You can’t hide these things, judge tells council over spill

Waikato District Council engineer managing Raglan’s wastewater treatment plant purposefully ignored a discharge leaking into Whaingaroa Harbour because the council’s reputation in Raglan was already bad “and this would only make it worse”, Hamilton District Court heard last week.

The revelation -- by the council’s own lawyer, Rob Latton – came in a prosecution brought by Waikato Regional Council after 5000 litres of partially treated sewage overflowed into the harbour for three days last June.

The court also heard, according to a report in the Waikato Times, that three council staff were fired and a fourth left of his own volition over the bungle. One of those was the treatment plant engineer or manager.

Judge Kirkpatrick said the manager

was not before the court so nothing could be done about that. But he added it was “a message to all staff that you can’t run from these things, you can’t hide them”.

Mr Latton said the discharged sewage was one step away from being fully treated and of little risk to the public, but Judge Kirkpatrick called that “fortuitous”.

“That is the thing that troubles me the most,” the judge said. “Had the staff alerted the people they were required to alert … that seems to me to be quite serious.”

Mr Latton said the district council had to accept that and it was “certainly a serious failure by that staff member”.

The court heard that when the levels [in the ponds] reach maximum, an alert is sent to the operators and then a text message to each staff member at the site.

Mr Latton said when the district council was informed, the manager said it was an unscheduled pumping due to high rainfall but omitted to say it had been an overflow.

He said alarm bells should have been

ringing well before the discharge as the levels were checked twice a week including prior to the discharge when “dangerously high levels” were noted.

“But for whatever reason again, no steps were taken … so then we had a situation on June 21 to 24 of the pond overflowing.”

He said clearly the computer alert was ignored, and all of the staff claimed no text was sent.

The Waikato Times report quoted Mr Latton as saying the loss of jobs showed how seriously the district council took the incident. But prosecutor Jamie O’Sullivan said the council wasn’t without fault and failed to inform iwi and residents in a timely manner. It needed to be reminded of the issue of best practice.

Mr Latton suggested a fine within the $50,000-$60,000 range but Judge Kirkpatrick reserved his decision. He expected it to be released next month.

Fire badly damages house in Norrie Ave

Raglan Fire Brigade’s two trucks and more than a dozen firefighters half its volunteer force - turned out last Thursday to battle a spectacular blaze which extensively damaged a Norrie Avenue house.

It took two hours to extinguish and damp down the blaze, and even then a third truck came from Hamilton with its thermal imaging machines to “pick up the hot spots”, deputy fire chief Frank Turner told the Chronicle.

Liz and Rob Short were not at home when the fire - believed to be from an electrical fault - engulfed their house, situated down a long driveway at 30 Norrie Avenue.

TARDIS transports retro shop browsers to a different time

Y

ou’d expect to feel you’d stepped into a different era at a shop specialising in items of yesteryear – but to find a ‘Dr Who’ time machine there really is something else.

So it’s no surprise the TARDIS built into a corner of Raglan Vintage & Retro is creating a bit of a stir down at the wharf these days.

People who pop their head into the store – sandwiched between Soul Shoes and Raglan Fish – are fascinated by the big blue police box, says co-owner Paul Marrow. “It’s like going back in time.”

The TARDIS serves not only as a lure to shoppers but also as a changing room where customers can try on some retro clothes and come out in a different era, he explains .

His wife Sue reckons their new prop gets photographed “at least 20 times a day”, helping make the shopping experience at the wharf a memorable one.

Paul had always wanted to build a phone box, Sue told the Chronicle last week after a “fantastic” Queen’s Birthday Weekend which saw lots of visitors browsing, buying and taking pictures of the TARDIS. But a phone box would’ve had to have its windows blacked out to double as a change-room, so what better idea than to build a fictional time machine and spacecraft from long-running British sci-fi TV drama ‘Dr Who’?

Employ the skills of local signwriter Dan Mills to do the wording above the door and voila … a TARDIS, acronym for Time and Relative Dimension in Space.

But it’s a work in progress, Paul insists, with the floor yet to be painted and other features to be completed.

The box gives the illusion, as it should, of the interior being much larger than its exterior – helped inside by clever paintwork and mirroring – and the whole thing lights up, in a hue of their choosing, at the touch of a remote control.

But there are some “surprises” still to come, and the only one Paul and Sue would reveal at this stage is that there’ll soon be some ‘Dr Who’ theme music to add to the mix.

The enterprising couple say both adults and kids have had a great reaction to the TARDIS, but for some reason it particularly appeals to teenage girls. They respond to the total experience which includes Paul’s scene-setting painting of a red double-

It’s evocative of the romance of travel on the streets of London in the ‘60s, he explains.

Meantime the Marrows – whose business opened in Bow Street 18 months ago – are moving things around for best effect in their new shop at the rebuilt wharf “shed”.

After a year in the main street they needed to expand their shop space, and while they miss dreaming up innovative window displays there to catch the eye of passers-by they’re now enjoying creating pockets of nostalgia – like the ‘Dr Who’ cult phenomenon – to interest wharf-goers.

Its opening is still some time off but that hasn’t stopped Raglan Ramblers checking out for themselves the planned Ed Hillary Hope Reserve at the top of the divvy – and giving the thumbs-up to what will become the largest tract of native bush within a 20km radius of Hamilton.

Eighteen members of the weekday walking group took a hike recently in the proposed reserve, which is on the west side of the Four Brothers Scenic Reserve, and came away very impressed with the expansive views and the “good remnants” native bush.

But the general public won’t have access to the reserve for a while yet as the land’s transfer from the Hope family estate to the NZ Native Forests Restoration Trust is not yet

complete.

“Unfortunately we are probably still some months away from actually owning the new reserve,” says trust manager Sandy Crichton.

However he promises there’ll be an open day once the deal, reportedly for just over $1 million, is finally done.

“It’s such an exciting project to be involved in,” says Sandy. ”The proximity of the reserve to Raglan and Hamilton makes the site potentially very special and we plan on there being lots of community involvement.

“Our plan’s to create a reserve with high recreational value: old logging roads will be developed as walking tracks and the restoration of pastureland will involve local volunteers.”

The reserve will have over 200 hectares of established forest – the dominant tree is kanuka -- and more than 250 hectares of

farmland “well suited” for the restoration of native forest through direct colonisation and through planting and spreading seed.

Sandy says the reserve will rapidly become the largest area of native bush within 20km of Hamilton and will be a major link in Hamilton’s “Halo” project, an initiative to bring native birds back into the city. The likes of tui will fly 20km to feed.

“Halo” project coordinator the Waikato Regional Council has also been involved in the divvy reserve deal, and its natural heritage manager Kevin Collins has described the land as a “great spot” in terms of access.

“Nobody gets in there now but once the trust opens it up there’s some really nice walks in there,” he said recently. “It’s not rigorous – anyone can do it. And it’s lovely.”

n array of activities from watersports and horse-riding to rock climbing and biking was on offer in Raglan last week to a 24-strong group of i-SITE staff and Wintec students training in tourism.

Hosted jointly by Raglan Information Centre and Huntly i-SITE, the trade familiarisation – or famil as it’s called in the industry – showcased what to do and where to stay in town, and provided the overnight visitors with a taste of food and wine generously donated by local businesses.

“We put Raglan in front of them,” said local tourist operator Charlie Young, whose Whale Bay hostel Karioi Lodge hosted a dinner and karaoke evening on the Thursday night and who also treated the party to a short harbour cruise on the Wahinemoe during the day. “They were impressed at what was on offer here.”

While some of the group stayed at Karioi Lodge, others bedded down in cabooses and cottages at Solscape eco retreat overlooking Manu Bay. Many of the visitors had never been to Raglan, coming as they did from east of the Waikato, the central North Island and as far south as Porirua.

On their way to Raglan they got to see Bridal Veil Falls – rated r ecentlyas one of the country’s top ten waterfalls by ‘Wilderness’ magazine – before trying their hand at surfing, stand-up paddleboarding

or kayaking with Raglan Kayak.

The following day’s activities included horse treks offered by both Magic Mountain and Wild Coast, rounds of claybird shooting at Playground in Te Uku, climbing with Raglan Rock and biking up to the wind farm courtesy of Raglan Scenic Tours.

It was a great effort by i-SITE and information centre staff in getting the group of visitors involved, said Charlie, and by all the local providers who catered and came up with gifts and spot prizes for the two-day event.

“Now knowing Raglan (first hand) these people will go away and recommend the place … talk it up.”

The 11 Wintec students in the party went away similarly impressed. Travel & tourism tutor Laura Millward told the Chronicle the famil was an invaluable learning experience which increased their passion for tourism and Raglan. A digital story on their “adventure” would now be made and posted on Wintec’s Facebook page, she added, to show how “industryready” they were.

The idea for the famil emerged out of an i-SITE conference in Hamilton last year when staff from the Huntly and Raglan centres decided it was time to promote Raglan better, local team manager Te Aronui Maihi told the Chronicle.

It was about creating good impressions of Raglan within the tourist industry so i-SITE staff and travel organisations could in turn “sell” the town both to domestic and overseas visitors, she said.

The Raglan representation in junior rep soccer doesn’t end there: local lad Jet Hughes is, like Adi-Grace, an existing WaiBOP federation talent player and has also won selection in a WaiBOP under-12 squad which travels to Wellington next month for the Futsal (five-a-side) nationals.

Zoe says it all goes to show “what a talented lot of soccer players we have here”. And she believes that with 15 teams the club’s also the biggest it’s ever been.

With the FIFA World Cup about to kick off in Brazil and New Zealand next year hosting the FIFA under 20s World Cup, she expects that “next year we may have a lot more children wanting to play junior football”.

year but it promises a long night of entertainment at Raglan Town Hall as the local pipe band comes out to play.

With a few ring-ins from Hamilton, Raglan and Districts Highland Pipe Band will be joined at a traditional Gaelic social gathering or ceilidh (pronounced kay-lee) by other local musicians, highland dancers from around the Waikato and Scotsman George Inglis performing a haggis ceremony.

Expect to be drawn into Scottish country dances like ‘Strip the Willow’ and ‘Dashing White Sergeant’, says piper Deirdre Bourne, who made the mistake of wearing heels to the town’s last ceilidh two years ago.

That was a “bad move”, she recalls. It’s the kind of old-fashioned folk dancing enjoyed by kids and adults alike that definitely demands more sensible brogues.

But feel free to wear kilts and tartan sashes, she adds, to keep the tradition alive and to support the town’s rejuvenated pipe band.

The band – which plays downtown every New Year’s Eve and also leads the annual Anzac Day parade – has gained quite a few supporters recently through the push for Friends of Raglan Pipe Band, says secretary/treasurer Noleen McCathie.

This year’s ceildh is raising funds for both

the band and the local kindergarten, which will provide a light supper on the night.

The ceilidh starts at 7pm, Saturday June 21.

Country folk icons to perform Lovers of Kiwi country/ folk music are in for a treat when ‘The Warratahs’ perform a one-only concert at Raglan Club on Friday 20 June.

A quarter of a century has passed since the band first got together to perform at Wellington’s Cricketers Arms Hotel.

Back then the idea was to play their favourite music for a couple of weeks or so; music from Jimmie Rogers, Hank Williams, Hank Snow and the like along with their own songs, but with album sales now topping 85,000 and having notched up twenty five years with the clock still

ticking, clearly that wasn’t what happened.

Lead vocalist and song writer Barry Saunders along with Nik Brown, whose ability with the violin is celebrated on almost all the bands songs, have remained true to the unique country/ folk sound The Warratahs are instantly recognised and loved for.

Local musicians Raven and Dave Maybee are supporting acts on the night.

If there was ever an opportunity going begging to dust off the boots and put on those pair of jeans you didn’t have the heart to throw away, this has got to be it.

Shopping bus trial starting Raglan Community House is delighted to announce a three month trial of a “one morning a week shopping bus” in Raglan.

Discussions between the Community House, the Raglan Club, the Raglan RSA and SuperValue have resulted in the Raglan Club van being made available to uplift members of the community from their homes, bring them into Raglan to do their shopping, visit the doctor, library etc and then be delivered back home a couple of hours later.

Raglan Community House will take bookings for the service and roster volunteer drivers. The Raglan Club will provide the vehicle and the Raglan Club, RSA and SuperValue will also make financial contributions to the operating costs.

The service will be available on a Tuesday morning with uplift from your home at around 9.30am. For those who wish to do their grocery shopping, SuperValue staff will be on hand to help if needed. People using the service will be dropped off at the Raglan Club. Pick up will be at 12.30pm from outside SuperValue.

“We have been aware for some time that there are members of our community who are socially isolated and have difficulty in getting into town. They are often dependent on the

goodwill of others to get out and about. We hope that this service will encourage people to come into town, do some shopping, renew their library books, visit the doctors or maybe just enjoy some social time with others” says Chrissy Hodkinson of the Community House.

“We are hugely grateful to the Raglan Club, the Raglan RSA and SuperValue for their support of this initiative and encourage the community to make use of it”.

Priority will be given to the elderly and more mobility impaired but it needs to be noted that the van is not suitable for wheelchairs or walkers (unless these fold down). If the demand exists there may be the ability to extend the service to another day during the week – perhaps an afternoon.

We will need volunteer drivers to drive the van one morning a week and we want to create a pool of drivers to ensure that the demand on the driver is limited to perhaps one morning a month – although a regular volunteer would be very welcome! The only requirement is a car driver’s licence and a desire to help people in your community.

Raglan fundraiser gets royal help Mens Health week 2014 This week is men’s health week in New Zealand, it is aimed at raising awareness and to get men thinking about their own health, to get them talking about health issues with family members or their mates.

aglan Plunket secretary Cath Cameron had reason to smile last week thanks to the $900 donation from Cambridge’s Heritage Gallery, after a special royal fundraiser.

commissioned by Sandra especially for the occasion by award-winning expressionist artist Carole Hughes, and featuring her recognisably quirky depiction of Cambridge.

Sandra, who has been a longtime supporter of Plunket, worked together with daughter-in-law and PR specialist Sacha Hardy and also Sandra’s daughter Cath Cameron from Raglan, to have posters and postcards printed of the colourful scene, donating proceeds to the Raglan and National Plunket.

“When I ordered 100 posters, I was a little worried about whether they would all sell – but they’ve gone pretty steadily. We’ve only got about four left.”

The postcards have all long gone.

Last week, Sandra handed over a cheque for $900 to Raglan Plunket – with another $1000 to go to the Plunket National Office.

Fundraiser organiser and Heritage Gallery owner Sandra Webb wanted to do something special to commemorate the event of the Duke and Duchess of Cambridge, William and Kate, visiting the tree lined Waikato town on April 12th 2014.

Sandra said “Cambridge was thrilled to be on the itinerary for the Royal Visit. I remember waiting on the town square when I was a little girl to see the queen. And this year, 50 years on, I was lined up with my grandchildren to see the queens grandson and his wife.”

Sandra’s daughter, Cath Cameron – who is secretary at Raglan Plunket - said what amounted to a baby boom in the area meant the windfall would be much appreciated.

“We do want to upgrade our facilities, but we will need a lot of money in order for us to do that,” she said.

Cath said the Raglan group regularly held events in terms of fundraising, but said the windfall from Heritage Gallery’s ‘royal’ fundraiser had been a tremendous boost.
