Most people stain the wood for a rich, warm, natural appearance. If you plan to paint the wainscoting, select a kit made with a lowerpriced synthetic veneer. This can also look very nice when finished in contrasting colors to the basic wall color.
For a completely unique design, you may be able to locate a local woodworking shop to make wainscoting pieces per your specific design. Expect this method to be very expensive. Hyde Park Lumber and Elite Trimworks offer standard wainscoting kits for doit-yourselfers. Elite Trimworks sells small samples of patterns for $15 so you can actually see the pattern before ordering a complete kit.
When you determine the cost to do a room, keep in mind most people do not install wainscoting on all the walls. It actually looks better and more tasteful when just one or two walls are done. Plan on doing the plain walls without windows or doors, because installing wainscoting around window openings takes some practice to fit properly.
The key to a quality installation of a wainscoting kit is accurately measuring the wall initially. Always measure twice to be safe. The wainscoting pieces can be glued or nailed directly over the old drywall, so you will not have to spend much time preparing the wall surface. Use a stud finder to locate the position of the wall stud. Make small marks on the wall above where the wainscoting will be installed.
Another important installation tip is to use a level to be sure the initial base rail is perfectly level. How well all of the other pieces will fit together is based upon the base rail. Electrical outlets look best when they are located in one of the flat panels. This may require you to reposition an outlet or two.

LSCHC awarded for high-quality care
On Aug 25, Health Resources and Services Administration (HRSA) announced $117 million in funding to 1,318 health centers in all 50 states, the District of Columbia, and U.S. Territories. The purpose of the awards is to recognize health center achievements in providing high quality, comprehensive care.
Locally, Lake Superior Community Health Center (LSCHC) received LOCAL NEWS $54,244 in recognition of the care they READER provide to nearly 10,000 STAFF residents in the Twin Ports.
Health centers will use these funds to expand current quality improvement systems and infrastructure, and improve primary care service delivery in the communities they serve.

County receiving $281,000 to assist with bridge projects
St. Louis County Public Works has been awarded $281,113 to cover design engineering costs for a series of future bridge and culvert projects. The funds comes from the state’s Motor Vehicle Leased Sales Tax, and will help the County move forward in cooperation with the Minnesota Department of

Transportation (MnDOT) on a series of 21 projects totaling more than $17 million.
Public Works and MnDOT have been working together on this bridge bundling package as a way to save money and make the project processes more efficient by combining all 21 projects into one design contract and two construction packages. It includes 17 county bridges and four state bridges.
Among the county’s 17 bridges, the average age is 73 years, and seven of them currently have limited weight restrictions.
With the total cost estimated at $17.6 million, the county and MnDOT had sought a $14.1 million grant from the Federal Highway Administration (FHWA) to cover 80% of the cost. The remaining 20% – $3.5 million – would be paid with local and Trunk Highway funds. However, while the FHWA chose the bridge bundling project for funding through its Competitive Highway Bridge Program, the approved amount was for $10.3 million, leaving a funding gap of $3.8 million.
St. Louis County has sought funding from the state bonding bill to help fill the gap, but the legislature has been unsuccessful in passing a bonding bill this year. The county also is seeking funds through other state aid programs to assist with costs.
“This has been an enormous undertaking from the beginning, but we know it will have a large, positive impact on our bridge inventory, making it possible for heavier vehicles to use them and aiding economic activity on our road and bridge network,” said Commissioner Paul McDonald, who chairs the transportation committee. “We are thankful to MnDOT, which has been an invaluable partner throughout, helping us to receive the original $10.3 million, and now this additional funding for design costs.”
St. Louis County Public Works is responsible for maintaining 3,000 miles of roads and 600 bridges throughout the county. Consistent progress has been made, in particular over the last five years since the passage of the Transportation Sales Tax, to improve the quality and safety of the county’s vast infrastructure.
NAACP mask team has passed the 10,000 mark
The Duluth Branch of the NAACP hosts its 21st mask distribution on Thursday, Sept. 10, at the Central Hillside Community Center from 5 to 6:30 pm.

“Each week across different neighborhoods in Duluth we have witnessed the best of our community, the kindness of others, and the willingness of people not only to protect themselves but also to sacrifice just a little for the sake of the public’s health,” said Lynn Goerdt, NAACP Mask Team Coordinator.
The goal of the effort has been to provide personal protection to mitigate the risk from COVID-19 to the community’s black, indigenous and people of color (BIPOC), who are disproportionately negatively impacted by the virus. This is accomplished by distributing free masks to everyone, prioritizing locations more likely to connect with BIPOC community members.
Masks have also been distributed at rallies, where large groups are gathering, as well as at UW-Superior, congregate housing sites, youth centers, and to faith communities such as St. Mark AME Church and Mission Creek Church.
“Distributing up to 10,000 masks since April is a significant contribution to our city’s wellness as a whole,” states Janet Kennedy, vice president of the Duluth Branch of the NAACP and 5th District city councilor.
The mask-making team is humbled by the generosity and hard work from approximately 20 mask sewers, fabric purchasers, organizations/ businesses that contribute and host the distribution efforts in partnership with the organization. “Some of our favorite experiences have been helping a child or teenager find the perfect mask and to the surprise of their parent/guardian they put on the mask immediately. Finding the perfect mask for an adult that fits their personality, essential workers who are nervous about not being able to socially distance and are grateful for an extra mask, or someone getting a mask for their elderly neighbor.”
St. Louis River Alliance plants wild rice for fifth year
The St. Louis River Alliance (SLRA) is working with the Wisconsin Department of Natural Resources (WDNR) to carry out the continued manoomin (Ojibwa name for wild rice) restoration in the St. Louis River.
In recent years, members of SLRA have had the opportunity to participate in manoomin restoration in the St. Louis River Estuary. During this time volunteers learned about manoomin ecology, cultural significance and restoration in the St. Louis River estuary and reseeded the wetlands near Clough Island for manoomin reestablishment. This year, in 2020, the volunteer aspect of the project was eliminated due to COVID 19.
Monitoring by the 1854 Treaty Authority shows that manoomin growth progress in the estuary is slow, but steadily increasing in density. With consistent planting and management, partners are hopeful that self-sustaining manoomin will be re-established. The restoration supports the removal of the St Louis River Area of Concern (AOC) Fish and Wildlife Habitat impairment and establish opportunities for harvest of manoomin with a goal of 275 acres of rice by 2025.
Northern wild rice, manoomin (Ojibwe), or Zizania palustria (scientific name), is an important component to the St. Louis River estuary because of its value as both a cultural and ecological resource. It is tied to the migration story of the Ojibwe people, and it provides an important food source for people and wildlife and important habitat for many species.
Historical accounts suggest that manoomin was once abundant in the St. Louis River estuary. From the 1930s to the 1960s the St. Louis River estuary contained between 600 and 1,000 acres of wild rice. Over the past 50 years, its abundance and distribution has been reduced to a few remnant stands. The cause for the decline in manoomin abundance include dredging and filling in the estuary, wholesale logging,

industry development and water quality impacts from land use and point source inputs. Despite water quality improvements in the St. Louis River estuary, manoomin populations have not rebounded.
The Manoomin Restoration Partnership - St. Louis River Estuary; which includes Minnesota Department of Natural Resources, Wisconsin Department of Natural Resources, Fond du Lac Band of Lake Superior Chippewa, St. Louis River Alliance and additional tribal partners and nonprofits; are seeking to restore at least 275 acres of wild rice by 2025. Successful wild rice restoration may require more than five years of seeding due to annual fluctuation in rice growth, precipitation and water levels and impacts from predation such as browsing by Canada geese.
