WATER SOURCES | WATER RIGHTS All water in Oregon is owned by the citizens of the state. However, the use of that water is controlled by the Oregon Water Resources Department (OWRD). Water is two types, groundwater (sub-surface) and surface water. Water that is approved for permanent use on a specific property is said to be “Adjudicated.”
