Advocating for Better The primary value in reflecting on achievements, as we do in the context of annual reports, is to perceive more clearly how we might improve in future.

Compared with a broad sweep of professional associations in general, and medical societies in particular, our College is a strong performer on behalf of its members and a leading light for progress in our specialties. However, I am already on record for saying we can do better, and I firmly believe so.

Recently I had the pleasure to outline a new College strategy for the next three years—a strategy founded on five pillars: engagement; advocacy; education; clinical excellence; and organisational governance and sustainability. All five are vital to a sound structure and together they emphasise the need for balancing internal priorities (how best to support each other) with external priorities (how best to serve others).

If there were a priority I would focus on first in doing better, it would be the advocacy pillar. Prof John Slavotinek wrote earlier this year that over 30 clinical radiologists

However, as our members have required us to be more active and effective as advocates, the College has ramped up its internal capabilities and networking activities. Allow me to mention some examples. In 2017–18, we had two roundtable discussions on radiation oncology with the Australian health minister's office and senior Department of Health (DoH) staff in Canberra, as well as meetings with the shadow health minister and Labor MPs in Queensland, and another with the NZ Health Minister, David Clark, in Wellington. In December, College representatives gave evidence and a detailed submission to a Senate committee inquiry into the availability and accessibility of diagnostic imaging equipment. Over the course of the year the College issued 37 media releases and 21 submissions or position statements, a list which includes the important teleradiology standards to be incorporated in the forthcoming version of the Standards of Practice for Diagnostic and Interventional Radiology.

This particular achievement was followed by a presentation to the prestigious Australian Telehealth Conference outlining how we had successfully converted telehealth policy into a coherent and practical set of standards for the benefit of professionals and patients.

In these initiatives and many others, the College is playing a long form of the advocacy game, working towards the goal of being a 'trusted adviser.' The results are already evident. For example, our close and careful work with DoH this past year helped to deliver a new funding agreement for the Specialist Training Program for 2018–20, including funds for new training posts under its Integrated Rural Training Pipeline.

more towards electronic platforms and bringing the College's examinations into the digital age. This move will improve the experience for candidates and examiners, and increase transparency and fairness in our ever-more-exacting exams.

Recently we announced trials of several new assessment and learning tools at pilot sites in Australia and New Zealand and held the first joint ESTRO-CARORANZCR teaching course in radiation oncology.

In developments involving clinical excellence, the College reviewed and updated the radiation oncology practice standards and issued a prostate MRI professional development guideline to aid members in the diagnosis and assessment of prostate cancers using MRI. And in pursuit of greater engagement with the membership, in December we launched MyRANZCR, our new and improved member portal.

Striving to improve helps the College focus on the future of our profession, and surely we need to remain focused if we want to have a future. As I have said, the market for our professional services is among the most competitive in healthcare, while our funding streams and the health policies that affect us them are under constant review. Whether in terms of technological innovation or competing service models, no medical specialist has as much at stake as radiologists and radiation oncologists.

The Board and the College management team know these hard realities well and each understands the transformative power of asking that question, 'how might we do better?' It is vital we continue to do so.

Treasurer’s Report year and the end of the financial year has resulted in 6 months of training fees being accounted for in the following 2018-2019 year as a once only occurrence.

The Training and Assessment Reform will remain an important area of College investment. Work is continuing on the redesign and build of a robust and transparent examination and training system. All of this will need to be underpinned by reliable and user-friendly information technology.

Dr Peter Prattan Financial Performance in 2017-2018 The Financial Statements for the year ending 30 June 2018, including the auditor’s report are presented on pages 11-14. Detailed versions are available from the College website www.ranzcr.com.

The College’s current financial strategy is to achieve a balanced result, excluding extraordinary projects of special significance. Funding of these projects has been set aside from the cash reserves built up over the last several years (referred to as ‘retained surpluses’ in the accounts).

Investment in our training programs has continued through a comprehensive reform of Training and Assessment, which followed the earlier review findings of the ACER/Prideaux report (2014). This work and investment is ongoing and will span several years.

The financial impact of the reform in the current financial year is $536,437 which is in line with the budget for the reform agenda. Accounting for the Training and Assessment Reform project results in a net surplus of $174,077 and excluding this expense a surplus of $710,514 for 20172018. The financial year surplus is largely attributed to improved performance in the College’s investments. The College also has retained surpluses of $7,005,590.

IT costs will continue to be a major expense for the College as the rapidly changing environment dictates we need to maintain the security and reliability of the College’s programs. The timely and rigorous attention given to our IT platforms has allowed the College to avoid the sorts of problems that currently beset several other medical Colleges.

Accomplishments The College has implemented better management of our capital reserves and has moved to a dedicated investment manager, Escala Partners. This allows us to increase our returns through improved management in the short, medium and long term, in line with our investment strategy.

Continued improvement in Information Technology enabled the launch of the new member database. This has allowed New Zealand members to pay in their currency thereby reducing fluctuating membership costs in exchange variations and bank charges. Previously the College could only accept payments in Australian currency.

Challenges In 2019 the Australian Medical Council will be undertaking its reaccreditation assessment of the College’s training, education and continuing professional development programs. This process requires significant time and effort by all College Units in the preparation, collation and analysis of information and incorporating this into a written submission that appropriately addresses the Standards.

Revalidation The Medical Board of Australia have announced the implementation of reforms that will transform the way in which doctors in Australia maintain medical registration. Likewise, the

Medical Council of New Zealand are looking to strengthen recertification with similarly motivated reforms. The reforms are designed to support practitioner competence, performance and clinical outcomes. These present a mix of risks and opportunities. The College is taking measured, yet deliberate steps to pave a seamless transition to realise the best outcome for members, their patients and their referring doctors and consultants.

Advocacy The focus on Advocacy has been augmented and is continuing to influence decision makers in order to support our members to provide quality outcomes driven services to patients in a constantly changing environment.

Program Funding The Specialist Training Program continues to be funded by grants from the Australian Department of Health.

Most of the project is covering the College’s overhead costs to produce the outcomes required.

Membership Subscriptions The Board determined that for 20172018 annual subscription should be set at $2,660 for Fellows and Educational Affiliates. The increase of 3 percent has assisted in covering our ongoing expenses and will contribute to the longterm financial viability of the College.

Donations and Other Support The College is grateful for the support it received from its Fellows, members, corporate supporters and associated organisations throughout the year: detailed acknowledgement is available on page 9 of this report.

The College is also very grateful to Fellows and members who have donated to the Education and Research Fund annual appeal.

We thank the Fellows who have contributed their time for the voluntary work and keep our costs contained by supporting training, examinations and a host of other activities.
