Community-friendly strips eyed to get cars off grass Raglan Community Board is hoping a return visit to town this Saturday by placemaking guru David Engwicht may help “kill two birds with one stone” – develop a plan for the grass strips down the centre of Bow Street that also prevents people parking all over them.

The new practice this summer of parking wherever there’s space between the phoenix palms, rocks and seating brought wide condemnation at the public forum preceding the board’s first meeting of the year last week.

Ward councillor Clint Baddeley said he was really annoyed about the practice, which he said was started unintentionally by the Raglan Coastguard when it parked a vehicle on the grass strip [opposite the hotel] WeatherMap - New Zealand weather forecasts to run its annual raffle. He saw the practice as illegal, unsafe to children, an insult to the community and

putting vulnerable trees at risk.

He had no problems with motorbikes parking on the grass, but said vehicles were crossing yellow lines to park there now even when carparks were available downtown.

Waikato District Council general manager strategy & support Tony Whittaker said the practice was not acceptable and more vigilance was needed.

The only board member to have no problem with the practice was newcomer Boyd Dixon. “It’s a good carpark, why not?” he asked.

As board members discussed how to tackle the issue, a member of the public reminded them of David Engwicht’s upcoming visit and suggested – to their agreement – they could “kill two birds with one stone” if the workshop followed through with hishttp://www.weathermap.co.nz/?p=ragla wish to see the centre strips developed into more communityfriendly spaces.

Raglan West residents celebrate the success of their inaugural sporting event

C

ross an old-fashioned Sunday school picnic with Easter sports of the sort once held at Te Mata and – if you’re of sufficient age – you get some idea of how it was at Oram Park in Raglan West last Saturday as kids and adults from the neighbourhood contested a series of events reminiscent of a bygone era.

There were sack races, threelegged races and wheelbarrow races, a loudspeaker and a simple pointscoring system on a board under a tree. Over in one corner there was a sausage sizzle while, flanking the park on the other side, the church was open for toilet stops or drinks of water.

First aid was at the registration desk where 60 to 70 locals from the seaward side of Raglan West had put down their names. “Scream and then come here,” said the note on the board alerting people to what to do in an emergency.

Despite the hints of yesteryear the event was an entirely new one – Raglan West’s inaugural ‘Top Street’ competition, which as the name suggests was loosely based on the ‘Top Town’ television series of the ’70s and ’80s.

A smattering of neighbourhood dogs – some patriotically sporting the colours of their owners’ teams – raced about yelping excitedly as residents battled for supremacy from 10ish in the morning through into the afternoon, with a barbecue lunch break in between.

yellow get-ups – won the day, triumphing over their red and green rivals.

Not by much, they admitted, but even so they reckoned their house prices must be up by $200,000 now they lived in the best (street) of the 430 Ulster St, Hamilton west.

A pamphlet drop spread the word, they said, and the good old-fashioned sports day became a full-on community effort.

Council sees once Mudsharks perform a Monday gig of old as ’80s doco revisited ‘negative’ Raglan board in a new light

M

oves are underway to repair the sometimes fractious relationship between the Raglan Community Board and the Waikato District Council – and to strengthen the board’s interaction with local residents.

A report to the community board’s first meeting of the year last week set out a series of ideas for “forging a stronger working relationship” between the council and its community boards, as well as for deepening boards’ “engagement” with their communities.

The suggestions – which follow a special council/board chairs workshop last December – propose giving chairpeople such as Raglan’s Linda Cole full participation rights at council workshops and establishing forums to discuss strategic issues in each community board area.

Other suggestions include recognising ward councillors as community board members, and allocating discretionary funds more to projects with a wider community benefit.

It’s also proposed community chairs write both a report for each community board meeting and a monthly article for their local paper outlining key issues.

Although the report takes an across-the-district approach and makes no specific references to Raglan, its lead author – council general manager strategy & support Tony Whittaker – left last week’s meeting in the town hall supper room in no doubt the Raglan board had been a thorn in the council’s side for years.

“This community board traditionally has been incredibly negative,” he said during discussion of the report. Mr Whittaker, the

regular senior manager at Raglan board meetings, added later that each time he drove over the divvy he wondered “what am I going to get caned on tonight?”

Conversely it’s little secret past Raglan boards have felt very frustrated at times at seemingly being ignored by the council and rendered “toothless”.

At one relatively recent triennial election not one sitting community board member sought re-election, and several contacted by the Chronicle at the time attributed their decisions to their feelings of powerlessness and inability to achieve things for Raglan.

A recent board chairman was also obviously exasperated at times with what he termed “the curious ways of council”.

Whatever the situation in the past, the council is now talking up the role community boards have to play. Last week’s report concluded: “Community boards are the ears and eyes of our community and council acknowledges that more can be done to empower boards to be a conduit for council as well as providing feedback from the community to council.”

Mayor Allan Sanson has also separately alluded to a heightened role for community boards like Raglan’s. In a mayor’s message in January, he said one of his focuses this year would be “working with our community boards and community committees to develop a high-level view of the needs of their community”.

“Their work around immediate community needs such as signs and footpaths is important, but they also need to have a strategic and longterm view of their community’s development.”

I

t was a trip down memory lane recently for the Raglan Mudsharks who played to a packed house in the front bar of the local pub where the band became legendary back in the ‘80s.

Though the Mudsharks have had four reunion gigs in town since their heyday, says band co-founder Dave Maybee, none have been in that “very special” Harbour View Hotel venue everyone knew as Clarrie’s rather than the Verandah Bar. And it was “wonderful” to be back, Dave told the Chronicle after the gig, which just like the ‘Mudshark Mondays’ of old played on a Monday night from eight till 10pm.

Not only were seven of the original Mudsharks there – including bluesman Midge Marsden whose old house in Rose Street near the wharf has only just sold – but a full TVNZ crew came to the gig too, says Dave, to capture the occasion for a new Heartland series to be screened midyear.

Heartland’s producers approached the Mudsharks late last year about filming them in Raglan for the series.

The programme revisits Raglan 27 years after the making of classic television doco ‘Raglan by the Sea’ which saw Kiwi broadcaster Gary McCormick going for a surf at Manu Bay, catching up with Midge and the Mudsharks at the Harbour View and generally getting to know the locals .

It’s apparently the most popular New Zealand-based documentary ever screened, adds Dave, capturing an era when local sax-player Clarrie Cresswell – who wrote the song ‘Raglan by the Sea’ – was still alive and very much part of the Mudsharks.

“He had a huge impact on our lives,” says Dave of their friend and mentor.

While a few other original Mudsharks were missing from the latest Monday night line-up, those who played are still very much part of the Raglan scene.

Co-founder Sid Limbert, who at the time of the McCormick doco ran Raglan’s fish n’ chip shop in Bow Street, returned to Raglan recently and now lives across the harbour at Te Akau, while his son Freddy – who grew up with the band – is a wellknown local musician in his own right.

from Auckland and both Gary Verberne (guitar) and Nigel Hirst (sax), while they live elsewhere, have properties in town.

Band members were interviewed and filmed at Sid’s old property in Rose Street – now a renovated home and holiday let – the morning after their gig, which pulled in the punters by word of mouth.

“We wanted to keep it a low-key event and by word of mouth, which was how we used to do it,” explains Dave, a Raglan identity for more than 30 years. “We were hoping it would just unfold.”

And it did. The Verandah Bar is a “fantastic” venue, he enthuses. “We managed to pull in the backpackers along with the older crew … there were a hell of a lot of people!”

The Mudsharks this time round set up inside with their backs to the verandah as opposed to the corner where the Clarrie Cresswell memorabilia is displayed. But Clarrie was there in spirit, Dave reckons.

His photograph – actually taken by one of the TVNZ photographers who was in Raglan filming for this latest doco – was taken off the wall and proudly placed on the mantelpiece for the occasion.

Raglan’s Dickey has the pace to win

W

atch this space, because Raglan’s Jason Dickey has plans to occupy it.

The young Kawasaki ace came within spitting distance of winning the opening round of the New Zealand Cross-country Championships in Taranaki at the weekend and, following on from his recent success in winning the Raglan Rocx cross-country race last month, he must now easily rate among the favourites to win the senior national title.

The four-round national series kicked off in the Taranaki region on Sunday on remote farmland at Purangi in outback Taranaki, inland from Inglewood, with South Island rider Ethan Bruce taking top step of the podium and Dickey finishing less than two minutes behind in the three-hour race to take the No.2 step.

Third overall was Morrinsville rider Nathan Tesselaar, crossing the line slightly more than another two minutes behind Dickey.

Defending national champion Adrian Smith of Mokau, Rotorua’s Scott Birch and New Plymouth’s Renny Johnstone, riding a 450cc Kawasaki, rounded out the top six.

forth between these two as they tussled for an advantage on the steep and sometimes dusty course.

“I was about 15th place around the first corner,” said the 19-year-old Dickey, “and I decided I would just take my time to learn the track. Then I caught up with Nathan Tesselaar and (Taupo’s) Brad Groombridge.”

“I caught up to (the leader) Ethan Bruce and managed to pass him when he went into the pits to refuel. We changed positions again when I had to pit for fuel a lap later. I charged hard to catch him up but then I binned it (crashed).”

“In the end, I decided to settle for second place. I’ll do all four rounds of the series, so there will be a chance to change the points.

Ethan rode well and I compliment him for that but I’ll be back at round two and we’ll see what happens there.”

Round two will be closer to home for Dickey, at Huntly on March 15, and that could hand him an advantage.

Rounds three and four of the national series will be held respectively in Westland (Sunday, April 13) and Marlborough (Saturday, May 17).

Top community event is back for another year

2nd to celebrate our local toanga, Popoto or Maui’s Dolphin.

Working together to celebrate and protect our unique environment, Whaingaroa Environment Centre (WEC) and Xtreme Waste have teamed up again this year to bring you this event featuring the Xtreme Waste Recycled Raft Race.

This will also be our second year running the upcycled “Project Maui Fashion Show.”

Contestants can register ahead, and then just show up on the day!

They’ll be given a pile of good quality rubbish and must create upcycled fashion pieces, which will be competing on the runway

just a couple hours later!

Remember last year’s aerial photo? It’s happening again, and this time we’re hoping to get more people involved by holding it earlier in the day!

We’ll all get together to create a ‘human’ Maui’s Dolphin on the beach and have Aeronavics (formerly Droidworx) take an aerial photo. Come check out the photo from last year’s event at the Environment Centre.

The event will also include performances from local musicians and schools including Twisted Timber, The Smokehouse Band and Whaingaroa Youth Movement.

Fundraisers from local groups will offer sausage sizzles, treats and more. Environmental awareness activities and stalls will give everyone a chance

to learn more about their local environment. There will be loads of things to do and lots of prizes and fun!

‘Stalemate’ leaves scenic spot in poo

aglan Community Board was in a dilemma last week over which way to go in trying to stop freedom campers defecating freely around and about the Te Toto Gorge scenic reserve carpark.

Its quandary came after ward councillor Clint Baddeley revealed he’d had a strange and “very unsatisfactory” telephone conversation with a DOC manager in Hamilton over whether the department would consider installing there a “sunny dunny” of the type built at the entrance to the Bridal Veil Falls.

He said it was clear DOC was not

prepared to put in infrastructure at Te Toto Gorge, even though the land was under its jurisdiction.

Waikato District Council’s Raglan customer delivery team leader, Steve Soanes, told the board meeting that two possible options were for DOC to appoint an ex-officio [unpaid] park ranger to sort out the mess or for there to be an exchange of letters between DOC and the council “to have a council officer do it”.

But meantime it was “a stalemate, I guess”.

It’s understood there have been some resumed, and more positive, discussions with DOC in recent days.

Board doles it out but curbs mooted

Raglan Community Board dished out money from its discretionary fund twice in short succession last week – only to then face an attempted tighten-up on how it doles out its dosh.

First, the Whaingaroa Environment Centre was granted the $2145 it needed to cover a last-minute shortfall in the budget for Maui Dolphin Day at Kopua Domain on March 2.

A WEC representative explained that SkyCity had cut its annual funding in half, and community board members were quickly to the rescue to keep afloat the popular community event

which runs in conjunction with the annual Recycled Raft Race.

Next up were the Raglan kick-butts team of Lisa Thomson and Merren Tait, who were given $1500 for a trial in which about five specially designed cigarette butt receptacles will be placed strategically around the CBD and their contents monitored to see if that will help stamp out the litter problem.

But the very next agenda item community board members faced was a review of the council’s discretionary fund grants policy – one which among other things proposed limiting any grant to half the cost of the particular service, event or project.

The review also sought to

tighten criteria and timeframes – aligning applications with meetings of the council’s own discretionary and funding committee – and to remove the step where a councillor or board member signs a funding application before it is considered.

Board members were unimpressed with the suggested curbs. Chairperson Linda Cole said that if the board was limited to funding 50 per cent of some venture’s cost “it’s not being discretionary at all”, while others saw their signing of applications as giving them – and the board – a good understanding of each particular request.

Health clinic embraces doctors return We are delighted to announce that Dr Jennifer Hughes has returned to West Coast Health Clinic.

She had previously spent six months working with the medical team here from the start of 2013 and is thrilled to be back working permanently in our community where she lives with her husband Duncan.

Dr Jennifer is originally from Wales and trained as a doctor in Newcastle in the U.K before moving to New Zealand.

Like many ex pats, she has fallen in love with the kiwi lifestyle and was particularly drawn to Raglan because of its beautiful beaches and surfing lifestyle.

Jennifer is a highly skilled, caring and compassionate

doctor and is really looking forward to being involved in the care of the people of Raglan and the surrounding areas. She will be running a late clinic every Tuesday evening until 7pm and is already doing some of the out of hours work having joined the PRIME (primary emergency response) team a couple of months ago.

With Dr Jennifer joining the team the clinic is now able to see patients up to 7pm three evenings a week and we hope this helps to accommodate our patients who have to travel outside of the community for work.

In December the mobile breast screening unit came to Raglan and we are pleased to announce that the campaign was successful with 304 local
