Fraser Valley parents to benefit from new child care spaces

Families in the Fraser Valley will have access to almost 400 new licensed child care spaces as part of the Province’s ongoing commitment to increasing access to child care through the COVID-19 pandemic and beyond.

“These new child-care spaces will be a wonderful resource for families as the Fraser Valley’s population continues to grow,” said Dan Coulter, MLA for Chilliwack.

“We know that having accessible and available child care is a top priority for British Columbians, and that’s why it’s important that we’re seeing new spaces open up in communities across the province.”

The Childcare BC New Spaces Fund is supporting six projects that will create a total of 380 new licensed child care spaces in Abbotsford, Chilliwack, Mission and Maple Ridge. These spaces are part of the fastest creation of child care spaces in B.C.’s history and were part of the September 2020 milestone that marked more than 20,000 new spaces funded throughout the province in just over two years.

“These new child care spaces for families in the Fraser Valley are bringing us one step closer to delivering the quality, affordable and inclusive child care that all B.C. families deserve,” said Katrina Chen, Minister of State for Child Care. “Child care for families is key to B.C.’s economic recovery, and these new spaces will make it easier for parents, especially mothers who have been disproportionately impacted

by the pandemic, to return to work or school.”

Families will be able to access new child care spaces in the following communities: Abbotsford – 143 spaces Chilliwack – 138 spaces Mission – 42 spaces Maple Ridge – 57 spaces “The district is very pleased to collaborate with the Province and Mission Association for Community Living in providing much needed preschool and after-school child care spaces in our community,” said Danny Plecas, acting mayor, District of Mission. “Time and time again, we hear the lack of spaces is a limiting factor in allowing parents to return to meaningful employment.

This funding will be of great benefit to many families in Mission.”

An additional 4,110 spaces, funded through the 2017 Budget Update and the Early Learning and Child Care agreement with the Government of Canada, takes the total number of new, licensed spaces funded in B.C. to more than 24,500 since July 2017.

he Abbotsford Community Foundation (ACF) has awarded $32,500 to 3 social purpose organizations as a part of the Government of Canada’s Investment Readiness Program (IRP).

These organizations are working to create meaningful jobs, strengthen the charitable and nonprofit sector, and address social challenges, including the United Nations 2030 Agenda for Sustainable Development. It was great to have well- wishers of Punjabi language join us from various places including California, Toronto, Winnipeg, Calgary and Metro Vancouver etc. Well-known businessman and promoter of Punjabi language Barj Dhahan set the stage for the celebration by reciting a poem of prominent Punjabi writer/poet Dhani Ram Chatrak in Punjabi and English.

PLEA’s own very versatile MC Kamaljit Kambo began the celebration by welcoming everyone .She then introduced Harman Pandher who gave a brief overview of the program Deepak Binning Foundation(DBF) has been a strong supporter of PLEA all along. It has provided a lot of funding for student scholarships not only to PLEA but also to UBC and Kwantlen Polytechnic University(KPU). DBF President and director of PLEA, Paul Binning welcomed the guests and gave a brief overview of DBF. Paul then introduced Steven Lewarne from KPU, a partner with DBF and PLEA to say a few words.As PLEA’s President it was an honour for me to give the attendees an update on PLEA’s activities during the past year and upcoming challenges.

It is very encouraging to note that Punjabi classes are well under way in many elementary ,secondary and post-secondary institutions in Metro Vancouver. Also, a lot of work has been done in promoting Punjabi in the community. However, still, we have a lot more to do.The upcoming Census in May 2021 will provide all of us with an opportunity to promote selection of Punjabi as their mother tongue. Every resident of Canada on that date is entitled to that and must do so.

PLEA Vice President Sadhu Binning, who did an excellent job in organizing this get to-gether, also expressed strong support for the farmers’ cause . Speaking about the status of Punjabi in Canada, Sadhu mentioned that we need to continue our efforts in getting our mother tongue Punjabi its due place in Canada. He also assured the attendees that PLEA will continue its efforts in convincing Victoria to facilitate implementation of Punjabi language in BC schools.

Special guest Navkiran Kaur Natt, student youth leader and editor of the Kisan Andolan’s newspaper Trolley News, gave a very inspirational account of the activities at the Singhu Border headquarters of the Farmers’ Protest. She emphasized that the farmers, labourers and their supporters are there for the long run. It is going to be a tough fight with the government but eventually the farmers will succeed in having these three Farm Laws repealed. Navkiran stressed that like so many other young people she is also very proud to be a part of this campaign since its beginning. She mentioned that though the protest on the outskirts of Delhi is only three months old, actually, in the Punjab it has been going on since August, 2020.

Navkiran stated that she is very impressed and pleased with the widespread support for the farmers’ protest not only from all over India but also from abroad. She spoke fondly about the role that Punjabi language has been playing in this campaign. Navkiran stated that most of the songs, plays and newsletters in this struggle are in Punjabi. She emphasized that Punjabi has become the main language of this historic protest. It has brought Punjabis closer to their mother tongue. As a new immigrant at that time, when I was dealing with other immigrant communities, I was able to closely relate to their unique challenges. I always take the challenges I’ve faced into opportunities to educate the organizations as well as the community. In September 2019, I made a tough decision to leave EPS so I could focus on research as well as expand on my community focused work. Prior to moving to BC, I also worked as a researcher with the University of Alberta.

Overall, it has been a great experience of being born and raised in India, then moving to UK for education, and finally settling down in Canada. To put it simply, this whole journey has taught me a lot. The diverse skills that I have gained by living in three different worlds, each with its own challenges still help me in my everyday job and life. As much as I have learnt from education, I have learned even more from my personal experiences.

I moved to BC in March 2020. Although not an ideal situation to move PAGE 22

cities during the Covid-19 pandemic, I was fortunate to start my new position as a civilian Gang Prevention Coordinator with the Abbotsford Police Department (AbbyPD); a position that gave me an opportunity to begin work that I have always believed in.

I found the community really welcoming here. I especially appreciate the collaborative culture I found here among all the stakeholders.

4. How do you plan to prevent gang violence in Abbotsford - especially in the south-Asian community?

Well, we have to take a realistic approach to this complex issue. When someone joins a gang, it doesn’t happen overnight. It is very important not just for service providers but also for families to understand what actually leads a youth to join gangs. Through education we provide families knowledge and skill sets to recognize these risk factors as early as possible. Families are often the first ones to know what’s happening in their child’s life. But they might not know how to recognize these risk factors. So, its important for us to educate them on these. The risk factors that I am talking about here are life events or experiences that increase the likelihood of a young person getting involved in gang activities. A combination of individual, relationship, community, and societal factors contribute to the risk of gang violence.

In creating AbbyPD’s PATHWAYS program, I approached this from the lens of looking at all of these different risk factors. The PATHWAYS strategy prioritizes and addresses the unique factors and needs of the South Asian community and other emerging communities in Abbotsford. The program focuses on Community Engagement, Prevention, and early Intervention – so it has a multi-disciplinary approach where there is collaboration with families, community as well as stakeholders.

One of the keys to PATHWAYS approach has been bringing cultural competency that isn’t just limited to language translation. At the center of this cultural competency is addressing the intersection of unique factors that our South-Asian community faces. When working with the South Asian youth, we are focusing signifiantly on working with the families in a culturally competent way. Among other things, this includes looking at the positive aspects of culture, family belief system, values and identity.

In addition, amendments to financial institutions legislation were introduced to empower the superintendent of financial institutions with most regulatory decision-making functions. This will enable BCFSA to operate more effectively as it acquires a new major set of responsibilities around real estate.

These legislative changes will enable BCFSA to become the fully integrated financial services sector regulator later in 2021.
