Welcome to the Spring issue of the

Town Crier As the daffodils appear and the hours of sunlight stretch, it seems a long way from the magic of Christmas that filled the last edition, culminating in what was a truly epic Christmas Light Switch On in St Helier.

Since the last edition, the Christmas lights have come down, making way for the Liberation bunting, and marking the transformation of the Town Centre for the Spring/ Summer season. The floral installations that the St Helier Parks and Gardens team work so hard on throughout the year are beginning to appear, a new mural has been unveiled on Old Street, along with covered bike stands, to celebrate the Parish’s Twinning with Avranches in Normandy, France, and the Battle of Jersey commemorations looked a little different this year, following Storm Goretti.

With the warmer weather comes St Helier’s event season, bringing to

the Parish a wide range of fantastic events for everyone to enjoy, including Liberation Day, the Jersey International Motoring Festival, the Jersey Boat Show, Gandey’s Circus, the Fete de St Helier and the Havre des Pas Seaside Festival.

But, perhaps the most significant Parish news is the retirement of the longest-standing St Helier Constable, Simon Crowcroft. After nearly 25 years of service to St Helier, we get ready to say goodbye and enter a new era of Parish life.

The expiry date for Residents’ Parking Permits is Thursday 30th April 2026. If you are a member of the Scheme and will not be able to renew your Permit before the expiry date, please get in touch with the Customer Services Team at the Town Hall at townhall@sthelier.je or on 01534 811811.

Every Monday (except Bank Holidays) from 12pm to 2pm in the Ground Floor Meeting Room at the Town Hall until 13 April.

On Friday 6th February, Thomas Nerac was sworn in as a Constable’s Officer (first sworn in on 2nd October 2020) alongside Rachel Williams (first sworn in 14th February 2020).

Disabled Badge Reminders

Municipal appointments On 28th November in the Royal Court, a new Constables’ Officer was sworn into the Honorary Police, welcoming Edward Dunn to the force. Having been re-elected, the following Rates Assessors were also sworn in: Rosemary Furzer (first elected on 27th January 2023), Alan Oliver (first elected on 2 December 2022), and Paula Every (first elected on 27 January 2023).

Honorary Police Medal Presentation On Friday 9th January, St Helier Vingteniers Merces Pereira and Ben Wheaton, alongside Centenier Godel from Grouville Honorary Police, attended Government House to receive Long Service Medals in recognition of 12 years’ service with the Honorary Police.

Blue Badges are issued to individuals in accordance with specific criteria outlined in the Jersey Road Traffic Law. These Badges are strictly personal and nontransferable and can only be used when the person to whom the Badge is issued is present in the vehicle, whether they are driving themselves or being driven.

It is a criminal offence to use or display a Blue Badge if the badge holder is not travelling in the vehicle, and the responsibility to ensure proper use of the Badge lies with the badge holder. It is also a criminal offence to drop off the badge holder and then park in a Blue Badge space.

The annual Senior Citizens’ Summer Outings will take place this year on Tuesday 16 and Tuesday 23 June, leaving Gloucester Street at 1.15pm and returning at 5pm. Enjoy a scenic drive, a wander around St Peter’s Garden Centre, and a cream tea at the Bay Tree Restaurant.

Storm Goretti On 8th January, a major weather incident was declared as Storm Goretti hit the Island, bringing with it storm-force winds. The Parish of St Helier teams worked tirelessly, clearing fallen trees and debris, managing road closures, ensuring the safety of structures around the Parish, adapting refuse collections, and maintaining communication with Parishioners, providing vital updates throughout the storm and its aftermath.

The Parish of St Helier is extremely grateful for the dedicated and hardworking teams that pull together, going above and beyond in light of such incidents, ensuring the safety of its parishioners remains a priority.

Senior Citizens’ Summer Outings

St Helier Battle of Flowers This year’s Battle of Flowers Christmas Parade saw the St Helier Battle of Flowers take part with a Frozen-themed float.

Guiding it through the streets of St Helier is always a magical experience, bringing smiles to faces young and old. Everyone who helped build the float had a fantastic time and truly enjoyed being part of it.

This summer, St Helier will be entering a Diwali-themed float in the Battle of Flowers as the event returns to Victoria Avenue, where it all began in 1902. If you would like to get involved, please contact Jane Skelhorn on 07700 704732, or search @shbof on Facebook.

Tickets are free and will be available on a first-come, first-served basis as spaces are limited. Please note that you can only attend on one date. Applications will be open from Tuesday 7 April, closing Friday 29 May. Tickets will be sent out from Monday 1 June. To apply, please pop into the Town Hall or call 01534 811811. Parishioners who need assistance with their mobility are advised to contact Jacqui Jolley on 01534 811854.

Liberation Day For senior citizens wishing to be seated for the service of thanksgiving in Liberation Square, please contact the Parish from 1 April. Beyond the Parish allocation, all other seating will be available to the general public on a firstcome, first-served basis.

Battle of Jersey The annual commemorations for the Battle of Jersey were held on Saturday 10th January. Following the severe Storm Goretti in the same week and the ongoing clean-up, a service was held in the Town Church, with a wreath-laying at the resting place of Major Peirson, replacing the usual parade and musket fire in the Royal Square. Local historian Ian Ronayne led a walking group from Grouville Churchyard,

The Parish will host its Liberation Day Breakfast and Afternoon Tea as normal on Liberation Day (despite it being held on

Town Crier a Saturday). Tickets will be available from Customer Services in the Town Hall from 1 April.

Please note that for allocated seating and the Afternoon Tea, proof of residence in St Helier will be required. The Breakfast is open to all.

2026 Jersey Clipper Bursary Islanders hoping to achieve a nautical ambition are invited to apply for the 2026 Jersey Clipper Bursary – a £1,000 cash award aimed at furthering maritime endeavour. The bursary, which also offers a £500 runner-up award, is designed to assist an Islander of any age to fulfil a particular nautical dream. This could, for example, be a trip on a tall ship, attending a training course, participating in a watersports competition or competing in an ocean race – anything with a maritime theme. The annual award, a legacy from the three Jersey campaigns in the Clipper Round-the-World Yacht Race, was established 19 years ago through the generosity of Dandara, Les Pas Holdings and UBS.

Parish of St Helier takes ownership of Allix Shipyard Following approval by the Parish Assembly in October 2025, the Parish of St Helier took ownership of Allix Shipyard for the nominal sum of £1 on Friday 23 January 2026. The site, located at Havre des Pas, has been transferred from the Vingtaine de la Ville. From Monday 26 January, the area was cordoned off for approximately eight weeks while essential repair works are carried out.

Town Walks The St Helier Town Walks, led by the Jersey Tourist Guides Association, are back for 2026, starting on Tuesday 7 April and running weekly until 27 October. The walks start at the Town Hall every Tuesday at 10.30 am and last 2 hours, ending back at the Town Hall. Each week, the walk is led by a different Tourist Guide and is about a different topic. To book, please search ‘St Helier Walks’ on Eventbrite.

What’s been happening at St Ewolds St Ewolds have been feeling sweet with a chocolate tasting session, complete with a chocolate fountain and different treats to dip. On 24th January, residents were invited to a Senior Citizens’ Party at Hautlieu School, which was fantastic fun, and the residents were very thankful to Hautlieu School for the invitation.

Q&A with the outgoing Constable Simon Crowcroft will have been the Constable of St Helier for nearly 25 years when his successor is sworn in by the Royal Court following the General Election on Sunday 7th June. He talked to the Town Crier about the highs and lows of his constableship.

TC: What made you stand for the States in the first place?

TC: Me?

SC: In the mid 1990s, I was living in town, running a language

school for visitors from abroad and bringing up a young family when one of my children was run over in Bath Street. Thankfully, he recovered from his injuries, but the experience changed my life overnight. I started a campaign for better pedestrian facilities, and Stuart Syvret encouraged me to get involved in local politics.

I was elected Deputy of St Helier Number 2 district in November 1996. Two years later, I contested the election for Constable as I wanted to do more for the Parish than I felt was possible as a Deputy, and though I didn’t win, I succeeded at the next attempt in December 2001.

TC: From little beginnings, then. What else did you do early on?

SC: My experience running a language school for foreign students had convinced me that there was a problem with xenophobia in some quarters, so I thought it would be useful to twin St Helier with somewhere in Germany. On my first Liberation Day as Constable, I met the Mayor of Bad Wurzach and started the ball rolling for the ‘partnerschaft’, which has been incredibly successful. Later on, I proposed the twinning with Funchal and the Town Hall has done a lot to value and celebrate the culture our Portuguese community brings to Jersey.

TC: What were the first steps you took in your new role?

SC: The immediate priority was to get the finances under control.

Ratepayers had started attending the annual meeting in large numbers to protest at their rising bills, and the first summer they cut the Parish budget by £1.2million. I had to make tough decisions to reduce management costs and win back the trust of the Rates Assembly. Also, we needed to improve communication as there was no regular newsletter, so I started you.

TC: What about your role in the States Assembly? How easy was it to represent the biggest Parish?

SC: It was a great honour to go into the States Chamber and take my seat in the Assembly the first time, and it still is; after nearly

30 years, I still have to pinch myself sometimes that I have a place in the Island’s parliament. But it has been very frustrating at times, having ideas for change and improvement that seem fair and right being trampled upon: for example, it took me 20 years to persuade the States Assembly that rates should be paid on Government-owned buildings. A majority of States Members, including some town representatives, still oppose the idea of extending the Millennium Town Park, while it was a struggle to stop the Government from building the new hospital on People’s Park. The town has progressively become more built up during my time in the States, and I think it’s a shame that quality of life considerations for urban dwellers continue to be neglected.

Having said that, the current Government has thankfully prioritised its capital spending on improving the public realm in the town centre.

The Parish has also begun a programme of ‘Neighbourhood Improvement Areas’, beginning with Pomona and Poonah Roads, which will gradually transform our residential streets.

TC: Any advice for the next Constable of St Helier?

SC: Maintain control of the Parish finances, please, and restrict any rises in Parish rates to cost of living increase. There’s a great team in the Parish who all work very hard and with great commitment to provide a wide range of public services, with the invaluable support of the honorary system, especially our Honorary Police, the Roads Committee and the Procureurs du Bien Public. I hope that my successor will be able to convince the States Assembly that the residents of St Helier, as well as the thousands of islanders who use our parish for shopping, working and socialising, and our many visitors, deserve due consideration when it comes to their decision-making, so that future generations aren’t short changed on green space, safe streets, clean air and so on. It’s a great job: enjoy!

TC: You’re referring to Broad Street, I think.

That’s been a bit controversial, hasn’t it?

SC: You can say that again. At the last election, I probably lost a thousand votes because of it; parishioners who had always supported me wagged their fingers at me as they went into the Town Hall to vote, but I am confident that once the work is done, people will never look back. Thanks to the hard work of our Parish staff and the support we now get from the Government, our Town Centre is going from strength to strength. It’s most noticeable during the festivals we put on, with the Christmas Lights switch-on really wowing the crowds in the last couple of years, and the place is really buzzing at lunch time on most days.

TC: Will St Helier ever rival St Peter Port, do you think?

SC: The capital of our sister Island will always win in terms of its appearance and its setting, especially from the sea, and I really enjoy visiting Guernsey, but few would argue that there’s much more to do in St Helier, especially the variety of shops, cafes, bars and restaurants, our parks, playgrounds and vibrant civic spaces. In due course, what we offer will get even better with

Springfield School and Le Bas Centre sites will adequately compensate for the loss of this, but most parishioners I have spoken to don't agree.

So, how did you vote in the Town Park debate?

When the States Assembly debated my proposition towards the end of last year, 14 out of 49 voted to review the plan, which is 13 more votes than I got on the previous occasion. But the majority of States Members didn't appear willing to reconsider the proposal to impose yet more building (and much more traffic) on the north of St Helier, and to look elsewhere for a solution to the problems of the primary school estate. Depressingly, only 2 of the Parish’s current 13 Deputies endorsed my proposition that the matter needs to be further investigated to see whether we can provide the new educational facilities that we need without taking away forever the only piece of land which could be used to grow our precious Millennium Town Park. I suspect that one of the first questions that residents will ask of the sitting candidates when they appear on our doorsteps at election time this year will be, ‘So, how did you vote in the Town Park debate?’

Thanks to the campaigning of the Friends of the Millennium Town Park Group, an increasing number of town residents are voicing their concerns about the Government’s plans to build a large 2-form entry primary school on the former Jersey Gas site adjacent to the park and right in front of the new ‘Northern Quarter’. With blocks of flats springing up all around the town park, it’s beginning to look very small indeed, and one could be forgiven for questioning whether the planning authorities are indulging in town cramming.

The island has a unique opportunity to create a much larger park by exploiting the 'marriage value' of the vacant site adjacent to the town park. Proponents of building the new school here instead argue that additional smaller parks on the

Your Parish needs you Calling interested Parishioners, are you free on the 7th June this year, if so, we would appreciate your help.

counts for Deputy and Senator are more time consuming, as there are multiple candidates for several vacancies. Dependant on the number of volunteers and time constraints, the count may also take place the following day.

As these counts cannot commence until after the poll has closed, in the larger Parishes they can go on until the early hours of the following morning. Therefore, the more people we have available to assist with the count, the quicker and more efficient it will make the process.

Between the hours of 8am and 8pm on Sunday 7th June, Public Elections will take place in each Parish/Constituency.

Elections on that day will be held for your Parish Constable, your Constituency Deputies, plus the re-introduction of an Island-wide vote for 9 Senators.

Depending on the Parish/Constituency in which you live, there may be more than one polling station, and where there is more than one, where possible you would be allocated to the polling station in which you reside/vote.

Whilst a change to polling day from the usual Wednesday to a Sunday will not alter the administrative process, any assistance which you can provide even for a few hours would be greatly appreciated.

Volunteers will be required to confirm their identity and be asked to sign to confirm that they are not related too, signed a nomination form, canvassed for a candidate or political party, or expressed their support in a public way, for instance on social media. In addition, volunteers will also be required to sign a confidentially agreement.

We are looking for volunteers with great people skills, good communication, accuracy, and a wiliness to help the community.

Tasks on the day can include:

• welcoming electors when they arrive at the polling station by providing a friendly face and assisting with directions,

• striking of names off electoral registers, • issuing ballot papers to electors, • assisting with the opening of prepoll and postal votes if

Why Voting Matters for Young People in Jersey (Ages 16–25)

MEET THE MUNICIPALITY The Parish has many volunteers who support the overall running of the Parish, from the Honorary Police to the Rates Assessors. Meet some of the people behind the Parish.

Meet Sue Bennett a volunteer on the Parish of St Helier Social Committee.

quite nostalgic. We do a breakfast for those who can get up that early in the morning, served from around 7.30 am, then we clear up and re-lay the tables, ready to celebrate with an afternoon tea. The older people of the Parish enjoy it, and we enjoy it too.

There is usually the bonus of food to spare, so we get to enjoy that as well!”

Sue joined the Social Committee 8 years ago, but began volunteering with the Parish about 18 years ago, doing Mr Kirchs’ Christmas vouchers. “One thing led to another, and now I help with the community service and the social committees, and more recently, the rates”, she explained.

“It’s all just good fun, and we enjoy it. But just like everyone else, we are all getting older, and we need some new blood”, Sue added.

Talking about attracting new members to the committee, Sue said, all you need is “the energy and enthusiasm to participate.

Some of the days are long, like Liberation Day, when we start at 6.30am, but you have the freedom to choose what you do, and if you don’t have the energy for everything, that’s fine, we are always grateful for an extra pair of willing hands.”

Talking about what made her want to volunteer, Sue said, “I enjoy being useful and being part of something. I worked all my life in the Civil Service in finance and personnel, and when I retired, I missed the human contact. By doing various volunteer roles in the Parish, I feel part of something and having been reasonably lucky in my own life, it is nice to be able to give something back.”

When asked why groups such as the Social Committee are important, Sue said, “I think it’s important for the older generation, for some, it’s their only day out and a chance to socialise. At Christmas, it might be the only social event that they attend. The Liberation celebrations hold such a special place in people’s lives, and the Poppy Appeal again is a very special time. It can be very emotional, but the activities that we do actually bring people together.”

Sue described the Social Committee as “a bunch of people who enjoy being together. We actually all get on quite well and get to enjoy the fun side of the work. I enjoy the camaraderie; we all look out for each other, and we’ve become friends outside of the Parish events, which is an added bonus.”

Sue’s favourite event is Liberation Day, explaining that it’s “because it’s special for me too, and our older group actually remember so many tales of the Liberation. It’s a full-on day, but it’s fun and great to be involved with something so unique to Jersey.”

“When we do the Christmas Lunches, which are now three consecutive Sundays, we come in on the Friday to lay the tables, and then come in on the Sunday to serve the meals and then do the clearing up. We do Liberation Day, which is great fun and

New Healthcare Facilities Programme

From Demolition to Delivery – moving towards construction of the new Acute Hospital at Overdale With Development Works underway to prepare the Overdale site for construction, and with the ongoing procurement process to secure a Main Works Delivery Partner running in parallel, a new hospital for Jersey has never been closer.

If you drive past the Overdale site, you will notice it has changed progressively in less than two years – from delivering healthcare services to demolition, to an active construction site.

Ashbe Construction - along with local sub-contractors have removed the areas of remaining hard standings and residual structures below the ground and cleared the site area. Good progress is being made on the site hoardings, which are currently being installed around the perimeter.

Once complete, a total of 1,500 metres of hoardings will surround the full site.

Other Development Works to provide the required temporary and permanent water, electricity and drainage infrastructure to the site are also underway. Temporary water supplies have been installed along Westmount Road to the site, and the JEC substation installation for the Acute Hospital was completed in December.

In addition, local drainage diversions within the site have been planned and are scheduled for completion to enable the next phase of works. A new borehole has also been provided to supply the Rose Garden at the Crematorium.

Finally, early works are underway to start creating the Active Travel Route from the JEC Substation on the inner road - all under the supervision of an Ecological Clerk of Works and in accordance with Planning Conditions.

A ‘hospital shaped hole’ A ‘hospital shaped hole’ can already be discerned in the hillside – but this will be taken down to near formation levels in the next Development Project that is currently out to tender. The foundations for the new Acute Hospital can then be formed.

With all these preparatory works underway - which have so far been won by local contractors - the site continues to be readied for the Main Works Delivery Partner to begin construction. More than a year of detailed procurement work has culminated in the selection of the Preferred Tenderer – Bouygues UK – to build the Acute Hospital. At the time of writing, they are preparing their final offer for the works, with Meet the Buyer events between Bouygues UK and local suppliers having taken place last month to understand the capability, capacity and skills available locally to support the final phase of the procurement process. The overview presentation was full to capacity and more than 100 face to face meetings between local suppliers, Bouygues UK and the New Healthcare Facilities team were held.

Next steps for the other healthcare sites While delivering the Acute Hospital at Overdale has been the most immediate priority - and is the critical path to all of the future facilities - it is one part of the wider, long-term vision for multi-site healthcare for Islanders.

As the Acute Hospital moves into the construction phase, it begins to unlock further work across the wider portfolio of healthcare sites, including the Ambulatory (outpatients) facility at Kensington Place and the Health Village at St. Saviour. Whilst the Kensington Place site is not available for public use owing to its close proximity to various sensitive activities on the hospital access road, it has been used as much needed storage and operational space.

A significant amount of work is currently underway to refine the briefs and proposals on the other major healthcare facilities’ sites. Over the past six months, the New Healthcare Facilities team has met with more than 150 healthcare colleagues to ensure that the Development Control Plans and Functional Briefs developed nearly three years ago are fully refined and reflect Jersey’s current and future healthcare needs, especially with the ongoing progression of digital technologies in medicine.

In the months ahead, as work continues to progress, more detailed information about the next steps for these sites will be shared. We are looking forward to sharing these proposals with you, neighbours and other stakeholders to take your feedback – just as we did on the Acute Hospital site that has now progressed so far.

Old Street Mural On Wednesday 23 June 1982, the Parish of St Helier became formally ‘twinned’ with the town of Avranches in Normandy, France, for the purpose of cultural, educational and social exchanges.

Over the last few decades, the Parish has strengthened their relationship with Avranches, with Parish representatives attending the annual Twinning Games in Granville each year, multiple exchanges of school students, and different cultural exchanges, including art and music.

In the latest exchange, led by Constable Simon Crowcroft and Procureur du Bien Public, John Baker, a famous poster by artist Albert Bergevin has been recreated on Old Street as a mural by local artist James Carter, AKA Midnight.

Avranches celebrates its liberation on 31st July each year

The mural is entitled ‘Avranches – Baie du Mont St Michel’ and depicts the view over the bay of Mont St Michel. ‘SaintJean-de-Tomas’, ‘Carolles’, and ‘Genêts’ listed at the top of the image are all small towns in Avranches.

The original artwork was created by Albert Bergevin, who was born in Avranches in 1887. Bergevin frequently visited Paris, attending classes and gaining notoriety as a painter, printmaker and poster artist. He was mobilised for World War 1; at the end of which he worked in the Army Photo Archives. In the post-war years, he exhibited regularly at the Salon d'Automne and the Salon des Indépendants, as well as abroad, particularly in Japan. In 1928, he settled permanently in Avranches with his wife Marie-Jeanne Seguin and their two sons. Bergevin led a quiet life in Avranches, working as a teacher at the Collège d’Avranches for some time and working in his studio at Saint-Jean-leThomas. Following his death in 1979, the garden of his studio became the municipal park of Avranches, and a room at the Avranches Municipal Museum was dedicated to him, where some of the fifty paintings he donated to the museum can be viewed.

James Carter AKA Midnight, a local creative, graphic designer, illustrator and street artist with over a decade of experience in the creative industry, was tasked with recreating the famous image. With a passion for street art, Midnight has undertaken several community projects, hosting sessions with young students and collaborated with Art House Jersey. He has painted murals around the Island, including at Victoria College, Police HQ, and Springfield School.

The project has been finished with the installation of covered bike stands.

Lifeline Learning: The story of St Helier’s Ragged School Although education may be a The Ragged School movement universal right in today’s world, this Britain’s Industrial Revolution was the catalyst for immense social upheaval as people moved from the countryside to cities in was far from reality in 19th century search of work. Yet many looking up from town would have known that the College — and indeed education itself — was entirely out of reach. The “waifs and strays of our indigent poor,” as one commentator described St Helier’s underprivileged children, often lacked even the basics of clothing and food; schooling was a lower‑order concern.

At best, the children of poor families could look to the Church for some form of instruction. Alongside Sunday schools teaching the scriptures, St Helier’s places of worship also ran classes where youngsters could learn the basics of reading, writing and arithmetic. However, attendance still cost a few pennies — placing it beyond the means of some parents.

Until 1847, such harsh circumstances meant many children growing up without any education at all. In that year, St Helier’s Ragged School opened its doors for the first time.

Established in working‑class areas, these schools were devoted to providing free education to poor children excluded from other forms of schooling.

In Jersey, a 68‑year‑old supporter of Lord Shaftesbury decided that the Ragged School movement should extend to the Island. While St Helier could hardly be compared with inner‑city London, the town had no shortage of slum dwellings and plenty of children living in desperately poor conditions.

John Anthoine was determined Lord Shaftesbury — a prominent social to offer them some form of reformer and champion of the Ragged education.

Schools movement

St Helier’s Ragged School opened its doors in January 1847, using a store in Payn Street loaned by one of Mr Anthoine’s close supporters. Cleared out and whitewashed, it quickly filled with excited youngsters hooting and catcalling while volunteer teachers attempted to organise collective singing. Only the intervention of summoned police officers prevented the situation from spiralling completely out of control.

It was a chaotic beginning — but a beginning all the same.

Settling down and serving up From a noisy start in Payn Street, the school moved to Commercial Buildings and into a more spacious room that could better accommodate its pupils, whose numbers averaged over 100 attending each day by the 1860s. There, St Helier’s Ragged School was finally able to settle into a more structured and less stressful timetable.

Between half‑past nine and four in the afternoon, all attendees at the Day School learned the basics of reading, writing, and arithmetic. Girls received additional sewing classes and instruction in how to make and mend clothes. The daily schedule

Concerned by this instability, several donors pledged to establish a building fund to provide the school with a secure and permanent home. Encouraged by this support, the committee began searching for a suitable site and, by early 1876, had secured a former stable yard on the corner of Phillips Street and Museum Street. Construction was completed by September that year.

“Compared with the old premises,” a newspaper reporter observed, “the new are palatial.” Yet despite their relative grandeur, the new buildings were still too small for the number of children seeking admission. A shortage of funds meant turning away 82 youngsters — some of whom found places elsewhere, while others reportedly chose to leave the Island in search of opportunities beyond Jersey.

also included half an hour of Bible study. Once a week, the children received a dinner consisting of a mug of soup and as much bread as they could eat.

Breaktime came at noon and lasted one hour. With no outside playground, the children had to remain in the classroom during this period — although this did have one unexpected benefit.

It had been found that if older pupils were allowed outside at lunchtime, some chose not to return for the afternoon session.

Alongside the short daily religious instruction, the organisers also ran a Sunday School, with classes held in both the morning and afternoon. This served as a reminder that St Helier’s Ragged School was a strongly faith‑based institution, though overtly non‑denominational — all children were welcome, regardless of Christian persuasion. It was also firmly committed to the cause of social welfare, recognising the link between poverty and its lifelong damaging effects.

“If children are left in the streets without cultivation, ignorant of the principles of morality and the lessons of religion,” the organising committee’s secretary, Mr W. C. Gray, told the school’s twenty‑first annual meeting of friends and supporters, “they are sources of annoyance when they are young, and of danger when they grow older.”

End of the school day From its Phillips Street premises, St Helier’s Ragged School continued to fill the vital educational gap for the town’s poorer children for the next twenty years. Yet social circumstances were shifting, as Jersey followed the UK in introducing laws aimed at raising educational standards and ensuring a place for every child.

Growing challenges The school’s strongly religious character proved a valuable asset when it came to securing funding. Drawing on the powerful Christian ethos of charity and philanthropy, organisers channelled their efforts into collecting gifts and pledges from across Jersey’s community.

Soon after moving into its new building, the organising committee agreed to place the school under the supervision of the States Education Committee and to permit inspection visits. These inspections proved reassuring: they confirmed the school’s strong academic performance, with 98 percent of twelve‑year‑olds achieving a pass in the tests.

From the outset, the school relied on donations to meet the costs of running its classes. Although benefactors made regular and often generous contributions, cashflow was always tight — the school even had to close briefly in 1858 when money ran out. At other times it operated at a deficit, relying on appeals to clear its debts.

Success, however, brought new questions. One concerned the school’s name, with some feeling that “ragged school” no longer suited a modernising society. In 1896, the committee adopted a new title — St Helier’s Elementary School — and introduced a small attendance fee.

The most significant shortfall came in 1876, when the school moved into its own purpose‑built premises after a series of relocations. From Commercial Buildings it had transferred to Castle Street in 1873, then taken up residence in Belmont Road the following year, before moving again in 1875 to a room in Burrard Street.

But not all change was for the better. Less than two years later, the school closed its doors for good. A shortage of funds, dwindling support, and increasingly challenging inspections led to the decision, taken in December 1897, to cease teaching. After fifty years of service, it was the end of the school day.

St Helier Youth Projects First Tower Youth Project First Tower marked 80 years of youth work by placing a time capsule in the building with items chosen by young people and a letter to their future selves placed into the package.

Winter activities have included groups visiting the bowling alley and night walks in Crabbe woods, as well as trips to the ice rink, an opportunity for many to try skating for the very first time!

Youth Club sessions run from 7pm to 9pm with Year 7 on Mondays, Year 8 on Tuesdays, Year 9+ on Wednesdays and Years 5 and 6 on Fridays. To find out more about joining sessions or to help out, please contact billmoore@jys.je

La Pouquelaye Youth Project La Pouquelaye Youth Project is welcoming new junior members this term, with its popular Thursday evening session open to children in Years 5 and 6 living in St Helier. The junior club runs from 6:30pm to 8:30pm and offers a lively mix of cooking, crafts, sports, games, outings, and even the chance to take part in residential trips.

The project’s Wednesday sports session also continues each week at Haute Vallee School from 3pm, giving young people a chance to stay active and build confidence through team activities.

Members of the Inters group recently enjoyed a creative weekend away at the Queen's Silver Jubilee Centre at Crabbé, where they took part in an arts and crafts residential. The trip saw plenty of impressive creations produced, along with hands-on bushcraft sessions and shelter-building activities that proved to be a highlight for many.

Meanwhile, senior members have been developing their culinary skills during Monday night cooking sessions at Hope Valley. Running from 6pm to 8pm, the sessions encourage young people to explore dishes from around the world while building independence and teamwork.

With a full calendar of activities and opportunities for all age groups, La Pouquelaye Youth Project continues to play a vital role in supporting young people across the community.

This year, creativity has taken centre stage as children across all year groups have explored a wide range of materials and techniques. Paint, charcoal, ink, pastels, fabric, natural materials and even everyday recycled items have become tools for learning. By experimenting freely and fearlessly, pupils are learning that there is no single “right” way to create meaningful artwork.

Importantly, art lessons are not just about the final piece. The process itself is valued and celebrated. Children are encouraged to talk about their ideas, reflect on their choices, and learn from experimentation.

Mistakes are seen as opportunities, helping pupils develop resilience, problem-solving skills and creative confidence — qualities that extend far beyond the classroom.

The variety of materials used has played a key role in inspiring creativity. Younger pupils enjoy exploring texture and colour through paint, collage and printmaking, while older children experiment with layering, mixed media and more complex drawing techniques. Using found and recycled materials has also sparked discussions about sustainability and caring for our environment, showing pupils that art can carry powerful messages.

As our school continues to nurture artistic skills and imagination, we are reminded that creativity is something to be encouraged from an early age. By giving children the freedom to explore, experiment and express themselves, we are helping them grow not only as artists but as curious, confident learners ready to engage with the world around them.

Grow Jersey: Rebuilding, Regrowing, and Reaching Further in 2026 This winter has been a season of both challenge and incredible progress for Grow.

Our community smallholding continues to grow as a space rooted in sustainability, connection, and compassion. What began as an effort to address loneliness, nutritional poverty, and biodiversity decline has now evolved into a fully fledged charity with a strengthened vision for the years ahead.

Weathering the Storm — Literally In early January, Storm Goretti dealt us a heavy blow, tearing through our much-loved polytunnel and leaving it beyond repair. This space had been a vital home for school visits, community groups, workshops, and all-weather growing. Losing it was heartbreaking, not just for our team but for the many islanders who found purpose and companionship within its walls.

But as ever, the community rallied. Our core team arrived within hours to help clear debris, salvage materials, and get the site safe again. Their determination was a reminder that Grow Jersey is far more than structures or tools — it is people, purpose, and resilience. Plans for a new, stronger tunnel are already underway, and the response to our appeals has been truly humbling.

A New Chapter: Official Charity Status We are proud to share that Grow Jersey is now officially recognised as a Jersey charity. This milestone marks a significant step in our development, providing a strong foundation for longterm sustainability and enabling us to expand our programmes, partnerships, and educational work.

Charity status also means that every donation goes further, helping us invest directly into community wellbeing, land regeneration, and accessible opportunities for people of all ages and backgrounds.

Launching Our Jersey Giving Page To support both the rebuild and our wider mission, we have launched a Jersey Giving page — a simple, secure way for islanders and businesses to contribute. Whether someone gives £5, £50, or a monthly donation, each gesture helps us grow more food for the community, run therapeutic horticulture sessions, welcome school groups, and care for our 13 vergee field.

Household recycling collection 2026 This guide explains which materials are collected by the household recycling service, and what happens to it from there.

Every home in St Helier receives a recycling collection, in addition to the existing refuse collection. Information on collections can be found by contacting the Parish Municipal Services Team or via the Parish website, sthelier.je.

All the collected items are taken to Abbey Waste where they are separated into the different material types before being shipped to the UK for processing.

Paper and cardboard are sent to processing mills in the UK. Here they will be used to make paper products and packaging material.

Around 80% of paper and cardboard that’s produced in the UK is created using recycled content.

Plastic bottles are sent to a UK recycling plant where they are cut into small pieces and melted down to create recycled plastic.

Plastic bottles are made of either Type 1 (PET) or Type 2 (HDPE) plastic and will be used to make new plastic packing and bottles.

Household metal packaging such as food and drink cans are sent to a recycler where they are separated into aluminium and steel.

Metal is a great material that can be recycled again and again without losing its quality. It also takes a lot less energy to make new metal from recycled material than it does from raw materials.

The Parish recycling bags are made from recycled material and are also recyclable. We can only recycle the bags if they are clean so please make sure the items you recycle are clean and empty.

We Shall Eat Grass A compendium of myths, mysteries and minutiae of the only German Occupation of British Soil.

It is understood that Admiral Friedrich Hüffmeier, commander-in-chief of the German forces in the Channel Islands, in April 1945 and despite Germany’s defeat being inevitable, stated to Jersey’s Bailiff Alexander Coutanche that ‘you and I will be eating grass before I surrender’. Even if that’s a myth, it makes a good title.

What if…

at Noirmont Point, the airport and St Helier’s harbour installations, areas believed to be largely free of civilians

By the autumn of 1944 the Channel Islands are starving but on 27 September, Winston Churchill writes: ‘I am totally opposed to our sending any rations to the Channel Islands for the civil population thus enabling the German garrison to prolong their resistance.’

Several shells miss their targets and cause major damage in the town behind the harbour and in the countryside around the airport. A few civilians, although less than a dozen, caught in the open while hurrying to shelter, are killed but no member of the garrison suffers any injury.

Then, not for the first time, the prime minister has a change of heart. “If they’re starving,” he barks. “We must invade. I recall Mountbatten had a plan, Operation Condor. Get it dusted off!”

Despite immediate objections from the Chiefs of Staff that the Channel Islands are irrelevant to the thrust towards the heart of the German Reich, Churchill points out that the alternative is to send food to the Islands. “Any such sustenance will be seized upon by the Boche. A show of real force should be sufficient.”

Churchill is insistent and Mountbatten’s plans from 1943 are revisited.

Louis-Mountbatten

In the Royal Court House in St Helier, a stunned Bailiff Coutanche, who has just arrived behind his desk because of the curfew, telephones the Platzkommandantur but receives no response.

He hurries down to the Royal Square where he is joined by Charles Duret Aubin, the AttorneyGeneral, still wearing a pyjama jacket under his overcoat.

Churchill himself proposes a task force comprising the battlecruiser HMS Renown and the Jutland veterans HMSs Royal Sovereign and Resolution, all currently in home waters, supported by a screen of antisubmarine destroyers.

“These islands are truly impregnable fortresses,” Churchill is warned.

The bombardment is halted at 0800 CET.

Duret Aubin is aghast. “Surely we are not under attack, Mr Bailiff?”

“They will claim that we are letting them be killed, Herr Generalmajor.” The dry comment is made by von Schmettow’s chief-of-staff, Vizeadmiral Friedrich Hüffmeier.

Eventually he speaks. “Gentlemen, I have decided. Notify the Germans that we agree that the International Red Cross feed the civilian population.” A blast of cigar smoke. “Give the order to the Navy to withdraw. Tell the admiral ‘well done’.”

Von Schmettow raises an eyebrow. “Are you suggesting we comply, Friedrich?”

The foregoing is a work of fiction. It did not happen but it might have done.

Hüffmeier flushes. “Certainly not! Our ultimate victory is certain, Herr Generalmajor. We must not weaken now.”

“Then what do you suggest, Friedrich?”

“We fight back, Herr Generalmajor.”

“The Tommies are out of range of our guns, Friedrich, even Batterie Mirus… We are facing an enemy we cannot fight…” Yet to surrender would be regarded by Berlin as treason, with untold consequences for the families of the men who had committed it.

“Herr Generalmajor, I suggest we sit out any assault. The defences are quite capable of withstanding this type of bombardment. If the Tommies attempt a landing, then we will annihilate them on the beaches…”

“What about the Islanders?”

“Their fate is in the hands of their countrymen. It is my suggestion that we remind the British of that.” He looks at his watch. “Before their deadline…”

Von Schmettow confers with his senior officers. In the tobacco smoke-filled headquarters there is no talk of surrender but concern at the number of civilian casualties.

“It is war,” Vizeadmiral Hüffmeier retorts.

“Quite so,” agrees von Schmettow. “Nevertheless I propose that we seek an armistice…”

Vizeadmiral Hüffmeier is outraged. “An armistice! This is treason!”

“Friedrich, Friedrich…” von Schmettow soothes. “Hear me out.

What I propose is an armistice, for 48 hours, to allow the Britsih to discuss with us the evacuation of the civilian population…”

“The Führer will never agree. The civilian populations are an important bargaining counter…”

“Indeed, Friedrich. But we cannot be held to blame for the consequences if our offer is refused…”

Community Policing Update Throughout winter, we have had the pleasure of working with the Honorary Police at the Battle of Flowers Christmas Parade and the Christmas lights switch-on events. It was fantastic to see so many smiling faces! We also supported the Get Home Safe campaign, working during the Christmas party season and preventing Violence against Women and Girls in the night-time economy.

PC Sarah Harrison worked with driver and vehicle standards to deliver the Be Safe Be Seen campaign, delivering education to young drivers and school children on road safety and improving visibility through clothing, snap bands and lighting as we saw the darker nights draw in.

PC Ryan O’Neill continues to work with retailers and his targeted patrols, and the introduction of ShopSafe has resulted in a reduction in shoplifting offences recorded from 94 offences in the second half of 2024 to 55 in the same period in 2025. 63% of finalised cases saw offenders brought to justice.

We have seen an increase in the theft of cycles and vehicles. In the spirit of crime prevention, I would like to advise readers that all of the cycles and vehicles that have been stolen were left insecure with the keys in the vehicle. Our teams have been working tirelessly to support victims of these crimes, and in the last few months, 4 individuals have been charged, and another received a Parish Hall enquiry. Please help us by removing valuables, locking your bike and car and reporting any suspicious behaviour on 612612.

A superintendent once told me the only thing that is constant in policing is change.

After 15 years in policing, I can confirm they were right.

Through spring, we will continue to work on long-term problem-solving, working closely with our partners to reduce crime and anti-social behaviour. Look out for updates as we launch the #itdoesmatter campaign to tackle noncontact sexual offending.

Since we last wrote to you, PC Celio Abreu has joined the force intelligence bureau, and PC Chloe Jones has joined the public protection unit as a detective. Both will be sorely missed walking the beat in St Helier, but we wish them well on their new teams.

PC Alex Guelpa will remain in St Helier on the rebranded and restructured Police Community Safety Team (PCST) and will be joined by PC Henry Woolley. You will find them both walking the beat, working with retailers, attending community meetings and events and tackling crime and anti-social behaviour in the town. The PCST brings together community policing and offender management in an innovative new team. The community officers will actively seek out and share intelligence received from you, our community, directly with officers tasked to manage repeat and high-harm offenders. This new way of working will improve the supervision of offenders and reduce the risk of recidivism.

We hope to add new members to the St Helier team during 2026.

Westmount in the frame Historian Ian Ronayne explores one of St Helier’s most prominent natural features to uncover some of its stories from the past.

It looms large over St Helier, quietly dominating the town’s western skyline with its sweeping curtain of greenery. Westmount is not a place to readily overlook.

Yet for all its presence, it is easy to ignore. Finding time or a reason to explore the hill’s verdant slopes can be challenging – steep steps and rising pathways notwithstanding.

But passing it by means missing a wealth of history bound up with this landmark location. Like so much of St Helier, Westmount has a fascinating past waiting to be uncovered.

Menacing and military The name Westmount is relatively recent – for much of its past, Islanders gave this hill a different, far more evocative title.

Interchangeably called Le Mont Patibulaire or Le Mont Pendu, both roughly translate as Gallows Hill.

Until 1829, it was Jersey’s menacing place of public execution, where wretched prisoners hauled from the town jail were taken to meet their fate. The last was Philippe Jolin, found guilty of murdering his father, who had been struck on the head by a thrown brick.

Four high pillars were said to have stood where executions took place – raised as stark reminders to those living below of the terrible fate awaiting anyone who flouted the law. These may have been standing in 1781, when the hill played a supporting role in the famous Battle of Jersey. Here, the gallant Major Peirson mustered his troops before marching to the Royal Square to defeat the French invaders.

It was no accident that the army chose the hill as a place of assembly. It was a natural strongpoint, capable of being defended on three sides against an enemy landing in the bay below or advancing on St Helier from the west.

On more than one occasion, the British considered erecting fortifications here, though none were built. The Germans were less indecisive – they filled Westmount with concrete during the Occupation, and several of their bunkers remain visible today.

Carved up and cared for Returning to the British military planners, the hill they inspected would have looked very different from the one we see today.

Quarrying had been taking place here since at least the mid‑19th century, fuelled by St Helier’s expansive civic works, including the Albert Pier, which reportedly used Westmount rock in its construction. This dusty, noisy enterprise spread along the hill’s green slopes like a contagious infection, carving it up and leaving an unsightly and hazardous terrain.

As the quarries became worked out and Islanders began taking a greater interest in their leisure time, the hill and the open land below became the focus of Parish improvement efforts.

The top of the hill had long been a favourite venue for picnicking, including those organised as treats for the town’s Sunday School classes. In 1857, the Parish acquired land in the area and began making improvements through landscaping and tree planting.

People’s Park was laid out in the 1860s, a wide, open space complete with a bandstand and eventually ringed with flowers for the enjoyment of residents. Improvements continued up and over the hill above, creating winding paths and abundant gardens – a landscape where memories of executions, soldiers and blasting could finally fade among the greenery.

A healthy future?

For some years now, Westmount has been inextricably linked with the on‑again, off‑again plans to build a new hospital on its summit. Healthcare facilities here are nothing new, of course – medical isolation units have occupied the hill since Victorian times, and the Overdale Hospital site began to develop from the late 18th century onwards.

Yet while People’s Park remains well used, the paths and gardens of Westmount are beginning to show their age. Could the proposed hospital development become a catalyst for long‑overdue restoration?

Town Centre Manager, Connor Burgher, gives an update on what’s happening in Town.

Over the last year, there’s been a real Love St Helier Signage At the end of January, the Love St Helier signs went up, aiming buzz around town – and the Parish to brighten up St Helier over February and spread positivity.

The 12 signs, which display messages such as “Don’t forget to of St Helier has been right at the smile today” and “You are heart of it. Working closely with the a ray of sunshine”, were dotted throughout the Town Government of Jersey’s Economic Centre with the hashtag #LoveStHelier.

Two real highlights were the Battle of Flowers Window Display Competition and the Corn Riots Festival. Both events showcased what can happen when the Parish, Government departments, local businesses and the wider community pull in the same direction. The result? Lively streets, fantastic feedback, and events that were enjoyed by residents and visitors alike.

The festive season also gave us some valuable insights. Adding attractions and visual touches to the town centre doesn’t just look nice – it genuinely makes a difference. Christmas installations and activities helped boost footfall, encouraged people to explore quieter streets, and created that all-important “feel-good factor” that makes a trip into town more enjoyable.

People stayed longer, explored more, and local businesses felt the benefit.

Looking ahead, there’s more to come. The Parish has received funding from the Government of Jersey’s Economic Development Department to explore new ways of animating Pitt Street. This forms part of a wider trial looking at how targeted investment can improve footfall, vibrancy and how people feel about different parts of the town centre.

Event season The warmer weather brings with it the Parish’s event season. A period of vibrancy and excitement within the Parish. This year, People’s Park will host the Jersey International Motoring Festival, a K-Pop themed Gandey’s Circus, the traditional Battle of Flowers Fun Fair, the Portuguese Food Festival, and a new music event (watch this space).

So, if you notice a little extra energy popping up in town over the coming months, now you know why. Watch this space – there are some exciting additions on the way!

Elsewhere in the Parish, the Jersey Boat Show returns to the Marina, the Fete de St Helier will take over Parade Gardens, the Havre des Pas Seaside Festival is heading back to the beach, and Jersey’s first International Blues Festival will be lighting up the Royal Square. The Battle of Flowers will be heading back to the Avenue this year, and the Corn Riots Festival will celebrate the Island’s culture towards the end of the summer season.

St Helier in Bloom Ever wondered what happens behind the scenes to keep St Helier looking its best?

It’s no accident that St Helier has won national acclaim for its clean streets, floral displays, environmental initiatives and horticultural excellence. Having competed in various competitions since the 1990s, St Helier has won a variety of awards, including, most recently, a Gold Award in the Coastal Category of the RHS Britain in Bloom Competition in 2024.

There are teams of people who work hard behind the scenes all year round to keep St Helier sparkling and create the beautiful floral displays that characterise the Town Centre throughout the warmer months.

Planting for the Town Centre begins in the Parish greenhouses.

Over 300 hanging baskets for the precinct, Town Hall, and Central Market are planted in the greenhouses and have their own automatic irrigation system. The greenhouses use LED lights and thermal screens to ensure efficiency and are run by computer software so each compartment can be run at different temperatures to suit different crops.

The Town Centre is maintained by a team of street cleaners who use road sweepers, pavement sweepers, handcarts, power washers, sprayers, and strimmers to keep Town clean. The highly used roads and footways are cleaned daily by a sweeper and are power-washed/ sprayed on a schedule. The streets within the Town Centre are cleaned manually with hand carts, by Kaarcher ride-on cleaners, and road sweepers on rounds.

The greenhouses are manned by a wonderful team of staff who are very passionate about their plants and spend all year planning their displays. The baskets and window boxes are brought into Town towards the end of May/ beginning of June, and the large displays at Charing Cross, the Cenotaph and Bath Street are planted, as well as the transformation of the park displays into bright summer colours.

This regular cleaning keeps storm drains clear of debris and leaves, ensures the Town Centre remains an attractive place to visit for tourists, deters vermin and other pests that debris will attract, reduces other environmental problems such

Local businesses in the Town Centre get involved by providing donations to the Parish for the planting of their window boxes and baskets, if they have them attached to their shopfronts.

Last year, it was disappointing to see a spate of plants and flowers being taken from the many planters around Town and from the parks. As St Helier transforms, bursting into life this Spring, we would like to urge everyone to please be respectful of the hard work and time that goes into the displays and to leave them in place for everyone to enjoy.

MAKE YOUR NAUTICAL DREAM COME TRUE

Charity Open Gardens

ISLANDERS hoping to achieve a nautical ambition are invited to apply for the 2026 Jersey Clipper Bursary – a £1,000 cash award aimed at furthering maritime endeavour.

The bursary, which also offers a £500 runner-up award, is designed to assist an Islander of any age to fulfil a particular nautical dream. This could, for example, be a trip on a tall ship, attending a training course, participating in a watersports competition or competing in an ocean race – anything with a maritime theme.

The annual award, a legacy from the three Jersey campaigns in the Clipper Round- the-World Yacht Race, was established 19 years ago through the generosity of Dandara, Les Pas Holdings and UBS.

MEET THE MUNICIPALITY The Parish has many volunteers who support the overall running of the Parish, from the Honorary Police to the Rates Assessors. Meet some of the people behind the Parish.

Meet Kevin Alway a soon-to-be dad of two and a Constable’s Officer (CO) for the St Helier Honorary Police.

Kevin is the Operations and Communications Lead at Macmillan Cancer Support Jersey, so giving back to his community comes naturally. Having been a CO for just over a year, Kevin describes the motivators for becoming an officer as wanting to create a safer place for his daughter, enjoying interacting with people, and always looking at the Police as a career to aspire to.

Discussing what volunteering involves and providing advice for anyone thinking of becoming an officer, Kevin said, “I started giving 2 hours a week, but I do a lot more now, which is personal preference. There are lots of different aspects of policing to get involved with, and as a team, we are only as good as the different aspects of our parts, so no matter your background, it’s worth coming in for a chat. You’ll benefit the Parish, benefit your neighbours and benefit your community”.

Kevin described the training as "intense”, adding that “it is massively varied and if you like learning and interacting with different people, I would highly recommend it”. Training is provided by trained States of Jersey Police (SOJP) officers, who Kevin describes as “fantastic at their job”, and covers areas such as officer safety training, traffic stops, navigating difficult scenarios, attending Road Traffic Incidents and more.

“If you’re enthusiastic, willing to learn and have your head screwed on, it is the perfect way to volunteer. I’ve volunteered in many capacities before, and this is easily the best. We are a very close-knit and thoughtful team. With the support you receive, the training, the guidance and friendly camaraderie, it is a great way to give something back whilst gaining a better understanding of you as a person”.

The Honorary Police force is involved with a wide range of things within the community, with Kevin adding that he enjoys patrols in the nighttime economy.

“It is a misconception of the Honorary Police that we stand with speed guns and try to catch people out - this is not the case at all. I believe we provide valuable support for the SOJP. At the drop of a hat, we could be called to anything.”

A personal highlight of Kevin’s time as a CO was a recent visit from Princess Anne, but Kevin’s real highlight is the small interactions he has with younger members of the community.

Farewell from the Parish’s outgoing Chief Executive Officer, Andrew Sugden When I first joined the Parish of St Helier in 2020 as Operations Director, I was focused mainly on the Care Home, Nursery, Town Centre and our Administration Services. Fast forward to December 2022, I was promoted to Chief Executive Officer and trusted with the keys to the Parish.

I was very lucky with my timing. I followed in the footsteps of Jason Turner, who left behind a clear strategy, a new management structure, and a Parish that had been steered safely through the uncharted waters of the Covid-19 pandemic.

My first task was therefore refreshingly simple: get things back to normal and crack on with delivering the Parish’s agreed vision for the future. Sounds simple, doesn’t it?

The CEO role is wonderfully varied. No two days are ever the same, and I’m incredibly proud of what we do every day. Our streets are clean, refuse and recycling collections are reliable, and our parks and gardens are both practical and genuinely

will shortly take on a 50 year lease for La Collette Gardens (from the Government). We have also laid the groundwork for future improvements; new public toilets at People’s Park (courtesy of the New Hospital Project), as well as a replacement children’s play area and new public toilets at South Hill (thanks to the Jersey Development Company).

We’ve also been busy behind the scenes. We supported the new Hospital Programme by providing a home for Samares Ward at St Ewolds, renewed our Street Cleaning contract with the Government, and even expanded our services to the Parish of St John. Financially, this has helped us reach an important milestone: over half (53%) of Parish income now comes from non-rates sources. We’ve also identified efficiencies, reviewed administrative services, improved our digital services with new Apps, and even started cautiously peering into the brave new world of Artificial Intelligence.

Of course, none of this would have been possible without the people who make the Parish tick. Our Constable leads with experience, wisdom, and authority and is well supported by the Parish’s two Procureurs du Bien Public, who keep a close eye on the Parish’s finances. I have also enjoyed working behind the scenes with the Parish Deputies.

Westmount Day Nursery celebrated its 50th anniversary and continues to go from strength to strength, while St Ewolds— now 30 years young—has firmly established itself as a leading provider in nursing and residential care. Our administration services remain approachable, accurate, and timely, and our events team has grown into a confident, capable operation.

We have also reduced our carbon footprint by 85% in just three years, thanks in part to replacing outdated vehicles and equipment.

However, improving the Parish infrastructure has been a particular focus for me. From the hugely successful refurbishment of Halkett Street, to accelerating the roads improvement programme, delivering our first Neighbourhood Improvement Area, and the new children’s play areas in Parade Gardens. It’s been immensely rewarding to deliver changes that directly improve the lives of parishioners - and there’s more to come, with work on St Andrew’s Park set to begin next year.

A key change in approach is that we now work much more closely with both the Government and other key partners; the refurbishment of Halkett Street was jointly funded between the Parish and the Government - who also agreed to contribute £0.5m towards the Parish’s Neighbourhood Improvement preprogramme; we have recently taken ownership of Allix Shipyard at Havre des Pas (from the Vingtaine de la Ville) and

My aim has always been simple: to leave the Parish in a better place than when I joined; if my role has been to conduct the orchestra, then I’ve been blessed with some exceptionally talented musicians. Our volunteers on committees, in community services and at St Ewolds give their time generously. Our elected officials carry out vital statutory roles and help shape Parish policy. Our Honorary Police have my utmost respect and admiration, and our paid staff are loyal, proud, and regularly go above and beyond what is required, and I thank all of these people.

As for the future, it’s looking just as interesting as the past. The Parish will soon welcome a new Constable, the Scrutiny Review into the Island’s Parishes will be published shortly, and the internal review of Parish Property may present some challenging but important decisions.

As I head into retirement, I do so with confidence that my successor, James Donald, is well placed and equipped to meet whatever comes next. I wish him every success and good luck in what is, without doubt, one of the best jobs in the world.

Taking Care of Your Feet Here’s some tips for the colder months The nerves which detect temperature in your feet can be damaged by diabetes. This is called neuropathy. If you have neuropathy you may not be aware that your skin is being damaged. Heat damage can lead to blisters which can become infected and ulcerate.

Check your feet at least once every day - twice is better! This is because neuropathy can also mean that you do not feel pain. If you cannot see to check your feet, ask someone else to have a look or use a mirror to look underneath.

If you are planning to have a bath or soak your feet, use your elbow to check the water temperature.

Your hands can also be affected by neuropathy and thus are generally less sensitive to heat.

ACTION TODAY FOR TOMORROW

Keep your feet warm with socks, make sure that the seam does not cause pressure or irritation to your toes - you can turn them inside out or buy seamless socks. Try to avoid tight elastic around your legs as this can restrict blood flow and result in swelling.

Never apply direct heat to your feet, therefore do not use hot water bottles, electric blankets, heated socks, wheat bags or heat pads.

Never put your feet onto a radiator or heater, keep a safe distance from fires and be aware of the foot-well heater in the car. This can get hot enough to burn your feet.

Check your shoes or slippers before you put them on. Make sure that nothing has fallen into your footwear and that linings and insoles are smooth.

In wet weather, try to wear waterproof boots or shoes. Skin is more fragile when it becomes wet and prolonged wetness can make your feet more prone to damage.

Do not walk around with bare feet. You could easily stand on something which might damage your skin.

Wash and dry your feet carefully, paying particular attention to the spaces between your toes.

CHECK YOUR FEET EVERYDAY If you have diabetes, regular checks will prevent minor cuts or blisters developing into something serious.

Measure of Champions Champion trees are exceptional examples of their species. More specifically, a champion tree is typically classified as such by its size, relative to other specimens of the same species in the same geographical area – whether global, national, regional or local. Age, rarity and historical or cultural importance are further factors that can lead to a tree gaining champion status.

Although by no means universal, many countries have systems and processes to identify and register their champion trees. In our region, Tree Register of the British Isles (TROBI) is responsible for granting this status. Around 80,000 British and Irish trees are currently listed, of 275,000+ on its database.

For context, a normal healthy mature tree supports hundreds of wildlife species while sequestering something like 20-40kg of carbon annually (a very approximate figure before considering size, species, methodology etc). Therefore, you can ramp up these numbers for a healthy champion.

TROBI is a registered charity run by volunteers. Despite the practical limitations this brings, they visited Jersey in 2003 and again in 2013 to undertake assessments, updating the database to include around 500 local specimens in total. While some are sure to have since been lost to Storm Ciáran, many more will be unidentified.

Appreciating the incredible work TROBI does, Jersey Trees for Life is contributing by providing information about our island’s finest arboreal examples. Its volunteers have started assessing potential candidates for champion status and, from spring, when trees are easier to identify and far more photogenic, the mission will begin in earnest. Potential champions include a bearded alder at the Alder Collection (Alnus glutinosa subsp. barbata), a handkerchief tree (Davidia involucrata) at Rozel Valley and a magnificent Chinese swamp cypress (Glyptostrobus pensilis) at Val de la Mare.

Champion trees also provide important information about genetics and resilience traits such as drought tolerance, disease resistance and structural stability. All of these are considerations when cultivating, which, unsurprisingly, is another of their uses.

We can’t talk about champion trees without a nod to their cultural and historical importance. They’re a symbol of cultural heritage, often acting as landmarks and providing identity to an area, as well as being a source of interest, engagement and education to the local community and visitors from further afield.

Standardised measurement methods differ by country. In the British Isles we measure the tree’s girth (circumference) at a height of 1.5m above ground level on the upper side of any slope. Height is measured formally using a hypsometer or clinometer, although more traditional (i.e. non-technological) techniques can be used to approximate.

When Queen Elizabeth II acceded to the throne in 1952, there were over 30 million hedgehogs roaming around Britain. As her reign came to an end in 2022, there were less than one million.

I do not attach any blame to the late monarch for the demise of the hedgehog population; I merely give pause for thought.

Jersey’s much-loved mammal is now ‘threatened with extinction’.

The International Union for Conservation of Nature has placed them on the red list after numbers declined by 30% in just the last 10 years. Our experience mirrors this. We have admitted far fewer hedgehogs this year, with many of them so sick, injured or emaciated that they could not be saved. Yet we fight on, knowing that the work we do at Jersey Hedgehog Preservation Group means each and every hedgehog we can treat and release back into the wild is a precious life saved.

WE CANNOT DO THIS ALONE; WE NEED YOUR HELP! Hedgehogs do not hibernate during the mild Jersey winter, except during exceptionally cold snaps. They will be out and about looking for food when the weather allows.

Leaf piles could be a nesting site for hedgehogs

They will have built weatherproof winter nests called hibernacula. Favourite nesting sites are in piles of twigs and leaves, compost heaps, pampas grass, thickets, long grass and log piles. As you begin to tidy the garden ready for spring planting, please be aware that you may be disturbing more than earthworms!

Take great care when turning over your compost heaps or raking your leaf piles.

It goes without saying that you should refrain from using pesticides; there are many cost-effective natural remedies to ensure your garden grows beautifully. If you are strimming or mowing weeds and long grass, please check carefully for sleeping hedgehogs before you start. CHECK BEFORE YOU CHOP!!

If you net your fruit bushes, leave a 13cm gap between the ground and the bottom of the net and put football goal nets away: you would be amazed how many hedgehogs get caught in netting!

If possible, leave some wild areas alone – leaf piles as they rot down, bug hotels, twigs and log piles are also home to the very beetles and bugs and other invertebrates that supply the hedgehog's natural diet. However, supplementing that diet with a small dish of cat food or small dog kibble will be appreciated, particularly in dry weather when there is less natural food around.

Never give mealworms, sunflower seeds, peanuts, or milk and bread (hedgehogs are lactose intolerant).
