T

he search for a missing fisherman, swept off the rocks at Papanui Point, is ongoing. The incident occurred as two individuals were fishing at the point when they were swept into the waters this past Saturday.

One life has already been confirmed lost by police and the body has been recovered, but the search continues for the other fisherman who is still missing.

A police spokesperson revealed that dedicated search and rescue teams are searching the immediate surroundings of Papanui Point, employing the assistance of drone technology. The search effort is poised to extend into the upcoming week.

Initial reports indicated that a call was received at 8:45 am Saturday, promptly triggering a response from

multiple emergency units, including the police, Westpac Rescue Helicopter, Raglan Surf Life Saving Club, fixedwing aircraft, and the Coastguard.

Papanui Point is notoriously treacherous, with the spot accounting for more than 30 deaths in fishingrelated incidents, according to records from the Department of Conservation (DoC). DoC signage warns against venturing onto the rocks, emphasising the unpredictable nature of the ocean's swell and waves.

A rāhui notice for Papanui Point has been issued by the Mōtakotako Marae Trust this Monday.

“Please note that there is a rāhui in place extending from the mouth of Aotea harbour, following the coast north to Papanui, around to Manu Bay. Two fishermen were swept off the rocks at Papanui, one body has been recovered, the other remains missing.

The rāhui will be active for 7 days.”

ith the most recent Raglan Community Board meeting held last month, RCB Chair, Dennis Amoore, joined Aaron Mooar in the Raglan Community Radio studio to chat about local issues brought up during the recent meeting - including details about the internal bus service for Raglan which could potentially launch later this year.

Raglan Internal Bus The proposed internal bus service for Raglan is set to launch in the near future with a trial period to gauge community demand. During this initial phase, the service will be on-demand, allowing residents to call and book a ride as needed or to catch a fixed time route. For example, a school bus route would run on demand every day at the same time but outside these routes, residents would have to book their ride.

The route's focus will be on serving the main township area, with Upper Wainui and Greenslade Rd marking the outer boundary of the planned service zone. This approach aims to assess the level of interest within the community.

The Waikato District and Regional Councils are collaborating to establish this new bus service. As part of the process, both councils will undertake their respective procedures to identify a suitable service provider. Dennis says that because it's an on-demand service, the councils are not obliged to use their main provider and could even use a local Raglan based company.

Wi Neera Walkway upgrades The Raglan Jetty's Wi Neera walkway is scheduled for an upgrade as certain sections of the 100-year-old wall are showing signs of deterioration. Originally, only minor repairs were planned; however, Dennis says the council has now opted for a more extensive renovation. The comprehensive fix-up will involve installing handrails and lights, in addition to widening the walkway to enhance its overall functionality and safety.

The bus could be a 12-seater style shuttle van to begin with. Stock image. for campers. Dennis clarifies that national legislation prohibits an outright ban on Freedom Camping in Raglan, but it allows us to impose restrictions on specific areas.

In response to this, the Raglan Community Board (RCB) has submitted a pre-submission to the council, proposing designated areas for campers and recommending locations that have public toilets nearby such as Joyce Petchell Memorial Park, Ciff St and Stewart St. These specific areas would have time restrictions, such as campers not being allowed to stay past 8 am the following morning. These measures aim to strike a balance between accommodating campers and maintaining the integrity and convenience of the local community.

Civil Defence Planning is still ongoing and Dennis hopes to have a draft plan to present to the community in the next few months. A local emergency response would identify community groups and individuals who would be well-placed to provide certain emergency services. Whether it’s Police, volunteers for control centres, logistics or communications, Dennis says that plans are in place for these positions to be filled and training will be provided by the council.

Erosion issues at Papahua are still being discussed, however, being part of the foreshore and having a culturally significant burial site nearby, there are a number of complex issues at play including a need to address it in the next year or two.

While historical maps from 1944 show that the Papahua shoreline was closer to

where it is now (prior to the old walking bridge creating a groyne-like effect, causing a build up of sand), there are concerns that the erosion would eventually start to approach the road near the soccer fields. Solutions like dune plantings have been suggested but planting is not thought to be a good idea because the removal of the groyne has altered the dynamics in a way that planting wouldn't be effective.

The Community Facilities Strategy Early Engagement covers council-owned facilities such as community halls, pools, public toilets, community hubs and libraries or sports facilities and pavilions. Council staff recently held a drop-in session in Raglan and the RCB are also planning to make a submission. More info here.

The Waikato District Connectivity Strategy is a plan that will guide trail development for the next 5 years, replacing the previous Trails Strategy 2016. It will offer direction for decision-making, development, management, and investment in various trail categories, including walking paths, off-road trails, multi-use tracks, cycle and mountain biking trails, and bridle/horse riding trails. aglan Arts Weekend is growing from strength to strength and a whopping 34 new artists have joined, 16 of those as part of 'The Hatch', RAW's emerging artist exhibition.

The growth in new artist numbers underscores the creative fabric that makes up Raglan. Visitors are in for a treat with a wide range of artistic styles and media, including textiles, stencil work, wood sculpting, life drawing, bespoke hat making, photography and much more.

Baha’is have been in Raglan since the 1970s. We are co.nz/rff/enter-movie part of the Waikato District Baha’i Community which encompasses 14 towns from Tuakau to Raglan in the west, and Tauwhare to Eureka in the East.

We do not have a Baha’i Centre in Waikato District; the oin Ray Diprose and Sue Harker for a Raglan Film closest is in Hamilton. The 9 member governing body of Festival 2023 workshop on great storytelling for film, the Spiritual Assembly Waikato District has two current and let them know what other workshop topics would members from Raglan. The Institution meets regularly support you to create your own short film. to plan, organise assistance and coordinate events for the Koha entry, suitable for ages 16+ well-being of the Community, and to support unifying endeavours of the wider community as a whole.

Gatherings hosted by myself for a coffee, a lunch or dinner, devotional, and an informal “fireside” chat are held at my home or online with inquirers or friends at various times suited to needs. Other Raglan Baha’is will be doing similar.

Tell us about recent global events.

Most recently at the end of December, Raglan Baha’is participated in The World Conference; Baha’is and friends consulted on building communities together using spiritual principles and reflecting their unique cultures.

In June, the #OurStory is One campaign. On 18 June 1983 10 Bahaʼí women were taken to a square in Shiraz, Iran, under the cloak of night and were mass executed without the knowledge of their families. Their crime was their belief in a faith that promoted gender equality. There was a recent event in Parliament where MPs called the Iranian Ambassador to account.

June was also the 23rd year of the Baha’i inspired and organised Annual Race Unity Speech Award finals.

Secondary school years 11, 12, 13 students, including Raglan Area, are invited each year to participate.

How has the Baha'i community helped in the community?

Bahaʼís of Waikato District gifted the table and seating on concrete, for the Wainui Bush Park pavilion erected in the main lower park. This is used daily by locals and visitors alike with joy. In the clearing overlooking Raglan was planted, and is continually nurtured, a meditative area of native trees with picnic table.

As a Baha'i living in Raglan, we strive to demonstrate the spiritual teachings by serving the local community.

From 2006 to mid 2014, serving as the community volunteer for Raglan Police Station; 2010 until present day, coordinator of Neighbourhood Support. Others are serving the community in their endeavours.

The new face behind Raglan Bagels Film making and The

Art of Storytelling

F

rom starting his working life as a dishy, to owning his own business, Giovanni

Barni has come a long way.

As the new face behind Raglan Bagels, he’s using his Italian flair for food to take the successful foodie enterprise to the next level.

Originally from Florence, Italy, Gio has worked in hospitality since he was 20 and has always dreamed of owning his own food business.

“I’ve worked in almost all parts of the hospitality trade. When I got offered the business it seemed like the next logical step.”

Gio spends several days a week baking around 500 bagels to supply to cafes and stores in Raglan, Cambridge and Hamilton.

When he’s not baking bagels, Giovanni works at Wyld, but his long-term goal is to open a deli in Raglan.

With the purchase of Raglan Bagels in January this year, he now has firm ties to Whāingaroa and can commit full-time to Raglan Bagels.

“If I could find a little shop that I could rent I would just focus on bagels because they're selling very well and everyone's very happy with the quality. But there is nothing available at the moment in town,” he says.

Currently, the bagel-making magic happens at the Raglan Old School Arts Centre commercial kitchen; an incubator for many successful food enterprises, including Raglan Yoghurt now Raglan Food Co and Raglan Gelato.

“The ladies at the Old School are super supportive but unfortunately I only have limited times.”

In the meantime, Giovanni will wait for a commercial space to come available in town.

“The bagels will be the stepping point. With a commercial space and being able to use it whenever I want, eventually I will turn it into a deli. Being from an Italian background, I’ll make schiacciata (Sicilian stuffed flat bread), focaccia, have good cheeses and cured meats. And the bagels of course,” he says.

Gio came to Aotearoa nine years ago and settled into the hospo industry in Wellington, but Raglan’s surf was always calling.

“Every other summer I was coming up to Raglan to visit friends and surf, and enjoy the community and the town.”

After working in Auckland and Akaroa for a spell, Gio made the move to Raglan nearly three years ago.

With the purchase of Raglan Bagels in January this year, he now has firm ties to Whāingaroa.

Harker. Sue teaches multimedia and digital technology at Fraser High School. Ray brings a wealth of sound, lighting and technical experience having been involved in many Raglan community film making productions.

Both Ray and Sue are key members of the Raglan Film Festival volunteer organising team and love sharing their knowledge.

Also new to the film festival team is Amy Hanna. Amy’s role is to support Tamariki and Rangatahi in their film making adventures. Amy is also keen to connect with interested teachers at local or home schools to help provide Teacher, Sue Harker.

s part of the Raglan Film Festival for 2023, we are super stoked to bring to you the first in a series of workshops to help everyone interested in film making get some great ideas about the art of storytelling.

Storytelling is all about connecting with your audience, keeping them engaged, relating to their emotions and to their brains, and leaving a memorable impression.

Sound, lighting, actors and actresses all help make a good film, but they are nothing without a great story.

Come along to this first workshop hosted by Ray Diprose and Sue

aglan Theatre Academy is in full swing in its ninth year of providing the youth of Raglan with weekly drama classes. As our weekly drama classes prepare for this year’s end of year production ‘The Lightning Thief,’ a new class style has found its way on to the timetable.

Starting this term we will be offering classes in a well-loved theatre style; Musical Theatre. A fun and lively class, this class works on popular songs, choreography, and scenes from well-loved musicals.

Our classes will encourage students to find the confidence to perform in class. These classes are great for students that may be new to movement, highly expressive and want to develop a repertoire of performance skills.

The class takes students through warm ups, floor work and strength routines, and then each term works on a new song and choreography from a well-known and loved musical.

Musical theatre dance develops students' dramatic role-playing skills and character performance with musical theatre, jazz and Broadway dance styles.

n terms of small towns, Raglan is one of the hardest property markets in the country for first home buyers to crack.

Entry level properties in Raglan are around $750,000 now and that’s just too much for many local families – the deposit required and the mortgage payments are too high for the incomes of many families.

Basically, Kainga Ora takes an equity share in a house, which the homebuyer buys out over time. Kainga Ora can contribute up to 25% of the purchase price or $200,000 – whichever is lower.

The first home buyer needs to contribute at least 5% of the purchase price themselves. Kainga Ora want the home buyer to buy out Kainga Ora’s share within 15 years (can be extended to 25 years) and this can be done in one lump sum (for example your income has increased and you now qualify for a full mortgage or you sell the house), or by smaller individual payments. When the homeowner buys out Kainga Ora’s share, it will be based on the current market value at that point.

So let’s look at that $750,000 purchase.

The next easiest option would be a 95% ‘First Home Loan’ via Kainga Ora and participating banks. That would require a cash deposit of $37,500 and a bank mortgage of $712,500 plus a fee to Kainga Ora of $3,563. Mortgage payments would be around $1,090/week + council rates and dwelling insurance (around $77/week).

Through First Home Partner, Kainga Ora could contribute up to $187,500 (25% of the purchase price) and the homebuyer would contribute $37,500 (5% of the purchase price) meaning the bank mortgage would be $525,000. Mortgage payments would be around $800/week + around $77/week rates and insurance. That’s $290/week lower payments and could be the difference between home ownership and renting. The more deposit the homeowner can put in the lower the bank mortgage and payments would be.

We’re experiencing significant enquiry about the changes to ‘First Home Partner’ from first home buyers so we’ll be covering this (amongst other important things to know) at a first home buyer’s information evening on Tuesday August 22nd at 6pm at the Ray White office on Bow Street.

You can blame that on any number of things, but the fact is that Raglan is arguably the most vibrant and diverse small town in NZ. Not forgetting the world class surf of course. This attracts buyers from far and wide and that pushes up prices.

So how can Raglan families stop renting and start owning their own homes? Talk to most about how they purchased their first home and they’ll tell you about sacrifice and commitment.

That’s a given – without a fair bit of sacrifice and commitment you’re unlikely to achieve home ownership. But even some of the most diligent home buying hopefuls haven’t been able to afford a home in Raglan.

Enter the ‘First Home Partner’ scheme by Kainga Ora (the old Housing NZ government department). Otherwise known as progressive home ownership or ‘PHO’, First Home Partner is a shared ownership scheme for first home buyers who don’t have a big enough deposit and/or don’t qualify for a big enough home loan to purchase a house on their own.

This has been around for a while, but until now it’s been limited to newly built house purchases not existing houses, and your total household income had to be under $130,000 per year.

On Monday 14th August however, the rules are changing and ‘First Home Partner’ will be available on existing/older houses. The income cap is also rising to total household income of no more than $150,000.

festival, in England. Now an annual event it happens in cities all around the world. The day is in celebration of Kate Bush's 1978 song Wuthering Heights. It is scheduled on a date close to Kate's birthday (which is also Emily Brontë' birthday!) - it is an inclusive day for people to get together, pop on a red dress and dance in honour of Kate and her iconic Wuthering Heights music video.

What happened in Raglan and who got involved?

As this was the first one, it was pretty small.

Over the last few weeks we've been doing lounge room practices, just 2, then 3, then 4 of us. We decided to dance at 2 locations on the day, first on the Rangitahi Peninsula, and the second spot at the Wainui Reserve lookout.

By the day of the event we had 6 'Kates', a small audience, and a fabulous camera person.

It was joyful to watch you all perform.

Meanwhile the younger team The Jellyfish have been inspiring all of us with, frankly, the most committed practice hours in their age group, bubble machines, music to their drills and their awesome Jellyfish pitchside mascot. You girls are an inspiration to us all; we are sure your skill and determination will take you far in the sport.

Annual Agricultural Days Approaching Agricultural Days foster an interest in farming, as well as teaching children the responsibility involved with the care and well being of a pet. It also helps children to develop an understanding of the importance of animal welfare issues such as feed, shelter, handling and health.

Each year, schools in the Raglan District hold a local day and then all children from the 3 local days are encouraged to participate in the Group Day. The dates for this year are below; Tuesday 17th October 2023 • Te Uku School held at Te Uku, judging starts at 10.00am • Waitetuna School held at Waitetuna School, judging starts at 10.00am Wednesday 18th October 2023 • Te Mata School held at Te Mata School, judging starts at 10.00am Friday 20th October 2023 • Raglan Boys and Girls Agricultural Group Day held at Te Mata School, judging starts at 10.00am.

It is a great family day out! If your child / children want to get involved and be part of the process information will be sent home from your child’s school.

At Group Day there will be the traditional BBQ food available, along with raffles. We love to see you supporting our local students with their pets.
