A day is a long time in cleaning

As I sat down to write this column a month ago we were looking forward to what promised to be a very successful Manchester Cleaning Show followed by Interclean in Amsterdam. COVID-19, or Coronavirus, was something affecting other parts of the world. One month on, how things have changed.

The Manchester Cleaning Show has been postponed but it has, however, secured new dates at Event City in Manchester – 15 and 16 September 2020 – so we look forward to welcoming the industry then. We’re delighted that we are able to bring you such positive news so quickly - something for the industry to look forward to once the summer has passed. Interclean has also been postponed and will also take place in the autumn, confirmed as 3-6 November 2020.

The situation regarding COVID-19 is changing by the hour so the news pages of this publication aren’t the best vehicle to bring you updates, advice and industry comment. Please log in to www.cleaningmag.com where you will find daily updates in our news section. Where the printed version of Cleaning & Maintenance does have a role to play is in disseminating strategy, product and process information for

use by the professional cleaning sector as it takes a frontline position in reducing the impact of this crisis on public health. This issue looks specifically at the challenges faced by the healthcare sector and offers useful advice on what to do, how often, and with what.

At this challenging time, my admiration for cleaning operatives, supervisors and the companies that oversee service delivery knows no bounds. Proposed immigration rules will have far-reaching effects Paul Thrupp, chairman of the British Cleaning Council, reports.

THE new immigration rules being proposed by the Government recently are very concerning for our industry and, if these are approved by Parliament, then from 31 December this year overseas citizens would have to reach a minimum of 70 points to be able to work in the UK. The points system as we understand it includes 50 points for an English-speaking person who has the offer of a skilled job with an ‘approved sponsor’.

Further points would be awarded for areas such as qualifications, the salary on offer and availability to work in a sector with shortages.

The salary threshold for skilled workers wanting to come to the UK would be £25,600 and would drop as low as £20,480 for people in specific shortage occupations.

But where does that leave the cleaning industry? As we are not counted as a skilled job and often our salaries are below the suggested levels, it will mean that, as it stands, there would be no visas for many of the workers our sector depends upon.

The huge impact of these changes will be felt heavily in the cleaning and tourism industries in and around London. The Labour Force Survey for April to June 2019 showed that in London, 62% of the cleaning industry workforce was born overseas, whilst

the average figure for foreign-born workers in the industry as a whole is around 23%. Furthermore, the figures also show that 45% of cleaning and housekeeping managers and supervisors were born overseas. This role is hugely important to making sure that buildings, hotels and guest houses are kept clean and tidy.

It is clear that, if the proposals go ahead as planned, this will result in a severe shortage of staff in the cleaning and tourism industries in and around London and other areas. We are told that we can just train up more UK people to fill the gaps, but I don’t believe there are hundreds of thousands of UK-born people available and willing to take these jobs. Additionally, the Government said we could recruit workers from the eight million 16 to 64-year-olds who are ‘economically inactive’ but many of these are students, carers or long-term sick.

There’s no getting around it, it will be really difficult to replace all these overseas workers from UK-based citizens and the result will be that standards of cleanliness will plunge across London and other areas, leaving workplaces, shops, public buildings, and tourist attractions dirtier whilst some homeowners will also struggle to recruit domestic cleaners. This could

have a detrimental impact on the huge national effort for high hygiene standards needed in this day and age and none more so than now, in response to the current Coronavirus outbreak.

A shortage of senior housekeeping staff could leave hotels and guesthouses grubbier. Cleanliness has been shown to be the most important factor when choosing a hotel so this, in turn, will discourage tourists from visiting the UK, hitting our economy further.

Without new workers coming to the UK, I fear the sector will shrink, businesses will fold and prices will go up. The sector has grown incredibly strongly over the past few years but that would go into reverse.

Currently, cleaning is one of the 10 biggest industries in the UK, worth over £54 billion and employing 1.63 million workers, so these developments will have far reaching effects for the whole of the country. To avoid this downward spiral, the Government must design immigration controls that allow in the essential overseas workers the cleaning sector needs. Cleaning must become a shortage occupation.

In our sector, we often feel that the work of cleaners is overlooked, that we are an invisible workforce. But the Government would be making a major mistake to take us for granted when deciding immigration policy.

A JOB WORTH DOING - A CONTRACTOR’S BLOG C&M

WE often complain that cleaning doesn’t get taken seriously enough as an industry, but with COVID-19 and the impending curtailment of ‘unskilled’ migration, I get the feeling that things might start to change during 2020. Whilst no-one likes to benefit from a crisis, this is definitely a moment for our industry to shine. Not only can we provide added value at a time of national concern over hygiene standards, we can also use this opportunity to advance the debate around pay rates for our very valuable workforce.

Like every other cleaning contractor, at DOC we are doing our best to support clients in their efforts to contain COVID-19, whilst at the same time making absolutely sure that our own employees are safe. It highlights again the value of good cleaning and working with a responsible cleaning contractor. It also throws into perspective the potential difficulties of dealing with this sort of challenge if there were to be a severe shortage of front-line staff in the industry. Indeed, this could well be where we are headed if the Government’s immigration framework announced in February continues in its present form - ie a points system - but without the original promise of a temporary 12-month visa for ‘unskilled’ staff that was designed to ease the pressure on industries reliant on immigrant labour.

Many of these employees may not yet have applied for settled status to remain in the UK, that’s assuming they want to do so. The implications for contractors are clear if the labour supply shrinks and we struggle to retain or replace staff on existing client contracts. Thankfully the BCC is lobbying the Government to reconsider its plans, but it’s easy to imagine a scenario where the Government waits to see what actually happens before taking action.

Of course one way to encourage more people to work as cleaners is to raise pay rates and in the intervening period before the new immigration rules come into force - ie the

Every day I hear about contractors who are quietly, and I may say bravely, digging their heels in when it comes both to tendering for new business and improving conditions on existing contracts.

This highlights the type of discussion that might become necessary with existing clients all over the country as staff on pay rates at or around the NLW consider better offers in an environment of increasing demand for ‘unskilled’ staff in the cleaning, hospitality, care, and food production industries.

It is important that we manage clients’ understanding about what exactly they receive in return for their cleaning budget. Top of the list is the reassurance of working with stable operators, experienced in motivating and managing large numbers of staff who work in difficult conditions and often at unsociable hours. Close behind is the use of technology to deliver training and compliance as part of a quality cleaning operation. And of course there is our immediate and unquestioning assistance when clients are faced with unplanned disruption, like the situation we are currently experiencing.

Clients require cleaning to be a professional industry and it therefore needs to be treated as one. If the cost of such professionalism is difficult to swallow, the next year or two could go some way to exposing the alternative - unsustainable contracts that result in poor cleaning standards, lack of management support to resolve issues and no sense of the partnership approach required to deliver quality cleaning.
