THE TIMES…THEY ARE A-CHANGIN’ This week marks the start of a new chapter for our Chapter – I am your new executive director. In fact, this is officially my second week on the job, but I am not new to WMCCAI. Since 2015, you have seen my name as WMCCAI’s event manager.

For those of you who do not know me or have not met me at a Chapter event, it’s nice to meet you via this column. I was born, raised, and still live in Northern Virginia – a true native to our area. Professionally, I have worked in associations in the D.C. area since 2006. Much of my focus has been on marketing, events and trade shows, and program development. I hold the Certified Meeting Professional (CMP) and am actively pursuing the Certified Association Executive (CAE) designation.

Washington Metro Chapter CAI held its largest Conference & Expo in the Chapter’s 40-year history on February 25, with more than 2,100 registrants, 114,000 square feet of exhibits, 15 education sessions, and 200 exhibiting companies. NOW THAT’S A DIRTY WINDOW JOB

hen does a simple window replacement project take a turn and become a complex (dirty) job?

The following chronicles a winding tale that started when the owners in a nine (9) story condominium located in Alexandria, Virginia, built around 1965, wanted to replace their original windows and large sliding glass doors. As is typical of older windows, they were drafty, some leaked water, and all were energy inefficient by current standards. Residents even said that the windows and balcony doors shook during storms and high winds. The building was not defined by any particular style of architecture, but the systematic rhythm of ribbons of windows and balconies suggested a thoughtful and modern design of the 1960s.

Concrete balconies, supported by cantilever steel beams are located on the facades.

Access to each balcony is provided through a 10-foot wide sliding glass door assembly.

The windows of the units are a mix of fixed window panes and horizontal sliders and are consistent among the units. A storefront window system exists on the ground level.

All the windows were single-pane assemblies with aluminum frames. The scope of

work was envisioned to include replacing all sliding doors and windows on the second through ninth floor, as well as replacing the storefront system and doors at the ground floor lobby.

A visual survey to determine the quantity of windows and doors, as well as the installation means, was performed. It was determined that project costs could be saved, while meeting the goals of the condominium association, if the existing perimeter window frames were left in place when the new windows were installed (a technique also known as “jumping the frame” or flush fin window installation). This process basically entails removing the glass from the existing frames, setting the new window assembly over the existing frame, and fastening the new window to the building walls. The existing window frame would be covered with new interior trim pieces to match the new frame.

The original sliding glass doors, however, would have to be removed in their entirety to allow for the new door installation and proper flashings.

The new windows and doors were specified to be certified by the American Architectur-

al Manufacturers Association (AAMA), as gold labeled products. This would help ensure that the window and door quality would meet the Association’s needs, manufacturer’s stated performance values, and building code requirements.

Prior to starting the window replacement work, the contractor hired professionals to investigate and check for the presence of hazardous materials, such as asbestos and lead based paint, because the building was constructed well before the late 1970s, when asbestos containing building materials and lead based paint were first starting to be banned. Upon selective sampling, asbestos was discovered in the window glazing compound, and caulking around the windows and sliding glass doors. Asbestos in window glazing is somewhat common, but the caulk was not expected to be hazardous. Leadbased paint was found on some layers of the interior paint around the windows and doors, which was expected due to the age of the building.

Additionally, asbestos was found in the popcorn ceiling coating on the ground floor lobby, which was also not a surprise, since this

However, since the 1890s, the health industry has been researching the effects of asbestos and found lung related diseases such as pulmonary fibrosis, which can be fatal. Eventually in 1973, 1975, 1977, 1978 and 1989, many asbestos related building materials were banned by the Environmental Protection Agency (EPA). Although asbestos is not technically banned from use in building materials, today, it has ceased to be used by many manufacturers.

All team members were immediately notified that asbestos was discovered and the search for an asbestos abatement contractor started. At this point, a simple window replacement project became very involved and much more expensive.

The mere existence of asbestos in the sealant around the window was not enough to trigger the need for abatement work, as the old window frames and sealant were not going to be disturbed due to the “jump the frame� installation method. If two mullions of the fixed windows did not have to be cut out to install the new windows (which would make the asbestos friable, i.e. create airborne dust), the asbestos abatement around the windows would not have been necessary. This is because it is generally acceptable to leave undisturbed asbestos laden materials in place and encapsulate the material. Since the new window frame would have contained the asbestos containing materials, it would be considered a form of encapsulation.

The first step towards asbestos abatement is retaining a consulting firm that offers industrial hygiene services. The industrial hy-

gienist should be licensed, well qualified, and have experience working with the local jurisdictions and condominium associations.

Asbestos abatement in Virginia is governed by rules and guidelines set by the Environment Protection Agency (EPA), Virginia Occupational Safety and Health (VOSH), and even the local City or County, therefore the consultant must be well versed with code compliance as well as an understanding of the critical path of the construction work.

The work performed by the industrial hygienist for this particular project was divided in two phases, which are summarized below.

Phase I was an initial evaluation and inquiries with the City to determine the breadth of the abatement scope, and Phase II was developing and helping implement the abatement removal program.

Phase I 1. Inspecting and collecting asbestos bulk samples by a Virginia Licensed Asbestos Inspector.

2. Using an X-ray Florescence (XRF) analyzer scan work areas for lead paint by a Virginia Licensed Lead Paint Inspector.

3. A Virginia Licensed Asbestos Project Designer consulted with VOSH and the City of Alexandria to confirm abate-

ment procedures and proposed work.

4. The Virginia Licensed Asbestos Project Designer provided a work summary and specifications that clearly defined the scope for asbestos abatement work and helped in acquiring bids from asbestos removal contractors.

5. Assisted in reviewing the bids and selecting an asbestos abatement company for the work.

Phase II 1. Reviewed asbestos abatement submittals and requests for information.

2. Virginia Licensed Asbestos Project Monitor managed and conducted Phase Contrast Microscopy (PCM) air sampling and analysis during the asbestos abatement to ensure that the work zone was properly cleaned before the windows were installed.

3. A written report was provided, that documented observations, findings, and recommendations.

Prior to beginning abatement work, asbestos notification letters and permits were filed with the City and Commonwealth of Virginia by the asbestos abatement contractor.

The cost of the permits and applications can be very expensive, sometimes up to 30 percent of the cost of the asbestos abatement work. This additional cost can be a surprise both for the association and its residents. Additionally, some jurisdictions require notice be provided at least 20 calendar days prior to start of asbestos removal. Due to the liability related to the work, insurance for professional liability and workmanship should be submitted by all professionals.

Performing asbestos abatement work can be quite disconcerting to the building residents.

Just the mere mention of the word “asbestos” can strike fear in people. So, when they see workers dressed like they are going to space, the concerns can be magnified. Work by an industrial hygienist must be well coordinated between the community, board members, contractor, and the asbestos abatement company. Detailed notices to building residents should be provided by the consultant that outlines the extent of work and describes the length of time that unit occupants will be required to vacate their living space. In this case, the required time to vacate the unit was no more than eight hours so that the abatement work could be performed.

The time needed to abate the asbestos nearly doubled the original estimated project duration required to remove and replace the windows. Half of the typical construction day was dedicated to building a containment chamber with polyethylene sheets, on the interior and exterior of the window openings, before asbestos containing materials could be removed. HEPA ventilation exhaust units were installed, inspected, and tested for the duration of the abatement process. For protection, workers wore air filtering respirators, googles, and protective clothing at all times (which are disposed of along with the asbestos) to comply with the very strict requirements and protocol, as specified by the industrial hygienist.

For this particular project, asbestos containing materials were removed by the certified asbestos abatement company using the “wet method.” Asbestos related items were sealed and double bagged in polyethylene bags.

Bags were further decontaminated by wet wiping or showering before being removed 14 | Quorum­

from the site in secondary storage waste containers. All bags and containers were sealed tightly with duct tape and were pre-labeled with warnings, the Virginia abatement contractor’s license number, and the date. After the asbestos was removed, the work area was HEPA-vacuumed and wet-wiped. Then the industrial hygienist performed a final visual inspection per industry standards (ASTM E1368), and final clearance air sampling, as required. After the air sampling is reviewed under a microscope on-site, and only after the work zone is determined to be free of asbestos, the workers could remove the containment chamber and dispose of it in the dedicated waste containers.

Another area of renovation at the building was the replacement of a storefront window system and entry doors for the ground floor lobby. The storefront and doors were located adjacent to original popcorn ceiling, which is a textured gypsum board and plaster ceiling.

Upon discovery of asbestos and lead paint in the popcorn ceiling, limited disturbance up to the ceiling valance was recommended for the replacement of storefront and doors. The protocol for construction of a containment chamber, HEPA exhaust units, wet method asbestos removal, and air sampling was similar to the procedure used for the windows and sliding doors, except the containment chamber and asbestos waste containers were larger.

The necessary protocol to address the lead based paint were included in the scope of asbestos abatement work. The United States Department of Housing and Urban Development has mandated that Lead-Safe Work Practices be followed in cases where lead based paint is identified. In general, these include containing the work area, minimizing dust, and a thorough clean up. In this case, the primary concern was over loose paint chips that might be formed during the demolition of the existing window mullions.

The clean-up of the asbestos abatement work zone was thorough enough to remove any loose paint chips that might have been created.

Once the hazardous material protocols were developed and approved by the proper authorities, mock-ups of the windows and slid-

ing glass doors were installed. This allowed the team to verify existing conditions and that the specified window/door installation approach and asbestos abatement methods would work, as intended. During the mockup installation, one area that was found to be more difficult than expected was the removal of the old asbestos containing sealant from the surface of the bricks around the sliding glass door opening. It took some time to develop the right approach to remove the stubborn sealant while not damaging the bricks, which would have left visible scars on the building after the new door was installed.

The mock-up installation was also a good way for the condominium board to inspect the new window and door products, test their operation, and confirm their choice of materials. It was found that a few adjustments needed to be made to the windows, such as adding extra bumper stops, adjusting the color of a few parts of the window to be more aesthetically pleasing, and obtaining a more robust sliding glass door screen so that the condominium board would be pleased with their selection.

To confirm that the actual performance of the new windows and doors met the published values, water and air infiltration testing was performed by an independent laboratory on the mock-up windows. Additionally, the testing would verify that the installation methods resulted in a leak free condition. The test results indicated that the window and door installation was water tight and they exceeded the published performance values.

This seemingly straight forward project became far dirtier and much more involved, expensive, and longer to perform than originally envisioned due to the unplanned presence of hazardous materials that had to be addressed. Through open communication and a team (board, consultants, and contractors) dedicated to get the job done in a professional manner, the result was a much more attractive and energy efficient building that should serve the unit owners well for at least the next 20 years or more.

our neighbor has bed bugs. Go ahead and scratch, I’ll wait. I understand.

It’s natural. They’re invasive. They’re gross. And they can spread so quickly. Clearly if the infestation is next door, it’s only a matter of time before you’re going to be scratching and throwing out all your clothes and tchotchkes because the crafty little buggers can hide there. Let’s take a step back and examine this situation.

First of all, let’s remove the stigma. Anyone can get bed bugs. Your neighbor isn’t unclean, nor irresponsible. The fact of the matter is that bed bugs are everywhere, and are becoming more and more prevalent and problematic in the D.C. area. It turns out that the discontinuance of use of aggressive pesticides like DDT have allowed these bugs to experience a resurgence in recent years.

Bed bugs are hitchhikers and can survive for significant periods without feeding, only to glom onto a passerby and find their way back into your home. If you travel, they can be in your hotel. Just taking the subway or a bus, you could pick up a new friend or two and bring them back to your place where they can multiply and spread quickly.

Now that we’ve gotten past that, understand that the most important thing in treating bed bugs is

early detection. If you suspect you may have bed bugs, don’t be ashamed, don’t try to hide it. Speak up. If your condo has a regular pest control treatment plan, notify your property manager immediately and set up an appointment for an inspection. Even if there’s not a regular pest control protocol, notify management and work with them to develop a plan to address the situation. If identified early, you stand a better chance at containing the infestation before you share your new friends with your neighbors.

When it comes to inspection, you’re immediately faced with a choice. You can go with a visual inspection or you can go with a canine one. Yes, there are dogs that are trained to detect the distinct smell of bed bugs. Canine inspections tend to be more expensive, but they’re also roughly 95 percent effective, while visual inspections are like 50-60 percent reliable. The problem is that bed bugs are most lively at night and they’re tiny.

Visual inspections also may fail to detect nymphs or eggs, which are just future waves of invaders waiting to join you in your home.

The dog is able to smell the bugs in these developmental states.

So, the dog has come and gone, and unfortunately has confirmed your worst fears.

You’ve got them. Now what? Again, you’re faced with a choice. You can go with traditional chemical treatment or you can go with thermal treatment. With chemical treatment, you’re looking at multiple visits from the pest control company. For each visit, you, and everyone else (human or otherwise), will need to vacate the premises for the whole day. And there are extensive protocols for preparation

for this treatment. Bagging up some parts of your bedding, washing everything, moving all furniture and items away from the wall, in some cases taking some furniture apart. The problem is that these bugs flourish in cracks and crevices and with chemical treatment, you must be sure that you expose all of the areas in which they hide.

The new hotness (pun intended) in bed bug treatments is thermal treatment. This involves raising the temperature in your home to between 125-135 degrees Fahrenheit for several hours. It has been shown that this will kill the bed bugs in all phases of development. You will still need to leave your place for a whole day. The advantage to this treatment option is that you do not need to remove most items from your home. In a multi-unit dwelling, this is particularly important. Removal of items from your unit could lead to contamination of the common areas and, potentially, other units. There are some items that you will need to put aside for the technician to review and ultimately remove from your unit before treatment. These include items that could melt or catch fire in high heat. Any antiques or paintings will need to be checked for infestation and taken out of your unit before they turn up the heat.

The bottom line is that you can’t take care of this yourself. You need to involve your management team, and you must involve a pest control professional. The worst thing that

ESI has developed thousands of protocols of insurance claim related and non-claim related issues pertaining to indoor environmental issues such as mold remediation, sewage mitigation, and lead and asbestos abatement.

MOLD & MITIGAT ION T

he “M” words – Mold & Mitigation – can be nasty to deal with. Many property owners, managers, and contractors question the need for an environmentalist (often referred to as hygienists or Certified Indoor Environmentalist - CIE) to inspect and test their home or property. It’s imperative to test before and/or after they discover water damaged building materials or microbial growth. Environmentalists are also trained to detect other contaminants such as asbestos, lead, volatile organic compounds (VOC’s), or bacteria caused by a sewage backup.

The reason for having an inspection and testing performed by a CIE is to provide an independent third party evaluation of the cause and effect. The cause may be coming from a completely different source than what was originally anticipated. A remediation or restoration contractor may not have the technical and/or scientific knowledge, or equipment necessary, to determine hidden sources. Thus, the demolition and restoration may be more aggressive and costly than needed. Many times, having a remediation protocol helps contain expenses.

Industry best practices highly recommend involving a CIE to inspect and test projects with mold growth and/or water damage greater than 10 square feet. Many contractors

who deal with mitigation and restoration of damaged facilities will have special insurance coverage and train their employees to handle areas smaller than 10 square feet. The industry also suggests involving a certified mold remediator (CMR) to remove contaminated building materials in areas greater than 10 square feet.

Based on the interview and inspection, a series of tests are performed by the CIE and sent to a certified independent laboratory for analysis. Once the lab results are concluded, an environmental report is prepared with full documentation and recommendations.

When CIE’s inspect your property, everything should be documented, charted, and photographed to assist in determining a prioritized plan of action for resolving existing problems and preventing future challenges.

Typically, before the interior and exterior of the property are inspected, occupants are interviewed to establish any health concerns.

A few colleagues in the remediation business have indicated that some adjuster(s) would not permit them, or the insured, to get a protocol from a CIE as they felt the remediation contractor should know what to do and

should simply follow industry standards. Therein lies the problem!

Many of the remediation/mitigation contractors are excellent at what they do. Unfortunately, even if you follow industry standards, they do not indicate any of the forensic or historical information needed to safely decontaminate a building. Imagine telling a builder you want a three bedroom, two bath home. Of course, they know how to build a home, but the first thing they are going to ask for are the blueprints. The protocol is the blueprint for the remediation contractor to ensure the job is done properly.

After the contaminated areas are properly remediated, but before any restoration begins, the same hygienist will re-inspect all mitigated and/remediated areas to ensure there are no elevated levels of moisture in the building materials or harmful spores in the breathable air space. In addition, they are ensuring that the impacted areas have been correctly decontaminated.

If the inspection passes, you will receive a Clearance Certificate, which serves as liability protection for all parties involved. It’s not uncommon for an environmentalist to be asked to provide clearance testing on jobs where a protocol was not provided. Many of those jobs will NOT pass the clearance inspection and testing. One reason might be that the contractor was limited by restrictions on the scope of work imposed from the insurance adjuster and or client.

It’s unfortunate when a situation is dealt with by untrained personnel, and a problem worsens. When adjusters, contractors, and environmentalists work in concert, you are more likely to have fewer challenges during the life of the project. This knowledge will play a vital role in ensuring a successful project, satisfied clients, reduced health concerns, and keeping people out of the hospital and courts of law.

T

here are numerous reasons why a homeowner’s association would hire a professional company to do certain jobs rather than having the work done “inhouse” by members of the community. It may be that the task requires technical expertise or special training, and there may not be residents qualified to perform the service. Or perhaps the nature of the job would require extensive manpower or specialized equipment. But let’s face it—sometimes the job is just so unpleasant that no one from the community would be willing to do it.

Welcome to a day in the life of a lake and pond manager. Our job requires all that was noted above - education and technical certification, physical exertion, training with specialized equipment, and yes, the willingness to perform services that others might find objectionable. One of the necessary tasks performed by our aquatic specialists is the application of herbicides and other products used for water quality management. In every state where we work, pesticide applicators are required to receive extensive training and to pass an examination prior to receiving a license to apply the products. And while all of the substances that we apply to the waterbodies that we manage are completely safe for humans, wildlife, and the environment when used according to the product label, many of the products do require that personal protective equipment (PPE) is used by the applicator when handling the products at 20 | Quorum­

full strength, and during the mixing and application process. Although there is increasing concern from the public regarding the use of pesticides, the process is very safe for the aquatic ecosystem when the appropriate product is selected and applied properly by an experienced licensed technician.

I never imagined that working as an ecologist would involve so much manual labor and heavy lifting, but that’s part of the job. Installing fountains and aeration systems requires digging trenches and backfilling to bury conduit, power cables, and air tubing. The typical herbicide jugs and bags that we portage can weigh 30 to 40 pounds, and a backpack sprayer full of mixed product weighs even more. Loading and unloading a 100-pound Jon boat on and off the roof racks a dozen times in a day is not for the faint of heart. We try to make it look easy, but I’ve had chivalrous homeowners offer to help me on numerous occasions!

As much as our clients need us because of our expertise, abilities, and technological aptitude, there are just as many times that we are hired because no one else wants to do some of the things that we do. We clean up trash from ponds, clear debris from clogged pipes and weirs, and manually harvest algae and aquatic vegetation in areas where herbicides can’t be used. Perhaps the worst part of our job is wildlife removal, especially when the animals we are removing from the water

have been dead for several days. There are few events more devastating to a community than a fish kill in the local recreational lake or stormwater management pond, and cleaning up the dead fish is not a fun task. These incidents happen most frequently during the middle of the summer in waterbodies with no aeration or circulation, and there aren’t too many things that smell worse than a pond full of bloated fish on a hot day. We have pulled all sorts of unfortunate deceased animals from ponds, including waterfowl, deer, turtles, raccoons, and even a few critters that were no longer recognizable.

and we often find ourselves picking up trash in the rain or busting through the ice to unclog a fountain. Some of our days are long, uncomfortable, and very, very dirty. But other days, we float around on clear blue lakes, surveying fish populations and collecting water quality data. We travel to remote places and have the opportunity to view unique habitats and wildlife. We transform neglected stormwater ponds into healthy and beautiful community amenities. We meet new people every day, and help them to preserve, protect, and restore their aquatic resources.

There have been a lot of times that I have been approached by strangers while I’m working. They see my truck, my boat, and my gear, and they ask what I do. After a brief conversation, they almost always say, “Wow, it sounds like you have a really cool job.” And even on the dirtiest days, I have to agree…

A SEWER’S DIRTY JOB

W

hen it comes to “dirty jobs” there is no doubt that sewer backups are on that list. Aside from the obvious, sewer problems left unaddressed can lead to large problematic issues, resulting in considerable cost to remedy. Maintaining a properly functioning sewer system should be a priority, and part of the overall maintenance program for your property, whether you are a community association management professional responsible for a homeowners’ association, or condominium or homeowner maintaining your own home.

Most people do not pay much attention to their drain system until it stops working and they find themselves standing in ankle deep sewage water. In our experience, most of the sewer issues are from inappropriate use, specifically, people placing things in the sanitary system that do not belong such as certain hygiene products, toys, clothes, mop ends, etc. In some cases, it is possible to pull back the obstruction and we can see firsthand what caused the stoppage. For example, once our team showed up on a property with a reported main sewer backup and while clearing the drain, noted paper towels being flushed down the drain system caused the backup. In addition to paper towels, “flushable” wipes should not be placed in systems because they do not break down the same way toilet paper does, even though they are marketed to consumers otherwise.

This job is not for the faint of heart or those with a weak stomach as most people who have “dirty” jobs would attest. I’ll give you an example of a typical day on the job that I was able to get a kick out of; even though I

am sure some may not find the humor in it.

We were working in a strip mall and I was in a hole for a dig-up with a helper fixing a pipe. We posted a sign on all bathrooms of the stores that they could not be used. As we were working, all of a sudden I heard a gush and I bolted out of the hole as fast as I could. Well, my helper was not so lucky. I look down and see him being covered with contents that flush down a toilet. I was elated that I made it out in time.

There are other factors beyond inappropriate objects being flushed that can cause significant stoppages. On older systems, we often find that drain lines simply deteriorate to a point where they will not function as originally designed. This could include drain lines “shifting” underground due to building settlement and/or older cast iron drains rotting out on the bottom from prolonged use over many years. In both instances, the flow of the drain could become interrupted in a fashion to not allow items to pass through properly, hence causing a stoppage. Most plumbing companies offer drain inspection camera equipment, which can be a great help in locating issues that have not been able to be cleared using standard equipment.

A pressure jet cleaning machine can be used for preventative maintenance or when snaking the line has not cleared up the issue.

Some sanitary drain systems become covered internally with grease along with other build up. This grease comes from food products put into the drain from the kitchen sink locations. Once it has been introduced to the drain, over many years it will start to minimize the inside pipe diameter, thus creating

slow drainage and/or a complete stoppage.

The jet machine uses high pressure water to literally cut the build up from the inside pipe and allow proper flow. In most instances, jetting can return a drain to full operation.

In those instances where jetting does not remedy the issue, further repair measures may need to occur, including the possibility of digging up the damaged portion of the sewer line and replacing the faulty section.

To recap, keep your drain functioning properly by only flushing toilet paper at the commode and keep cooking grease out of the drain all together. It will go a long way in maintaining your system. While my colleagues and I are happy in our “dirty jobs,” we know that you don’t necessarily want to experience it for yourself and would rather leave it to us professionals. Instead, you may want to get your dirty jobs fix by watching a

A COMPREHENSIVE LOOK AT HOARDING

H

oarding occurs in communities large, small, and in-between. It’s found in urban, suburban, and rural settings.

Hoarding is not partial to race, gender, nationality, level of education, or socio-economic status. Current estimates suggest that between two percent and five percent of the population displays clinically significant hoarding symptoms.

Communities are finding that a coordinated response – one that involves agencies including health and human services, public safety, housing, code enforcement, and even animal control – is the best way to help the community member and others affected by the situation.

What is Hoarding?

Hoarding is defined as the excessive collection and retention of things until they interfere with day-to-day functions such as home, health, family, work, and social life.

Examples include an excessive collection of newspapers, magazines, clothing, household trash, and even animals. Hoarded items may be sought-after collectibles, books, and valuable items. Regardless of what is being accumulated, hoarding can become so extreme that cluttered living spaces impede day-today activities.

Hoarding is recognized as both a mental health disorder and a public health problem, and it can have public safety implications.

The mental health community attributes the behavior of hoarding to numerous physical or psychological causes. It can be a mechanism for coping, a sign or symptom of depression, or a result of aging, mental health deterioration, substance abuse, or any number of other conditions.

Why is it an Issue?

The accumulation of combustible material, trash, food, and/or animals creates safety and health issues for the resident, neighbors, and first-responders. It can also create fire and health hazards, which may cause or contribute to disease, vermin, and insect infestations.

While large amounts of combustible material create a fire hazard, in many cases, the material also blocks, or seriously obstructs, exit paths. Hoarding can also create structural overload conditions. An accumulation of newspapers, boxes, magazines, or other items can lead to severe overstressing of joists and beams.

Animal hoarding poses a serious health hazard to a home’s occupants and to the animals that have been collected. An overpopulation of animals in a small environment, such as a single-family dwelling, can lead to starvation, disease, accumulation of feces, and the decomposition of the remains of deceased animals.

Long-term hoarding may result in conditions that violate fire prevention codes, building codes, health codes, zoning ordinances, and animal control laws and regulations. Because hoarding has been officially classified as a disability, individuals may request an accommodation – typically additional time – to come into compliance with code or regulations.

Ordinances may differ by locality, with some requiring “direct knowledge” of the living space and not just a suspicion for investigations to proceed. Applicable laws provide more leeway for administrative searches than for criminal searches. For instance, animal control may be able gain access to investigate reports of violations related to animals, just as child protective services is empowered to investigate if children live at the residence, or code enforcement generally can gain access if structural issues in a multi-family dwelling are a concern.

Addressing Hoarding Arlington County set up its Hoarding Task Force in 2003 to address the approximately 50 hoarding cases the County responds to each year. Essentially, the task force made formal what had been a long-running, informal, yet effective approach among County agencies, including the Department of Human Services (DHS), Code Enforcement, and the Fire Department (ACFD). These days, the task force operates mainly as a place where representatives from the three agencies get together to talk about the cases they’ve worked, and serves exclusively as an administrative body.

A hoarding case typically comes to the County’s attention through one of these three agencies. ACFD takes the lead when there’s a fire hazard or medical emergency, Code Enforcement responds when there’s a building code violation, and DHS gets involved if the hoarder has physical or mental health issues or financial limitations. Other agencies, such as the Police Department and County Attorney’s Office, are called in as needed.

Treatment

Therapy, often involving family members as well as the hoarder, is an essential part of

• Excessive attachment to possessions, including discomfort letting others touch or borrow them, or distress at the idea of letting an item go.

• Cluttered living spaces, making areas of the home unusable for the intended purpose, such as not being able to cook in the kitchen or use the bathroom to bathe.

• Keeping stacks of newspapers, magazines, or junk mail.

• Letting food or trash build up to unusually excessive, unsanitary levels.

• Acquiring unneeded or seemingly useless items, such as trash or napkins from a restaurant.

• Difficulty managing daily activities because of procrastination and trouble making decisions.

• Moving items from one pile to another, without discarding anything.

• Difficulty organizing items, sometimes losing important items in the clutter.

• Shame or embarrassment.

• Limited or no social interactions.

effective treatment for hoarding disorder. Educating family members about hoarding fosters compassion and helps them recognize hoarding as a mental health issue. When a person seems willing to talk about a hoarding problem, follow these guidelines: • •

Respect. Acknowledge that the person has a right to make their own decisions at their own pace.

Have sympathy. Understand that everyone has some attachment to the things they own. Try to understand the importance of their items to them.

Encourage. Come up with ideas to make their home safer, such as moving clutter from doorways and halls.

Team up with them. Don’t argue about whether to keep or discard an item; instead, find out what will help motivate the person to discard or organize.

Reflect. Help the person to recognize that hoarding interferes with the goals or values the person may hold. For example, by de-cluttering the home, a person may host social gatherings and have a richer social life.

Ask. To develop trust, never throw anything away without asking permission.

Resolution of hoarding cases is most successful when the hoarder has help from his or her family or a personal support system. In the absence of a support system, DHS typically play a larger role.

No matter how extreme the hoarding case is, it is the responsibility of the residence’s occupant or owner to come into compliance.

Q: What is the most unusual biohazard

restoration job that your company has been contracted for?

A: There are two previous jobs that imme-

diately come to mind for us. Biohazards are bodily fluids, fecal matter, and/or dangerous substances that have touched or remain on building materials and require a restoration company to clean up. We had an older gentleman who was on oxygen who wanted to only smoke cigarettes and watch cars go by. One day, he fell asleep and lost control of his cigarette, which caused his oxygen machine to literally explode. This was a sad job and a huge cleanup for our team. We have also been called in to clean up bat feces in a unit where bats kept flying in through the chimney. Believe it or not, bat feces are toxic and dangerous in living quarters.

Q: Why should a property manager care about a teeny, tiny biohazard contamination in a common area?

A: Something that starts off small can esca-

pathogens can cause illness and the spread of dangerous diseases – and it can happen very quickly. We have been called out following crime scene investigators to clean up blood after a stabbing victim ran through the hallways of a high rise, attempting to open every door to find a place to hide. If we weren’t dispatched quickly, unknowing residents could have touched the door handles and spread the blood even further throughout the property.

Q: Do your teams wear the full body suits

like what we see in the movies when they work a biohazard job?

A: Yes. That includes full face respirators

with carbon cartridges to allow for safe breathing. It also includes heavy duty latex gloves and a Tyvek suit –a full body suit that is fluid resistant and covers your feet. We have a mannequin on display in our conference room in full gear to use during trainings. It’s crucial that our teams learn how and what to wear because this equipment protects all body openings (nose, mouth, ears, eyes, etc.). Proper personal protective equipment (PPE) also protects any fluid

from touching possible existing abrasions or cuts on the skin.

Q: What type of disposal is needed for the materials involved in a biohazard restoration job? What about huge items like sofas or beds?

A: The building materials that are contam-

inated will definitely need to be removed and properly disposed whenever possible.

They are bagged in specially marked bags – red with a biohazard label, and then put in a box, also marked with a biohazard label.

After that, they’re taken by a special company to be incinerated. The body suits, gloves, and filters that our teams wear are also disposed of with this same process. The respirators, tools, and equipment that’s used on these jobs are cleaned in-house with special heavy duty OSHA approved cleaning agents. When a sofa or bed is contaminated, they must be cut up into smaller pieces in order to fit in the specially marked biohazard bags/boxes to be incinerated. The environmental ramifications can be very serious if proper disposal methods are not followed.

Q: This all sounds very serious! How do

you prevent cross contamination while you are in the process of doing the actual job?

A: When we are able to, we turn off any

wall and carpet). This is done under a negative air environment created by using air scrubber machines. We use air scrubbers to purify the air on biohazard jobs and on sewage and mold jobs.

Q: Do you ever have to handle a bio hazard job that is outdoors?

A: Yes. We have worked with government

agencies and municipalities to restore property affected by a biohazard contaminant that was all outdoors. One of these was a crime scene cleanup involving blood on a basketball court. We had to use a chemical to kill any blood borne pathogens, then power wash the entire court, followed by applying an absorbent material (Stay-Dry) which acted as a drying agent. We then had to carefully cleanup, bag, and box the absorbent material in the special biohazard bags and boxes, which was then taken to be incinerated. When we are dealing with a biohazard outdoors, we have to consider environmental ramifications, which means we often have to bag and remove soil from the areas involved.

Q: What type of documentation do you require your team to use on a biohazard job?

A: We take photographs before and after the restoration. We take detailed notes on what and how much of the building materials are cleaned or removed. We also document what personal protective equipment was worn by our teams, which tools and equipment were used, and which companies were subcontracted to handle the sensitive disposal.

MAINTENANCE

W

hat is a sump pump anyway? Even people in the plumbing industry often misuse terms related to pumps such as ejector, injector, lift station, and a plethora of others. Let’s get some basic terminology down before we begin discussing maintenance.

The term “sump” refers to an enclosed basin or pit that receives wastewater from a particular source and is synonymous with the term “wet well.” This wet well is often, but not always, installed in the ground so its surface is even with the grounds surface. The term “pump” refers to a motorized device that is designed to receive this flow of wastewater and discharge it – usually to a sewer, possibly the ground outside of the building, or wherever local codes require it be delivered. In addition, the wet well usually has an access cover or lid to prevent items or people from falling into the pit, and to allow a service provider appropriate access.

Pumps are most often pumping, or ejecting, this wastewater into the air through discharge piping so that it can be delivered to its desired destination. The height at which the liquid is pumped is referred to as “head” or “head pressure.” Some systems are very simple and include a single or “simplex” pump that is powered by plugging the pump

into a standard electrical outlet, while others are more complex and include two “duplex” pumps that are wired directly to, and controlled by, an enclosed electrical control panel. The systems that include control panels also usually include alarms that are designed to notify operators when a problem occurs.

Truth be told, these systems can be far more complex than can be explained in this short article. It is also important to note that we typically only see the “duplex” systems being utilized because gravity drainage is not an option. These systems that we have engineered to go against Sir Isaac Newton’s Universal Law of Gravitation work but need varied levels of maintenance depending upon many different variables.

Now that we have gotten the basics out of the way, let’s discuss maintenance. Most importantly, the type of wastewater being processed will weigh heavily on the level of maintenance required. Sump pump systems processing wastewater containing large quantities of corrosives and solid material

will require more maintenance than systems processing wastewater with smaller amounts of the same materials. Secondly, some pumps have moving parts called floats that are designed to rise with the level of water in the wet well.

When you introduce heavy solids, the floats ability to operate can be compromised.

Some pumps have floats that are designed to rise and fall on a metal rod while some are free floating. Pumps with free floating systems will require a higher level of maintenance. Lastly, systems that utilize enclosed electrical control panels will require periodic tests to ensure that the system is operating as designed.

Periodic maintenance should include, at a minimum, periodic evacuation of the contents in the wet well via a vacuum truck, power washing of the wet well, pumps and float assembly, checks on the pump performance and control panel, and finally, cleaning of the discharge line. How often the maintenance should be performed will depend on the complexity of the system as discussed earlier.

hen you talk about the dirtiest jobs around, there’s no doubt that the image of a trash collector on the back of a garbage truck comes to mind.

After all, it’s their job to handle your garbage all day. But even more than dirty, a waste and recycling worker’s job is dangerous.

Sometimes those two go hand in hand - but never more so than for your neighborhood waste collection crew.

If you look up the 10 most dangerous jobs in America, you will always find refuse and recycling collectors on the list. The profession has been ranked as high as #3 in the past.

Currently, according to a list of dangerous professions published by Time magazine, refuse and recyclable material collectors is

Perhaps it’s only when you try to conjure up the dirtiest professions that you even think of your trash and recycling workers; when we’re rushing around in the morning on our way to a hectic day at work the crew responsible for picking up our trash and recycling is usually the last thing on our minds.

Yet every week they are there, coming to your house or business to empty those bins.

However, that’s only a fraction of what they 30 | Quorum­

ranked at #5; with a fatal injury rate of approximately 39 per 100,000. But don’t forget that every trash truck has a driver, and truck drivers are on that list as well, at the #7 spot with approximately 24 deaths per 100,000.

In fact, as far dangerous jobs go, refuse and recycling collectors beat out farm workers, steel workers and powerline installers, respectively. All just to pick up your trash.

So, what is it that makes the job so dangerous? (Since we all know why it’s a dirty one.)

Many factors contribute to the dangers of this labor-intensive position, not the smallest of which are the elements.

Picking up and dumping trash bins over and over for hours each day is physically taxing to say the least, but when you throw extreme temperatures into the mix it becomes even more dangerous. In the summer, workers have to stay constantly hydrated in order to avoid heatstroke; a very serious risk for them in the hot months and in the winter, they must be sure to take precautions to avoid frostbite; an equally serious risk in cold months.

Other potential dangers include:

We have had multiple injuries from broken glass, used medical needles, nails from construction debris, and many other waste items,” according to Jeremy Savage, supervisor for American Disposal Services in Loudoun County. Savage added that, “chemicals and hot coals

have caused fires inside our trucks that can become very dangerous, very fast.”

The campaign reminds motorists to drive more carefully when near waste and recycling collection vehicles, and that with proper awareness, these fatalities are completely preventable.

Thankfully, the campaign to raise awareness about the safety of waste collection workers was a success, and in 2015, the Slow Down to Get Around campaign was made a law in many areas, including Fairfax County. Under this new law, drivers must reduce their speed to at least 10 miles per hour below the posted speed limit and pass at least two feet to the left of any stationary vehicle that is collecting trash or recycling.

So, the next time you think of those dirty jobs, don’t forget that some of them (like the tireless job of your hardworking garbage collector) are more than just dirty; they are also more dangerous than you might have realized.

Of course, these have consistently been a main concern for waste and recycling workers. Being struck by a vehicle remains one of the leading causes of fatalities in the industry. Distracted or careless drivers zooming around a truck to get to their destination quickly, or simply not paying attention and hitting a worker loading materials into the back of a truck, are incidents all too common in the industry.

ommunity managers and business partners will gather this summer at The Omni Homestead Resort in Hot Springs, Virginia to celebrate and learn at The 9th Annual Virginia Leadership Retreat. Perhaps the most exciting news to share is that Jason (Jay) Redman has agreed to make an encore appearance as our Keynote Speaker, and will be presenting a new session to share his unique insights on leadership. If you missed him last year, Jay is a retired Navy SEAL who was severely wounded in combat. His recounting of a “Really Bad Day” kept us all riveted in our seats and on the brink of tears, but the real story was how he learned from the experience and persevered to become the founder and spokesperson for the Combat Wounded Coalition. His non-profit organization provides guidance and clothing to wounded veterans and the families of fallen soldiers. His story gives new meaning to the term “inspirational,” and he will once again be selling and autographing his books at the Retreat.
