• $1,500 WaHIP Owners’ Incentive Bonus* if a Washington-bred horse breaks its maiden at Emerald Downs in a maiden special weight, allowance or stakes race.
• $1,000 WaHIP Owners’ Incentive Bonus* if a Washington-bred horse breaks its maiden at Emerald Downs in a maiden claiming $25,000 or more race.
• Horses of all ages will be eligible for the bonus.
• Payment goes to the owner of the horse at the time that the horse breaks its maiden.
• The horse must break its maiden at Emerald Downs.
• The horse must be a Washington-bred.
• The horse must not have gone through a WTBOA sale (either sold or RNA).
• The owner(s) must be WTBOA members prior to Emerald Downs’ opening day of the year in which the bonus is paid. A horse that is managed by a WTBOA member will also receive the award. For instance, if a racing partnership or syndicate owns the horse, as long as the person who manages the entity is a member, they will receive the bonus.
• The owner of the horse does not have to be the breeder of the horse.

REMINDER: Owners of Washington-bred maiden horses MUST BE WTBOA MEMBERS prior to Emerald Downs’ opening day to be eligible to receive a WaHIP bonus!
Beginning with the 2015 WTBOA Sale, all yearlings and weanlings that go through the WTBOA Sales ring and are made fully eligible will earn a lucrative Sales Incentive Program (SIP) bonus from the WTBOA, if they break their maiden at Emerald Downs at age two or three in one of two levels of racing.
• $2,500 SIP Owners’ Incentive Bonus* if a SIP-eligible horse wins its first race in a maiden special weight, allowance or stakes race.
• $1,000 SIP Owners’ Incentive Bonus* if a SIP-eligible horse wins its first race in a maiden $25,000 or more claiming race.
The owner or, in the case of a partnership or sydicate, the managing owner of a SIP eligible runner must be a current WTBOA member during the year the horse wins an eligible SIP race (either at two or three). WTBOA membership is due on or before Emerald Downs opening day of the applicable race year.

National HBPA Owners & Trainers Liability Program
WHAT IS IT?
A program to protect your assets in case of an injury or damage to property arising from your equine activities (breeding, racing, sales, training). This is not a substitute for workers’ compensation coverage.
WHAT DOES IT COVER?
• Liability claims arising from injuries to participants (non-employee jockeys and exercise riders)
• Contractual liability (i.e. hold harmless in Race Track Stall Agreements)
• Premises and Operations liability coverage for all equine operations including breeding, boarding, training, and racing
HOW MUCH DOES IT COVER?
Each member additional insured has their own $1,000,000 coverage for each occurrence or offense and $2,000,000 general aggregate. Damage to premises rented to you or occupied by you with the permission of the owner is provided with a limit of $50,000. Medical payments coverage applies as well in the amount of $5,000 per person.
COST: $90 PER HORSE / $180 MINIMUM PREMIUM

51 Race Days over 20 weekends. April 27 - September 7.
No HISA per start fees for 2025.
All hot walker use will be complimentary.
Initial stall bedding will be provided. (for all horses arriving prior to June 1)
Free cable TV in all dorm rooms.
$500 Ship & Run Incentive Program. $500 paid to the first 300 Thoroughbred horses in its initial start whose most recent start was made outside of Washington, Oregon, and British Columbia.
$6,000 new trainer bonus to the first ten trainers who have never stabled at Emerald Downs that bring at least 12 horses whose most recent starts were made outside of Washington, Oregon, and British Columbia.
$4,000 bonus to the first twelve returning trainers who bring at least 10 horses whose most recent starts were made outside of Washington, Oregon, and British Columbia.
$200 minimum payout to all starters.
For
50% paid upon arrival and 50% after the 12th eligible horse starts. (horses claimed or purchased at the meet are not eligible).

Rehoming
the
Retired
Racehorse
When
a
horse
is
ready
to
be
retired
from
racing
and
sold,
finding
an
appropriate
buyer
sets
the
horse
up
for
success
and
stability
in
a
future
career.
Many
buyers
consider
off track
thoroughbreds
because
the
initial
purchase
prices
are
inexpensive;
and
for
some
trainers
or
ambitious
amateurs,
this
is
an
affordable
way
to
purchase
a
sufficiently
athletic
horse.
You
may
have
already
had success
placing
horses
with
individuals
like
these
However,
many
buyers
looking
for a
cheap
horse
do
not
have
the
skillset
or
financial
capacity
to
manage
a
retired
racehorse.
This
puts
the
horse
at
high
risk
of
future
injury,
being
underfed,
experiencing
other
forms
of
neglect,
or
seriously
harming
an
inexperienced
person
or
child. It
is
advisable
to
turn
down
an
offer
if
the
buyer
is
either
too
inexperienced
or
does
not
have
the
financial
means
to
own
a
horse. Avoiding
these
kinds
of
placements
is
good
for
both
the
welfare
of
the
horse
and
the
public
image
of
racing.
Attached
is
a
basic
application
that
can
be
used
as
a
tool
to
quickly
assess
whether
the
buyer
has
the
basic
understanding
of
what
restarting a
retired
racehorse
requires.
It
can
be
valuable
to
get
a
sense
of
whether
the
buyer
already
understands the
responsibilities
that
comes
with
letting
down
and
restarting
a
racing fit
horse.
The
questions
on
this
application
may
seem
excessive
and
likely
obvious,
but
they
serve
a
purpose
as
a
filter.
While
a
responsible
buyer
might
not
have
perfect
answers
to
every
question,
they
will likely
happily
give
satisfactory
answers
to
most
questions.
However, inexperienced
buyers
may struggle
to
answer
basic
questions
or
will
not
currently
be
connected
with
the
necessary
professionals,
such
as
a
trainer,
veterinarian,
or farrier.
While
there
is
no
process
that
can
guarantee a
perfect result,
these
questions
can
raise
red
flags
that
may
alert
the
seller
to
a
poor
match.
Feel
free
to
use

own

guideposts
when
talking
with
buyers.
