City announces plan for restarting school A mix of in-person and online class; Cuomo reiterates that he will decide

ayor de Blasio and Schools Chancellor Richard Carranza announced on Wednesday a plan to reopen schools in September that they said puts health and safety first.

Students would only spend some days in the classroom under the plan, which also would allow any family to decide to continue with online learning only.

The plan — which the mayor said is dependent upon the city continuing to meet all necessary COVID-19 thresholds — would see students attend class on staggered schedules.

“Getting our kids back to school successfully and safely is the single biggest part of restarting our city,” de Blasio said in a prepared statement.

“Parents have spoken clearly — they want their children back in school buildings to the greatest extent possible. Our approach for the fall maximizes in person instruction while protecting health and safety of our students and educators.”

“As we continue to plan for September, we’re developing plans that prioritize the health and safety of our communities while giving schools the flexibility to maximize in-person instruction, and providing parents with clear and consistent schedules,” Carranza said in his

own statement. “These are tough decisions with no perfect solutions, and we’ll continue to stay in close contact with schools and families to provide updates and guidance as the pandemic evolves and we move closer to the first day of school.”

The city said that using guidelines from the Centers for Disease Control and Prevention, state Department of Health and city Department of Health and Mental Hygiene and data on student enrollment, building size and other factors, schools are calculating their maximum capacity while maintaining social distancing of at least 6 feet and allowing for students and staffers to move around.

The Department of Education came up with three different models schools may use, depending on the share of their student body they can accommodate at once. One model would have students attend class on the same two days every week and then on every other Monday. Another would have them attend one or two days a week. A third would have them attend two days out of a six-day cycle.

“With all models, students will be learning five days a week,” the city said in a summary of the plan. “Blended learning is designed to create seamless transitions in and out of a remote setting, and all curriculum will be adaptable in

Schools will emphasize academic continuity for students, and provide additional support on the days students are learning remotely.”

The city said it will host a series of meetings with families to address their questions and concerns starting July 16. And it emphasized that it will continue closely coordinating with the state between now and September.

De Blasio had announced that schools would reopen in September last Thursday. Gov. Cuomo, through a spokeswoman, characterized that declaration as the mayor’s “opinion” and insisted that the state, not the city, will decide when schools reopen. Cuomo had done the same thing in April when de Blasio announced that schools would remain closed for the remainder

of the academic year. Then the next day he announced that they would in fact remain closed through June.

On Wednesday Cuomo reiterated his position that the state will decide when schools reopen in a statement issued after de Blasio had made his announcement.

“New York State will decide whether schools will reopen in the fall during the first week of August,” the governor said. “New York State is now consulting with stakeholders on guidance, which will be finalized on July 13. Plans to reopen schools are due on July 31.”

Asked about that at a press event, de Blasio said it is his responsibility to have plans for the schools ready to go and that the city is in conQ stant collaboration with the state.

It’s safe to go back in the water!

City opens beaches to swimming, and Queens flocks to Rockaway

After a month of being off limits, the ocean at Rockaway Beach is open for business again.

Over the long Fourth of July weekend, city lifeguards climbed into their tall chairs and, for the first time this strange summer, people had the go-ahead to get back in the water.

While the beaches along the Rockaway peninsula looked crowded with families and young sun worshipers — as expected on a threeday holiday weekend with temperatures climbing to near 90 degrees — this year was different. “ It ’s n o t a nything like a normal summer,” said Diane Cardwell, an ardent surfer who has been living in Rockaway Park since 2012.

“On a weekend like this, you’d see the blankets right up next to each other. There was barely room to walk.

“But it hasn’t been like that. It feels more risky.”

Mayor de Blasio announced June 24 that the city’s 14 miles of beaches — including the famed Rockaway strand — would be open again for swimming start-

ing July 1, with lifeguards on duty from 10 a.m. to 6 p.m.

Lifeguards had undergone special training, the mayor said, and the number of new cases of COVID-19 had dropped to a point at which the city could no longer keep the ban on swimming at public beaches that it imposed just before Memorial Day. In May, he vowed police would drag swimmers out of the water if they dared go in.

“This is something people have been waiting patiently for — maybe not always patiently — but it’s here,” de Blasio said.

As someone who is at the beach most days, Cardwell — a for mer New York Ti mes Cit y Hall bureau chief who has written a memoi r, “ Ro c k aw ay : Surf ing Headlong into a New Life” — she has been able to observe what surfers call the “DFDs” — meaning people who are “down for the day.”

“If you came out early in the morning, you might see a few hardcore swimmers,” she said, “but for the most part, people were very good about” not going in the water.

“This is fantastic,” said Martin, a regular at Beach 92nd Street who lives in Ozone Park. The lifting of restrictions on swimming, he said, has been nearly as important

A few days after Father’s Day last month, one of five ConEd feeder cables that supply electricity to much of southwest Queens failed.

No one lost power but it was the kind of problem that plagues the aging power grid in New York especially during the peak summer months, a spokesman told the Chronicle this week.

The utility said it is still trying to determine why the line failed. A major project to replace it and a second feeder line is now in its second week.

In Ozone Park, Lindenwood and both both Old and New Howard Beach, residents woke up last week to find huge emergency-power generators parked in dozens of neighborhoods.

For the most part, the 35 mobile generators are “a precaution to maintain reliable service ... while we repair two high-

voltage transmission cables,” a ConEd spokesman said in an email.

“We have not used them much, except to address some localized issues,” he wrote.

But at least once this week, a generator parked just off Pitkin Avenue and 84th Street in Ozone Park was fired up at 3:30 a.m., according to one resident.

The diesel-powered generators — each able to supply power to hundreds of homes — can cause a racket.

“It was so annoying,” said Lou Ann Silba, who lives in nearby Tudor Village. “I understand if they need to upgrade the system, but that’s unacceptable to wake people up in the middle of the night like that.”

The utility has been doing much of the switchover work at night to minimize disr u pt ion d u r i ng t he d ay, s a id t he spokesman.

“We have been texting and phoning customers who will experience short out-

ages overnight ... in order to give them advance notice,” he said.

The feeders being replaced distribute power generated by a substation on Williams Avenue in Brownsville to homes over a seven-mile stretch of Brooklyn and Queens.

The Brownsville network is notoriously overtaxed. Last July, ConEd had to cut off power to 30,000 homes in southeastern Brooklyn for a night when demand threatened to bring down the entire system.

Work on the first feeder cables in Queens was slated to be completed by yesterday, Wednesday, the spokesman said.

ConEd did not immediately provide an estimate for finishing work on the Q second line.

Day camps left scrambling Day camps in the city, already faced with strict regulations from the state to stem the coronavirus, are now finding themselves in a jam after the city directed them to reopen on short notice, according to a new report.

The nonprofits that run city-funded camps were given just days to rehire staff, sign up families and establish safe programs, a story in the Daily News said.

“The timeline that DYCD [the Youth and Community Development Department] proposed and the combination of remote and in-person services with the funding limitations is not viable,” the News quoted Debra

Sue Lorenzen of the St. Nicks Alliance, which runs 10 camps in northern Brooklyn, as saying. “It’s not realistic.”

The DYCD relaxed its deadline a little in response to the concerns, the News said.

For some camps, it’s already too late.

One in central Queens recently had sent prospective families a detailed rundown of the state’s requirements vis-a-vis face masks, sports, the size of groups and more, but then canceled camp because too few people wanted to sign up, according to a Q parent who had received the list.

Cool Streets coming to Qns. With summer kicking into full swing, the city on Tuesday announced it is expanding its Open Streets program to include Cool Streets.

In a statement issued by his office, Mayor de Blasio announced the Cool It! NYC initiative, which will come to sections of the city that rank high under its Heat Vulnerability Index, an indicator used to forecast the likelihood that people are at a health risk in extreme heat events.

“New Yorkers are in for a long, hot summer, and staying cool is an essential part of physical health, mental health, and public

safety,” de Blasio said. “We’re excited to build on our popular Open Streets program and find creative ways to fight back against COVID-19 by giving New Yorkers the public space they deserve.”

The streets will be chosen for an abundance of shade trees. The FDNY and city’s Department of Environmental Protection will place sprinkler caps on fire hydrants.

The first two streets in Queens to be selected are 120th Street in Richmond Hill between Atlantic and Liberty avenues; and 39th Avenue in Sunnyside between WoodQ side and Barnett avenues.

T

he long-awaited announcement of how school will resume in September came Wednesday, and it’s a doozy. Parents who were wondering what the heck their families’ lives will look like come fall probably will not feel any closer to knowing after hearing about the plan.

Like the old Facebook line about your relationship, “It’s complicated.” In some schools, one group of students will go to class the same two days every week and every other Monday. Another group will do the same, on the alternating days. In other schools, there will be three groups of kids, and every third week, one of them will only be in the building on one day. There’s also a third plan.

And they all depend on how many children go to a given school, how much capacity it has, so that everyone can remain 6 feet socially distant.

But is that truly necessary? Massachusetts plans to reopen schools with desks only 3 feet apart if necessary. And Michigan apparently isn’t planning to require social distancing in the classroom at all.

There are certainly no easy answers. And New

York City plans to allow children to continue learning entirely online, without coming to school at all, if that’s what their families want.

So if a parent can stay home, great — except that it’s well-known that distance learning has been extraordinarily difficult for many families.

But would telling your employer you can only work two days a week, sometimes three, be any better? Mayor de Blasio says the city will be working over the coming weeks to “figure out more in terms of child care” and “find other ways to help” parents who have to get to work. That doesn’t sound all that encouraging. What “other ways”?

Over all this looms Gov. Cuomo, who won’t yet even commit to reopening the schools in September. As usual during the virus crisis, de Blasio made a declaration (“Schools will be opening in September”) and Cuomo termed it the mayor’s “opinion.” Albany and City Hall both say they’re working very hard on this. No doubt they are. But more details and visible evidence of cooperation would go a long way toward easing parents’ minds.

e don’t understand what those 20 families in Flushing’s Bland Houses who have been without gas since at least Feb. 1 in some cases and March 24 in others are upset about. That’s nothing.

According to the New York City Housing Authority’s own database, there are ongoing gas outages in 63 sections of NYCHA buildings or entire buildings right now — and five of them date back to last year. The earliest is from April 24, 2019, and the second-oldest from July 9, 2019.

Happy Anniversary, Sack-Wern Houses! Your entire Bronx building has been without gas for cooking for a full year today. Home sweet home.

This is pathetic. NYCHA is pathetic. The families in the Bland Houses, the Sack-Wern Houses and every other building in the system deserve much better than the hot plates they’re given to make meals with when something goes wrong with the gas. Not to mention the interruptions to elevator service (10 buildings right now), hot water (four at the moment) and electricity (only two as of today) they’re forced to put up with.

At the Bland Houses, the problems are one broken gas cock (that’s a valve) and one leak somewhere between floors. The private sector would have the work done in a day. With NYCHA, it takes months. Why? Remember all the reforms that were coming to public housing under Mayor de Blasio? All the federal oversight on top of those? What a joke.

NYCHA, get your act together and fix the damn valve and pipes already.

Dear Editor: Council Speaker Corey Johnson states that his NYPD-slashing budget is just the beginning, not the end. No, the end will be when everyone who wants to live a secure life leaves New York City for cities and towns that do not look upon the police with scorn, but rather with respect for the difficult job that they do.

Dear Editor: Protestors tried to remove the statue of Gen. Andrew Jackson. This was a bad idea! General Jackson’s militia inflicted a crushing military defeat on the British at the Battle of New Orleans during the War of 1812.

As a president, his treatment of our Indians was brutal! His Indian policy called for an Indian territory in Arkansas. In 1791, a treaty gave Cherokees part of Georgia as a nation with their own laws and customs. Georgia violated this agreement and annexed their land! Cherokees sought relief from our own Supreme Court.

Chief Justice John Marshall issued an injunction, which Georgia defied. President Jackson said, “Marshall made his decision — now let him enforce it.” Jackson refused to execute the court ruling. He ordered General Winfield Scott’s troops to force 15,000 Cherokees to walk over 2,000 miles to Arkansas! Ten percent never survived that tragic journey, known now as the Trail of Tears.

Save money: no new jails Dear Editor: Instead of cutting $1 billion from the police despite skyrocketing shootings and gun deaths, the City Council should revisit the mega jail plan and cancel that $10 billion boondoggle. It is simply unaffordable at this point given loss of revenue due to the COVID-19 pandemic and unnecessary as we hardly detain criminals any more since bail reform was passed.

Let’s make do with the jail facilities we have and prioritize economic recovery over new luxury jails that the vast majority of New Yorkers oppose.

Don’t paint BLM on streets Dear Editor: As a taxpayer in the City of New York, I do not want Mayor de Blasio to use my taxpayer money to give the paint and all the painting apparatus that goes with it to have Black Lives Matter painted on the public streets in NYC. These are all public streets that the taxpayers pay for every year with their money. It is for upkeep of these roads and not for messages to be painted. If you do it for one group of people you have to let every group do it, not just those they deem worthy to do it.

If you want to paint BLM messages, paint them on the sidewalks in front of your own homes on private property.

To defund the Police Department $1.5 billion and still ask the federal government again to bail out New York City and then use money to paint messages on public streets in every borough is tough to swallow.

Most whites don’t get it Dear Editor: I am a big fan of Isabel Wilkerson, whose book “The Warmth of Other Suns” was most informative about Southern black in-migration; a must read for all Americans. I must add that those of us in other minorities who have felt the sting of bigotry and torment, we “get it.” The peaceful protests, taking a knee, make good sense to us. For those who brandish signs and banners that read “White Lives Matter” another word needs to be added to these jocular slogans: Most. For it has always been this way.

With few close or no friends in minority groups, a majority of white people see only stereotypes and are ignorant of the Black Lives Matter movement sparked by the horrific death of George Floyd. The Pledge of Allegiance with the words “under God” and “justice for all” is both blasphemous and a big lie. For those who think equality exists for all Americans, how many would be willing to trade places with those for whom it has been denied?

Dear Editor: There is a well-recognized legal principle stating that that which cannot be done directly cannot be done indirectly. The Louisiana law that required doctors performing abortions have admitting privileges in a hospital, without the slightest evidence there exists proof it is necessary, is a good example of attempting to indirectly overrule Roe v. Dear Editor: I would like to know if anyone remembers Goodwin’s. My first job in 1963 was there.

In those days a store might have 50 or so workers, unlike today. It was, I guess, a different time: the beautiful Valencia Theatre, the elegant apartments, the stores, the elevated train — and walking home from the Valencia wasn’t dangerous. There were so many stores. Macy’s was on the same block and had an innovative roof parking system. My father took us there in ’48, and Mays down the block. I even remember a store that had a doggie bar for a quick drink.

No one seems to remember the store or what happened to it. I ran the elevator at Goodwin’s. I had many friends there I wish now I had kept up with, especially Kathy — we worked on the third floor. Edna ran the place, there was Doc and Bob … I didn’t expect work to be like it was, and it never has been since. I went back there about 30 years ago. I was horrified by what happened to that beautiful place.

If anyone knows Kathy or anyone or what finally happened to the place I would really appreciate you contacting me. It’s nice having this paper to see the old places again (I Have Often Walked, every week, qboro). Thanks.

The building’s porter tired of disposing of my garbage, which I placed outside my door twice a week, so right now, I’m gearing up to make my first trip to the compactor room since this mess began. That’s one giant leap for this man. Showing love for the police Independence Day is often a time many use to go to the beach, have a barbecue or set off fireworks.

One girl in Forest Hills spent July 4 displaying her appreciation for the officers of the 112th Precinct.

Ten-year-old Kristina painted rocks with “I love NYPD” on them and handed them

out to the cops.

She was inspired to act because she had seen a lot of rocks in the area with messages painted on them. When she saw the police being criticized recently, Kristina, a student at PS 196, wanted to show them that they are appreciated.

Let’s hope that the Democratic National Committee has learned the lessons of history.

Yet, his cavalier attitude and abysmal performance concerning the COVID-19 pandemic contradicts that pro-life claim. Many blamed new rules for crime spike, while others bemoan rollback

When crime increased early in the year, Mayor de Blasio and the NYPD pointed to state-passed bail reform that was implemented at the start of 2020.

In April, Gov. Cuomo and state lawmakers scaled back the reforms, with the changes taking place last Thursday.

The reaction has been mixed. Marvin Mayfield, statewide organizer at the Center for Community Alternatives, called the rollback “shameful” in a statement last Wednesday.

“This is nothing short of devastating for Black and brown communities who have been the target of mass criminalization and state violence,” he said in a prepared statement.

The jail population in the state was nearly cut in half: 20,280 in May 2019, compared to 11,259 in May 2020, a 44.5 percent drop, according to statistics from the state’s Division of Criminal Justice Services.

“It is shameful to reverse these gains, in the midst of a pandemic no less and during a national uprising in defense of Black lives,” Mayfield said.

Any felony committed by a persistent felony offender also qualifies.

“The one thing that was important for us to address was the recidivism,” state Sen. Joe Addabbo Jr. (D-Howard Beach) told the Chronicle Monday.

Stories about repeat offenders were constant, including one man who, in February,

was arrested for the sixth time of the year and the 139th overall.

“Bail reform, it’s lit,” Charles Barry told reporters as he was transported to Central Booking. “It’s the Democrats. The Democrats know me and the Republicans fear me.

You can’t touch me. I can’t be stopped.”

Addabbo said the bail reform rollbacks didn’t receive much attention in April because that was the height of the coronavi-

rus crisis but now they are going into effect as crime is on the rise around the city.

“It’s an odd time to evaluate,” Addabbo said, noting that there are still residents staying at home due to the pandemic.

Assemblyman Joe Giglio (R-Gowanda) told NY1 that what he heard most from law enforcement after the initial changes was the need to restore judicial discretion.

“No one wants lower level criminals in jail because they cost too much anyways,” he said. “You’re not a menace to society. But these went way too far. They made drug offenses practically legal.”

Jason Conwall, a spokesman for Cuomo, said the governor has achieved historic reforms to the criminal justice system as he draws criticism for the rollbacks.

“New York is the least incarcerative and safest large state in the nation and the governor closed more prisons than any governor in state history, overseeing an unprecedented 37 percent decline in the incarcerated population,” he said in an email.

Conwall added that Cuomo issued an executive order requiring localities to reinvent police departments or risk losing funding.

Addabbo said he hopes issues people had with the bail reform were taken care of.

“But if not, it’s back to the drawing Q board,” he said.

$1.6M given for synagogue security Meng announces funding for houses of worship, educational institutions

Re p. G r ace Meng ( D -Flu sh i ng) announced last Thursday that $1.6 million in federal funding was awarded to 16 borough synagogues and educational institutions for security purposes.

The funds are allocated through the U.S. Department of Homeland Security’s Nonprofit Security Grant Program, an initiative that provides houses of worship and nonprofits with funding to protect their properties against threats and attacks.

“Following the increase in hate crimes and anti-Semitic incidents, it is vital that Jewish facilities have the resources they need to protect themselves, and these critical funds will be a huge help in guarding against attacks here in Queens,” Meng said in a statement.

Though Queens has been the epicenter of the coronavirus crisis, some of its neighborhoods were among those getting the fewest loans to aid small businesses that they were eligible for, a new report finds.

The study, conducted by apartment search assistance firm RentHop, analyzed Paycheck Protection Program loan data by ZIP code and compared it with U.S. Census information to assess which neighborhoods received the most and least loans relative to the number of qualified businesses.

It found that only 38.3 percent of qualified businesses in the 11355 ZIP code in Flushing got loans, the lowest share in the city. In the 11368 ZIP code in Corona, one of the neighborhoods hardest hit by the virus, the figure was 48.2 percent, the fourth-lowest share citywide. The top ZIP code in the city was 11222 in Greenpoint, Brooklyn, where 78.2 percent of eligible businesses received PPP loa n s, wh ich were designed to help firms continue to pay their personnel during the crisis.

A car’s tires were punctured by an unknown object and the hood of the vehicle was defaced with the carving of a swastika over the weekend.

Capt. Joseph Cappelmann, commanding officer of the 112th Precinct, which consists of Forest Hills and Rego Park, noted the owner of the vehicle at 102nd Street and 64th Road isn’t Jewish.

“I’m not sure what the motivation was behind it,” he told the Chronicle Tuesday, “if it was just a personal issue with the parking situation or if it was meant to cause alarm in the neighborhood, which is obviously a possibility.”

This comes weeks after stickers promoting Patriot Front, a white nationalist group, were posted around 108th Street, with the group’s website on them.

“There’s nothing to indicate that it’s related,” Cappelmann said.

“While the owner of the vandalized vehicle may not have been Jewish, we cannot ignore the par ticular malice behind this incident — which occurred in an area that is home to one of the largest Jewish populations in New York City.”

The commanding off icer said the anti-Semitic graffiti was the first seen by the precinct in 2020.

In early 2019, the playground at PS 139 in Rego Park was covered by dozens of swastikas. Three juveniles were later arrested.

Of the 345 hate crimes recorded in the five boroughs last year, 234 were motivated by anti-Semitism.

Cappelmann had advice for any residents concer ned about anti-Jewish sentiment.

“You just need to be vigilant and if you Q see something suspicious, call 911.”

Guns are back, and the borough’s got ’em Mayor, NYPD differ on causes as shooting incidents, victims skyrocket

July 3: A man sitting in his car on 164th Street in Hillcrest is approached by two armed men, robbed of cash and a cell phone and pistol-whipped.

July 4: A man is standing in front of a home on 168th Place in Jamaica Estates when a man on a bicycle rides past and fires one shot, striking the victim in one arm.

July 5: Multiple shots are fired into an unoccupied vehicle in front of a home on 110th Avenue in Jamaica.

July 5: A witness to a car accident with injuries at 146th Street and 107th Avenue in Jamaica records the license plate of a vehicle leaving the scene; the car returns and the witness is th reatened with a firearm.

July 6: A 14-year-old boy is standing near the intersection of 166th and Marsden st reets in St. Albans when two men approach on foot and open fire, striking him in the neck and abdomen, and leaving him in critical condition.

And all during or shortly after a holiday weekend in New York City in which 64 people were shot in more than 40 shooting incidents. At least 10 have died.

The Daily News quoted Queens District Attorney Melinda Katz at the scene of the boy’s shooting on Monday.

“Shootings have gone up all over the city, and Queens is no exception. We’re not going to prosecute our way out of this.

We’re going to have to reach out to the community and all its leaders.” Katz made similar comments in a television interview The City Council last week voted to transfer more than $1.5 billion out of the NYPD’s operational and capital budgets for the fiscal year that began on July 1.

It also voted to delay a class of more than 1,000 cadets at the Police Academy.

The NYPD and Commissioner Dermot Shea parsed no words Monday when releasing official crime stats through the month of June.

number of shootings rose in every borough. The number of people murdered citywide in June increased to 39 vs. 30 (up 30 percent).

Shooting incidents in the city rose from 205 to 270. Police said the number of parolees involved in shooting incidents or murders is at a 15-year high, and that from January through the end of June, more than 2,000 people arrested in a crime with a gun recovered had cases against them that remain open in the courts.

Mayor de Blasio, at a press conference on Monday with NYPD Chief of Department Terence Monahan, placed the blame for the increases on forces largely beyond the city’s control.

“This is something we have to double down on to address,” de Blasio said in a transcript provided by his office. “And it’s not because of one thing, let’s be really clear. There’s not one cause for something

like this, there’s a lot of different pieces.

And, again, the fact that the court system is not working, the economy’s not working, people have been pent up for months and months, so many issues underlying this challenge.”

Monahan, taking a question moments later, was far more direct.

“When we look at it, as the Mayor said, there’s a lot of different things going on,” Monahan said. “It’s a combination of things — bail reform, COVID releases from prison, court shut down, ... Rikers at a half of where they were last year with a population.”

The mayor then immediately went back to the court system.

“I think, from my point of view, the most central issue of what’s happening over this last weekend is the fact that the court system is not functioning, that when our police effectuate an arrest, they don’t have the same follow-through they’re used to seeing from the court system,” he said. “ ... We’ve got to get the court system up and running. We’ve got to get the DAs doing their work so that we can address folks who are violent in communities and are causing harm to their neighbors.”

Lucien Chalfen, director of Communications for the New York State Unified Court System, directly contradicted de Blasio in an email to the Chronicle.

“The Mayor’s blaming the Courts for the recent spike in violence in New York City is absurd, patently false and ridiculous,” he wrote. “The Courts have operated continuously throughout the pandemic, arraigning defendants, holding 100s of hearings, and conferencing 1,000s of cases.

“He should be looking in the mirror, not Q gazing out a window.”

Elder food aid bids sought The City of New York announced July 2 that it is seeking emergency food vendors to provide meal assistance to older adults who lack access to and economic means for reliable options during the pandemic.

The Emergency Older Adult Food Access Program will provide and deliver freshly prepared and culturally appropriate meals to older adults who are at risk of becoming or who are food insecure.

Vendors must be capable of preparing, packing and delivering six-meal packs, either served fresh or frozen, containing

three lunches and three dinners to at least 600 older adults in their homes at least two times a week. The minimum requirement for delivery is 1,200 six-meal packs weekly. Meals must be based on menus prepared for the program and weekend deliveries may be required.

The program will fill demands for general food types as well as specialty food types, including certified glatt kosher, certified halal, pan-Asian, Latin, Spanish and vegetarian.

Lancman calls for Shea’s termination NYPD head blames violent holiday weekend on bail reform laws

The holiday weekend was marked with at least 44 shootings with 63 victims and 11 deaths throughout the city, which NYPD Commissioner Dermot Shea blamed on bail reform and Councilmember Rory Lancman (D-Fresh Meadows) blamed on Shea’s failure.

The July 3, 4 and 5 violence followed a 130 percent jump in shootings in June 2020 compared to the same time in June 2019.

“We’re in a perfect storm of sorts with COVID, with the Rikers population, but, you know — look at the Rikers population of the last year. Ask a sane person, it’s about half. And where is that other half right now? We’ve transplanted general population to the streets of New York City. And it’s extremely frustrating,” Shea said as a guest on NY1’s Mornings on One show July 6.

Lancman, who supported cash bail reform, took to Twitter June 6 to counter Shea’s statement and call for his resignation — Lancman said the commissioner blamed the violence weekend on legislation that prohibits officers from using chokeholds or from jailing suspects without bail, which he views as a “not just a stunning admission of failure, but a complete surrender.”

Later that same day, Lancman returned to the social media platform to publish his letter

addressed to Mayor de Blasio calling for Shea’s termination — “If he won’t resign, you need to fire him and appoint a Commissioner and senior police leadership committed to, and capable of, obeying civilian authority and enforcing the law.”

The feud between the NYPD commissioner and City Council justice system chairman began in February when Lancman, along with Public Safety Chairperson Donovan Richards (D-Laurelton), penned a letter to Shea accusing him of pushing a false narrative that bail reform laws were to blame for a 17 percent crime spike in the month of January.

The two councilmembers referred to CompStat figures and compared the number of individuals released without bail in January with the spike in crime — there were 1,222 more index crimes in January 2020 than in January 2019, but the legislators point out that only 84 of the 230 January 2020 arrests involving individuals released without bail were charged with index crimes.

The state implemented some rollback on bail reform that went into effect on July 1 —judges can now set bail in cases of vehicular assault in the first degree, promoting an obscene sexual performance by a child, sex trafficking of a child, aggravated assault upon a person less than 11 years old and any crime that is alleged to have caused the death of another person.

Fate of Columbus debated in Astoria

The surge of online petitions and marches to remove Columbus monuments across New York City has come to Astoria Boulevard.

Over a hundred people, including state Sen. Michael Gianaris (D-Astoria), marched from Astoria Park to the neighborhood’s Columbus monument on June 17 to demand that it be removed as a way of reckoning with his legacy of murdering and enslaving indigenous people in the Americas.

Now the call to take the monument down has gained the support of Councilman Costa Constantinides (D-Astoria), and some civic leaders, under the condition that it be replaced with another Italian-American figure.

For the past month, police have barricaded the statue in Columbus Square. Passersby have noticed the near-constant presence of a police cruiser hovering next to the memorial.

The history of the city’s Columbus monuments carries with it a complicated relationship with the Italian community, many of whom embraced the explorer and colonizer as a hero in the late 19th and early 20th centuries in order to combat anti-Italian and anti-Catholic xenophobia.

The Federation of Italian-American Organizations of Queens runs the annual Astoria Columbus parade that winds up at the statue where electeds and others give laudatory speeches about the significance of Columbus Day. In previous years the celebration brought out Assembly woman A ravella

Simotas (D-Astoria), Gianaris and Constantinides — all of whom are now in favor of taking it down.

Jerry Iannece, vice president of the FIAOQ and chairman of the Columbus Day Parade, said he is categorically against the removal of the statue.

“To come out and just say we want to rip the statue down — it’s just the wrong approach. It’s offensive. It’s disrespectful to the Italian community,” Iannece said. “History is history, period, warts and all. If you

start with Columbus where do you end?”

Iannece added that the history of the statue itself, which was provided by the Works Progress Administration in 1941 and hidden to stop it from being used for scrap metal during World War II, made it too valuable to remove.

The group that organized the march in June, the Queens Liberation Project, formerly known as Justice for George Queens, wants the statue taken down as a way of contending with early America’s violence against native people and showing solidarity “between black, indigenous peoples and between all oppressed peoples.”

Trasonia Abbott, an organizer for the group, speaking personally, said that she sees no problem with replacing Columbus with another Italian-American figure “who wasn’t genocidal.”

She referred specifically to Columbus’ interactions with the Taíno population in Cuba and Haiti. On his second expedition, Columbus began requiring a tribute of gold from the population. If they did not deliver, the Spaniards would cut off their hands and leave them to bleed to death, according to historical accounts.

“Hopefully Italian-Americans see that the guy is not representing them the best way,” said Abbott.

Richard Khuzami, head of the Old Astoria Neighborhood Association, agreed that the statue should be replaced with another symbol of Italian-American pride.

“It could be someone like [ Nikolai] Tesla, who lived in New York, a famous Italian-American scientist,” said Khuzami.

“It could be someone like [Leonardo] Da

Vinci or Michaelangelo.”

Meanwhile online commenters have suggested Astoria natives like actor Christopher Walken or singer Tony Bennett.

While Queens Liberation Project’s online petition only gained 84 supporters, the march itself brought out greater numbers of people and attracted the attention of electeds.

“There are more than two centuries of figures — from governors and vice presidential candidates to baseball stars and musicians — who better represent Italian-American values of hard work, community service, and family,” said Constantinides in a statement.

Constantinides went on to demand that the city must expedite the recommendations of the Monuments Commission, a group that Mayor de Blasio formed in 2017 to address calls to take down memorials connected to racist or imperialist views. Since then, de Blasio and Gov. Cuomo both have resisted the call to replace Columbus statues in the city.

In 2018, the Monuments Commission recommended against replacing the statue in Manhattan’s Columbus Circle. Instead, it emphasized “additive measures” like signs with historical context, and the commission of a new monument recognizing indigenous peoples, at a different location by 2022.

Constantinides criticized the mayor’s failure to show that he’s making an effort to follow through on this promise.

“We have seen little action in the last two years to honor both the Lenape and other indigQ enous groups,” he said.

DA charges driver in fatal MidVille crash

A Bronx man has been charged with second-degree murder in connection with a deadly crash in Middle Village, the Queens district attorney announced last Thursday.

Ramon Pena, 37, allegedly stole a box truck that was parked with keys in the ignition from 101st Avenue in Jamaica last Tuesday. The vehicle was seen striking in excess of 20 parked and moving cars along Humboldt Street and Metropolitan Avenue in Brooklyn and Queens, DA Melinda Katz said.

The driver of one of the struck cars followed the truck, which was allegedly travelling up to 50 miles per hour, going through multiple red lights and driving on the wrong side of the street, eastbound on Metropolitan Avenue.

The truck allegedly struck a Honda CRV driven by Hamlet Cruz-Gomez, who was exiting the Metro Mall parking lot. The box truck t-boned the Honda, smashing in the driver’s side of the vehicle.

Cruz-Gomez, 25, was transported to NYC Health + Hospitals/Elmhurst, where he went into cardiac arrest and died.

Cruz-Gomez was a radiology technician at Montefiore Medical Center and had become a father five weeks earlier, the Daily News

reported. He is survived by his wife, Angelica, and daughter, Emma.

Pena allegedly jumped out of the truck after the crash and ran away into the Metropolitan Avenue subway station. Police pursued him into the station and arrested him.

He allegedly does not have a valid driver’s license and does not have a driving history at all within the state.

Pena was arraigned Wednesday night before Queens Criminal Court Judge Mary Bejarano on a complaint charging him with second-degree murder, second-degree manslaughter, first-degree assault, second-degree felony assault, third-degree grand larceny, leaving the scene without reporting death and various traffic violations.

Bejarano held Pena without bail and set his return date for July 10. If convicted, he faces up to 25 years in prison.

“This depraved driving spree only came to an end after a horrible collision that killed a young man in his 20s,” Katz said in a statement.

A GoFundMe page named “Hamlet CruzGomez Funeral Costs” was started for the family.

Small businesses hope to flourish in Phase 3 Flushing seeks to recover negative stereotypes from the pandemic

New York City entered Phase 3 of business reopening Monday, which allows for personal care services such as nail salons and tattoo parlors and outdoor recreational activities to resume operations, but, unlike other areas throughout the state, does not allow for indoor dining.

“New York City is a crowded, dense urban area and — until recently — was the global epicenter of the COVID-19 crisis,” Gov. Cuomo said in a July 5 statement. “Out of an abundance of caution and after seeing other states’ experiences with indoor dining, we will wait to reopen it as the city moves to Phase Three.”

Nail, tanning and waxing salons, massage, tattoo and piercing parlors and spas have opened as part of Phase 3, but must limit their employee and customer capacity to 50 percent of the maximum occupancy. Additionally, customers and employees are required to wear masks and keep a 6-foot distance when possible, and hygienic and disinfectant practices must be ramped up.

Small businesses across the city have long awaited reopening to make up for the losses over the past few months, but John Choe, executive director of the Greater Flushing Chamber of Commerce, said that small businesses in the heavily Asian neighborhood are suffering a “double whammy.”

“The businesses have suffered greatly during the pandemic, even before when Flushing was being scapegoated and being profiled as a center of infection when in fact Flushing has had some of the lowest rates and deaths in the city,” said Choe. “We’re recovering from a general decline in business, but also as a stereotype as a vector of the disease ... we had

To entice shoppers to return to area establishments, the Greater Flushing Chamber of Commerce has been working with small businesses to increase their marketing capacity through social media and video creation. The chamber has also been assisting with loan and grant applications, but Choe said that pushing local leaders to implement rent and mortgage moratoriums as well as other relief measures is necessary for small businesses to make a successful comeback.

“We need to be actively engaged and put the pressure on our elected officials,” said Choe.

Cuomo did not announce when indoor dining would resume, but noted a few days earlier that it would remain postponed “until the facts change and it is prudent to open.”

Although restaurants are limited to outdoor services in addition to takeout and delivery, Mayor de Blasio combined the Open Streets and Open Restaurants programs in 10 to 20 corridors across the city to allow for more outdoor seating on closed-off streets until Labor continued on page 22

Residents of a building in Flushing’s Bland Houses complex have been without cooking gas for over three months and elected officials are demanding action on their behalf.

“Since the beginning of the coronavirus pandemic in March, [New York City Housing Authority], [city Department of Buildings], and Con Edison have left these tenants without gas supply,” Rep. Grace Meng (D-Flushing), state Sen. John Liu (D-Bayside), Assemblymember Ron Kim (D-Flushing) and City Councilmember Peter Koo wrote in a July 2 letter addressed to the three agencies. “The residents of the Bland Houses are struggling and remain in desperate need of receiving working gas during this COVID-19 public health emergency.”

A gas line at the 133-40 Roosevelt Ave. building has been out of service since March.

A spokesperson from NYCHA confirmed that two gas service interruptions are affecting two of the buildings at the Bland Houses for a total of 20 apartments. One of the outages is due to a broken gas cock and the other is due to a gas leak between floors. Both service interruptions affect cooking gas only and are unrelated to heat or hot water service.

Those affected were provided with hot plates to cook their meals, but residents said

those were in poor condition and took hours to properly prepare their food. The elected officials argued that even if the hot plates worked adequately, that is not an acceptable long-term solution.

“For over three months, our constituents, many of whom are essential workers, have said that they have had to choose between standing over their NYCHA-issued hot plates for hours to prepare rice or meat and managing to get some rest before beginning their commutes to our city’s hospitals to help those most in need,” wrote the representatives.

“NYCHA, NYCDOB, and Con Edison have been ineffective in promptly addressing the needs of the residents of Bland Houses serviced by gas line A. This has only exacerbated the urgency and frustration of the pandemic.”

Kim was the first of the elected officials to sound alarm bells — he penned a letter to NYCHA CEO and Chairperson Greg Russ and General Manager and COO Vito Mustaciuolo on June 20 claiming the residents have been without gas since January, rather than March.

“The lack of functional stoves means they have been forced into more expensive food options for six months; during half of this time there has been a nation wide health crisis, when even many of these options were not available or greatly restricted,” the assemblymember wrote. “The lack of hot, nutritious

Kim visited the facilities himself, and later requested that NYCHA reduce the residents’ rent, as well as provide them with compensation.

Meng said she also visited the affected apartments to get a clear comprehension of the longstanding issue, and that the letter came after multiple attempts from the elected officials to pressure the agency to speed up repairs.

“Early last month, I heard from local residents that they have had no gas service ... We sent this letter to follow-up on these many calls and emails. In recent visits to the Bland Houses, I personally visited tenants in their homes,” Meng told the Chronicle July 6. “The lack of working gas for all these months is absolutely unacceptable. These apartments lacked gas service during the height of the COVID-19 outbreak in New York, and the outage now continues into the summer months as we continue to combat the virus. We are told that parts to fix the gas line must still arrive, and that permits for the repairs still need to be issued. But to residents of the continued on page 22

Petition demands officials move ‘sex offenders’ for safety concerns

The Fresh Meadows community is not happy with their new guests — a petition calling for the approximate 100 jail and prison inmates recently released from the Department of Corrections temporarily staying at the Wyndham Garden Hotel.

“You’ve worked hard to make your American dream of home ownership come true.

You’ve made sacrifices, paid your taxes and played by the rules. Now without so much as a word, the NYC elected officials you helped to put into office have decided to use hotels in your community as halfway houses for ex-convicts and sex offenders,” the bio reads. As of July 8, “SAY NO to using the Wyndham, Fresh Meadows to House 100 For mer In mates and Sex Offenders! ” reached 8,322 of its 10,000 signature goal.

Residents using the hotel facilities include those who have been released from Rikers Island or have returned from state correctional facilities, but all identified themselves as not having stable housing where they could safely isolate from the COVID crisis. The Mayor’s Office, in partnership with the Exodus Transitional Services program, placed the tenants in the 61-27 186 St. facility over two months ago without alerting area elected officials, but have since conducted walk-through

tours and meetings with community leaders and plan to schedule future update meetings.

“Fresh Meadows is a good residential community — we are all friendly to each other and keep the community safe,” Katherine Meng said on why she signed the petition, adding that a neighbor asked her to sign it after allegedly seeing a man outside the hotel showing his naked lower body. “These people should not be settled in a residential community. The city should put them in a place just for them away from kids, a place far from residential!”

Many of the comments beneath the petition identify the residents as “sex offenders” and to the hotel as a “halfway house,” though there is no information on what crimes the former inmates had been convicted of, and the Mayor’s Office confirmed that all had completed time served.

Others shared concerns for the proximity of the hotel to schools such as Francis Lewis High School and PS46.

The Flushing Heights Civic Association shared a link to the petition following reports that the former inmates have committed muggings and other crimes, though President Bill Anello said the 107th Precinct, located two miles from the hotel, could not confirm that the former inmates were linked to the incidents.

The Fresh Meadows community is not happy that the city is using the Wyndhman Garden Hotel to house former Department of Corrections inmates for over two months.

“They’re not happy,” Anello said of the community. “I’ve spoken to [different community groups] and none of them are happy and are waiting to see what happens.

Nobody wants them here.”

Anello acknowledged that the former inmates are entitled to transitional housing,

but questioned why the city chose to place them in Fresh Meadows, especially in such a quiet manner.

“It’s the way this city government has been working for a few years — they do whatever they want,” Anello said. “There’s no concern for the people who live there. They don’t let people know what’s going on.”

State Sen. Toby Stavisky (D-Flushing), Assembly woman Nily Rozic (D-Fresh Meadows) and Rep. Grace Meng (D-Flushing), the latter two of whom were addressed in the petition, released a joint statement supporting transitional services for rehabilitated citizens, but questioned the choice to house them in Fresh Meadows.

“We realize the critical role that transitional housing serves for individuals working toward a safe and successful re-entry, and that the unexpected nature of COVID-19 prompted quick action to address the needs of vulnerable populations across the city — but the City’s failure to notify our offices and engage with the community has left us in the dark causing misinformation and confusion,” the officials said. “It also raises further questions and concerns about how the Wyndham Hotel was selected, the length of stay for those who are currently housed, and future uses of this hotel and others in the Q vicinity.”

How to design a fitness room at home People exercise for many different reasons. Exercise can improve one’s health and appearance, reduce the risk for illness, alleviate stress or anxiety, and help pass the time.

It is often a social activity, but in the wake of social distancing guidelines set out in response to the COVID-19 outbreak, many people have found themselves looking for ways to exercise at home.

Building a home fitness room has never been a more timely project, and such a project can continue to provide rewards even when life returns to some semblance of normalcy. Here’s how to successfully stock a home gym: • Find a dedicated space. A home gym will be limited by the amount of space that can be devoted to workouts.

Possible fitness room locations include a spare bedroom, a garage, a basement or a n enclosed pat io. Measu re the space so you ca n pick a nd choose equipment that will f it. Leave some f loor space empty for movement exercises or mat activities.

The NYCHA spokesperson said the agency has shut off the gas service to make necessary repairs and is in the construction stage, which will be followed by inspections. There is no estimated restoration date at this time.

“While we understand gas service interruptions are inconvenient, we also want to ensure our residents’ health and safety as we work to restore service as quickly as possible,” the spokesperson said. “We ask that all residents continue to use the MyNychaApp or call the Customer Contact Center at 718-7077771 to create a work order ticket for any maintenance needs, including serQ vice interruptions.”

When protesters marched against the Astoria Columbus statue last month, the neighborhood became a battleground against historical monument s of white men with racist and imperialist views.

But the Columbus statue is only one front of the political movement. Another lies in nearby Socrates Sculpture Park, where the movement is not focused on taking down monuments, but in presenting artistic commentary on them.

Last week the Long Island City park installed a billboard above its entrance by Nona Faustine, a photographer who has spent her career grappling with the role of race in many of America’s most iconic monuments.

A 21-year-old CPA named Saul Alpern married Sara Presser, two years his senior, in August 1935 in Brooklyn.

This year’s Live at the Gantries concert series is moving from the Long Island City waterfront to online as an eclectic mix will still deliver performances for fans to enjoy.

One group is The Salt Cracker Crazies, a jug band, who can be seen July 21.

“I don’t think a lot of people have actually seen a jug band before,” said band founder Joe Jung.

The group started as a joke. Jung, the artistic director of Project: Theater, 10 years ago adapted a series of monologues based off a collection of short stories from comedian Michael Ian Black, including “A Few Words About My Jug Band.”

After the show, someone told Jung he wanted to audition for the band. Jung tried to explain they weren’t a real group but the man kept pushing and an unlikely ensemble was formed. “We all dived deep into music

A boon for Craig Carton?

Flushing Town Hall remains temporarily closed amidst the COVID-19 pandemic, but will reopen again once it is permitted and safe to do so, which at this time is undetermined.

One of the more shocking radio stories in recent years was the 2017 arrest and conviction of WFAN morning air personality Craig Carton for being an integral part of a ticket-selling Ponzi scheme.

He was the on-air wise guy half of “Boomer & Carton,” with former NFL QB Norman “Boomer” Esiason playing his straight-man.

“Boomer & Carton” was an immediate hit when it debuted in 2007 and it stayed that way until Carton resigned a decade later days after his arrest. He was replaced by Gregg “Gio” Gianotti, who smartly didn’t try to replicate Carton’s class clown shtick. The morning show’s ratings remain high and it’s one of the few bright spots at the FAN these days.

In June 2019, Carton began serving a 42-month sentence in a minimum security federal prison in Lewisburg, Penn., but was released last week. (He was also ordered to pay $4.8 million in restitution.)

With his old radio home floundering it was understandable there was immediate speculation about Carton making a return. WFAN Vice President Chris Oliviero promoted that notion by saying he’d be very amenable to his return. As part of its 33rd anniversary celebration WFAN played an hour of “Boomer & Carton” highlights last Sunday night.

I have no problem with any radio outlet giving Carton a second chance since he is a talented broadcaster. He shouldn’t be put in the uncomfortable position of having gambling commercials on his show since he has blamed his gambling addiction for getting him into financial trouble.

Major League Eating did a fine job reconfiguring the annual Nathan’s Hot Dog Eating Contest for these socially distant times. The contest was brought indoors at Nathan’s Coney Island flagship restaurant and limited it to five each on the men’s and women’s sides.

Joey Chestnut, who’s the Michael Jordan of frankfurter consumption, won his 13th yellow mustard belt and set a record in the process by devouring 75 hot dogs in 10 minutes. Miki Sudo captured her seventh straight women’s title by putting away 48.5 wieners.

The contest marked the first live sports event to be held in New York City since the pandemic began.

“The Last Dance,” ESPN’s documentary about Jordan’s last championship season with the Chicago Bulls, won the 2020 Critics Choice Real TV Award for best in sports. The show was hosted by the star of Bravo’s “Real Housewives of Atlanta,” NeNe Leakes, and can be Q viewed on YouTube.
