Surveyor 2020 PA Surveyor of the Year Karl Kriegh, PLS Karl started his surveying career in 1983. He attended college at TriState University and St. Louis Community College. His first surveying job was with James Engineering of St. Louis, Missouri. He started out as a draftsman while attending college. He then moved up from rodman to party chief. He always says that “James Engineering was the best at surveying and business.” He gives a lot of credit to the founder, James Wurm, for the opportunity to start his career in surveying.

The next surveying position was back in Philadelphia working in surveying for one of the largest companies in the region, tony DePaul.

Afterwards he worked for a few local engineering and surveying firms.

In 1997 he became a licensed surveyor in Pennsylvania. In the same year he started working for the City of Philadelphia Survey Department as a Corps Leader Supervisor. He was promoted to Assistant Surveyor and Regulator in 2003. In 2013 he was promoted to Surveyor and Regulator. In the spring of 2020 he was promoted to Acting Survey Bureau Manager for the entire City Survey Department.

Karl has been a long-standing member of PSLS and the Delaware Valley Chapter. He is currently the Del-Val’s State Director of PSLS. It is a position he has served for over 20 years. He also was President of PSLS in 2013 and served as their Membership Committee Chair. Karl has always been active at the state and local levels.

Karl is happily married to his lovely wife, Ellen. They have three children: Anthony, Mark, and Kimberly.

Message from the President: How can you serve?

Having honored our Country’s Veterans on November 11th, I’d like to say a special thank you to the members of PSLS who also served their Country. I started my career in surveying as a Geodetic Surveyor in the 2nd and 3rd Surveillance, Reconnaissance, and Intelligence Groups at Camp Lejeune, NC and Camp Hansen, Okinawa, Japan., United States Marine Corps As I transitioned out of the Marine Corps, I stepped confidently into a civilian surveying career and looked for ways to continue to serve my chosen profession.

Military service made for an easy transition into service onto the Executive Committee of PSLS. It is a 5-year commitment if you go thru all the billets of Secretary, Vice President, President Elect, President and, lastly, Immediate Past President. In these trying times I realize not everyone can commit to that amount of time.

Many of us don’t know what is in store for us next month, let alone 5 years from now. But there are many other ways for you serve PSLS. Consider becoming a state director for your Chapter. Each of the 15 chapters gets 2 representatives to the State Board of Directors. This makes up our 30 board members plus 7 on the Executive Committee. You can stay on as a State Director for a year or longer if you have the time. If you can’t attend a Board of Directors meeting, you can send an alternate from your chapter in your place. Our meetings have gone virtual until further notice, so no need to travel.

Join one of our committees. One of the nice things about committee work is that not all the responsibility falls on your shoulders alone. The Public Relations committee is looking for members who want to help reach out to the public and local & state government. We need to educate them on what surveyors do and how vital we are to the residential, commercial, real estate, construction, and energy industries.

Please consider giving some of your time to PSLS. We appreciate your help and your input. Answer our questionnaires when they come out in our email blasts. Your input is important to us. Also, you can help promote PSLS and our profession by recruiting new members from the people you meet and work with every day.

About the Author….

I began my entry level surveying experience in November 1969 while a junior in high school, I worked part time during holidays and summer vacation between my junior and senior years. This year is my 51th anniversary of land surveying.

After graduation from high school in 1971 I continued to work full time surveying. I enlisted in the United States Army Reserves on January 18, 1973 and was honorably discharged September 25, 1978. My Basic Training was at Fort Knox, KY and my A.I.T. was at Fort Lee, Virginia. This afforded me the opportunity to fulfill my military obligation while continuing to work and train as a surveyor, as well as taking Correspondence Courses in Surveying and Engineering.

I was licensed to practice surveying professionally in PA on September 8, 1977 and in New York in June 2009.

How the document, “County and Municipal Boundary Descriptions” came to be.

In April 1993 the survey company of Gasperetti & Brinkash Associates, was employed to determine the location of one of the county boundary lines between Northumberland County and Columbia County. This was a boundary survey request that our company had never received. Due to the fact that both residential and industrial improvements were occurring along the county boundary line, the question of tax dollars came into play. We estimated total work time involved just like any other boundary survey since our initial thought was to rely on all property deeds and coal company maps to reproduce the line. This was a mistake.

The survey length was 4.5 miles and our plan was to set GPS survey stations along the line at road crossings. We had a total of 5 stations with only 2 being intervisible. Sun shots were taken from all stations to establish meridians and checks. We employed the GPS services of Larry Straight, PLS, since we did not own any GPS equipment at that time. Although Larry had given us a great price for all of the survey points and post-processing, we decided to reduce the number of points to five since we had experience with solar shots.

It took us 3 days of research time alone just to determine the record process to retrace a county boundary line. In total, we had 12 days research time just to find the appropriate records to be relied upon to perform the survey. Had this document been available at the time of this survey we would have been at our original estimated time needed to do the job.

This book is spiral bound with clear protective covers on front and back. It consists of 472 pages, 8.5” x 11”, double side printed.

How the document, “Pennsylvania Boundary Commissions and Case Reviews” came to be.

In October 2017 I had been appointed to a County Boundary Commission as recommended to the courts by Commissioner David H. Widmer, PLS and Commissioner John R. Smoker, PLS. I did not anticipate the survey process, including finding the appropriate records, to be a problem. To my surprise, Mr. Widmer had compiled numerous pertinent records prior to me arriving on site along with preliminary surveys. I understood our job, as lands surveyors, was to find the original boundary lines between Butler County and Lawrence County.

However, what I did not know for sure is what surveying rules and laws applied to a retracement survey for a County Boundary. Were they the same as any other boundary retracement survey? The short answer is yes as applied to “Rules of Construction” and laws dealing with “Acquiescence”. I wanted our final boundary decisions to be based on principles having strong surveying and legal foundations. This is what led to the research of case laws dealing with decisions of Boundary Commissions which were subsequently appealed to the higher Courts of Pennsylvania.

The copyright for “County and Municipal Boundary Descriptions” was given to the PSLS in 2005 and, the copyright for “Pennsylvania Boundary Commissions and Case Reviews” in 2020 is now being given to the PSLS. It is my hope that these two documents will provide knowledge to surveyors performing County and Municipal Boundary surveys, to members of Boundary Commissions to fully understand their duties, and to attorneys involved in the litigation of these types of surveys. It is further my hope that the PSLS will update these documents when the need arises.

Biographies of PSLS Officer Nominees President-Elect: Terry E. McMillen, Jr., PLS Terry has been a member of PSLS since 1992 as a Student member and later to a Member with the Laurel Highlands Chapter. Served as the Laurel Highlands Chapter President 2006 and 2007.

Terry began his career at McMillen Engineering in 1986 as a part-time surveyor. Terry was promoted to Vice President of Surveys in January 2009. In this role, he maintained his duties as Chief of Surveys and was also responsible for ensuring the accurate and timely completion of all projects.

January 2013, Terry was promoted to Vice President and served dual roles as Vice President and Chief of Surveys.

April 2020, Terry was promoted to President and serves dual roles as President and Chief of Surveys.

Terry is currently the Vice President of PSLS.

Vice-President: Pete Brothers, PLS Pete is a Principal at Civil and Environmental Consultants, Inc. and serves as the company’s Survey and Geospatial Practice Lead for the Monroeville office. Pete has over 29 years of surveying experience and is a licensed surveyor in three states. Pete has been a member of PSLS since moving to Pennsylvania in 2005 and has served on the Board of Directors for the Southwest Chapter since 2008. He has served the Southwest Chapter as Vice-President in 2020 and it’s State Director since 2018.

Pete extended that involvement to the state level where he currently resides on the Budget and Finance committee, is the Chairperson of the Membership Committee and serves as the Secretary of the Executive Board of PSLS. Pete and his wife Carrie have six children and live in Westmoreland County, PA. Secretary: Lawrence E. Leso, Jr., PLS, PE Larry is the Division Manager of Pennoni Associates Inc., managing the Survey group in the Philadelphia office. He has over 20 years experience mixed between Land Surveying and Civil Engineering. Larry is a Licensed Professional Surveyor in 5 states and also a Licensed Professional Engineer in 3. He is a member of the DelVal Chapter and also active in the Bucks Chapter. He currently serves on the Standards Committee and was part of the review and rewriting of the Standards of Practice for PSLS. Larry is a graduate of Drexel University with a degree in Engineering and a graduate of the New Jersey Institute of Technology (NJIT) with a degree in Surveying. He is an adjunct professor at Drexel, teaching Construction Surveying in the College of Engineering. He is also a member of the Occupational Advisory Committee for Bucks County Technical High School for the Civil Engineering Technology Program.

He resides in Havertown, Delaware County with his wife Elena, son Connor and daughter Maggie.

Treasurer: Richard Shewman, PLS Richard has been a member of PSLS since 1991. He began his surveying career in 1985 in western Pennsylvania. During his time with the Southwest Chapter, he served as a Chapter Director, By-Laws Chairman. He also represented the Southwest Chapter as a State Director after becoming licensed in 1995.

Richard transferred to the Delaware Valley Chapter and became a chapter board member, where he has served since. He has served the Chapter as Secretary, Vice-President and President. Most recently, Richard has served as PSLS Treasurer since 2018. Prior to becoming Treasurer, he was involved with multiple state committees, including Public Relations, Membership and By-Laws. He was part of the joint PSLS/ACEC Executive VP Search Committee in 2012.

Richard is currently the Chief of Surveys for PennDOT, District 6-0 in King of Prussia, Montgomery County.

Also, he currently serves as the appointed liaison between PSLS and PennDOT acting to mediate an agreement for the proposed SPCS2022 geometric reference frame.

NSPS Director: Michael J. Given, PLS Mr. Given is currently the Survey Coordinator, Sr. for Williams Companies, Inc., in Pittsburgh, PA overseeing all survey functions for the development of natural gas infrastructure in the Ohio River Supply Hub (ORSH) in Pennsylvania and West Virginia. Mr. Given has 33 years of experience in the surveying field performing all aspects of survey responsibilities for government agencies, public and private utilities, commercial, educational, and industrial clients. Mr. Given is a Professional Land Surveyor registered in five states and resides in Aliquippa, PA with his wife and son.

Mr. Given has served as a trustee for the Pennsylvania Land Surveyors’ (PLS) Foundation from 2016 to 2017 and as the co-chairman from 2018 to 2019 and now serves as the Secretary/Treasurer for the PLS Foundation. Mr. Given has also served as the National Society of Professional Surveyors (NSPS) Director since 2019.
