Global trade has collapsed1 The COVID-19 outbreak occurred in a context of sluggish global trade that has been dragging on since the 2008–2009 financial crisis. While the volume of trade in goods grew at an average rate of 6.2% per year between 1990 and 2007, it expanded by only 2.3% per year between 2012 and 2019 (see figure 1). Likewise, the share of exports of goods and services in global GDP, which reached a historic high of 31% in 2008, has been around 28% since 2015.
