plan de san luis

T

tampico, san luis plan and díaz’s resignation

he Plan de San Luis (San Luis Potosí Plan) was planned in the mentioned city by the leader of the revolutionary movement and presidential candidate of the Anti-Re-Election National Party, Mr. Francisco I. Madero, promulgated on October 5, 1910 and proclaimed from San Antonio Texas. The said manifest called the Mexican people to rise up in arms on November 20 of the same year in order to overthrow Mr. Porfirio Díaz, to establish free and democratic elections, including the commitment to give back to peasants the lands that had been snatched away from them by the landowners. Having knowledge of the said manifest and alarmed by the imminent uprising, the president Díaz, sent a cablegram dated on September 30, 1910 to the governor of the state of Tamaulipas, Mr. Juan B. Castelló in which it said “I’m being assured of confirmed revolutionary action of the director of the males’ school of Tampico…, and I hope, as I allow myself to recommend, his separation”. Porfirio Diaz’s worry shared with the governor of Tamaulipas increased with the passing days, Castelló was in need of more troops which were denied answering to his petition with the following: “I received his letter on November fourteen. Impossible for now to arrange garrison increase, requirements of the service prevent it. There are 27 states. I think that in the current circumstances it’ll be necessary to do any sacrifice and this recommend it. In spite of Mr Porfirio and Castelló’s preventions, the revolutionary turmoil battered Tamaulipas. November 22, in Tula, Professor Alberto Carrera Torres, declared himself in favor of San Luis Plan. The garrison rural ones of Tampico expressed their disloyalty to President Diaz and left his cause. The rebels were winning day after day great sympathy and control of the territory in Tamaulipas, asking the governor Castelló the recruitment of civils in Tamaulipas and the organization of combat forces. On April 28 it happened in Tampico a revolt that impre-ssed them seriously because until that day the port had been kept under control with a powerful elite faithful to President Díaz. This event put in maximum alert the governor of the state who commanded, as precaution measurement, to brought down to earth the machine guns from Morelos Gunboat. May 25, 1911 the Porfiriato came to end, the reason of the initiated revolution six months before, it reached the victory and

started a new phase in the country. Ironically this historical day of May 25, started the massive exportation of oil from Tampico, by means of a load of 30,262 barrels made by The Huasteca Petroleum Company, with destiny to Sabinas Texas, USA. Mr. Porfirio Díaz was going away but remained instead the great foreign consortiums that had control on the hydrocarbon of the country. Mexico politics was not in calm despite Díaz’s departure, there was confusion, revolts, abuse of authority, contrasting the reformist forces against those that were looking to preserve their privileges. In Tampico, workers were the first to express their joy for Díaz’s resignation, but not everything was peace, since to only at three days of the above mentioned event, hundred armed workers went to the downtown of Tampico, disarmed the municipal police officers and tried to set free the prisoners while they were being attacked by federal soldiers, having as a consequence the dead of six persons. One day later, the loaders of the dock organized a manifestation of protest having another conflict with the soldiers, the outcome was three dead men and two injured persons. After these events added to Díaz’s fall, Juan B. Castelló presented his resignation, relative of Mr. Porfirio, to the post of Governor of Tamaulipas presented as provisional governor Mr. Espiridión Lara, occurrence that wasn’t well welcomed by existing other contenders. In Tampico and Doña Cecilia was summoned for a meeting to take part in a political party, reunion that was not approved by Dr. Antonio Matienzo who acted as municipal governor in that moment. People rose up so the police body got the order to face the crowd having a bad ending by dying one person. After that, the mayor presented his resignation to the post being received immediately, but the things didn’t stay there, since on June 26 was carried on a manifestation of five thousand persons now as support of Dr. Matienzo, prestigious practitioner for whom people felt affection and gratitude, asking him to take back his resignation. As an answer, on July 3 the governor of Tamaulipas, Espiridión, ratified the Dr Matienzo in the mayor’s office. The unrighteous Mexico of Mr. Porfirio was finished, but Madero without deciding it gave a step to another brutal Mexico, that of the military dictatorship headed by Huerta.

11 plan de san luis

E

The railway in Tampico, from its peak days to oblivion

13 del auge al olvido

A

W

hen president Porfirio Díaz came to power, supported by his Minister of Public Works, General Vicente Riva Palacio, they found the conditions propitious and encouraged the construction of ways and railways. On august 9, 1876, the Executive Branch had the authorization to review and approve the project of statutes to organize the company that will build and explode the railways. Facing the necessity to communicate the inside of the country with sea routes, on November 26, 1877 it was built the route from San Luis Potosí to Tampico, work that was inaugurated on May 5, 1878. Exactly in the same date, advantage is taken to start the construction works of the railway San Luis Potosí-Tampico which works conclude and begin working on April 16, 1890. To open this route, on April 15, a train left from Mexico City carrying civil servants and guests to parties of inauguration, arriving to this town at 5:30 p.m. of April 17, having a great receipt, the entire population went out to receive them making cannon salutes and playing the National Anthem with the municipal Band. The next day at noon, a great feast was given on the first floor of La Lonja Mercantíl, today Casino Tampiqueño, where four ministers, Tamaulipas and San Luis Potosí governors: Alejandro Prieto and Carlos Díez Gutiérrez, diplomatics, politic and cultural figures of the country, as some members of the society of Tamaulipas went to. In the night a gala dance was made in the great hall of the second floor of La Lonja, where 150 couples assisted to. Though the communication with the center of the country was relevant, also it was with the north of the country, that’s why on November 10, 1887, the Supreme Government Mexico granted the concession to build and explode for 99 years, a railway from Monterrey city to the Port of Tampico getting through Victoria City, capital of the state; to the Company of Monterrey’s Railway of the Gulf of which were owners the gentlemen: General Jerónimo Treviño, ex-governor of Nuevo Leon and Mr. Emeterio De la Garza to whom were after joined other businessmen from the region and south of Texas as Mr. Joseph Andrew Robertson, established in Monterrey, founder of Monterrey News journal and founder of the Manufacturing Company of Monterrey’s bricks who was responsible of acquiring the metals for the railways causing with this, together with other works, the establishment of foundries in Monterrey.

The construction of the said railway started officially on October the 1st, 1888, being finished the route TampicoMonterrey on September 13, 1890, getting started the rail movement with fifteen Rogers steam locomotives, 16 passenger cars, 100 freight cars, 50 railroad gondolas and 50 cage cars. The official inauguration was on October 23 of the same year. In those times there was a small railway branch between Tampico and Pánuco in Veracruz that went across part of the Huasteca, the train station was in the right or south brim of Pánuco River of the state of Veracruz. In the same way, since the installation of the Central Railroad Company, a small branch began to work between Tampico and La Barra that goes across the left brim of Pánuco River, communicating the old House of Doña Cecilia, today Madero City and the area of Arbol Grande. At the beginning of the century, more railway projects were created to give impulse to Tampico’s Port; some of them couldn’t be finished due to the blast of the revolution of 1910. Among these projects there was one of building the Matamoros-Tampico railway that would be extended to connect this zone with the city of San Antonio Texas in the United States. The project San Antonio, Río Grande and Tampico Railroad it would benefit itself with the construction of the International Bridge Brownsville-Matamoros and from that city it would follow by the Gulf’s Coast until to Tampico. When having more communication activity by train in both, load and passengers, it was necessary to construct some terminals. The first one was finished for the opening of the route San Luis Potosí-Tampico in April 1890; it was only a few meters to the north of the Maritime Customs Building between the water branches of Pánuco and Tamesí Rivers. It consisted of an outhouse made of wood with a gable sheet roof. This first terminal worked until 1933 when it was destroyed by the hurricanes that hit Tampico and the flood that followed them. Due to the said above, it was necessary to build a second terminal in 1934 with a more modern design according to that time, work of the architect Carlos Greenham. In 1955 another natural phenomenon devastated the area; Cyclone Hilda hit Tampico with real strong leaving the building almost hidden under the overflowed waters of the river that in that zone were above the two meters of height, but when coming back to normal the construction was saved following its normal functioning. The rail system suffered a great damaged because of its abandon during the Mexican Revolution period. On having finished the fight, the railways were nationalized between 1929 and 1937. In 1987 the government joined the five regional railway companies with National Railroads of Mexico, since then to our days, the railways in this country have been marked by financial difficulties that, added to the competition with other means of load transport, have reduced to a great extent their market share. In 1955 the government announced that Ferrocarriles Nacionales (National Railroads of Mexico) would be privatized and the network was divided into four networks. As a part of the restructuring, in 1997 the passengers’ railway was suspended. Nowadays the railway that served before as a luxury means of transportation has become into just one more means of load transportation that principally gives service in the zone, to the ports and the refinery.

L

T

he story of the Maritime Customs Building of Tampico began on February 10, 1827 when it was established by an order in this city that some years later acquired a commercial and port summit. After the inauguration in 1870 by Mr. Porfirio Díaz of the quay, the breakwaters, the docks and the dredging; the decision was taken to build a decent structure, on the narrow piece of land separating rivers Pánuco and Tamesí, so that it was possible to give service to the ships that were entering from open sea, as to small crafts coming upstream. The construction of this building began in 1896 with a start up budget of $1,850,000.00 mexican pesos in gold, according to a design chosen for the very one President of Mexico, General Porfirio Díaz, from a catalogue of European buildings, for what its construction meant a personal pride, proof of that is that it was him who inaugurated it on October 16, 1902. In the beginning the building was joined to mainland by a wooden pedestrian bridge ordered by Sebastian Lerdo de Tejada, same that afterwards was replaced by one on metal known as Francisco I. Madero Bridge. Time later, the portion of Tamesí River that flowed between the Plaza de la Libertad and the Edificio de Hacienda (Tampico Customs Building) was refilled in order to alter the course of the river and to provoke his way out in some place known as La Puntilla, being that the time when the metallic bridge was removed to be built in its place another of concrete only a few years ago, this to free the railroad tracks. The building of obvious English style counts with a two-level structure of rectangular floorplan finished off by a gable roof that in spite of having suffered modifications throughout

of more than hundred years, still preserves, in essence, its original disposition. This pretty building was built with pre-manufactured components of cast iron and solid bricks imported from Englad, the same ones that were used as ballast in ships that came to import raw materials that they would take back to Europe. The columns with beautiful composed capitals are made of cast iron coming from France just like the beauty handrails and windows’ grilles, while the doors, windows and some other elements made of wood, were brought from Louisiana, United States. The floors are made of polished granite with geometric figures created with thin strips of bronze inlaid. On the first floor predominate on the windows the semicircular arches that keep going along the corridor arcade of the second floor that works as an enclosed balcony that allows seeing both sides of Pánuco River’s banks. In the entrance, on the first floor of the building, there is a lobby with splendid stairs flanked by beautiful columns and handrails of bronze and cast iron. At both ends of the first landing you could admire two representations of the coat of arms from the porfiriato years in Venetian mosaic, a gift from the Italian government. The Old Maritime Customs Building of Tampico is not just an architectural jewel but it represents an important part of our history, therefore Tampico celebrates to have obtained this disincorporation counting with the plan of locating in these facilities, museums end exhibition halls that allow to show to anyone that visits it, the development that this city and port has had since its foundation.

from the lonja mercantil to the casino tampiqueño

E

he Casino Tampiqueño is, since its foundation, the maximum social center of Tampico. It was constituted on January 8th 1890 by the most part of the members of the Lonja Mercantil (Commercial Market Old Society) that agreed to dissolve this one, giving freely to the new society, the furniture and belongings, as well as the existent funds. Such is the case of the elegant reception offered on January 1898 to the President Mr. Porfirio Díaz and his wife Mrs. Carmelita Romero Rubio de Díaz due to the inauguration of the Maritime Customs and the works of the port. It’s worth mentioning that Mrs. Carmelita wanting to leave a souvenir of her person in these precincts donated the clock that nowadays is in the Library. December 12th 1905 Mr. Ciro Boeta propose to the executives of the social center, to build and subsequently rent to the society a building according to the needs of this social center in front of the Plaza de Armas, in the corner of Estado and Empresa streets, today Olmos and Carranza. parque alijadores

E

O

n October 16th, 1927 it was inaugurated in Tampico the Alijadores baseball park, built at La Isleta at the end of the Commerce Street and what a best way to inaugurate it than with two games from the professional league. The inauguration took place with a parade of the Alijadores League teams together with their rivals of the day and the launching of the first ball by the Port authorities. The Alijadores team lived what is know as the Golden Seasons in 1945 and 1946 after winning the championship of the Mexican League, under the management of the Cuban

Armando Marsans. The festivities of the bi championship were spectacular, after the walls of the stadium it was the Pรกnuco River where the ships of the Navy fired salvoes for the rejoice of all the people. The first park built at the port zone was made of wood. During the 1955 flood this park suffered serious damages and was demolished shortly, after and in its place another one was built made of concrete inside of which great moments and glory nights were lived for the local baseball attracting to the games famous players, excellent radio anchors, trainers and umpires. It was a small park but very picturesque, the major particularity was that it was crossed by railroad tracks from the foul zone of the right field to the foul zone of the left field. Near the fair pole of the left field there was a double door that opened in full to five ways to the train to the machine shoos interrupting the game momentarily when it happened. Curiously, the tracks did not constitute an obstacle for the game nor deviated the ball, and much less made any player to stumble. This brought worldwide fame to the park being the object of comments and stories. On August 19th, 1975, the Alijadores baseball team crowned itself as champion again in a game that was the joy of the local fans, the game was interrupted when the locomotive machine e entered the field at the bull pen of the right field, the game was restarted again and victory was reached when Pancho Maytorena raised the glove to catch the ball and getting the out number 27 of the game. More than eleven thousand fans joined the celebration. For several conflicts and change of interests, the professional baseball had to end in Tampico and the stadium disappeared being today a nice remembrance for the people of Tampico.

T

he cities of Tampico, Madero City and Altamira are surrounded by a great rivers and lagoons system that makes the area an ideal place to practice sport fishing and aquatic sports. The main rivers are Pánuco and Tamesí, the first of them shelters on its brims the Port of Tampico, bordering the state of Tamaulipas with that of Veracruz flowing into the Gulf of Mexico in what we know as La Bocana. It is crossed principally by the Tampico Bridge even so there are those who made it in small motor boats, some of them property of seafood restaurants that are found on the riverbank of our neighbor state. Tamesí River, also known as Guayalejo, is born in the mountain range of Palmillas Valley, Tamaulipas (Valle de Palmillas) coming down until Tampico where it discharges in two arms, one that passes down the Bridge El Moralillo and the other one that crosses the Lagoon of Chairel to join the Pánuco in Morelos Area. On its banks there is the Club de Yates de Tampico (Yates Club of Tampico) that is used as refuge and provides services to sport vessels. Among the lagoons found in the area are: the Carpenter Lagoon, the Chairel Lagoon, the Vega Escondida Lagoon and the Champayán Lagoon in Altamira, all with great flora and fauna. Chairel Lagoon is an important point to practice aquatic sports as aquatic ski, canoeing and wakeboard. On it is the Club de Regatas Corona, a private club that organizes famous fishing tournaments and the public park Fray Andrés de Olmos that has a ramp to boats, a wharf, benches, play areas and palapas in addition to rent pedal boats.

as ciudades de Tampico, Cd.
