The borough’s fi rst full-service public animal shelter, the Queens Animal Care Center in Ridgewood, is under fi re just over a month after opening. Reports emerged of alleged poor conditions at the location and animals living in fi lth. In response to the controversy, the shelter said it is understaffed and overcrowded.
