks aren’t wheelchair accessible even if there are accessible curb ramps.

• People don’t really understand the difference between sidewalks in the INDOT right-of-way and Centerville right-of-way.

Community Surveys The most significant issue mentioned in the 2024 survey was the condition of the sidewalks and completing sidewalks in the newer neighborhoods that don’t have them. People want better, more consistent, streetlights on Main Street through downtown and along Crown Creek Trail, as well as on side streets. Pedestrian connectivity to key destinations like downtown, the historic sites, Webb’s Antique Mall, and Crown Creek Trail was desired.

Wheelchair and walker accessibility was a key consideration for the sidewalks.

Participants also mentioned that the side streets need to be repaved. A participant noted that all of the roads needed to be repaved and that speed cameras should be added on US 40 and other main roads. Street signs and traffic signals were also mentioned.

One participant expressed a desire for daily bus service from Centerville to Richmond. Bus service to connect to Warm Glow was also desired.

When traveled at typical speed, a speed hump provides adequate discomfort for the motorist, encouraging them to travel at a slower speed. Speed humps are appropriate for residential streets, neighborhood collectors, or streets that provide access to a school, park, or community center.

They should be placed at a mid-block location away from any intersections and should only stretch across one travel lane in each direction. According to the Manual on Uniform Traffic Control Devices, released by the Federal Highway Administration, vertical speed control elements must be accompanied by a sign warning drivers of the upcoming devices. The Institute of Transportation Engineers (ITE) has developed guidelines titled “Guidelines for the Design and Application of Speed Humps” which contain further guidance and clarification. Crown Creek and Center Run are the most significant natural resource in Centerville. There are additional drainage ditches outside the developed area of the community that serve agricultural uses. The creek and several of the drainage ditches are lined with vegetative buffers.

While located outside the town, the Cope Environmental Center (CEC) connects people with nature through handson sustainability and nature-based education. The 130-acre outdoor classroom provides interactive programming for schools, groups, and families. The Cope Environmental Center partners with businesses, universities, and non-profits to teach the principles of sustainability and conservation. The property features over 3 miles of hiking trails meandering through hardwood forests, grasslands, over 12 acres of prairie, 2 wetlands, 3 ponds, and a significant collection of conifers. The Jim Cope Conifer Trail highlights over 50 different species of conifers from around the world and was dedicated in 2002.

A new park is planned near the sports league, specifically a 5 acre parcel for a splash pad. The cost is unknown but the project is anticipated to be completed between 2026 and 2030. A new park is also planned near the high school including demolition of the junior high school building for a parking lot and pickleball courts. The cost and timeline for this project are unknown.

Physical Maplewood Park has been an integral part of the community for generations. Enjoy a playground, two shelters, a Little Free Library, and an arch art sculpture. The Centerville Farmers Market is held in Maplewood Park from June through October.

Existing Conditions Physical According to the Indiana Broadband Map (12/3/2024) most of the developed area in Centerville is served by broadband, typically by an organization other than a community anchor institution.

Primary broadband technology depends on the area of Centerville. The school area to the southwest is fiber to the premises, as are areas along Cook Creek Boulevard and Sunset Avenue. Most of the developed portion of town and most residential areas are served by cable.

The eastern side of town is also well served by licensed fixed wireless service.

Existing Conditions Physical The town was platted in 1814 as a result of land opening from the Twelve Mile Purchase from the Miami Tribe in 1809.

Christopher Roddy purchased the first lot and named the town Centreville (later changed to Centerville).

The original log cabin courthouse from Salisbury is in Centerville and is the only original log cabin courthouse standing in the old northwest territory.

Centerville architecture focuses on Greek Revival and Italianate style; yet the area does have a few Victorian homes. The buildings in the historic area range from 1820 through 1898 with the majority being built from 1830-1860.

Centerville has five (perhaps six – one is rumored but not uncovered) arches in buildings along the National Road (US 40). The National Road originally had a 100-foot right-of-way.

When the right-of-way was reduced to 65 feet, buildings were built up to the new edge of the right-of-way. To provide access to the older buildings behind, the arches were built.

The five existing Archways are unusual in the interior of the U.S. The five arches in Centerville are the Backenstoes, Dill, Shortridge, Lantz, and Malone Archways, all built between 1823 and 1836.

The Centerville Historic District (Centerville, Indiana), Oliver P. Morton House, and Westcott Stock Farm are listed on the National Register of Historic Places. The district encompasses 115 contributing buildings in the 111

central business district and surrounding residential areas.

It developed between about 1817 and 1873. The Oliver P. Morton House was built in 1848, and is a two-story, three-bay, brick detached row house with Greek Revival style design influences. It has a rear service wing with an attached smokehouse. It was the home of Indiana Governor and U.S. Senator Oliver P. Morton (1823–1877). Westcott Stock Farm, also known as Westcott Place Farm, was built between 1890 and 1895, and is a large two-story, Queen Anne style brick dwelling. It sits on a brick foundation and features a semi-octagonal bay. Also on the property are the contributing laundry house/tool shed, garage, carriage house, horse barn, bank barn, a small calving shed, and a cistern with a hand-operated pump.

Mansion House is a large 4 story building was built in 1840 and served as an inn or hotel for travelers on the National Road. It also served as the office for the Western Stage Company where stagecoaches changed horses. It has been a private home, a hotel, and a museum. It is now owned by Historic Centerville Inc.

Cultural/Social The arches are marked with signs noting the year the building was constructed and the owner at the time of construction. The arches are the basis of the town’s annual Archway Days festival. The Centerville Archway Plan was completed in 1998.

Vision Centerville celebrates its rich National Road history and the legacy of the community over time, especially the arches.

Existing Conditions A public facilities feasibility study was completed in 2009 and updated in 2023. This study was for improvements to Fire Station 1.

Physical Flooding is the primary hazard in Centerville. Crown Creek and Center Run are the most significant waterways in Centerville. According to First Street, the town is at moderate risk from flooding with 152 (nearly 12 percent) properties at risk over the next 30 years. Only 38 properties are in the Federal Emergency Management Agency (FEMA) Special Flood Hazard Area (Zone A or V). The flood risk level is lower than the statewide risk or national risk. The highest risk locations are along US 40 through the center of town.

Tornadoes and severe storms are a risk for all Indiana communities. Centerville has not experienced tornado damage of significance.

Cultural/Social Flooding does pose a risk with heavy rains and can present concerns for health and property. Flooding destroyed a Centerville Fire Department vehicle in 2019.

The Kellam neighborhood is subject to frequent flooding.

The town has approached Wayne County about a retention pond to minimize flooding in the area, but to date collaboration has not been successful. Connecting the homes to the Centerville sewer system prevented the homes from being condemned for failing septic systems.

The 2021 groundwater/water contamination disaster plan for the town contemplates tornado scenarios.

Vision Centerville works with other units of government and qualified professionals to assess and mitigate risk to the community’s residents, businesses, and properties.
