With the end of the year approaching, this is a good time to consider tax deductible expenses for 2022 and weigh the benefit of expediting early 2023 anticipated purchases, in order to deduct them from 2022 taxes. Some of the expense items REALTORS® can usually deduct are:

RAR members and CVR MLS users can see and print a receipt for 2022 Association and MLS-related expenses by logging into their online account and clicking on “View Paid and Unpaid Invoices.” Be sure to check with a tax consultant/accountant, if you have questions concerning the deductibility of an expense.

Compliance with the Tax Reform Act of 1993 requires that the portion of dues attributable to lobbying and political activities at the state and federal levels of government be considered nondeductible for income tax purposes. The estimated portions allocated by the Richmond-, Virginia- and National REALTOR® Associations for lobbying on behalf of real estate interests are listed below. These figures should be communicated to your tax consultant.

President’s Letter

Time passes all too quickly. I feel as if I just finished writing my introductory letter as your incoming 2022 President and now I am writing my farewell. Ironically, as we look to the end of 2022 and the beginning of a new year, the outlook can be characterized with a word we have had to use quite often this year—uncertainty. This time last year, much of the uncertainty revolved around the lingering pandemic. Now, the local market, the national economy and the legal landscape present us with unknowns.

But what we do know is that RAR and CVR MLS are well equipped to face the future. We are curious, open, and agile; so no matter what comes our way, we are prepared to see opportunities, where others see challenges. In 2022, we leaned into our strengths. For example, we strengthened and expanded our virtual classroom. We now offer a variety of webinars, CE classes, and MLS trainings— virtually, conveniently, efficiently. Another of our strengths is our commitment to building relationships through networking—whether on the golf course during our spring tournament or at REALTORfest in October.

The REALTOR® voice in the broader community remained strong in 2022—as we protected private property rights, advocated for changes in local land use policies to create more housing units, supported the efforts of our affordable housing providers, and ran digital campaigns to get out the vote in favor of bond referendums in both Chesterfield and Henrico counties.

While we built upon our strengths, we continued to innovate. New additions to our suite of technology products include DepositLink—a secure and efficient way to collect and manage earnest money deposits; ListTrac—a listing analytics tool which tracks where your listings receive the most digital attention; and MLS-Touch—a new and vastly improved mobile app for accessing and working within Matrix. We merged our MLS residential property input forms for efficiency and data accuracy.

These are just a few of the past year’s highlights. And I am proud to say that excellent customer service was a strength on display daily, as the leadership and staff of RAR and CVR MLS are always here for you. It was a tremendous honor to serve as your 2022 President. I am thrilled to pass the baton to Kristin Beran Krupp who will lead us so ably in the coming year.

LOBBIED successfully for legislation allowing the Virginia Association of REALTORS® to provide health insurance for its members

PASSED emergency legislation guaranteeing a seller’s right to an attorney during closing

SERVED on Chesterfield’s ZoMod Technical Advisory Committee to assist in zoning code rewrite

SUPPORTED bond referendums in Chesterfield, Goochland and Henrico

PARTICIPATED in the Hanover County Comprehensive Plan development

LIVE AND VIRTUAL TRAININGS

INTRODUCTION TO CVR MLS

Introduction to CVR MLS is a good orientation or refresher on basic Matrix® functions. The second portion of the training includes the basics of our compliance program and participants earn a compliance waiver.

CVR MLS offers a constantly updated Knowledge Base filled with training specific to our services.

EDUCATION

RAR offered 155 onsite, virtual, and on-demand classes in 2022, including 9 designation and certification classes and 180 hours of pre-broker education. Members also took advantage of special offerings of the Richmond Region Tourism Ambassador Workshop, REALTOR® Safety Training and a mini-conference focused on Advancing Women in Real Estate.

1. In January, the PHA Board appointed Jovan Burton as the organization’s first, full-time Executive Director.

2. PHA was selected as one of the data leads for the Wells Fargo WORTH initiative, a program that will leverage $7.5 million to create more than 2,000 Black, Indigenous, and people of color homeowners (BIPOC) over the next five years in Richmond.

3. Through a partnership with PlanRVA and Virginia Housing, PHA allocated $2.7 million to help produce more than 270 units of affordable housing across the region over the next three years, with five of the units being completed in 2022.

4. The Housing Resource Line reached its second-year anniversary, having served over 16,000 residents and helped connect households to more than $1 million in financial assistance since the program’s inception in 2020.

RAR GOLF TOURNAMENT AND SPRING FLING

RAR’s Golf Tournament and Spring Fling Cocktail Reception at the beautiful Magnolia Green Golf Course were great successes. Tournament players competed for prizes and all members were invited to join the Spring Fling reception to enjoy beverages, appetizers and great music.

CVR MLS hosted the 2nd Annual Locktoberfest, an excellent opportunity for agents to return idle lockboxes to win some great prizes, including the chance to win free 2023 CVR MLS fees.

RAR’s premier event, REALTORfest, returned to the Convention Center. Members heard from top-notch speakers, gained industry insights, and enjoyed exceptional networking opportunities with industry affiliates.

RPAC APPRECIATION RECEPTION

DECEMBER 1, 2022

This annual reception is held in recognition of RAR’s RPAC Investors and their commitment to the Association’s advocacy work. Every year, RPAC’s Fair Share ($99+) and Major ($250+) Investors are invited to share a cocktail and break bread with their City Councilors, Boards of Supervisors, Delegates, and Senators from across the region.

A Look Ahead

First and foremost, I want to thank our 2022 President Dare Tulloch for her outstanding leadership this year. I am proud to follow in her footsteps.

Typically, your incoming President uses this letter to outline all of the products, programs, and services we have on tap for the coming year. While next year will provide us with a number of exciting opportunities—for example, the return of our TRENDS event which will feature Lawrence Yun and Leigh Brown—I want to step away from specific RAR/CVR MLS activities and reflect more broadly on why we as REALTORS® do what we do each day.

For me, the answer to that question is service. I was raised to believe that serving others was a noble calling and I have always wanted to and enjoyed facilitating the success of others. As a young college student, I thought my passion for service would lead me to a career in law. But when I returned to Richmond, I became convinced that as a REALTOR®, I could help people make one of the biggest decisions of their lives and walk with them through a process that can produce stress and anxiety; before, finally, the keys are collected and the threshold is crossed.

What we do and how we do it matters, profoundly. What we do matters to our economy, our communities, and the people we are privileged to have as our clients. Annually the housing industry constitutes 15% – 18% of

our nation’s Gross Domestic Product. Imagine the hole in our national economy without our daily labors. For our communities, through encouraging home ownership, we mitigate blight, we stimulate investment, and we foster a sense of pride and belonging. For our clients, we help them not only realize the dream of home ownership, but also build wealth. For some of our clients, the asset of a home will provide them—for the first time—the opportunity to pass wealth from one generation to another. It is not an overstatement to say that, daily, we each have an opportunity to transform lives. What an honor and privilege.

How we go about our work matters too. If someone has a bad experience at a restaurant, they eat somewhere else the next time. If someone does not care for their dentist, in six months, they can choose another dentist. But if a seller or buyer experiences unprofessional service from a REALTOR®, that experience will stay with them for several years, until the next time they wish to sell or buy. Our first impressions, our interactions throughout the buying and selling processes, what we post on social media—all of these affect our personal brands and our collective brand—REALTOR®.

In 2023, economic, legal, and regulatory challenges will confront our industry. But I hope you will join with me in being steadfastly proud of our profession and resolutely hopeful about the market, the industry, and most importantly, the communities and people we serve. Happy holidays and best wishes for the new year.

Wait, Wait! What’s RPAC Doing?

Did you know that you have three lobbyists on staff at RAR working for you, your clients, and on behalf of the real estate industry? We advocate on issues affecting your business at the local and state government level. By building relationships with elected officials, government staff, and community partners, we lobby issues immediately impacting listings and transactions, like real estate sign regulations and guaranteeing a seller’s right to an attorney during closing. In addition, we work on long term planning efforts undertaken by localities to ensure that the Richmond region remains a desirable and affordable place to call home for the next generation of homeowners.

The Richmond REALTORS® Political Action Committee, commonly referred to as RPAC, is how we get things done. When you decide to invest in RPAC, you are supporting our lobbying efforts by enabling us to endorse REALTOR® friendly candidates, support REALTOR® champions already holding public office, and make sure that the REALTOR® voice has a seat at every table when policy decisions are being made.

Partnership for Housing Affordability: Adapting to Meet the Region’s Needs

To

adapt is to adjust to new conditions. For many organizations in the past two years, this has meant converting normal business operations from in-person to virtual or adopting remote work policies. For the Partnership for Housing Affordability (PHA), being adaptive has meant undertaking new endeavors that benefit our region—a reflection of PHA’s standing as the lead housing policy and partnership organization in the Richmond region.

In 2021, Virginia Housing, the Commonwealth’s state housing finance agency, established a $40 million program to increase affordable housing. The Richmond region received $3 million to create at least 30 units of new, affordable housing in rural and marginalized communities. Through collaboration with PlanRVA, PHA was selected as the entity to allocate this new funding to yield the greatest impact

in the region. Ultimately, PHA distributed the funding to a dozen projects that will produce more than 270 affordable units by 2024. Furthermore, PHA was intentional in ensuring that equity was at the core of funding decisions, deploying all awards to nonprofit organizations and projects located in eight of the nine jurisdictions in the region.

And PHA’s fastest growing program, which serves as the Richmond region’s hotline for housing navigation, has continued its success despite a rapidly changing landscape. The Housing Resource Line (HRL) connected 550 households to financial assistance totaling over $910,000, helping to reduce evictions and instances of housing instability throughout our community. But with the conclusion of federal rent relief and state eviction protections, the HRL staff has managed a significant uptick in call volume, including a program record 926 calls in the month of August 2022.

Residential Property Disclosure Act Updates

Effective in 2022, the following changes to the Virginia Residential Property Disclosure Act went into effect: A new paragraph states that a property owner makes no representation with respect to current lot lines or limitations

Owners of residential real estate must disclose the existence of a lis pendens filed against the dwelling to a prospective purchaser of the property

Sellers who have actual knowledge that a property is a repetitive flood risk loss structure must disclose such fact to the purchaser

REALTOR® Health Insurance

In2022, Governor Glenn Youngkin signed the REALTORS® Health Insurance bill into law. This victory follows more than three years of advocacy from REALTORS® across the Commonwealth and by Government Affairs teams from the state and local associations. The law went into effect on July 1, 2022, and allows the Virginia Association of REALTORS® to negotiate health insurance plans with potential insurers. While passing legislation is a hard-fought milestone, it is the first phase in a multi-step process.

FREQUENTLY ASKED QUESTIONS

This is unclear. Passing legislation and having it signed into law were first steps. The Virginia REALTORS® staff is working with insurance companies to determine their interest in providing a plan. The next step will then be getting approval from the State Corporation Commission, which is the regulatory body in Virginia overseeing health insurance. Once the SCC approves plans, VR will need to set up an entity of REALTORS® to oversee the plans. Lastly, some work will need to be done with both the federal government and the Office of the Attorney General on any possible legal challenges that could arise.

This listing analytics tool shows you where your listings get the most online traffic. ListTrac shows you how many clicks an individual listing receives, where the clicks are coming from and can generate a branded report to share with your sellers.

Upon broker configuration, DepositLink is a secure and efficient way for real estate firms to collect earnest money deposits and commissions electronically. This tool also allows you to easily track your deposits throughout the lifetime of a transaction.

The MLS Touch App replaces the GoMLS App. With MLS Touch, you can sync your MLS contacts, set up Auto Emails and invite clients to your own branded app.

MemberPlus

The MemberPlus App allows you to pay your CVR MLS quarterly bills and register for classes and training.
