WDC’s decision on wastewater services backed by majority of Raglan submissions

T

Wastewater rates are set to rise this year.

he targeted rate for wastewater services will rise by $144 in Raglan this year as Waikato District Council prepares long term plans to protect waterways and environmentally sensitive areas.

Councillors last week voted to take the middle ground in improving its level of wastewater service after consultation with affected ratepayers, an option that was supported in the majority of submissions from Raglan.

A hearing on the community consultation, which presented three choices for improved wastewater services, was held in Ngaruawahia last week.

WDC has admitted it has considerable work to do to restore public confidence in its management of wastewater following three sewage spills into the Raglan Harbour in four months last year.

Council consultation with the district attracted 463 submissions from 11,000 affected ratepayers – 76 submissions were from Raglan.

Across the district, the majority of submissions (42 per cent) supported the

cheapest option to mitigate key risks of wastewater overflows, while 41 per cent supported the chosen option. Eleven per cent of submissions supported a more extensive and expensive programme of works.

From the Raglan submissions, 45 per cent were in support of the chosen option, 21 per cent were in support of the cheaper option, and 18 per cent were in support of the more expensive option.

The decision will add $143.94 to the 2017-18 wastewater targeted rate for those who live in Raglan, up from $752.68 a year to $896.62.

Comments made in submissions to council highlighted concerns about increasing rates, particularly as WDC already has one of the highest target rates for wastewater services nationwide.

Raglan Ward councillor Lisa Thomson said the decision wasn’t an easy one to make “when you know it will hurt many in terms of increasing rates”.

“But we need to understand the condition of our underground infrastructure so we can plan for the future and make

better decisions – ones that are based on what we know rather than what we don’t know.

“I’m looking to the future, the one where our kids and grandkids will hopefully be left with a better legacy than we have now.”

In its submission, the Raglan Community Board supported the chosen option “in principal” because it would include CCTV inspection and an education programme across the entire district.

However, it said it wanted a full account of the existing wastewater targeted rate spend because it was one of the highest in New Zealand yet “failed to maintain the existing network”.

In his submission, Kenneth Soanes, who was an electrical engineer for 44 years and worked on wastewater projects, said council’s 2017-18 targeted rate for wastewater would make it 110 per cent higher then that of Waipa District Council and 43 per cent higher then Auckland.

Raglan resident Rodger Gallagher, who rejected all three options presented by council, said WDC needed to work smarter to “achieve the desired outcome with same or lower expenditure”. He suggested a 33 per cent pay reduction for all executive staff and the money saved to go towards improving the wastewater network.

Waikato Regional Council, which fined the district council $56,000 in 2013 for a sewage spill into the harbour, wanted a bigger investment in the district’s wastewater system, “in light of recent spills to the environment, particularly from the Raglan sewer system to Whaingaroa Harbour”.

WDC service delivery general manager Tim Harty said investigations into the network so far showed that 20 per cent of the system was in poor condition and that the life of the council’s wastewater assets was lower than average.

“The reason we need to understand our assets is so that we can manage our assets going forward in the most cost-effective way possible,” he said.

The decision made by council would allow for about 50 per cent of the network to be assessed by the time the Long Term Plan was due to be considered next year, and for the whole network to be assessed by mid-2019.

Produce overflowing as crop-swapping takes root

A

bountiful array of seeds and home-grown veggies, pickles and chutneys, bliss balls and “lifechanging” bread overflowed the trestle tables set up in the Raglan town hall supper room last Sunday morning – yet not a single item was purchased.

“We want to get past the idea of scarcity and send a message of abundance,” she said.

Lisa’s also a committee member with Whaingaroa Environment Centre, which she said backed the local Crop Swap and the whole idea of sustainable living.

She added the centre would like to include Crop Swaps as part of its ‘Backyard Bounty’ project, which took in both the community garden at the police station and the planting of gardens and fruit trees with the kids at Waitetuna and Te Uku Schools.

W

ith 24 entries and the sun shining it was all hits and putts last Wednesday at the Raglan Golf Course.

There were two different divisions on the day, years 6-8 and 9-13 the competitors fired shots over nine holes.Years 6-8 winners were: Mark Cooper (first), Tupuna (second) and Maipe (third). Years 9-13 results were: Tommy Ford (first), Lucca (second) and Rudi (third).

The Raglan Golf Club welcome visitors and have a year round season.

Green fees are in the range $15 – $25. Winter Hours: Clubrooms open 9am till 5pm, 5 days a week (closed Tuesday / Wednesday). Course open 7 days a week weather dependant.

Each month we have a meeting with guest speakers, competitions, sales table raffles, interest table and displays.

Meetings are held on the third Tuesday of each month at the Union Church Hall on Stewart St from 1pm to 3pm. Membership numbers have increased during the last year which is very encouraging for the future of the society.

Every alternate year we aim to hold a Garden Ramble, followed by a Flower Show, with the Flower Show being held this year on Saturday September 2. So, come on Raglan gardeners, get planting your vegetables and spring bulbs. Kids hunting competition good for possum control

Kids and parents gathered at the Raglan Rugby Club for weigh-in at the Kids' Hunting and Fishing Competition held over Queens' Birthday Weekend.

P

ossum numbers in the Raglan region took a dive last weekend, thanks to the Kids’ Hunting and Fishing Competition.

Fifty-seven possums were strung up along a gate at the Raglan Rugby Club, where the weigh-in for the contest was held on Sunday.

The toll on the pest population would have been far greater, however, as only the heaviest possums made it to the weigh-in.

Twins Lucille and Rosa Jowsey, 9, struggled to carry one possum and one hare each after spotlight hunting with their parents and two friends in Te Mata.

Mum Amber Hartstone said the girls selected the heaviest possums and hares, with 12 possums shot on their farm the night before.

Altogether, 109 children took part in the competition organised by the OhautiraWaingaro Cannon Ridge Hunters and Gatherers Club.

Along with the 57 possums, they collectively bagged 22 hares, 22 magpies, 16 rabbits, 10 herrings, nine kahawai, six snapper and three boars.

Club chairman Rob Maniapoto, a keen hunter himself, said it was successful day and the contest was a “win-win” for everyone, regarding pest control.

However, the main focus of the day was about encouraging kids to learn about hunting and food gathering.

“It went really well, the kids enjoyed themselves,” said Rob. There were cash prizes for winning entries – $300 was the top prize – and plenty

of activities for the kids to take part in, including hare, possum and pig carry races, a hay bale obstacle course, a bouncy castle, Zorb balls and archery.

Spot prizes included Ridgeline hunting garments, beach tents and hats and beanies, and there was a raffle of outdoor furniture sponsored by Thomsons Timber in Whatawhata.

“It’s good for Raglan because it gives the kids who live on the outskirts of town in a farming environment something to do,” said Rob. “We had a lot of first-timers there that were happy with the concept and loved it, so that was good.

“The kids were happy, the parents were happy, so I was happy.”

He said he would hold the event again next year, and thanked all the sponsors “because without them it wouldn’t happen”.

Next year, he intends to have a food stall to highlight the food gathering side of hunting, “where we will be cooking up the wild game”.

As for this year’s bounty, the fish were kept on ice and taken home for dinner, and the possums all got machine-plucked for their fur.

chools in the Waikato region were invited to participate in a 'paint a panel' competition as part of the DHL Lions New Zealand Series 2017 and artwork belonging to two girls from Te Mata School have been chosen to be part of the panels that will be displayed at FMG Stadium.

Schools were provided with a template with their cit or town printed across the top. An

individual or group of students then created a design to reflect their home town.

The winning design from each town or city – as selected by competition organisers – will then be printed onto a 1.2-metre high panel and installed as “dressing” along the two walking routes to FMG Stadium during the Hamilton match on June 20.

There will be 20 panels in total, and they will be seen by the tens of thousands of fans who will attend this historic match.

RKT founder intends to take his mark

aglan Karioi Trail founder Fracois Mazet intends to be on the lineup of the 24km mountain race in December this year.

That he will be able to do so is testament of how successfully the event, now in its fifth year, is being organised.

“I have always wanted to race it but I have always been too busy,” says Francois, who reckons all his volunteers are doing such

an awesome job that he can confidently leave them to it.

“Every year it’s just been getting easier and easier and things are running really smoothly.

“Karioi is a mountain that I love running and that’s why I started the race, to share this experience. But now I will be able to share my love for Karioi with the competitors by racing alongside them.”

Not that he expects to win, by any stretch of the imagination.

Registrations for RKT on Saturday, December 9, opened on June 1 and entries have been trickling in.

Early bird prices for entries are available until October 15, and knock $15 off the standard entry for adults in the 24km race and the 10km run/walk.

Francois says Pilot Brewery will be back as a sponsor to quench the thirst of runners when they cross the finish line at the event village on Karioi Rd. And as usual there will be free sausages and plenty of spot prizes.

Francois say the event village is getting bigger and more vibrant every year, and this year will include Mama’s Brew Shop, sellers of kombucha, and the French Corner, selling fresh pasta.

But he doesn’t intend for the race to get too big and lose its grass roots appeal.

“I want to keep it small, not over 400 competitors.”

He does, however, want to attract more Raglan residents into taking part and is talking about getting funding to help subsidise local entries.

“Plenty of people never go there. I want to introduce them to the mountain.”

STORES WAREHOUSE INVENTORY PERSON Aeronavics – a leading aerial robotics designer and manufacturer in Raglan is seeking a highly skilled person to manage its parts inventory.

Aeronavics is working toward global Aviation Accreditation as a manufacturer and it needs to install highly accurate processes for its parts and inventory tracking.

We are seeking a local person preferably with sound mechanical aptitude, experience in maintaining and setting up inventory and parts tracking processes to a high standard, must be a kind and friendly person who is extremely motivated, precise and organised.

The position is part time initially at 20 hours per week.

Our Open Day is a wonderful opportunity to find out more about our academic and co-curricular programmes, and celebrate our students' learning successes.
