Mayor de Blasio and the City Council have agreed to cut $1 billion in operational spending and $537 million in capital projects from the NYPD in the fiscal 2021 budget, in the face of rapidly declining revenue due to the coronavirus crisis and an anti-police outlook that has taken hold among a share of the public and its elected representatives following the killing of a black man by a white officer in Minnesota on May 25, in a case many say is indicative of structural racism in law enforcement.
