New laws strengthen NYC abortion rights Free pills, public education; half of dissenting lawmakers from Queens

Among the measures are laws that will see the city provide free abortion medication at public health clinics; track the number of births and abortions in the city every year among residents and nonresidents; conduct a public education program to inform people of the protections available to clients and providers at reproductive health facilities; conduct an outreach campaign about facilities that mislead people when offering reproductive health services; and create a private right of action for interference with securing “reproductive or endocrine healthcare.”

The measures come in response to the U.S. Supreme Court’s recent ruling in Dobbs v.

Jackson Women’s Health Organization, which overturned the constitutional right to abortion established by the Roe v. Wade case in 1973.

States are now able to enact broader abortion restrictions, and 10 have banned the procedure in all or most instances.

“The Dobbs decision was about nothing more than controlling people’s bodies, their choices, and their freedoms, but we are not going to leave our sisters or others behind,” Adams said in a prepared statement, adding that New York City will always defend abortion rights. “Safe, legal abortion care is the cornerstone of public health in our city, and our goals

are and will remain to ensure that young women will not come of age with fewer rights than their parents. Reproductive freedom and abortions will always be protected in New York City no matter what any activist court with a clear political agenda rules.”

The bill requiring the city Health Department to track births and abortions was approved 48-0, with three of the 51 Council members

absent. It also requires the department “to assess the ability of licensed medical providers in the city to provide reproductive health care,” identify any challenges they face in providing it and make recommendations on how to increase their capacity to do so.

The other measures were all approved either 42-6 or 41-7. In each case, all five Council Republicans, including Queens Councilwomen Vickie Paladino (R-Whitestone) and Joann Ariola (R-Howard Beach), voted no, along with Councilman Bob Holden (D-Maspeth). In three instances they were joined in dissent by Councilman Kalman Yeger (D-Brooklyn).

Many who backed the bills, which some supporters referred to collectively as the NYC Abortion Rights Act, said they were vital, in statements accompanying the announcement of their being signed into law.

“The NYC Abortion Rights Act is a monumental legislative package that sends a clear message that New York City is a safe haven for abortion and reproductive care,” City Council Speaker Adrienne Adams (D-Jamaica) said.

“These critical bills, championed by the first women-majority Council in our city’s history, will support and protect both New Yorkers and people coming to our city to seek the care they need. A south Richmond Hill temple was vandalized for the second time in two weeks. A statue was smashed and the street out front was also graffitied.

A group of five to 10 men vandalized the Tulsi Mandir in South Richmond Hill early Tuesday morning, armed with a sledgehammer and graffiti to deface the a rea w ith derogator y ter ms, founding pandit of the temple, L a k h r a m M a h a r aj, t old t he Chronicle.

The attack comes less than two weeks after a lesser attack on the temple in which the same Gandhi statue was targeted.

should be investigated as a hate crime and cited the recent rise in such incidents across the city.

After the incident, Councilwoman Joann Ariola (R-Ozone Park) posted on social media that she is “confident the 106th Precinct will bring the perpetrators of this hate crime to justice.”

The Cityline Ozone Park Civilian Patrol took photos of the damage and said that the group will also increase its presence in the area at night and has volunteered to remove the graffiti once it is permitted to by the police. Q

Third suspect in bias attack caught Monday

The third suspect in an alleged hate crime against a white woman on a bus in Woodhaven was arrested Monday, officials announced today.

Jahnaiya Williams, 19, of Jamaica was charged with assault as a hate crime as well as other crimes.

She was arrested Monday morning within the 102nd Precinct and faces three and a half to 15 years in prison.

On July 9, 57-year-old Jill LeCroix of Flushing was on a bus to visit her mother in the Rockaways when three young Black women approached her and made race-related remarks.

“They were looking for trouble,” LeCroix told the

Chronicle after the attack.

The other two suspects, ages 15 and 16, were apprehended in late July.

According to Queens District Attorney Melinda Katz’s office, the defendant, along with the two minors, approached LeCroix and said, “I hate white people.”

When the bus passed a cemetery, Williams allegedly said, “I am going to kill you. This is where I’m going to bury you.”

The defendant allegedly removed a jar from the shopping bag she was carrying and threatened to hit the victim with it.

Then, Williams and one of the juveniles spat on the victim and Williams hit her in the head with the jar. She

and at least one of the accomplices punched the victim several times, and the three fled.

LeCroix needed three staples in her head for the injury.

“I am committed to holding accountable those who perpetuate bias-motivated attacks on the residents of the most diverse county in the world,” Katz said in a prepared statement.

The youngest suspect is being prosecuted in Family Court and the other female’s case will be heard in court Q on Aug. 24.

Action continues after Kaur’s death

Richmond Hill mom’s suicide centers domestic violence

Following the tragic death of Richmond Hill mother Mandeep Kaur in early August, different sectors of South Queens communities are working to address the issue of domestic and gender-based violence, especially among immigrant women.

Kaur was a Punjabi Sikh mother of two daughters who had allegedly suffered over eight years of abuse from her husband and ultimately committed suicide by hanging on Aug. 3.

She had shared videos online talking of the abuse she endured and in one said, “I tried my best. I am being abused daily and I can’t tolerate the torture anymore.”

The videos have since gone viral and Kaur’s case has gotten international attention. Vigils have been held in her honor and a change.org petition entitled “Justice for Mandeep Kaur” h a s g a r n e r e d n e a rly 33,0 0 0 signatures.

The petition states her husband was able to “conduct a secret funeral without proper consent from her immediate family” and that it seeks

to highlight the case of femicide and request that the Queens district attorney press charges against him.

Police officials confirmed that an investigation is ongoing and that one prior domestic incident had been reported between Kaur and her husband.

The 102nd Precinct’s domestic violence unit has been conducting outreach including at the Sikh Cultural Society gurdwara in Richmond Hill and posted to Twitter, “You’re not alone” and added that police can be reached for help at (718) 805-3248.

Dr. Rachel Bruce wrote in an op-ed in most editions of today’s Chronicle that her department at Long Island Jewish Forest Hills sees about 240 domestic violence victims a year and acknowledged that there might be cultural pressures at play.

“In Mandeep’s case, I think she may have felt trapped,” Bruce wrote.

“If she had known that there were other people out there who would have helped her, that might have changed her outcome.”

One local group is working to build networks of support for women.

Desis Rising Up and Moving focuses

on racial, immigrant, workers and gender justice.

Simran Thind is the Punjabi community organizer in South Queens for DRUM and says that, instead of focusing on service-based programming, the group is working to build “communities of care for girls and women where they still have dignity and autonomy.

“What we are trying to build out in the aftermath of Mandeep’s death a sort of network of Punjabi working class women similar to Mandeep who are able to do community-based interventions, know what abuse looks like and then be able to tackle it on their own within their community,” said Thind.

Many women in the community, she said, are undocumented, are afraid to report incidents or have filed reports only to be ignored or blamed; and religious leaders are not always reliable, either.

Thind said it can be hard to reach working-class women in the community who are primarily in their homes and rarely gather outside of their religious insititutions.

Kaur was very isolated, Thind

said, and women who knew her had limited interactions with her.

“People who saw her were like, ‘We often only saw her like drop off and pick up the kids ... She never really came to our house even though we invited her.’ So she never formed those deep connections to women.”

Thind said that the incident sent “shockwaves” through the community despite a history of violent domestic incidents within Punjabi and also Indo-Caribbean communities.

“Women have come to me sharing their. stories. Some of them have faced years of gender based violence, domestic violence and are now saying, ‘we want to work on this.’ So I think this has become a moment where people are very activated and agitated and want to do something.”

A vigil for Kaur took place after her death and groups including DRUM, Sakhi for South Asian Women, the Jahajee Sisters, the Sikh Family Center, Manavi, and South Queens Women’s March participated.

Officials are reiterating that having up-to-date vaccinations and booster shots is the best way to prevent Covid.

Bugging out over spread of invasives While some spray and squish, gov’t tries tackling spotted lanternflies

Angela Carcione, a science teacher from Howard Beach, has been trying to sound the alarm for a year on the invasive bug overtaking pockets of New York State and beyond.

“Last year I tried to make fliers to warn people about them because they had just gotten to New York City,” said Carcione, who teaches at the Metropolitan Expeditionary Learning School in Forest Hills.

“I knew this was going to happen. Now it’s too late.”

The insects, Lycorma delicatula, are native to China and were first detected in the United States in Pennsylvania in 2014, according to the U.S. Department of Agriculture, which offers numerous resources, such as a printout identification and eggscraper card, on beating the bugs on its website.

The spotted lanternfly has a strong preference for the Tree of Heaven, an invasive host plant also from its native range, according to an article from the peer-reviewed journal Scientific Reports.

SLFs feed on the sap of more than 70 plant species, however, making the f lora vulnerable to disease and attacks from other insects, according to the state Department

of Environmental Conservation.

SLFs produce “honeydew” as they feed, which can cause a sooty mold on plants and impede photosynthesis.

They are swarm feeders and can quickly overwhelm vineyards and orchards, killing grapevines and other fruit bearers.

“This is a multi-million-dollar threat to New York’s economy — both tourism and agriculture are now at risk if the Spotted Lanternfly goes unchecked,” said U.S. Sen. Chuck Schumer (D-NY) at a recent event in Central Park where he called on the USDA to use already secured funds for education and eradication, and to increase federal support for the USDA’s Animal and Plant Health Inspection Service.

“Not only am I concerned about what they’re eating and destroying as natural crop defoliators ... The other concern, whenever you have a new introduced species, is it’s going to push out another species,” said James Cervino, a College Point resident who is an environmental scientist at the Woods Hole Oceanographic Institution in Massachusetts and environmental chair for Community Board 7.

“They are having a detrimental effect,” he said.

P Congestion fee’s toll on taxis EDITORIAL

W

e’ll all suffer if congestion pricing is imposed, but one group that would really take a hit are for-hire vehicle drivers.

The Metropolitan Transportation Authority has laid on the table seven different plans to siphon money out of your pocket if you have the nerve to drive into Manhattan below 60th Street. Among those seven, three would hit cabbies every time they go to Midtown or Downtown — with the charges under consideration ranging from $9 to $23 during peak travel times. Two plans would exempt for-hire vehicles, and two would have them pay the fee only once a day.

Just imagine if one of the unlimited-fee plans is adopted, and your $20 sojourn into the city more than doubles to $43. It’s possible, because remember: One of the goals of congestion pricing is to raise funds for subway upgrades, and you know that there will never be enough money for all the subway upgrades that are needed no matter how high the fee is. And even the MTA itself acknowledges that cabbies will take a hit, so it plans to

connect them with some kind of training. Surprised it doesn’t just say, “Learn to code.”

The head of the New York Taxi Workers Alliance, Bhairavi Desai, says congestion pricing’s impact would be “devastating,” that it’s “sinister” and that the less that is charged to the regular motorist, the more professional drivers will pay.

We’d rather no one pay more than they are already. It’d be much better if the MTA finally gave up on congestion pricing. If it must do something, creating an even toll for all East River crossings, as writer Richard Reif suggests in a letter to the editor this week, would be much more fair.

Yes, it would impose tolls where there now are none, but they wouldn’t be $23.

Of course it’s not just cabbies who’ll take a hit if congestion pricing is imposed. Costs for everything will go up, with inflation already high. The return of office workers to Manhattan will not be sped up. Unemployment will not improve. Hearings on the plan are next week. Tell the powers that be that we just can’t afford to pay for their schemes.

ven if you’re such a nice guy that you wouldn’t hurt a fly, we ask that you make an exception. The spotted lanternfly has got to go.

To get a better look at the destructive little bug, check out our story in this week’s edition or at qchron.com if you’re reading online. That way you’ll know what to kill.

The lanternfly is an invasive species from China with a big appetite that’s destructive to agriculture and ornamental plants.

That means your garden: everything from tomatoes to roses. It lays eggs on a variety of trees, where its young feed on the sap and damage them too. It’s favorite is the tree of heaven, itself an inva-

Of course, he takes aim at gun manufacturers, not the criminals themselves. And we have Hochul, who has not removed Bragg (who, only under duress, decided to not press charges against a bodega owner who was fighting in self-defense against a would-be robber), but that’s for another day. She steadfastly refuses to do so, thereby endangering the welfare of every New Yorker, and she also has not reversed “catch and release,” which

we know to be the greatest travesty of justice in this city to date.

The tables have turned in that the criminals have all the rights and the law-abiding citizens are criminalized. We are sitting ducks at a carnival shooting gallery. Day after day we hear of another attack on unwitting citizens simply going about their routine lives. One recent attack was with frying pans — so are we going to outlaw frying pans now?

When you refuse to identify the enemy, you can never win the war. Until one of these three charlatans steps up to the plate, we are losing the war on crime.

Ship ’em to Texas Dear Editor: Texas is sending immigrants to NYC. The vast majority will be hard-working and lawabiding people who are looking for a second chance to improve their lives.

NYC has a group of people who also should be given a second chance to start a new life.

I’d walk the line

DSNY needs schedule Dear Editor: I read the Aug. 11 article “Taking out the trash? You may need to wait“ (“Curb Appeal in the Central Queens edition”) and I find it amazing how city agencies want to put the onus on homeowners to fix a problem of the city’s making.

I have lived in my Queens neighborhood for 25 years. Our garbage and recycling has always been picked up on Tuesday and Friday mornings, usually around 7:30 a.m. Consequently, we put trash out the night before so as not to miss a pickup.

Since the pandemic there seems to be a lack of a set schedule for pickups. I’ve seen the garbage picked up anytime between 6 a.m. and 6 p.m. Once I was awakened at 2:30 a.m. by a recycling truck coming down my street!

Perhaps the Department of Sanitation should look to itself and reimplement set schedules and stick to them before asking homeowners to change the times to put out garbage.

Squirrel slaying is sick Dear Editor: This past Thursday in Forest Hills, unfortunately, seven squirrels were poisoned by someone in the neighborhood, and six died.

However, there was a little black squirrel that was a fighter and made it through this horrible situation. My thanks go to the 311 operators and a city Parks Department urban park ranger who showed up, checked to see if any could be saved and was ready to take it for medical assistance. We all got the surprise of the century when the little squirrel took off for a nearby tree. One that died was taken to determine the cause of death.

New York is home to falcons, eagles and other wild birds as well as raccoons, opossums and many other four-legged critters. So what can we do to prevent this kind of cruelty?

Leave animals alone and if you see something, say something. Call 311 and report the location, type of animal and its condition. And never feed our wild animals. It’s the law and you will be fined. Just enjoy them from afar.

Fair tolls to Manhattan Dear Editor: Re Michael Gannon’s Aug. 11 report “Congestion pricing choices revealed”: The MTA’s congestion pricing plans that may impose tolls of up to $23 for Queens drivers to enter Manhattan’s central business district are unwieldy and unfair. Here’s a better way for the MTA to raise $1 billion a year — restore tolls on NYC’s four East River bridges.

Operated by the city Department of Transportation, the bridges, which carry 493,000 riders daily, were initially tolled, starting with the Brooklyn Bridge, which opened in 1883. Tolls ended in 1911. Our city’s transportation network has since grown to include the MTA’s Queens-Midtown and Brooklyn Battery tunnels, plus the Bronx-Whitestone, Throgs Neck and Robert F. Kennedy bridges, all of which are tolled. The end result is a confusing mix of interborough crossings that are half tolled and half free, which is totally half assed. Tolling the East River bridges would bring balance, equity and sanity to the system. continued on next page

Dear Editor: Re “QueensLink study gains pols’ support,” Aug. 11, multiple editions: Close to four years after publication of the Rockaway Beach Branch Sketch Assessment, 17 Queens politicians have signed a letter to the governor and the mayor asking for the environmental review identified at the end of that 64-page “sketch” as a next step.

However much longer, if ever, this takes, a more obvious immediate use for part of the right-of-way is obvious. The stretch between the Metropolitan Avenue and Union Turnpike bridges of the old line could easily serve as a much needed pedestrian connection between Trader Joe’s and Home Depot on Metropolitan with Stop & Shop on Union Turnpike.

This would essentially provide safe and pleasant pedestrian access from the Crescent Apartments to Queens Metropolitan High School, currently a hazardous walk requiring crossing several busy multilane streets. This would be an area of independent advocacy for those among that 17 who represent the immediate area, but they are party hacks first.

This toll would be in effect 24/7 and not raised during peak hours. While no longer a free ride, it would be less than one-third of the maximum fee considered under the MTA’s current plans.

Tolling East River bridges requires approval from the City Council and state Legislature. Politicians may fear voters’ anger for supporting this idea, but riders will be even more outraged if the MTA’s current plans are implemented. Will our political leaders rise to meet this challenge, or will they consider it to be “a bridge too far”?

Congestion exceptions Dear Editor: Concerning “No congestion fee,” (Editorial, Aug. 11), the Metropolitan Transportation Authority has scheduled virtual public hearings on Aug. 25, 27, 28, 29, 30 and 31 for proposed Congestion Pricing Tolls for those entering south of 60th Street in Manhattan. For months, all of the MTA board and committee meetings held at MTA HQ, at 2 Broadway in Manhattan, have been in person. Why not the same for these public hearings?

Elected officials on all levels of government will lobby for discounts or exemptions for police officers, firefighters, teachers, low-income and outerborough residents, seniors, the physically disabled, small commercial delivery businesses, users of electric vehicles, residents living below 60th Street in Manhattan or other special niches. These discounts or exemptions will be adopted to placate their constituents when running for re-election in 2023 or 2024. More discounts translate to less revenue. Nobody can predict if anywhere near $1 billion in annual toll revenues will actually appear.

IRA paves the way Dear Editor: The Inflation Reduction Act of 2022 is the most significant piece of climate legislation in the history of the United States.

As a result of its passing, New York now has an opportunity to meet the goals of the 2019 Climate Leadership and Community Protection Act, which mandates that the state reduce economy-wide greenhouse gas emissions 40 percent by 2030 and 85 percent by 2050 from 1990 levels.

For the last few years, the aggressive climate laws necessary to transition New

York away from fossil fuels and toward a green energy economy have not been implemented because there has been a lack of funding. Finally, climate action will be prioritized in the budget.

There are two major steps that New York must take to capitalize on this momentum.

First, New York must pass the All-Electric Building Act. This would ban gas hookups for new construction, requiring all-electric heating and cooling of buildings. Another major policy that would help New York drastically reduce its carbon emissions would be to convert its bus fleet to all electric vehicles.

Furthermore, the Inflation Reduction Act will provide tax incentives for people to purchase items like high-efficiency heat pumps, solar panels, electric stoves and electric cars in an effort to decarbonize.

I would like to applaud President Biden and the U.S. Congress for passing the Inflation Reduction Act. I am feeling optimistic about what this means for New York as we are finally going to be able to transform large sectors of our economy toward renewable energy resources. Obviously, much more work needs to be done, but this a very important victory in our fight against the climate crisis.

Middle class targeted Dear Editor: What makes America great and unique?

That would be our middle class.

Where else in the world can you start out poor and rise to be a small business owner, entrepreneur or to have money to buy a home or put your kid through college?

But presently, that is all at stake, as this administration allows foreign governments, specifically China, to buy up American homes, all cash, which shutters the American dream of buying a home with a mortgage and limits supply since prices soar and Americans are at a distinct disadvantage.

And not to be outdone, this administration is also allowing China to buy American farmland, which not only compromises our national security but poses a real threat to our farmers.

President Biden just signed the Inflation Reduction Act, which includes the promise to hire an additional 87,000 new IRS agents to eventually audit businesses to provide the money for their utopian, progressive agenda.

But there aren’t enough big corporations or billionaires to cover the bill, so who else but the small business owner and middleclass taxpayer, as always, will pick up the slack, no matter what you’ve been told?

There used to be a time when our leaders looked out for the “little guy” and for what was best for the country. Now, in the global economy, anything goes, our own middleclass status is in serious jeopardy and America’s for sale to the highest bidder.

NYTWA leader says tolls on cabs would devastate drivers’ livelihoods

Bhairavi Desai, founder and executive director of the New York Taxi Workers Alliance, says she doesn’t need any more studies or public hearings to assess the damage she believes congestion pricing would impose on the for-hire car industry and its drivers.

“This is an existential threat,” Desai said Monday in an interview with the Chronicle.

The Metropolitan Transportation Authority last week released seven possible proposals for tolling vehicles that cross into Manhattan south of 60th Street.

The stated aims are to reduce traffic congestion and pollution in Midtown and Downtown Manhattan while raising $1 billion a year for the MTA. The proposals carry peak-hour tolls of between $9 and $23. Two plans would exempt taxis; two would cap them at one toll per day; while three would place no limit on the number of times a cab would be charged — and would pass the toll on to the customer.

The MTA, in its report, acknowledged that taxi drivers would be impacted, and said it will work with NYC Transit “to connect drivers experiencing job insecurity” with MTA jobs and training; and will ask the federal government to help them become paratransit drivers.

“The MTA knows it’s going to lead to massive job loss,” she said. “What they’re basically saying is that the drivers are expendable. It’s almost like one of the stated purposes of the plan is to reduce taxi ridership. It would have a devastating impact.

“It just seems really sinister. There has been

a generations-old belief in this city and state that taxi drivers should remain low-wage, and are expendable. So whether we’re talking about job security or the safety of workers’ lives, they remain the last priorities within our transportation network.

“One of the end goals here is to reduce ridership, which would mean cutting jobs.”

Desai also pointed out that this would be the

third surcharge imposed on yellow cab rides; and that knowing it will be passed on would keep people from hailing cabs in Manhattan.

“Nobody would,” she said. “Can you imagine this scenario where it’s every single trip? The seven-plan approach just pits various groups against each other. And so the proposal for the lowest amount to the regular motorist comes with the biggest cost to the professional drivers.”

She said most of her members live in Queens, Brooklyn and the Bronx.

“We’re gonna go all out to oppose this and defend ourselves,” she said. “This is an existential threat. This is a workforce that is predominantly immigrant, over 94 percent immigrant.

People have been kept at low wage decades in this industry since it became dominated by immigrants.”

Desai also said many yellow cab drivers still are foundering financially because of the collapse of the taxi medallion market.

The MTA has said the projected revenue will allow the agency to secure $15 billion in borrowing for its $55 billion 2020-24 capital budget.

In an email, MTA spokesman Aaron Donovan said the NYTWA is welcome to add its concerns to the public record.

Police are asking for the public’s help in finding up to three individuals who robbed the pharmacy section of stores from Manhattan to College Point over the course of two weeks in July.

On July 27 at around 1:30 p.m., the trio stole an estimated $1,333 worth of medications and vitamins from the Rite Aid on Jamaica Avenue in Woodhaven. They fled and no injuries were reported.

A little over an hour later, police say they were in Lower Manhattan committing the same crime but that time stealing around $2,770 worth of the goods.

That evening, they hit the College Point Target, stealing the same goods and fleeing.

That continued a pattern that had started earlier in July in southeast Brooklyn and Midtown Manhattan, according to police.

In total, the men have stolen nearly $8,000 worth of the pills, and are wanted for grand larceny.

The three suspects, who have been caught on surveillance tapes, are all Black and appear to be in their early 20s. One

Mail theft from both green and blue mailboxes has been reported

In response to repeated reports of mail theft from area relay boxes, the United States Postal Service has retrofitted some of them with upgraded locks, Rep. Grace Meng (D-Flushing) told the Chronicle.

“This relay box, for example, has now two master keys that they use,” Meng said, referring to a video a mail carrier showed her recently, which she shared with the Chronicle during an interview last week. “She said that that has been better.”

Meng was unsure of whether all relay boxes would eventually get similar locks.

The alteration to the lock was made after numerous thefts from relay boxes — the green boxes mail carriers use to pass mail to the next carrier — were recently reported in the area.

Just as Deputy Inspector Kevin Chan, commanding officer of the 107th Precinct, previously told the Chronicle, Meng said that in some of those recent cases, master keys had been stolen.

Those cases were part of a recent string of thefts throughout the 107th Precinct, as well as in College Point. That prompted Meng to send a letter to the United States Postal Inspection Service about the issue.

Mail theft in Northern Queens is not a new phenomenon. Meng recalled previous incidents of mail theft from the traditional blue mailboxes in her district, during which some of her constituents lost significant

amounts of money.

“People would literally do what they call ‘fishing’ — it’s exactly what you think — they’d fish people’s checks right out of the mailboxes, and wash away ... the name, the recipient to pay to, and then money would be stolen from them,” Meng said.

The congresswoman recalled one constituent of hers who had “tens of thousands of dollars” stolen from him.

That led Meng to push for mailboxes to be redesigned so that they have slim slots for envelopes, rather than a hatch that can be pulled out; those have since become widespread throughout the city.

And though that seemed to have done the trick for a time, recent events suggest that some may have found another method of stealing mail.

Great Neck, LI, resident Larry Penner was mailing some bills in Little Neck on Tuesday morning when he noticed it.

“I had to push three of the envelopes through, I pulled the fourth envelope out, I could feel the gooey substance,” he told the Chronicle. “When I put my hand in the slot. I could literally feel the glue.” He speculated that it was a kind of super glue, perhaps Gorilla Glue.

“So evidently, these are not totally foolproof,” Penner said of the mail slots.

“Because people are gluing them like they used to do with the old boxes. I guess they must have found a way to pull stuff out.”

Asked for comment, a spokesperson for the USPIS wrote in an email to the Chronicle, “We have been made aware of recent complaints in Q that area and we are investigating.”

Feds bust nine on gambling charges

Two Queens residents and a Nassau County police detective were among nine members or associates of the Genovese and Bonanno organized crime families charged in federal court in Brooklyn on Tuesday with racketeering and gambling offenses.

The men were charged in two separate indictments brought by the office of U.S. Attorney Breon Peace of the Eastern District of New York.

Those charged by the grand jury included Carmelo Polito, 63, of Whitestone; Agostino Gabr ielle, 35, of Glendale; Joseph Macario, 68, of West Islip, LI; Salvatore Rubino, 58, of Bethpage, LI; Joseph Rutigliano, 63, of Commack, LI; Mark Feuer, 59, of Oceanside, LI; Anthony Pipitone, 49, of Deer Park, LI; Vito Pipitone, 40, of Wellington, Fla.; and Nassau County Police Detective Hector Rosario, 49, of Mineola, LI. Seven were arraigned Tuesday in Brooklyn before U.S. Magistrate Judge James Cho, according to Peace’s office. All seven were released on bond. Vito Pipitone was

arrested in Florida and was expected to appear in federal court in Miami. Rutigliano was still at large.

The government alleges that two sites for the gambling operations are located in Glendale: La Nazionale Soccer Club at 80-13 Myrtle Ave. and the Glendale Sports Club at 74-03 Myrtle Ave. “Today’s arrests of members from two La Cosa Nostra crime families demonstrate that the Mafia continues to pollute our communities with illegal gambling, extortion, and violence while using our financial system in service to their criminal schemes,” Peace said in a statement issued by his office.

“The defendants tried to hide their criminal activity by operating from behind the cover of a coffee bar, a soccer club, and a shoe repair shop, but our Office and our law enforcement partners exposed their illegal operations,” the U.S. attorney added. “Even more disturbing is the shameful conduct of a detective who betrayed his oath of office and the honest men and women of the Nassau County Police Department when he allegedQ ly aligned himself with criminals.”

Attorney general alleges puddles of toxic materials spilled into sewers

Relatives of a former Gambino family crime boss find themselves in their own trouble with the law.

State Attorney General Letitia James’ office on Tuesday announced a lawsuit against the owners and operators of LSM Auto Parts and Recycling on Liberty Avenue in Jamaica. The company operates on the salvage yard owned by the BGN Real Estate firm, which is registered to Victoria Gotti, daughter of longtime mob boss John Gotti.

The suit alleges LSM violated state laws and regulations pertaining to disposal of gasoline and other automobile fluids following the dismantling of a motor vehicle, remediation efforts after a spill and petroleum storage procedure.

LSM is also alleged to have poured concrete over the contaminated areas before the state Department of Environmental Conservation could perform a proper investigation and cleaning.

“If you make a mess, you clean it up,” James said in a statement. “Most learn this old adage before they speak their first words, but it’s clear LSM never did.”

The company’s waste storage malpractice dates back to at least 2014, when the city Department of Environmental Protection Hazardous Materials first noted petroleum spills on

New York State law requires all petroleum spills to be reported to the DEC, and lists the violator as the responsible party for cleaning up any discharge.

Upon trips to the site in 2017, the DEC uncovered more uncontained petroleum puddles and a pair of unregistered 250-gallon totes being used as petroleum storage banks.

DEC regulations require any such storage

container to be made of steel. Representatives from the agency found the containers possessed structural inadequacies and did not meet the steel standard.

LSM closed its only DEC-registered petroleum storage tank in December 2015.

In 2018, the city Department of Environmental Protection received complaints of petroleum from the site spreading onto the street. Later that year, DEC environmental officers and

NYPD officials observed waste oil and antifreeze discharge dripping down the curb line and into a nearby storm drain.

“The daily operations at LSM Auto Parts and its unremedied oil spills led to contaminated runoff that threatens the environment and the community,” DEC Commissioner Basil Seggos said in a statement.

A DEC attorney sent a letter requesting a comprehensive action plan for cleaning the premises to LSM in October 2019. It was met with no response, but following a DEC visit to the area in June 2021, Victoria Gotti called the agency to admit its condition was subpar and that it may need repaving. DEC officials told her to wait until a proper inspection could be made before engaging in any coverage, but unauthorized concrete pouring allegedly was both reported to the agency and observed by officials in December 2021.

“LSM will not get away with knowingly jeopardizing the health and safety of our communities,” James said. “It’s time they clean up the dangerous mess they have made.”

With the suit, James and the DEC seek to ensure the operators of LSM, one of whom the New York Post reports to be Victoria Gotti’s son, Carmine Gotti Agnello Jr., submits a work plan for contamination remediation, in addition to financial penalties.

Asked about her position on the possibility of a New York City Football Club stadium and a casino being built there, Meng said, “I think for now, we’re just kind of waiting to see what types of proposals are being brought in, and to make sure — working with the Borough President’s Office — that the community feels like, they have a say.”

Asked via email for comment on why they voted no, spokespersons for Paladino and Holden did not respond. Ariola’s office said that she dissented largely because of a separate resolution the Council passed calling on the state to fund abortions, and accommodations, for those traveling here from elsewhere for the procedure.

“My decision to vote against the bills signed by Mayor Adams last week comes from the fact that they add yet another financial burden to the already overcharged people of New York City,” Ariola said via email.

“Paying for the food and lodging of out-ofstate individuals who want to come here to

Among the other issues Meng discussed with the Chronicle last week was the housing crisis, a discussion which, in much of her district, has circled around accessory dwelling units. While proponents argue that legalizing those u n its w ill allow them to be brought to code and would also provide more housing options, those opposed have concer ns about safety and how a more dense population might affect their way of life.

On that topic, Meng charted a middle path for herself.

Her spokesman, Raymond Vann, explained that the Council had passed, by voice vote, a resolution in support of state legislation that would fund abortion services, food and lodging for out-of-state people. Vann said the resolution is “essentially part and parcel of the rest of the package.”

He said that means, for example, that with the resolution in place, a person coming to New York from another state would be entitled to the same free abortion medication as a city resident would — if the state legislation

If that pans out, the Democrats would, in theory, get a new speaker, as Nancy Pelosi (D-Calif.) pledged to only hold the position for four years. Asked who she thought might replace Pelosi should she stick with that plan, Meng said, “There’s a bunch of candidates. I’m close to Hakeem Jeffries,” the Brooklyn-Queens congressman. She added later, “We came up in the Assembly together. We entered Congress together and we’re good friends, and I think he’s a great leader.”

She would not, however, say which of her House colleagues she is supporting in the NY-10 primary, where Reps. Carolyn Maloney (D-Manhattan, Brooklyn, Queens) and Jerry Nadler (D-Manhattan) are squaring off Tuesday.

As for whether she thinks President Biden will make another run in 2024, she said with a laugh, “I can’t even predict how the midQ terms will turn out.”

The West Nile virus has been detected in two people and a record number of mosquitoes in New York City, the Health Department reported Tuesday. One of the human cases was in Queens; the department did not specify where.

A total of 1,068 mosquito pools across the five boroughs tested positive for the virus — the highest number ever recorded — compared to 779 at this time last year, the department said.

An average of 77 mosquitoes were caught in each trap per day, compared to 75 for the same period in 2021.

The city noted that 54 human cases of West Nile have been reported nationwide so far this year, with four deaths.

Health Commissioner Dr. Ashwin Vasan reminded people to decrease their risk of being bitten by mosquitoes: “Use an EPA registered insect repellent, wear long sleeves and pants, especially when outside at dusk and dawn when the types of mosquitoes that transmit WNV are most active.”

He added that people should remove standing water in outdoor containers to Q thwart mosquito egg-laying.

Queens buses best in study Boro routes pull down no ‘awards’ in yearly survey

For those in Queens who bemoan their bus service, two organizations that make it their business to know such things say the borough isn’t even near the worst in the Big Apple.

Queens by far took a back seat to Brooklyn, Manhattan and the Bronx on Aug. 8 as the NYPIRG Straphangers Campaign and TransitCenter gave out their 17th annual Pokey Award for the bus line with the slowest average speed; and the 13th annual Schleppie Award for the least reliable service.

And while even both groups call the awards “uncoveted,” NYC Transit President Richard Davey gamely showed up at the ceremony to claim the Golden Snail — the Pokey Award — for the M102 and the Schleppie, a pair of lumbering elephants, for Brooklyn’s B12.

All routes must have at least 5,000 daily passengers to qualify for the study.

The Q32 between Jackson Heights and Manhattan was the slowest in all of Queens at 5.5 miles per hour, though it did not even make the top 16 qualifiers for the Golden Snail. It came in a full mile per hour slower than the Q54, which took honors the last time the awards were given out in 2019.

The Q32, however, meant that Queens was the only borough where the slowest bus route had a slower average speed than its predecessor

The least reliable service in Queens, based on bunching of buses and large gaps in service, was the Q58 between Ridgewood and Flushing. While it was the fifth-least reliable major route in the city, it was the only Queens line among the top — or is that bottom — 12. It had a slightly worse rate than the Q24, which was the borough 2019 “winner.”

‘Squatter’ case leads to sharp confrontation

Paladino squares off with W’stone man whose home is in jeopardy, disrepair

That’s what Councilmember Vickie Paladino (R-Whitestone) told an alleged squatter at a Whitestone home in foreclosure as she took matters into her own hands, posting a video of their unruly encounter Monday.

Paladino told the Chronicle she has been working with a constituent who lives next door to the house for nearly a year, even before she took office in January.

“She basically, for lack of a better word, has been terrorized by her neighbor — well, actually the squatters. And it’s been an ongoing heartbreak,” Paladino told the Chronicle.

Noting that the constituent lives with her husband, father and two young sons, she went on to say that the alleged squatter, whom the Chronicle has identif ied as George Bartoline, has verbally harassed his neighbor.

“She can’t let her kids go out and play,” Paladino said. “[She’s] afraid of them being harassed. Not just that, but fear of them getting hurt in the backyard.”

On Monday morning, Paladino decided she’d go check in on the situation on her way to work; the fact that the alleged squatter came out at that moment, Paladino said, was a “total surprise.”

The video, which has since made the rou nd s on Tw it t e r, shows Pa la d i no approaching Bartoline as he backs out of the driveway, smoking what appears to be marijuana.

“Can I help you?” he said.

Pointing toward the house, which Department of Buildings records indicate has been in sorry state for some time, Paladino replied, “This is a disgrace.”

After Paladino repeated herself, the person said, “Go f--k yourself.” Paladino told him the same.

Though Bartoline did not seem to care, the councilmember informed him that an “eviction notice” had been posted.

According to DOB records, there has been a partial vacate order on the house, located at 146-26 20 Road, for just over a month, as a section of the roof has deteriorated “causing penetration around [the] masonry chimney exposing [the] interior to [the] elements.”

When the councilmember asked what he was “dealing out of this house,” however, he got out of his car and exchanged more words with Paladino, continuing to smoke in her face as he did, and declaring himself that it was weed. When Paladino said that was “disgusting,” he said, “It’s legal, what’s disgusting? Go f--k yourself.”

Though marijuana usage is legal for those over 21, operating a motor vehicle while using it is not.

After a summer season that is just “limping along,” Kambri Crews, owner of comedy and arts venue Q.E.D. Astoria, is hopeful and excited for a packed fall season full of meetups, classes, workshops, events and, of course, stand-up comedy.

“I’ve already booked, like, four private parties and we’ve got classes and shows on and more inquiries than we’ve gotten in the last two years combined,” Crews told the Chronicle.

Shows were light over the summer and few requests to rent out the venue for private events came, with none in July, while other times of the year bring three or four per weekend.

Covid fears linger and with inflation and high gas prices, Crews understands.

Comedy, she says, is an “indoor sport,” and fall and winter are when shows really pick up.

Now, after a summer vacation from Aug. 22 to Sept. 6, the venue, which is open Wednesday through Sunday and also offers a bar and bookshop, will launch a new schedule with some events offered for the first time since the pandemic.

Stand-up comedy shows range from beginners to the “very famous” and d there the ere are also movie screenings, readings, ngs, lectures, watch parties and more.

On the first Wednesday of every y month, Q.E.D. will host Drink-nDraw, an opportunity to refresh skills by sketching a live model whose poses will range from 30 seconds to 20 minutes. All skill levels are welcomee — even if it means stick figures!

Advanced sign-up is recommended and y of the is $10 ahead of time or $15 on the day event.

On the first Sunday of the month, starting in October, will be The Queens Poet open mics, which were created for writers looking to bare their souls but not follow acts in which men joke about their genitals, laughed Crews.

Jacob “Jack” Israel Garfunkel was born in Brooklyn on July 9, 1908. He married Rose Pearlman in July 1937 and made his living as a wholesale sportswear salesman. Their firstborn son, Jules, was born in November 1939.

Their second son, Arthur, followed on Nov. 5, 1941. At that time the family left their Ocean Avenue apartment in Brooklyn and purchased their own home at 136-58 72 Ave. in Kew Gardens Hills. A third son, Jerome, was born into the family in June 1945.

Arthur took to singing as early as first grade. He became an ardent and passionate fan of the last-place Philadelphia Phillies, enduring decades of pain, but in fourth grade at PS 164 he met his future singing partner, Paul Simon. Paul became interested in singing after hearing Art in a school talent show.

From 1956 to 1962 the duo performed as “Tom and Jerry.” In 1963 they decided to perform under their real names, as Simon & Garfunkel. They released their first album in October 1964, but it went nowhere. However, a record producer remixed one of the songs, “The Sound of Silence,” and it was released

The proposed action will remove and relocate the park’s eastern-most Pier 1 and associated floating docks to a new location, approximately 1,000 feet to the west. The new location will align to the existing boat launch and landward parking area and be closer to Marina concessions. Some materials will be re-used including the western-most floating docks and the pump-out and refueling dock. New pier supports will be concrete pilings with a cast-concrete deck to provide increased strength. New timber decking will maintain the appearance of the existing pier and docks. In a similar layout as the current but with slightly less mooring capacity, floating docks will attach to the pier along with new flotation devices. Commercial docks for ferry service and recreational boat tours will be accessed by aluminum gangways similar to those in use before the storm. A floating dock will also be dedicated for the use of human-powered vessels (i.e. kayaks, SUPs, etc.) A timber wave attenuation screen extending into Flushing Bay will provide for a calmer docking environment and protect the pier and floating docks against future storm events.

It was in 2016 that Kew Gardens resident Jean Tessier was inspired to write a play surrounding her grandmother’s fears that in the distant past she had killed someone.

The result, “Goodnight, Irene,” made its debut that same year at the Manhattan Repertory Theatre, and now, in an expanded version, the play is to be performed by The Gingerbread Players of Saint Luke’s Church in Forest Hills for two performances only, on Aug. 20 and 21.

Between the two bookings, at the height of the Covid pandemic, the work was presented via Zoom.

The upcoming engagement marks the in-person debut of the fulllength version of the play.

“It’s based on stories and lies told by my grandmother,” Tessier explained in a recent telephone interview. It addresses “how the truth can get filtered through our own memories and desires.”

According to Tessier, it took her only about four weeks to write the

original version but another two years to flesh out the final one, much of it happening during the pandemic.

The Gingerbread bill will also include three shor t plays by nationally recognized playwrights, all of which were recently included in a one-act festival at The Secret Theatre in Woodside.

In Tessier ’s play, Ma r t ha Morenstein portrays the grandmother, Irene, described by the playwright as “an elderly woman with memories of how her life’s events unfolded.” The victim in question was Irene’s stepson Bobby, to be played by Joaquin Hayes-Diaz. Farah Diaz-Tello appears as Joanna, a granddaughter who is ensnared in Irene’s memories and who, in the play, is “a p rox y fo r a l l t h e grandchildren.”

The real-life Joanna has seen the two earlier versions and, according to Tessier, she is “wholeheartedly in support of the story.”

The cast also includes such Gingerbread stalwarts as Andrew Dinan and Bart DeFinna.

According to Tessier, Irene’s stories “were different depending on whom she was talking to.”

She described the play as being “definitely a drama with comedic moments.” She would recommend it for anyone over the age of 12, saying, “It wouldn’t be accessible to someone younger.”

Neither the play nor its title has a direct connection to the old song of the same name, but Tessier said she “probably had it in mind” when she named her play.

And she hopes the title will “call to mind” a certain era for anyone old enough to remember those days.

While the Gingerbread troupe is primarily known for its familyfriendly musicals and classic works by the likes of William Shakespeare, Tessier explained that the summer slot is being used “to try things out, to give actors new

The upcoming weekend should prove a feast for the actors, which include both Gingerbread veterans as well as several newcomers.

Johnny Culver, like Tessier, a longtime Gingerbread mainstay, will direct her play as well as the three shorter pieces.

The three pieces were written by playwrights from across the country: Texas, Massachusetts and California. Culver said he had worked with all three authors on previous projects.

The one thing the plays have in common, Culver said, is they’re all “a bit off-kilter. They don’t take place in reality. They’re in three separate universes.”

Keith Hernandez is a fun listen because not only is he extremely knowledgeable about baseball, he is happy to go off on humorous tangents.

He knew he was going to miss this past weekend’s Phillies-Mets series, as he was going to be in St. Louis for the 40th anniversary celebration of the 1982 World Series champion Cardinals team, of which he was a prominent member.

Rather than tell SNY viewers the real reason he would not be in the booth, he made a joke at the expense of the Philadelphia Phillies, saying he hates watching them play because they are poor at baseball fundamentals.

That may have been true for the first two months of the season, but has not been the case since. The Phillies recently released centerfielder Odubel Herrera, who was not exactly a Gold Glover. Comedian Joe Conklin, who does a spoton impression of Phillies radio analyst Larry Andersen, channeled Andersen on Philly’s leading sports talk station, WIP, earlier this year. “The Phillies got better defense in centerfield last summer when Billy Joel played there!” he said, perfectly capturing Andersen’s folksy wit.

Not surprisingly in this age of social media, Philadelphia sports media and fans made their feelings known. It doesn’t take much to get Philadelphians enraged, especially when it comes to anything related to New York.

I am not sure Keith was aware of corporate synergy when he made his wisecrack. Comcast owns a huge equity stake in SNY. It also owns 100 percent of the Phillies’ cable home, NBC Sports Philadelphia. He undoubtedly generated additional viewers in both markets.

He also gave incentives for Phillies fans to come up the New Jersey Turnpike to cheer their heroes on in Flushing. This coming weekend, many Mets fans will make the reverse trip with the team in Citizens Bank Park for four games.

Those who attend Friday night’s game in Philadelphia will get a bonus. The Phillies are hosting an “I Love the ’90s” concert after the game.

Vanilla Ice, Tone Loc and DJ Jazzy Jeff are scheduled to perform.

While there, be sure to stroll behind the bullpens to see the Phillies Wall of Fame, which honors the greats in the franchise’s lengthy history.

Ron Reed, a reliever on the Phillies’ 1980 World Series championship team, was inducted two weeks ago. He addressed the notoriously tough Phillies fans with a profound sense of humor.

“Thank you for cheering for me when I pitched well, and for reminding me to pitch better when I didn’t!” he said.
