Free musical testimony concert set Oct. 14 SPRING CITY-- David and Lurlynn Potter will be performing a free concert entitled “A Musical Testimony of Jesus Christ” on Sunday, Oct. 14, at 6 p.m., in the Spring City Second Ward of The Church of Jesus Christ, 164 South Main.

The Potter’s are a blended family with 17 children and 33 grandchildren. Lurlynn is part Cherokee and has made wooden Native American style flutes. David has Parkinsonism, and sometimes his hand shakes violently, but when he sits down at the piano, he is still able to play magnificently.

When David John Potter was 15 years old, he starred in Walt Disney's Wonderful World of Color production of "The Owl That Didn't Give a Hoot". The story is about a young boy who finds and raises a baby owl... and all the adventures they go through. David went forward in his studies to become a concert pianist at the University of Utah, graduated and received his MBA from Brigham Young University (BYU) while studying piano with Reid Nibley.

he was also personnel manager for "Savior of the World", and played the piano for 300 sold-out performances of "Saturday's Warrior". His favorite thing to do is to play with his grandchildren.

Lurlynn Louise Burnett Potter was a music major at BYU, graduated in marketing from University of Phoenix, and is currently earning an MS in Elementary Education from Western Governor's University online. She plays most woodwind instruments, and has written over 60 songs.

She loves to direct, compose, sing, and perform. Lurlynn was assistant director for professional choirs: Evergreen Singers and The Kaye Starr Singers, and has been in several theatrical and musical productions including: "The Wizard of Oz", "Zion", "Saturday's Warrior", "Fiddler on the Roof", "The Secret Garden", "Hosanna", "Gloria!" and Handel's "Messiah" as soloist.

Lurlynn sang on four professional musical CDs, has performed in Israel, Alaska, Belgium, France, and the western states in the U.S. She published a novel, "The Cherokee Princess and the Bloodwood Flute" which is available on her website www.lurlynnsmusic.wixsite.com/ singingbird. Her favorite thing to do is perform/record music, gardening, and take pictures of her grandchildren.

GUNNISON-- An investigation into claims of sexual abuse at Gunnison Valley High School have led to the Sept. 28 arrest of a 16-year-old student. The un-named juvenile has been charged in Sanpete County Sixth District Juvenile Court with six counts of first-degree felony object rape and five charges of second-degree felony forcible sexual abuse.

Concert series set in Spring City SPRING CITY-- Spring City Community Center has received a grand piano from the Bastien Foundation. When it arrives, the piano will be placed in the ballroom of the recently restored old school.

In order to maintain, tune and provide proper care for the piano, a series of fundraising concerts have been scheduled. The first concert is scheduled Friday, Oct. 12, at 7 p.m., in the Spring City Community Center, 45 South 100 East. Tickets available at the door.

This concert will feature the Keller Sisters, a pop duo born and raised in Pocatello, ID; but now residing in Salt Lake City. The sisters, Chey, 15, and Caysi, 14, study with Dean Kaelin, who is the teacher who trained David Archuleta.

Casino Star announces concerts GUNNISON-- Historic Casino Star Theatre announces the first concert of its 2018-19 season presenting a Utah Music Revue on stage at the beautifully restored venue Thursday, Oct. 18, at 7 p.m., featuring noted singer/songwriter Kate MacLeod and Friends. The theatre is located at 78 South Main, Gunnison.

Macleod will be accompanied by Utah Bluegrass instrument champions Mary and Peter Danzig, and

Mark Hazel on vocal and guitar.

They will perform a collection of songs and instrumental music about Utah.

Attendees will also hear a few band favorites of traditional songs such as "The Poor Wayfaring Stranger," along with some exciting fiddle music.

Macleod is an award-winning songwriter and instrumentalist who travels the United States and

Europe. Her original music has been performed and recorded by other artists across the country and as far away as the Czech Republic.

She has previously performed at the Casino Star as a member of Shanahy (a Celtic group) and Red Rock Rondo (story songs of the Zion Canyon Valley).

Trade mission renews sister-state relationship

SALT LAKE CITY-- Gov. Gary R. Herbert recently led a delegation of 20 Utah companies and six organizations on a trade mission to South Korea and Taiwan to boost trade and attract foreign investment to Utah.

The Utah Governor’s Office, the Governor’s Office of Economic Development (GOED) and World Trade Center Utah (WTC Utah) organized the first leg of the trade mission held Sept.

17-21. Gov. Herbert joined the mission’s second leg in Taiwan, having canceled his plans to be in South Korea earlier in the week due to the Pole Creek and Bald Mountain Fires.

“South Korea is Utah’s 11th largest export destination and Taiwan is the sixth,” said Gov. Herbert. “When you consider that 70 percent of the world’s purchasing power and 95 percent of the world’s consumers are outside of the U.S., maintaining international relations is important for Utah businesses and the state’s economic success.”

Representatives from the Governor’s Office met with

many diplomatic officials to strengthen global relationships. One of the highlights of the mission was the Gyeonggi Province signing and Korean cultural celebration reaffirming a 35-year sister-state relationship between the State of Utah and Gyeonggi Province.

The cultural celebration included a memorandum of understanding. GOED and WTC Utah also hosted an investment roundtable in the region, met with local businesses and toured the University of Utah Asia Campus.

Taiwan and South Korea, like Utah, places a significant emphasis on innovation and entrepreneurialism. Gov. Herbert engaged in discussion with key business leaders from Taiwan about potential investment in Utah.

The governor and representatives from the Governor’s Office met with American Institute in Taiwan Director Brent Christensen, Taiwan President Tsai Ing-wen, and Minister of Foreign Affairs Joseph Wu. "By forging international con-

nections, both the state and Utah businesses are better positioned to succeed," said Miles Hansen, president and CEO of World Trade Center Utah.

"Many of these new partnerships will act as a catalyst for business expansion in that region. Other connections, like the one we share with our sister-state, Gyeonggi Province, offer sustained benefits and strengthen both regions."

PLEASANT-- In the Sept. 20 issue of The Pyramid, an article entitled, “MP resignations, council actions, concerns, clarifications”, states the following in regards to safety write-ups dealing with the splash pad: ‘The first (infraction) was in June 2017, on William Ahkaui, former splash pad director, for keeping chemicals in the pump house. The second was in June 2018, on new Pool Manager Brittany Adams for a chemicals violation.’

William Ahkaui was not the splash pad director. He was assigned by the Mt. Pleasant Recreation Department to oversee the splash pad. SALT LAKE CITY-- Utah State Treasurer David Damschen recently announced the implementation of a new unclaimed property management system and an enhanced website that incorporates the latest advancements in technology to provide claimants and holders with the simplest, most secure experience possible.

“The newly redesigned website makes it even easier for Utahns to search for unclaimed property and for holders to report unclaimed property to the State,” Treasurer Damschen said.

“Some of the new features include an enhanced search function for more comprehensive searches, the ability to upload claim documentation directly to the website, improved online payments,

manual online reporting for small reports and stronger protections to ensure security of personal information.”

During 2017, the Unclaimed Property Division put $24.4 million back into the pockets of rightful owners and processed 19,705 claims, that is four times as many claims as 10 years ago.

In recent years, the division has paid more than 50 percent of claims in just one week. That percentage should increase with the new system.

“During the past several years, we have placed significant focus on leveraging technology to make record levels of unclaimed property payouts to rightful owners,” Unclaimed Property Administrator Dennis Johnston said.

“The new KAPS system and

enhanced website will take us to the next level, improving the claims process and enabling us to reunite more unclaimed property with rightful owners.”

The division received more than $38.4 million in lost property at the end of 2017.

This property comes from sources, such as dormant bank accounts, uncashed checks, safe deposit box contents and unpaid insurance benefits.

The driver was approaching 200 North slowing down to make a left hand turn. A pedestrian was also at that same location of 200 North crossing from west to east in an unmarked cross walk.

According to the police report, the driver did not observe the pedestrian that was

almost halfway across the highway when the vehicle collided with the pedestrian at low speeds. The pedestrian was able to stand and continued to the east sidewalk. The vehicle received minor damage, the driver did not report any injuries.

EMTs arrived and checked the pedestrian, but the pedestrian declined to be transported.

The pedestrian was later taken to Sanpete Valley Hospital by private vehicle.

Cost of a plane It’s too bad that we can’t all just get along in this world. If we could get along, we could save a lot of money. I’m not naïve. I know that John Lennon’s “peace anthem” song “Imagine” is just that – imagination. But, it’s fun to dream.

In the real world, nations and alliances of nations always have to be at the ready for the bad guys who lie in wait to grab more land, wipe out people who don’t believe as they do, and to get revenge for historical wrongs. The “eye for an eye” mentality goes on for centuries.

What was it that got me thinking about this sort of depressing topic? I’ll tell you.

It was that another military plane went down. A U.S. Marine Corps F-35B crashed two or three weeks ago and was a total loss. Thankfully, the pilot ejected safely. The cost of the plane? $100 million plus.

The F-35 is the most expensive U.S. fighter plane.

However, its cost is a fraction of the price tag of the B-2 Spirit, also known as the Stealth Bomber. Those were built at a cost of $2 billion each.

There were 21 B-2s originally. After one crashed in Guam in 2008, there are now 20 in the fleet. Whiteman AFB in Missouri is the only permanent base for the B-2.

It’s amazing to me that the B-2 can launch directly from Missouri to any part of the globe and use nuclear or conventional weapons.

(Now that I think about it, I shouldn’t be too amazed.

We do have direct flights of commercial airliners from Salt Lake to Paris and Amsterdam, for example) When a plane goes down like the one did last month, I can’t help but think of how the money lost in the cost of that plane could have been used otherwise. It’s easy to think of all the charitable and benevolent causes that $100 million could go toward. But it’s also fun to think of other ways the money could be spent.

ment would just suspend the purchase of one of the 1,763 F-35A fighter jets it has planned for the Air Force, it could toss that money our way.

The population of Sanpete from what I can see is around 28,778. If we took that $100 million and split it up among every man, woman and child in the county, each person would get $3,474.87.

Or we could help the Jazz out and pay for a couple of NBA basketball players for three or four years. It may take a $100 million to keep Donovan Mitchell in Utah when he becomes a free agent.

An educational trust fund could be created. If the money earned 4 percent simple interest, 800 students at Snow College could each be given $5,000 each year without touching the principal.

We could put Sanpete on the map of the art world. One or two or even three paintings could be purchased for display at the Fairview Museum.

We’re talking something by Picasso, Monet or Van Gogh.

We could purchase 4,000 Harley-Davidson motorcycles at about $25,000 each.

We’d have a lottery. Each Sanpete resident would have about a one-in-seven chance of winning one.

A Sanpete Olympic Organizing Committee could be formed. It would be handsomely funded and could perhaps win (or buy) the Olympic bid for the next winter games available. We’d figure out how to fund the games after the fact.

On second thought, I think I’d just support using the money to build a combination ski resort/summer resort up Fairview Canyon.

That would be quicker and a great investment.

Well, as you can see, the money from the cost of one little ol’ airplane could have quite an effect on an area like ours. If only the world was such that our hard earned tax dollars could go to more productive purposes than building warplanes. Oh well, it was fun to dream for a few minutes.

Innovative technology improves breast cancer patient experience (NAPS)—A mother, a sister, a friend…many of us know someone who has been touched by breast cancer, the most common cancer among women, affecting an astonishing one in eight women in the United States.

Thanks to technological advances in detection and new treatment approaches, women diagnosed with early-stage breast cancer can opt to keep their breast with less invasive surgery and with breast-conserving treatments.

In fact, the American Cancer Society estimates that 59 percent of women with an early breast cancer diagnosis (Stage 1 or 2) undergo breast-conserving surgery (lumpectomy) versus 36 percent of women who decide to have a total mastec-tomy.

Research has shown that breast-conserving surgery followed by radiation therapy is as effective as a mastectomy in decreasing the risk of local cancer re-currence for most

TAYLORSVILLENorth Sanpete High School (NSHS) boys golf team traveled on Oct. 1-2, to Meadow Brook Golf Course, Taylorsville, to partic-

ipate in the annual 3A state golf tournament. The team ended their season securing sixth place with an impressive finish score of 645.

Seniors River Dillman and Tyler Hadley, who lead the

team during the season, continued to perform at state.

Overall, Dillman tied for third place in the state competition shooting a 71 on the first day and a 76 on the second for a total of 147.

Hadley finished in 10th place, having shot a 74 on day one and an 80 on day two for a total of 154. The Hawks are pleased with their finish at state and look forward to successful seasons in the future.

MANTI-- North Sanpete Hawk football team traveled to Manti High School Oct. 5 to face their region rivals on the Templar’s home field. It was a match which held the Manti team to only one touchdown in the game.

During the first quarter, the Hawks made an offensive statement as seniors, Chance Clawson and Brock Justesen, both scored touchdowns, after which kicker, Devin Palmer, added the extra points bringing the Hawks to a 14-0 lead in the first quarter.

Only seconds after the second quarter began, Clawson completed a pass to Ethan

Bowles for a third Hawk touchdown and Palmer again kicked in the extra point.

But before the second quarter was over, the Templars started putting pressure on the Hawks defense and were able to score a touchdown and field goal bringing the score to 21-7 in favor of the Hawks.

However, Manti couldn’t carry their momentum into the third quarter. The Hawks shut them out the second half of the game while Justesen scored another touchdown for the Hawks early in the third quarter.

It was a great night for the Hawks football team as the game ended with the score, North Sanpete 28 Manti 7.

However, the Wildcats weren’t going to let the match slip away that easily. The second set was a point for point battle. The victory slipped away from the Hawks when several critical serving errors killed their momentum and provided multiple opportunities for the Wildcats to stay in the game.

The Hawks barely missed the victory during

the second set as the Wildcats secured a 28-26 win over the Hawks. The next two sets were again split between the Hawks and Wildcats which lead onlookers into a five set thriller.

North Sanpete came out in the fifth set with a bang and at one point led the Wildcats 11-4.

However, multiple errors by the Hawks again allowed Richfield to work themselves back into the match.

Slowly, Richfield continued to chip away at North Sanpete and the Hawks lost momentum attributing to a 15-13 set score in favor of the Richfield Wildcats.

SALT LAKE CITY-- Starting Jan. 1, 2019, anglers can use corn as bait at any fishing water in Utah. They can also keep more lake trout at Flaming Gorge Reservoir, enjoy a two-day possession limit statewide, and have a better chance at catching big channel catfish at Cutler Reservoir.

Those changes are among several fishing changes recently approved by the Utah Wildlife Board, a panel of seven citizens appointed by the governor. The changes will remain in effect through Dec. 31, 2020.

Interested persons can see all of the changes the board approved in the 2019-20 Utah Fishing Guidebook. The free guidebook should be available at www.wildlife.utah.gov/guidebooks by late November.

Fishing with corn Until 2016, Utah was the only state in the West where corn could not be used as a fishing bait. During a survey that year, biologists with the Division of Wildlife Resources (DWR) polled anglers to learn if they’d like to be allowed to use corn as bait.

Of the 3,210 anglers who answered the question, 70 percent favored changing the regulation and allowing corn to be used as bait.

In 2016, the Wildlife Board approved a pilot study. The study allowed anglers to use corn as bait at eight lakes and reservoirs in Utah. During that time, DWR conservation officers kept a close eye on these waters.

Their biggest concern was the possibility of increased littering and anglers illegally using corn to chum for fish. After two years of study, officers are happy to report that they haven't seen any negative impact from allowing anglers to use corn as bait.

Randy Oplinger, sport fisheries coordinator for the DWR, says anglers who responded to a survey earlier this year had the same observation.

“A total of 1,636 of the 4,718 anglers who responded to the survey had fished at one or more of the eight waters in the past two years,” he says. “Only 3 percent of them had witnessed any kind of negative impact from allowing anglers to use corn as bait.”

Starting Jan. 1, 2019, anglers can use corn at any fishing water in Utah.

More at Flaming Gorge Changes at Flaming Gorge Reservoir will give anglers more chances to help reduce a growing population of smaller lake trout. Reducing the number of smaller lake trout should help the reservoir return to its ‘glory days’ when its deep blue waters produced some of the largest lake trout in the country.

Members of the board approved a recommendation to increase the daily lake trout limit to 12 fish. Only one of the 12 lake trout can be over 28 inches long. (Currently, anglers may keep only eight lake trout at the reservoir.)

Oplinger says a growing population of smaller lake trout is causing problems for anglers.

“The smaller lake trout are competing with kokanee salmon and rainbow trout for food,” he says.

Oplinger says the competition is affecting both the number and size of kokanee and rainbows in the reservoir. “Kokanee and rainbows are the two fish lake trout prey on,” he says. “If we can reduce the number of smaller lake trout, there will be more kokanee and rainbows for anglers to catch and for the remaining lake trout to eat.”

Oplinger says Flaming Gorge used to produce good numbers of huge lake trout. “If anglers will keep their 12-fish limit of smaller lake trout,” he says, “we should see more trophy lake trout caught at the reservoir in the future.”

Two-day possession limit Some anglers who take the time to travel to Flaming Gorge and Strawberry reservoirs want to spend more than one day fishing before coming home. To give them a chance to keep more fish, board members approved a twoday possession limits at both waters. (Currently, anglers may not have more than one daily limit in their possession while fishing at either water.)

“With the exception of Flaming Gorge and Strawberry,” Oplinger says, “two-day possession limits have been allowed at all of the fishing waters in Utah. We haven’t seen any biological impact on the waters where a two-day possession limit is allowed. We’re happy those who fish Flaming Gorge and Strawberry will have the same opportunity starting in

BLM Utah reopens 2018 nominations to RAC SALT LAKE CITY-- Bureau of Land Management (BLM) in Utah recently announced that it is reopening the public call for nominations for four open positions on its citizen-based Utah Resource Advisory Council (RAC).

RACs provide advice and recommendations for the BLM to consider on a range of resource and land management issues. The BLM maintains 38 such chartered advisory committees located in the West.

Each Council consists of 10 to 15 members from diverse interests in local communities, and they assist in the development of committee recommendations that address public land manage-

ment issues. RACs are critical in assisting the BLM in continuing to be a good neighbor in communities served by the Bureau.

“RAC members provide valuable advice and recommendations on resource and land management issues in Utah” said Ed Roberson, BLM Utah State Director. “Their input enhances the BLM’s ability to manage these lands for current and future generations of Americans.”

An individual may self-nominate or nominate others to serve on a Council.

Initial Fiscal Impact Estimate: The Governor's Office of Management and Budget estimates the law proposed by this initiative would result in total fiscal expenses of $2,900,000 ($1,800,000 ongoing and $1,100,000 one-time).

Fee collections would cover about $1,400,000 of ongoing costs. General state revenues would be required for remaining ongoing costs ($400,000) and all onetime costs ($1,100,000). Under the proposed sales tax exemption, the state and local governments may initially forego $1,600,000 in sales tax revenue. Foregone revenue could increase over time if consumption and taxable sales increase in the later years following implementation.

Consumer and firm behavior different than assumed would alter these estimates. In addition, the cost of posting information regarding the initiative in

commercial timber industry, transportation or rights-ofway, off-highway vehicle use, and commercial recreation.

Category two (two positions) – Representatives of nationally or regionally recognized environmental organizations, archaeological and historical organizations, dispersed recreation activities, and wild horse and burro organizations.

Category three (one position) – Representatives of state, county, or local elected office; representatives and employees of a state agency responsible for the management of natural resources; representatives of Indian tribes within or adjacent to the area for which the RAC

PROPOSITION NUMBER 3 Ballot Title: Shall a law be enacted to: ! expand the state Medicaid health coverage program to include coverage, based on income, for previously ineligible low-income adults; ! maintain the following as they existed on January 1, 2017: " eligibility standards, benefits, and patient costs for Medicaid and the Children's Health Insurance Program (CHIP); and " the payment rate for healthcare providers under Medicaid and CHIP; and ! use the tax increase described below to pay for Medicaid and CHIP? This initiative seeks to increase the current state sales tax rate by 0.15%, ! resulting in a 3.191% increase in the current tax rate.

Initial Fiscal Impact Estimate: The Governor's Office of Management and Budget estimates that this proposed initiative would, in fiscal year 2021 (upon full phase-in of the federal Affordable Care Act): !

Result in new state fiscal expenses of about $77,000,000 for Medicaid services !

Increase state sales taxes by about $90,000,000 by increasing the state sales tax rate by 0.15%, from 4.70% to 4.85% (a 3.2% increase from the current tax rate).

Beyond FY 2021, costs could outpace new revenue depending on actual cost and revenue trajectories. Estimates could vary with changes in federal law, federal funding, taxpayer behavior and Medicaid recipient behavior, among other factors.

In addition, the cost of posting information regarding the proposed initiative in Utah's statewide newspapers and for printing additional pages in the voter information pamphlet is estimated at $30,000 in one-time funds.

PROPOSITION NUMBER 4 Ballot Title: Shall a law be enacted to: ! create a seven-member commission to recommend redistricting plans to the Legislature that divide the state into Congressional, legislative, and state school board districts; ! provide for appointments to that commission: one by the Governor, three by legislative majority party leaders, and three by legislative minority party leaders; ! provide qualifications for commission members, including limitations on their political activity; ! require the Legislature to enact or reject a commission-recommended plan; and ! establish requirements for redistricting plans and authorize lawsuits to block implementation of a redistricting plan enacted by the Legislature that fails to conform to those requirements?

Initial Fiscal Impact Estimate: The Governor's Office of Management and Budget estimates that the law proposed by this initiative would result in a total fiscal expense of approximately $1 million. Saige P. Christensen 2005~2018 MT. PLEASANT-- Saige Phelps Christensen, 13, Mt. Pleasant, passed away Sept. 26, 2018, at Primary Childrenʼs Hospital, Salt Lake City.

She was born Sept.7, 2005, in Mt. Pleasant, UT; to Chesley Lynn and Sharlotte Elizabeth Pierce Christensen.

Saige could light up the room, just by being there. She could make anyone smile.

She loved unconditionally without judgement. Saige could talk to anyone and freely gave hugs. Her love had no boundaries. She could not go a day without her soda.

She was truly a gift from God, to anyone who had the privilege of meeting her.

She is survived by her parents, Chesley Lynn and Sharlotte Elizabeth Christensen; siblings, Kayla Lynn, Kelsie Jean, Shyanne Christine, Miranda Jane, and Chesley Ray; her grandma, Debbie Salerno; and aunts and uncles.

She was preceded in death by her grandparents, Chesley and Sharen Christensen; Bob Salerno.

Funeral services were held Oct. 1, in the Mt. Pleasant Fifth LDS Ward.

Interment was in the Mt. Pleasant City Cemetery under the care of Rasmussen Mortuary.

SPANISH FORK-Grant C. and Edna Cook Jensen left this life for service in the next, as a team, the way they had lived their 74 years of married life since they were high school sweethearts at Moroni High School, where Grant was student body president.

After graduation, they were married June 27, 1944, in the Manti Temple of the Church of Jesus Christ.

Soon after, Grant enlisted in the U.S. Army and Edna became a civilian employee. After discharge, they returned to Sanpete County where they bought and ran a turkey farm until they decided Grant would pursue a Veterinary Degree at Colorado State University.

They moved to Fort Collins, Co; where they both worked hard so that Grant could achieve a Doctoral degree in Veterinary Medicine. They decided to settle down in Spanish Fork, where they set up a Veterinary practice.

Grant was the practicing Veterinarian and Edna was the CEO of the business. They loved Spanish Fork, put down roots and raised their five children there.

They both have accomplished many goals in life, received many honors and held many positions. None of these things, however, made them the great man and woman they were.

Those who knew them best knew they genuinely cared about other people. They refrained from judging and tried to give everyone the courtesy of expecting the best. They forgave.

They honestly tried to live the precepts of the Gospel of Jesus Christ they revered. They served two missions, one to Manitoba, Canada and the other to Richmond, VA. They are loved by their children and grandchildren who loved them deeply in return.

They lived by the motto that Grant espoused and was often heard to repeat, even during the serious health challenges in their declining years, "It's a great life."

They are survived by children, David Charles, Ronald G. and Sheri Jensen, Virginia J. and Keith Lovell and Kimberli J. and Brian Allred (deceased).

They were preceded in death by grandchildren, Keyton Lovell, Nicole Jackson and great-grandchild Matteo Niccoli.

Funeral services will be held at 11 a.m., Friday, Oct. 12, in the chapel of the Church of Jesus Christ, 360 North 630 West, Spanish Fork, A visitation will be held from 9-10:30 a.m., prior to services at the church.

Interment will be in the Spanish Fork Cemetery.

In lieu of flowers, donations may be made to the Perpetual Education Fund of the Church of Jesus Christ of Latter-day Saints.

Quintien Gonzalez 2017~2018 VERNAL-- Quintien David Gonzalez, age 1, passed away at Primary Childrenʼs Hospital Sept. 15, 2018, after a short illness.

He was born in Roosevelt, Utah; May 26, 2017, to Samuel David and Teesha White Gonzalez.

Quintien was the youngest of four brothers and one sister, who adored him. They all had a special nickname for Quintien and he was our Chunky Monkey.

He loved to play with his cars and trucks and to play outside. He loved riding around in his car to visit all the farm animals. He found joy in everything we did and he had a smile that would light up a room and a laugh to match. Making others laugh was his favorite pasttime.

Quintien is survived by his parents, Teesha and Sam, brothers, Damien, Kanyien, Teegien, and Paxtien, and sister, Ryklynn.

He is also survived by his grandparents, Leon and Eileen White, Dave and Pat Gonzalez, and Greatgrandma Lorna Hall.

He will always be our Little Buddy and we will always be wrapped around your finger. He has our hearts. We love and miss you baby boy, Ride the clouds!

Funeral services were held Sept. 22 in the Glines Eight Ward of the Church of Jesus Christ.

Burial was in the Vernal Memorial Park under the care of the Blackburn and Sons Mortuary.

USDA to realign Economic Research Service WASHINGTON, D.C.-- U.S. Secretary of Agriculture Sonny Perdue recently announced further reorganization of the U.S. Department of Agriculture (USDA), intended to improve customer service, strengthen offices and programs, and save taxpayer dollars.

The Economic Research Service (ERS), currently under USDA’s Research, Education, and Economics mission area, will realign once again with the Office of the Chief Economist (OCE) under the Office of the Secretary.

Additionally, most employees of ERS and the National Institute of Food and Agriculture (NIFA) will be relocated outside of the National Capital Region.

The movement of the employees outside of Washington, DC is expected to be completed by the end of 2019.

“It’s been our goal to make USDA the most effective, efficient, and customer-focused department in the entire federal government,” Perdue said.

“In our Administration, we have looked critically at the way we do business, with the ultimate goal of ensuring the best service possible for our customers, and for the taxpayers of the United States.”

“In some cases,” he said, “this has meant realigning some of our offices and functions, or even relocating them, in order to make more logical sense or provide more streamlined and efficient services.”

Realigning ERS with OCE Moving ERS back together with OCE under the Office of the Secretary simply makes sense because the two have similar missions. ERS studies and anticipates trends and emerging issues, while OCE advises the Secretary and Congress on the economic implications of policies and programs.

These two agencies were aligned once before, and bringing them back together will enhance the effectiveness of economic analysis at USDA. Relocating ERS and NIFA New locations have yet to be determined, and it is possible that ERS and NIFA may be co-located when their new homes are found. USDA is undertaking the relocations for three main reasons: 1). To improve USDA’s ability to attract and retain highly qualified staff with training and interests in agriculture, many of whom come from

land-grant universities.

USDA has experienced significant turnover in these positions, and it has been difficult to recruit employees to the Washington, DC area, particularly given the high cost of living and long commutes.

2). To place these important USDA resources closer to many of stakeholders, most of whom live and work far from the Washington, DC area.

3). To benefit the American taxpayers. There will be significant savings on employment costs and rent, which will allow more employees to be retained in the long run, even in the face of tightening budgets.

No ERS or NIFA employees will be involuntarily separated.

Every employee who wants to continue working will have an opportunity to do so, although that will mean moving to a new location for most.

Employees will be offered relocation assistance and will receive the same base pay as before, and the locality pay for the new location.

For those who are interested, USDA is seeking approval from the Office of Personnel Management and the Office of Management and Budget for both Voluntary Early Retirement Authority and Voluntary Separation Incentive Payments.

“None of this reflects on the jobs being done by our ERS or NIFA employees, and in fact, I frequently tell my cabinet colleagues that USDA has the best workforce in the federal government,” Perdue said.

“These changes are more steps down the path to better service to our customers, and will help us fulfill our informal motto to ‘Do right and feed everyone.’”

Perdue previously announced other significant changes at USDA. In May 2017, USDA created the first-ever Undersecretary for Trade and Foreign Agricultural Affairs and reconstituted and renamed the new Farm Production and Conservation mission area, among other realignments.

In addition, in September 2017, Perdue realigned a number of offices to improve customer service and maximize efficiency. Those actions involved innovation, consolidation, and the rearrangement of certain offices into more logical organizational reporting structures.

than one student from the school.

The boy has been accused of assaulting nine or 10 students according to Sanpete County Attorney Kevin Daniels. The students currently being investigated are participants in the school’s athletics programs.

Daniels also indicated that the boy’s behavior clearly crossed the line into sexual assault. It was not what could be considered hazing.

According to court documents, the alleged offenses happened on Sept. 17. In addition to the one boy arrested, two other participants in that day’s incident have been summoned to appear Oct. 9, in the Sixth District Juvenile Court, before Judge Brody Keisel. The two other juveniles have been charged with forcible sexual abuse.

The investigation is not closed. As it moves forward more victims and/or offenders may be determined and charged.

Utah Division of Water Resources director says ‘stop watering’ SALT LAKE CITY-- The Director of the Utah Division of Water Resources has a message for Utahns: Stop Watering.

“If you don’t live in Washington County where the irrigation season is longer, it is time to turn off that timer until next year. We are in the middle of a significant drought, and recent rainfall took care of all the moisture property owners need for the rest of the year,” said Eric Millis, UDWRe Director.

Several water providers in the state have already shut down secondary systems.

SALT LAKE CITY (AP)-- Grocery and convenience stores in Utah that are already limited to selling only low-point beer will face additional restrictions intended to curb excessive in-store advertising and consumer confusion.

The Salt Lake Tribune reports new rules that were buried in a massive liquor overhaul bill that passed last year will restrict stores to only two beer displays.

The stores that sell beer containing four percent alcohol by volume must obtain an off-premise state license, requiring stores to pay a $325 fee and to submit a floor plan of where beer will be sold and stored.

The stores must acquire the license from the state Department of Alcoholic Beverage Control before March 2019.

Stores will also be required to post signs at each beer display warning customers that the beverages contain alcohol.
