or the past few days the visit by Canadian Prime Minister Justin Trudeau and his delegation has been much in the news in the Indian media in general and the Punjabi media in particular. The main emphasis of this visit has been the close links between the two democracies. The progress made by the Indian diaspora in general and Sikhs in particular in Canada has been a matter of great pride not only in Canada but also in India. In Canada the proportion of people of Indian origin is 1.4%. This is quite close to the Punjabis in India at 1.9%. The clout of Sikhs in particular in every area in Canada is often the topic of discussion here. This is more so at this time. It was intesting to note that a prominent Indian journalist Harih Khare wrote a very insightful article in The Tribune as a tribute to Canada on the eve of the current visit by the Canadian Prime Minister. Titled:Welcome Justin Trudeau, Khare quoted former governor general David Johnston ‘ s treatise: The Idea of Canada. This is a beautiful illustration of Canadian values. Khare also quoted extensively from Justin Trudeau’s Common Ground: Political Life. Both of these works highlight Canada’s diversity,multiculturalism and inclusiveness. All of this makes Trudeau’s visit more relevant and meaningful for the people of India. Incidentally,Canada has become one of the most popular countries in India in general and Punjab in particular. In this context it was only natural that Justin and his delegation have received A very warm welcome everywhere. His visit to Taj Mahal in Agra, Hamandar Sahib in Amritsa and every other place like Ahmedabad, Bombay and New Delhi have been great success. In a sense this has been a memorable milestone in Canada - India relations. On another front, my family and friends had an opportunity to visit Rajasthan for a few days. This visit included spending a few days in the Pink City of Jaipur. It is a beautiful city. The Amber
Fort is just amazing. It is home to the world’s largest cannon. In addition to that it has great artifacts from the past. Built on steep hillside it is a marvel of engineering. Jaipur is also home to the impressive Jantar Mantar, Jal Mahal City Palace and much more. From Jaipur it was on to visit Dhanda Bhagat’s Gurdwara about two hours drive from Jaipur. This is a very spacious Gurdwara in the memory of Dhanna Bhagat whose 600 th anniversary was celebrated with great deal of enthusiasm last year. From there we moved on to Ajmer, home of a sacred Dargah. After paying our obeisance at the Dargah, we moved on to nearby Pushkar, one of the holiest places for the Hindus. Pushkar is reported to have 326 temples and has the only temple devoted to Lord Brahma. Also, Pushkar had the honour of visits by Guru Nanak Dev ji and Guru Gobind Singh ji. The Gurdwara here is also very impressive. After spending a few days in Rajsthan it was time to head home. On our way home, we thoroughly enjoyed our visit in Delhi. It was an honour for us to pay our obeisance at the historic Bangla Sahib and Raquab Ganj Gurdwaras. From Delhi we moved on to another historic place called Paunta Sahib in Haryana. There are a number of Gurdwaras here. Guru Gobind Singh Ji stayed here for more than four years. Here he successfully turned back the attack by a number of hill chieftains at Bhangani. There are a number of Gurdwaras around here dedicated to Guru Gobind Singh ji ‘s stay in this area.After taking a short break my family and friends plan to visit a few more places of interest. The weather so far has been great. It is a welcome change from the cold and snow of Metro Vancouver.

That’s why British Columbians are at the centre of every choice we have made in Budget 2018,” said James. “These include historic investments in child care and affordable housing that will be felt for generations.” Over three years, an investment of more than $1 billion will set the province on the path to a universal childcare plan that will make child care affordable for parents and caregivers, create more than 22,000 child-care spaces throughout the province and ensure those spaces meet rigorous quality and safety standards. Budget 2018 also lays out a comprehensive housing plan that introduces new taxation measures to tackle foreign and domestic speculation, to close loopholes and crack down on tax fraud, and to stabilize housing prices. It invests more than $1.6 billion over three years to build and maintain affordable rental housing, help finance student housing, increase rental assistance for low-income seniors and working families, and provide supportive housing for at-risk British Columbians. “Budget 2018 balances the needs and priorities of British Columbians with the fiscal prudence that marks B.C. as an economic leader in Canada,” said James. “Our province needs bold action, and Budget 2018 delivers by investing in choices that make life more affordable, improving the services we all count on, and supporting a strong, sustainable economy for all British Columbians.” Making Life More Affordable Building on the Province’s progress to date, Budget 2018 takes action to make life more affordable by: Introducing a new affordable childcare benefit that will reduce child-care costs by up to $1,250 per month for every child and support 86,000 B.C. families per year by 2020-21. Providing up to $350 per month directly to licenced child-care providers
families per year by 2020-21. Curbing speculation in B.C.’s housing market and helping to build 114,000 affordable rental, non-profit, co-op and owner-purchase housing units through partnerships. Eliminating Medical Services Plan (MSP) premiums by Jan. 1, 2020, saving individuals up to $900 a year, and families up to $1,800 a year. Making ferries more affordable by freezing fares on all major BC Ferries routes, reducing fares on non-major routes and fully restoring the Monday to Thursday seniors passenger fare discount. Improving B.C.’s Fair PharmaCare program to eliminate deductibles for families with annual net incomes below $30,000, starting Jan. 1, 2019. Approximately 240,000 families will receive expanded coverage. Reinstating free bus passes with the flexibility to support other transportation needs will help over 100,000 people receiving disability assistance to better connect them with their communities and the services they rely on. Delivering the Services People Count On British Columbians deserve services they can depend on. That’s why Budget 2018 invests in priority services, including: Significant investments in health care, with funding of $548 million over three years to improve care for seniors and $150 million to help connect those who do not have a family doctor with team-based primary care. Hiring more teachers, bringing the total to over 3,700 new hires around the province to support students and meet the need for qualified teachers in B.C. Making a historic investment of $50 million this fiscal year to support the revitalization and preservation of Indigenous languages in B.C. Dedicating $18 million to services that provide outreach and counselling support for women and children affected by violence. Improving access to justice through increased funding for legal aid, family law services, and the hiring of more sheriffs and court staff to help reduce court delays.
Building a Strong, Sustainable Economy Budget 2018 invests in a strong, sustainable economy through B.C.’s greatest resource – its people, by: Supporting communities hit the hardest by the 2017 wildfire season and investing in wildfire preparedness to protect people, communities and wildlife. Increasing funding for B.C.’s agrifood sector to support enhanced Buy BC, Grow BC and Feed BC initiatives to drive consumer demand and get B.C.’s goods to overseas markets. Confirming the removal of fees for Adult Basic Education and English Language Learning to give people opportunities to grow and succeed. Partnering with industry, the federal government and First Nations communities to support Indigenous skills training programs with $30 million over three years. Increasing grants administered through the BC Arts Council and Creative BC,
which support B.C.’s vibrant communities and creative economy. Expanding B.C.’s tuition waiver program and increasing financial support for former youth in care while they attend post-secondary school or training programs. Budget 2018 commitments are being funded by improved revenue forecasts over the fiscal plan period, as well as new revenue sources, including: A speculation tax, and increases in the foreign buyers’ tax, to address housing affordability in B.C. by reducing foreign demand, and curbing speculation in the residential property market. An employer health tax to allow for the full elimination of MSP premiums. “For too long, British Columbians have not been able to get the services that they need or afford to live in the communities in which they work or grew up in,” James said. “We are taking bold action to change that with Budget 2018 – a budget that works for everyone in B.C.”

ife is busy. Very busy. The chaos of the day is tenfold for mama’s and papa’s who have tiny toddles that depend on them for their every need. As adults, we need schedules in order to manage our demanding days. Our toddlers are no different – next to fundamental needs, structure and routine are at the core of healthy child development. Here are 3 reasons why routine is important for babies and toddlers. Sense of Safety and Security – as an adult, imagine living in a world where there is no predictability and you are exposed to new (and sometimes scary) things every day. The fear of the unknow would take a toll pretty fast. For children, having a routine that they can predict creates a sense of security in their everchanging worlds. Maintaining a routine is particularly important when children are exposed to a major change such as a move to a new house or the introduction to a new baby in the family. These changes can be very stressful for children and the loss of in routine and structure at this time will compromise the child’s ability to adapt- leading to challenging behaviors. Furthermore, the security of having a routine will also help your child adapt to multiple or new caretakers if the routine is maintained by all caretakes. Reduce the Occurrence of Challenging Behavior – When it comes to children, challenging behavior is often the result of emotion, not a conscious decision. The occurrence of challenging behaviors is significantly reduced when children know what is expected of them and what they can predict from you. You are less likely to get into a power struggle if your child feels respected and a part of the
process rather then simply being told what to do at random times. Build Healthy Habits for Life – Building healthy routines at a young age has the ability to impact a child’s decisions throughout his life. A good place to start is establishing meal time and bedtime routines. Asides from maintain a child’s physical health, a family mealtime routine will allow the child to feel a sense of belonging a foster the value of family and connectivity. Bedtime routines on the other hand are a great opportunity to build a child’s independence and confidence. Within a bedtime routine, there are
many opportunities for children to lead the routine – such a picking out his pajamas or bedtime story. The core purpose of these routines is to set the bodies “internal clock� at an appropriate dial and establish good self-care habits. If your toddler’s world currently lacks mealtime and bedtime routines, not to worry – it’s never too late to start! Below are some tips to help you get started Patience is key. Remember that routines take time to develop and they are particularly trying if your child already has habits that need to be change. Your frustration will only fuel your child’s stress level so maybe start with small steps rather than big leaps Consider the needs of other family members when establishing a new regiment; the purpose here is to support the family as a whole. Establishing a morning routine is a great place to start in order to set a positive tone for the day Routine is going to look different within every family- the key is to pay attention to the details and learn what works best for your child. For example, a bath before bedtime is a great way to wind down the day, however, some children become energized after a bath and will have trouble settling down. Bedtime can be particularly challenging as some children feel as though they are missing out on what the rest of the family is doing. Try to build something into your routine that your child enjoys and is special. This could be reading a story, making up a story using lego, singing a favorite song, etc. Routines don’t have to be tedious and boring. Offering opportunity

for choices within the routines can help a child look forward to the activity and take ownership of the task. Choices can include choosing a snack, choosing an activity during playtime, choosing clothing, etc. Last but not least, the key to good structure is flexibility. Without room for flexibility, your child may have trouble adapting when there are exceptions (bedtime at a special event for example). Creating spontaneous moments (even if they are pre-planned by you) every so often will allow your child an opportunity to practice flexibility. As a bonus, the “spontaneous activity” will be more fun for the child if they are use to a routine as they will see it as a treat rather then just another part of their day. No quick fix: B.C.’s Attorney General says money laundering problem will take years to solve investigation alleges the money repaid in China was often used to buy more fentanyl. Speaking with Mike Smyth on CKNW’s The Simi Sara Show, Attorney General David Eby called the revelations “disturbing,” and said they tie into the investigation already underway regarding money laundering in B.C. casinos.
B.C.’s Attorney General is promising a widespread crackdown in the wake of shocking allegations of money laundering in B.C. real estate linked to the fentanyl trade.
“[There are] really obvious connections in the allegations [the Globe is] bringing forward and the allegations we’ve been examining at the casinos. Similar names, similar kinds of techniques,” Eby said.
The allegations detailed in a report by the Globe and Mail laid out a scheme by which drug dealers would loan dirty money to Chinese immigrants, who put up Vancouver properties as collateral.
“I feel like we pull on a string here and it’s connected in so many other places you end up following it out to a whole sweater.”
The dealers would then be repaid either in China, or through the sale of their Vancouver properties. The Globe
Eby said the government money laundering review, headed by former highranking Mountie Peter German, has been asked to explore links with the real estate industry.

Number of newly-listed homes down in B.C. real estate markets Canadian home sales fell 14.5 per cent between December and January, marking the lowest sales level in three years as the housing market was hit last month by a double whammy of tighter mortgage rules and lending rate hikes. Data released by the Canadian Real Estate Association Thursday suggested that January activity was down in three-quarters of all local markets and virtually all major urban areas, especially in Ontario's hot spot in the Greater Golden Horseshoe. The decline was less significant on an annual basis, with sales falling 2.4 per cent. Sales climbed to a record monthly high in December, according to CREA's figures, ahead of the stress test that requires all potential buyers qualifying for a mortgage to show that they can manage interest rate increases. “The decline in January sales provides clear evidence that the strength in activity late last year reflected a pullforward of transactions, as rational homebuyers hurried to purchase before mortgage rules changed in 2018,” said Gregory Klump, the association's chief economist.
The federal banking regulator introduced tougher rules for uninsured mortgages beginning Jan. 1 and require a stress test for borrowers with a more than 20 per cent down payment. They now have to prove that they can service mortgage at a qualifying rate of the greater of the contractual mortgage rate plus two percentage point or the five-year benchmark rate published by the Bank of Canada. The January market also dampened due to the Bank of Canada's decision to raise interest rates to 1.25 per cent, up from one per cent. It was the bank's third increase since last summer, following hikes in July and September. The central bank's interest rate increase impacts variable rate mortgage holders, but those who opt for fixed mortgages also saw a rise in the five-year fixed rate amid rising bond yields and a stronger economy. CREA noted that January home sales are on par with the 10-year monthly average and that a large decline in new listings prevented the market balance from shifting in favour of homebuyers. The average price of a home rose by 2.3
per cent when compared with last year at just over $481,500.

The national sales-to-new listings ratio was 63.6 per cent in January. A ratio reading above 60 per cent generally indicates a sellers' market.
“The piling on of yet more mortgage rule changes that took effect starting New Year's Day has created homebuyer uncertainty and confusion,” said CREA President Andrew Peck in a statement.
The number of newly-listed homes plunged 21.6 per cent from December 2017 to January 2018 - the lowest level since spring 2009. About 85 per cent of all markets had fewer listings. The Greater Toronto Area led the decline, with large percentage drops also in British Columbia's Lower Mainland,
“At the same time, the changes do nothing to address government concerns about home prices that stem from an ongoing supply shortage in major markets like Vancouver and Toronto. Unless these supply shortages are addressed, concerns will persist.”
