abour Weekend usually marks the start of a busy period for Whāingaroa but with level 3 restrictions remaining in place it was a subdued atmosphere compared to recent years.

Government’s announcement last week on the Protection Framework traffic light system provides some hope that summer trading will be possible provided vaccination targets are reached and local cases are under control.

The YOT Club usually holds the first Sunday Session of the season on Labour Weekend – an extremely well attended affair - but it wasn’t to be this year as restrictions remained in the Waikato for the whole weekend and the venue, along with many other businesses in town, remained closed.

Owner Andy Meek says he was closed 22 weekends in the last financial year and is up to 10 weeks and counting in the current one. With restrictions around overseas travel, regional travel, and venue capacity, the YOT Club has experienced a lot of disruptions over the past 18 months.

“It’s fair to say we’ve taken a beating especially with my Auckland club being shut longer last year,” said Andy.

Since moving away from a zero-covid approach, Government has unveiled the

new Protection Framework for Covid-19 restrictions which will come into effect once every District Health Board in the country reaches the target of 90% fully vaccinated. Auckland will move to this framework once the three DHBs – Auckland City, Waitematā and Counties Manukau – reach 90%.

The framework has three settings, red, orange, and green, and is a shift away from lockdowns as a measure to stop the spread of Covid-19. This ‘flexible’ approach that relies on vaccination targets will allow businesses to open under most settings, given public health measures and vaccination certificate requirements are put in place by those businesses.

Under the protection framework, vaccination certificates will be optional for many locations but there will be some higher-risk settings where there will be a requirement to open to the public – like night clubs and festivals.

If a business, organisation or service does not wish to request proof of vaccine, they will have to operate with strict limits on capacity and space requirements and may need to close in Orange and/or Red levels.

Andy confirmed that the YOT Club will be operating the vaccination certificate system which kicks in when all DHBs hit 90% vaccination rate.

“For live music venues the traffic light system comes as a nice surprise which wasn’t expected when seeing how places

like the YOT Club have fared as other countries opened up overseas before us.”

“Being able to operate under Green and Orange with little restrictions is fantastic moving forward. That’s assuming the Waikato DHB hits the 90% vaccination rate,” said Andy.

While it’s unclear how long it will take to reach these vaccination targets, it is expected that the country will go straight to the Orange setting once the 90% rate is achieved. At Orange, the YOT Club will be able to operate with small limits in place because they will be using vaccination certificates.

At Orange there’s increasing community transmission with increasing pressure on the health system. “Whole of health system is focusing resources but can manage – primary care, public health, and hospitals.

Increasing risk to at risk populations.”

Record keeping/scanning will of course be required, face coverings will be mandatory on flights, public transport, taxis, retail, public venues, and encouraged elsewhere. Public facilities will be open with capacity limits based on 1m distancing, as will retail.

On looking to the future Andy says, the earliest possible date for the YOT Club reopening would be six weeks from now.

“That’s giving a week to get first jab numbers up then three weeks wait for the second. Then two weeks for max. immunity so to speak,” he said optimistically.

A message from the Raglan Chamber

T

he weekend that should’ve been…

It is no secret that our quaint and charming hometown is also a major tourist destination.

It is no surprise that our business community relies heavily on long weekends, especially Labour Weekend, which is labelled the opening of the “summer trade,” as thousands of visitors would normally come to explore and be in awe of our local artists for the Raglan Arts Weekend.

The continual uncertainty for our local economy is “gut wrenching” and “heart breaking”; a lesser description is simply untrue. Our familiar faced, local business owners strive to keep their businesses afloat (within the alert level restrictions) only to face the sombre reality – it is beyond tough out there.

Undoubtedly the main concern is the drop in revenue. However, it’s not just about money. The truth is, we are witnessing catastrophic effects on our business owners’ mental health. Watching sales plummet while remaining responsible for paying overheads and staff wages (those staff that rely on their pay cheque to feed their own families) is stressful. It is hard. If you are one of these people, you are not alone. We want to help.

The Raglan Chamber have met several times (via Zoom) to discuss what we can do. Often we have felt helpless and frustrated not knowing how to approach this “uncharted territory” as we want to provide useful and practical help. We all agreed a sense of community and exercising inclusiveness was essential for us to get through this. We are all in this together. One way or another we rely on each other.

Our community relies on our local businesses for goods and services and to pay staff wages, where our businesses rely on the community to buy their goods and services. It’s something we need to remember.

And this inclusiveness doesn’t just apply on this side of the divvy.

Knowing we must move fast to provide the necessary support, we are in the process of arranging the following assistance over the next fortnight: Opening up the Business and Mental Health Support funds paid through Regional Business Partners to our businesses (not just Auckland).

An Employment Lawyer will hold a Zoom presentation/discussion on managing your workplace during COVID, including vaccinations and lockdown obligations and an update on recent legal developments.

Waikato based Business Banker to hold a Zoom forum to discuss financial difficulties and what Banks can do to help or what you need to do to raise shortterm funds.

A Human Resource specialist will hold a discussion regarding the impact on the culture in your business and how to manage and look after your staff going forward.

Raglan Retail Zoom meeting – where all businesses (not just retail) can come together to openly discuss and share knowledge and experience.

We are an exceptional and loyal bunch of people.

I have lived in Raglan since 2018 and in that time have established my own chiropractic business serving a wide spectrum of people within our community. I am a member of Raglan Business Chamber and Women in Business and a Point Boardriders board member.

I have previously been a three-term Raglan Community Board (RCB) member from 2010 – 2019. This included two years as Chair and four years as Deputy Chair.

I am standing because I am deeply troubled at the direction WDC is going, in handling the Raglan Airfield issue. I am a strong advocate for the land to be returned to Iwi/Hapu and also to the ‘Residents of Raglan’ as was originally gifted.

Secondly, I am committed like never before to community consultation on ALL major and critical issues, and further that the consultation process is well planned, thorough, timely and public.

Local Government NZ clearly notes that a ‘key’ role of a Community Board member is an advocate for ‘residents and ratepayers’.

This will be my focus should I be elected.

In your personal opinion, what are some of the things that make the Whāingaroa community unique?

We have a unique ‘vibe’. We are west coasters with an amazing mix of very clever people - surfers, artists, musicians, artisans, business people and scientists.

What are some values, skills or experiences that you bring to this position?

I have previously served on the CB for 9 years. I have had a life time of work in small business, governance, and management in the not-for-profit sector.

Is there a particular issue that you are passionate about locally?

Yes, the Airfield. At this present time I am very passionate about a fair and just outcome for Maori concerning the ownership of this land.

ver the last two weeks there have been fifteen dishonesty offences, including burglaries, shoplifting, fraud and unlawfully taking of motor vehicles.

It is getting to that time of year again where dishonesty offences and thieving ramps up.

Although it is looking different this year with Covid restrictions, please be vigilant. Far too often, with burglaries and thefts, premises and cars were left insecure; please ensure you lock up and secure your belongings.

One person is in custody and charges are pending for dishonesty offending and two other people have been identified and are now sought by Police for further dishonesty offences.

Infringement notices are continuing to be issued for breaching Covid restrictions.

I am sure everyone can agree that you would rather see us focus on our business

as usual, - so please, abide by the rules; if in doubt, ask.

Two more vehicles have been impounded because of doing burnouts and another two people have been processed for drink driving in the last two weeks. Expect to be breath tested

at anytime of the day or night. If your vehicle is involved in boy-racer activity then expect it to be impounded; we are taking a very strong approach to this behaviour.

Finally, be safe, be kind and remember to look out for one another.

Digging in for the Raglan Growers’ Market

aglan shoppers will be able to get their fix of locally grown fresh produce at the inaugural Raglan Growers’ Market, and get down their food miles at the same time.

Held weekly, the first market is on Friday, November 12 from 4-7pm at 1 Stewart Street on the grounds between the Raglan Union Church and hall.

A collaboration between iHub and the Whāingaroa Environment Centre, the market is part of the Food Project which is

developing strategies to foster food resilience and sovereignty in Raglan.

Especially in theses uncertain times, project coordinator Tania Ashman says, the market provides the opportunity for keen backyard growers to share their garden’s bounty.

“The market is a great way to encourage people to consider whether they can grow food as part of their livelihood because that would also increase our resilience.”

The produce on offer will be seasonal, some of it will be spray-free or organic and all of it will definitely be grown with love, Tania says.

The waste-free market will include local market gardeners and smaller backyard growers, food stalls and, Tania hopes, a coffee to wander the markets, with a BYO cup of course.

“We are keen to keep in line with the great work being done by Plastic-Free Raglan and everyone will have to bring their own containers and bags, and our vendors will deal with their own waste.”

The Whāingaroa Environment Centre’s Food Project team is also working on growing the number of Aroha stands, progressing the community garden and the Oram Park food forest, developing the seed library and working with schools.

“We believe that local food growing and local food consumption is helpful for the environment and an important part of making our community more resilient,” Tania says.

The weekly Raglan Growers’ Market starts on Friday, November 12 from 4-7pm at 1 Stewart Street on the grounds between the Raglan Union Church and hall - rainy day alternative at the Old School Arts Centre.

O

n Tuesday 26 October, Raglan Area School, along with all other schools around the country under level 3, welcomed back year 11-13 students in preparation for end of year exams.

At alert level 3 the school has been running classes for children of essential workers. The return of year 11-13 students has relieved some pressure off parents helping their children, but younger students are still learning from home.

The Chronicle spoke to local tech guru Jake Fyalka to hear more about online learning.

What is your role with supporting online learning while local students are required to learn from home?

I am in charge of devices and the platform that our online learning sits upon.

We use google workspace with google classroom. As a parent and a co-worker, I'm really impressed with how organised and thoughtful online learning has been.

What have been the challenges we face as a community for this to work successfully for everyone?

The main challenge that we have had in the community is accessing the devices and the internet. As a facilitator, creating individualised support has been a challenging but fun part of my job. It's

really rewarding finding creative ways to support learning online in the community.

What advice do you have for parents at home with their children trying to make this work?

Be patient, don't push, let students work at their own pace. The school is here to help; ask for advice.

Would you benefit from any community support? How can people help?

The main thing I think the community can do as a whole is to support their learner.

Make sure they are OK and have space and time to transition to online learning. This is a challenging time to grow up; give them time and space to breathe.

Junior Surf Life Saving muster 2021 FROM TRAVIS BROWNE

espite the challenges of Covid-19 and being in level 3, Raglan Surf Lifesaving Club is gearing up for another fun, challenging and inspiring season of Junior Surf.

Once Raglan is back at level 2 the Junior Surf season will start and the Club is taking registrations right now for members aged 7-14. There are many benefits to participating in Junior Surf. Our members learn about surf safety, reading conditions and managing themselves in our West Coast environment. If they can handle a beach such as Raglan, they are capable in most conditions around New Zealand. There are opportunities to compete in regional and national events for those who have a passion for competition and for those who are more laid back, a great chance to make new friends in shared, fun activities.

Obviously for those who wish to give back to the community, they can continue on the Lifeguard pathway and have the opportunity to patrol our beaches and potentially take on paid lifeguard roles in the future.

There are multiple exciting opportunities during the course of the year including competition events on the beach and in the pool, the Raglan raft race, attending the Anzac parade and having a float in the New Year’s Eve parade. Members have access to the club facilities and at the appropriate covid levels we have overnight stays for the kids to get a unique experience with movies, fun and games.

The Junior Surf programme works through a framework to allow students to progress both within the season and over the years with the ultimate goal of being Surf Lifeguards themselves.

Once you reach 12 years old, you can join the Rookies programme which fine tunes your Lifeguard skills, allows you to spend time on patrol and prepares you for your Surf lifesaving award. You will also have the opportunity to take part in the annual Northern Region Rookie challenge.

lifeguards and early in January 2022 our tadpoles (5-7 group) will commence with a mix of lifeguard and parent instructors.

We also offer the opportunity to upgrade parents in different skills to support their kids, including coaching, officialing and lifeguarding skills.

Families are actively encouraged to participate and to support the children both in the sea and on the beach.

The club always welcomes new members and as part of Junior Surf, families become club members. If you have always wondered what the view looks like from the clubrooms, here’s your opportunity!

Lifeguarding is an excellent opportunity to gain new skills, meet new people, have fun, get fit and give something really important back to the community. There are even opportunities to get paid over the peak season if you reach minimum requirements at interviews.

RAW postponed to Easter 2022 FROM THE OLD SCHOOL ARTS CENTRE

F

or the second year in a row, the Raglan Arts Weekend had to pull the pin on its highly anticipated open studio self-guided trail, due to COVID restrictions. Labour Weekend should have seen large numbers of art aficionados visit the 42 artist studios, but it was an eerily quiet weekend in town instead.

It was a major disappointment for the artists, organisers and RAW fans alike, especially after the high of the Preview Exhibition opening the week before.

The Opening Night was well attended with nearly 100 people, and a record amount of artwork was sold in the three days it was open.

However, all was not lost over Labour Weekend as support for the event came pouring in on social media over the weekend. “It was like a really big cuddle from the community; so many shops and outlets were showcasing our RAW talent on

Facebook and Instagram,” says Nicky, RAW coordinator.

“The artists themselves also had various little art drops and online exhibitions to promote the artworks they would have revealed over the weekend.”

The physical event has been postponed to Easter, 16 – 18 April 2022. In the meantime, work is being done to get the art into some sort of online exhibition.

“This was always in the pipeline, but with the uncertainty around COVID going forward, we’d like to bring this forward and start working on it now. It’s all about future-proofing our event and staying current with the times,” Nicky adds.

Pre-lockdown, Seven Sharp visited Margaret and told her that the community had nominated her for the award she has won. The segment aired last week, showcasing Margaret’s outstanding commitment to the community, which she has humbly practised for many years. argaret Dillon - a heart of gold within the community - recently won ASB’s Good as Gold award. We all know Margaret, whether it is from sports games where she captures memories on her camera, or from the school kitchen where she prepares amazing kai for students, she is always positively involved in our community.

Margaret has been a massive part of the Feed the Kids initiative at Raglan Area School -working hard to ensure that every student has something to eat so that they are ready to learn.

Margaret explained, “I love what I do because our kids are our future. You know that they’re gonna go to class and they’re gonna concentrate on their mahi because they have had a bit of kai in their puku.” Feed the Kids is just one of the amazing ways Margaret volunteers to help others in the community.

Margaret is always out with her camera capturing moments for others and the ASB Good as Gold award finally ensured that Margaret has her moment captured. It was a tiny bit of appreciation for a person who has given so much for others. As Hilary Barry explained, “Margaret Dillion is a woman of heart and soul, putting the tamariki of her community at the forefront of everything she does.”

tarting our busy bowling season later than planned, then losing further weekends now due to Covid Level 3 restrictions, is frustrating.

Throughout our season every weekend is taken up with a bowling tournament of one sort or another, coupled with our popular Wednesday afternoon roll-ups, so our Match Committee is busy trying to replan parts of the programme for us.

Our Greenkeeping team have still carried on looking after the greens, following COVID restriction compliances, and both surfaces are in great form.

We’ve had some new members join recently which is wonderful and would love to welcome anyone who wants to give the game a go.

A

eronavics, New Zealand’s premiere drone company, is moving away from its Raglan/Te Uku Base. In October they are relocating to their new campus in Timaru in the South Island. They will continue developing some amazing technology that now focuses on New Zealand's agriculture industry and supports new technologies and strategies for environmental management.

For this, they need more space, and in Timaru the Company’s Chairman has the perfect location where they can expand and be close to some alliances with whom they are collaborating.

The company's founders Rob and Linda will not move with the company. They will be stepping back from their executive roles, and although they will remain on the board as company Directors, they will also create space for new adventures in their lives with a focus on creating more positive change in the world.

Rob is planning to set out on a global motorbike tour, on the Africa Twin that some of you may have seen in and about Raglan, and he intends to document his journey whilst seeking out inspiring

planet-saving projects happening around the world and sharing them on YouTube.

Linda doesn't quite know yet, though some ideas are emerging around support programmes in health and wellbeing that focus on assisting us in the process of change and transformation. Our World is undergoing massive adjustments on many fronts and we all need the tools to deal with those so we can manifest the positive outcomes we all wish to see for our planet and its habitants.

But first, she’ll visit family overseas and take it from there. Rob and Linda are fully aligned in their intentions and priorities so some sort of further collaboration is likely.

They are both so grateful for what Raglan has brought them. The initial warm welcome by Peter Williams from Raglan Engineering where they first landed, and then Linda and Clive Bowman, who kept adapting their property in Te Uku to assist Aeronavics' growth and expansion. And of course, the many locals who have been employed

by Aeronavics over the nearly ten years in Raglan.

Rob and Linda would like to extend their thanks to all of you who have been supportive of their journey. We look forward to seeing you all around.

o why are non-mainstream ideas about Covid 19 refusing to go away?

For people who trust the government, scientists and health experts it’s a pretty simple equation and they’re happy to just get vaccinated.

For people who totally dis-trust government and their experts it’s also a pretty simple equation.

But what about the people in the middle who simply have a few questions? For them the government’s clear but simple messaging isn’t enough, in fact it comes over as paternalistic - and for good reason: The government doesn’t trust us enough to give us all the detail and has in the past talked the media out of having open debates about vaccination because “it might confuse people”.

Not surprisingly this refusal to front up for a debate is interpreted by some as a sign that they have something to hide. When the media throws all its support behind the government and conducts witch-hunts against vaccine-heretics it just reinforces that belief that something is going on.

As for social media’s kack-handed attempts to supress false information where even pro-vaccine commentators are getting deplatformed - I couldn’t think of a better way to drive people toward a conspiratorial viewpoint.

Here’s an example of what happens with simple messages: The government never explained that the Pfizer vaccine isn’t designed to create ‘herd immunity’ and it was noticeable that the phrase just seemed to disappear from media discussions a few months ago. When news started to emerge from other countries that some vaccinated people were still getting covid, it just increased the sense distrust that some people had.

People are still arguing on social media about this issue because the government has stated the vaccine is 90% effective, they just didn’t make it clear that its effectiveness is in keeping people out of hospital and not in preventing spread of the virus.

There are any numbers of facts like that to keep people on a conspiracy trail and it’s almost comical watching the wailing and gnashing of teeth in the media as they fail to grasp their own part in making it happen.

The thing that causes the most arguments between people (thanks to the media treatment of people who don’t toe the party line) is not that one side has access to the facts and the other doesn’t so much as the way those facts are being interpreted.

The NZ doctors group opposed to the vaccine refers to plenty of research in their publications and I think they genuinely believe they’re doing the right thing but again the issue is with interpretation of data.

The only person who has engaged with them in a meaningful way is Raglan’s Dr Robin Youngson, who has made a detailed explanation of why their interpretation is incorrect. Once again however, the media’s enthusiasm to simply write then off as being sinister or misguided just amps up the impression to their followers that there is a conspiracy at work.

I got asked again this morning where a person with genuine questions can go to find out about the vaccine and all I could recommend is the work Dr Youngson has been doing – most of it with us at Raglan Community Radio. While this looks like a case of self-promotion I literally don’t know of anyone else in this country who is being as straight with their audience. Maybe the government is right that a lot of people will get confused unless they stick to their simple messaging but there have certainly been a few unintended consequences.

Voting documents must be returned no later than 12 noon, Thursday 9 December 2021 to the electoral officer, Waikato District Council.

Voting documents can be returned by post, or handdelivered during normal business hours from Wednesday 17 November 2021 to the following locations:

Consultation was originally scheduled from 20 September to 29 October 2021. Due to Covid-19 restrictions within the Waikato District, consultation has been extended by four weeks and will close on 5pm, Monday 29 November 2021. The Statement of Proposal has also been updated to include relevant determinations.
