Overseas Developers Coming to Canada Where have all the developers gone?

wave of overseas talent has found its way to Canadian shores following the strict travel and immigration bans from U.S. President Trump, and B.C. employers are welcoming the increased access to a skilled workforce with open arms.

Based on projections in the tech industry, the Canadian government is aiming to fill over 200,000 IT positions by 2021; more than 20,000 of those new jobs will be filled in B.C. alone. By 2019, over 15,000 of those positions will be in Vancouver and the Lower Mainland, almost 2,000 in Victoria, and over 3,500 throughout the rest of B.C. Because of a shortage of skilled and qualified talent in Canada, many employers are looking outside our borders to hire people they so desperately need to maintain an edge in this competitive and growing technology industry.

The report released in April 2017 that outlines the nearly 216,000 IT and tech jobs to be filled states, “Much of the rising demand for tech professionals is attributed to transformative and rapid advancements of technology,” such as AR/VR, AI, and blockchain.

Over 150 Canadian tech leaders recently signed an open letter that outlines their priority on hiring diverse and skilled workers in their workplaces. An excerpt reads: “Canadian tech companies understand the power of inclusion and diversity of thought, and that talent and skill know no borders. In choosing to hire, train and mentor the best people in the world, we can build global companies that grow our economy. By embracing diversity, we can drive innovation to benefit the world.”

“One of our competitors, with eight of North America’s top banks as clients, saw every one of their 150 U.S. working visa applications denied after the recent change in U.S. leadership. We are now working together to bring those already established incomes from India to Canada instead of the United States.”

Two of Vancouver’s powerhouse businessmen, Shafin Diamond Tejani and Ray Walia, are also working diligently to bring more Indian developers to Canada. "This provides a great opportunity for the best talent from India to come, live and work in Canada," Shafin told the Economic Times.

How to recognize and treat heat illnesses (NC) Canadian summers are hotter than ever before, with recent research showing a significant increase in the number of extreme heat events across the country. While we love spending time outdoors in the summer, a fun day under the sun can quickly turn dangerous if you don’t take a few precautions.

Here are some tips that will help you learn the signs of heat illnesses and what to do about them, from Health Canada, which works with health partners across the country to prevent, prepare for, and respond to the risks of extreme heat.

Know the symptoms. Heat illnesses include heat stroke, heat exhaustion, heat fainting, heat edema (swelling of hands, feet and ankles), heat rash and muscle cramps. Symptoms of heat illness are dizziness or fainting, nausea or vomiting, headache, rapid breathing and heartbeat, extreme thirst, and decreased urination with unusually dark yellow urine.

Know what to do. If you experience any of these symptoms during extreme heat, immediately move to a cool place, such as a shaded area, and drink liquids — water is best. Immediate action is needed to minimize the possibility of developing heat stroke.

Don’t be afraid to get help. Heat stroke is a life-threatening condition and a medical emergency that requires immediate medical attention. Call 911 or your local emergency number immediately if you are caring for someone who has a high body temperature and is either unconscious or confused or

who has stopped sweating. While waiting for help, cool the person right away by moving them to a cool place, applying cold water to large areas of the skin or clothing, and fanning them as much as possible.

Understand your risk. While extreme heat can affect everyone, the risks are greatest for older adults, infants and young children, people with chronic illnesses or on certain medications, people who work in the heat, people who exercise in the heat, and homeless people and low-income earners who may have less access to cool places.

Ask your doctor or pharmacist if you are at increased risk, and check in on neighbours and others who may be vulnerable Practice prevention. Some easy ways to stay cool are to drink plenty of liquids — especially water — before you feel thirsty, plan outdoor activities during cooler hours, and wear loosefitting, light-coloured clothing made of breathable fabric. John Horgan and your New Democrat government Hard at work building a better B.C. VICTORIA – Premier John Horgan and the New Democrat government have been working hard over these first few weeks, making a better B.C., following 16 years of a B.C. Liberal government that only cared about their wealthy friends and supporters.

Since July 18, when Premier Horgan and his cabinet were sworn in, the new B.C. government has been working to make life more affordable for British Columbians, create good jobs and opportunities across our great province, and restore and strengthen important services.

Here are just a few things Premier Horgan and the New Democrat government have already done within a few short weeks: Supports for people affected by the wildfires Immediately following the swearingin of the new government, Premier John Horgan and the new B.C. government made addressing the wildfires and supporting people and businesses affected by them the most urgent priority. Standing up for BC’s interests in the face of Kinder Morgan The New Democrat government took action on our commitment to protect British Columbia’s interests in the face of the proposed expansion of the Kinder Morgan pipeline and increased tanker traffic. New Democrats said they would use every tool in the toolbox to protect our economy, environment and thousands of existing jobs, and that work has begun. The first steps include securing Thomas Berger as external legal counsel, seeking options for the B.C. government to participate in legal challenges, and ensuring the province engages in meaningful consultation with Indigenous people concerning the project.

Restoring free tuition fees. Why education is the great equalizer.

By John Horgan, Premier of British Columbia, VICTORIA - Education is the great equalizer. It opens the door to a goodpaying job, and a secure future. We need to give help, hope and opportunity to people who want to get a basic education to learn the skills they need to join the workforce and build a better life for themselves and their families.

That journey starts with opening the doors to adult basic education and English language learning. These programs should be within reach for everyone, from new Canadians and recent immigrants, to students preparing for university and adult learners upgrading their skills for work.

The previous government put up barriers to a basic education when they introduced tuition fees for Adult Basic Education and English Language Learning in 2015. Fees were set by each institution, but could cost up to $1,600 per semester of full-time stud-

ies, which is the same as the average cost for an arts and science degree program.

Many people could not afford to pay these new tuition fees. As a result, enrolment in Adult Basic Education and English Language Learning programs dropped 35% from more than 10,000 students a year to just under 6,700 students a year.

This is why our government is removing the roadblocks to education by eliminating tuition for adult basic education and English language learning starting September 1, 2017. This change will open the doors to tens of thousands of British Columbians to upgrade their education and skills each year.

We will continue to make changes that give families relief from high costs and fees, and invest in better services that give people help and hope for a better life.

Girls all over the world are often still denied access to school. In many sub-Saharan African nations, girls are forced to leave school early due to immense poverty and discrimination.

Denied the chance to finish secondary school and unable to continue their education at the college or university level, their chances of a good career are significantly affected.

ne of the officer’s options is to proceed under the Motor Vehicle Act (“MVA).

The main MVA tool is the Immediate Roadside Prohibition: the IRP. It’s true to its moniker: you are prohibited from driving, immediately-- where you’re talking to the police officer. Find your own way home.

The length of the prohibition, depending on your blood alcohol level is and whether you have been given one before. It ranges from 24 hours to 90 days.

The Administrative Driving Prohibition is another tool. They not immediate--it starts on the 21st day from the date on the notice. ADP’s are used when the criminal charges are also in play.

Jon Singh contract. And ICBC can refuse to pay for any damages you caused while driving under the influence, or bill you for the cost of repairing the damage to another vehicle.

There are further consequences. Your vehicle may, or will, be impounded for some time. There is an impoundment fee for the release of the vehicle, graduating in price depending on the type of prohibition. The impoundment can be appealed, but success depends on convincing grounds.

A driving prohibition will remain on your driving record. Permanently.

There are also remedial programs for those with an IRP. Some are mandatory. It potentially includes the completion of a safe driving course. You will shoulder the costs for both.

The fun doesn’t end there.

The Insurance Corporation of British Columbia will levy additional fees if you have two or more MVA prohibitions in a three-year period. You will pay this whether or not you own or insure a vehicle. This is the Driver’s Risk Premium payment.

Challenging a driving prohibition is where the next challenge lies.

The MVA limits challenges to a few, narrow grounds. A set of defenses are of a technical nature, such as the police officer not following the correct procedures.

Other defenses are factual: convincing the Superintendent that you weren’t the driver, for example. Or that the breathalyzer test is inaccurate.

But it is a high hurdle. If the police officer has met all the procedural and technical steps, the burden is on you to prove that you were not driving under the influence.

Add it up and a conviction under the MVA is taxing, daunting and costly.

But there are also the potential charges under the Criminal Code.

There is also the Driver Penalty Point Premium. Currently it is $905.00 for every 10-point conviction under the MVA. A conviction for a “fail” reading or refusal to blow carries a 10-point penalty,

Sun & Heat Stress Safety for B.C.’s Agriculture Workers There are over 24,000 people employed in British Columbia’s agriculture industry and sun and heat exposure are workplace hazards for many of them.

Agriculture workers have a 2.5-3.5 times greater risk of developing skin cancer than indoor workers, according to a Sun Safety At Work Canada 2016 report. Employers are responsible for addressing this risk.

AgSafe, BC’s agriculture health and safety association suggests the best way to reduce the risk of sun and heat exposure in the workplace is to implement a sun and heat safety action plan for outside workers.

“There are resources available for those who employ outdoor workers to help them develop and implement a sun and heat safety plan,” says Wendy Bennett, Executive Director of AgSafe. “The key is controlling the worker’s exposure to sun and the possibility of heat stress.”

Checking Environment Canada’s UV index regularly to monitor worker risk and providing a shade structure, where practical or enabling shade breaks on the worksite will help reduce the effects of sun exposure.

Abbotsford, B.C. – Fraser Valley Regional Library (FVRL) is about to expand its popular Uke ‘n Play collection with a donation of 10 new ukulele kits from Tapestry Music.

Over 640 customers have borrowed a ukulele kit since Uke ‘n Play launched last fall, and 200+ ukulele enthusiasts are still on the waitlist. Father and son team, Tapestry Music co-owners – David and Michael Sabourin, are advocates for keeping music alive in the community. “Music, much like the public library, has the power to change lives. Donating ukulele kits to FVRL to further expand their Uke ‘n Play collection is great way for us to give back to the community and help make music accessible to everyone.”

Ag Refresh Comments by Councillor Sandy Blue Abbotsford Executive Council Meeting - July 31, 2017

T

he work of AgRefresh is something we will look back on as a defining moment in our history. This comprehensive body of work has the potential to significantly increase viability and yield on farms across Abbotsford – to feed our growing population and fuel our economy.

AgRefresh will address a number of issues people are concerned about including truck parking and other contentious non-farm uses on agricultural land.

As AgRefresh moves on to the next phase, I would encourage staff to explore not only the land use aspects of agriculture but also potential solutions that will result in transforming fallow or underutilized land into active production.

Imagine if an outcome of AgRefresh is a rethinking of the qualifying criteria for an Ag Enhancement Grant. What if this fund was available to address the specific issues identified as obstacles - and help connect landowners with would-be farmers through a systematic approach: For students/ future farmers: • scholarships at UFV or KPU in Agriculture or Food Systems For would be farmers: start • assistance in the form of grants and or / loans to be paid back on an sliding scale &forgiven after 5 years of active farming • For the landowner: access to capital to fund dyking, drainage or irrigation to specifically address issues on a piece of land so that it can be actively farmed; and encouragement to partner with those who want to farm As well, the fund could include assistance from professionals in preparing a comprehensive business plan to help ensure they have a viable plan to succeed.

If we do it right, I believe we can change the economics of Agriculture in BC, creating a model that is the envy of the world.

The 2008 Chamber of Commerce ‘Economic Impact of Agriculture in Canada’ called Abbotsford ‘the Agricultural Capital of Canada’ – today, almost 10 years later we continue to top the nation in farm gate sales, and boast at least one in five jobs here are created by agriculture.

There is more that can be done – Abbotsford can lead the way with an approach that proactively supports and encourages agriculture, removes obstacles and provides much-needed expertise and funding to really shift the economy.

Here is a potential idea to build on: A big issue on people’s minds is that of affordability of agricultural land: The issue is not unique to Abbotsford.

We feel it for sure – but it is an issue across the Fraser Valley and beyond.

Let’s ask the Elevate Abbotsford alumnus for their ideas to reimagine HOW we can transform our agricultural lands to their highest and best output; and use innovation to spark a new generation of farmers.

We are well on our way with so many innovative initiatives and opportunities already here in Abbotsford and across the region. Abbotsford is already well known as a leader in Ag Innovation with companies including – BW Global, Nutriva Group / Vitala Foods, Vitalus Group, Vertical Farming and many others. Let’s do everything we can to engage with and advocate for this sector.

Here in the Fraser Valley we are so fortunate to have the University of the Fraser Valley and its Agriculture Centre of Excellence (ACE). As you may know – the centre functions as the Secretariat of the B.C. Agriculture and Seafood Research, Education and Extension Network, which is comprised of representatives from BC’s post-secondary institutions, industry and government that work together to build a sustainable food secure future through agricultural research, innovation and education.

Over the last five years I have had the opportunity to apply my passion for Agriculture as I served as an advisor on the Kwantlen Polytechnic University – Institute for Sustainable Food Systems advisory.

This innovative project included Orlando Schmidt from the Ministry of Agriculture here in Abbotsford and stakeholders from across the Southwest BC region. Their research is now complete, and the executive summary and full report are available online.

The KPU Institute for Sustainable Food Systems investigates and supports regional food systems as key elements of sustainable communities; focusing on the potential of regional food systems in terms of agriculture and food, economics, community health,

policy, and environmental integrity.

KPU created a comprehensive model that provides information and support for farmers, communities, business, policy makers, and others.

I’d love to see Abbotsford take advantage of this valuable resource as part of AgRefresh as it would provide a rich data set for informed decisions about the impact of land use decisions in our city.

Our staff and the industry professionals working with them on AgRefresh have done an exceptional job; and I am excited to see what the next phase brings.

Let’s leverage this expertise to further engage agricultural industry sector partners and the farmers - those who will actually make it all happen.

Friends or others involved in a group that includes you could surprise you with their determination to scale down in some way.

This will firmly place you in a position where you need to weigh up your own situation, especially if there has been some sort of reliance on them. Answers will come from considering what you enjoy.

You could come up against a strong personality or somebody who expects to take control. You need to find a way to fight for your rights strongly but in a passive manner. Don’t succumb to pressure that can result in making you doubt yourself.
