signs of stabilization and selective growth. While challenges persist, the industry’s resilience, adaptability, and renewed global engagement have laid the groundwork for a more confident outlook going forward.

During 2025, textile exports reflected gradual improvement, supported by better capacity utilization, a relatively stable exchange rate environment, and improved order flows from key international markets. Value-added segments—particularly home textiles, knitwear, and processed fabrics—performed comparatively well, underscoring the industry’s shift away from purely volume-driven strategies toward higher-margin products. Sustainability

initiatives, compliance with international standards, and investments in efficiency helped many exporters retain long-term buyers despite intense regional competition.

However, this positive momentum did not come without hurdles. High energy costs remained a major concern, directly impacting competitiveness against regional peers. Access to affordable financing, fluctuating raw material prices, and regulatory complexities also continued to test manufacturers, especially small and medium enterprises. Moreover, global geopolitical tensions and changing trade dynamics kept international demand unpredictable, requiring exporters to remain agile and market-diversified.

Despite these constraints, 2025 can be characterized as a year of recalibration rather than retreat. Many textile companies focused on modernization—investing in energyefficient machinery, digital production planning, and sustainable processes. This strategic shift reflects a broader realization: long-term growth will depend not only on cost competitiveness but also on innovation, compliance, and brand credibility.

During the same period last year, exports stood at $3.32 million, marking one of the most notable gains in recent years for Pakistan’s textile trade with China. The increase highlights growing Chinese demand for Pakistan’s highquality cotton-based home furnishings, particularly bed linen, blankets, and sheets.

Among key export categories, printed cotton bed linen (not knitted or crocheted) led the surge, with exports climbing from $0.849 million in 2024 to $1.577 million in the first three quarters of 2025. GACC data shows that Pakistan shipped 190,463 kilograms of printed cotton bed linen (HS Code 63022190) to China during the period, retaining its position as the top global supplier in this category. Bangladesh followed with exports worth $1.12 million.

Other segments also recorded steady growth. Blankets and travel rugs made of cotton rose sharply from $0.018 million in 2024 to $0.353 million this year, while cotton bed sheets (not knitted, crocheted, printed, or embroidered) increased from $0.406 million to $0.544 million.

The EU remained Pakistan’s largest export destination, with shipments rising to $1.91 billion between July and September 2025–26, up from $1.80 billion a year earlier. The bloc accounted for nearly 40% of Pakistan’s textile and apparel exports, led by strong demand for home textiles, garments, and cottonbased products. The United States ranked second at $1.31 billion, showing steady performance over the same period, while the United Kingdom followed with $459 million. Exports to Bangladesh and the UAE stood at $179 million and $153 million, respectively.

The Council noted that consistent demand for home textiles

The UK showed mild improvement, with textile exports edging up to $459 million, supported by stronger sales of knitwear and bed linens. However, demand for men’s shirts and bed covers softened slightly.

The PTC described the UK as a stable but increasingly competitive market, requiring exporters to maintain high standards in design and compliance.

Exports to Bangladesh—dominated by cotton yarn and denim fabric—reached $179 million, indicating a modest recovery. Denim fabrics weighing over 200 grams per square meter grew nearly 12% year-on-year, underscoring Pakistan’s role in supporting regional textile value chains, as Bangladeshi garment producers rely heavily on Pakistani inputs.

The UAE market hit a five-year high with exports of $153 million, driven by men’s jackets, trousers, and cotton apparel, though some categories, including synthetic women’s suits, saw notable declines. The Council attributed this mixed trend to the UAE’s volatile re-export market and heightened price sensitivities.

Despite the solid performance across key destinations, the PTC warned that overdependence on a handful of markets leaves Pakistan’s textile sector exposed to external shocks. The EU, US, and UK together account for more than two-thirds of total textile and apparel exports, making diversification an urgent priority.

The Council recommended expanding outreach to East Asia, Africa, and emerging Middle Eastern economies, coupled with commercial diplomacy, stronger trade intelligence systems, and active participation in global trade exhibitions to build new market linkages.

It also urged exporters to enhance compliance and sustainability practices to preserve access to European markets amid tightening ESG and traceability standards.

Further, the PTC called for pursuing regional trade agreements and leveraging Pakistan’s strategic geographic position to deepen integration with ASEAN and neighbouring countries.

Textile Exports Maintain Upward Momentum in Early Fiscal Months Pakistan’s textile industry has posted a steady performance at the start of the current fiscal year, underlining its continued importance to the national economy. Export revenues from the sector crossed the $6.3 billion mark during the first four months, reflecting sustained growth compared to the same period last year and reinforcing textiles’ role as a major source of foreign exchange and employment.

Although export earnings softened marginally on a month-on-month basis in October, industry analysts view the movement as routine rather than indicative of a slowdown. Shipments during the month were largely in

Textile production recorded growth during the first quarter of the fiscal year, with a notable pickup in September, signaling improved factory utilization and operational efficiency. Industry experts attribute the trend to better production management and continued interest from overseas buyers.

Despite global supply chain challenges and fluctuating market conditions, the sector has shown resilience. Government agencies and trade bodies continue to focus on export facilitation, modernization, and investment promotion to preserve growth momentum and strengthen Pakistan’s standing in global textile markets.

Pakistan’s New Textile Roadmap Targets Synthetic Growth, Value Addition, and $30 Billion Export Goal by 2030 Pakistan is finalizing a comprehensive strategy to modernize its textile base and reduce import dependency, aligning the National Cotton Plan 2025 with the forthcoming Textiles and Apparel Policy 2025–30, according to official documents reviewed by Wealth Pakistan.

The coordinated initiative aims to shift the industry’s focus from traditional cotton to synthetic and technical textiles, fostering import substitution, valueadded exports, and greater integration into global value chains.

Officials at the Ministry of National Food Security and Research confirmed that the National Cotton Plan is in its final drafting stage. The plan focuses on improving crop yields, enhancing fiber quality, and cutting production costs through the introduction of modern seed varieties and sustainable cultivation methods.

By synchronizing its objectives with the Ministry of Commerce, the cotton initiative is designed to reinforce the textile sector’s competitiveness and support the government’s export-led growth vision. The National Assembly’s Standing Committee on Commerce has already endorsed recommendations aligned with the plan’s goals.

In parallel, the Textiles and Apparel Policy (2025–30), now nearing completion, outlines an ambitious blueprint to maximize the use of locally sourced raw materials, expand value-added exports, and tap into new global markets. The policy, approved by the National Export Development Board, sets a target of $30 billion in textile exports by 2030 and defines strategic subsectors and destination markets to achieve that milestone.

During Fiscal Year 2025, Pakistan’s value-added textile exports, comprising apparel and home textiles, reached $14.29 billion, accounting for 80% of total textile exports, while raw materials and intermediates contributed $3.65 billion, or 20 percent.

Despite these gains, the industry remains heavily reliant on cotton, even as the global market has transitioned toward man-made fibers (MMF). Globally, MMF now represents 74% of fiber consumption, including 57 percent polyester, 6.7 percent polyamide, 6.1% other synthetics, and 6.3% viscose.

To close this structural gap, the National Tariff Policy 2025 mandates the Tariff Policy Board to adjust customs duties on non-cotton yarns and fabrics.

The revision is intended to facilitate the production of MMF-based apparel such as sportswear, women’s wear, and children’s clothing, broadening Pakistan’s product mix and export profile.

The government also intends to draw foreign and domestic investment into the production of synthetic fibers, including polyamide, polyolefin, polyethylene, and polyurethane, to reduce import reliance and build backward linkages across the textile value chain.

Under a long-term modernization vision, Pakistan is targeting entry into the global technical textiles market, forecast to exceed $300 billion by 2030. To drive this transition, the Ministry of Commerce has formed a National Technical Textile Council, which will develop a strategic roadmap for shifting from conventional cotton-based production to high-value technical textiles used in protective gear, agriculture, construction, medical, packaging, sports, and automotive applications.

Around the World BANGLADESH Bangladesh Becomes World’s Largest Cotton Importer in 2024–25, USDA Data Show Bangladesh has overtaken all competitors to become the world’s largest cotton importer, highlighting both the scale of its textile industry and its heavy reliance on foreign fibre supplies.

According to new data from the US Department of Agriculture (USDA), the country imported 8.05 million bales of cotton in marketing year (MY) 2024–25, up 5.2 percent year-on-year.

The increase reflects the continued recovery of Bangladesh’s textile sector following the pandemic slowdown.

Cotton imports remained steady despite political disruptions during the year, underscoring the sector’s resilience and the importance placed by spinners on securing raw materials.

The USDA data also point to a significant shift in sourcing patterns. Brazil emerged as Bangladesh’s largest single cotton supplier, shipping 1.9 million bales, or nearly 25 percent of total imports.

Brazil overtook India, whose exports to Bangladesh declined to 1.4 million bales.

West Africa remained the largest sourcing region overall, with Benin and Cameroon together accounting for more than onefifth of imports, while the United States and Australia each supplied about 7 percent.

Brazil’s growing share has been driven by price competitiveness and supply

reliability, supported by a production boom that has kept Brazilian cotton cheaper than Indian and West African alternatives, even after factoring in longer shipping distances.

Bangladesh’s domestic cotton consumption reached 8.1 million bales in MY25, with imports forecast to rise further to 8.4 million bales in MY26 as spinning capacity continues to expand.

However, millers cautioned that energy shortages and softer global demand could weigh on import growth in the months ahead.

Domestic cotton production remains marginal at just 155,000 bales, limited by small acreage and manual farming practices. As a result, Bangladesh’s position as a global textile powerhouse continues to depend heavily on its ability to secure imported cotton at competitive prices.

CHINA China’s Technical Textiles Exports Rise 2.9% in First Three Quarters of 2025 China’s technical textiles industry recorded exports of $31.82 billion in the first three quarters of 2025, marking a 2.9% year-on-year increase, according to data released by China Customs. The sector maintained overall operational stability despite a sluggish global economic recovery, ongoing geopolitical tensions, and uncertainty surrounding monetary policies in major economies.

Imports of technical textiles reached $4.09 billion during the same period, up 4.6% year-on-year, reflecting steady domestic demand for specialized materials.

Production data from the National Bureau of Statistics showed that nonwoven output from enterprises above designated size rose 5% year-on-year between January and September.

However, demand in certain segments remained under pressure. Output of tire cord fabric declined by 1.7% year-onyear, reflecting weaker downstream demand from the tire industry.

From an economic performance perspective, operating revenue of technical textiles enterprises above designated size increased 1.6% year-onyear, while total profit rose 0.3%, according to official data. The sector’s operating profit margin stood at 3.7%, down slightly from a year earlier.

Among listed companies, stronger growth was observed. Financial results

Around the World from 35 technical textiles and related listed firms showed operating revenue and total profit growth of 12.9% and 29.8%, respectively, in the first three quarters. Companies engaged in nonwovens and medical and hygiene textiles posted solid gains, while synthetic leather producers reported a notable decline in profitability.

Exports to major Asian markets recorded steady growth. Shipments to Vietnam, Japan, and South Korea increased by 2.8%, 1.8%, and 0.7%, respectively, while exports to Thailand surged 17.4%. In contrast, exports to the United States fell 5.4% year-on-year, largely due to tariff-related factors.

Exports to India and the Philippines also edged down slightly.

Industry sentiment improved during the period. A survey by the China Nonwovens & Industrial Textiles Association (CNITA) showed the sector’s business confidence index rose to 63.3, up 8.7 points from the first half of the year, indicating a more optimistic outlook among enterprises as the industry heads into the final quarter of 2025.

EGYPT Egypt Launches Two Major Textile Projects Worth $20.5 Million in SCZONE’s West Qantara Industrial Zone Egypt’s Suez Canal Economic Zone (SCZONE) has launched two new textile and ready-made garment projects in the West Qantara Industrial Zone, with total investments of $20.5 million and the creation of around 4,600 direct jobs.

The foundation stone for the projects was laid by Walid Gamal El-Din, Chairperson of SCZONE, and Ahmed Essam El-Din, Deputy Governor of Ismailia. The developments will span a combined area of 68,000 square metres and are fully export-oriented.

The first project, developed by Top New Garment Group, a Chinese manufacturer specialising in ready-made and sportswear, will involve investments of $7.2 million. The integrated factory will cover 28,000 sqm, create 4,000 jobs, and produce more than 25 million garments annually for export. Operations are scheduled to begin in July 2026.

The second project, by Top Credit Textile, will focus on fabric and textile production. Backed by $13.3 million in investments, the facility will occupy 40,000 sqm, generate 600 jobs, and produce over 28,000 tonnes of textiles annually, with 80 percent of output destined for export markets.

On the sidelines of the ceremony, Gamal El-Din said the first phase of West Qantara’s development has attracted 44 projects either completed or under construction, with total investments reaching $1.17 billion. These projects cover nearly 2.8 million sqm and have created about 60,000 direct jobs within two years of the zone’s launch.

He attributed the zone’s rapid progress to its strategic location, skilled workforce, and integration with Egypt’s seaports, positioning it as a regional hub for textiles, garments, and other industries, including food and agroprocessing.

Gamal El-Din added that additional project inaugurations in West Qantara will be announced soon, citing growing investor confidence. He said SCZONE continues to enhance infrastructure

INDIA India Unveils Four-Point Textile Reform Plan to Counter US Tariffs and Boost Global Competitiveness India has unveiled a four-point action plan aimed at restoring cost competitiveness in its textile industry following the imposition of a 50 percent tariff by the United States, with a particular focus on closing the gap with regional rivals Bangladesh, Vietnam, and China.

Drafted by the Ministry of Textiles, the roadmap sets out reforms across three timeframes—short term (two years), medium term (five years), and long term—targeting structural inefficiencies in the sector. The plan aims to help India, the world’s sixth-largest textile exporter, scale up exports to $100 billion by 2030.

According to a ministry note shared with industry stakeholders, the strategy will review the sector’s overall cost structure, including raw material pricing, taxation, labour regulations, production costs, and environmental compliance.

Four industry-led committees have been formed to submit time-bound recommendations covering new market strategies, fiscal and ease-of-doingbusiness measures, value-chain reforms, and product-specific cost competitiveness.

The ministry acknowledged that India has lost ground in recent years as Bangladesh and Vietnam gained market share through lower costs, higher labour productivity, and more advanced manufacturing technologies—particularly in the ready-made garments (RMG) segment.

“Labour productivity in India’s textile industry is still 20 to 40 percent lower than that of its closest competitors, highlighting the urgency for reform,” said Shiraz Askari, president of Apollo Fashion International.

India’s share of the global textiles and apparel market stood at 4.1 percent in 2024. The sector, including handicrafts, contributed 8.63 percent to the country’s total merchandise exports in FY2024–25, with shipments valued at $37.7 billion.

While the United States remains India’s largest export destination—accounting for 28.97% of textile and apparel exports—it represents only about 6 percent of the overall Indian textile industry, valued at $179 billion.

The roadmap places strong emphasis on leveraging India’s 15 existing Free Trade Agreements, covering countries that together import nearly $199 billion worth of textiles annually. India is also in advanced negotiations for a Free Trade Agreement with the European Union, whose textile import market, estimated at $268.8 billion, is more than twice the size of the US market.

Export data showed signs of resilience. Provisional figures from the Directorate General of Commercial Intelligence and Statistics (DGCIS) indicate that textile exports reached $3.10 billion in July 2025, up 5.37% year-on-year. Cumulative exports for April–July 2025 rose 3.87% to $12.18 billion. RMG exports increased 4.75% to $1.34 billion, while cotton textile exports climbed 5.17% to $1.02 billion.

In comparison, the United States imported $107.7 billion worth of textiles in 2024, with China accounting for 21 percent, followed by Vietnam (19 percent), Bangladesh (9 percent), and India (6%).

THAILAND Thai Garment Industry Presses for Swift EU Free Trade Deal to Offset Rising Costs Thailand’s garment manufacturers are urging the government to expedite negotiations on a Free Trade Agreement (FTA) with the European Union, warning that prolonged delays are eroding the sector’s competitiveness against regional rivals such as Vietnam.

Around the World According to Yosthon Kitkuson, President of the Thai Garment Manufacturers Association (TGMA), Thai exporters face export tariffs averaging 10% to 20% on garments entering the EU, while Vietnam enjoys duty-free access under its trade pact with the bloc.

“The disparity in tariffs has placed Thai producers at a clear disadvantage in the European market,” Kitkuson said.

The United States remains Thailand’s largest destination for garment exports, accounting for roughly 40% of total shipments, followed by Japan at 18%.

However, rising production costs— particularly labour and raw materials, which make up 60% to 70% of manufacturing expenses—have intensified pressure on producers.

The industry has also voiced concern over the government’s proposal to raise the daily minimum wage to 400 baht, arguing that the move could undermine factory competitiveness, especially for smaller firms and new entrants. TGMA contends that a sudden wage increase without offsetting trade advantages would strain already tight margins.

With the sector employing between 600,000 and 800,000 workers, TGMA is calling for a balanced approach that links wage policy to productivity improvements while advancing trade liberalisation.

Industry leaders believe that a Thailand–EU FTA would significantly enhance market access, narrow the cost gap with Vietnam, and safeguard Thailand’s position in global apparel supply chains.

TÜRKIYE Türkiye’s Textile Exports Reach $7.05 Billion in First Nine Months of 2025 Türkiye’s textile sector recorded exports worth $7.05 billion in the first nine months of 2025, reflecting a 0.5% year-on-year increase from the $7.02 billion achieved during the same period last year, according to data from the Istanbul Textile and Raw Materials Exporters’ Association (ITHIB).

Between January and September, producers shipped 1.87 million tonnes of products to 199 countries and free zones.

The European Union remained Türkiye’s largest market, accounting for $2.67 billion in exports.

Exports to African countries grew by 16.5% to $1.09 billion, making Africa the fastest-growing region for Turkish textile exports during the period. By destination, Italy led with $564 million, followed by Egypt ($411 million) and Spain ($388 million).

Among product categories, fabrics continued to dominate with $4.38 billion in exports, followed by yarn ($1.8 billion) and fibre ($873 million).

At the provincial level, Istanbul remained the top exporting city with $2.77 billion, followed by Gaziantep ($1.16 billion) and Bursa ($910 million).

Ahmet Öksüz, Chairman of ITHIB, said the Turkish textile industry remains resilient despite ongoing global market challenges. He added, “Our priority is to maintain market share while focusing on branded and value-added exports,” he noted, adding that the industry aims to strengthen its position in key markets such as the U.S. and the EU.” Öksüz said Türkiye’s textile exports to the U.S. exceeded $780 million in 2024, and the sector aims to build on this momentum through expanded outreach to Saudi Arabia, Kuwait, Dubai, North African countries, and Vietnam via trade and procurement delegations.

UZBEKISTAN Uzbekistan and Afghanistan Launch Joint Effort to Revive Textile Enterprises Afghanistan has begun practical work to restore the operations of several textile enterprises under joint initiatives with Uzbekistan, aimed at expanding bilateral

trade and advancing large-scale investment projects.

The Chamber of Commerce and Industry of Uzbekistan and the stateowned Afghan Textile Corporation have signed a memorandum of cooperation that focuses on the localisation and relaunch of textile enterprises previously suspended in Uzbekistan on Afghan territory. The agreement covers preliminary inventories, technical assessments, and project planning activities.

As part of the initiative, an Uzbek delegation comprising representatives of the Chamber of Commerce and Industry and textile industry specialists visited Afghanistan from October 18 to 23 to carry out on-site evaluations.

During the visit, the delegation inspected textile facilities in Parwan Province (Gulbahor Textile Factory), Kabul (sewing workshop), Kandahar (Kandahar Textile Factory), Mazar-i-Sharif in Balkh Province (Balkh Textile Factory), and Pul-i-Khumri in Baghlan Province (Pul-i-Khumri Textile Factory).

Experts assessed the condition of production buildings and equipment, evaluated infrastructure capacity, and gathered technical and economic data required for subsequent project design.

The collected materials are currently being processed and analysed.

According to officials, the findings will underpin concrete proposals for restoring and launching textile enterprises in Afghanistan, supporting job creation and strengthening economic cooperation between Uzbekistan and Afghanistan.

Italian Textile Machinery: Orders index declines in third quarter of 2025 In the third quarter of 2025, the orders index for textile machinery – compiled

by ACIMIT’s Economics Department (the Association of Italian Textile Machinery Manufacturers) – recorded a 16% decrease compared to the same period in 2024. In absolute terms, the index stood at 41.8 points (base year 2021 = 100).

The decline reflects negative performances in both the domestic and foreign markets. Specifically, on the domestic market, orders fell by 17% compared to the same quarter of the previous year, with the absolute index value reaching 49.9 points.

Foreign orders also registered a 16% decrease compared to the third quarter of 2024, with an index value of 40.7 points.

During the third quarter, the order backlog ensured four months of guaranteed production, slightly up from 3.9 months recorded in the second quarter.

Marco Salvadè, president of ACIMIT, commented: “The ACIMIT survey outlines a business climate where overall demand remains weak. In Italy the decline in order intake reflects the difficult period the textile supply chain is currently

experiencing.” Mr. Salvadè added: “On foreign markets, however, we can see some signs of recovery. Although total order intake is still down compared to the first nine months of 2024, Italian textile machinery exports — based on official data for the first half of the year — show growth in some key markets such as India, Pakistan, and Egypt.” Finally, the main Asian trade show for textile machinery, ITMA ASIA + CITME 2025, has just concluded in Singapore, offering some reasons for optimism within the sector. Salvadè concluded: “I believe the 100 Italian exhibitors can be satisfied both with the number and quality of visitors and with the business prospects generated by the many contacts made during the exhibition. I hope that the work carried out at the trade fair will translate into a stronger order intake within a geopolitical context marked by reduced uncertainty.”

Expanded halls, new product zones: VIATT 2026 unlocks broader opportunities The Vietnam International Trade Fair for Apparel, Textiles and Textile Technologies (VIATT) is poised to return to the Saigon Exhibition and Convention Center (SECC) from 26 to 28 February 2026. Building on its second edition’s nearly 13% exhibitor growth, next year’s show floor will expand by 20%, from 15,000 to 18,000 sqm and cover the full area of Halls A and B. This includes new dedicated zones for apparel, fashion accessories, and textile chemicals and dyes, with the strategic growth underscoring Vietnam’s emergence as a vertically and horizontally integrated textile powerhouse.

Despite recent business challenges, the global industry still considers Vietnam a strategic, long-term market. The country’s signing of 17 new generation free trade agreements (FTAs) has further fuelled market and export diversification[1], positioning VIATT as a pivotal platform for varied industry players to capitalise on Vietnam’s dynamic business landscape and foster international collaboration.

Apparel Fabrics & Fashion: sustainable growth engine Vietnam is a powerhouse in the textile and garment sector, generating over US$ 44 billion in 2024 and targeting US$ 48 billion this year[2], with apparel textile manufacturers now prioritising sustainable fibres, innovative fabrics, and design-driven finished products. In line with this transformation, VIATT 2026 will expand its offering to finished apparel products to better serve fashion designers, as well as garment manufacturers. The category is set to include the debut Fashion Label Zone, showcasing boutique fashion houses, while the fair will also introduce a dedicated Fashion Accessories Zone for bags, footwear, jewellery, and more, likely to appeal to brands such as Tory Burch and Zara, notable buyers in the previous edition.

Fairs and Exhibitions VIATT 2025 attracted other global brand buyers including American Eagle, Callaway, Club Monaco, Decathlon, J.Crew, Lululemon, M&S, Nike, Puma, Target, and Wacoal. Meanwhile, Southeast Asian buyers took advantage of the international products on offer.

Reflecting on the region’s fashion potential, Mr Bao Jia Cheng from Shaoxing Sunsmile Textile Co Ltd, exhibiting at VIATT 2025, said: “We have brought fashion embroidery fabrics and polyester embroidery yarns, predominantly for stylish women’s wear.

Home & Contract Textiles: riding the urbanisation wave Vietnam’s home textile market is experiencing robust growth, driven by rising disposable income, urbanisation, and changing consumer preferences. The market is projected to grow from around US$ 3 billion in 2025 to nearly US$ 4 billion by 2030[3]. With many exhibitors at the fair aiming to leverage this growth, key product categories include bedding,

bath linen, table linen, curtains, upholstery fabrics, and decorative textiles. The demand for these fabrics has drawn notable buyers such as IKEA, Muji, and Novotel to VIATT 2025.

Building on this momentum, the 2026 edition will feature enhanced displays of finished textile products for contract and residential applications, ranging from luxury bedding and curtains to contractgrade textiles for hotels and homes.
