Surveyor Amy Hopkins, PLS, Installed as PSLS’ First Woman President At the September 10th virtual meeting of the PSLS Board of Directors, President Jonathan Tabas, PE, PLS, “passed the gavel” and installed Amy Hopkins, PLS, as PSLS’ first woman president for the rest of 2020 and all of 2021.

Amy is the owner of Urban Terrain LLC, a land surveying company located in Murrysville, PA. She began her surveying career as a Geodetic Surveyor in the United States Marine Corp and served with the Surveillance, Reconnaissance, Intelligence Group at Camp Lejeune, NC and Okinawa, Japan. Having joined PSLS in March of 2005, Amy has served as chair of the Public Relations Committee, member of the Membership Committee, and on the Executive Committee for four years. Amy is licensed in both Pennsylvania and New York and was the PSLS 2015 Surveyor of the Year.

Since being appointed by Governor Wolf, Jonathan resigned as President in order to assume duties on the PA State Registration Board for Engineers, Surveyors, and Geologists.

Message from the President As I step into the Presidency a few months early, I am reminded how essential our Society is to the success and future of our profession.

These are unprecedented times, to say the least. The Board of Directors and our various committees have adapted quickly, holding virtual meetings thru GoToMeeting, Zoom, and Teams. If time or travel had been your reason for not getting more involved, then now is the time to join a committee or become a State Director for your Chapter.

The Public Relations Committee is looking for members to help get the message out to government officials, both State and Local. The Executive Committee fought hard during the initial shutdown to make officials stand up and take notice of our profession and how essential we are to the engineering community and the economy. Our efforts were rewarded with Surveyors being added to the first group of professionals deemed essential and to return to work. We need to keep the momentum going and elevate our profession to the point where Land Surveyors are a well-known and respected profession and kids say, “When I grow up, I want to be a Surveyor.”

Membership is the key to the success of our Society. I challenge each member to reach out to one

other surveyor who is not a member of PSLS and encourage them to join. We’ve all run into other surveyors at township meetings or called them to get a copy of a survey. This is the perfect time to ask if they are a member and encourage them to join. All Surveyors should have a voice and we’re much stronger together.

I am honored to be the first woman president of PSLS and I hope to encourage other women to get involved. Of our 750 members, only 32 are women. Please encourage the women, if any, at your offices to join. I was fortunate to participate in the first ever Women Surveyors Summit in Austin, Texas last August. The pandemic forced us to cancel this year’s summit in Virginia. I’m scheduled to

host the Summit here in Pennsylvania in 2023, and I’d like to double our female membership before we host the event.

Retiring Remarks The past week has been both exciting and emotional as I resigned as President of PSLS, was sworn in as a member of the Pennsylvania Registration Board for Engineers, Land Surveyors and Geologists, played in the Reading Chapter's 29th Golf Outing & Picnic (on my 69th birthday!) joining Landon Woodward, PLS, and many friends in support of the "King George" Scholarship Fund, and attended my first meeting of the Registration Board as a full member. I don't want to (but will) mention watching the Eagles' game on Sunday with my daughters

since the season opener was such a disappointment. Somehow, I still managed to spend a few days in the field pursuing my passion, boundary surveying. Even with a pandemic, there is still a lot to keep busy!

I'm grateful for the opportunity to serve PSLS as President for the past (almost) year. Needless to say, it has been exciting and challenging, and, as a result, extremely rewarding. That is, rewarding in the sense that I believe we have met the challenges and PSLS is

adapting to continue serving Surveyors and the surveying community in Pennsylvania. A lot of this has to do with the structure of the society that was established by our leaders in the past, which enables us to meet the needs of the future. We have a lot to look forward to and Amy Hopkins, PLS, will be a great President and leader.

I have held a variety of offices from Chapter Secretary, President & State Director, to chair of state committees and member of the Executive Committee. This is a new BEGINNING for me. For the first time in 35 years, I will not hold an office or titled position in PSLS. But, I will still be a member. My association with the society has proven to be invaluable for my practice in Civil Engineering and Land Surveying. I've learned more about what I do, and what I need to do, from the people I've meet at PSLS events than any seminar or classroom training I've attended. And, who else, other than another Surveyor, really understands that unique feeling you get when your shovel meets the hard edge of a buried monument? Add in the financial benefits and you'll find the value of membership in PSLS is far greater than the cost.

I'm proud to serve the Land Surveyors of Pennsylvania as a member of the Registration Board. I look forward to seeing you soon, either virtually or in person, and I welcome invitations to attend an event and talk about the activities of the Registration Board. Best wishes, and stay healthy!

ASSOCIATION MEMBERSHIP AND THE SURVEYOR The Merriam-Webster dictionary defines membership as follows:

Membership noun

mem·ber·ship | \ˈmem-bər-ˌship plural memberships

Definition of membership 1: the state or status of being a member 2: the body of members // an organization with a large membership Membership is implied to be individuals who have something in common and therefore wish to belong to a group or organization that promotes that commonality. This is not a new concept, as various memberships have existed for centuries. The groups can be formal or informal, business or social, public or private, but the common interest is key to them all. For instance, membership was a status symbol if you and/or your family belonged to a country club, hunting club or equestrian club. Groups have gathered socially in automobile and motorcycle clubs for the past century. Civic clubs, including Kiwanis, Lions Club, and the Jaycees, were created to provide organized assistance to municipalities and neighborhoods. Museums are well known for their membership programs and those donations help keep the institutions thriving. Other membership organizations were established to help people with various causes, including civil liberties, Second Amendment rights, and retiree programs and discounts. All serve a good and dedicated purpose; however, the most important one that will most likely provide the most benefit is the professional membership.

MEMBERSHIP IN PROFESSIONAL ASSOCIATIONS Membership in a professional society, especially in times like these, is also important on many levels.

For the surveying profession, it provides advocacy and representation for not just the licensed practitioner, but anyone who works in surveying. Some of the benefits of being a member of state and national surveying associations include:

REGULATION & ADVOCACY Part of the association’s role for professional oversight is regulatory advocacy. Professional licensing has come under fire in recent years as deregulation groups seek to eliminate licensing they see as a barrier to entry rather than to protect the integrity of the interests. State and national associations are working together to defend our profession against these efforts and maintain the regulatory requirements of the surveyor.

Another area of advocacy is political representation at both the federal and state levels. From UAV uses to fighting back against infringing uses of radio signals used by GNSS satellites, the associations work

….Continued from page 6 together to represent the surveying profession’s best interest in potentially damaging policies and lack of funding for essential surveying and mapping activities.

PROFESSIONAL STANDARDS Besides advocating for licensing, the associations provide input and guidance for professional standards for technical documents and services. From working with the title examiners group to establish a national land title survey standard to specific guidelines for deliverables, our association groups work together to raise the standard of the profession. They also advocate for a higher ethical standard for all practitioners in surveying so to be seen in a respectable light.

Various certification programs are available through the national and state associations, including:

Certified Survey Technician Certified Hydrographic Surveyor Certified Floodplain Surveyor These certifications allow Surveyors to promote their skill set further as one who is specifically trained for a particular task.

EDUCATION The surveying associations provide continuing education (whether statutorily required or not) for all levels and tasks of surveyors, from introductory field and office to advanced technology and legal curriculum. Many also provide material refreshers for those preparing for their licensing exams. Many of these educational opportunities are held during annual conferences and seminars specifically targeted for surveyors, whether members or not.

Labor shortages are happening in most professions and surveying is no different. Our organizations provide educational outreach for future surveyors through various conduits, including elementary and high school programs and college career days through engineering and mapping-related curriculums. We also promote scholarship opportunities for two- and four-year degree college programs through a variety of channels.

TECHNOLOGY Along with formal surveying education topics and discussions, another substantial portion of an association’s conference or seminar is an exhibitor’s hall showcasing the latest and greatest in surveying technology. It is also a place for vendors to present new data services to augment existing surveying tasks.

Technology providers often utilize these associations for advertising and marketing so members are exposed to new equipment, software, and processes more directly than simply advertising in trade magazines.

AND MUCH MORE! Many of these organizations offer member discount programs for insurance, travel, products, and more.

They can provide these discounted options simply because of the buying power of more users, so the savings are passed on directly to the Surveyor.

Associations also often offer career centers for connecting people and open positions. Many also offer resume services to help the job seeker capture their best qualities for inclusion on a job application.

THE INTANGIBLES While the aforementioned are the main examples of the benefits of membership in your state and national surveying association, for many it is simply the opportunity to connect with fellow professionals and technicians. Whether it be for job openings, questions regarding a specific survey or simply engaging another professional in peer review, your membership in these groups helps to pave the way to completing these tasks and more.

TAKING CARE OF TODAY AND PLANNING FOR TOMORROW Although we are living in unprecedented times, maintaining your memberships, both state and national, may become a question of necessity. For most, prioritizing expenses has become more scrutinized and membership is easily seen as non-essential cost. These memberships are an investment in your profession and career, so consider that return when your next renewal form comes in the mail. The money spent now on professional memberships can go a long way in keeping your profession and career acknowledged as an essential service for years to come.

I am a long time member of PSLS having joined shortly after I became licensed as a Professional Land Surveyor in 1981. I served as a State Director for the Susquehanna Chapter in the early 1990's and was asked by my Chapter in 2018 to again serve in that role. I am a member because I believe it is important for our profession to have a voice at the state level. The only effective way to have that voice is to retain a firm to assist us with legislative and lobbying efforts and the resulting legislative alerts and calls to action. It is difficult for that to happen with our individual voices but there is power in our collective voice as a state society. With the recent requirement for continuing education credits it is a bonus to have access to webinars sponsored by PSLS. PSLS makes our annual conference possible. The PA One Call Membership alone makes ones membership worth the investment in my opinion. And I have come to appreciate the fellowship and friendships I know at our monthly Chapter meetings. Educating the Public on the Importance of Monuments—Warren, PA

by Joseph McGraw, PLS, Northwest Chapter A letter, drafted and signed by the Northwest Chapter President of the Pennsylvania Society of Land Surveyors and additional Professional Land surveyors in the Warren, PA area was sent to City of Warren Officials on December 5, 2019. The subject of the December 2019 letter was the destruction and removal of an unknown number of historic cut stone survey monuments along Pennsylvania Avenue East and Market Street in the City of Warren due to a PennDOT project in the summer and fall of 2019. This project focused on road improvements and handicap accessible upgrades to sidewalks at City street intersections. The letter was drafted to make City Officials aware of the historical importance of these monuments and also of their practical use in determining the legal right-of-way’s of City Streets.

A follow up meeting with City of Warren and PennDOT officials was held on February 5, 2020 to discuss future PennDOT projects within the City of Warren and to lay out a plan for the City to address accountability for these issues. The City of Warren expressed concerns that they had limited funds for the survey grade mapping of these stone survey monuments, but did hire a summer intern to produce GIS mapping to inventory existing stone monuments within the City limits utilizing City staff and the knowledge of local Professional Land Surveyors.

The December 2019 letter and subsequent meeting in February 2020 served as a catalyst for publishing 6 articles from February 22nd – 26th in the Warren Times Observer regarding these historical cut stone survey monuments. These articles also made City Officials and Contractors aware of Commonwealth of PA law regarding survey monument destruction (House Bill 496) and aware of a City of Warren Ordinance pertaining to the removal of survey monuments.

“Warren Monuments”…Continued from page 16 The adjacent owner of the “House of Printing” knew of the stone monument’s significance and saved it when the PennDOT contractor was going to discard it elsewhere. Sadly, this stone monument was never re-set.

In 2020 there has been accountability for the removal of survey monuments within the City of Warren. This accountability would not have happened if we as Professional Land Surveyors within the Northwest Chapter of PSLS had not voiced our opinion and knowledge regarding the stone monuments.

On May 24, 2020 while driving on Fourth Avenue in the City of Warren, Joe McGraw PLS, President of the Northwest Chapter of Surveyors noticed a historical cut stone survey monument had been removed and discarded at the southeast corner of Fourth Avenue and Poplar Street by a PennDOT contractor working on PennDOT Project ID 109137 in the City of Warren. On May 27, 2020 after email correspondence with City of Warren officials, Chad Tarr, PennDOT Construction Project Manager confirmed that a PennDOT contractor J & C Allied Construction had excavated the stone monument. PennDOT held the contractor accountable for the monument removal and J & C Allied Construction retained the services of Daniel L. Barry Land Surveyor, LLC to re-establish the original location of the stone monument after the installation of a new handicap accessible sidewalk ramp was poured. Scott Johnson PLS of Daniel L. Barry Land Surveyor LLC re-established the location of the original stone monument utilizing existing survey monumentation and a 1983 survey of the adjacent property lot. On July 17, 2020 Scott Johnson set a drill hole in the new sidewalk to monument the former location of the stone.

Jeff Zavinski, City of Warren, Assistant Director of Public Works and a former police officer notified Joe McGraw PLS, President of the Northwest Chapter of Surveyors of the removal of this historical cut stone survey monument at the northwest corner of Oneida and Biddle Street in the City of Warren on June 12, 2020. This incident occurred shortly after a meeting was held educating City staff on the physical appearance of the monuments, how to best search for them, and provide insight on establishing GIS data for the City monuments.

A nearby resident confirmed that Allegheny Contracting LLC had excavated this stone survey monument while working on installing a new National Fuel gas line within the street in close proximity to the legal rightof-way line. Shortly after, National Fuel Gas Company was notified and cooperated with City officials to rectify the situation by contacting Dan Moore PLS and retaining the services of DEM Surveying, P.C. to re-establish the location of this monument and to reset the stone.

Northwest corner of Oneida and Biddle Street in the City of Warren after the cut stone survey monument was removed sometime in June 2020. The stone survey monument was found lying nearby in the private owner’s yard on June 12, 2020.
