Welcome to the Autumn issue of the

Town Crier It’s been another whirlwind of a summer! With Gandey’s Circus, the Jersey International Motoring Festival, Pride Festival, and the Weekender kicking things off at People’s Park, to the annual Fete de St Helier and Havre des Pas Seaside Festival, to a brand new format for the Battle of Flowers, which saw the floats travel through the Town Centre in a free parade.

Town had a major makeover as businesses got on board with the Town Takeover, creating beautiful floral displays based on this year’s Battle of Flowers entries. It’s safe to say that Town has been making quite an impression on both visitors and Islanders alike.

A new Parish Rate was decided, securing the funding to deliver the key projects and services for 2025/26, including creating plans for the refurbishment of St Andrew’s Park and delivering phase 2 of the Poonah and Pomona Road Neighbourhood Improvement Area.

Looking ahead to the next few months, the Parish will host its usual Remembrance Week commemorations, as well as a bigger and better Christmas Light SwitchOn spread over three magical nights!

We hope you enjoy all that and more in the latest edition of the Town Crier.

On 13 June, Shirley Madden (first elected in 2004) and Paul Huelin (first elected in 2010) took their oath of office in Court as Centeniers, Shirley for her seventh term, and Paul for his sixth.

Ann Journeaux, who served as a Constable’s Officer from 1988 to 1989 and 1995 to 2001 and as a Vingtenier from 1989 to 1995.

Gordon Basil Bullock, who served as a Constable’s Officer from 1981 to 1982, Centenier from 1986 to 1989 and 1989 to 1994, Roads Committee member from 1986 to 1989 and a Rates Assessor from 1987 to 1989.

Branchage visits

Twinning Games

The first Branchage visit took place on Friday 4th July. A total of 58 roads were inspected, and 6 letters of advice and £850 of penalties were issued. The second visit took place on Friday 19th September. More information can be found at sthelier.je.

On Saturday 28th June, the annual Twinning Games, the ‘Jeux Intervilles’, took place in Grouville. The Constable of St Helier and St Helier Senior Ambassador, Jack Rondel, took part in a variety of games, including pétanque and a jigsaw puzzle competition, battling it out against competitors from St Helier’s Twin Towns.

On Tuesday 1 July, several plaques were added to the Parish’s memorial benches, which sit in front of the Town Hall to remember past members of the Municipality. Family and friends gathered at the Cenotaph for a short unveiling service hosted by the Constable. Plaques were added to remember: Ruth Winifred Higgins, who served as a member of the Community Services Board from 2001 to 2008.

St Helier Deputies’ surgeries are held in St Helier as follows: ST HELIER SOUTH Deputies Tom Coles, Sam Mézec and Beatriz Porée hold constituency surgeries as follows: Every Monday from 11am to 12pm at Beresford Street Kitchen Second Thursday of the month from 5.30 to 6pm at the Lido, Havre des Pas (just before the Havre des Pas Improvement Group’s meetings)

FCJ supports local charities Over the year, FCJ Primary School has continued to build its relationship with local charities, including St. Joseph’s Care Home, the Grace Trust, and SVP Food Bank. A project that the children are especially proud of is the creation of hampers for the Grace Trust, where 42 hampers were packed and decorated.

Cards have been written for many parishioners from St Thomas’ Church, and FCJ Year 5 children enjoyed their visit to St. Joseph’s Care Home, where they joyfully sang songs, spreading happiness to all the residents. FCJ looks forward to supporting more charities in the new academic year.

Committee’, which is responsible for the maintenance of ecclesiastical property owned by the parish on behalf of the ratepayer.

The churchwardens are sworn in before the Dean at his Ecclesiastical Court in the Royal Court building, followed by a celebratory service at the Town Church where the wardens receive their staves.

This year, the Bishop of Salisbury and the Channel Islands attended, which is the first time that we know of that a Bishop has attended. The Church was full for the special service, and our new wardens for St Helier, Stephen Higginsons and Joy Thomson, are now in post.

Helvetia takes part in Guinness World Record attempt

ST HELIER NORTH Deputies Inna Gardiner, Max Andrews and David Warr are holding constituency surgeries as follows: Friday 19th September, 31st October and 14th November from 10.30am to 12pm at the Town Hall Thursday 30th October and 20th November from 5 to 6pm at the Youth & Community Centre, First Tower Monday 20th October and 17th November from 3.30 to 5pm at the Grand Vaux Centre

Church Wardens sworn in During the first week of June each year, every ancient Parish sends representatives to attend the Royal Court for the annual “swearing in of churchwardens”. Churchwardens are elected annually at an Ecclesiastical Assembly to assist the Rector in various administrative and leadership tasks, becoming municipal Parish Officers.

They join the Rector, the Constable, and the Procureurs to make up the ‘Rectorat

On 1st July, Jamie Oliver made history with the largest cookery lesson ever, across multiple venues (via Zoom), with 10,515 cooks across 6 continents and 42 countries. 18 girls in Year 4 and 5 from Helvetia House School, along with their class teacher, Mrs Jeannie Richardson, and an official witness, Mrs Judith Bennett, joined the record-breaking efforts to cook a recipe from Jamie’s 10 Skills programme.

Success for Jersey Air Rifle Club Star in Gibraltar St Helier resident and local shooter, Paige Fryer, returned from the Gibraltar Open back in May with 4 gold medals and 2 silver medals after competing in both standing 10m Air Rifle and the Smallbore Prone 50m events. Paige has now decided to extend her disciplines by starting to train for the 50m Three Position event, the outdoor Olympic event, which consists of competing in the separate stages of Kneeling, Prone, and finally, Standing. Paige’s next competition will be the annual Junior International at Bisley.

A centenary at St Ewolds

Ceilidh Night at St Andrew’s Church Hall

St Ewolds resident, Doreen Butler, celebrated her 100th birthday surrounded by family on 5th July, pictured below with her daughter Ann and greatgranddaughter.

St Andrew’s Church is hosting a Ceildih Night (similar to a barn dance, and great fun!) on Friday 31st October at 7 pm in the Church Hall. Tickets are £22 each to include a jacket potato supper, and there will be a raffle on the night. All proceeds go towards the refurbishment of St Andrew’s Church. St Helier Senior Citizens outing In July, Senior Citizens in St Helier enjoyed their annual outing. Parishioners were treated to a drive around the West Coast of the Island, soaking in the views and stopping off for some famous L’Etacq potatoes, followed by afternoon tea at St Peter’s Garden Centre and a wander around the shop. A big thank you to the volunteers, St Peter’s Garden Centre, and Tantivy Coaches.

Constable’s Comment:

Reflections on the 2025 Rates Assembly At the Rates Assembly last month, a 2.3% increase in the Parish Rate was approved unanimously, in line with the current rate of inflation. When combined with the Island-Wide Rate — calculated based on the total number of rateable properties across the Island — this means an overall increase in rate bills of 2.2% for domestic properties and 1.5% for non-domestic properties.

to ‘GAAP’, i.e., bringing them in line with best practice in financial reporting. Clive was one of the volunteers whose passing was recorded at a recent ceremony, along with several other past members of the Municipality whose names are recorded on the memorial benches outside the Town Hall.

The recent Rates Assembly did allow one parishioner to question why it is so difficult for residents living in the north of the Parish to walk along La Grande Route de St Jean to the schools and facilities at the top of Queen’s Road.

This valuable contribution will now be taken forward by the Parish, hopefully with the help of the Government, which administers the road, to make things safer. On the assumption that this happens, it will be another example of why the annual Rates Assembly remains the cornerstone of Parish democracy and accountability.

I hope that this below-inflation increase in rate bills is considered fair and reasonable. Anyone who missed the meeting and who would like to read last year’s accounts and the budget estimates upon which rate bills are based is invited to visit the Parish’s website or collect a copy from the Town Hall.

Although we do our best to advertise the annual Rates Assembly in the Town Crier, the Parish noticeboards, and our social media channels, the turnout is surprisingly low, with the vast majority of those present on St Helier Day this year being connected with the Parish, whether as staff, volunteers, or elected members of the Municipality. It’s a far cry from the final years of the last millennium when so many ratepayers attended to protest at the size of their rate bills that the Town Hall’s Assembly Room was filled to capacity, with the meeting one year having to be moved to Fort Regent. Since then, thanks to the many hard-working staff and volunteers involved in Parish administration, St Helier’s finances are widely seen to be under control, with constant vigilance over expenditure and every effort being made to increase non-rate income. I am particularly grateful to the late Clive Barton, MBE, who, as Procureur du Bien Public for 16 years, was responsible for changing the Parish accounts

St Helier Youth Projects First Tower Youth Project We welcome over 200 young people a week to our sessions, offering a fun and safe space to meet friends, learn new skills, and access support from qualified youth workers.

Our project can only work if we have help from the local community. We are always happy to hear from people who may have some time to spare as a member of our charity committee or regular volunteer at one of our face-to-face sessions. Please get in touch with Bill Moore at billmoore@jys.je.

Exploring tech-free spaces

With consultation from young people, we have delivered digital detox residentials over the summer. Here is what some young people thought about the experience: “We felt it was incredibly successful and will be exploring digital free spaces in the future”.

“It gets us outside, we talk to each other, it’s fun – everyone is included” “Not having the phone is actually kind of good, because it gives us a chance to socialise and a chance to have a break from our phones, and it was really fun.”

On your marks, get set, bake!

Monday nights, our senior club members have been participating in Bake Off. Each week, they have taken on a new baking challenge, showing their skills and experimenting with flavours and techniques, going on culinary adventures filled with creativity and camaraderie.

Junior Jaunts

Through the summer, our juniors headed out on new adventures, from surfing and paintballing to a trip on Wet Wheels. There's been something different every week with loads of fun, laughter, and memories made along the way.

OUR PEOPLE Shining a spotlight on some of the people who help make the Parish of St Helier a great place to live and work.

The Parish of St Helier has over 250 staff spread across seven locations, and whizzing between all of them, you’ll find Dave! Based in the Town Hall, you may have spotted his smiling face or stopped for a chat when visiting or attending an event, but his role encompasses the entire Parish, acting as the Parish messenger and driver.

“I have worked at the Parish for 13 years, maybe 14, I can’t remember, time’s gone that quickly,” he said.

When asked to describe his role, Dave said, “It’s hard to describe it because it’s a bit of everything.” Laughing, he described himself as a “Jack of all trades, master of none.”

“It’s very varied, one minute you can be setting up a room for an event, next thing you can be washing dishes, next thing you could be serving at a bar, next thing you may be taking the Constable to Government House.”

“On my rounds, I will go to the Care Home, the Nursery, Nelson Street, Parks and Gardens… so yeah it is very varied.”

“Then there are ad hoc things, like today, one of the residents needed some medicine from the pharmacy, so I had to whizz down there and queue up and get her medication for her.”

Dave is a proud member of the Parish community, always ready for a chat, and knows the names and stories of individuals across the Parish and beyond. He describes his favourite part of the job as “meeting new people every day, I like people. Everyone has a story. It’s nice to meet new people. And obviously, the Parish is about the people; without people, there wouldn’t be a Parish”.

In his spare time, it’s clear that Dave continues to enjoy being around others, describing his ideal weekend as “spending time with my wife and daughters, walking my Cockapoo, Lexi, going out with friends for meals and nice walks, generally just relaxing” adding “I live close to the beach, so it only takes 5 mins to cross over the road”.

Next time you’re popping into the Town Hall, attending an event, or see Dave out and about on his rounds, stop and say hello, he’ll be happy to chat!

Town Takeover

The Battle of Flowers took over the Town Centre this summer, with a brand-new route bringing the floats through the heart of Town for Islanders and visitors to enjoy for free.

Hordes of people lined the streets as the parades completed a circular route through Town, starting at the Esplanade, travelling down Conway Street, turning into Broad Street, along York Street, and back to the starting point via Gloucester Street.

A Day Parade took place on Friday, 8th August, and a Moonlight Parade on Saturday, 9th August, with a fireworks finale.

To celebrate the new format of the event, businesses in Town were invited to apply for funding from the Government of Jersey to create creative and innovative floral displays that paired with one of this year’s entries, with elements of the floats incorporated into the displays after the parades.

A total of £39,000 was awarded to 16 businesses, including the Central Market, hospitality spaces, charity shops, and other businesses, representing 12 different themes.

Jukebox Jive This year, the St Helier Battle of Flowers Committee brought Jukebox Jive to the streets of St Helier.

Beginning the build in May, the 4.2-metre-long float began as just a frame and some wheels.

Through months of hard work, painting, gluing, and building, the chassis was transformed into a disco wonderland.

The theme of Jukebox Jive was chosen because the Battle team wanted to let their hair down and have a good dance in the street!

Featuring a large light-up jukebox and a pair of sparkling microphones, the float was accompanied by musical icons as the Battle crew adorned costumes based on music’s biggest stars from across the decades and genres.

As a smaller float was used this year due to the new parade format, the committee took the opportunity to have a go at using real flowers, instead of paper ones, but has been busy getting started on next year’s paper flowers.

St Helier Rates Assembly On Wednesday, 16th July, the annual Rates Assembly was held to agree a rate for the 2025/26 financial year.

The Rates Assembly agreed a rate of 1.35p, representing a 2.3% increase, equivalent to the cost of living.

But what does this mean? The Parish Rate is a tax on property/ land in the Parish, the sum of which is applied to cover the general expenses of the Parish. The Rate covers the day-today operating costs of the Parish, road improvements and maintenance, Parish buildings and vehicles, and special projects deemed necessary by the Constable and Procureurs.

Community Policing Team UPDATE

Inspector David Turnbull – Head of Community Policing Team meeting His Majesty last year

As the head of the CPT, I thought it would be nice to pen the first of what will become regular updates from the St Helier team.

The beginning of May saw the team represent the States of Jersey Police at the annual Jersey Boat show – an event that the whole team enjoy, allowing us to engage with residents and tourists and talk about our day-to-day policing role and demonstrate some of our equipment - the motorcycle is always a favourite.

The Summer 2025 Town Crier saw us introduce the team to you and give you some information around our role in the community, and this regular article will provide you with specific updates for St Helier.

The 15th July marked one year since the historic visit of Their Majesties, and we reflected on the day when all the St Helier Community Team, together with our Honorary Police colleagues, provided cordon duties along the Town Centre route. Despite the biblical weather toward the end of the day, it was a once-in-alifetime experience and really showed St Helier at its best.

St Helier has been busy over the summer season with tourists and residents enjoying the warm weather. The warm weather also brought us challenges, and our Summertime Patrol Plan was in force until September, meaning that our Officers focused on and provided a high visibility presence in busy areas like King Street, Millennium Town Park, Havre des Pas and the Waterfront, to name a few.

We have seen a small number of vehicle thefts within St Helier, and all the vehicles had been left unlocked with the keys left inside, allowing the opportunist thief to take the vehicle easily without alerting the owner. We are extremely fortunate that we live on an Island that has low levels of crime, but there are steps you can take to make those levels even lower – secure your vehicle, don’t display high-value goods in your vehicle, and keep your vehicle keys in a safe place.

In August, the 2025 Battle of Flowers saw daytime and moonlight parades travel through the Town Centre, and as always, the St Helier Community Team supported this important event.

Statistically, every day one more person in Jersey is diagnosed with diabetes It may seem odd that a feature creating awareness of diabetes should highlight feet but, if you are diabetic, the daily check of your feet and keeping them in good condition, will prevent one of the disease’s worst consequences, the loss of limbs due to a lack of feeling in the extremities (neuropathy) leading to cuts or blisters in particular becoming gangrenous.

Today managing Type 1 diabetes with insulin injections is commonplace but diabetes itself still remains something of an enigma. It is a condition which is not preventable and Type 1 occurs when the pancreas ceases to produce the insulin we all rely upon to manage the level of sugar in our blood.

Type 2 diabetes, which occurs as the pancreas progressively produces less insulin, while itself not totally preventa-

Most of us would assume that choosing our lifestyle is very much up to ourselves. However, your lifestyle can actually lead you down a path whose ultimate destination is the very last thing you want and that is to diabetes.

Diabetes is all about sugar in the blood and occurs when the body becomes incapable of controlling how much sugar our blood is prepared to accept. Fortunately for most of us our pancreas (a large gland behind the stomach) produces the hormone insulin which automatically regulates glucose levels in the blood.

Why diabetes occurs is not known and therefore it cannot be prevented and Type 1 can strike children as young as two or three years old. There is no early detection for Type 1 diabetes, but Type 2 can be detected with a blood test and if detected early enough, can be managed, and even reversed.

Household recycling collection 2025 This guide explains which materials are collected by the household recycling service, and what happens to it from there.

Every home in St Helier receives a recycling collection, in addition to the existing refuse collection. Information on collections can be found by contacting the Parish Municipal Services Team or via the Parish website, sthelier.je.

All the collected items are taken to Abbey Waste where they are separated into the different material types before being shipped to the UK for processing.

Paper and cardboard are sent to processing mills in the UK. Here they will be used to make paper products and packaging material.

Around 80% of paper and cardboard that’s produced in the UK is created using recycled content.

Plastic bottles are sent to a UK recycling plant where they are cut into small pieces and melted down to create recycled plastic.

Plastic bottles are made of either Type 1 (PET) or Type 2 (HDPE) plastic and will be used to make new plastic packing and bottles.

Household metal packaging such as food and drink cans are sent to a recycler where they are separated into aluminium and steel.

Metal is a great material that can be recycled again and again without losing its quality. It also takes a lot less energy to make new metal from recycled material than it does from raw materials.

The Parish recycling bags are made from recycled material and are also recyclable. We can only recycle the bags if they are clean so please make sure the items you recycle are clean and empty.

Mafficking madness

A new verb consequently entered the dictionary: to maffick— meaning to celebrate extravagantly or go wild with joy.

St Helier slides out of control St Helier goes mafficking When confirmation of Mafeking’s relief reached Jersey, Islanders—like others across the UK—were determined to celebrate the long-awaited news.

On one extraordinary night over 100 years ago, a riot rocked our town’s normally calm streets. What began as a celebration of national success, historian Ian Ronayne reveals, soon became a source of local shame and international indignation.

A high-spirited crowd gathered in St Helier on the early evening of 21 May and began parading through the town streets. Several bands playing jaunty tunes helped raise the tempo with booming renditions of Rule Britannia, God Save the Queen and other patriotic songs.

LOOKING back, it is hard to pinpoint exactly when things turned ugly in St Helier that balmy spring night. As is often the case, there was no single incendiary spark that ignited the unrest.

Banners soon appeared. ‘Hurrah for the gallant defender of Mafeking,’ one proclaimed, while another singled out the acclaimed star of the day: ‘Baden-Powell, hero of Mafeking.’

However, it is clear that a riot—or at least the closest thing Jersey comes to one—erupted in town on 21 May 1900.

As darkness fell, flaming torches waving above the celebrating and increasingly raucous crowd added to the spectacle. Yet there was no sign of trouble, one commentator claimed, noting that everything seemed to be quieting down as most women and children departed from 9p.m.

In shocking scenes, angry islanders turned on their fellow citizens, targeting people and property with threats and violence.

Only steadfast intervention prevented a situation that might have had far more serious—even deadly—consequences.

Nevertheless, it was around this time that what was later described as a ‘rowdy element’ began to assert itself.

From a good-natured—if admittedly somewhat raucous—event, the mafficking swiftly took on a more sinister and potentially violent tone.

Why did this happen? Remarkably, it followed events unfolding far away in Southern Africa.

The fate of Mafeking The Second Boer War began poorly for Britain—and then got worse.

Its attention turned to a section of the population seen by some as hostile to the cause.

Fought between Britain and the Boers, a group of Dutchdescended white settlers, its primary cause was the rich diamond and gold deposits beneath Boer-controlled lands in Southern Africa.

St Helier’s French Quarter targeted

At the outbreak of war in October 1899, the Boers boldly struck first, invading British territory and laying siege to several British settlements, including the town of Mafeking in the Cape Colony.

Some British newspapers had questioned France’s attitude towards the war in Southern Africa. There was widespread suspicion that French sympathies lay with the Boer cause—and not just in Britain.

The defence of Mafeking—led by Robert Baden-Powell, founder of the Boy Scout movement—and efforts to relieve the town became a matter of great national importance in Britain and Jersey. When news broke on 17 May 1900 that relieving British soldiers had finally reached the besieged town, it sparked a wave of raucous celebration across the country.

For years, French farm labourers from nearby Brittany and Normandy had been coming to the Island to help plant and pick the famous Jersey Royal potatoes. By 1900, there was a large permanent population, with St Helier’s Hilgrove Street (today known as French Lane) forming the centre of a so-called ‘French Quarter’.

This now became the focus of the rowdy crowd. The mafficking in St Helier was sliding out of control.

d’Or Hotel and the Grand Hotel de Calvados in Queen Street were similarly targeted, while King Street’s Crystal Palace Hotel sustained significant damage.

Thirsty rioters also targeted Monsieur Decour-Boisgard’s liquor store in Sand Street, smashing its window to grab items on display. The raid proved fruitless, however—the bottles reportedly contained only vinegar.

The morning after…

Violence erupts

By the early hours of 22 May, the mafficking riot had mostly blown itself out. Yet the damage was done. It was time for recriminations and retribution to begin.

Pouring into Hilgrove Street singing Rule Britannia, some began banging on doors and shuttered shopfronts, while residents of the French Quarter kept fearfully out of sight.

All except one spirited lady, who refused to be cowed by the mob.

Somewhat ironically, one of the first to appear in the Police Magistrate's Court was Madame Cousinard. Not only had her thrown bucket struck a policeman below, but this act was also widely blamed for inflaming the crowd to riot.

Leaning out from her first-floor window, Madame Augustine Cousinard emptied a bucket of dirty water onto the crowd below—then tossed out the bucket itself for good measure.

Despite an impassioned defence that she had acted in selfdefence, the magistrate sentenced Madame Cousinard—who had lived in Jersey for 28 years—to four days’ imprisonment.

The 64-year-old’s act of defiance roused the crowd from agitated to angry. Unable to reach their assailant, the now howling mob hurled stones and missiles at her property, smashing several windows.

The court heard 21 other cases associated with the riot, dismissing six defendants, remanding one, and sentencing the remainder to prison terms ranging from one to fifteen days.

Other properties were attacked: the maffickers damaged a butcher, a poulterer and a public house, while also ransacking Mr Desiré Luet’s hairdressing salon. Something had to be done.

Yet the matter did not end there. There was the question of compensation for the damage caused—much of it to properties owned by Jersey landlords. Reluctantly, the Parish of St Helier agreed to fund reparations.

The policeman who took charge of quelling what was now a riot was Centenier Thomas Le Quesne, who arrived on the scene with members of both the paid and Honorary Police. However, when a valiant charge failed to disperse the mob, Le Quesne recognised the need for a more forceful presence.

Then there was Jersey’s damaged reputation. One local newspaper claimed, ‘... the whole Island will have to suffer the blame.’

A telephone call to Fort Regent brought a company of soldiers from the garrison rushing down into town. Forming up, they marched through Hilgrove Street, driving the mob before them.

Once cleared, stern lines of troops at each entrance to the French Quarter ensured that no one could filter back toward the French properties. The riot was over—at least in this part of town.

Driven from Hilgrove Street, the mob’s focus turned to individual French-run properties or locations associated with foreigners.

They smashed the windows of the Anglo-French Bar in Conway Street and the Hotel de l’Europe in Mulcaster Street. The Pomme

Certain sections of the French press certainly levelled accusations at Jersey for failing to protect its French citizens. Worryingly, there were demands for the French Government to send a gunboat to St Helier to underline the seriousness of the matter.

Fortunately, calmer heads eventually prevailed.

Summary justice, some heartfelt humility and paid-up compensation allowed the relief of Mafeking and St Helier’s mafficking madness to fade into history.

But next time you walk down French Lane, spare a thought for the extraordinary events of May 1900. And remember to look up—just in case one of the residents decides to throw something down.

On 1 July 1940, German forces invade the Channel Islands.

But what if, as prime minister Winston Churchill (we will recall that he was formerly First Lord of the Admiralty) had actually suggested several days earlier, possibly goaded by an equally belligerent Jerseyman in the House of Lords, Lord Portsea, that the Royal Navy should be charged with the task of resisting any German invasion of the islands?

Let’s imagine the scene. “The Channel Islands will not be taken!” A blast of cigar smoke. “The Navy will see to it!” And the First Sea Lord, Admiral Sir Dudley Pound, always in awe of his former First Lord, will seek to comply.

communicated to London. The local authorities are advised not to respond for, during the 24 hours’ grace given by the Germans, units of the Royal Navy, including two County-class heavy cruisers (HMS Norfolk and HMS Suffolk are temporarily but conveniently positioned at Portsmouth) with escorting destroyers will be despatched to provide both resistance to any invading naval forces and anti-aircraft cover against any incursions by the Luftwaffe. The cruisers both carry companies of Royal Marines who will be landed on Guernsey and Jersey to bolster the local defences.

The taking of the Channel Islands – Unternehmung Grüne Pfeile (Operation Green Arrows) - was planned by Admiral Karlgeorg Schuster and his Flag Officer Vizeadmiral Eugen Lindau. Schuster relies on the Luftwaffe to prevent any intervention from the Royal Navy. Although the German Navy possesses modern and sophisticated warships it does not, in 1940, possess enough of them to threaten Britain’s dominance of the seas.

Despite the Kriegsmarine’s interest, surrender demands have been received on both Islands from the area’s Luftwaffe commander, Generaloberst von Richthofen, and

The Island authorities wait in nervous anticipation (the German air attack of 28 June had come without warning and killed more than 30 islanders). Although those attackers flew from an airfield near Paris, Heinkel bombers are now based at Querqueville near Cherbourg and Pleurtuit near Dinard, just ten minutes’ flight from the Islands).

Norfolk and Suffolk sail from Portsmouth. The fast Countyclass cruisers, with their distinctive high freeboard and three funnels, bear a passing resemblance to ocean liners and although heavily armed with eight 8-inch guns, they are lightly armoured and possess little specific anti-aircraft armament.

The appearance of Norfolk and Suffolk and their attendant destroyers off the Islands is reported by German aerial reconnaissance. Schuster has no forces capable of dealing

with 8-inch gun cruisers and confers with von Richthofen. The invasion must be postponed, he reasons. Von Richthofen is scornful. His attitude towards the Kriegsmarine is one of cordial loathing.

Von Richthofen is one of Hitler’s favourites and, in February 1943, he will be appointed Germany’s youngest ever Generalfeldmarschall. He insists that if the Channel Islands authorities fail to respond to his demands, they, and their supposed protectors of the Royal Navy, should be attacked without mercy. He proposes supplementing his force of Heinkel He-111 medium bombers with Junkers Ju-87B Stukas, the screaming gull-winged dive-bombers that created terror during the Blitzkrieg across Europe.

With 12 hours before the ultimatum to the Islanders expires, von Richthofen assembles his air fleet; three squadrons of He-111 bombers and two squadrons of Stukas flown from Paris.

Schuster and Lindau are nervous. The fighting spirit of the Royal Navy is well known. But von Richthofen ignores their objections and his air forces take off into the setting sun.

HMS Norfolk and HMS Suffolk are ten miles south of Alderney approaching at 25 knots the Little Russel on Guernsey’s east coast. The cruisers, more used to patrolling the world’s oceans, are line astern, their commanders wary of the unfamiliar waters with their swirling tides and barely concealed reefs.

The Stukas swoop out of the dusk. The warships are slow to react, despite being at Action Stations. The Stuka pilots are well practised at their craft, plummeting vertically like screeching gannets towards their prey. A deadly hail of 500-kilogram bombs hurtles towards the cruisers; the bombs have whistles fitted to their fins to ensure that the intended recipients know just what to expect. Norfolk is the first to be hit, the Stukas seemingly immune to the barrage of anti-aircraft fire directed towards them from the destroyers. The 10,000 ton cruiser shudders under the impact and slows, gravely wounded. Suffolk, so far unscathed, swerves to avoid her injured consort.

The Junkers Ju-87, the fearsome dive bombers that created a whole new style of airborne warfare

The Royal Navy’s big guns are useless against concerted air attacks (in 1941 the Japanese Air Force will sink the battleship Prince of Wales and battle cruiser Repulse) and the attackers are too fleet to be deterred.

Despite the lively barrage put up by the escorting destroyers the cruisers are now both hit and on fire. Norfolk is almost stopped in the water and is down by the head. Suffolk is now circling her, barely under control, her bridge has suffered a direct hit, killing her captain and navigating officer. On after control and with little room to manoeuvre, Suffolk, which draws more than 20 feet, runs aground on the Platte Fougere reef and comes to a shuddering stop, immediately heeling over. The destroyers close to assist but come under further bombardment from more Stukas and He-111s.

With a similar mix of high explosives and incendiaries, other bombers devastate St Peter Port and St Sampson.

With Norfolk and Suffolk reduced to sinking, smoking hulks, the remaining Royal Navy vessels hurry off into the last remnants of a fiery sunset.

The Royal Navy’s attempt to prevent the invasion of Jersey and Guernsey causes the loss two heavy cruisers and a destroyer, severely damaged in the Stuka assaults, sunk by its own consorts. Altogether more than a hundred RN officers and men die in the futile defence of the Islands.

German casualties are light: three Stukas shot down into the sea and a He-111 damaged by anti-aircraft fire crash-lands into Guernsey’s power station on the Northside at St Sampson’s.

In London, no-one dares tell the prime minister ‘I told you so’.

The foregoing, of course, didn’t happen, but even if it had, the Occupation would have evolved much as it did.

I used to have hedgehogs in the garden, but not now.

On the UK mainland hedgehog numbers have declined by 30% in urban areas and 50% in rural areas. They are listed as “vulnerable” on the red list of mammals in danger of extinction.

T

he Jersey Hedgehog Preservation Group has seen the decline mirrored here, through the reduction in admissions to the Group.

Increased human population means more houses encroaching on rural land.

They often have enclosed low maintenance gardens, with few places to nest.

Fewer wild areas, and fewer invertebrates means less food for hedgehogs.

Pesticides and rat poison leave poisoned carrion, which hedgehogs may eat, and it will kill them.

Our admissions have included hogs wrapped in netting, dog bites, one rescued from a cesspit, one shut in a garage, another trapped in an uncovered drainhole and one with a six-pack plastic ring around its middle.

Our mission is to rescue, treat and rehabilitate sick and injured hedgehogs before releasing them back into the wild.

Hedgehogs are nocturnal, so their eyesight is poor and they rely on their heightened sense of smell and hearing to find prey. Leading up to the branchage in July and September, we receive hogs with severe strimmer injuries. Very few can be saved.

HOW CAN YOU HELP?

The summer months are birthing time. If a nest is disturbed by over exuberant gardeners, or mum is injured, abandoned or orphaned hoglets are unlikely to survive unless they are rescued and brought into care.

through winter with cat or small size dog kibble. In mild winters Jersey hedgehogs only hibernate for short periods if at all.

• Never give mealworms, sunflower seeds, peanuts, and definitely no milk and bread.

2023 Survey St Brelade appears to be the hedgehog capital of Jersey, where we know a lot of residents regularly feed their hedgehogs. Sadly, it is also a hot spot for road deaths, particularly near the Rugby Club, the Airport Road opposite the entrance to Lakeside, and Red Houses. It featured the highest number of recorded sightings in the survey.

St Mary which is less lit up and has more wild areas for hogs to roam after dark had the least sightings in the survey (130 in St Brelade, only 10 in St Mary).

St Saviour, St Helier and St Peter recorded the next highest numbers of sightings (in that order).

St Helier is proud to be the home of many of the Island’s largest events. From the parks to the beach, St Helier is packed with activities that the whole family can enjoy during the summer months.

With Gandey’s Circus kicking the season off back in May, St Helier hosted the Jersey International Motoring Festival, Pride Festival, Weekender, the Accuro Jersey Triathlon, and the Portuguese Food Festival.

The St Helier Ambassadors were invited to cut the ribbon at the Battle of Flowers Fun Fair, which accompanied a brand-new Battle of Flowers event which travelled through the heart of Town for everyone to enjoy for free.

The Parish of St Helier delivered the annual St Helier Day celebrations with the Fete de St Helier taking over Parade Gardens and a very windy pilgrimage made its way to Elizabeth Castle. The Havre des Pas Seaside Festival once again returned to Havre des Pas with an incredible weekend of fun on the beach.

SAINT HELIER

the myth and the man While the full origins of our parish are lost in the mists of time, one important story has come down to us—and is commemorated every year. Historian Ian Ronayne delves into the mythical and historical past of Saint Helier.

On a blustery but mostly bright recent Sunday morning, an intrepid procession of pilgrims wound their way from the Town Church across the sands to Elizabeth Castle. They came to remember a man who lived—and died—out there over 1,500 years ago.

Not in the castle. Its mighty ramparts and imposing cannon are relatively recent additions to the islet in St Aubin’s Bay. Before the castle, a priory stood on the site, and before that, a community of monks.

And before them all, one man is said to have lived a spartan life, perched on a rock above the waves. His name was Helier—and it was him the pilgrims came to commemorate.

But survival depended on receiving early warning of any approaching vessels. People living among the dunes—now the area occupied by town—befriended the hermit on his offshore rock.

In return, Helier served as a lookout, alerting them to danger from the sea by signalling from his elevated vantage point.

According to legend, on one occasion Helier prayed for divine intervention as a band of marauders approached. In response, a violent storm arose and destroyed the invading ships.

However, it seems that such intervention had its limits. In the year 555, another raiding party reached Jersey unopposed, found the hermit on his rock—and murdered him with an axe.

The legendary walk That was not the end of Helier’s story.

According to legend, after being beheaded, Helier picked up his severed head and walked across the tidal flats to the mainland.

Terrified by the sight, the raiders fled.

Convention tells us that Helier—Hellerius in Latin—was born in what is now Belgium, roughly 1,500 years ago.

The next day, Islanders discovered his body and placed it in a boat, which drifted across the sea to the Continent. When it came ashore, the remains were taken to a church inland, where a healing spring burst forth at the spot they were laid to rest—a sign, many believed, of the man’s sanctity.

His pagan parents sent him to be educated by a religious order, whose teachings persuaded Helier to adopt their Christian beliefs. When his enraged father killed Helier’s teacher for converting his son, the young man fled his family home in search of refuge.

Remembering the myth and the man The story of Saint Helier has been passed down through generations. Over time, it has undoubtedly been embellished, exaggerated, lost, rediscovered, and reimagined on many occasions.

He found it within a monastery on the Îles Saint-Marcouf, off the coast of Normandy. Yet after some time, Helier grew restless and sought a life of deeper solitude as a hermit.

This makes it difficult to see clearly through the myths and identify the real man behind them. But it is not hard to recognise the essence of his character—humility, compassion, and bravery in service to others.

The man behind the name

Crossing the Cotentin Peninsula, he travelled to Jersey and settled on a small, barren islet just off the southern shoreline.

Accessible only at low tide, it became the setting for a life of extreme abstinence—wearing thin garments, sleeping outdoors, and surviving on the sparsest of meals.

That is surely something worthy of an annual commemoration.

Murdered by marauders Jersey’s small population in those days had the misfortune of suffering regular visits from marauders who arrived by ship to raid and ravage local communities. The only defence for those on the coast was to flee inland and hide.

The Christmas Light parade will then leave West’s Centre at 6.30 pm, made up of Santa’s sleigh, the Le Petit Train, and other performers, and will make its way to Parade Gardens for the ultimate Christmas Switch On extravaganza!

The park will be open from 4 pm with family-friendly entertainment on the main stage, food and drink vendors, and a sing-along show just before Santa’s big arrival.

Trees for Lives If you plant a lot of trees, you’ll need to carry out a lot of maintenance, which is exactly what Jersey Trees for Life does for most of the year. Those of you who have planted trees of your own are probably well aware of this.

O

ver summer and early autumn, competing species like bracken, bramble, bindweed, sticky plant and nettles can grow prolifically. Bracken is the poster child, rapidly engulfing banques, côtils and valleys Island wide.

While there’s nothing intrinsically bad about most competing species, they divert vital nutrients and water away from trees, slowing down growth. The problem is therefore most acute when whips and saplings (as opposed to larger trees) are overwhelmed by one or more of these interlopers, which can happen surprisingly quickly. That’s why it’s so important to clear them and why Jersey Trees for Life and its volunteers spend so much time doing so at this time of year.

It's impossible to talk about maintenance without watering, especially after a dry summer (not that it’s the most complex facet of tree care). A thorough watering every 7-10 days is optimal, ensuring a deep soak into the roots – root hydration is key to successful growth.

Growing forward As global temperatures rise, treescapes will follow.

For Jersey, this means a long-term transition to more drought-tolerant species while the likes of beech, Scots pine and silver birch struggle. We shouldn’t write off our current crop too soon, though. Trees are famously resilient and can adapt to their environment by developing strategies primarily based on drought avoidance.

Mulching – removing existing plants from surrounding ground and adding a layer of woodchip or other (typically) organic matter – is another useful tool in the tree care kitbag. If you have the time and inclination, this technique is great for reducing weed growth, plus it helps soil to retain water and control its temperature. It even looks good.

Examples can be found at Adelina Wood and Val de la Mare, if you’re keen to see for yourself.

Avoidance is based on simply maximising intake and/or reducing water use. As water intake is a function of root surface area, trees can survive drought by evolving larger root systems. Conversely, to reduce water use they slow transpiration by manipulating their leaves with tactics such as restricting growth, forming a layer of hair or wax and even shedding (abscission).

As for pruning, autumn’s typically not the time, as trees are preparing for dormancy. As a rule, stick to winter (there are plenty of summery exceptions).

Twinning NEWS Following the visit of delegations from all five of St Helier’s Twin Towns (Avranches, Bad Wurzach, Funchal, Trenton and Mykolaiv) for Jersey’s Liberation 80 celebrations, twinning activities have continued during the year, especially with the Parish’s French and German Twin Towns.

45 pupils from Haute Vallee school visited their pen friends at College Notre Dame de la Providence in Avranches.

According to their teacher, Sophie Roberts, “the students thoroughly enjoyed the experience. They were thrilled to meet their pen pals and spent Friday exploring what it’s like to attend school in France.

We shared a lovely lunch in the canteen and took part in fun bilingual activities such as human bingo.”

Also, in June, a group from Avranches travelled to Jersey to take part in the Jeux Intervilles held in Grouville. This involved 8 Jersey Parishes and their Twin Towns in Normandy competing at various activities including jigsaw making.

In July, a delegation from the St Helier-Avranches Jumelage attended Avranches’ Liberation Day, while a group from the St Helier-Bad Wurzach Partnerschaft travelled to Germany for Bad Wurzach’s annual ‘Blut Fest’, a religious ceremony involving hundreds of horses and marching bands descending on the Town Centre.

Progress update: Advancing the New Healthcare Facilities Programme – and what’s next As part of the Government of Jersey’s broader initiative to showcase progress on our shared Common Strategic Priorities, Islanders may have seen recent updates highlighting how the New Healthcare Facilities Programme (NHFP) is advancing its commitment to “start building a new hospital at Overdale”. So, for this quarter’s edition, I thought it would be helpful to take a moment to recap where we currently stand with the Programme as a whole – and what critical work is still to come.

What’s happened since the start of the Programme?

Since the Independent Review was presented to the States Assembly in November 2022, the Programme has made steady progress. The review found that a single-site hospital at Overdale was no longer achievable within the approved budget and recommended a phased, multi-site approach.

In line with good governance, the Strategic Outline Case was developed and endorsed in June 2023. It considered different options for new facilities and confirmed the continued urgent need, or case for change. The recommended way forward from that review was a multi-site model and the Feasibility Study explored different options for two configurations of multi-site proposals (Hot and Cold vs Acute and Ambulatory, both combining with a separate Health Village) and locations, with Overdale selected for the Acute Hospital, Kensington Place for Ambulatory Care, and St Saviour for a new Health Village.

Key milestones since then include the start and completion of demolition at Overdale (December 2023–Nov 2024), the relocation of Samarès Ward to St Ewold’s (May 2024), and a public consultation on the Acute Hospital’s concept designs to support the Planning Application. The Outline Business Case was approved in November 2024, securing Phase 1 funding from the States Assembly. Design work for the Acute Hospital progressed throughout 2024, with planning permission granted earlier this year. Meanwhile, the procurement process to appoint a Main Works Delivery Partner has been ongoing since December 2024. Crematorium services will move from Westmount to the refurbished Members’ Room at RJA&HS from September.

Next stages for the Programme: Kensington Place and St Saviour’s Health Village Given the critical importance of delivering the Acute Hospital at Overdale, much of the team’s recent work has rightly focused on developing its design, securing planning permission, and progressing the procurement of a Main Works Delivery Partner to build the facility.

However, the Programme goes far beyond Overdale. Both the Kensington Place Ambulatory Facility – utilising the site on Kensington Place and part of the existing General Hospital site – and St Saviour’s Health Village remain essential components in the wider redevelopment of our healthcare estate.

Work is now underway to refresh the Functional Briefs and Concept Designs for Kensington Place and St Saviour. This work is still in its early stages, and the next steps will involve re-engaging with clinical colleagues across Health and Community Services, as well as other key stakeholders.

The phased and flexible structure of the Programme is intentional and beneficial. It allows plans for areas that are more subject to change - such as Kensington Place and St Saviour - to evolve as required, rather than locking us into fixed decisions too early. It also enables schemes to be progressed as they are affordable.

There is still significant work to do to develop these plans, and they will only move forward with the right level of engagement. That includes input from clinicians, local residents, and the wider public.

We are currently working towards completing the updated Functional Briefs and Development Control Plans (DCP) for both sites by Q4 2025, with a view to sharing these more widely in early 2026. A DCP is a document that sets out how best a site can be most efficiently, and cost effectively developed. Once the DCPs are further developed, the team will be providing more detail on the first permanent construction works on each of the sites. They need to be carefully considered to ensure that throughtout the NHFP and especially at the end of every phase, healthcare services are operating efficiently and effectively, providing the care that islanders expect, helping staff to do their work.

In the meantime, as part of the phase one funding approved by the States Assembly, there is also budget available to develop more “meanwhile” uses for the Kensington Place site.

It has been used since purchase by HCJ for valuable additional storage and other operational needs. We are actively exploring how the site could be continued to be used in the short term to support the overall needs of HCJ as well as deliver improved Public Realm.

These discussions are ongoing, and while there isn’t a confirmed timetable at this stage, the current intention is to begin meanwhile works in early 2026, subject to proposal approvals and any required regulatory sign-off (for example, Planning Services).

continues, with parties who are capable of building the facility having expressed their interest. A preferred tenderer for these construction works is expected to be agreed in Q3 2025, with the signing of a main contract hopefully before the end of the year and construction works following.

The main focus of the procurement process is to deliver quality and value for islanders, and the timeline may change to ensure we achieve this.

As I hope Islanders understand, this process is commercially sensitive and complex with all parties needing to ensure that they understand the designs and anticipated costs before entering into a contract.

However, I look forward to providing further information about this important progress as soon as possible. In the meantime, the NHFP will continue progressing works at the site, ensuring continuity of development. In coming months, works will continue to prepare the old Jersey Water buildings to be site offices, erecting hoardings, diverting existing services, developing designs for site welfare, and site excavations.

Standing with Road Crash Victims for Over 30 Years Now Expanding Support to the Channel Islands

For over three decades, RoadPeace has stood as a vital lifeline for those affected by road crashes. As the UK’s national charity for road crash victims, RoadPeace supports people who have been bereaved or seriously injured in road collisions.

hey provide practical and emotional assistance while also campaigning tirelessly for road danger reduction and justice for victims.

Haematology is the medical science of Blood. Blood is central to our health, carrying oxygen, nutrients, and immune protection to every part of the body.

So, when something is wrong with the body it can show in the blood. Equally when something is wrong with the blood, it can affect energy levels, wellbeing, and sometimes even life expectancy. Yet, many people live with unexplained fatigue, anaemia, or iron deficiency without realising that an effective, personalised approach and treatments are available right here in Jersey.

Until now, the Channel Islands have remained one of the few areas without direct representation or structured support from RoadPeace. That is about to change. Howard Jones, the charity’s new CEO, visited Jersey and Guernsey recently to begin expanding the charity’s work across the islands. Whilst RoadPeace has been active for more than 30 years, the Channel Islands are among the gaps in our coverage and representation,” says Howard. “As new CEO, I’m putting that right.”

Jersey Haematology is a bespoke private consultancy, developed to provide islanders with direct access to high level specialist care based on the study of blood . Led by Dr Effie Liakopoulou, an international expert haematologist, our clinic offers rapid access to consultations, blood tests, and treatments such as iron infusions and venesections. During his visit, Howard met with key figures in politics, policing, the legal sector and media. The response was overwhelmingly positive and welcoming.

RoadPeace’s mission is twofold: to support victims and their families, and to advocate for policy and legal changes that reduce road danger and ensure justice. They run a national helpline, offer peer support networks, remembrance events, and legal guidance. Crucially, they also push for system-wide change, calling for improved road crash investigations and greater recognition of the trauma road crashes cause.
