Spotlight on Public Works Department - 2nd Quarter 2016

Current Projects

PUBLIC WORKS DEPARTMENT PRODUCTION STATISTICS:

Larch Avenue and W. 149 Street Improvements Project: The project will include street improvements on Larch Avenue from W. 147th Street to Marine Avenue and on W. 149th Street from Hawthorne Boulevard to Larch Avenue. Construction is expected to begin in October 2016 with an anticipated completion date of December 2016. The project will address street infrastructure deficiencies such as, poor pavement conditions, drainage issues resulting from damaged gutters, outdated wheelchair ramps, damaged driveway approaches and sidewalks, and other appurtenances. The project will be funded by Community Development Block Grant (CDBG) Funds and Measure R funds. th

COMPLETED Projects Citywide Traffic Signal Improvements: The City received a $1.5 million Los Angeles County Metropolitan Transit Authority Measure R Grant Funds to improve several traffic signals in the community. The signal upgrades will facilitate traffic, bicycle, and pedestrian movements within the City’s transportation network. Some of the traffic signal improvements will include the following elements: full-traffic actuated operation; bicycle and pedestrian use accommodations; timing plans for signals and new controllers, cabinets, conduits, wiring, and detection loops where needed and at a number of the following locations: Manhattan Beach Boulevard at Freeman Avenue; Rosecrans Avenue at Jefferson Avenue; Rosecrans Avenue at Ramona Avenue; Rosecrans Avenue at Firmona Avenue; Inglewood Avenue at W. 147th Street (both intersections); Inglewood Avenue at W. 152nd Street; Artesia Boulevard at Inglewood Avenue; Artesia Boulevard at Kingsdale Avenue; Artesia Boulevard at Grevillea Avenue; Prairie Avenue at W. 164th Street; Prairie Avenue at Manhattan Beach Boulevard; Prairie Avenue at W. 154th Street; Prairie Avenue at W. 147th Street; Prairie Avenue at Rosecrans Avenue; Marine Avenue at Firmona Avenue; Marine Avenue at Mansel Avenue; and Marine Avenue at Freeman Avenue. Construction for this project began in September 2015 and was completed in May 2016. Larry R. Rudolph Park: The new 1.5 acre park includes community gathering spaces, picnic and shade structures, an amphitheater, and a restroom building with cantilevered viewing deck. The park also includes multiple play areas for people of all ages, outdoor exercise equipment, a horizontal climbing wall, and a 1/8th of a mile long perimeter walking path. In addition, a rich California native plant palette including grasses, shrubs, and shade trees helped transform this formerly vacant lot into a beautiful and vibrant park with new play and picnic spaces for the community to enjoy. To reduce the amount of storm water entering the storm drain system, and to provide storm water cleansing on site, a bio-swale at the park perimeter was constructed. This project was completed in May of 2016 and was designed and constructed with California State Proposition 84, Round Two grant funding. If you have not yet visited the park, please do so as soon as possible and see another one of Lawndale’s crown jewels. City Sidewalk Repairs Project: The project scope of work includes the repair of raised and damaged sidewalks, driveway approaches, curb and gutters, upgrading wheelchair ramps to meet ADA standards, and localized pothole repairs. The target area includes Hawthorne Boulevard, Manhattan Beach Boulevard, Marine Avenue and various other city-wide areas. The construction for this project began this past summer and is expected to be completed by the time you read this article. The project was funded with both Proposition C and STP-L funds and is estimated to cost approximately $447,000.

Please Recycle, It Makes Sense! Lawndale Launches Organics Recycling Program: In October of 2014, Governor Brown signed Assembly Bill 1826 requiring businesses and multi-family complexes to recycle their organic waste on or after April 1, 2016. Organics are defined in the bill as food waste, food-soiled paper, landscaping waste, and compostable utensils. The requirement for businesses to recycle organics will be phased in starting with the largest organics generators, such as grocery stores, large restaurants, and food processing businesses. Also covered under this bill are multi-family complexes of 5 or more units. Multi-family complexes are not required to recycle food waste; however, are required to recycle landscaping waste. Lawndale has established an organics recycling program that will be available to all of Lawndale’s businesses and multi-family complexes at no additional charge. Organics will be separated out of your waste with specially designed orange bags that you will simply place inside of your trash containers. The bags will be separated from the trash by the City’s designated waste hauler, Republic Services, at their processing facility. Contact Republic Services at (800) 299-4898 for more information and to sign up to start recycling your organic waste. Organic waste accounts for about 40% of the material in landfills that Californians dispose of annually. Most organic waste is recyclable through methods such as composting, mulching, and anaerobic digestion. Recycling organic waste not only saves our valuable landfill space, but also creates green jobs.

SHARPS Collection Program: The City’s Waste Hauler, Republic Services, is now offering the residents of Lawndale, at no additional charge, the collection of used SHARPS. Within one week of request, a pre-paid, postage-paid mail-back container to safely collect used SHARPS and to send SHARPS for proper disposal will be delivered to each resident making such request. SHARPS containers are also available for pick-up at the City Public Works Yard located at 4722 Manhattan Beach Boulevard in Lawndale. Residents are limited to four (4) containers at no additional charge per year. Each container shall be of adequate volume to accommodate the needs of a diabetic person for a three month period.

Help Clean Up Your City; Dispose of Unwanted Items Properly! Abandoned Items Plaguing Lawndale: You may have noticed an increased number of TVs, mattresses, sofas, chairs, and other large items abandoned throughout Lawndale. This is not only unsightly, but dumping these items in the public right-of-way is illegal and perpetrators can face severe fines and penalties. The City of Lawndale and the City’s designated waste hauler, Republic Services, is here to help the citizens of Lawndale dispose of these items responsibly. City of Lawndale single-family residents are offered up to four “bulky item” pickups each year. Each of these pickups can include up to four items such as, but certainly not limited to, refrigerators, sofas, mattresses, televisions, computers, and toilets. Bulky items are limited to items that can be lifted by two men. Call Republic Services’ customer service line at (800) 299-4898 at least 24 hours in advance of your regular trash collection day to schedule your collection. Residents living in multi-family buildings can receive one bulky item pickup per year; however; your landlord must contact Republic Services to set up a pickup appointment. Before scheduling a bulky item or electronic waste pickup, consider donating your old items to charity. To donate items, call Goodwill Industries at (800) GOODWILL or the Salvation Army at (800) 95-TRUCK for more information. The closest donation centers to Lawndale are located below: Salvation Army, 4001 Inglewood Ave, Redondo Beach, CA 90278 Goodwill, 2318 Artesia Blvd, Redondo Beach, CA 90278 Goodwill, 13245 Hawthorne Blvd, Hawthorne, CA 90250 Bulky items can also be collected at no charge during Lawndale’s Clean-Up Week, held in September and again in March of each year. It’s Back to School Time; Drive Safely!

Did You Know… …that you should contact the City’s Planning Division before you begin any work at your property, including replacing landscaping? Although the City would like to see more drought tolerant landscaping, there are certain types of landscaping, like artificial turf, which have restrictions.

Did You Know… …that a fence permit is required for all new fences, as well as the replacement of an existing fence? Any fence or wall over 2 feet high requires a permit from the Community Development Department. In addition, no fence or hedge may be higher than 30 solid inches in the front yard and 6 feet in the rear yard.

Did You Know… …that you should contact the City’s Building and Safety Division before you begin any work at your property? Most home improvement projects, from replacing a water heater or windows to remodeling a kitchen or bathroom, requires a building permit. Construction without permits is unsafe and can end up costing additional fees in the long run.

It’s that time of year again; time to drive your children to and from school. Even if you do not typically drive your students, chances are you will need to drive on a rainy day or on a special occasion. Please consider the following safety tips for safe drop-off and pick-up of your precious cargo: Don’t back up. When backing up, the blind zones behind a vehicle can result in unnecessary pedestrian accidents. E xit on the right. Always let your passengers out on the curb side of the vehicle and watch them walk safely to the sidewalk. Put down that cell phone. Avoid all driving distractions, such as cell phones, GPS devices, and even your morning cup of coffee to protect your precious cargo. Follow the rules. Familiarize yourself with the traffic flow around your schools, so you know where to enter and exit safely. Obey all signs and directions provided by safety personnel. Park Safely. Do NOT park in the following areas: alongside red curbs, near fire hydrants, within crosswalks, or in the middle of the street. In addition, do not double-park. Leave earlier and arrive safely. Take the time to leave just a few minutes earlier so you do not have to rush to make it on time. For more information on school safety, please contact the Municipal Services Department.

Pool Safety Tips The Los Angeles County Sheriff’s Department hopes that everyone had a safe and fun summer. Because we are so lucky here in California to have spectacular weather on a year-round basis, swimming is a year-round activity. While pools can be a fantastic way to have fun and keep yourself cool, they can be inherently dangerous and/or fatal. Hot tubs and jacuzzi’s can pose challenges and be unsafe as well if not used properly. Therefore, the following are some pool safety tips that will help to keep everyone safe when taking your next dive into a residential pool: Secure your pool with appropriate barriers. Keep your children under active and responsible adult supervision at all times. Ensure everyone in the home knows how to swim well; enroll them in an age-appropriate water orientation and learn-to-swim course. Keep your pool or hot tub water clean and clear for maximum visibility. Establish and enforce pool safety rules and safe behaviors. Ensure everyone in the home knows how to respond to aquatic emergencies by having appropriate safety equipment and taking water safety, first aid and CPR courses. For information and training resources such as, aquatics safety courses, additional pool safety tips, First Aid and CPR classes just to name a few, visit www.redcross.org.

How to Play Pokémon GO Safely No, your boss is not delusional. Neither is your best friend. They are among the many people hunting to be the next star trainer in the real world of Pokémon GO. Although your personal trainer may be excited for you as you venture to burn calories around many different places, we too enjoy a good workout! Many of our deputies continue to capture Pokémon and want to share some secrets in becoming the ultimate Ash Ketchum: Don’t play while driving. The last thing we need is a dead Pokémon. Stay vigilant as you play. Distraction can cause injuries, especially when you walk into traffic. Play in well-lit areas. As far as we know, there are no glow-in-the-dark Pokémon. If you suspect you are being followed, yell for help and use your phone to call 9-1-1. Gamers are strangers, too. Just because they like Pokémon does not mean they will be nice to you. Be cautious of being lured into a bad situation. Pokémon have homes too…just not yours. So if you are not invited, stay out of private property. We can guarantee you won’t find Pokémon in a jail. Although you may not be able to battle your real-life BFF, you can definitely teach him some things. So have him walk with you. And if you see Pokémon near a deputy, let him know! Pokémon might be telling you to also look for a career! We are hiring, so call (800) A-DEPUTY. Always be safe, play the game safely and enjoy it!

Salga temprano y llegue a salvo.
