The Federal Aviation Administration has approved Port Authority plans to transform an old postal warehouse at John F. Kennedy Airport into a shelter for incoming migrants, part of an effort to relieve the strain the influx is having on the city with state and federal property. On Wednesday, private security could be seen patrolling the area and landscapers were prepping the grounds.
