SCOTUS upholds birthright citizenship Queens pols praise decision as Trump calls on Congress for legislation

T

he U.S. Supreme Court on Tuesday upheld birthright citizenship, striking down President Trump’s Executive Order 14160, which attempted to end it for children born in the United States to parents who are undocumented or on temporary visas. It was a 6-3 vote.

Chief Justice John Roberts in the written decision said that “the Framers of the Fourteenth Amendment extended that promise to ‘every freeborn person in this land.’ We keep that promise today.”

The president, on his social media platform Truth Social, said the decision was “too bad for our Country,” adding that Congress should pass legislation that would end “expensive and unfair” birthright citizenship.

Gov. Hochul was among the first New York politicians to react to the ruling.

“I am hear tened to see the Supreme Court’s decision rejecting the Trump administration’s cruel attack on birthright citizenship,” Hochul wrote on X. “For generations, immigrants have come to New

York in search of freedom and opportunity, helping build the strongest, most vibrant state in the nation.

The Statue of Liberty stands proudly in our harbor, and New York will always stand with those seeking the promise of America.”

Mayor Mamdani in a statement said, “Today’s Supreme Court ruling affirms a promise that was written into our Constitution more than 150 years ago: if you are born on American soil, you are an American citizen, no matter the color of your skin, where your parents were born, how you worship, or the language you speak at home. This should never have been in doubt.”

Sen. Kirsten Gillibrand (D-NY) in a statement also praised the decision.

“The president tried to rewrite the Constitution with the stroke of a pen,” Gillibrand said. “The Court told him he could not. Had this order taken effect, children born in our hospitals, in our communities, and on our soil could have been denied the basic recognition of their citizenship in the only country they have ever known.

The principle the Court upheld today is simple and it is sacred.”

The Supreme Cour t on June 30 struck down President Trump’s executive order that attempted to end birthright citizenship for children born in the U.S. to undocumented parents.

At home in Queens, among the most diverse places in the country, politicians lauded the decision.

“If you are born in America, you are an American,” U.S. Rep. Grace Meng (D-Bayside) said. “This is a victor y for immigrant families across our nation who came to the United States in search of a better

life and brighter future.”

U.S. Rep. Tom Suozzi (D-Nassau, Queens) said, “Thank God the Supreme Court affirmed birthright citizenship,” and called on Trump and Congress to work together to “secure our border, repair our broken asylum system, and provide a path to legal status for the millions of people who have lived here for decades, working hard and contributing to their communities.”

U.S. Rep. Greg Meeks (D-Jamaica) on X said, “Donald Trump is not a king, and the Constitution does not bend to his will. His scheme to end birthright citizenship and redefine who gets to be an American just failed, and rightfully so. Born here means belonging here.”

State Sen. John Liu (D-Bayside) called Trump’s executive order divisive, adding, “For generations, birthright citizenship has given countless immigrant families, including New York’s fastest-growing Asian American community, peace of mind knowing their children will unquestionably belong to this country. This is a welcome and desperately needed victory for all immigrants across the

country that quells some of the White House’s dangerous anti-immigrant rhetoric and comes as a fitting reminder of what truly makes America great as our country marks its 250th anniversary.”

Assemblymember Jessica Gonzalez-Rojas (D-East Elmhurst) said,” As the daughter of an immigrant and a member of the Assembly’s Task Force on New Americans, I know that birthright citizenship is more than a legal principle—it is a recognition that every child belongs, and deserves the opportunity to thrive.

We remain committed to defending immigrant families and ensuring that New York continues to be a place where all people are welcomed, protected and valued.”

Councilmember Shekar Krishnan (D-Jackson Heights) said the Supreme Court “confirmed what we al ready k new — Tr u mp’s attempt to end birthright citizenship is unconstitutional. While this is a victory, Trump’s attacks on our immigrant communities continue.

Religious statues stolen in OZP, HB Police are investigating the incidents as hate crimes, no arrests yet made

“Anyone who commits crimes targeting houses of worship or sacred religious symbols will be prosecuted to the fullest extent of the law,” Ariola said.

Phyllis Inserillo, co-president of the Howard Beach Lindenwood Civic, said the thefts are disheartening and feel like an attack on the community’s faith.

“We’re expecting the police to do a full investigation,” she said, also calling for action from religious leaders. “I want to make sure the Diocese and Bishop Brennan are taking this seriously.”

A spokesperson for the Diocese of Brooklyn, which also serves Queens, condemned

the thefts in a statement to the Chronicle.

“It is disturbing to learn of this string of thefts of religious statues,” the spokesperson said. “Such acts of vandalism raise serious concerns about religious intolerance in a nation that promises freedom of religion to all. We hope these statues will be returned because to these Catholic families they are not simply statues, but meaningful symbols of faith and devotion.”

LLC purchases three W’haven properties

The empty storefront that once housed Scaturro Supermarket was recently purchased, according to city Department of Finance records, along with two other neighboring properties.

All three premises, 84-39 Jamaica Ave., 84-45 Jamaica Ave. and 86-26 85 St., were sold for $4.5 million by Charles Scaturro to Bhuhini Realty, LLC, according to the deed, dated June 3.

The lot at 84-39 is the former supermarket, while 84-45 was once a photography business. Both are three stories and mixed use, with residential units above the com-

mercial space. The property on 85th Street is a parking facility located behind the two stores.

The locations are just steps away from the J/Z train station.

No construction permits or zoning applications had been filed as of publication, per city databases.

Bhuhini Realty, LLC was unable to be reached for comment. State records show it was established on Feb. 3 and is based in Albertson, LI. The lawyer listed on city documents for Bhuhini Realty did not respond to a request for comment before the Chronicle’s Q publication deadline.

Two storefronts — 84-39 and 84-45 Jamaica Ave. — and a neighboring parking facility were recently sold to Bhuhini Realty, LLC, by Charles Scaturro, according to city Department of Finance records.

Mayor, city sued on e-bike enforcement Critics say ban on criminal summonses flouts city, state laws; increases risks

Back in March, Mayor Mamdani ordered an end to the NYPD’s policy of issuing criminal summonses for e-bike operators committing traffic violations.

Last week two Queens residents and Councilman Frank Morano (R-Staten Island) were among nine city dwellers filing a lawsuit against the mayor and the city to reverse the order, citing public safety concerns.

The 34-page complaint, filed on June 24 in state Supreme Court in Staten Island, claims that Mamdani’s order nullifies laws passed by the City Council and state Legislature, and “has upended all rational expectations of safety.”

ily.” She was released late the next day. It was May 17 when she called the 102nd Precinct to report the crash. Sheer said the woman answering the phone asked why she didn’t call 911 right off.

“I said I was injured and bleeding, holding my dogs on a leash. I didn’t know if they were hurt. I couldn’t be calling 911. That was the responsibility of the person who hit me.”

Sheer eventually did get an officer to take her report.

“I’m like a Rottweiler with a bone on this,” she said. “I’m not letting go ... If you don’t file a report, it didn’t happen.”

She said staffers at the office of state Sen. Leroy Comrie (D-St. Albans) have helped her follow her paperwork through the process.

Sheer said while the physical injuries are healing well, the psychological trauma takes longer.

“I’m doing a lot of things different,” she said.

“I bought a reflective vest that shines brightly in the dark. I bought reflective tape and wrapped it around the dogs’ leashes and harnesses. Now, before I come out of my building, I look both ways like I’m crossing the street, because I want to see if any e-bikes are coming up on the sidewalk.

“One time I walked into the street. The cars had stopped. And a scooter zooms right through the red light, almost hitting me.

“This was in the street. You’re not safe anywhere. You’re not safe on the sidewalk. Nor safe in the pedestrian crossing. It’s ridiculous.”

Schroeder and other speakers last week called for the passage of Priscilla’s Law, named for Priscilla Loke, 69, who was killed by an e-bike rider in 2023. Assembly version 339a is sponsored by Assemblywoman Jenifer Rajkumar (D-Woodhaven) with co-sponsors including Assemblyman David Weprin (D-Fresh Meadows). Senate bill 2599a is sponsored by Sen. Joe Addabbo Jr. (D-Woodhaven).

The city has cited data from Bellevue Hospital in Manhattan and NYC Health + Hospitals which it says aligns closely with its own data and reinforces the importance of its Vision Zero work and building safe streets, including updates to its bike lane designs and signal upgrades.

The NYPD says it has significantly expanded enforcement efforts targeting illegal and reckless two-wheeled motorized devices, with moped and motorcycle seizures up by 6 percent year to date; and more enforcement targeting ghost plates, unregistered vehicles, illegal motorized scooters, reckless operation, sidewalk riding and repeat offenders operating with impunity.

Morano, speaking last week, focused on the assertion that Mamdani’s order amounts to a refusal to enforce existing state and city traffic laws.

“This lawsuit really has very little to do with e-bikes,” he said. “This is about whether the law means what it says. It the mayor doesn’t like the law the answer is to change it, not pretend it doesn’t exist. Go to the City Council. Go to the Legislature. Make your case. Build a coalition.

End of TPS for Haiti, Syria outrages pols They say those countries remain unsafe, as Mullin defends decision

Lawmakers in and beyond Queens are denouncing the Supreme Court’s June 25 decision upholding the Trump administration’s termination of Temporary Protected Status for immigrants from Haiti and Syria.

TPS lets certain nationals from countries facing extraordinary conditions — such as war or natural disasters — live and work in the United States without the threat of deportation, even without other lawful immigration status.

Haiti had received the designation in 2010 after a devastating earthquake killed hundreds of thousands of people, and Syria in 2012 for conditions under its dictatorial regime.

Last year, former Department of Homeland Security Secretary Kristi Noem determined that Haiti and Syria no longer met the statutory requirements for TPS. That makes former recipients eligible for repatriation.

But multiple lawmakers maintain that those countries are still not safe.

“Conditions in both countries are dangerous and TPS allows them not only to be safe, but also work here legally and contribute to our economy,” U.S. Rep. Greg Meeks (D-Jamaica) said on social media. “The fight doesn’t end here, because America is strongest when we stand for humanity.”

Further north, in AD 38, where Orkin beat incumbent Assemblymember Jenifer Rajkumar (D-Woodhaven), there are 39,581 active registered Democrat voters. Only 6,415 of them cast a ballot, per preliminary data, and 3,722 of those votes were for Orkin.

Rajkumar secured more votes than Orkin almost everywhere throughout the district — except for Ridgewood and a piece of Glendale.

Of the 54 elections districts in AD 38, Rajkumar only lost four outside of Ridgewood and Glendale.

Woodhaven and Ozone Park, as well as the district’s portions of South Richmond Hill and South Ozone Park, showed support for the incumbent, but the turnout there was lower overall compared to other parts of the district.

Rajkumar, a Woodhaven resident, fared best in a section of that neighborhood, with 97 votes to Orkin’s 47 in ED 32.

Orkin managed to best Rajkumar in ED 23, 25 and 26 in Richmond Hill, and ED 36 in South Ozone Park.

Ridgewood was another story altogether.

Nicknamed by some as a part of the “Commie Corridor,” the neighborhood showed vast support for the Democratic Socialists of America affiliated nominee, with more than 1,500 votes in that neighborhood.

In ED 4, Orkin garnered 253 votes to Rajkumar’s 49. In ED 1, it was 240 votes to 78.

Orkin won the Glendale districts that are directly neighboring Ridgewood but barely snagged ED 15 in Glendale, with 74 votes to Rajkumar’s 65.

But in EDs 11 and 14, further west in Glendale, Rajkumar eked out the majority, with 52 Q to 41 votes and 62 to 60, respectively.

he city just enacted another massive budget, totaling $125.8 billion, which is nearly $10 billion more than last year, an 8.5 percent increase, and 50 percent larger than it was 10 years ago, not accounting for inflation.

The fiscal 2027 spending plan is larger than those of most states, including several with populations greater than New York City’s.

But that is not enough for members of the City Council’s Progressive Caucus who, as City & State reported, boycotted the budget photo op headed by Mayor Mamdani and Speaker Julie Menin. They apparently are not satisfied with the $175 million funding increase for the housing voucher program known as CityFHEPS that the mayor agreed to — even though the lawmaker behind the subsidies says the money marks “a historic win” and “a turning point in our city’s approach to homelessness.” The program cost $26 million when it began in 2019 and now will hit $2 billion.

The progressives had held up the budget until CityFHEPS got more money. It’s ironic that the

democratic socialist mayor was the one trying to show some restraint on spending when it comes to the housing vouchers, and it was the Council that wanted more. Meanwhile, the Democratic Socialists of America insisted the mayor not agree to hire the 580 more police officers that NYPD Commissioner Jessica Tisch wanted. First he wasn’t going to hire them, then he was, but in the end he won’t.

The leftist members of the Council should be happy they got so much of what they wanted.

Lest we forget, the city’s initial budget plan had a shortfall in the billions, which only was closed when Gov. Hochul and the state Legislature found new money in their coffers to send to the city. New money taken from the taxpayers, of course. And Hochul agreed to a new city tax on luxury second homes, which officials estimate will bring in about $500 million more a year. We’ll see if that’s true.

The spending never slows, and the taxpayers keep coming through for both Albany and City Hall, but it will never be enough for some people.

We still advise fiscal caution, nonetheless.

Dear Editor: The writer of the May 21 editorial “Class size law delay needed” objected to reducing class size in schools. Accordingly: “The teachers’ union loves the class size law because it requires so many more hires, and therefore more dues and more political power ...”

First, are you an educator, especially in a (New York City) public school? Do you ever volunteer in a local classroom to get real life, hands-on experience about implementing current curriculum in schools? Also, don’t you think any recent graduate, probably saddled with student loans, wouldn’t hope there would be jobs available in the field? NYS requires both a bachelor’s and master’s degree in order to obtain a permanent teaching license. How should one repay that, without a job?

There are numerous differences in expectations and a teacher’s workload in the “modern” world! Curriculum is more individualized, so teachers must plan in more depth, for all these children. Often the classwork, and the state tests, are mostly open-ended, with students expected to write out answers in long paragraphs or essays. Teachers must read and grade all these papers, for countless hours.

Then, too, there are immigrants unfamiliar with English! Often, they’re also not literate in their native language (usually Spanish).

In smaller classes, educators could devote more time and attention to students. Potential problems could be recognized earlier, fostering an environment of positive learning experiences, and greater success. Then, instead of students getting ignored or left behind, our schools would potentially graduate the majority, and turn out high-achieving, competent citizens.

Isn’t that what we all want at the end of the day?

It’s not about the unions; it’s about the humans!

• Beware of heat exhaustion symptoms such as heavy sweating, paleness, muscle cramps, dizziness and nausea.

• Check in on your neighbors.

One district in particular, District 38 in Woodhaven, garnered a huge following for Assemblywoman Jenifer Rajkumar, known throughout the borough as the Lady in Red. She is well respected and always displayed a strong sense of commitment to her community and the surrounding areas.

Sadly, as is the situation with most primary elections, a fraction of voters participated in what makes up the end results. Those who promote democracy, regardless of party, will not be supported by a new candidate who rallies under various political promises he or she knows little about — until being told the party line.

Assemblywoman Rajkumar attended all the local memorial ceremonies throughout her tenure without touting her affiliation for personal gain. When the 2026 election cycle comes to a close this November, individuals no matter their party affiliation should be considered on merit and whether they give priority to the people of every district. That’s without relying upon any association with an administration at City Hall or in Albany that is hell-bent on destroying the culture of a unified state. Thanks to the Lady in

popularizer (who lived in Queens) is buried in a unmarked grave, and the black stable hands who coined the term have never been honored.

Dear Editor: It’s been almost a year since my local Q60 bus stop, at Queens Boulevard and 67th Road, was deactivated; ever since, I’ve been complaining about that and other Q60 route idiosyncrasies in this newspaper (the Chronicle’s editors must dread seeing my name on an incoming email [Not at all; we appreciate them! — Ed.]).

My latest cavil: my defunct bus stop has now become a bevy of Citi bicycles (25, to be exact).

Were these bikes the reason my bus stop was nullified? Perhaps, perhaps not; but the fact remains that the bicycle cluster does nothing to help the elderly — and I suspect that there are more older folks in this neighborhood than bicycling young people. One other point that’s been stoking my already-too-high suspiciousness: Within two blocks of the Queens Boulevard-67th Road bicycles are three other justinstalled assemblages of Citi Bikes.

Dear Editor: On May 28, the mayor appointed a “Commission on Government Efficiency, COGE, a Charter Revision Commission tasked with changing the NYC Charter to make City government work better for New Yorkers.”

This presents an opportunity to present changes previously advanced by Queens Community Board 13 to recommend improvements in NYC governance with respect to land use, budget and delivery of city services — all items within its purview under the City Charter, including: • NYC should be recognized as a region; • the boroughs and local communities should be meaningfully involved in decisions on the delivery and effective allocation of municipal services and city resources; • the city budget should allocate resources and services to reflect different neighborhood priorities as represented and identified by community boards; • NYC should explore regional models for funding agencies; • there should be a greater role for the borough presidents in land-use planning for their boroughs, allocation of agency resources within the boroughs, overseeing local implementation of the capital budget and oversight of delivery of local services; • the role of community boards and the offices of the borough presidents should be strengthened, and these institutions should be empowered with the resources to carry out their responsibilities under the City Charter; and • the 1989 mistakes that removed legislative review of decisions of the Board of Standards and Appeals should be corrected, and rules for major concessions should be included.

Dear Editor: New York City’s nickname of “Big Apple” has everything to do with Queens and horse racing (Aqueduct & Jamaica).

Dr. Gerald Cohen and I solved the “Big Apple” etymology. “Big Apple,” meaning the “big time” of New York’s big money racetracks, was the 1920s catchphrase of New York Morning Telegraph track writer John J. Fitz Gerald (1892-1963). Although I dedicated “Big Apple Corner” in 1997 in Manhattan (where he last lived), he died in poverty and is buried in a still-unmarked grave. In the 1940s, he lived in Kew Gardens, Queens, but that location is not marked.

Fitz Gerald admitted that he had picked up “Big Apple” after overhearing black stable hands at the Fair Grounds in New Orleans talk about where a winning horse would be shipped.

These stable hands have never been honored.

There were five tracks of the 1920s “Big Apple” circuit, and two were in Queens. Jamaica Race Course was closed in the 1950s, and is now Rochdale Village. Aqueduct Race Track, often called the “Big A,” closed at the end of June. There is no “Big Apple” plaque at either location. The other three tracks of the “Big Apple” circuit were Belmont Park, Empire City (Yonkers Raceway) and Saratoga.

Belmont Park, with the help of a $455 million loan from New York State, will reopen this year after renovations. Fitz Gerald often wrote his columns under the name “Beau Belmont.”

Flushing’s Citi Field has a “Home Run Apple” sculpture, and an apple sculpture is exactly what the new Belmont Park should also have.

Another owner representative, Christina Smyth, an Adams appointee, resigned from the RGB prior to the vote.

The New York Post reported that, in a resignation letter, Smyth accused the board of crossing a “legal line” by disregarding its own evidence that showed that landlords face spiking operating costs.

Following the vote, reactions were mixed.

“Organized tenants made history today,” said Sumathy Kumar, executive director of the NYS Tenant Bloc. “The first-ever two-year rent freeze was won by tenants who campaigned for nearly two years to take back our city and make it work for us — the majority of New Yorkers.”

Behind the curtain there is an ongoing alternative narrative. Mamdani has forsaken Rep. Adriano Espaillat to whom he had pledged “future” support when Espaillat gave the mayor his endorsement. The mayor has ignored the recent uproar about the racist posting by a coffee café proprietor who ranted about excluding Rep. Dan Goldman from the café because Goldman has different ideas about the Middle East. CNN reported Goldman’s retelling of the incident (tinyurl. com/42matf35).

Mamdani aggressively supported candidates such as Darializa Avila Chevalier and Assemblywoman Claire Valdez (Brad Lander strikes a more moderate tone), who assert their extremist views about the Israeli-Palestinian conflict have no bearing on the current races; they just want to advocate for marginalized New Yorkers. However, they are running for offices where these issues will be relevant. They publicly pivot away from the issue that energizes a hostile electorate which prioritizes, not negotiation to bring peace, not housing and affordability, but the elimination of Israel. Mamdani remains publicly silent and shows the public his most conciliatory face most of the time. You’ve got to pay attention to the backstories.

The genocide myth

Dear Editor: There is a big myth that Israel is committing genocide in Gaza. Let’s look at the facts.

Gaza has a population of approximately 2.1 million people. It is estimated that more than 75,000 have died since the war started.

Let’s be conservative and round the number up to 100,000. That is less than 5 percent of the population. Hardly a genocide.

Breaking down the number further, we don’t know how much of it is actual Hamas fighters and internal enemies whom Hamas itself has killed. Also, the UN stated that some of the food coming into Gaza was hijacked by armed groups. The only armed group in Gaza is Hamas, not Israel.

In any war, particularly in an urban environment, civilians unfortunately die. The situation in Gaza is complicated by the fact that Hamas fighters are mingling with the civilian population, which is against the Geneva Convention, and Israel has a legal right under international law to attack those members of Hamas.

Is the ratio of civilian deaths to combatants in Gaza different from any other war?

Nobody has any real answer.

Talking about genocide is easy. The hard part is proving it.

Queens elected officials also celebrated the vote on social media.

Assemblymember Diana Moreno (D-Astoria) called it a win for tenants in Astoria and Long Island City, while state Sen. Julia Salazar (D-Brooklyn, Queens) credited relentless tenant organizing and the mayor’s leadership.

But James Whelan, president of the Real Estate Board of New York, called the decision to freeze rents a mistake.

“The Rent Guidelines Board ignored its own data and made a terrible decision tonight,” Whelan said. “This decision will mean less investment in maintenance and repairs, accelerating the deterioration of the housing stock that millions of New Yorkers call home.”

Kenny Burgos, CEO of the New York Apartment Association, in a statement said, “Our message is clear: this freeze will destroy the living conditions for hundreds of thousands of New Yorkers. This was supported with study after study, including RGB data finding rent needed to increase just to run a building. ... I urge policymakers to act expediQ tiously before this bubble bursts.”

Once the game wrapped, the post-game ceremony began. Coach Randy Novick, center, called up every MVP from 2017 through 2025, honoring nearly a decade of standout players before announcing John Carlos as this year’s MVP to cheers and applause from teammates and families.

Novick also handed out trophies to every player and coach on the roster, a tradition meant to send each participant home feeling celebrated for their contributions to the team.

Mamdani gets budget deal with rental voucher funds Mayor agreed to add $175M in new aid after progressives stalled spending plan

It also increased funding for Fair Fares by $54 million, which provides discounts on MTA subway and bus rides, and more permanent funding for libraries at $31.7 million.

Mamdani also announced the creation of a portal to release documents related to the air quality and health impacts after the Sept.

11, 2001 attacks, which will cost more than $34 million next year. Previous mayoral administrations had refused to release the documents, sparking a years-long advocacy campaign that this week criticized the city for continuing its delay.

Mayor Mamdani and City Council Speaker Julie Menin (D-Manhattan) agreed Tuesday to a $125.8 billion budget, including an additional $175 million for rental help, following tense negotiations in the final days over funding for housing vouchers.

The 11th-hour deal comes on the final day before the budget is due, and was passed hours later by the Council with a 45-6 margin.

“We have worked together to usher in a new era of fiscal health for our city,” Mamdani said at a City Hall press conference.

Menin also praised the “transformative” budget agreement, noting that she and the mayor “have come together in the spirit of collaboration with the shared interest of wanting what is best for our city, and that is the essence of this handshake.”

Budget negotiations were at a standstill days before the deadline over funding for the city-funded housing voucher program known as CityFHEPS, as well as the mayor’s continued lawsuit to stop the program’s expansion.

As part of the budget deal, the administration agreed to drop its lawsuit, which was filed under former Mayor Eric Adams after the Council voted to expand the program’s eligibility in 2023.

Under the agreement, the city will create a new rental program to assist more New Yorkers who are currently not eligible for the existing CityFHEPS program, and are facing eviction.

That program will be created under a bill sponsored by Councilmember Pierina Sanchez (D-Bronx), who led the charge for more money for CityFHEPS in the budget.

“This is a historic win for vulnerable New Yorkers — and a turning point in our city’s approach to homelessness,” she said in a statement.

“Expanding CityFHEPS will help thousands more individuals and families leave shelter and move into permanent, stable housing, while making smart use of taxpayer dollars,” she said.

Ballooning costs CityFHEPS is considered a lifeline to the approximately 67,000 New York households that rely on it to move from shelter into permanent housing. The voucher allows households to pay about a third of their income towards rent.

But the program’s cost has ballooned at a rate many have warned was unsustainable: from about $26 million in 2019 to almost $1.8 billion in 2025. That’s before the expansion dictated by a 2023 law, which would have made more New Yorkers eligible for the voucher — bringing program costs to over $4 billion by 2030, according to an estimate by the Independent Budget Office.

The Adams administration did not implement that law, and Mamdani continued his

legal fight against doing so despite his campaign promise to expand the program.

The current voucher program applied to people in shelters working at least 10 hours weekly but making no more than roughly $31,920 for an individual or $66,000 for a family of four.

The 2023 law would have expanded voucher eligibility to people facing eviction — not just those in shelters — and households earning a slightly higher income: about $56,700 for an individual and $81,000 for a family of four.

With the newly negotiated budget, CityFHEPS will apply to New Yorkers at that increased income level, as well as to those facing eviction from rent-stabilized apartments, and those in shelters beyond what the Department of Homeless Services runs — like runaway youth and people displaced by fires or vacate orders.

Robert Desir, Legal Aid Society staff attorney, in a statement lauded the deal that brought the “needless litigation to a close.”

That initial inclusion was protested by elected officials and the Democratic Socialists of America, and diverged from Mamdani’s campaign promise to keep NYPD staffing levels flat.

Mamdani said he and Police Commissioner Jessica Tisch “were able to identify ways to keep the NYPD headcount of the originally authorized 35,000, while also meeting all of our crime-fighting needs, and implementing the new programs that were announced from here this year.”

Despite some savings, budget experts panned Mamdani’s balancing act.

Critics question police headcounts and Gotham’s future financial stability

But Councilwoman Joann Ariola (R-Ozone Park) posted on Wednesday, “This year’s budget was missing a lot,” despite what the councilwoman said were some major wins for her district.

There also are mixed reviews of Mamdani’s last-minute decision to cancel the hiring of more than 500 new police officers.

“At a whopping upcoming City budget of $125.8 billion, it is unacceptable that the Mamdani Administration chose not to increase NYPD headcount,” said Councilman Phil Wong (D-Maspeth) in a press release, saying that the 104th, 110th and 112th precincts are “woefully understaffed.”

Councilwoman Tiffany Cabán (D-Astoria) had a decidedly different view in a statement on Tuesday.

“I am proud to have worked closely with the Mayor and public safety advocates to ensure there was no increase to the NYPD’s headcount in this budget,” she said. “Every dollar we spend on policing and incarceration means money we can’t

Then there were concerns about continued structural weakness in the city’s budgeting process. Documents with projections for future annual deficits were not available prior to the Chronicle’s deadline on Wednesday, but city Comptroller Mark Levine said in a press release that his office is forecasting an $8.8 billion deficit for the fiscal year that begins July 1, 2027.

“This agreement gets the City through an exceptionally difficult year, but does not resolve the structural challenges ahead,” Levine said. “With large out-year gaps, limited reserves and significant economic uncertainty, next year’s budget could be even more difficult.”

Andrew Rein, president of the Citizens Budget Commission, gave the mayor’s first budget mixed reviews.

“The Mayor was exactly right: The City has a huge structural budget problem,” Rein said in a press release. “Unfortunately, this budget fails to solve it. Yes, next year is balanced, but the gap is closed mainly with one shots, short-term savings, and cost shifts to future taxpayers, leaving the City to face a gaping hole next year and undue stress in the years after.”

Rein also was awaiting future deficit projections.

“Based on the Executive Budget and added spending, future gaps will be large and are likely significantly understated since they don’t include the full cost of the Mayor’s agenda or likely labor contracts, which could add billions of dollars annually.”

Bloomberg Law reported that New York City’s credit rating still is at risk of a downgrade, according to JPMorgan Chase & Q Co. strategists.

Mamdani’s House picks could face a rough road Efficiency may prove difficult, but insurgents could wield power, too

Candidates backed by Mayor Mamdani took primary races in and beyond Queens by storm last week. Several young democratic socialists sailed to victory in high-stakes races, defeating even seasoned lawmakers.

Congressional races were tops among them.

Most notable for Queens was the contest to replace U.S. Rep. Nydia Velázquez (D-Brooklyn, Queens), in which Assemblymember Claire Valdez (D-Sunnyside), the Democratic Socialists of America’s pick, defeated Brooklyn Borough President Antonio Reynoso, who was backed by the incumbent herself. Also in the Democratic primary were City Councilmember Julie Won (D-Long Island City) and public defender Vichal Kumar.

DSA candidate Darializa Avila Chevalier and former city Comptroller Brad Lander, both also backed by the mayor, won their respective contests over multiple-term incumbents. The former bested Rep. Adriano Espaillat (D-Manhattan), and the latter, who is no longer a DSA member, defeated Rep. Dan Goldman (D-Brooklyn).

Now that they have received their party’s nod, the question is less about whether the three candidates will ride that momentum all the way to Washington — St. John’s University political analyst Brian Browne sees them as

likely victors in November — and more about if they can keep their energy high as effective legislators.

“These new DSA members may struggle to find a balance between political unity and dissent,” Browne said in an email, explaining that Congress is traditionally driven by seniority and built on relationships.

If new members want House influence, helpful committee assignments and federal funds in their districts, he said, they must first “play by the institution’s rules and cultivate leadership support.”

To what extent Congress’ likely new left flank will do so remains a question, especially with Minority Leader Hakeem Jeffries (D-Brooklyn) poised for speakership if Democrats retake the House.

Neither Valdez nor Chevalier would commit to supporting Jeffries for speaker on the campaign trail. Jeffries also is a longtime Espaillat ally, and backed his candidacy against Chevalier’s.

Valdez supporters at her primary night watch party last week chanted “You’re next” when Jeffries appeared on the TV screen, as seen in several videos on social media.

But Browne also noted that DSA campaigns emphasize movement-building, organizing and ideological change, meaning its candidates will probably support and oppose

“Given the size of his majority, a political risk for Leader Jeffries is Democratic gridlock from small defections,” Browne said.

Social Security shifting to electronic payments

by Social Security Administration Federal law and Executive Order 14247 now require federal benefits to be paid electronically.

How seniors benefit from looking after grandchildren Modern seniors are spending a lot of time with their grandchildren, and much of that time is spent providing care for youngsters, which might be helping grandparents in some unique ways. According to the National Poll on Healthy Aging from the University of Michigan’s Institute for Healthcare Policy & Innovation, 8 percent of grandparents provide daily or near-daily care for their grandchildren. One in five grandparents reports providing care for one or more grandchildren at least once a week.

Though it can be a tall order for grandparents to look after their grandchildren, the time grandparents spend with their children’s children can provide some unique benefits. The National Poll on Healthy Aging found that 72 percent of people with grandchildren indicated they hardly ever feel isolated, compared to 62 percent without grandchildren. The poll also found that 13 percent of seniors without grandchildren indicated their mental health was fair or poor, while just 9 percent of seniors with

grandchildren characterized their mental health in that way.

Grandparents spending ample time with their grandchildren also may help to build stronger social and cultural connections between themselves and their grandkids.

The healthy aging poll found that slightly more than six in 10 grandparents indicated they shared at least one meal with a grandchild or grandchildren over the previous month, and nearly half indicated they had prepared food for them. In addition, 36 percent of grandparents indicated they had baked or cooked with their grandkids over the previous month. One researcher who worked with the team behind the poll noted that eating and cooking with grandchildren affords grandparents an opportunity to pass down knowledge to younger generations.

Caregiving for grandchildren can be a tall order for grandparents. However, seniors who provide such care may be benefitting in Q some unique and important ways.

The Howard Beach Lindenwood Civic on June 29 kicked off its week of America 250 celebrations with its Red, White and Soaked event, bringing smiles, laughter and patriotic spirit to children throughout the community, in partnership with the West Hamilton Beach Volunteer Fire Department.

Firefighters traveled from school to school across Howard Beach, turning an ordinary day into an unforgettable summer celebration.

Armed with fire hoses, the firefighters soaked cheering students as they fired back with water balloons and Super Soakers.

HB Kiwanis honors scholars Five of the neighborhood’s brightest incoming college freshmen on June 25 were awarded scholarships by the Kiwanis Club of Howard Beach during a celebratory dinner at Lenny’s Clam Bar. The program featured three $2,500 awards, and two $1,000 awards.

Woman evaded export laws to benefit Russia

A manager of a freight forwarding company based in Jamaica was sentenced on June 24 to 18 months in prison for crafting a scheme to circumvent U.S. export laws related to Russia.

Natalya Ivanovna Mazulina, aka “Natasha Mazulina,” of Federal Way, a city in Washington state, was a manager for Delex Air Cargo LLC, a freight forwarding company operating at Kennedy Airport.

Mazulina was arrested in December 2024 and, in October 2025, pleaded guilty

to conspiracy to violate the Export Control Reform Act. Mazulina was ordered to forfeit $77,000 in criminal proceeds as part of her sentence.

“The Russian oil and gas industry is the lifeblood that fuels the Russian war machine,” Joseph Nocella, Jr., U.S. attorney for the Eastern District of New York, said in a prepared statement. “This defendant put her own profits above the national security of the United States by conspiring to illegally export industrial oil and gas equipment to Russia. Our Office will continue to use all our law enforcement tools

to investigate and prosecute those who evade export control laws.”

As described in court filings, Mazulina conspired for at least two years, from at least December 2022 through December 2024, to unlawfully ship controlled items, including industrial oil and gas equipment, from the United States to Russia, through intermediary countries. In June 2023, Mazulina told colleagues “[m]ost of [her] clients [were] currently sanctioned with USA,” so they were paying through bank accounts in third-party countries.

In an attempt to conceal the unlawful

scheme, Mazulina submitted and caused the submission of false export documents to the U.S. government, omitting the fact that the goods were destined for Russia.

“Natalya Mazulina bolstered Russia’s military capabilities and jeopardized our country’s security by violating U.S. export regulations,” said James Barnacle Jr., FBI assistant director in charge for the New York Field Office. “The FBI maintains its unwavering commitment to quash threat actors who exploit American companies to support adversarial agendas of hostile Q nations.”

Shows typically kick off late afternoon and run into the evening, with two or three bands per night.

The lineups are deliberately varied — Culture Lab has hosted 19-piece orchestras, punk rock bands, hip hop acts and electronic dance music parties, all with an eye toward making sure any New Yorker, regardless of taste or age, can find something to love.

“You see young people in their 20s hanging out, drinking, and you also see much older people sitting and enjoying themselves, and you also have people there with their kids,” DeVito said. “It’s a really great space where everybody can enjoy themselves on any given day.” continued on page 23

It started with a flatbed pickup truck and a neighborhood with nowhere to go.

Back in early 2020, Culture Lab LIC had just opened its doors — then, almost immediately, had to close them.

But as the city went quiet, something unexpected happened in the parking lot behind the nonprofit arts space at 5-25 46 Ave. in Long Island City.

Area musicians started setting up on the back of that truck, and neighbors, starved for connection, started coming out to listen.

“If you go there now, you can actually still see the social distancing circles that were painted 6 feet apart so that people could make sure to keep a safe distance, and still enjoy the music,” said Dawn DeVito, Culture Lab LIC’s director of events and marketing.

Six years later, that improvised parking lot concert has grown into Live in the Lot, Culture Lab LIC’s free summer outdoor concert series, running weekends through the end of September. The full schedule and lineup is available at culturelablic.org/thelot2026.

“A real stage was built, and then we started booking out proper programming,” DeVito said, “and it just really grew into something more substantial.”

But the flatbed never left — it’s still parked in the lot, where people climb in the back and hang out between sets.

The inevitable happened last Friday when the Mets relieved Manager Carlos Mendoza of his duties. The move was made at the 81-game midpoint of the season with the Mets having a woeful 34-47 record and firmly entrenched in last place in the National League East.

While Mendoza, like all managers, made ingame decisions that were often second-guessed, the reality is he is the least culpable for the disastrous past 12 months of Mets baseball. Players never dogged it, and there were never any signs of dissension in the clubhouse.

He was also done in by a poorly constructed roster of aging and injury-prone players acquired

by Mets President of Baseball Operations David Stearns. Even worse, Stearns, who made “run prevention” his mantra, was asking Mendoza to have players man positions on the diamond for which they had little or no experience.

The beginning of the end for Mendoza occurred in Philadelphia on Saturday, June 20.

Stearns’ major pitching acquisition for 2026, Freddy Peralta, gave up 10 runs to the Phillies in less than three innings. The Mets had started that road trip with a 12-0 loss to the Cincinnati Reds.

Five days later they were taking another 12-run drubbing, this time from the Phillies, 15-3.

Former Phillies Manager Larry Bowa, known for his blunt candor, was sitting in the Citizens

Bank Park press box as the Mets were getting humiliated yet again. I asked if he felt for Mendoza. “Not much he can do but hang in there. He has no starting pitching. The Mets also got rid of some good players over the winter,” he said, rightfully referring to the departures of Jeff McNeil, Brandon Nimmo and Pete Alonso.

The final nail in the coffin came last Wednesday when the Mets lost a doubleheader to the Chicago Cubs at Citi Field. In the nightcap the Mets committed an ungodly six errors. Owner Steve Cohen had reached his breaking point.

Mendoza did a fantastic job in 2024 as the Mets made it to the National League Championship Series. I can understand why Stearns did not want to act rashly when it came to dismissing him.

Former Mets infielder and San Diego Padres manager Andy Green has taken over the managerial post on an interim basis. Green had been the Mets farm director. Stearns said last Friday that Green would be returning to his old role after the end of the 2026 season.

Green made it clear Friday he took the managerial job out of a sense of corporate responsibility, not ambition. Life in the front office gives him a more normal life and a chance to spend time with his three daughters. “I enjoy going to Q Broadway shows with them,” he said.

Lawrence Joel Valdez married Christina Jayne Ramirez in Gray, Texas, in May 1977 at age 20 and 21, respectfully. Claire Marie Valdez was born in Lubbock, Texas on Oct. 12, 1989. A brother, Alex Keegan Valdez, was born two years later.

Claire Valdez is of Mexican descent and has duel citizenship in the sovereign nation of Ysleta del Sur Pueblo, one of three native American tribes in Texas recognized by the federal government. She earned a BA in fine arts at the School of the Art Institute of Chicago, studying art history. After working at Taco Bell, Pizza Hut and Trader Joe’s, she moved to New York in 2015.

Valdez got a job as a visual arts program assistant at Columbia University, where she displayed interest in joining their labor union and politics. She lived at 293 Stuyvesant St. in the historic homes section in Brooklyn.

She then moved to 60-48 68 Road in Ridgewood and ran successfully for the 37th Assembly District in 2024, representing Ridgewood and other western Queens neighborhoods. Last week, she beat Brooklyn Bor-

“We do a monthly jam session on the second Wednesday of each month,” Sudhalter told the Chronicle last week. “What we do once a year, we pick out 10 of the people who came to jam sessions to have their own concert.”

This year’s lineup features singer Angela Arthur; Richard Braithwaite on tenor sax; singer and guitarist Gary Davis; Richie Desimone playing the upright bass; pianist and singer Terrence Dove; pianist Jason Greenberg; guitarist Joe Knipes; Ken Meyer on saxophone; singer Keeley Mitchell; and Gerald Thomas on bass, piano and sax.

The concert will start at 7 p.m.

Sudhalter said participants are chosen based on their excellent playing, wonderful cooperative attitude and frequent attendance at the jam sessions.

Sudhalter said they do limit artists to three appearances in the All Star concert.

The house band also includes musicians Joe Vincent Tranchina, Scott Neumann and Eric Lemon for what Flushing Town Hall says is an event intended to celebrate and honor both the artists and audiences who regularly attend the monthly jams.

“This is a celebration for the NYC Jazz

community,” FTH said in a statement.

The planning process, Sudhalter said, is a bit more complex then it might seem.

“I like to work about three months ahead,” she said. “First you have to choose the people. Then you have to get their bios from them, and make sure they’re all going to be in town. We had some who aren’t going to be in the country in July.”

Next comes securing performers’ photos, and, finally, their selections for the two pieces they’ll be performing.

“That’s usually the last thing we get,” Sudhalter said.

Some artists, she said, occasionally have an original piece tucked in along with standards by the likes of Duke Ellington or Billy Strayhorn, with the band planning two sets of 10 numbers apiece.

She said regular audience members and first-timers alike are in for an entertaining evening.

With a few vocalists on the bill, Sudhalter said it generally isn’t difficult for experienced musicians to go back and forth between performing instrumental numbers and those where they become accompanists for singers.

“In our lives as musicians, we’re always working with other people,” Sudhalter said, with some earning excellent reputations specifically as accompanists.

“You learn as you go along,” she said.

And Sudhalter never minds the work that goes into the annual performance once the lights go on.

“Oh, it’s really fun,” she said. “It’s more fun because Flushing Town Hall is so easy to work with.”

Among the acts DeVito singled out are Gentlemen Brawlers, a high-energy indie dance performers known for breaking the fourth wall between stage and audience.

“They go out in the audience, they dance with everybody, they’re like a lot of fun,” she said. The group played the lot earlier this summer and is slated to return in August.

Also on the calendar is Habbina Habbina, a band DeVito described as playing “Mediterranean surf,” drawing on Israeli and Middle Eastern musical traditions. The trio is slated for Aug. 22.

Live in the Lot also makes room for more than music. The parking lot hosts pop-up cultural food festivals and the New York City Plant Market, where roughly 40 vendors sell plants, facilitate swaps and offer on-site help from a plant doctor.

And on Sept. 6, the “PawpUp!” dog and cat adoption event gives visitors a chance to bring home a new furry friend.

Free admission is central to Culture Lab’s identity, and DeVito said the organization works hard to keep it that way.
