Tla’amin Nation, B.C. enhance collaborative stewardship
The Government of British Columbia and Tla’amin Nation have signed a memorandum of understanding (MOU) to enhance collaborative stewardship actions in Tla’amin Nation territory, focusing on advancing key treaty commitments through a shared stewardship framework.
The MOU, or the yiχmɛtštəm ʔəms gɩǰɛ Territorial Stewardship Action Plan, sets out how the B.C. government and Tla’amin Nation will work together to care for land and water, heritage resources, and Tla’amin wildlife harvesting rights in the region. In the Tla’amin language, yiχmɛtštəm ʔəms gɩǰɛ means “together we are taking care of the land.”
“With the signing of this memorandum of understanding, the Province and Tla’amin Nation have taken a significant step forward to implement key commitments of the Tla’amin Treaty,” said Randene Neill, Minister of Water, Land and Resource Stewardship. “This work will happen in the years ahead, continuing our collaborative work on

The 2026 Cadillac Lyriq is a two- row midsize luxury fully electric crossover first launched in 2023. In typical Cadillac styling it has a bold, sleek, futuristic look that is distinct from anything else. The “coupe-like “design sits on wither 20- to 22-inch wheels, and has a spacious, luxury laden interior as befits the Cadillac marque . New for 2026 is the famed V-Series sub-brand, treatment that adds performance touches including higher horsepower numbers and acceleration speeds. The top-of-theline Lyriq Sport Premium AWD, (As tested) adds more power, performance upgrades and unique exterior and interior details.
In terms of powertrains - for 2026, the entry level single-motor Lyriq RWD model has a horsepower increase from 340 hp to 365 hp, while EV driving range is up from 505 km to 525 km. The optional dual-motor Lyriq AWD also has a mild horsepower bump up
from 500 hp to 515 hp and 450 lb-ft of torque. The new performance orientated 2026 Lyriq-V boasts 615 hp and 650 lb-ft of torque, accelerating 0-96 km/h in a sports -car like 3.3 seconds.
The Lyriq-V utilizes a 102 kWh battery pack with 459 km of EV range on a single charge.
The 2025 Cadillac Lyriq model comes in a number of trim models in Canada with pricing ranging from a very reasonable $70,399 for the single motor version to $97,399 for the as tested top Lyriq V Premium. The base pricing for the Cadillac is incredibly good compared to similar luxury SUVs – It is less expensive, but does not skimp on equipment or luxury. PST Expansion
The Abbotsford Chamber of Commerce is calling on the Province to immediately scrap its planned expansion of the Provincial Sales Tax (PST) to professional services, warning the move will increase costs, hurt investment, and weaken B.C.’s competitiveness.
The policy, announced in Budget 2026 and expected to generate more than $500 million annually, amounts to a direct tax on essential business inputs.
Starting October 1, PST will apply to services such as accounting, engineering, security, and commercial real estate, with a partial tax base applied to architectural and engineering work.
“This is a tax on doing business - plain and simple,” said Alex Mitchell, CEO of the Abbotsford Chamber of Commerce. “It raises costs at every stage of operations and makes it harder for
businesses to invest, grow, and compete.”
Because PST is not recoverable like GST or HST, it creates a cascading “tax on a tax,” embedding costs throughout the supply chain and driving up final prices.
The Chamber warns the impacts will be immediate and widespread:
Higher operating costs on essential, non-optional services
New administrative burden as businesses manage a second tax system
A tax on safety, increasing the cost of security amid rising theft and vandalism
Higher rents and project costs, as taxes on property and professional services flow through the economy
“This policy doesn’t just affect one sector, it hits every business, particular-
ly small businesses,” Mitchell added.
“It will be felt in higher costs, reduced investment, and slower growth across the economy. At a time of economic uncertainty, government should be reducing barriers to growth, not adding new ones”
The Abbotsford Chamber has formally written to the Minister of Finance urging the Province to reconsider the measure before it takes effect.
The Chamber also raised concerns about competitiveness across Canada. Businesses in Alberta face no provincial sales tax, while other provinces allow businesses to recover input taxes, putting B.C. firms at a clear disadvantage.
“There is still time to change course,” Mitchell said. “Scrapping this policy would remove a significant cost pressure and send a clear signal that B.C. is open for business.”

Mobile overdose prevention site coming to Abbotsford Regional Hospital and Cancer Centre campus
SURREY – People in the Abbotsford community who use substances will soon have access to a mobile overdose prevention site at 32900 Marshall Road, on the grounds of Abbotsford Regional Hospital and Cancer Centre.
The Abbotsford Mobile Overdose Prevention Site, currently located at 1670 Riverside Road, will relocate to the hospital campus on Wednesday, April 22nd to improve accessibility and better connect people with this important service. Lookout Housing and Health Society will continue to be contracted by Fraser Health to operate the overdose prevention site.
At its new location, the mobile overdose prevention site will continue to operate seven days a week, from 12:00 p.m. to 6:30 p.m., providing a safe, judgement-free space where people can consume substances witnessed by trained staff who care about their wellbeing. Staff can respond immediately in the event of a toxic drug poisoning and can also connect people with appropriate health and social supports. This service will also help prevent public substance use and exposure in other areas of the hospital and the local community.
“Access to overdose prevention services is vital for people who use substances,” says Dr. Rahul Walia, medical health officer. “We know that this service is an effective way to help people stay safer when using, prevent overdose deaths and provide a direct link to primary care and mental health and substance use supports. Moving the mobile unit to a more central location at Abbotsford Regional Hospital and Cancer Centre ensures we can provide this valuable service to those who need it most.”
Any person who uses the unregulated drug supply can access the service, including individuals in the community, people seeking care at the hospital and people who are already admitted patients at the hospital.
The new location on the hospital campus is in a central area that offers increased access to the service for community members and closer proximity to emergency services. The mobile overdose prevention site will relocate after closing on April 21st and resume regular operations the following day without interruption.
In addition to witnessed consumption, the Abbotsford Mobile Overdose Prevention Site will continue to provide: Referrals to health and social services including mental health and substance use supports
Harm reduction services, including the distribution of Take Home Naloxone kits and how to use them
Safe sharps disposal
Drug checking, including fentanyl test strips that can detect its presence in different kinds of drugs
The site will continue to be staffed by Lookout Housing and Health Society and will operate with two harm reduction workers, one peer support worker and a coordinator.
In 2025, there were 3,422 visits to the Abbotsford Mobile Overdose Prevention Site, which included the distribution of 976 Take Home Naloxone kits and 252 referrals to Fraser Health mental health and substance use services, sexually transmitted blood borne infections treatment, and health and social services.

Vaisakhi is a celebration of abundance, renewal, and transformation. Guru Nanak Sahib’s vision of halemi raj (dominion of the humble) promised dignity, equality, and justice. It was a vision of a world free from political and religious oppression, where the collective ruled through self-governance. The establishment of the Khalsa on Vaisakhi 1699 was the fulfillment of this vision.
At Anandpur Sahib, Guru Gobind Singh Sahib stood before the assembled Sikhs, calling for those willing to give everything for truth and justice. One by one, five stepped forward. These five were not bound by caste, class, or privilege—the only thing uniting them was their commitment to the Guru. Their transformation marked the birth of the Khalsa, a force dedicated to freedom and sovereignty.

Supporting early-stage tech innovation
B.C. companies get support to pilot new technologies in key sectors
The Province is supporting companies across five strategic sectors to test their technologies in real-world industrial settings, helping them grow and create good jobs for people as part of B.C.’s Look West strategy.
Through the Integrated Marketplace Platform’s early-stage demonstration call, the Government of B.C. is providing nearly $3.5 million to support pilot-scale demonstrations of new technologies in airports, ports, health, forestry, emergency management, marine, mining and critical minerals.
“B.C. companies are developing innovative solutions and critical supply-chain inputs that are essential to growing our economy,” said Ravi Kahlon, Minister of Jobs and Economic Growth. “By giving businesses an opportunity to test and refine their technologies in real-world, industrial settings, we’re helping them grow, create good jobs and expand exports. This work is central to our Look West strategy to build a stronger economy, diversify exports and building global supply-chain opportunities for B.C. companies in critical sectors.”
Small vessels to support industry
Drop Marine in South Slocan received $280,000 to build and test a smartcontrol system on a small workboat that will operate on B.C.’s inland waterways. The boat, built in partnership with the Indigenous-owned company Skemixst Solutions, will use advanced sensors and software to track vessel performance and predict maintenance needs.
Over eight months, the project will gather detailed data on: fuel use
emissions
reliability and ease of operation
This real-world testing will determine whether the technology can lower
costs, prevent breakdowns and modernize vessel operations. The project is expected to support safer, cleaner and more efficient transportation for Indigenous, forestry and port operations. It will also help create jobs and support clean-tech boat building in the province.
“For a small manufacturer building purpose-built technology in rural B.C., early-stage support like the Integrated Marketplace is the difference between a promising idea and a proven one,” said Chelsea Bannister, VP operations, Drop Marine. “This funding gives us the runway to put our technology in the water, in commercial conditions, alongside Indigenous partners, and generate the kind of evidence that opens markets. Safer marine operations
MarineLabs in Victoria received $310,000 to demonstrate an AI-powered fog-detection and forecasting system to make marine operations safer and more efficient. The company is enhancing its existing CoastAware product by adding new sensors, data streams and data processing to enable fog forecasting at scale.
The enhanced system aims to provide precise, timely fog alerts that help marine pilots and ships navigate safely, reduce delays, lower costs and support emissions-reduction goals. The result will be:

Detecting marine mammals, debris
Reach Technologies in Victoria, received $115,000 to test a new safety system on the Victoria FRS Clipper passenger ferry to evaluate how well it detects debris and marine mammals in real operating conditions. This technology is expected to improve passenger safety, reduce damage to vessels and lower maintenance costs. It will also support future autonomous vessel operations and will help create more high-skilled engineering and manufacturing jobs in the province.
“We are excited that Innovate BC has chosen to support our work in commercializing this unique new maritime safety technology,” said Glenn Jones, CEO, Reach Technologies. “The technology has been developed in B.C. with federal funding for military applications. Now, with support from Innovate BC, we are evaluating the commercial application of this technology.”

Through this funding, the early-stage demonstration call is helping B.C.based small and medium-sized businesses demonstrate the performance of their innovations, attract early customers and move closer to full commercial adoption.
