Hochul touts past accomplishments Pushes for redesign to Jamaica Station, new religious laws and more in address

ransportation improvements, public safety, immigration, education, mental health, health and business investments were just some of the topics that Gov. Hochul’s State of the State 2026 address touched on as she reflected on her last four years as the head of the Empire State and looked toward the future.

“Government can and must be a force for good,” said Hochul, who is up for re-election this year.

Queens features in a few transportation issues.

Since taking office, the governor has pushed for the Interborough Express, a light-rail project that would connect Bay Ridge, Brooklyn, and Jackson Heights.

Despite what she called a threatening media post from Trump against congestion pricing, Hochul said the initiative is here to stay.

Congestion pricing hit its first anniversary on Jan. 5 and overperformed by netting $548 million in net revenue and reducing vehicle traffic by 11 percent, she said.

In a press release, the Governor’s Office said it will reimagine the Jamaica Long Island Rail Road hub, the fourth-busiest commuter rail station in North America.

Hochul wants a redesign of the station that creates better traffic flow, reduces crowding and

provides seamless connections among the LIRR Main Line, NYC Transit and the AirTrain.

Hochul plans to earmark $50 million to transform the station, which sees more than 1,000 trains and 200,000 passengers every weekday.

The hub, which connects the E, J and Z trains, 18 bus lines, the Sutphin Boulevard LIRR platform and the AirTrain, was last overhauled when the latter mode of transportation was introduced 23 years ago in 2003, said Hochul’s office in the State of the State book.

“Governor Hochul has repeatedly demonstrated her unwavering commitment to The World’s Borough ...” said Borough President Donovan Richards in a statement. “She has done so yet again with this groundbreaking announcement to transform Jamaica Station into the world-class transit hub those of us in Southeast Queens have always believed it should be.”

On another key issue, crime, Hochul said it is down in streets and subways since she took office.

Queens saw a reduction in most major crimes in 2025, resulting in a drop of about 6.4 percent overall compared to 2024, reported the Chronicle last week. Shootings dropped and Police Commissioner Jessica Tisch credited the NYPD for the removal of 25,000 illegal guns from the streets.

Hochul said she is proposing a first-in-thenation law that would require all 3D printers sold in the state to include software that blocks

them from creating a gun.

“It’s just common sense,” she said. “We are putting manufacturers on notice. You will no longer be able to sell handguns that could be converted into semiautomatic machines able to fire 1,200 rounds a minute.”

Hochul said the freedom of religion was one of the tenets fought for 250 years ago as she highlighted how protesters were chanting proHamas sentiments across the street from a synagogue in Kew Gardens Hills last week.

She said the state has invested $130 million to protect all houses of worship and that she is advocating for a bill that all protesters must be 25 feet away from the property line of houses of worship so that people may pray in peace without fear of harassment.

After U.S. immigration authorities detained a Venezuelan employee of the City Council during a routine immigration appointment on Monday, the governor said that she will be prohibiting such detention within the state unless there is a warrant by a judge.

“What we’ve seen lately has gone too far and enough is enough,” said Hochul. “New York will not allow the use of state resources to assist in immigration raids on people who have not committed serious crimes.”

Residents concerned about Freedom Drive Reopened road has issues, many say; CB 9 votes ‘no’ on weed shop

The reopening of Freedom Drive in Forest Park has had a shaky beginning, according to both those in support and against vehicular traffic there.

T h e t h i r d - of- a - m i l e s t r i p between Myrtle Avenue and Park Lane South reopened to traffic this month, and will remain open until April, when it will close again through October.

Having first been closed to cars as a result of the Covid-19 pandemic, the area grew popular as a pedestrian and bike path during its multiyear closure. But, after an animated public hearing last November, Community Board 9 voted in support of a city Parks Department compromise to open the road to traffic during the colder months.

At the board’s Jan. 14 meeting at Borough Hall in Kew Gardens, residents lamented the initial opening.

Andrew Smith, a Richmond Hill resident who frequents Freedom Drive and was against it opening to traffic, said that many pedestrians are unaware the road is open because cars are not often utilizing it.

The board’s chair, Sherry Algredo, said that after the road opened on Jan. 5, someone locked the gate, and the Parks Department had to come open it.

district manager, as well as a representative of Councilmember Joann Ariola (R-Ozone Park) who was in attendance at the meeting, both said they are working on getting electronic signs near the gates to alert drivers and pedestrians that the road is open.

Cristal Rivera, the board’s second vice chair, said the illegal dumping on Freedom Drive is “out of control.”

She added, “I’d like to see if our Parks Committee can kind of check in on this when we have our meetings, and invite the Forest Park Trust to be part of it.”

She also suggested an FDNY presence at the meetings, since bettering response times for f irst responders was a key factor in voting to reopen the road.

Board members were in agreement that better signage and more

discussion is needed.

In other board business, the panel unanimously voted to send a negative opinion to the state Office of Cannabis Management in regard to a dispensary application submitted by Cosmic Kush at 111-15 101 Ave. in Richmond Hill.

Regina Santoro, the chair of the board’s Cannabis Committee, said it was discovered that there is a mosque near the proposed site, which would put the store in violation of proximity rules to places of worship.

The proposed shop is also near a gurdwara, a Sikh place of worship.

Mohinder Singh, a Sikh board member, thanked the panel for its respect in that case, but recalled how two young public forum participants spoke out about butchers and barbers opening near gurdwaras and suggested similar proximity rules for those. Singh echoed their sentiments.

“Every faith has certain tenets, and in our religion, we are not supposed to cut our hair, not supposed to drin k and not supposed to smoke,” he said. “I’m not against the shops and the businesses, but it should not be right in front of the Q gurdwara.”

Teens charged in fatal Woodhaven stabbing Josue Argudo, 17, was killed last week, just two blocks from his home

Two teens were arrested following the fatal stabbing of 17-year-old Josue Argudo in Woodhaven last Friday.

The NYPD said that on Jan. 9, at approximately 3:45 p.m., police responded to a 911 call of an assault in progress at the corner of Jamaica Avenue and 76th Street, within the confines of the 102nd Precinct.

Upon arrival, officers observed a male, later identified as Argudo, with a stab wound to the neck.

EMS transported him in critical condition to Jamaica Hospital Medical Center, where he was later pronounced deceased. No arrests were made at the scene.

City Councilmember Joann Ariola (R-Ozone Park), who on social media extended her condolences, and police sources said the incident may have stemmed from an altercation in a nearby pizzeria.

The following day, on Jan. 10, a 17-year-old male whose name was not released was charged

with murder and criminal possession of a weapon; and on Jan. 11, Derek Trejo, 18, of Long Island City, was arrested on the same charges.

City Department of Correction records show that Trejo was remanded. He is due in court Jan. 15.

As first reported by Gothamist, court records show that Trejo was already scheduled to appear in court this week for unrelated charges, including gang assault and criminal possession of a weapon. He was released on bail and pleaded not guilty in that case.

During a Community Board 9 meeting at Borough Hall in Kew Gardens on Tuesday evening, Capt. Evan Galane, the executive officer of the NYPD’s 102nd Precinct, said cops in the area are “focused at the major high schools” and arrived at the scene within two minutes.

“Unfortunately, where the poor kid was cut was just a bad spot,” Galane said. “It’s so sad, but we are aware of these large groups getting out of school and we have officers there.”

Though the incident happened near the border of Brooklyn and Woodhaven close to Multi-

cultural High School, located in the former Franklin K. Lane High School, Galane said neither the victim nor the perpetrators went to school in the area.

One of the suspects, Galane said, turned himself in, but he did not specify which. He also said that he could not say for certain whether the incident was gang-related, but that it is being investigated.

An online fundraiser to help Argudo’s family with funeral expenses, started by the teen’s uncle, said the stabbing occurred just two blocks from Argudo’s residence while he was on his way home from school.

“He arrived a year ago, like so many others, to pursue his dreams, but two people tragically cut his life short with this terrible act,” the page read, but did not specify where he emigrated from.

Repeated complaints to the post offices and the postal inspector have not solved the problem, residents said, and they want more than reassurances — they want their mail.

She added that the missing uncashed checks make any sort of mail theft seem unlikely.

A spokesperson for the U.S. Postal Service said, “We are not aware of any mail delays associat-

ed with the Ozone Park and Howard Beach Post Offices. We also want customers to be aware we take their concerns seriously and strongly encourage them to cont a c t a p o s t a l r e p r e s e nt at ive through our customer ser vice helpline. ... We have been working with customers in this area who use this resource.”

The office of U.S. Rep. Greg Meeks (D-Jamaica) said it had received complaints regarding the issue.

“Our off ice is aware of the ongoing postal ser vice issues impacting Howard Beach and Ozone Park,” a representative for Meeks said in a statement. “We are in constant communication with the U.S. Postal Ser vice through the regional office and the local postmaster regarding delayed mail delivery.”

Despite the USPS telling the Chronicle it is unaware of mail d el ay s , Me e k s’ of f ic e s a id otherwise.

“USPS has acknowledged the issue, and we will continue pressing for the prompt restoration of consistent and reliable mail serv ic e for Q u e e n s r e sid e nt s ,” Meeks’ spokesperson said. “We will closely monitor the situation and share updates as they become Q available.”

Assemblymember Claire Valdez (D-Sunnyside) on Jan. 8 announced her candidacy for the congressional seat in NY-7.

The position is occupied by U.S. Rep. Nyd ia Velá zquez (D -Brook ly n, Queens), who is set to retire at the end of her term. The district includes Sunnyside, Long Island City, Astoria, Maspeth, Ridgewood and Woodhaven in Queens, and Bushwick, East New York, Williamsburg and Greenpoint in Brooklyn.

Valdez, 36, a democratic socialist, came to politics through low-wage customer-service jobs and the labor movement, her campaign said in a press release.

She joined United Auto Workers Local 2110 and organized to democratize her u n io n . UAW P r e sid e nt Sh aw n Fa i n

endorsed her Friday.

During Valdez’s time in the state Assembly, she has called for taxing the rich more, protecting tenants and lowering the cost of living for working families.

Her platform centers on unions for all, housing for all and Medicare for all, paid for by taxing the wealthy and corporations “that have rigged the economy,” her campaign said. She has pledged to work to pass the Homes Act to create a public option for housing, fully fund public housing and champion the Protecting the Right to Organize Act. Valdez was among the first to call Israel’s actions in Gaza in response to the Oct. 7, 2023 raids a genocide and to call for a ceasefire, according to her campaign.

In a statement, Valdez said, “We need a labor organizer in Washington who will

turn Democratic power into a real opposition — one that confronts oligarchy and fascism, opposes genocide and war, and offers a real economic agenda that empowers working people and expands social rights.”

She vowed to not accept campaign donations from corporate PACs. Valdez will face Brooklyn Borough President Antonio Reynoso, 42, who announced his own candidacy Dec. 4, in the Democratic primary.

According to a report by The New York Times, Reynoso, who has been endorsed by Public Advocate Jumaane Williams and Queens City Councilmembers Shekar Krishnan (D-Jackson Heights), Jennifer Gutiérrez (D-Brooklyn, Queens), is expected to garner Velázquez’s endorsement.

Valdez on Jan. 9 also was endorsed by Mayor Mamdani, an ally of hers who is reported to have encouraged her to run for Q the seat.

Ridgewood resident and immigrant rights attorney David Orkin on Jan. 7 launched his campaign for state Assembly in the 38th District, challenging incumbent Assemblymember Jenifer Rajkumar (D-Woodhaven).

Orkin, a democratic socialist, has organized in the immigrant rights movement for more than a decade, according to a press release from his campaign.

“Orkin will take that fight to Albany by fighting to tax the rich to fund affordability reforms in Queens, working to protect our communities from ICE, and raising labor standards for all,” the release says.

Orkin has been endorsed by the NYC chapter of the Democratic Socialists of America, and DRUM Beats, a sibling organization of the advocacy group Desis Rising Up and Moving.

P Fight antisemitism in this renowned home for Jews EDITORIAL

ew York City has always been a haven for Jews, among other peoples oppressed elsewhere, but it seems increasingly to be a home for antisemitism.

There are a few people standing up to the trend, and we hope they can seize the momentum from those driven by one of the world’s worst hatreds and turn things around.

One week ago, one of the most Orthodox Jewish neighborhoods in Queens was targeted by so-called protesters ostensibly objecting to land sales in territories occupied by Israel. “Say it loud, say it clear, we support Hamas here,” the mostly masked demonstrators chanted.

This was outside the Young Israel of Kew Gardens Hills synagogue. Across the street is a yeshiva. Living in the homes on the corner where the event took place are Jews.

What is Hamas, the group the protesters pledged allegiance to? It’s the terrorist organization that invaded Israel on Oct. 7, 2023, and slaughtered 1,200 men, women and children in the most vile ways possible, sparking a war.

This event was not just a rally. It was a threat.

“Hamas is a terrorist organization that calls for the genocide of Jews,” Gov. Hochul rightly said on social media. “No matter your political beliefs, this type of rhetoric is disgust-

ing, it’s dangerous, and it has no place in New York.”

We were glad to see a counterprotest, with American and Israeli flags being held high together.

Last week did not even mark the first time these vile antisemites have taken their hatred to Kew Gardens Hills. A similar rally was held there in July 2024, outside another synagogue.

One might draw a distinction between opposing the Israeli government and opposing Jews. The first may not be antisemitism while the second surely is. But once you support Hamas, there’s no hiding. You’re a Jew hater.

“Meet in queen gotta let’s theses Jews know we not playin!!!” said one promo for the KGH hatefest. Such eloquence.

There’s a lot of Jew hatred going around these days. Also last week, the Chronicle reported on a Hollis man’s indictment for alleged online threats. “Imma kill ALL you filthy ZIONIST!!!” was just one of many posts prosecutors said he put up. He also claimed to have beaten up “an Israeli” in the subway.

Maybe he did. Attacks on Jews are by far the most common hate crimes in the city, according to the NYPD. It confirmed 224 cases in the first three quarters of 2025. The next highest targeted group were black, with 37 incidents. Muslims saw 18.

Dear Editor: I am extremely disappointed in the new State Energy Plan, which calls for a renewed reliance on fossil fuels. This is especially devastating for Queens because the plan would repower the dirty Ravenswood gas plant in Long Island City, polluting our neighborhoods while raising our utility bills, instead of creating an offshore wind power hub. At the same time, there is growing demand for renewable energy among Queens residents, as it is the borough with the most solar homes in New York.

It is unacceptable for Gov. Hochul to support an energy strategy that protects the fossil-fuel industry and the status quo. Queens has significant potential for both solar and offshore wind projects. We need Gov. Hochul to be a forwardthinking and transformative leader who recognizes this potential and moves us away from expensive, polluting gas, knowing that clean, renewable power is the most affordable option.

semitic graffiti, including swastikas. Community leaders believe they know who some of the perpetrators are, and this week they filed a complaint with the U.S. Department of Justice, seeking an investigation into hate crimes and civil rights violations.

In response to all of this, especially the protests, the City Council may take action. Speaker Julie Menin is planning legislation that would protect houses of worship from such demonstrations. The law would codify measures former Mayor Adams had put in place by executive order, which Mayor Mamdani immediately repealed upon taking office. We look forward to such a law being introduced and getting passed. It is not a violation of free speech but a codification of the free practice of religion.

Mamdani also reversed an order Adams put in place against the Boycott, Divestment and Sanctions movement, which seeks to cripple Israel by destroying its economy. The Nazis did something similar to German Jews leading up to the Holocaust.

Several members of the Council have filed a Freedom of Information Law request to get insight on why Mamdani made these moves. Whatever the reason, we hope he lives up to his pledge to fight antisemitism. One way to do that would be to sign the bill we hope Menin writes and brings to the floor very soon.

New York must remain a welcoming place to Jews all over.

But her mother, Celia Applegate, who teaches German studies at Vanderbilt University, owns a $1.6 million home in Nashville, Tenn. (New York Post, Jan. 7). Weaver also said she wants to “impoverish the white middle class.” Her deplorable comments leave her with two options: Resign or be removed from office.

There is a precedent for this in Mamdani’s administration. Catherine Almonte Da Costa resigned on Dec. 18, one day after she was appointed as the mayor’s director of appointments, after her previous social media posts about “money hungry jews” and NYPD “piggies” were revealed (Post, Jan. 10), She apologized for those remarks. Weaver said her social media posts were “regrettable.” What is more regrettable is allowing her to remain in office.

Old fables, new labels Dear Editor: Film, literature and life experience document the horrors that perennially haunt childhood.

There’s a legitimate amount of scary stuff in books like “Peter Pan” and “Pinocchio’ because everyone knows that bad things can happen to children and adolescents.

In “Peter Pan,” the Lost Boys end up in Neverland because they fall out of their “prams” when their nursemaids aren’t watching, perhaps an allusion to adult lapses. In modern remakes, they become vampires.

Pinocchio catches Donkey Fever, complete with ears, tail and hairiness, because he succumbs to peer pressure that urges him to come to the Land of the Boobies, where no one studies and “we are merry morning to night.”

Trump is so 19th century Dear Editor: One of the major problems that the United States is facing is that President Trump’s economic plans use 19th-century parameters to measure economic success. He feels that the 19th-century use of tariffs will spur the domestic construction of more factories, resulting in more employment for American workers.

However, the building of those factories might take decades, and it is very likely that those modern plants will use a high percentage of artificial intelligence and robotics, especially in repetitive processes. That production scenario might benefit the owners but will not be conducive to creating abundant jobs for American workers.

Also, the president’s invasion of Venezuela to secure oil production and facilities for the United States is contrary to the shift from fossil fuel worldwide. In fact, modern nuclear power plants are currently being built in the U.S. and other areas of the world, and electric vehicles are popular internationally, even though the U.S. is trying to inhibit their sales here.

Finally, a 19th-century imperialist mindset will only encumber this nation with huge military spending to finance invasions and occupations. Average American families understand protecting our nation from foreign aggression, but using their sons and daughters as toy soldiers in whimsical oligarchy war games will be anathema.

U.S. citizens must reject these anachronistic objectives and support plans based on the realities of today. One hopes more of our congressional representatives will look to the future and not to the past.

Post blames the victim Dear Editor: I grew up with the New York Post in the Pete Hamill, Dorothy Schiff, Earl Wilson days. I even visited there when I wanted to be a reporter and always read it from the back because of the sports.

Spin cycle vs. reason Dear Editor: The recent death of an activist mom in Minnesota fits perfectly into the extremist narratives of the far left — cultivated with its rhetoric against Immigration and Customs Enforcement agents nationwide. Federal health officials last Monday considerably reduced the number of vaccines recommended for children.

Health Secretary Robert F. Kennedy Jr. said in a statement that the switch, from universally advised shots for 17 diseases to just 11, aligns the nation’s childhood vaccine schedule with “international consensus while strengthening transparency and informed consent.” President Trump last month had directed officials to update childhood vaccine schedules if they found “superior approaches” in peer, developed nations.

A rally across from a Kew Gardens Hills synagogue and yeshiva purportedly intended to protest the sale of Palestinian land in Israel on Jan. 8 — and a counterprotest by members of the Jewish community — ended up with no incidents, summonses or arrests.

Elected officials and members of the Jewish community credited the planning, performance and number of NYPD personnel on site with keeping the peace.

The Young Israel of Kew Gardens Hills synagogue was hosting a presentation last Thursday for people considering moving to Israel. Fliers began circulating in the community and online early in the week, asking people to come and protest the sale of what critics call stolen Palestinian land.

Hamas is the terrorist organization that massacred 1,200 people in Israel in a surprise attack on Oct. 7, 2023.

Before turning off his phone last Friday for Shabbos, Berger, who is orthodox, posted that he still had not seen or heard repudiation of the rally from the mayor while U.S. Sen. Chuck Schumer (D-NY), Gov. Hochul, state Attorney General Tish James, Council Speaker Julie Menin (D-Manhattan), city Comptroller Mark Levine and others had done so.

“Hard to call that standing ‘steadfast with our Jewish neighbors,’” Berger wrote Politico reported that Mamdani did not address the protest until asked about it by the news outlet at an unrelated press event on Friday.

“That language is wrong,” Mamdani told Politico. “I think that language has no place in New York City.”

The mayor reiterated his statement on X later on Friday.

“As I said earlier today, chants in support of a terrorist organization have no place in our city,” Mamdani said. “We will continue to ensure New Yorkers’ safety entering and exiting houses of worship as well as the constitutional right to protest.”

Gov. Hochul was far less reserved in a tweet of her own on Friday.

“Hamas is a terrorist organization that calls for the genocide of Jews,” the governor stated. “No matter your political beliefs, this type of rhetoric is disgusting, it’s dangerous, and it has no place in New York.”

“Targeting members of the Jewish community is totally unacceptable,” Councilwoman Lynn Schulman (D-Forest Hills) said on X. “Hate has no place in Queens or anywhere else. It is one thing to protest, but quite another to harass and intimidate.

Dem, GOP leaders concerned for Jewish community

Relations between Mayor Mandani and the city’s Jewish community were already strained before he rescinded a number of executive orders of former Mayor Eric Adams, including two dealing the definition of antisemitism and the issue of the BDS, or Boycott, Divestment and Sanctions movement against Israel.

On Tuesday, Councilwoman Joann Ariola (R-Ozone Park) announced a Freedom of Information Law filing which she told the Chronicle is aimed at clarifying the mayor’s reasons and intentions for his actions. Ariola served last term as the GOP’s minority leader.

The FOIL request came five days after a protest in Kew Gardens Hills outside of a synagogue in which people chanted pro-Hamas slogans and carried anti-Israel signs.

One of the Adams executive orders had the city recognize the definition of antisemitism used by the International Holocaust Remembrance Alliance. The other prohibited city agencies from doIng business with companies that support the BDS movement.

“I’m the lead Council member on the FOIL [request],” Ariola said, adding that it is not a City Council matter.

“As of [10 a.m. on Wednesday] we had 32 people from all walks of life. It’s not just politicians.”

But she did say all Council Republicans have added their names to the request.

“It’s important because one of the first steps the mayor took was to extinguish two very important executive orders that were put in place to No. 1, define antisemitism; and No. 2, block BDS. “And we believe we need transparency on this — like the very questions you are asking me, we need to have an idea about his motivations for revoking these two orders.”

The Mayor’s Office did not respond to the Chronicle’s request for comment on the FOIL filing, but it has said repeatedly that Mamdani has pledged to aggressively confront antisemitism and all forms of bigotry as mayor.

Council Speaker Julie Menin (D-Manhattan) is a descendant of Holocaust survivors and the first Jewish speaker in the Council’s history.

“Speaker Menin has strongly and vocally condemned recent hateful rhetoric and actions against the Jewish community,” Menin spokesman Jack Lobel said Wednesday in an email. “She is actively working on legislation to combat antisemitism and protect houses of worship and schools.”

“This has been the way it’s been for the past 50 years, probably longer, in Catholic schools,” Murphy said. “So I think that it’s been one of the benefits of Catholic schools all along.”

Murphy said smaller classes allow for differentiated instruction that adapts to each

child’s learning style, whether visual, auditory or kinesthetic. Lessons typically move from whole-group instruction to small groups of four or five students, then back together.

“You get to understand where the child is, and sometimes why the child is where they are,” she said, explaining that teachers often learn about personal challenges that affect learning, details that might be missed in continued on next page

Murphy said that sense of recognition is often what draws families to Catholic education.

“When your child comes into the building, we’re going to know who your child is,” she said. “You’re not going to get lost.”

She added that the school’s academic outcomes reflect that approach, noting that graduates are accepted into Catholic and specialized high schools and earn significant scholarship funding.

Murphy also addressed concerns about the cost of Catholic education, a question she said often comes up before families visit the school.

While tuition can initially seem high, she said, families often change their perspective once they see the individualized attention students receive and the longterm academic results.

“Sometimes people think that it’s costly, but I think that if you come here and you see what you’re going to get for that money, you’re going to realize that it’s certainly worth your investment for your children,” Murphy said, pointing to the school’s academic outcomes and the foundation students build for success in high school and beyond.

Murphy said that individualized education also extends to the faculty experience, noting that several teachers at St. Kevin

previously worked in public schools before making the switch to Catholic education.

Despite lower pay, she said those educators were drawn to a more personal school environment.

“We have faculty members who were public school teachers who left to come work here,” Murphy said. “People are saying, ‘I want the quality of my life to be better, so that’s why I want to work in Catholic school.’”

While elementary education is where a foundation is built, principals at Catholic middle and high schools say the benefits carry forward.

At St. Francis Preparatory School, at 61-00 Francis Lewis Blvd. in Fresh Meadows, Principal Pat McLaughlin described Catholic education as an investment in the “whole person,” blending academics with faith, discipline and community; and at The Mary Louis Academy, at 176-21 Wexford Terrace in Jamaica Estates, Principal Jean Mauro said there is a teacherto-student ratio of 12 to 1, and an average class size of 15 to 25, depending on the grade level.

The principals all agreed that families curious about Catholic education are encouraged to see it firsthand.

Mamdani, Hochul unveil plans to ease financial burdens on families

Free childcare for 2-year-olds is coming to New York City, Gov. Hochu l a nd Mayor Ma md a n i announced Jan. 8, marking a major expansion of the city’s early childhood daycare system and a step toward universal care for children under 5, a central theme of Mamdani’s mayoral campaign.

Hochul has committed to having the state fully fund the first two years of the city’s implementation of the initiative, called “2-Care.”

The program’s first year will focus on high-need areas selected by the city and it will expand to serve all interested families by its fourth year, according to a City Hall press release.

As part of her executive budget proposal this year, Hochul said she will commit to delivering affordable childcare for nearly 100,000 more children. Through that $1.7 billion increased investment, the total fiscal year 2027 spending will be $4.5 billion for childcare and prekindergarten services statewide, Hochul’s office said.

The governor acknowledged that the roadmap to universal childcare would take several years.

“It doesn’t happen overnight,” she said during the announcement with Mamdani in Brooklyn. “You don’t just declare universal childcare.”

The state is aiming to achieve universal pre-K for all 4-year-olds by the start of the 2028-29 school year. In addition to funding additional pre-K seats, Hochul’s budget plan will add funding for existing seats, a combined commitment of roughly a half-billion dollars.

The governor also announced the creation of the state Office of Child Care and Early Education, meant to steer the implementation of universal childcare.

“In addition, the Governor will partner with the Mayor to strengthen and fix the city’s 3K program and ensure it achieves its promise of universal access,” the City Hall press release said.

Most of the families of the 170,000 children served by the program pay no more than $15 a week for childcare, according to Hochul’s office.

Rebecca Bailin, the executive director of New Yorkers United for Child Care, in a staatement said the moment is historic for families.

“Governor Hochul listened to parents — and today she led,” Bailin wrote. “This plan reflects what families have been fighting for, including a statewide Pre-K guarantee and funding for 2-Care. It offers a real path to making New York affordable for working families. Credit is also due to Mayor Mamdani, who made child care a central campaign issue Q and a must-have for the state.”

January is Cervical Cancer Awareness Month, and to learn more about the disease and what people can do in terms of prevention, the Chronicle reached out to Dr. Janice Ascencio, chair of the department of Obstetrics and Gynecology at Jamaica Hospital Medical Center’s Women Health Center.

The American Cancer Society estimates that in 2026 13,490 new cases of invasive cancer will be diagnosed and about 4,200 women will die from the disease, which impacts Black and Native American women at about a 55 and 80 percent higher rate, respectively, than white women.

Ascencio said that 99 percent of cervical cancers are caused by persistent infection with high-risk human papillomavirus.

“This virus is sexually transmitted and usually doesn’t require any penetrative intercourse, but any intimate genital skin-to-skin contact,” Ascencio told the Chronicle. “It is very easy to transmit.”

If people were to get an HPV vaccination before exposure to the virus, the disease could be eradicated, said the OB/GYN. “In fact, countries that have adapted universal vaccination like the [United Kingdom] have had dramatic drops in their cervical cancer rates,” said Ascencio, who said the dis-

ease is the abnormal growth of the cells on the cervix. “We screen women at 21, but any sexually active person should be screened.”

Cervical cancer dropped by 90 percent for women in their 20s who were fully vaccinated by 15 years old or younger in the UK and the disease is expected to be eliminated there by 2040, according to England.nhs.uk.

By giving a pap smear, doctors can check for irregularities in the cells of the cervix.

“It used to be that everyone should be screened annually, but it is now three to five years, depending on the result of the patient,” due to new testing in which people are now screened for both cervical cell changes and the virus at the same time, said Ascencio. “If the patient has an abnormal pap smear, the screening may be annual.”

Initially, screenings were annual for women 30 years and older before guideline changes were made.

“In 2018 to 2020, the HPV test was now being endorsed as a primary screening option and right now, and some are saying you can even do the HPV testing alone,” said Ascencio, “but the American Council of [Obstetricians & Gynecologists] doesn’t say that, so we stick to the dual screening, that includes the pap smear, where we can also do the HPV test.”

People tend to develop cervical cancer during their reproductive years, which is why it

is important to get screened and vaccinated early, said Ascencio. Those who develop the cancer are at risk of having to get a radical hysterectomy, chemotherapy radiation or having their cervix removed, which will cause infertility.

“You can get vaccinated as early as 9 to 12 years old,” she said. It is best for people under 15 to get two vaccinations within the same year and for those 15 and older to get three vaccinations, she said.

“There are more than 200 types of HPV and the vaccination covers nine different strains,” she said. “In terms of vaccination early, it helps to decrease the risk of longterm infection with the risk type of HPV and reducing the risk of getting cervical cancer. ...

The vaccine covers high-risk and low-risk types. ... We picked the most aggressive in terms of causing cervical cancer and the other ones are the low risk types that causes genital warts and the like.”

If people are diagnosed at stage 1, they have a more than 90 percent chance of surviving cervical cancer. At stage 2, the survival rate is around 60 percent, at stage 3 it is 30 percent and at stage 4 only one in five people, or 20 percent, survive the disease.

“Prevention is key to the survival of the disease,” Ascencio said. “You can’t go back.

The Department of Education has issued a letter to parents and a statement to the Chronicle stating that the math department at Flushing High School “will follow the school-wide grading policy” in response to recent allegations of grade fixing.

Forest Hills eyesore racking up violations DOB called for its demolition amid pending litigation; city detects rats

Area leaders say a residential building in Forest Hills, which is now boarded up with vermin scurrying around, has plagued the community for years.

Mark Laster of both Community Board 6 and the Forest Hills Green Team said he first complained about 108-14 67 Ave. in May 2023, after a gardener for Commonpoint Central Queens lamented rats in the area. Nothing happened for about a year after that, Laster said, but he and the board discovered that it had more than a dozen unpaid Environmental Control Board violations.

He said he submitted another complaint last year, at which point 311 reported that the city Department of Buildings was investigating and had filed an unsafe-buildings notice. The agency defines an unsafe building as a structure or premise that is a danger to public safety because it is open, vacant, unguarded or structurally compromised.

“You look at this building, it’s falling down,” Laster told the Chronicle Monday.

“Something should be done about this.”

Most recently, the city issued an Office of Administrative Trials and Hearings/ECB violation last November that cited collapsed panels on the lot’s construction fence, records show. A hearing had been scheduled for Tuesday.

PHOTO BY MICHAEL SHAIN According to the city’s Rat Information Portal, rat activity was detected at the most recent inspection last October, and bait was applied last month.

Laster said he was told last year that the issue needed to be resolved in court, and the owner would have to take a slew of actions to bring the property up to code.

The DOB said it inspected the property last April and found that the vacant building was open to the elements, with the rear entry door and portions of the roof missing.

The agency issued its unsafe-buildings violation last May. It had previously issued multiple OATH/ECB violations to the property owner in 2022 and 2023, for having a construction fence with an expired permit and failing to maintain the building.

CB 6 District Manager Christine Nolan said a hearing for an unsafe-buildings violation issued last March was set for last November, but the last she heard, the results were not yet in the system.

A follow-up inspection last June revealed that prolonged exposure to the elements had compromised the building’s structural stability, posing a danger to the public, as per a DOB spokesperson. The agency then recommended demolition.

The property owner informed the DOB about plans to file for demolition in response to the city’s unsafe-buildings lawsuit, the agency said. Arkadiy Khaimov is listed as the owner, according to city records.

Property owners are responsible for financing demolition work, the DOB said. But if a building poses an immediate hazard to the public, its demolition has been ordered and the owner has not been responsive, the city

Department of Housing Preservation and Development hires contractors to perform the work at the owner’s expense.

Separately from the unsafe-buildings lawsuit, there is more litigation involving the site that remains ongoing. Court documents show that Freedom Mortgage Corp. in 2023 filed a complaint against Arkadiy and Boris Khaimov, who allegedly mortgaged the property and failed to make payments due on and after June 1, 2020.

The plaintiff’s time to effect service of its complaint was extended, filings show. The next court date, for an administrative conference, is set for May 15.

The DOB said it was unaware of the mortgage lawsuit. Councilmember Lynn Schulman (D-Forest Hills) said she will brief the new DOB commissioner on the situation and see what can be done as litigation continues.

While the Chronicle could not confirm whether he is the property owner, a Forest Hills man named Arkadiy Khaimov was sentenced to six years in prison for money laundering in 2024, as per the U.S. Eastern District of New York. The Federal Bureau of Prisons’ inmate locator indicates that he is in a correctional facility in Otisville, NY, and he is set to be released in March of 2028.

Throgs Neck Bridge turns 65 in style Bronx-Whitestone’s younger sister a monument to a growing region

The Throgs Neck Bridge opened to the public on Jan. 11, 1961. So how did the Metropolitan Transportation Authority celebrate on Sunday?

“We had a party for people who work on the bridge,” said Nellie Hankins, an archive assistant with MTA Bridges and Tunnels.

There was cake, coffee and bagels.

“But we didn’t sing happy birthday,” Hankins said.

While it opened 32 years after the BronxWhitestone Bridge, Hankins said the spans are considered sister bridges.

“The idea is that they’re meant to serve similar members of the driving public,” Hankins told the Chronicle. “The Throgs Neck takes a lot of truck traffic that the Whitestone doesn’t in part because the Whitestone is a much older bridge [opening in 1939]. They really occupy two different ideas of what urban planning was going to look like.”

Their links go back to before the Whitestone was approved to connect Queens, Long Island, New England.

Hankins said Throggs Neck (yes, two Gs) was under consideration back in the 1930s, but was passed up because the area did not have the connecting roadways to places where people wanted to go.

The Throgs Neck Bridge turned 65 on Jan. 11, and the Metropolitan Transportation Authority has been celebrating.

“The baby boom is starting and population centers are shifting, with people moving out to Long Island,” she said. “People were using the Bronx-Whitestone Bridge more. The traffic stats more than doubled between 1946 and 1950. And they doubled again between 1950 and 1960.”

The Throggs Neck area still lacked the connective infrastructure; but the Whitestone was being overwhelmed.

“It was clear that the Bronx-Whitestone was getting hit a lot,” Hankins said, But in 1956, the Interstate Highway Act passed, and things began to move very quickly.

“So now you not only had the money and

the willingness to build, you had the willingness from the federal government on down and from the city and state governments up to build connecting highways,” Hankins said.

A Throgs Neck bridge was recommended as part of a 1955 report from the Triborough Bridge and Tunnel Authority and the Port Authority of New York and New Jersey.

Othmar Ammann, who had designed a number of bridges in the tri-state area, was selected. One G was dropped from the name.

“He designed the Bronx-Whitestone, so he was familiar with the area,” Hankins said.

And he chose to make his creation toned down, but still pleasing to the eye.

“There weren’t a lot of froufrous,” she said. “He wanted a bridge with clean lines that would stand the test of time.”

Ground was broken in October 1957 with just over two years needed for planning and financing. Less than four years later, the ribbon was cut and the first passenger cars crossed. It cost $91 million in 1961 dollars.

Hankins noted its location above Ft. Schuyler, which now hosts SUNY-Maritime College. She said the ideal geology and geography for a fort and a bridge are very similar.

And since 1983, the Bronx tower has hosted nesting peregrine falcons, who now have a private nesting box. Every new chick is banded.

Works that touch on concepts of visibility, exposure, screens, sensory experience and the physical behavior of light technology itself are spread throughout the darkened space. Through a sequence of personal interactions, the exhibition develops.

Visitors are drawn toward softly luminescent objects such as “This Way” and “That Way” by Wright Rickman — a bold, clean-line, starkly bright object created from glass, argon gas, mercury and acrylic mirror, allowing the neon sign to break free from its typically commercial use.

“Lucky Cat 72” by jinistar jin ko is a mixed-media neon light piece combining 3D holographic film and color-gel LED. The piece emits a futuristic cyberpunk rendering while reminiscent of the pop symbolism of the 1960s.

A small illuminated mask immediately draws attention. Based on a Pinocchio form, “Spectacular Liar” by Jean Foos glows gently against the brick, its surface overpainted with intricate patterned skins. The familiar shape becomes stranger under the light — part playful, part unsettling.

Visitor Steve Buckley paused there for a long time.

“It’s got this very spooky feel to it, very creepy,” Buckley said. “But it really attracts you, too, because the mask has a smile, but it’s got this strange glow to it.”

He pointed to the layered surface. “She uses that patterning in many of her pieces ... and what I love about this piece is it’s simple and spooky, and it’s got Jean’s brand on it.”

Joanne Gore was born in Brooklyn Aug. 30, 1943, according to ancestry.com, to Altovise and John Gore. They lived at 81 North Portland Ave., apt 6B, in Brooklyn.

By 1950, Census records show, there was no man in the house, and Joanne was being raised only by her mother. She excelled in dance and adopted her mother’s name of Altovise professionally.

In 1961 Gore was the lead dancer in the Broadway play “Kwamina,” choreographed

by Agnes DeMille. The play flopped after 32 performance but critics praised the dancers.

Gore met Sammy Davis Jr., who was starring in the play “Golden Boy,” in 1964.

When the play closed in 1966, he hired her as the lead dancer in his nightclub show.

The money she had earned was enough to purchase a home at 189-10 114 Drive in St. Albans for her mother. Gore lived there, too, when in town. On May 11, 1970, she became Davis’ third wife in a courthouse wedding.

delinquent, with $2,708,901.75 due, and she owed over $7 million to the IRS. Altovise Davis sold off her husband’s assets, but the St. Albans home was untouched until her mother passed in 2005.

The festivities will begin with the opening of “Red Horizon: Art, Heritage, New Energy,” a multidisciplinary exhibition curated by Korean-American artist Stephanie Lee, founder of The Garage Art Center in Bayside. It highlights paintings, sculptures and more by Asian artists, and Lee said each work reflects how cultural identity is still evolving in the makers’ daily lives.

“Everybody’s kind of focused on that theme as a living, forward-moving force,” Lee said. “We deal with Asian descent and tradition, but we are treating it as more lively and as an energy of moving forward, welcoming the new year.”

Lee’s own work will be on view, including a piece called “Tiger Arrives in New York.”

That same day at 5 p.m., visitors can see screenings of award-winning animations at the sixth annual Crazy Talented Asians & Friends Animation Festival for Short Films and Motion Design. A mixer will follow at 6:30 p.m., during which guests can chat with the artists. Tickets for the screening are $20, or $15 for members and students with ID, and admission to both the viewing and the mixer is $30 per person, or $25 for members and students.

Tuvergen Band will bring Mongolia’s musical traditions, inspired by sounds of the natural world, to Flushing at 2:15 p.m. Feb. 22. Advance tickets are $15, or $12 for members and children 12 and under. They also may be purchased the day of the show for $20, or $15 for members and kids.

“Momentum,” a brilliant blue glass sculpture across the room, provides a more subdued yet potent attraction. It seems almost aquatic when lit from within, as though light had been trapped inside a frozen wave. While fine glass beading accumulates around the base, collecting highlights and gently distributing them over the surrounding floor, bubbles and ripples are suspended in a deep cobalt mass.

Spotlight on Mike Tirico

Whitestone native, Bayside High School alum and face of NBC Sports Mike Tirico will be a very prominent media personality next month. He will be calling Super Bowl LX in Santa Clara, Calif., on Feb. 8. As soon as he presents the Lombardi Trophy to the victorious team, he will jet off to Milan, Italy, where he will anchor coverage of the Winter Olympics.

Tirico, along with many other NBC air personalities and executives, took part in a press event to promote its winter sporting events. He told me he was not daunted by what would be a killer traveling schedule for most mortals.

Aside from the grueling travel, getting familiar with the names of Olympic athletes in various sports from around the world, right after having to do play-by-play for the most watched television program annually, must be a stressful challenge. Mike seemed unfazed by what lies ahead. In his remarks, it was clear he had been preparing for Milan for quite a while.

He listed several athletes from both the U.S. and elsewhere who will be competing for the gold without the aid of a Teleprompter.

Cris Collinsworth will be Tirico’s partner in the broadcast booth at Super Bowl LX. “I will probably want to throw up right before game time when I realize over 130 million people will be listening to my analysis!” he joked. He ARLENE PACCHIANO Broker/Owner

told me later that by the middle of the first quarter, the Super Bowl hype retreats and it becomes yet another NFL game for him.

Collinsworth also played in the Super Bowl as a wide receiver for the Cincinnati Bengals. I asked him if the players get overwhelmed by the Super Bowl aura, or if they can treat it like any other NFL game. “Of course, I was caught up in the hoopla before the game started. It quickly became just another game when I got hit after making my first reception!”

NBC also will show NBA All-Star Weekend from the Intuit Dome in Inglewood, Calif., during Presidents Day weekend. Noah Eagle, the son of highly regarded broadcaster and Forest Hills High School alum Ian Eagle, will call the action. He will have Knicks legend Carmelo Anthony as his game analyst.

The All-Star Game has been a joke in recent years as players have exerted little energy playing defense. Anthony feels the format of this year’s game, American-born NBA stars versus foreign natives, will force everyone to take the game seriously, especially since it will occur smack dab in the middle of the Olympics.

NBC is using celebrities such as Dua Lipa, Scarlett Johansson, Jon Hamm, Matt Damon, and Forest Hills’ own Ray Romano in TV spots Q to promote its Olympics coverage.
