NEW SURREY MENTAL HEALTH AND SUBSTANCE USE URGENT CARE RESPONSE CENTRE SURREY – Fraser Health is creating a new Mental Health and Substance Use Urgent Care Response Centre in Surrey. The centre will streamline access to mental health and substance use services and create clear pathways to care, including community appointments, short-stay community residential stabilization and hospital services, and substance use treatment. The Surrey Mental Health and Substance Use Urgent Care Response Centre will be a welcoming, therapeutic environment located on the Surrey Memorial Hospital campus. It will provide rapid access to care by increasing access to psychiatrists, expanding community assessments to 18 hours/day seven days a week, and reducing wait times through same-day appointments. The centre will provide psychiatric assessments and crisis stabilization and support. Substance use clinicians working expanded hours will support people presenting with substance use concerns including accessing rapid induction to opioid agonist treatment (methadone and Suboxone).

the Zone available for the most acutely ill individuals. “With this new centre, people needing mental health care or support with substance use will have one access point to professionals who are specially trained to treat their needs and able to connect them to a host of services,” said Dr. Anson Koo, Regional Department Head and Program Medical Director for Mental Health and Substance Use at Fraser Health. “The service will also better support community physicians and first responders with real-time consultation when people are in crisis.”

In addition to in-person assessments, the specialists at the centre will use technology to provide advice to community physicians and first responders as required, allowing care to begin more quickly and sometimes managing a person’s care needs in the community, making a trip to a hospital unnecessary. The centre will be staffed with a multidisciplinary team comprised of psychiatrists, psychiatric nurses, substance use clinicians, nurses, social workers, clinical counsellors, mental health care “We are committed to reshaping the workers, and occupational therapists. way that mental health services are delivered in every region across the By locating the centre on the Surrey province,” said Judy Darcy, Minister Memorial Hospital campus, the service for Mental Health and Addictions. will be in close proximity to the emer“Making it easier for people who are gency department and to public transit struggling with urgent mental health or and patient parking, providing excelsubstance use issues to access services lent accessibility. Top tips to create an ideal income suite (NC) From the condominium craze to the rise of multigenerational living, the climbing cost of homeownership across Canada continues to spawn new trends. The transformation of basements into rental suites is a big one that can help offset mortgage costs. There are plenty of advantages, as well as some important considerations to ensure the best result.

renovation, building permits must be obtained, and all work must be code compliant. This will protect you and any future tenants. Waterproof it. Check the interior foundation and floors for existing moisture issues, water damage or mould problems. Address any primary moisture issues before finishing the space.

Insulation is key. As a landlord, it's Do your homework. Check zoning, bywise to invest in smart renovations that laws and adhere to your local building can improve efficiency and bolster your code. As with any new construction or

bottom line. For the best results, insulate well. I recommend installing a rigid board insulation, like Rockwool ComfortBoard 80, against the concrete foundation before you stud the wall. The board is mechanically fastened or adhered to the concrete foundation wall, which prevents thermal bridging through the studs, providing better thermal performance. Finish with a moisture-resistant and dimensionally stable insulation between the studs, like R14 Comfortbatt, to protect against common basement issues such as mould, mildew and rot. Consider fire safety and soundproofing. Select building materials with a high fire-resistance rating that will not offgas or contribute to toxic smoke in the event of a fire. Soundproofing is also a must when you plan to share space. Install sound absorbent insulation between floors with resilient channels to reduce sound transfer between living areas. Contractors love stone wool fire and soundproofing insulation, because it protects against fire and noise and is easy to install. Spend wisely. Keep the renovation budget reasonable. Spending no more than two years' worth of rent to convert your space is a good general rule of thumb. Forego high-end finishes. Instead, create focal points that will “sell” the suite. How to better your commute (NC) Nothing drains the soul like a long commute. In the summer, you have to watch a beautiful day roll past you from your seat, while in the winter you get to do the whole thing in darkness. Fortunately, you have more power to improve your travel than you think. New census data have some surprisingly useful information you can use to improve your commute. Make your voice heard on public transit. Use statistics from the latest census on commute times for your area along with demographics and popular modes of transportation to advocate for positive change in your community. For example, census insights can be used to show the need for a new bus route or more biking lanes in your town or city.

you leave and during the drive. Compare commute times. Wa n t t o know at what time people in your area leave home for work? Census data can tell you when the people in your town or city head out the door, so you can avoid traffic swarms by planning your own commute either before or after the rush. Find a neighbourhood with like-minded people. For many of us, the ideal commute is less about time and more about method of transportation—preferring biking, walking or taking public transit to work instead of sitting behind the wheel. The census can tell you how most people in a town or city get to work, revealing more nuanced details about the priorities and strengths of a certain area.

Do your research. There are plenty of popular online tools and mobile apps that can help you navigate through traffic quickly and easily, rerouting you in real time using your current location to get you where you need to go faster. You can also go old school and listen Find more information at www.statcan. to the traffic report on the radio before gc.ca/census.

Announcing Dr. Bonnie Henry as first female provincial health officer Deputy provincial health officer Dr. Bonnie Henry has been appointed as the first woman in the role of provincial health officer (PHO). She will replace Dr. Perry Kendall, who will retire on Jan. 31, 2018. Dr. Henry is uniquely positioned to step into the role, with a career that includes tackling a wide variety of public-health concerns and challenges within Canada and abroad. These include supporting the STOP polio program in Pakistan in 2000; working with the World Health Organization on the Ebola outbreak in Uganda in 2001; and, as associate medical officer of health for the City of Toronto, leading the operational response to the severe acute respiratory syndrome (SARS) outbreak in the city in 2003.

What parents should tell their kids about starting a career (NC) Looking for a first job is a daunting endeavour. As a parent, there are ways you can help your kids manage the stress of the process but also set them up for success from day one. Here's how to get started.

your own network — your extended family, neighbours, colleagues and others you can introduce them to — or suggest that they do some research about a company and ask for an information interview.

It's about attitude. When you're just starting out, you're not going to have a lot of experience or industry knowledge, so you need to rely on attitude. Employers look for problem solvers and employees with a commitment to hard work. When writing a resume or preparing for an interview, encourage your kids to think about times when they've demonstrated their can-do attitude to use as examples.

Think about your personal brand. Doing a good job is not just about learning the trade or the industry, it is also about how you act on the job. Being positive, polite, on time and inquisitive is critical to getting hired and getting ahead.

Encourage networking. According to research conducted by Food and Beverage Ontario, 79 per cent of Ontario residents say the best way to learn more about an industry is to talk to someone who works in the sector. As your kids start to think about jobs and careers, encourage them to get to know people who work in the industry. Think about

PAGE 20

Think outside the box. While an interest in graphic design might naturally lead to an advertising agency or an interest in finance to an accounting firm, companies in many other sectors also need those skills. Encourage your kids to expand their job search, scoping out growing industries like food and beverage processing, healthcare and technology which all have roles for designers, marketers, accountants, engineers, computer scientists and more. For the Record: Everyone Deserves Housing

I

’m curious… what comes to mind when I say ‘affordable housing’?

When I hear affordable housing, I think exactly that: housing that is affordable. Whether it be belowmarket, mid-market, or near-market, the term ‘affordable housing’ tells me that the housing costs fall below the ‘regular’ costs for a similar home in a similar neighbourhood. However, more and more, when I ask others what comes to mind when I say ‘affordable housing’ the responses can oftentimes be gut-wrenching. From drug addicts, to individuals with mental health issues, to people who are ‘lazy’ and don’t work hardenough to be able to afford a decent place to live, the negative stigmas that are seemingly becoming part of the on-going discourse surrounding affordable housing in Metro Vancouver and the Fraser Valley are rooted in a judgment and negativity that saddens me to my core.

PAGE 22

For several years now, my firm has worked on various affordable housing projects. It began with a controversial, low-barrier housing development and since that time we have worked on projects across the affordable housing spectrum. Granted, I understand the concerns associated with low-barrier housing – though, I do believe those concerns can be alleviated through proper

Friday, February 2nd, 2018

education – but, as for other forms of affordable housing, I am perplexed by the ever-growing resistance. As the title of this edition of For The Record states, “Everyone Deserves Housing.” A roof over one’s head, food in their stomach, and access to clean drinking water, are fundamental human rights that everyone is entitled to. However, it seems to me that my view is not shared as universally as I would have thought. Simply put, there seems to be an ever-growing degree of NIMBYism (Not In My Back Yard) that is, frankly, wrong and needs to stop.

For The Record… In addressing this seemingly evergrowing NIMBY-ism, it is important that we address three key issues. The first issue, demystifying what affordable housing actually is. The second, the issues associated with public consultation. Third, the need to re-imagine what affordable housing can look like. Speaking first to the issues of demystifying what affordable housing actually is, it’s important that we

The Patrika 

park any and all pre-conceived notions at the door. Those who require assistance with housing do not necessarily have ‘issues’, nor is it fair to suggest that they are struggling to secure housing because they are ‘lazy’. Frankly, when talking about affordable housing we’re oftentimes talking about folks who just need a little extra help (especially given the local housing market). A senior citizen on a fixed income. A singleparent already working two jobs. A youth without a family. Folks who lost their job and have found themselves in a position they never imagined. People who just aren’t as fortunate as others of us are, and therefore need life to be just a little bit easier. The next issue we need to discuss is that of public consultation. Though I won’t speak for all jurisdictions, I will say that here in Vancouver the current governing party at City Council simply does not have a transparent public consultation process, and it is destroying our communities.

At the core of creating a true sense of community, is it important that a healthy, inclusive, robust discussion take place. A discussion that includes all stakeholders. A discussion that focuses on sharing everything from the vision of the build, to the empirical data necessary to alleviate concerns rooted in misconceptions. A discussion that consists of both common sense and human dignity. A discussion that sees government responding to its constituents by engaging in a comprehensive planning process and adjusting that plan to ensure a good ‘fit’ so that each development makes sense in-terms of its location, type, resident mix, etc. Lastly, it’s time we all imagine what affordable housing could be! More and more, progressive, forward thinking communities are partnering to offer creative solutions. Take for example, Chilliwack. As we speak a development is well underway that saw the City of Chilliwack, BC Housing and a local non-profit organization come together with an innovative, financially sustainable build that will re-shape the community. With commercial space on the first

PAGE 23 floor, the funds from that space will go to off-set the reduced costs of the affordable housing units above – and all it took was some authentic community engagement, and willingness to partner, and a commitment to do the right thing. In closing, the reality is that affordable housing is a human right, and it’s time for all of us – regardless of the communities we live in – to rally around some innovative ideas that will help ensure everyone who wants one can have a nice, safe, warm place to call home (and yes, including those who do happen to have substance abuse and/or mental health issues). After all, regardless of our race, religion, sexual orientation, socio-economic status, or otherwise, there is no reason why anyone should not have access to housing.

New campaign aims to save lives by eliminating stigma The Vancouver Canucks hockey team and the Ministry of Mental Health and Addictions are joining together to combat stigma around substance use, so that people can feel safe accessing the treatment and supports they need. “Stigma around addiction is killing people,” said Judy Darcy, Minister of Mental Health and Addictions. “Addiction is often a response to deep pain or trauma, and stigma drives our loved ones to act and live in dark silence. We need to knock down the walls of silence and encourage courageous conversations between friends, family and co-workers struggling with substance use, so they feel supported in seeking treatment and recovery.”

Service BC and BC Transplant invite British Columbians to #LiveLifePassItOn Since 2015, 60,000 British Columbians have registered to give the gift of life, thanks to a valuable partnership between Service BC and BC Transplant. “Organ donations save lives. Our staff at Service BC play a vital role in helping people learn more about registering to be an organ donor,” said Jinny Sims, Minister of Citizens’ Services. “These dedicated workers not only provide thoughtful guidance and the knowledge that people need to make this important decision, but also information on how to talk to their family members about their choice.”

“While registering as an organ donor only takes a few minutes, this partnership between Service BC and BC Transplant has helped many make a decision they can truly feel good about,” said Leonard Krog, MLA for Nanaimo. “Service BC staff are knowledgeable, helpful and really take the time to help our residents with the decision to register.” “My son’s grandfather was diagnosed with end-stage liver disease, but a successful transplant, eight months after his diagnosis, saved his life,” Ainsley said. “Registering as an organ donor has the power to give people a second chance at life. This important work impacts real people.” says Julia Ainsley, a customer service representative at the Duncan Service BC location.

Sims was in Nanaimo, along with representatives from Service BC, BC Transplant, and organ donor recipients and their families, to highlight the partnership between BC Transplant and Service BC. This collaboration has resulted in 18,797 registrants at Service BC offices between April and BC Transplant estimates that there are December of 2017 alone — an increase nearly 640 people in British Columbia waiting for a life-saving transplant. of 4% from the previous year.

Both the goals and beliefs you have established over the last 3 years now move to a stage that will put you under pressure to commit in a serious way during the next 3 years. You will move on from underlying pressure from the expectations of somebody else that has affected your life in an underlying manner for the last 3 years. Greater attention to detail will be required of you over the next 3 years, which could inhibit your natural skill to take things as they come or deal with them at the time. If you embrace this you can develop the ability to speed up processes through greater efficiency. Praise can be lacking so you need to be content with yourself.

The greater your focus has been in the last 3 years on getting a good foundation in place with any set of circumstances in your life, including family, the more you can enjoy the rewards in the next 3 years. With this can come a greater sense of peace or the ability to relax. Responsibilities involving young people can be important.

Things you have learnt, which can include study or information you have gathered over the last 3 years now take you to the next stage of committing yourself during the next 3 years. You now have to get serious about what you are putting in place because it will form a foundation for a long period of time. It can include family.

There has been a need to apply sense and caution to your personal finances during the last 3 years. What you have learned from this can now open up your mind to all sorts of ideas and possibilities during the next 3 years. To your birthday 2018, you need to keep any sense of impulse under control to make the most of future growth

Saturn moves on from your sign where it has been for the last 3 years putting you under pressure to be serious and responsible and perhaps bringing restrictions into your life. This will now be the case with your finances during the next 3 years. You can do extremely well here as long as you are not wasteful. Fall back on your newfound maturity that should have developed in the last 3 years.

Saturn, your ruling planet, moves into your sign where it will remain for the next 3 years. This will provide plenty of opportunity for you to be successful with any situation you are prepared to commit yourself to. You have natural tendencies towards serious commitment and this can pay hansom dividends, though you might need to teach others to be more responsible, rather than you doing it for them.

Life has directed you to focus in a serious way on priorities that need to be most important in your life during the last 3 years. You have likely changed your view on these as well. During the next 3 years you will need a lot of patience as progress might seem held back as you will need to withdraw a lot for deep considerations.

Commitments and responsibilities have put you under a lot of pressure during the last 3 years. At times it probably felt like overload. As a result, this will now take you to the stage of becoming more acutely aware of what should take priority, based on what you wish to get out of life. These decisions need to come from you.

You will move out of the realm, which has affected you for the last 3 years, where it has been difficult to know the level of appreciation others really have for your efforts or to know where you stand. You will certainly get more attention in the next 3 years but need to be mindful of just how much responsibility you take on.

You should review what you have learned about commitments involving others in the last 3 years and the pressure you might have experienced as a result. There's hunger to do things that are different : Diana She will be seen in an actionpacked avatar in "Parmanu: The Story of Pokhran", and will be revisiting the "Happy Bhag Jayegi" universe for the sequel. Actress Diana Penty says she wants to explore different genres, but would refrain from doing anything "drastic". "I would love to try new things, try new roles and play different characters. It is something that I have always wanted and it is something that I have always tried to do with each film that I do. I try to make it different from the previous film, the role and the character," Diana said. "I would definitely be open to and would want to (try different things). There is a hunger to kind of do things that are different," added the actress, But that doesn't mean she will try everything that comes her way. The actress says she will weigh things and decide accordingly. "I don't know how drastic I would be... Like going bald is drastic. That is not something so easy and casual. I was not like Manto, had to purify myself: Nawazuddin Noted actor Nawazuddin Siddiqui was welcomed with a packed house in the front lawns of Diggi Palace as he arrived to participate in a session at the ZEE Literature Festival themed on his upcoming film which charts the life of Saadat Hasan Manto. With the crowds going gaga over the "Gangs of Wasepur" star, loud cheers and whistles resonating in the pristine venue, the organisers had quite a task to put things in order before the session kicked off. And when it finally did, the excitement only grew. Siddiqui said that he chose Manto for what he stood for. "He was a big fighter for free speech. Manto had always been true and wrote what he saw around him. The greatest challenge for me was that I was not like him. I am not like Manto. I tell lots of lies. I had to listen to my director and

really had to purify myself (I was very polluted) before I began shooting," he said. The actor further stressed upon the fact that he was so engrossed in the role of Manto that he "could not think anything else" and was caught in Manto's state of mind for a long time. Now that the shooting is over, he is trying hard to get out of that frame of mind so that he can focus on other films, films that are not necessarily artistic in their content."I want to do artistic films but also commercial films because I need the money and because I need the money I continue to make films," he said. It was also revealed during the session that Siddiqui did not charge a "single penny" for Manto and did the movie free of cost. He said that he has come a long way in Bollywood and has learnt "to balance between artistic films and commercial films.

A Little Boy with a Big Dream: The Honourable Ed Fast

bout 50 years ago, Edward was just another 9-year-old boy living in Vancouver, growing up in a house with 8 kids. It was a late evening in November 1964, and his father walked in with a television to their home. This was a rare occurrence in the Fast house-

with a young family of 4 daughters and his wife, it was simply not possible. The Fast family later moved to Abbotsford where Ed became an active member of local governing bodies. He was elected in 1985 as an Abbotsford School Board Trustee where he served two terms, and then

hold; a television was only brought in for major events; the Grey Cup, the Stanley Cup, and the elections. This time it was for the Presidential debate for the 45th USA quadrennial election between incumbent Democratic President Lyndon B. Johnson and Barry Goldwater, the Republican nominee. It was a school night, and it was expected of Edward to be in bed at the time of the programming. But to his utter surprise that he was invited by his father to stay up and watch the debate with him. Ed remembers every detail of the evening like it was yesterday, after all it was the day- as he claims that “the seed was planted.” Now, fast-forward to 2018, The Honourable Ed Fast stands undefeated for well over a decade, serving Abbotsford as a Member of Canadian Parliament. Ed Fast graduated from law school at the University of British Columbia in 1982, and went on to cofounding a law firm in which he worked for a number for years. Having a role in influencing government operations was something that Ed always wanted to do, however due to the commitment that came with the role, coupled PAGE 46
