he COVID-19 vaccination rollout has been a hot topic in recent weeks as each district health board (DHB) around New Zealand is responsible for their own area, so exactly how and when people are vaccinated is different between the regions.

Understandably there is uncertainty around the process so we’ve spoken to a in the community to find out experiences so far.

second shot when the mobile team comes back on July 6.” Said Margaret.

The service was provided by Koiora, a mobile/pop up vaccinating team who are navigating throughout rural communities in the Waikato in partnership with Waikato DHB with the aim of vaccinating people in the 65+ age group, predominantly Māori, their households and their caregivers.

Eligible people can call 0800 660 005 to make an appointment at one of the mobile sites.

Currently, with only 207 of Raglan Medical’s registered patients fully vaccinated to date, the vaccination programme may take a couple of months to complete.

Raglan Medical intend to run vaccination clinics but are pending accreditation sign off from the DHB before they can start so no firm dates are confirmed to date.

“We would like to be able to vaccinate everybody in the community at Raglan Medical when it opens up to all groups but it’s just not practical as we would have to stop day to day business which is not safe for our patients.”

“When the rollout begins our priority will be to provide the vaccine to our most vulnerable patients first: those aged 60+ or patients with chronic medical conditions.

Once that group is vaccinated we can reassess our services to help manage the demand.” Dr Mike Loten explained.

So the big question is, how will the rest of our community get vaccinated once it’s open to all groups?

Waikato DHB COVID-19 Vaccination programme lead Maree Munro says rolling out the largest vaccination programme in New Zealand’s history will require vaccinating people in groups, starting with those most likely to catch the virus and those most at risk of getting sick.

At present in the Waikato, we are completing vaccinating Groups 1 and 2 which are our key frontline health and border workers, Māori and Pacific people 65 years and older, their households and carers as well as those in long-term residential care.

Waikato DHB has started vaccinating Group 3 members in June, focussing on some smaller and remote rural communities.

Most people in the Waikato who are in Group 3 will receive an invitation to book their COVID-19 vaccination by the end of July. This is similar timing to other parts of the country.

When people receive their invitation for vaccination appointment there will be options for where they can have their vaccination. For people in the Raglan area, there will be a number of different venues for people to receive their vaccinations locally and also in Hamilton.

WRAP is looking for land or property to develop

Acting in Good Faith – What are your Employment Law Obligations?

A

s either an employee or an employer, you may have heard of the term “good faith” before, but what does it actually mean?

The Employment Relations Act 2000 (‘the Act’) requires both employees and employers to deal with each other in “good faith”. This is one of the key objectives of the Act – to build productive employment relationships through the promotion of mutual trust and confidence and good faith in all aspects of the employment environment. Therefore, good faith is the key concept that underpins all employment relationships.

While the Act provides a legal definition of what “good faith” is and sets out what the consequences are for a breach of good faith, it is helpful to look at some examples of how those good faith requirements should be met in practice.

If you are an employer you must: • Treat all employees fairly and with respect; • Raise employment concerns early with an employee; • Ensure the employee is given a fair opportunity to respond to those concerns; • Have an open mind and not predetermine decisions; • Ensure an employee is given an opportunity to get advice and/or have a support person if commencing a disciplinary or formal performance process; • Respond to an employee’s concerns (including a personal grievance of a current employee) as soon as is reasonably practicable; • Investigate complaints and concerns fairly and impartially; • If making a decision which could impact an employee’s ongoing employment, all relevant information should be provided to the employee concerned and they must be given an opportunity to comment on that information.

If you are an employee you must: • Be honest and open with your employer; • Raise employment concerns early; • Respond to communications and correspondence in a timely manner; • Continue to remain in contact and provide information during periods of extended sick leave; • Do not be obstructive in an employer’s processes by causing unnecessary delays; • Do not act in a way that is detrimental to your employer’s interests – such as trying to solicit work, clients or employees while still employed.

Both employees and employers must be “active and constructive in establishing and maintaining a productive employment relationship”. This also requires the parties to be “responsive and communicative”. In other words, both parties have to make a concerted effort to make the employment relationship work and to take active steps which will ensure its continuation. In situations where there are legitimate reasons for the employment coming to an end, such as resignation, redundancy, and termination for serious misconduct, both parties have good faith obligations in respect of the processes followed.

The Employment Relations Authority or the Employment Court may require a party to pay a penalty if it breaches its good faith obligations. While that penalty is usually payable to the Crown, an application can be made for payment to be made to the successful party. The maximum penalties that can be awarded are $10,000 against an individual, and $20,000 against a company.

As good faith is at the core of every employment relationship, and every employment relationship is different, it is important that good faith is applied in recognition of the individual circumstances of each case.

Queenstown Lakes Housing Trust is an example of a co-operative housing initiative similar to what WRAP hopes to achieve.

t’s been a tough year for affordable housing. Whaingaroa Raglan Affordable Housing Project (WRAP) were hoping to be able to announce at least one if not two new housing development projects this year.

You’ll see the projects listed on the website at www.wraphousing.org.nz.

In February this year workshops for the land owners were booked to outline the various ways that they could partner with WRAP to deliver truly affordable housing for Whaingaroa.

Project one owners postponed their planned workshop and then eventually put the project on hold for personal reasons. The project two workshop went ahead in March but the owners are still deliberating over their options. Project three is on hold for the next two years at this stage.

Meanwhile WRAP have been working with funders, banks and organisations who are

interested in developing a shared equity or rent to buy option for investment while we continue the search for land or property to develop.

WRAP have been seeking funds via our connections with the Waikato Region Housing Initiative and others for the purchase of land or property to be held in trust until central government and investment finance can be finalised for development costs.

We are specifically looking for land that is zoned residential, and either has a building that can be removed in order to make way for smaller multi-unit development or is bare land that can be built on.

Public meeting on Raglan wastewater discharge options W aikato District Council is calling on the Raglan community to attend a public meeting at 6-7pm on 29 June at the Raglan Old School Arts Centre to hear a presentation about progress on a project to renew the discharge consent for the Raglan wastewater treatment plant.

With help from Watercare, the Council has spent the past three years investigating options for an environmentally-friendly wastewater discharge solution that will suit the growing Raglan community.

Waikato District Council’s Deputy Mayor, Aksel Bech, has taken a particular interest in the project and says, “This is a major project for the Raglan community so I expect there will be a lot of local interest in the solutions the Council can offer.”

He says the Council must apply to the Waikato Regional Council for a new discharge consent for the Raglan wastewater treatment plant since the plant’s previous long-term consent expired early last year.

The treatment plant is currently operating under a temporary consent arrangement until a new long-term solution can be found.

In consultation with iwi and community representatives, a long list of treatment and discharge options has been narrowed to a short list. Planning, environmental and engineering experts have been assessing these to find a single preferred treatment and discharge solution for the resource consent application.

Local iwi, the wider Raglan community and other stakeholders have expressed a strong preference for a discharge to land option. As the availability of suitable local land is limited, the Council has been examining a range of solutions including options that combine the reuse of reclaimed water for land irrigation during summer with an alternative discharge solution during the winter months when local clay soils are saturated.

Short list wastewater treatment and discharge options also include upgrades to the Raglan wastewater plant to provide a more highly purified end-product for reclaimed water re-use or discharge.

Deputy Mayor Bech says, “The public meeting provides an opportunity for the community to hear how the treatment and discharge options have been assessed using social, cultural, environmental, technical and affordability criteria, and what investigations are still underway.”

Cr Bech says the Council is hoping to be able to apply for a long-term wastewater discharge consent for the Raglan wastewater treatment plant before the end of the 2021 calendar year.

Following the public meeting there will also be a series of public drop-in sessions on the project at the Raglan public library every Wednesday in July from 9am-1pm.

These sessions will be run by Watercare, which is contracted to deliver the Council’s water services. A Watercare planner will be on hand to answer questions from Raglan residents and ratepayers about the current status of the project.

treme Zero Waste are looking for a person who would like to join the “Xtreme team” in a mixed role as an administrator for our trust and company boards and as a board intern.

Governance for a social enterprise supports the organisation to deliver its goals and vision, and gives those who offer their time and skills an opportunity to contribute to the future of our community. Xtreme Zero Waste recognises that we need to be always growing and diversifying the pool of people with the right skills to support not only XZW but the many other board roles in Whaingaroa.

A board administrator for Xtreme Zero Waste will need to attend all board meetings, be experienced or prepared to learn to prepare agendas with the board Chairs, take accurate meeting minutes, prepare letters and communications on behalf of the boards

and manage scheduling and organisation of meetings and events as required.

The board internship offer supports leadership development, and there will be the opportunity to undergo both informal and formal board training. The successful applicant will also need to be able to carry out the tasks and activities of the administrator.

This role could suit a young person with aspirations to learn and understand the role and responsibilities of board governance or who plans a career in social or community enterprise. Expenses associated with mutually agreed formal training or travel will be funded by Xtreme Zero Waste; the administrator hours will be paid, but it is expected that the intern hours would be voluntary. The administrator/intern will be able to participate in meeting discussions but will not have the right to vote, nor form part of the quorum for a meeting.

I

t was wonderful to be back at Mystery Creek for 2021’s National Agricultural Fieldays after COVID-19 led to a virtual experience last year.

een knitters and crocheters stitched in unison and watched the world go by from the veranda of the Harbour View Hotel recently to celebrate World Wide Knit in Public Day – and demonstrate the old-fashioned handicraft has made quite a comeback.

Spare yarn, knitting needles and crochet hooks were on hand for any who felt inclined to join the group of 10 or so women as they chatted and stitched together over the odd drink, their colourful rugs draped over the veranda railings for all to see.

Children’s beanies were also given away to parents passing by with toddlers and babies. They’d been handmade by local enthusiast Anne Carter, who rallied fellow Raglan crafters to celebrate an annual day that’s the largest knitter-run event in the world.

The event – held on the second Saturday of each June with the aim of making knitting more of a community activity – has grown to include 40-odd countries from the Antipodes to Venezuela since first being organised back in 2005.

In Raglan it brought women from the town’s long-established knitting circle and the newly formed crafters and hobby group together in a public setting.

Both groups also pooled their talents earlier this year to knit and crochet about 25 knee rugs for residents of Raglan Rest Home and Hospital in Manukau Rd.

The project got a “phenomenal response”, says a proud Sue Webber, a volunteer worker at the rest home.

She came to live in Raglan last year, and not only got involved in the knitting circle – which has been meeting weekly in the daytime for 18 years now – but also started up the crafters and hobby group which meets in the evenings for those who work during the day.

While women knit and crochet together at the knitting circle, everything from doll-making and paper-making to macrame and quilting is tackled at the evening group.

Both lots of enthusiasts – and others in the community – got behind the rug-making project, she says, working individually at home and at meetings.

The wool had been donated to the rest home.

Sue says she simply saw a need and everyone got behind her.

“I can’t take all the credit (for the project),” she laughs. “It was a real community effort.”

My congratulations to chief executive Peter Nation and the team on persevering even though COVID scares earlier this year made it feel like a risky proposition.

Despite the rain, record crowds came to see the latest technology, machinery and products, but more importantly to socialise, as rural people like to do.

I had the honour of raising the New Zealand flag alongside the Fieldays flag on the first day to set the ball rolling for four fantastic days. Friday saw a record daily crowd of more than 44,000 people.

Red bands, pink bands and all manner of gumboots, along with a Swanndri and an umbrella, the dress code of most amongst the corporate apparel. There was the usual excitement of the tractor pulls and fencing competitions, as well as hot dogs, burgers and coffee shared over good conversations.

What was noticeable this year is that rural people are holding on to our history and heritage while adapting to the new era of climate change and water issues — two concerns weighing heavily on their agendas.

Many farmers are short-staffed, concerned about their significant natural areas being ring-fenced while still having to pay rates, and feeling targeted by a government more concerned about the world stage than they are about their own people.

We might all love to drive electric utes if we had them, and the electricity and charging networks set up to run them.

But leadership should be by example not by decree.

The Government hasn’t been able to electrify its own fleet and any increase in electric vehicles right now will be powered by a huge percentage of imported coal.

The rural community is a group which supports each other, and that need has never been stronger.

Farmers and small businesses are feeling isolated and targeted like never before.

A little understanding would go a long way, but the rules just keep coming, without any understanding of how they will be implemented.

This means Rural Support Trust and FarmStrong and the other support organisations are busier than ever.

Supporting Farmers — a new venture between Fonterra, my son Tony and I — made its Fieldays debut. The new service is aimed at supporting sharemilkers and young farmers but open to anyone.

Resilient Farmer founder Doug Avery was also there in his eversupportive role.

Fieldays is an amazing event which is now in its 53rd year. My first was around 40 years ago and I’ve only missed one in all of that time.

There’s something special about the friendship and social nature of our rural communities. Something I am proud of, and something you have to be part of, to truly understand.

T

he controversy that’s sprung up around the council’s move to stop people walking across the airfield could have been avoided if our Community Board had more of a say at council.

The Board wanted to work with the community to resolve the issue but they have no direct power and staff, who aren’t part of our community, ignored their advice.

I’m sure council staff find us a confusing bunch on this side of the divvy as it clearly never occurred to them that stopping people from walking across the airfield would be such a big deal to this community. Without being tapped into local community values, the normal pattern of council decision making took over and they did what they always do, and made a new rule.

I’m not really pointing the finger at council staff though as it seems difficult to make good decisions for a community when you’re not a part of it. No amount of managerial expertise can make up for the intimate level of knowledge you get from living and participating in a community.

Can this problem be solved? Well yes, they’ve already done it in the Thames Coromandel district.

Like us they’re a district with many small communities but unlike us, their community boards have genuine control over local decisions and their local offices are run by Area Managers who have responsibility for overseeing local council work.

I would love to see the energy that people have poured into the airfield issue be diverted

into taking back local decision making power. It would require a sustained campaign but the end result would mean less decisions we don’t like and less of these fights to get them changed.

A community member at the last board meeting observed that council managers don’t seem to treat the board with much respect and I think this is true. My feeling is that most of them are actually good at their jobs and decent people but there is something about being an expert that leads people to unnecessarily discount the opinions of others – especially those who don’t use the right words or present themselves in the right way.

Having said that I don’t like the way some in our community treat council staff either.

We’re actually lucky enough to have a council manager who lives out here and my view is that we benefit from the well informed decisions he makes. I just hope he’s not regretting his decision after a few members of our community attacked him at a recent community board meeting. Their behaviour was simply horrible and I imagine left quite an impression on the rest of the council staff too. I hope they know we’re not all like that.

At a basic level these are trust and relationship issues we’re discussing, issues that would hopefully disappear if staff were part of the community they serve. While I can’t say it would make everything better I am sure it will help.

Giving the Community Board some genuine power over local decisions would be pretty helpful too.

I asked Periwinkles coach Tipi Welsh what the most effective games and drills have been this season? “The game they most enjoy at the moment is a game called buzz off. It’s really helping them to keep the ball at their feet while being under pressure from a defender and then to have the opportunity to regain the ball if they lose it. It’s a super fun game.” One of the best aspects of coaching for him is, “Their enthusiastic positive attitude to getting stuck-in to the sessions. It makes it easy when they are super keen to take part.”

Raglan Area School Netball match reports Year 3/4 Tuesday 8 June Loss 2-10 Match Report By Coach Lisa - The girls are improving each week and it's exciting to see players passing, catching and moving through the court as well as the great attitude they bring to the court each week.

While we lost 2-10, the opposition had 3 ring-ins from another team as their usual players weren’t available. Goal scorers were Lola and Aria.

We started the game at 10:30 and finished at around 11:20. The first two quarters they had two less players, luckily in the third and fourth quarter they found someone to play. It was a tough game but unfortunately we lost.

Captain of the team was Grace, Player of the day was Nina and the good sportsmanship was Ngahina.

Year 10 Saturday 12 June HGHS Win 23-13 Match Report by Jayla F - For our first competition game we played against another Hamilton Girls High School team. It was a very competitive game and both teams were getting goal after goal, but we managed to finish the game winning 23-13.

Our shooters worked really hard and got almost all their goals in, even from quite far away. It was challenging playing in the hot sun but it was a really good game and it was really fun.

Dr Matamua is an associate professor at the University of Waikato and author of Matariki: The Star of the Year. His research fields are Māori astronomy and star lore, Māori culture, and Māori language development, research and revitalisation.

When Matariki rises and when it is celebrated should be predicted using the maramataka Māori, or the Māori lunar calendar, which refers to the moon phases rather than the solar, more common, Gregorian calendar.

Ngā Mata o te Ariki – The Eyes of the God

The maramataka Māori comprises of twelve 29.5 day months and a 354-day year.

The Gregorian calendar, which is based on the number of times the Earth orbits the sun, has 365 day years.

Commonly referred to as the Māori new year, according to Dr Matamua, it is a common misconception that ʻMatariki’ means ʻlittle eyes’; there are no stories to support this translation. Matariki is actually an abbreviation of ʻNgā Mata o te Ariki’ – The Eyes of the God. The god referred to is Tāwhirimātea, god of the winds and weather.

When Ranginui, the sky father, and Papatūānuku, the earth mother, were separated from their dark embrace by Tāne, Tāwhirimātea was distraught. He tore out his eyes, crushed them into pieces and stuck them onto the chest of the sky. This is why Tāwhirimātea is the blind god, feeling his way around the sky and bringing winds from different directions.

Nine Stars of Matariki

Dr Rangi Matamua acknowledges that differing traditions exist throughout Aotearoa in relation to Matariki.

This perspective comes from Dr Rangi Matamua’s research over the years as well as information passed down from his ancestors.

He spoke about his ancestors who had reputations as witch doctors and astronomers and were interviewed by ethnographer Elsdon Best for his book The Astronomical Knowledge of the Māori (1922).

To date, this book is still the most comprehensive record of Māori star lore, but Matamua’s ancestors are not acknowledged for their contribution of 90% of that knowledge due to their status as witch doctors.

This led to Dr Matamua’s ancestors spending 30 years authoring their own book of 400 pages and 1000 Māori star names.

Dr Matamua’s grandfather held on to the manuscript for 40 years without opening it and, before he died, he entrusted Dr Matamua with sharing the knowledge but protecting the book, saying: ʻKnowledge that isn’t shared isn’t knowledge.’

According to Dr Rangi Matamua there are nine stars in the constellation of Matariki, rather than seven. They all hold dominion over particular areas of our environment as seen from a Māori worldview. There are also nine stars in the Greek tradition of the constellation Pleiades (Matariki).

The best time to observe Matariki is during the new phase of the moon, referred to as Tangaroa, the moon of plenty.

Matariki (Alcyone) – the mother of the other stars in the constellation. Rehua (Antares) is the father but is not considered part of the Matariki constellation.

Pōhutukawa – connects Matariki to the dead and is the star that carries our dead across the year (Sterope/Asterope)

Tupuānuku – is tied to food that grows in the ground (Pleione).

Tupuārangi – is tied to food that comes from above your head such as birds and fruit (Atlas).

Waitī – is tied to food that comes from fresh water (Maia).

Waitā– is tied to food that comes from salt water (Taygeta).

Waipunarangi – is tied to the rain (Electra).

Ururangi – is tied to the winds (Merope).

Hiwaiterangi/ Hiwa – is the youngest star in the cluster, the star you send your wishes to (Celaeno).

The proposed Stormwater Bylaw sets out responsibilities regarding the management of stormwater within the district. It provides guidance on what can and cannot enter the stormwater system.
