tropical country has at one time, or another considered establishing industrial plantations for pulpwood.

Also in this period, several institutions were founded with regional responsibility or influence to assist forestry development, in particular plantation establishment, e.g., Centre Technique Forestier Tropical in many French-speaking countries, the Institute of Tropical Forestry in Puerto Rico and Centro Agronomico Tropical de Investigacion y Enseñanza in Costa Rica. Many university and college courses in forestry in developing countries were introduced at this time.

This increasing momentum was replicated in temperate countries by state or state-subsidized planting programmes with, for example, tens of thousands of hectares of new planting in Chile, New Zealand, Uruguay, and the UK. As they matured, the earlier trials and older plantations demonstrated that plantation silviculture was worthwhile.

The general observation of superior growth compared with native species appeared true of many species on many sites, though the best matching of species or provenances with sites was not always achieved.
