To the Editor I am a long time resident of Raglan and have recently moved to Government Road.

It is a lovely street with a lot RAGLAN UNION of good people and families.

CHURCH Many people run, walk themselves and their children or dogs along this street.

My concern is the speed some cars are travelling along the top flat part of this road.

I think the council needs to consider putting in some speed bumps to slow these irresponsible drivers down.

It would not be too costly and it really needs to be done before a car goes out of control and kills someone.

I know a lot of ‘boaties’ use this road to access the wharf so the bumps would need to cater to them too and not be too sharp as this could cause damage to their boats.

But it could be done and I hope it is very soon, as it is of great concern to me.

Agency. This contract sets standards that must be adhered to. One of these standards relates to litter collection. Litter is defined as any single item that can be seen by a motorist travelling at 80km/h. The contractor is required to keep litter below a certain standard.

For state Highway 23 this standard is no greater than 100 defects in any audit section of 5km. As shown this does allow a certain amount of litter on a section of the State Highway at any one time.

So it is all contracted out – and zero tolerance is not even on the radar.

Cynthia Tucker is quite right: items tossed on to roadsides are deadly to the environment and its wildlife. Eventually the rubbish can reach drains, then culverts, then rivers, and from there to the sea. Do tossers have any brains at all?

Locals drop in on international academic hui on surfing culture SUNDAY SERVICES

ou’d think anyone holding a conference at Solscape, with its panoramic views over the ocean and Raglan’s surf coastline, would run the risk of distracting at least the odd participant from the issues at hand.

But for those who attended a three-day hui at the eco-retreat last week the venue could scarcely have been more apt.

The ‘Surfing Social Hui’, hosted by Waikato University, brought together academics from as far away as the UK, North America, Holland, Spain and South Africa to present papers on and discuss various aspects of surfing culture.

But while the Wednesday and Thursday programmes focused on academia with formal 30-minute presentations on topics like ‘Beyond surfing postmodernity’, Solscape was awash with visitors on the Friday as leading researchers were joined by representatives of the Raglan surfing community – along with local environmental

and marine research representatives – in a ‘Surf for Social Good’ community day.

Raglan resident and Waikato University associate professor Dr Belinda Wheaton, main organiser of the hui, said the third day’s focus was on surfing media and ways in which the sport could develop a more “inclusive” community.

Presenters during the community day included Waikato University’s Rebecca Olive, who has researched women’s experiences in Australian surfing culture, and visiting research fellow Easkey Britton, best known as a big-wave surfer from Ireland who is channelling her passion for surfing into social change.

Easkey spearheaded late last year in Bali the first international ‘Surf for Social Good’ summit which, Belinda says, brought together many like-minded thinkers of the surfing world.

Belinda – long involved in sport and leisure studies – had contributed an “academic perspective” to that conference, she explains, and then with two of her

The festival, which used to be held annually, saw its return after an eight-year hiatus and their recently refurbished stage hosted a number of performances including waiata, poi and haka as well as musical acts by The Villains, Reiki Ruawai, Mighty Mighty and Strangely Arousing.

The festival program included a variety of performances, workshops, exhibitions and food stalls with Cornerstone Roots closing the festival around 11pm.

The Te Ao Marama Festival held over the weekend, a “festival of expression”, commemorated 33 years since the return of the Te Kopua land to local iwi.

Held in memory of Whaingaroa’s past, and celebrating its future with music and dance, artists and craftspeople, the festival’s return was a success.

colleagues set about doing something similar in Raglan.

“But we wanted to involve the local people who are the experts,” she insists.

To this end last Friday’s community day included local presenters such as surfers Phil McCabe and Bernadette Gavin – who also run Solscape – Malibu Hamilton, a founding member of the national Surfbreak Protection Society, and Kelly Murphy nee Clarkson who has surfed competitively internationally.

Also presenting were oceanographer Ed Atkin of the Raglan-based eCoast Marine consultancy, independent researcher Georgina Roy and retired academic Angeline Greensill, who is environmental spokesperson for the Tainui hapū.

The Chronicle sat in on some lively workshop debate around the sexualisation of surfing, “collaborative” surfing as opposed to competitive, and the global movement for social good to make the world a better place through surfing.

Kelly Murphy spoke of her disenchantment with the sport’s overcommercialisation, while Malibu shared his sense of ancestral ties to both sea and land.

As a Surfing NZ journalist, Ben Kennings spoke of the national organisation’s responsibility to foster gender equality when representing young stars like Ella Williams and Paige Hareb who, he said, “put the sport on the map”.

For Belinda – who back in the late ‘80s competed internationally in England’s ski team and also represented her native Britain in windsurfing – organising the University of Waikato conference was hard but rewarding work.

“It was very much a starting point … a conversation,” she says.

She’s lived in Raglan a little more than a year with her partner and two children, after transferring from Brighton to Waikato universities.

Raglan is “fantastic”, Belinda enthuses, and Solscape an ideal venue for the event which served to connect those in the industry, explore ideas and collaborate for the future.

New wastewater tanks to be installed on Marine Parade.

I

nstallation of two new wastewater storage tanks on Marine Parade began on February 15 and will take up to eight weeks for the work to be completed.

of time and effort and is reliant on good weather to proceed. The new odour control systems will connect into the new tanks and the existing system to make sure they don’t impact on the surrounding areas.

The total construction cost for the tanks is $289,000. The tanks will be able to hold 100,000L, which will ensure that the site provides storage for six hours of average dry weather flow.

Wastewater overflows in Raglan have been a significant concern to Council over recent years and part of the plans to mitigate the issue is the new tanks. The tanks, along with a number of other works undertaken in Raglan

Council is also taking the opportunity to install new odour control systems.

Installation of the tanks requires a hole approximately four meters deep be dug.

Due to the high water table and sandy ground conditions, sheet piles will be installed to allow safe installation of the tanks.

This will take a considerable amount

over the last few years, will greatly reduce the risk of wastewater overflows. Whilst overflows can never be completely ruled out, the risk can be managed to a very low level.

“Waikato District Council aims to protect the Raglan Harbour as a critical asset. The new Maskell wastewater tanks will certainly help us do this,” General Manager Service Delivery Tim Harty said.

Although there have been some delays in getting this work started, with an archaeology assessment and permission from Heritage New Zealand needed, along with consents from regional and district Councils, the contract works will start within the construction season as required.

A portion of Nihinihi Ave will be closed for two months, from February 15 through to April 15, while this development takes place, although residents will still have access to their driveways.

As with any contract, if there is wet or inclement weather, the construction period will likely be extended.

They are long life and provide low operating costs. The tanks are preengineered for heavy duty service and are moulded of rigid reinforced plastic.

They are lightweight and can be easily installed or moved which reduces installation costs.

Maskell have successfully supplied over 3,000 fibreglass underground storage tanks in New Zealand, Australia and the Pacific Islands.

The company director of Quikes (“quirky bikes”), which imports innovative bikes for the future, wants to see Raglan residents embrace cycling as their mode of transportation.

In order to encourage more people to “get on yer bike”, she’s helping to organise Raglan’s first events in the national Bike Wise Month, which takes place in February every year.

The Raglan/Whaingaroa Go By Bike Day encourages Raglan employees (and their bosses) to go to work by bike on Thursday next week, and the Explore Whaingaroa Cycle Challenge is a family-oriented treasure hunt around town on Saturday (February 27).

“It’s about behaviour change,” Deb says, about turning people’s mindsets away from cars and towards bikes.

“Our grandparents never drove to the shops. In a town the size of Raglan there would have been two bike shops, 50 years ago. It’s about going back to such a time.

“It takes ages to change.”

And that is what Raglan’s Go By Back challenge is about: easing into it.

“This is one day in the year in Raglan.

Next year we can have a week of cycling – I’m afraid to say car-free, depending on how radically we can push this – and then in 2018 you can have a whole month.

“People are resistant to change. But if they give it a go and find they enjoy it, then they

might do it again, and it could become part of daily life.

“You don’t have to give up your car.”

Deb says she isn’t a biking fanatic, but she is into “practical cycling”, “cycling to work, to school, cycling in the holidays”.

It’s something she – like most people of her generation – grew up doing.

“You have to lead by example.”

She has a bike for all occasions and no car, although she does use a truck to make bike deliveries to her customers.

She drives around in an ELF (Electric Light Fun), and is the New Zealand distributor of solar and pedal hybrid vehicle, which comes from the United States.

Deb even travels to Hamilton in her little green machine, clocking up some 18kmh going up the divvy.

The wee contraption has shelter from the wind and rain, and fully charged with assisted pedalling it has a range of 45km-50km.

Deb says biking goes with the Raglan ethos.

Raglan people have the reputation that they love the outdoors, love their environment and love going out on the water. So they should love riding bikes as well, and not use cars to drive just a few kilometres to town to buy a loaf of bread or some milk.

And there are many benefits to riding a bike, Deb says: You can fit 10 bikes into one car space; “your health and fitness improves so you don’t have to pay 120 bucks to go to the gym”; being fit is good for your mental health; and having fewer cars on the road creates a

Raglan Community Board: In Brief NEW TIME FOR COMMUNITY BOARD MEETINGS The Raglan Community Board will now be holding its meetings at 2pm every second Tuesday of the month, rather than at 6pm. Community board chairman Alan Vink says the reason for the change is that the meetings often run late, become rushed and energy levels drop off. The public forum, which is held in the half hour before every meeting, will now be at 1.30pm. The meetings are held in the supper room of the town hall.

IMPROVEMENTS TO RAGLAN BUS SERVICE The Raglan Community Board will meet with Waikato Regional Council, Waikato District Council and New Zealand Transport Agency representatives to discuss the Raglan bus service. The Waikato Regional Council has undertaken a tender process for bus transport services. The board requested the meeting so that the community could have input into improving the bus service. The meeting will be held at the town hall early next week.

WORKSHOP ON DEALING WITH VISITOR INFLUX A report on the number of parking infringements issued by Waikato District Council during the

peak summer period has prompted the Raglan Community Board to schedule a workshop on the long-term effects of the volume of visitors that come into Raglan. The council report noted that it had been a particularly busy summer, with considerably more people in town. A total of 348 infringements – $22,263 – were issued between December 27 and January 10. A date has yet to be set for the workshop.

COMMUNITY BOARD SUPPORTS RAGLAN REZONING The Raglan Community Board will put in a submission of support for Plan Change 14 (Raglan Rezoning). The plan change was notified on December 18 and submissions close on February 29. The new zones include: a number of properties on Wallis St from Living Zone to Business with Town Centre overlay; two properties on Wainui Rd adjacent to the Poihakena marae from Coastal Zone to Pa Zone; establishing a new Business overlay for a number of properties on Bankart St and Wainui Rd; Changing 75 Rose St from Living Zone to Business Zone; and rezoning the consented industrial areas of the Nau Mai Business Park from Rural Zone to Light Industrial Zone. Raglan Community Board update On behalf of the Board I would like to express our condolences to the Karameta whanau at the sudden and sad loss of Richard.

I would also like to wish all Raglan residents a (belated) happy New Year!

We are pleased to welcome (PJ) Peter Haworth onto the Board after Matt Holl’s resignation late last year.

The Board met for it’s first meeting of the new year last week. The Board is working well together as we continue to address a range of issues most of which we began last year. Our working relationship with our Council staff at WDC is positive and colloborative.

The major issues on our agenda are:• The current bus service and the renewal of the contract next year for a further five year peroid.

• Parking in town and wharf. No surprises here. We will be convening a community workshop/forum to discuss this quite soon.

Please keep an eye out in the Chronicle’s public notices for the date.

• Plan Change 14 is an important change and I would like to encourage you get familiar with it and consider putting in a submission by 29th February. You can find the Plan Change here http://consult.waidc.govt.nz/ consult24ols/ Our Board meeting time has changed to 2.00pm with the public forum starting at 1.30pm. Our meetings are always notified in the Public Notices of the Chronicle.

Finally. All Council’s in New Zealand are in the business of delivering good outcomes for the ratepayers and community at large.

However change rarely happens overnight.

Like all organisations there are processes that must be followed and that can be a bit frustrating at times. Having said this please do not hesitate to get in touch with me or one of the Board members if you would like to talk something over. My home number is 825-8330.

Initially stuck in the corporate rat race, she is now a ‘Wellness Coach’ and has also turned her hand to writing with her first book ‘A Rough Guide to a Smooth Life’.

Having commuted large distances to work, and by her own account “not spending much time living the life I dreamed of” she came to Raglan and found the inspiration [for change] that she needed.

Jess then spent a year here during which the seeds were sown for the massive life changes that followed, and where much of her book was written.

The dose and type of turmeric product you take is important.

RAGLAN JUNIOR SOCCER CLUB

Is currently preparing for the 2016 soccer season and would like to let you know of some upcoming events, some process changes and some key dates for the calendar. As one of the larger provincial clubs in the Waikato we are looking to streamline some of our processes and make everyone’s life easier. We continue with online registration this year and if you have problems using the registration process, please make sure you let one of the committee members know. Contact details are online at www.raglanjuniorsoccer.co.nz, or on our Facebook Group page. All of our communications will be sent out in email as per normal, but also posted in Facebook and online. If in doubt, please check these online resources first.

As just mentioned, our registration process has started. Please go to www.raglanjuniorsoccer. co.nz and follow the link that will take you through the registration process. Registrations for the season close 28 February 2016.

Please note that for certain age groups, trials are mandatory. This ensures we have balanced teams for the season for those age groups affected. Obviously trials only occur when the numbers of players exceeds the number of places in a single team. Age groups affected are 10th grade boys (all those that played 9th grade last year will be re-trialled) and 9th grade boys (who played 8th grade last year). Trials are scheduled for Friday the 4th March at the Kopua domain, and as with last year, parents will be asked to keep away from the trials area. We have arranged for WAIBOP staff to perform the grading this year, who will judge the abilities based solely on the skills shown on the day.

In line with our commitment to the NZFA and WAIBOP soccer frameworks, there are changes to the girls football league this year (2016). Girls will now play in single sex teams, where possible, for certain age groups. The following table describes this.

For all girls of any age and ability, these lessons are being run through WAIBOP and will be held at the Kopua domain on Wednesdays between 5pm and 6pm.

We have a WAIBOP Skills Development Clinic beginning Wednesday the 17th Feb too and this also goes for 6 weeks. This is down on the domain but starts at 3:30pm.

For both of these courses, registration is required and the details are on our website and Facebook pages.

Lastly, team announcements and briefing will be held at the Rugby grounds on the 19th March at 10am. At this time, your team allocation will be announced and we will be wanting parents to commit to being a coach, manager or co-ordinator for each team. Without a manager and coach there can be no team, so it is in your child’s interests to help out where you can.

Manu Bay Sea Wall Works



                     

Maintenance work will begin 9 February through until end of April 2016 on the Manu Bay sea wall in Raglan to avoid any further erosion of the retaining wall.



The Manu Bay boat ramp will continue to be available to the public during the maintenance work and it is expected there will be minimum disruption to those using Manu Bay for recreation.

                    

We ask that all users of the ramp take extra caution through this time and follow any instruction given from the Contractors to ensure safety.

 
