Cases on the rise following holidays

Covid uptick nears threshold for upgraded risk level but not certain

xperts are warning of an uptick in Covid cases throughout New York City following recent holiday gatherings and the upward trend is expected to continue.

“I’m sure the infections will increase right now given the mask mandate is off at this moment,” said Dr. Rishi Malhan, director of hospital medicine at Long Island Jewish Forest Hills. “It’s post-Easter and postPassover so we will definitely see an uptick of infections as we go further into the summer. Every district to get G&T program Adding 1,000 new seats and getting rid of the tests

After months of stating that a gifted and talented announcement would come, Mayor Adams and Schools Chancellor David Banks announced details to expand accelerated instruction in city public schools last Thursday.

“For the first time, there will be a Gifted and Talented program in every school district in New York City,” the mayor declared.

Former Mayor de Blasio had announced an end to the program but Adams repeatedly promised to improve and expand it, instead.

The city will now provide two entry points for students to enter the program: 100 kindergarten seats and 1,000 third-grade seats will be added, the latter as part of a pilot program.

Children can enter the programs in kindergarten, first, second or third grades.

For the upcoming school year, the new kindergarten seats will bring the total to 2,500. To fill those seats, current pre-K students will be evaluated by their teachers for a nomination.

Applications for both programs are open from May 31 to June 13.

“We are now expanding our thirdgrade gifted and talented pilot program to include all districts across the city,” explained Banks at a City

Hall press conference. “The top 10 percent of second-grade academic performers in every school will be invited to apply to gifted and talented programs with preference being given to students applying in their home district, by using academic grades from their core four subject areas.”

The new “top performer” program, according to the Department of Education website, is invitationonly and second-grade students are eligible to apply; it will continue through fifth grade.

“We’re screening students for gifted behavior based off their total academic performance, not just a single test,” Banks added in reference to the high-stakes and contested exam that was previously given to 4-year-olds.

“For far too long, we had districts in our city that did not have Gifted and Talented programs,” said Adams.

“We are giving every child in every ZIP code the chance that has been denied too often.”

Banks said the announcement is only the beginning and that the DOE will continue listening to families and improving the program.

“We are simply setting a baseline, not the ceiling,” said Banks. “What this announcement does today is provide families in Soundview in the Bronx, East Flatbush in Brooklyn,

Michael Garcia, a parent of two PS 56 students from Richmond Hill, spoke at the press conference, where he learned the school will now get a gifted and talented program.

“We did not have an opportunity for a school with that type of program so I was not eligible, but I am really excited that this opportunity will now exist for other parents and families as well as all New York City residents throughout the city,” Garcia said.

“When all these things go good, it’s good for the schools, it’s good for the parents, it’s good for the kids and it’s good for the community,” Garcia said.

Elected officials weighed in at the press conference, too, including A s s e mbly m a n D av id We p r i n (D-Fresh Meadows) and Assemblywoman Jenifer Rajk u mar (D-Woodhaven).

“We were so upset when the programs were being phased out last year, and this is a wonderful opportunity for every district in the city to get a gifted and talented program,” Weprin said.

Rajkumar drew on the immigrant

experience of her parents and attributed her ability to become a lawmaker to the educational opportunities she was provided.

“With the gifted and talented expansion, we are giving similar opportunities to children all over the city,” she later told the Chronicle.

“The mayor is setting a national standard for education because if we as New Yorkers and Americans are going to be competitive in the global market and the global world, then we need to make sure our children have educational opportunities like this,” she said.

In a statement, state Sen. John Liu (D-Bayside), chair of the Senate’s Committee on New York City Education, emphasized the need for continued parent engagement.

“An expansion is welcome news, although it relies on a lottery and nebulous recommendations that are a cause for concern to many parents and families,” Liu stated. “Going forward beyond this school year, the administration must be sure to engage parents and students who have long called for more accelerated learning in order to address these outstanding issues.”

Cops say other Rich Hill attacker found

Queens and Brooklyn men charged with attacks on Sikhs near temple

A Brooklyn man who allegedly committed bias attacks against three different people on two occasions in Richmond Hill has been arrested and charged with multiple counts of robbery, assault, aggravated harassment and three hate crimes.

Vernon Douglas, 19, of Brownsville, was arrested in Brooklyn last Thursday and arraigned on Saturday. He was charged with 13 counts and faces up to 25 years in prison if convicted, according to the office of Queens District Attorney Melinda Katz.

On Sunday, April 3, Douglas allegedly approached 70-year-old Nirmal Singh near the corner of Lefferts Boulevard and 95th Avenue and punched him in the face. Douglas fled the scene on foot.

Then on April 12, around 7 a.m. at the same location, Douglas, shirtless and carrying a large wooden stick, along with Hezekiah

Coleman, allegedly attacked two Sikh men in the area, removing their religious headwear, robbing the first victim, 45, of $300 and striking them both with the stick, according to the District Attorney’s Office.

Douglas then allegedly hit the second victim, 58, causing the man’s turban to fall, and pulled on his beard. Coleman punched the victim, threatened to shoot him and Douglas took $200 from him.

“This defendant is accused of targeting three men, all members of the Sikh community who wore turbans at the time of the attacks,” Katz said of Douglas. “We will not tolerate beatings motivated by hate in the borough of Queens — the most diverse county in the world.

“Our diversity is our strength and no acts of violence will undermine who we are. This defendant, along with his co-defendant, will be held to account for the charges of which they are accused.”

Coleman, 20, who police believe was squatting in a nearby abandoned house, was taken into custody at the scene of the indicent. There has been an increased police and community presence in that area, where the Sikh Cultural Society gurdwara also is located.

Coleman was arraigned last week and charged with a five-count complaint including robbery and assault and also faces 25 years.

“I am gratified to report that the NYPD has apprehended the second suspect in Tuesday’s heinous crime against the Sikh community,” tweeted Assemblywoman Jenifer Rajkumar (D-Woodhaven). “This comes on the heels of the other suspect being formally charged this morning with hate crimes.”

Councilwoman Joann Ariola (R-Ozone Park) also commended the quick work by police.

$50M to catch up charter students

New summer school initiative, like Summer Rising, tackles learning loss

“The educational equivalent of long Covid,” is what former Mayor Michael Bloomberg called the setbacks students are experiencing in a press conference Monday at City Hall.

“I really am very optimistic about the future of the city, especially as the worst of the pandemic, I hope, finally seems to be in the rearview mirror. But for a lot of young New Yorkers, the crisis of the past two years may only just be starting unless we act,” he said.

The data paint a “devastating picture,” he added, of kids who have fallen up to a year behind, especially Black and Latino students.

So Bloomberg joined Mayor Adams to announce a $50 million investment in summer school programs for charter schools called Summer Boost NYC, similar to the Summer Rising program in public schools, funded by Bloomberg Philanthropies in partnership with Kenneth C. Griffin, Stan Druckenmiller, The Carson Family Charitable Trust, Robin Hood, Gray Foundation and Walentas Foundation.

Bloomberg has long supported charters and recently announced plans to spend $750 million for new charter seats across the state.

When asked, he said that Summer Boost NYC is not part of that, but “in additional to anything else” the organization is working on.

“I am not going to be caught up in the conversation of separating children based on the names of the schools they are in,” he said on Monday. “They are all our children and today we are investing in all of them.”

The program is expected to reach 25,000 K-8 students and provide an additional five weeks of extra math and English instruction. It will also include the activities that kids would “probably rather do in the summer,” such as

social and emotional learning and recess time, said Howard Wolfson, head of the education program at Bloomberg Philanthropies.

Students will be tested at the beginning and end of the program to gauge their progress.

A model curriculum will be provided to schools in need of one, developed by Lavinia Group, which is used throughout the country.

Founder Arin Lavinia created Success Academy’s THINK Literacy program and pioneered the network’s approach to training leaders and

teachers as it grew.

Charters that already have a summer program in place can continue using them.

“Some schools who have never had the money to do this will likely use the model curricula that we will be providing,” said Wolfson.

Central Queens Academy is one Queens charter eyeing the new program.

“We are planning to apply as we want to increase our summer offerings to support struggling students as well as those on grade level,” said Executive Director Ashish Kinsella in an email.

The city recently expanded its Summer Rising program and now serves 110,000 students in grades K-8, 10 percent more than last year.

Summer Boost NYC builds on the city initiative by aiming to support students at charter schools — which 14 percent of New York City public school students attend — expanding summer school programs to more than 135,000 students, according to officials.

“During the pandemic, students lost a lot of learning time. Try as educators might, it can’t and won’t all be recouped during the normal school year,” said James Merriman, CEO of New York City Charter School Center, in a statement.

“One important way to make up for time Q lost is expanded summer learning.”

With help from the Parent Advisory Council, PS 97 has held nine virtual cooking classes that all feature a new recipe.

In the latest lesson, Stacie Stuart shared her grandma’s recipe for matzo ball soup and taught participants about Passover. Families were reminded that some of the best memories are made in the kitchen with each other.

Empire BlueCross BlueShield offered support by providing Easter coloring books, measuring cups, nutritional guides, hand sanitizer, aprons, tote bags and all the ingredients needed to complete the recipe for 25 families.

Some students, like Kaizen, participated in all of the sessions to date and he invited family members to join him most recently. He loves cooking and is thinking about becoming a chef.

They have also made Greek salad, Filipino adobo chicken, Sri Lanka deviled chicken and Middle Eastern turkey meatballs. Next up are Mexican veggie quesadillas, Chinese vegetable lo mein and Italian cheesy chicken pasta.

“We know that educating our students does not stop with academics,” said parent coordinator Amelia Joseph in an email. “Our students need to grow emotionally, physically and socially as well. Our cultural cooking sessions Q have proven to cover it all.”

Champlain Hudson Power Express and Clean Path New York, two projects that will bring green energy to New York City, were approved by the Public Service Commission last Thursday, Gov. Hochul announced that afternoon.

“Today’s decision is a major step forward in achieving New York State’s goal of 70 percentage of our energy from renewable resources, while paving the way for thousands of high-quality jobs, spurring billions in economic activity, reducing our dependence on fossil fuels, and ushering in a cleaner, greener New York for all,” Hochul said in a statement.

Champlain Hudson Power Express entails a set of cables, which will run under Lake Champlain and the Hudson River from Quebec down to Astoria and transfer hydroelectric power to the Con Edison campus on 20th Avenue. Meanwhile, Clean Path New York will bring solar and wind power from Deleware County, which will be transported to the city via the Rainey power substation near the Roosevelt Island Bridge.

Councilman Jim Gennaro (D-Hillcrest), who chairs the Council’s Environmental Protection Committee, has been a strong proponent of the two projects, and applauded their approval.

“By investing in clean energy, creating new green jobs in our communities, and reducing our reliance on fossil fuels, the approval of these projects represents a crucial step towards meeting New York’s energy goals,” he said in a prepared statement. “It is my hope that CHPE and Clean Path NY pave the way for more Tier 4 projects, and that New York continues to invest in clean energy and green jobs.”

Equally thrilled was Queens Chamber of Commerce President and CEO Tom Grech.

“Queens Chamber of Commerce who supported both of these projects is happy to know they have both been approved by the 7 public service commission commissioners,” he said in a statement. “These projects dovetail well with our Queens is Green initiative which strives to make Queens County the greenest county of all 62 counties in New York state.”

The CHPE is not without criticism, however. Both prior to and after approval, Riverkeeper, a clean water advocacy group, has raised concerns about the impact on the river’s ecosystem.

“While we appreciate the thoughtful and exhaustive work of the Commissioners and staff of the PSC entrusted with this decision, we

believe this project falls far short of meeting New York’s stated goals of providing a just transition to renewable energy while effectively reducing carbon emissions from our energy sources,” the organization’s president, Tracy Brown, stated.

Esposito, executive director of Citizens Campaign for the Environment, have been adamant that the benefits outweigh the costs.

“We need this kind of base load as part of our renewable energy portfolio,” Esposito told the Chronicle. “We don’t have time to continue to debate important projects.”

Riverkeeper has also voiced concerns that the CHPE would negatively affect the surrounding indigenous communities. In response, Esposito said that the project would not have an additional impact on those communities; the damage is already done.

“They’re not building new hydro.

This is all existing infrastructure that has existed for decades — that was one of the criteria that we closely examined and discussed and evaluated,” she said. “[Riverkeeper’s] point is valid, but this hydro was built 50 to 70 years ago, and to ignore the role it can play in helping us mitigate climate change is irresponsible.”

As for the timeline, Esposito told the Chronicle that construction on the CHPE is set to begin this summer, and that it is expected to be completQ ed in 2025.

aspeth Minimum” has long been the term for Maspeth High School’s practice of providing students, through fraud, with whatever grades or classes they needed to graduate so the kids could be pushed into college or the real world whether prepared or not, and the administration could look good and earn things like Blue Ribbon awards for its fake excellence. You’ve got to feel bad not only for the students who got shortchanged there but also for those who worked hard, played by the rules and got the grades they deserved to get.

Now “Maspeth Minimum” could also be applied to the punishment meted out by the Department of Education against former Principal Khurshid Abdul-Mutakabbir, under whose “leadership” the fakery occurred. After a two year investigation — ridiculous in and of itself — the DOE has determined that for his sins against all that is fair and decent, Abdul-Mutakabbir should be forced to keep earning $187,000 a year — without even pretending to work. He’ll just

hang out in some office somewhere, not interacting with students but no doubt able to read books, cruise the internet, do crossword puzzles, make stock picks — whatever he wants for another seven years. Then he retires. Add in his benefits, and he’ll cost taxpayers about $1.8 million over that time. His total fine from the DOE: $12,000.

This is pathetic, and if it’s possible for Mayor Adams to overrule the decision, he must.

There was a mountain of evidence against Abdul-Mutakabbir. Teachers at Maspeth had to either play along or find themselves on the outs.

Kids spoke to the media about knowing they didn’t earn the grades they were given. All the chicanery was revealed by the faculty and students through the New York Post and area City Councilman Bob Holden. With its weak punishment of Abdul-Mutakabbir, the DOE reinforces the lessons kids can take from his time heading MHS: You don’t have to work hard; just lie and cheat to get ahead. But one day they’ll pay a price that he, as a DOE employee, won’t ever have to.

ombine the determination of Mayor Adams to turn the city around in both the long and short term, the innovation of the Success Academy charter school network and the largesse of fabulously wealthy former Mayor Mike Bloomberg, and what do you get? A wise $50 million investment in a new summer school program specifically for kids at charters. Students at quality charters such as Success outperform their peers on measurements including standardized tests all the time, but they too suffered from the Covid lockdowns and time spent away from the physical classroom.

Now comes Summer Boost NYC, just for charter school kids and boasting a curriculum, for those who need it, crafted by a group led by a woman who created Success Academy’s THINK Literacy program. Great — those mostly minority students at Success outread their peers on the whole by a lot.

The investment by Bloomberg and other philanthropists will bring the program to 25,000 kids to start. Given the small share of students lucky enough to go to charter schools, that compares favorably to the 110,000 served by the city’s Summer Rising program in traditional schools. After the inevitable success of Summer Boost, we hope it can be expanded with an investment of taxpayer money. The people will get a much better return on investment than they do with most funds allocated by educrats. It’s great to see Adams, reformist Schools Chancellor David Banks, Success Academy and Bloomberg work together on something so promising. More like this, please.

Subway lifesavers Dear Editor: As Grand Knight of St. Anastasia Knights of Columbus in Douglaston, a group that has many transit employees, police and other public servants as members, I would like to praise and applaud the bravery of the MTA workers who rushed passengers to safety after a gunman opened fire on an N train in Brooklyn. Many were shot and more injured.

Train operator David Artis did what had to be done for his passengers on his train. Other MTA workers went above and beyond to help passengers in that day of terror to get to safety.

At a ceremony Mayor Adams honored Artis, conductor Raven Haynes, bus operator Parla Mejia, R train operator Joseph Franchi and conductor Dayron Williams with proclamations. Train operator Michael Catalano and conductor Willy Sanchez could not attend and were to receive theirs later. These men and women were rightly honored for stepping up to the plate to help the many that were hurting and needed to get to safety.

The alleged gunman, Frank James, must pay the price for this day of pain and terror. But these MTA workers are truly Good Samaritans who gave no regard for their own safety but the safety of others. Remember, it is the good of the many that outweighs the good of the one.

NY’s $220M Medicaid mistake Dear Editor: Omitting mayoral control of public schools from New York State’s budget was a mistake (“Control of schools left out of budget,” April 14). But a much bigger mistake was made by expanding Medicaid coverage to illegal immigrants. A budget provision allows up to 20,000 elderly residents living here illegally to apply for Medicaid, a public health program for needy people. (“NY’s $220M Medicaid for illegal migrants,” New York Post, April 12). Medicaid is largely funded by the federal government, with state and local governments contributing.

But federal law bans using federal dollars for illegal immigrants. New York must pay the total $220 million Medicaid cost to cover senior undocumented aliens. Applicants must only prove that they live in New York regard-

less of their length of residence, under the state Health Department’s Medicare eligibility criteria. “We should not be rewarding people who are not following the rules,” said Republican state Sen. George Borello.

He’s right, but “progressive” Democrats in Albany pushed this measure through to gain ethnic votes. They hoped to expand it beyond elderly residents to cover more of New York’s estimated 700,000 illegal residents of all ages, but budget considerations prevented that. The state’s Budget Division estimated a much higher cost than the Citizens Budget Commission (a public watchdog group) projected, based on extremely high enrollment assumptions. “As a result, we were only able to win this narrower proposal,” Assembly Health Committee Chairman Richard Gottfried told the Post. That does not mean they won’t try to expand this coverage in the future.

Perhaps Mr. Haber forgot the torment that the Democrats put nominees Clarence Thomas, Brett Kavanaugh and Amy Coney Barrett through. Trump’s chief of scam Dear Editor: On Sept. 19, 2020, about three weeks before North Carolina’s voter-registration deadline for the general election, Mark Meadows filed his paperwork. On a line that asks “where you physically live,” he wrote down the address of a 14-by-62-foot mobile home in Scaly Mountain, NC. He listed his move-in date for this address as the following day, Sept. 20.

He never moved in. Meadows does not own this property and never has. He lives in Virginia.

It’s a federal crime to provide false information to register to vote in a federal election.

Crystal Mason was sentenced to five years in prison for casting a provisional ballot in the 2016 election while on supervised release for a conviction of tax fraud. After discovering she was not on the voter roll, Mason submitted a provisional ballot in that year’s presidential election on the advice of a poll worker. Because she was still on supervised release, she was not eligible to participate in elections and her vote was rejected. Throughout the case, Mason has said she had no idea she was ineligible to vote under Texas law and wouldn’t have knowingly risked her freedom.

Crystal Mason didn’t know she was breaking the law. Mark Meadows knew exactly what he was doing. Crystal Mason was a tax preparer. Mark Meadows was President Trump’s chief of staff. Chief of staff to the president!

After Trump lost the election, Meadows was one of the most influential Republicans claiming without factual evidence that widespread voter fraud had taken place. He was right. He’s guilty of it. Raise your hand if you think he’ll ever do a day in prison. Can you say “double standard”? GOP hypocrisy at its most disgusting best.

Dear Editor: In 1969, my dad, Norman Fisher, closed his men’s retail store, Fisher’s Men’s Shop, on Grand Avenue, in Maspeth, for the last time.

He then rented the building to a young man who had graduated Grover Cleveland High School in Ridgewood and was operating a small photography studio on Liberty Avenue in Jamaica.

Walter Gill proved to be a successful entrepreneur. He was driven, a tireless worker, and spent long hours transforming the old men’s clothing store into a new photography studio he named Liberty Art Studio, giving continuity to his first venture. He was a smart businessman, hiring a group of photographers so that he could cover multiple events, mostly weddings, simultaneously.

He used to have wedding parties come to the studio. With each bridal party ushered in, the repetitive setup became a bit boring. To liven the mood, as soon as the photographer changed rolls of film, Walter would feign anger, saying, “This is a ‘color’ job, ‘not black and white’!” Everyone who was already in on the joke would watch the bride’s face, waiting to see it blanch as the implication dawned on her. It was great fun.

I worked at the studio during the summer of ’70 between semesters. Walter was a wonderful boss and mentor and taught me a lot about photography. He also gave me the task of designing and building his outdoor studio.

Walter’s business grew and he ultimately opened his own photography lab in Woodside.

He serviced not only his own studio, but others throughout Queens. He finally retired a few years back, but countless couples from various neighborhoods have had their precious photos either taken by or printed by Walter Gill over many years. Every June 26, my wife and I take out our wedding album and relive our wedding in 1976.

Unfortunately, this April 6, Walter passed away. Walter Gill’s contribution to our community, though, lives on.

If anything, these behaviors prove that the real party of racism is the Democrats.

Casino at Willets Point on the table Lobbyists made strong push as state budget was finalized

Issues like bail reform and mayoral control made headlines in recent weeks as Albany struggled to come to an agreement on the state’s budget for fiscal year 2023. But among the final details to be decided upon were the nuts and bolts of downstate casino license applications.

As the budget makes clear what will be required of an applicant, it seems that the looming possibility of a casino at Willets Point is very much on the table.

The fight for downstate casinos reached a milestone in 2013, when New York state voters approved a constitutional amendment to allow for seven casinos to be built statewide. Only three of those, however, could be built downstate, and they could not be built until 2023.

As the end date for that moratorium nears, discussions of where a casino could be built have increased. Richards’ office shared similar thoughts. “As anyone who approaches Borough President Richards to discuss the future of Queens will learn, conversations will always center around responsible growth, including at Willets Point, where he was proud to break ground last summer on a critical environmental cleanup project allowing for later development at the site,” a spokesperson for Richards said. “The Borough President is also adamant that development projects slated for any location within The World’s Borough include both a robust community engagement process and tangible community deliverables that benefit the surrounding neighborhood.” Rosenthal and Aubry could not be reached for comment.

Addabbo and Gianaris were also involved in those discussions. All of those electeds met with New Green Willets lobbyists about A9009/S8008, the section of the state budget which initially included stipulations about downstate casino licenses.

The final version of the state budget notes that, among other things, that a casino license applicant must submit its construction plan for the area and the surrounding infrastructure with its application. Further, it says that the Gaming Commission will determine the stage of construction at which the facility may open — but the permanent casino area and other nongaming amenities must be complete.

Meanwhile, among the qualifications for an application to be approved are how it would impact the area economically and how accessible the site’s location is. It also considers whether the applicant “demonstrat[es] the ability to fully finance the gaming facility.”

But Las Vegas Sands — a Queens Chamber of Commerce member, according to President and CEO Tom Grech — is not turned off by any of those requirements: According to Addabbo, the company has told the Gaming Commission that it is “willing to pay the state up front.” Plus, the company said in its RFI response that it was “prepared to spend considerable resources on the site design and entitlement prior to the determination of licensing by the state.”

Public opinion would be taken into account.

The budget says that, upon an application’s submission, a community advisory committee would be established, its six members being appointed by the district’s councilmember, state senator and assemblymember, the borough president and the mayor. The committee’s meetings would be open to the public. The application would require a two-thirds majority in favor to go forward, after which it would be determined whether the proposal follows state and local zoning regulations. All of those proposed in New York City are subject to the Uniform Land Use Review Procedure, the determination of which the mayor cannot override.

Even as other locations have been rumored as possible sites, Willets Point is by no means off the table. Asked for whether he thinks a Willets Point casino is likely, Grech told the Q Chronicle, “I think it’s quite possible.”

Adams pledges $11M for street sweeping

After calls for more DSNY funding, alternate side parking to return

Mayor Adams announced Monday that he will allocate $11 million to street-cleaning efforts in his executive budget plan, which he will release later this month.

“We’re no longer just going to talk about cleaning up our streets or taking steps to fight climate change, but we’re going to actually put real money behind these initiatives and lead by example here in New York City,” Adams stated.

Specifically, that funding will be used to reinstate alternate side parking, which had been reduced due to the pandemic. That is set to go back into effect July 5.

The monies will also cover additional equipment and personnel for sweeping protected bike lanes and “other narrow infrastructure,” a statement from the Mayor’s Office says.

Ten devices, called Micromobility Operations Machines, or “MOMs,” are set to be piloted this summer, and the DSNY will have “several dozen” of them “in different sizes” by the end of 2023, the statement says.

According to a spokesperson from the Mayor’s Office, the funding will allow for 60 new hires citywide.

Among the mayor’s fiercest critics on that was Councilmember Sandy Nurse (D-Brooklyn), who chairs the Committee on Sanitation and Waste Management. Nurse applauded Monday’s announcement.

Asked what changed Adams’ mind, a spokesperson for the mayor said via email, “The mayor implemented a 3% P[rogram to] E[liminate the]G[ap] for nearly every city agency, including DSNY, in his FY23 Preliminary Budget. This PEG helped achieve nearly $2 billion in savings without reducing services, and was key to closing a $2.9B budget gap.”

Borough President Donovan Richards had also voiced his concern about the lack of funding for DSNY. He was pleased by Monday’s announcement.

On the trail of a killer in Forest Hills Police focusing on Orsolya Gaal’s movements in hours before her death

The mystery surrounding the murder of a Forest Hills mother of two has only deepened since her body was discovered in a duffle bag on the side of the road Saturday morning.

Police have been using neighborhood security cameras, cell phone data, bank card records and eyewitness accounts to determine Orsolya Gaal’s whereabouts and movements in the hours before her killer stabbed her nearly five dozen times in her Juno Street home in the early morning hours of Saturday.

The NYPD is offering a reward of up to $3,500 for information on the case.

Gaal was found inside a sports equipment bag later that morning on Metropolitan Avenue in Kew Gardens.

According to the NYPD, a 911 caller reported at 8:11 a.m. a suspicious bag with blood on it at Metropolitan and Forest Park Drive just off of the Jackie Robinson Parkway.

Gaal was declared dead at the scene by EMS personnel. A blood trail led back to her home, according to media reports.

The cause of death was the nearly 60 stab wounds to her throat and abdomen. She

apparently fought her killer, as evidenced by defensive wounds on one hand and forearm reported by multiple print and broadcast outlets.

Gaal’s husband, Howard Klein, and their elder son, 17, reportedly were visiting the West Coast when the crime occurred. Their younger son, 13, was at home and was questioned by police and then released, media reports said.

The New York Post and other media quoted police sources as saying they are looking for a man whom they call a person of interest, a man with whom Gaal may have had a romantic relationship.

Another report stated that the man may have known where the family kept a spare house key outside, and thus could have been able to enter the home without breaking in.

Police still had the home cordoned off with crime scene tape this week, with uniformed officers posted on the property.

“It’s just ter rible,” a neighbor, who declined to give her name, told the Chronicle Tuesday, before many of the details about a person of interest were made public.

‘Maspeth Minimum’ principal reassigned Mutakabbir to keep salary, benefits, contractual raises until retirement

Councilman Bob Holden (D-Middle Village) was responding on Twitter to a New York Post story reporting that Khurshid Abdul-Mutakabbir, the former principal at Maspeth High School, will remain on the city’s payroll at more than $187,000 until retirement despite findings of massive and prevalent academic fraud taking place during his tenure.

Abdul-Mutakabbir was temporar ily relieved of his duties as principal last July.

Investigations have found that his administration had a “no failure” policy that included teachers helping students with answers on Regents exams, artificial grade inflation and awarding students credit for classes not attended or in some cases not even held.

Troubled students were offered early graduation to move them on, and the school boasted a 98 percent graduation rate.

Parents and teachers called it “the Maspeth Minimum.”

Holden first went public with those allegations and others back in 2019 after sitting dow n with pa rents a nd school whistleblowers.

He has told the Chronicle on multiple occasions that he felt forced to go public only after bringing the problems to the personal attention of former Mayor Bill de Blasio and then-Schools Chancellor Richard Carranza and allegedly having his concerns ignored.

Mutakabbir was suspended without pay between last July 8 and Feb. 1 while his case

made its way through channels. He has been assigned to the Absent Teacher Reserve Pool as a principal and still will receive all contractual raises and benefits.

Department of Education officials declined multiple requests to speak on the phone for this story. The DOE released two statements that did not specifically address most of the questions requested in an email, including a

request for comment as to how the public, students or bad actors within the school system can take threats of discipline seriously.

“I cannot comment on individual cases,” said Schools Chancellor David Banks, who took over in January.

“When I see evidence of egregious actions amongst a small number of individuals in our schools, we will move aggressively and expeditiously to remove those people from our schools and payroll permanently,” he said. “We seek the best outcome for students and taxpayers, but we do not control the ultimate outcome of these cases.”

“We hold our educators and school leaders to high ethical standards, and when allegations were made about staff at Maspeth we reported them for investigation,” said DOE spokesman Nathaniel Styer.

“As with any complex disciplinary case, it is critical that we not make public statements that prejudice the remaining cases, which can lead to undesired outcomes,” Styer added. “Two trials are ongoing, two cases have been settled, and two others were withdrawn or dismissed.”

Matters against two Maspeth High teachers accused along with Mutakabbir remain open. Two had charges withdrawn or dismissed by an arbitrator. Another has been Q reassigned to an unspecified office.

Foreclosures rise with moratorium end

The latest Property Shark report, which was released last week, revealed that since the eviction moratorium came to a close in January, first-time scheduled foreclosures and preforeclosures filings have steadily made a climb in Queens.

While Brooklyn has the most foreclosures and preforeclosures in the city the first quarter of 2022, the World’s Borough is not too far behind on both fronts.

Since the end of the moratorium, there have been 87 first-time foreclosures throughout the city and lis pendens, or preforeclosure filings, have jumped by 13 percent citywide compared to the first quarter in 2020.

In Queens, there were 31 foreclosures, most of which were in the 11434 ZIP Code, which encompasses parts or all of Hollis, Jamaica, St. Albans and South Jamaica. There were also 237 preforeclosure filings — a 54 percent increase from the first quarter 2020, according to the report. Brooklyn had 35 foreclosures and 530 lis pendens filed.

There were 12 foreclosures in Manhattan, nine in the Bronx and none in Staten Island, according to Property Shark. Respectively, they also had 32, 74 and 150 preforeclosures.

Year after year, the city has funded a multimillion-dollar Foreclosure Prevention Initiative, which remains in the current budget to provide assistance to distressed homeowners, she added.

“In its Preliminary Budget Response, the Council has also proposed a property tax rebate for homeowners, which would provide overdue relief,” said Adams. “These are priorities we support to keep New Yorkers in their homes during this crisis.”

“Government needs to work collaboratively to create more resources for working-class homeowners,” said Williams, who supports reinstating the moratorium as an immediate solution until a better plan is formed to tackle the problem.

“A long-term solution that I would propose is creating community land trusts. After the initial cheers, a hush fell over the crowd — perhaps out of awe, perhaps out of a need to take photos, or some combination of the two. Legendary Mets radio commentator Howie Rose, who, fittingly, emceed the ceremony, took note.

The New York Mets’ home opener Friday was one for the history books as the team unveiled its new statue of Hall of Fame pitcher Tom Seaver, but the fun didn’t end there.

Home energy $avings site Residents can find ways to save on heating and cooling through a new website the New York State Energy Research and Development Authority launched last Thursday.

The site, energyadvisor.ny.gov, is designed to streamline the awareness of and access to clean-energy programs and energy assistance for low- to moderateincome households.

It walks users through a series of questions, starting with whether they own, rent or manage a property. Next it asks which utility provides electricity to the property,

and how the home is heated. It asks users’ ZIP codes, monthly income, how many people live in their household and whether they already benefit from any energy assistance programs.

After that, it recommends the ones for which users may apply.

NYSERDA says that under the state Climate Act, Albany’s goal is to provide at least 35 percent, preferably 40 percent, of the benefits from clean energy investments to disadvantaged communities, “ensuring an equitable clean energy transiQ tion for all New Yorkers.”

Residents, civics say signal upgrades needed for pedestrian, biker safety

Sometimes, all you have to do is ask.

And while the city’s Department of Transportation is not making any guarantees, a spokesman on Tuesday said the DOT will consider reevaluating the large and convoluted intersection at Union Turnpike and Park Lane in Kew Gardens.

The intersection sits on the border with Forest Hills, and crosses over the Jackie Robinson Parkway. Complicating matters more is that the parkway runs between the east- and westbound lanes of Union Turnpike. And a hair to the south is the eastern terminus of Forest Park Drive.

James McClelland, district manager of Community Board 9, said the intersection is dangerous and needs upgrades, such as adjusted timing of traffic lights to allow pedestrians, cyclists, senior citizens and parents with strollers to cross more safely.

“The DOT came out in November and said no changes were needed,” McClelland said.

“We’re hoping maybe the new administration will come and take another look.” The district manager was heartened Tuesday to hear the text of an email from the DOT to the Chronicle on the matter.

“Intersection safety is a top priority at the DOT and we are working to explore other safety treatments for this location,” wrote spokesman Vincent Barone.

Maddy Farooqui of the Kew Gardens Civic Association said the group was successful some years ago at getting a traffic triangle created nearby at the intersection of Beverly Road and Park Lane South.

“After three people were killed in traffic accidents,” she said.

A bouquet of flowers was attached to a sign post at Beverly and Park Lane South last Thursday, something CB 9 member Kevin O’Leary said is there regularly.

Peter Scibelli, out on his bicycle, said whether he rides or walks his bike across Union Turnpike depends on things like traffic and time of day.

“And I don’t even bother trying [riding across] on Fridays or in rush hours,” he Q said.

Jean Hahn, head of Queens Parents United and a member of PLACE NYC, was glad to see key elements in place, including keeping the G&T classrooms intact and also the promise of teacher development, which she said has “fallen apart over the years.” Deputy Chancellor Carolyn Quintana touched on that in the press conference, saying the DOE found inconsistent training and is looking to provide a consistent curriculum.

“I personally think that there’s not enough seats that they’re offering,” added Hahn, of Rego Park. “I think that the program really needs to be doubled,” in order to meet national standards, she said.

Community Education Council 30 President Deborah Alexander said in a statement that she is in favor of the expansion model that “provides the appropriate educational environment for children but has been systematically stripped away from so many communities, rendering high-achieving kids — particularly kids of color — unidentified and underserved,” as well as the training and re-training of teachers.

“Children with accelerated academic capabilities often have specific and challeng-

ing social-emotional issues that can be misunderstood and go undiagnosed because they happen to be academically strong. This includes but is not limited to the twiceexceptional child,” Alexander said, referring to gifted children who have some form of disability, and are often denied services.

Jenn Choi, a special education parent advocate from Woodside, also worries about those students and the criteria for kids applying in third grade, the age at which students are often diagnosed with dyslexia.

“What my concern right now, given the news, is are these new methods of admissions going to be fair to students with disabilities?” she said.

The top 10 percent of second-graders will be invited to apply and their ELA grades will be among the top four grades considered, which Choi finds worrisome.

“If they’re going to identify people based on their ELA grades, then I’m very worried that students with dyslexia will be automatically taken out of this equation,” she said, adding that students in that population are found to have very high intelligence.

“Oftentimes gifted and talented programs in some way or another hurt students with disabilities,” Choi added, noting that she did not hear of any DOE engagement with special education communities.

“The audience is a little more appreciative and they’re coming to hear opinions and thoughts and views that may not line up with theirs. But I think they’re open to it, as long as you are honest and authentic. I think they pick up on your personality. I’m looking forward to this show.”

So is Fisch, the Boston native who lived in Astoria for 17 years before a recent move to New Jersey. Fisch also said he is looking forward to coming back to Queens.

“I think audiences are totally hungry for live

comedy,” he said.

He also was on “Last Comic Standing” and has worked at the Great American Comedy Festival and the Just For Laughs Festival in Montreal. He is in the select group to perform on “The Late Show” when hosted by both David Letterman and Stephen Colbert.

A guy from Boston and a guy from Philadel-phia walk into a show and leave the audiencee laughing and wanting more.

For Jon Fisch and Monroe Martin, veterans off the New York comedy scene, that’s the gamee plan for April 30 as they perform at Comedyy Night 2022 hosted by Commonpoint Central al Queens in Forest Hills.

Both comics told the Chronicle that they hadd to make adjustments during the height of the pandemic, but that there is nothing quite like a live audience ready to be entertained.

John Joseph Keeshan of Roscrea, in Ireland’s County Tipperary, arrived in New York City on Sept. 9, 1908 at age 20. He was granted naturalized citizenship in 1912 and on May 17, 1915 married 18-year-old Margaret Conroy. Coming from Roscrea, a market town, he entered the grocery business and prospered.

Four children, John Jr., William, Robert and Catherine, followed. The family moved to Forest Hills when Keeshan was appointed manager of a Reeves Supermarket on Continental Avenue. They lived at 66-23 Booth St., then Forest Hills and now part of Rego Park. Robert graduated Forest Hills High School in 1945 and went on to Fordham University and the Marine Corps Reserve.

In 1947 he entered the new medium of television on the “Howdy Doody” show, as Clarabell, the clown who was mute and communicated with a horn. He got lots of laughs when he sprayed Buffalo Bob Smith, the star, with a seltzer bottle. He married Anne Jeanne Laurie, the daughter of an undertaker from the Bronx in December 1950. He got

his own show, “Time For Fun,” in 1953.

Then CBS hired him in October 1955 for a new concept show called “Captain Kangaroo.” A pleasant-looking man with an unshakable calm, he continued on the show until his contract ran out in December 1984, just a little short of 30 years on the air. He spent the last 14 years of his life in Norwich, Vt., passing away at age 76 on Jan. 23, 2004, Q and is buried on Long Island.

Queens has a rich history of cinematography, with many films spotlighting landmarks of the World’s Borough and others disguising places like Ridgewood, where historic facades can evoke a variety of bygone periods and neighborhoods.

“I think that Queens doesn’t have nearly the cool imprimatur as Brooklyn or Manhattan and yet the history of filmmaking in Queens probably goes further back and is more voluminous than the other boroughs because of the studios, in addition to the exteriors,” said Eric Hynes, curator of film at the Museum of the Moving Image, which sits on the former Astoria Studios complex, the original home of Paramount Studios.

Queens on Screen, a new monthly series started in the pandemic and previously held outdoors, is coming home to MoMI’s Redstone Theater for the first time this month.

From silent films of the 1920s, to featurelength films to shorts produced by local filmmakers, the series aims to represent the vibrancy of filmmaking here.

The first screening will be of Alfred Hitchcock’s “The Wrong Man” from 1956, inspired by the true story of Queens jazz musician Manny Balestrero, who was wrongly arrested for theft, and largely set in

After the April 30 showing will be a presentation from writer and editor Cosmo Bjorkenheim, similarly titled “Queens on Screens,” which covers Queens landmarks portrayed in movies and broader city history.

The Hell Gate Bridge, for instance, is seen in the 1947 film noir “Kiss of Death” but also in “Second Act,” a 2018 romcom where Jennifer Lopez’s character sits below it after a jog.

Bjorkenheim will supplement those facts with the tale of a Revolutionary War ship

carrying British Army payroll in gold coins and 80 American prisoners that reportedly sank below the Hell Gate in 1780.

“I hope that it appeals to people from Queens, people who live or have lived in Queens, because it’s nice to see familiar things in unfamiliar contexts,” explained Bjorkenheim, who lived in Ridgewood for a time. “I also hope that it appeals to film buffs and I think it should appeal to all New Yorkers because there are themes that run through the presentation that have to do with the history of the city as a whole and Queens as an important part of New York.”

Although he focuses on fiction, the films have unavoidable documentary qualities because they serve as a portrait of the places and times in which they were filmed.

Queens, he said, takes on a variety of personas throughout the decades in films. In “The Wrong Man,” Jackson Heights serves as the workaday commuter town where Manny Balestrero is trying to build a modest, decent life, but in “Men in Black,” it represents the less glamorous side of New York City as the first earthly place seen by extraterrestrials. In “Coming to America,” which will be screened at MoMI on May 15, Eddie Murphy’s character naively lands in Queens to seek his queen and finds her at a fastfood restaurant.

Hynes notes that it is the broad diversity of the borough that makes it a haven for filmmakers of all kinds, including the diversity in culture but also geography and typography.

“It’s a car culture as much as it is a subway culture,” he said. “It’s a place where there are sporting events. At the same time, there’s a density of housing projects ... I think that it’s hard to beat in terms of all the sorts of locations you could possibly ask for that are here in Queens.”

In his presentation, Bjorkenheim will touch on “Roxanne Roxanne,” a 2017 Netflix film that tells the story of fierce battle emcee Roxanne Shanté who grew up in the Queensbridge Houses in the 1980s, and the 1998 film “Belly” from director Hype Williams starring rappers Nas and DMX, where their stomping grounds include Jamaica Estates, South Jamaica and St. Albans.

Hynes said he is excited for the Queens on Screen series to take off and that the museum has a running list of hundreds of films it hopes to show and that can be complemented with presentations like Bjorkenheim’s, question-and-answer sessions with local filmmakers, music, dance and more.

“It helped me appreciate it more when I got back into it,” Fisch said, though there was a brief trade-off. Comics, he said, like musicians, need the almost daily practice of their craft to stay sharp.

“After a few days, you can forget a word or two,” he said. “When you work regularly, you don’t forget what’s next [in a routine].”

Like most New York-based comics, the two have worked together before.

“I’m part of the audience when Monroe’s performing,” Fisch said.

Martin acknowledges that people who have seen him only on commercial television could be surprised by some of his darker material, such as that inspired by growing up in a series of foster homes.

“Absolutely! That’s the fun part,” he said.

“Then they go, ‘Oh, wow!’ It’s more than just the clip they saw online. A person has depth and layers. Some of them appreciate it.”

And, of course, live shows lend themselves more to the language a comic might tend to use when discussing such topics.

Don’t judge Judge

One of the big questions going into the 2022 season was “Will Aaron Judge sign a long-term contract with the New York Yankees, or will he test free agency waters at season’s end?” Judge made it clear he did not want to negotiate a new pact during the season.

Yankees general manager Brian Cashman made public the Yankees’ offer, which would pay Judge $30.5 million per year for seven years.

Judge, however, turned it down. As you can guess, his decision did not endear himself to Bronx Bombers fans.

Judge is betting on having a big year. Michael Conforto made a similar bet on himself last year when he rejected the Mets’ reported five-year contract, which would have paid him $20 million per year. Conforto had a putrid 2021 season and is currently unemployed.

While all of us would jump at the compensation Judge was offered, I can see his viewpoint.

He is the face of the Yankees. As talented as Anthony Rizzo and DJ LeMahieu are, few buy tickets to see them play. They do buy tickets to see No. 99 bash home runs. Yankees patrons also buy plenty of Judge-themed merchandise.

My guess is the Yankees have the highest asset value of any professional sports franchise in the world. Their brand has always been to obtain the best players no matter what the price. Judge

knows this as well. He must grimace knowing his teammate, pitcher Gerrit Cole, earns $36 million per year. Across the RFK Bridge, two Mets, Francisco Lindor and Max Scherzer, are earning way more than what Cashman was proposing.

What may hurt Judge’s value is the rumor he has not been vaccinated against Covid-19. We will find out on May 2 when the Yankees take on the Blue Jays in Toronto. Canada’s largest city does not permit unvaccinated athletes to play within its borders. The Blue Jays may be the toughest divisional opponent for the Yankees. It will be a major drawback if he can’t play.

WNBA Commissioner Cathy Engelbert met with the media before the start of the WNBA Draft which was held in Tribeca last Monday.

She admitted her frustrations with the Russian government imprisoning one of the WNBA’s biggest stars, Britney Griner, on drug charges.

Griner’s detention has not given Engelbert pause about her league’s best players going overseas to play during the winter where they are paid a lot more than they are here. “It’s the best way to grow our game,” she said.

She danced around my question of whether she foresaw a financial model in which WNBA teams could be profitable and generate positive cash flow with players earning enough to feel Q they don’t have to play in Europe.
