Illegal Fireworks Are Prohibited in Lawndale The City of Lawndale, the Los Angeles County Sheriff’s Department and the Los Angeles County Fire Department will be out in force this Fourth of July season to curb the use of illegal fireworks in Lawndale. Illegal fireworks are any fireworks that do not bear the California Fire Marshal “Safe and Sane” designation. Safe and Sane fireworks can only be used in Lawndale from noon on July 4th through 1 a.m. on July 5th. Any firework that shoots up in the air or explodes is illegal anywhere and at any time in the City of Lawndale. Fireworks are also prohibited in all City parks.

THE FOLLOWING FIREWORKS ARE PROHIBITED:

Violations of these laws will be strictly enforced and are punishable by up to a $1,000 fine plus penalties and assessments from the courts.

If you know of areas in your neighborhood where illegal fireworks are used each year, please notify the Los Angeles County Sheriff’s Department at (310) 219-2750 or contact the Municipal Services Department at (310) 973-3220 for additional information.

Spring Capital Improvements Program Update The Public Works Department is pleased to provide you with this quarterly update of the City’s Capital Improvement Program (CIP). The program covers street, concrete and traffic improvements (including sidewalk, curb and gutter), parks, and city facilities improvements. Many projects are currently under construction or are in the planning and design phases.

Current Projects Citywide Traffic Signal Improvements: The City received a $1.5 million Los Angeles County Metropolitan Transit Authority Measure R Grant to improve several traffic signals in the community that are outdated. The signal upgrades will facilitate traffic, bicycle, and pedestrian movements within the City’s transportation network. Some of the traffic signal improvements will include the following elements: full-traffic actuated operation; bicycle and pedestrian use accommodations; timing plans for signals and new controllers, cabinets, conduits, wiring, and detection loops where needed and at a number of the following locations: Manhattan Beach Boulevard at Freeman Avenue; Rosecrans Avenue at Jefferson Avenue; Rosecrans Avenue at Ramona Avenue; Rosecrans Avenue at Firmona Avenue; Inglewood Avenue at W. 147th Street (both intersections); Inglewood Avenue at W. 152nd Street; Artesia Boulevard at Inglewood Avenue; Artesia Boulevard at Kingsdale Avenue; Artesia Boulevard at Grevillea Avenue; Prairie Avenue at W. 164th Street; Prairie Avenue at Manhattan Beach Boulevard; Prairie Avenue at W. 154th Street; Prairie Avenue at W. 147th Street; Prairie Avenue at Rosecrans Avenue; Marine Avenue at Firmona Avenue; Marine Avenue at Mansel Avenue; and Marine Avenue at Freeman Avenue.

Construction is expected to be completed in July.

COMPLETED PROJECTS: Roadway Improvements: Two projects were in construction in January 2015 to rehabilitate several streets. The roadway improvements were divided into two separate projects given their different funding sources.

The general items of work for the two projects will include cold milling the existing asphalt pavement at variable depths; placement of an asphalt concrete overlay; reconstruction of curb ramps to meet Americans with Disabilities Act (ADA) requirements; reconstruction of some driveways; sidewalks, curbs and gutters; and other supplementary work.

Hogan Park Expansion Project Underway A number of years ago, public meetings and input was sought from area residents that has resulted in a new and improved park that is being constructed on Osage Avenue between 167th and 168th Streets.

Now that project funding has been restored, former Hogan Tot Lot park is being renovated into a new larger park, Hogan Park, with additional amenities is taking shape and it will include removal and disposal of existing playground equipment and footings, existing sand and rubber surfaces, park lights, and irrigation system. The new park will include placement of new play equipment, rubber surfacing, creation of a street cul-de-sac, construction of a one-story park facility with an office and restrooms. In addition, the installation of concrete ramps and related accessory work as required for a full and complete park is taking place as this newsletter in being written.

The project was bid publicly and the City received nine (9) bids for the construction project. The City Council awarded the contract in February 2015 and the ground-breaking ceremony took place in March 2015.

The project is expected to be completed in June/July and is scheduled to be dedicated to public use at a date to be determined.

Recycling Programs and News Free SHARPS Collection Containers and USED MOTOR OIL and FILTER Recycling Containers

The City of Lawndale Public Works Department is distributing free SHARPS containers to the community while supplies last.

Provided by the Los Angeles County Department of Public Works, these containers provide a safe and simple way to dispose of home-generated sharps waste, which by law, cannot be thrown in the trash. “SHARPS” is the term used to describe any item that is capable of puncturing the skin such as needles and lancets.

Medical sharps are used in many homes to administer medications, such as allergy shots and insulin and to monitor physical states such as blood sugar levels.

Do you change your own motor oil and filter?

If so, be sure to recycle the used oil and filter. Pouring used motor oil on the ground can quickly pollute large amounts of water. One gallon of motor oil can contaminate one million gallons of fresh water. That is one year’s supply of water for 50 people! The City of Lawndale Public Works Department is distributing oil and filter recycling containers at no charge to the community while supplies last.

You can pick up either of these containers at the City of Lawndale Public Works Yard located at 4722 Manhattan Beach Blvd. on a Monday through Thursday basis between the hours of 8:00 a.m. and 5:00 p.m. The containers can then be taken for disposal to a Household Hazardous Waste Collection Center or to Hyperion S.A.F.E. Collection Center at 7660 W. Imperial Hwy., Gate B, Playa Del Rey on Saturdays and/or Sundays from 9:00 a.m. to 3:00 p.m. year-round.

Free Bulky Item Pick-up

Stop Sign Replacement Project: The stop-sign replacement project has been completed in the City. The Public Works Crews replaced faded or damaged stop signs. The new stop signs are reflective and have an anti-graffiti film and will aid drivers during the evening hours, reducing the time spent for graffiti removal. The crew is now replacing street sweeping signs throughout the City.

Monthly Department Training and Meeting Participation:

Single family residents are eligible for four free bulky-item pickups per year, with a maximum of four items per pick-up. Residents of multifamily properties can receive one free pickup per year with up to four items. Before you set your bulky items at the curb for pick-up, please call Republic Services for a FREE disposal appointment at (800) 299-4898. If you don’t call and make a pickup appointment, your items will not get picked up.

Mandatory Commercial Recycling

State law (AB341) requires mandatory recycling for businesses that produce four cubic yards or more of trash per week and multi-family properties with five units or more. Be sure you are in compliance by calling Republic Services at (800) 299-4898 to review your account.

Larch Avenue Park Coming in 2016!

On March 7, 2011, the City Council approved the purchase of a 1.5 acre property located on Larch Avenue just south of W. 147th Street with the intention of developing the land into a park. Soon after the land was purchased, a conceptual design was created which was the result of several public outreach workshops in which extensive community input was received.

Subsequently, the City received $4 million in California State Proposition 84 grant funding to develop the land into a park.

We thank all of the residents who have participated in the public outreach events. Your participation has helped the City design a park that the children can enjoy and one that everyone will be proud of. Property preparation activities are being completed; construction is expected to begin this summer. The park is expected to be opened to the public in the spring of 2016.

The Harold E. Hofmann Community Center has four state-of-the-art rooms, two with full amenities, available for reservation for private functions such as: birthday parties, baby showers, wedding receptions, business meetings, family gatherings, formal dining events, etc. Whatever event you are having, the Harold E. Hofmann Community Center has a room that is made just for your event. Kids, Cool Off at Jane Addams Park This Summer!

The wading pool at Jane Addams Park will be open this summer each Monday through Friday from 12:00 p.m. to 4:00 p.m. beginning July 1 through August 21. The pool is designed for young children 2 to 6 years of age and adult supervision, preferably parental supervision, is required. Bathing suits and swim diapers specifically designed for pools are required as well. Traditional baby diapers are not allowed in the pool at any time. Please prevent unnecessary sunburns and bring your own sunscreen.

Water Conservation Tips

Cellular telephones are popular targets for criminals.

When people are walking on a public street talking on their telephones, they are so occupied with their telephone call that they are not paying attention to people around them. This can make them an easy target for a criminal. Suspects have been known to take advantage of this inattention and steal the victim’s cell phone before the victim can even react. Here are some tips to reduce the chances of being a victim: Conceal your telephone. When you are not using your phone, have it in your pocket, or in a phone case.

If you need to make a call while walking on a public street, pay attention to your surroundings. When you have completed your call, put the telephone away.

Do not text or carry the telephone in your hands for long periods of time. Send your text, then secure your phone out of sight.

These are just a few suggestions intended to lessen the likelihood of you becoming a target of would be criminals and becoming a victim of theft.

As you are probably aware, on April 1, 2015, California Governor Jerry Brown issued Executive Order B-29-15 to impose restrictions to achieve a 25 % reduction in potable urban water usage through February 28, 2016. Currently, under these emergency conservation regulations, it is prohibited for anyone to use potable water for the following: 1) to wash down driveways and/or sidewalks; 2) to allow irrigation run-off; 3) to use a hose without a shutoff nozzle; 4) to use water in decorative water features that do not re-circulate the water’ and 5) to use outdoor irrigation during any 48 hour period following measurable precipitation.

Business License Requirements for Rental of Residential Units: If you are a property owner in the City of Lawndale and you engage in the rental of residential units, it is a requirement that a business license be obtained prior to renting to any tenants.

Business licenses are charged on an annual basis. Fees are based on the total number of units that will be rented as part of your residential rental business. Residential rental businesses pay a one time application fee of $75 plus a charge of $24 annually per unit. Fees are exempt for owner occupied units plus one additional unit that is on the property. Additionally, the application fee of $75 is waived for properties that have five (5) or less units. Business license applications can be obtained from the Finance Department at City Hall, Monday-Thursday from 7:00 a.m. - 5:30 p.m. For more information please contact the Finance Department at (310) 973-3246.

In addition to saving money on your utility bill, here are some tips that you can use at home to help do your part in conserving even more water: Use your dishwasher. Dishwashers typically use less water versus washing dishes by hand.

Take shorter showers. Shortening your shower by one or two minutes will save up to 150 gallons of water per month.

Turn off the water while brushing your teeth.

This can save up to four gallons per minute.

Fix leaky toilets. While a leaky toilet may be out of sight and out of mind, it is one of the biggest water wasters inside your home. Estimated daily savings is between 30-50 gallons per day.

Water your landscape one or two days per week versus five days per week and minimize evaporation by watering during the early morning hours.

This can save you up to 85 gallons per week.

Prior to conducting any yard or garage sale within the City, you must first obtain a permit from the City of Lawndale Finance Department. A $3 yard sale permit is required for a one-day sale once every three months. A two-day yard sale permit can be obtained for $6. Please be reminded that yard sale signs MAY NOT be placed upon any City property.

General Plan Safety Element Update and Local Hazard Mitigation Plan Making Plans For Safety The City of Lawndale is taking steps right now to protect our community from earthquakes and other hazards, to prepare for emergencies, and to provide adequate fire and police services. Lawndale Residents May Qualify for a Measure CL Tax Exemption On November 6, 2012, Los Angeles County voters in the Lawndale, Hawthorne, Wiseburn, Lennox and Centinela Valley school districts approved Measure CL, a Local Classrooms Funding Authority parcel tax intended to generate approximately $11 million per year. Residents who own a single family house or condominium in Lawndale may be eligible for a Measure CL tax exemption if you fall into the category of a senior citizen over age 65 or if you qualify for a disability exemption. The deadline to file for an exemption is June 30 of each year. However, you do not have to reapply each year once you begin receiving the exemption.

Exemption applications are available at each elementary school district office, Lawndale City Hall, Wiseburn Library and Lennox Senior Center.

Efforts currently underway include updating or preparing the following: Safety Element: As part of the City’s General Plan, the Safety Element provides long-range planning for community safety. It guides the provision of fire and police services. It also identifies potential hazards such as fire, earthquakes, flooding, and hazardous materials, and guides City decision-making to minimize risks from these hazards.

Local Hazard Mitigation Plan (LHMP): The Local Hazard Mitigation Plan will analyze the community’s risk from natural hazards, coordinate available resources, and provide a set of action items that can help reduce risk and future losses over the long term. It is expected to include education and outreach programs, partnerships, and other risk reduction activities.

Emergency Operations Plan: The Emergency Operations Plan guides how the City government responds to community emergencies, as well as how it prepares staff to respond. It is designed to ensure coordination with other agencies that are involved in emergency response. It also specifies how the City will communicate with residents during emergencies.

Soft Story and Unreinforced Masonry Structures Map: The City is conducting a survey of Lawndale’s buildings to identify and create a map of unreinforced masonry and soft-story buildings, which may be vulnerable to earthquakes.

The LHMP will be discussed at the July 6 City Council meeting. The meeting begins at 6:30 p.m. in the City Hall Council Chamber.

COMMUNITY NEWS AND ANNOUNCEMENTS 2015 Outstanding Older American Award Recipient Each year, the County of Los Angeles Commission for Older Adults requests nominations of outstanding older adults in the five Los Angeles County supervisory districts. The purpose of the award is to reward older adults for their volunteerism in the communities in which they serve. This year, the City of Lawndale’s recipient is John Andersen.

Mr. Andersen has lived in the South Bay his entire life and has been married to his wife Marilyn since 1958. He enjoys participating in many activities such as exercising at the gym and traveling. Mr. Andersen’s passion for travel has led him to be a volunteer for the City of Lawndale’s Senior Travel Club.

He has been a dedicated volunteer in Lawndale for 11 years. Mr. Andersen spends numerous hours ensuring that the club operates smoothly so it is enjoyable for the seniors. As President of the Lawndale Travel Club he uses his free time planning excursions for the seniors, booking transportation, and creating activities that will promote lifelong learning. Mr. Andersen’s thoughtful approach to finding the perfect tour, festival, or stage play helps keep seniors active and healthy. Congratulations, Mr. Andersen, the City of Lawndale is a better place because of the work you have done.

2015 Rotary Club Deputy and Firefighter of the Year On April 16, 2015, the Lawndale Rotary Club held their annual “Firefighter and Deputy of the Year” luncheon at the Harold E. Hofmann Community Center in Lawndale.

Attended by Rotarians, community and business members, and the Lawndale City Council, this yearly award highlights a deputy and firefighter who currently work in the City of Lawndale.

This year’s honorees, Deputy Robert Maas from the Los Angeles County Sheriff’s Department, South Los Angeles Station/Lawndale Service Center, and Los Angeles County Fire Captain Robert Smith, Fire Station 21, were duly recognized and honored for the excellence they have provided to our city throughout the year.

Rogers Middle School Helps to Divert 320 Tons of Trash from Landfills After months of sorting lunchtime waste, educational assemblies on waste reduction and being quizzed on “trashy” trivia, Grades of Green’s Trash Free Lunch Challenge finalist schools have been selected for the prestigious Los Angeles County-wide competition.

24 Los Angeles schools entered the Challenge in August to see which school could divert the most waste and best inspire their student body to take on lifelong waste reduction habits.

Participating schools asked students to reduce trash by bringing reusable lunch containers and using lunchtime sorting stations to form habits that will protect the environment for years to come.

As in past years, all of the participating schools exceeded all expectations. The Trash Free Lunch Challenge schools collectively surpassed the 100,000 th trash bag mile marker. Even more impressive, the schools educated nearly 11,000 students on waste reduction; that’s more students than any other previous Challenge year.

To be considered as a finalist, each school filled out an end-ofyear application showing the number of trash bags diverted, the strategies they used to educate their campus community about waste reduction and the sustainability of their waste-reduction program. The finalist schools from the middle school category are: Cesar Chavez Middle School (Lynwood) El Segundo Middle School (El Segundo) Will Rogers Middle School (Lawndale) In April, members from Algalita Marine Research and Education, Trash for Teaching, Bag2Speak and other environmental experts sat on the Trash Free Lunch Challenge judging panel and toured each of the finalist schools to see each school’s waste reduction programs in action. The winning schools received education grants from Chevron to continue their environmental programs.

Se insta conservar el agua debido a la sequía Con el Estado, oficialmente en sequía, se insta a los Californianos a que recorten el agua en un 20 por ciento. Las licencias comerciales se cobran anualmente. Las cuotas están basadas en el número de unidades que se rentarán como parte de su negocio de renta residencial. Consejos para la Conservación del Agua Como usted probablemente ya sabe, el 1º de abril de 2015, el Gobernador de California, Jerry Brown, expidió una orden ejecutiva B-29-15, para imponer restricciones para lograr un 25 % de reducción en el uso de agua potable urbana, hasta el 28 de febrero del 2016. Actualmente, bajo estos reglamentos de conservación de emergencia, se prohíbe a cualquier persona, usar agua potable para lo siguiente: 1) lavar los driveways y/o las banquetas; 2) permitir que el riego se escurra; 3) usar una manguera sin una boquilla que cierre el agua; 4) usar el agua en cuestiones decorativas que no recirculan el agua y 5) usar irrigación exterior durante cualquier período de 48 horas posteriores a cualquier precipitación mensurable.

Además de ahorrar dinero en su cuenta de servicio, he aquí algunos consejos que puede usar en su casa para ayudarle a que usted contribuya con su parte de conservar aún más agua: Uso de su lavavajilllas. Las lavavajillas por lo general usan menos agua que lavando a mano.

Antes de realizar una venta de yarda o de garaje, en la ciudad, debe obtener un permiso del Departamento de Finanzas de la Ciudad de Lawndale. Se requiere un permiso de $3 por un día de venta, una vez cada tres meses. Se puede obtener un permiso de $6 por dos días de venta. Se les recuerda que los letreros de venta de yarda, NO SE PUEDEN colocar en ninguna propiedad de la Ciudad.

Actualización de Elementos al Plan de Seguridad General y Plan Local de Mitigación de Riesgos Planes de Seguridad Actualmente la Ciudad de Lawndale está dando los pasos necesarios para proteger a nuestra comunidad de terremotos y otros peligros, para prepararse para emergencias y brindar el servicio de bomberos y policía adecuados. Los residentes de Lawndale pueden calificar para una exención de impuestos con la Medida CL El 6 de noviembre de 2012, los votantes del Condado de Los Ángeles en los distritos escolares de Lawndale, Hawthorne, Wiseburn, Lennox y Centinela Valley aprobaron la Medida CL, un impuesto de lotes de financiamiento de aulas locales destinado a generar aproximadamente $11 millones por año.

Los esfuerzos que se están realizando actualmente, incluyen actualizar y prepararse para lo siguiente: Elemento de Seguridad: Como parte del Plan General de la Ciudad, el Elemento de Seguridad proporciona planificación a largo plazo para la seguridad de la comunidad. Guía la disposición de los servicios de policía y bomberos. También identifica riesgos posibles como incendios, terremotos, inundaciones, materiales peligrosos y guía la toma de decisiones de la ciudad para minimizar el riesgo de estos peligros.

El plan local de Mitigación de Riesgos (LHMP por sus siglas en inglés): El Plan Local de Mitigación de Riesgos analizará los riesgos de la comunidad, de riesgos naturales, coordinará los recursos disponibles y proporcionará un conjunto de elementos de acción que puedan ayudar a reducir los riesgos y futuras pérdidas a largo plazo. Se espera que incluya la educación y programas de extensión, asociaciones, y otras actividades de reducción de riesgos.

Plan de Operaciones de Emergencia: El Plan de Operaciones de Emergencia guía cómo responda el gobierno de la Ciudad a las emergencias de la comunidad, así como se prepare al personal para que responda. Está diseñado a asegurar la coordinación con otras agencias que estén envueltas en la respuesta a la emergencia. También especifica cómo se comunicará la Ciudad con los residentes durante las emergencias.

Mapa de Pisos Débiles y Estructuras sin Refuerzo: La Ciudad está llevando a cabo una encuesta en los edificios de Lawndale, para identificar y crear un mapa de construcciones no reforzadas y edificios con pisos débiles que pudieran ser vulnerables a los terremotos.

Se hablará sobre el LHMP, en la junta del Consejo de la Ciudad, el 6 de Julio. La junta comienza a las 6:30 p.m. en la Sala de Consejo del Ayuntamiento.

NOTICIAS Y AVISOS DE LA COMUNIDAD Receptor del Premio del Americano Mayor de Edad más Sobresaliente del 2015 Cada año, la Comisión Los Ángeles de Adultos Mayores, pide la nominación de adultos mayores en los cinco distritos supervisores del Condado de Los Ángeles.

El propósito del premio es recompensar a adultos mayores por su servicio voluntario en las comunidades en las que participan. Este año, el recipiente de la Ciudad de Lawndale es John Andersen.

El Sr. Andersen ha vivido en South Bay toda su vida y ha estado casado con su esposa Marilyn desde 1958. Disfruta de participar en muchas actividades como hacer ejercicio en el gimnasio y viajar. La pasión del Sr. Andersen por viajar lo ha llevado a ser voluntario para el Club Viajes para Seniors, de la Ciudad de Lawndale. Ha sido un voluntario dedicado en Lawndale, por 11 años.

El Sr. Andersen pasa muchas horas asegurando que el club funcione sin problemas para que lo puedan disfrutar los seniors. Como Presidente del Club de Viajes de Lawndale, usa su tiempo libre planeando excursiones para seniors, haciendo las reservaciones para la transportación y creando actividades que promuevan el aprendizaje de por vida. El enfoque reflexivo que dedica el Sr. Andersen a encontrar un tour perfecto, un festival, o una obra teatral, ayuda a mantener a los seniors activos y saludables. Alguacil y Bombero del Año, del Club Rotario del 2015 El 16 de abril del 2015, el Club Rotario de Lawndale tuvo su almuerzo anual de “Bombero y Alguacil del Año”, en el Centro Comunitario Harold E. Hofmann de Lawndale.

Rogers Middle School ayuda a desviar 320 toneladas de basura de los vertederos Después de meses de clasificación de residuos de basura de almuerzo, juntas educativas sobre la reducción de basura y de ser interrogados sobre asuntos de trivia de basura, se han seleccionado las escuelas finalistas del Reto de Almuerzo sin Basura, de esta competencia prestigiosa de todo el condado de Los Ángeles.

Entraron al reto 24 escuelas de Los Ángeles, en agosto para ver cuál es la que desviaba más basura y mejor inspiraba su cuerpo estudiantil a adoptar hábitos de reducción de basura para toda la vida. Las escuelas participantes pidieron a los estudiantes que redujeran la basura, trayendo envases reusables para el almuerzo y usando las estaciones de clasificación para formar hábitos que protegerán el ambiente por años por venir.

Como en años pasados, todas las escuelas participantes excedieron sus expectativas. Las escuelas con el reto de Almuerzo sin Basura, sobrepasaron en conjunto la bolsa de basura 100,000, que marca un punto clave en este programa. Aún más impresionante es que las escuelas educaron a casi 11,000 estudiantes sobre la reducción de basura; más estudiantes que en cualquier reto de años anteriores.

Para ser considerada como finalista, cada escuela llenó una solicitud al final del año, indicando el número de bolsas desviadas, las estrategias que usaron para educar a los estudiantes en cuanto a reducción de basura y la sostenibilidad de su programa de reducción de desechos.

Las escuelas finalistas de las escuelas secundarias, son: Cesar Chavez Middle School (Lynwood) El Segundo Middle School (El Segundo) Will Rogers Middle School (Lawndale) En abril, miembros de Algalita Marine Research and Education, Trash for Teaching, Bag2Speak y otros expertos en el medioambiente, se sentaron en el panel de jueces del Reto de Almuerzo sin Basura y visitaron cada una de las escuelas para ver en acción su programa de reducción de desechos. Las escuelas ganadoras recibieron subsidios de educación de parte de Chevron, para continuar con sus programas del medioambiente. Felicidades a todos los finalistas.
