Registration Starts January 9

Conference registration and hotel room reservation opens at 9 a.m. January 9 at conference.psats.org. A video showing how to register and reserve hotel rooms online will be available January 3 by clicking on the “How to Register” button. Online registration will save you time and money because your township secretary or manager can do a “group” registration and at a lower cost!

Valuable Workshops

PSATS works extensively with numerous township officials and subject-matter experts to develop a tremendous lineup of 80-plus conference workshops that address a wide range of issues important to townships of all sizes. There are workshops for township officials, administrators, public works, support staff, tax collectors, first responders, parks and rec staff, code officers, and more.

Designate Your Township Voting Delegate

The Township Code requires each township board to officially designate one of its attendees as the “voting” delegate, who must be certified by the township secretary when registering that person. Selecting your voting delegate and authorizing other township officials and employees to attend the conference should best be decided at your Tuesday, January 2, 2024, organization meeting to prepare for registration.

Your township’s voting delegate will help set Association policy by voting on resolutions and electing the officers and Executive Committee members who will lead PSATS into the future.

The PSATS Annual Educational Conference hosts the largest municipal exhibit show in Pennsylvania with nearly 300 indoor and outdoor vendors and state and federal agencies. This is the ONLY conference where you can get easy and direct access to many municipal service providers all in one location.

The conference kicks off Sunday night with our Welcome Reception in the Exhibit Hall, which will give you an opportunity to mix and mingle with the vendors in a relaxed setting. On Monday night, we will have our “Stars & Stripes Soirée.” On Tuesday night, we will host our popular Legislative Grassroots Reception once again at the Lodge.

BUSINESS MEETING

One of the most important actions township delegates take at the conference is voting on resolutions to guide PSATS’ legislative agenda for the following year. These are the bills and policies that you direct the Association to pursue in Harrisburg.

Make sure that your township’s voice gets heard by sending a voting delegate to the Annual Conference.

EXHIBIT SHOW

Another favorite conference feature, the indoor and outdoor municipal exhibit show — the largest of its kind in Pennsylvania — gives township officials the chance to meet with equipment vendors, engineering firms, consultants, state agencies, and others that do business with townships all in one place. Once again this year, the Sunday night Welcome Reception will take place in the Exhibit Hall to give you an extra chance to connect with exhibitors.

Largest municipal exhibit show in the state By attending PSATS’ Annual Educational Conference, you will have access to the largest municipal exhibit show of its kind in Pennsylvania. Nearly 300 vendors and state and federal agencies will be on hand to meet with you and talk about their products and services.

Who should attend Township board members, employees, solicitors, engineers, planners/zoning officials, and public safety officials.

Authority to attend Section 1402(d) of the Township Code authorizes the board of supervisors to designate one or more of the following elected or appointed officials to attend the annual conference as a delegate: the supervisors, the township secretary, the township treasurer, and/or the township manager. Each township that has paid State Association dues for the current year must appoint one of these delegates to be the voting delegate at the state conference.

The township secretary is the official person to certify the voting delegate from your township. Also, Section 607(4) of the Township Code authorizes the board

of supervisors to send any other township employee, including roadmasters and public works employees, or other elected or appointed officials, such as township solicitors and engineers, planning commission members, and emergency management coordinators, to the conference.

Wage and expense reimbursement Section 1402(g)(2) of the Township Code authorizes townships to compensate their employees, including supervisors who are employed by the township (either full- or part-time), at their regular employee rate while attending the annual conference. Section 1402(g)(3) allows townships to compensate supervisors who are not employed by the township with full or partial reimbursement for lost wages while attending the annual conference. The board of supervisors has the discretion to authorize this reimbursement but must establish a policy.

Section 1402(g)(1) of the Township Code authorizes all township attendees to be reimbursed for: • the conference registration fee; • mileage for the use of a personal vehicle or actual transportation expenses for traveling to and from the conference; and • all other actual expenses that the township board of supervisors may have agreed to pay.

Every township attendee must submit to their local board an itemized account of expenses incurred at the conference. No attendee may receive expense reimbursement for more than four days, including the time and mileage for traveling to and from the conference. Guests are not authorized to receive reimbursement for any expenses.

Kick off the 2024 Annual Conference with the Welcome Reception in the Exhibit Hall. The chairs of PSATS’ four population committees will moderate discussion in each of these sessions. Managers Roundtable 10:45 - 11:55 a.m.

Managers from throughout the state are encouraged to attend this informal, moderated panel discussion to exchange ideas about various issues important to their townships and role as managers.

Tuesday, April 16 Secretaries-Managers Luncheon Noon - 1 p.m. ($15 for secretaries and managers; $25 for others) PSATS invites township secretaries and managers to a special appreciation luncheon that offers an outstanding opportunity to network with their peers in a social setting. A lot of the important work that township secretaries and managers accomplish is often behind the scenes. This special luncheon is just one way that PSATS can say “thank you” for those efforts.

This annual panel discussion gives township secretaries, managers, and other administrators a chance to ask questions and share ideas with their peers. Attend this workshop to learn more about your role.

BE SURE TO APPOINT YOUR TOWNSHIP’S VOTING DELEGATE Be sure your township appoints its voting delegate when you register for the conference. The voting delegate represents your township at the Association’s annual business meeting, which will be held Tuesday, April 16. This is when Executive Board members and officers are elected, resolutions are debated and voted on, and, if necessary, proposed bylaws changes are adopted.

Appointing a voting delegate is an important step because it ensures that your township has a voice during discussions on important legislative issues.

Each member township that has paid its dues is entitled to one voting delegate at the annual con-

ference, who must be a township supervisor, manager, secretary, or treasurer.

Each county association may also appoint one voting delegate for each 10 townships in the county or portion thereof and is guaranteed a minimum of two voting delegates.

IMPORTANCE OF RESOLUTIONS One of the most important actions township officials can take at the Annual Conference is voting on proposed resolutions. A resolution adopted at the Annual Conference directs PSATS policy and advocacy for the next five years and tells the state legislature and state agencies what townships want.

Resolutions may be proposed by county associations, PSATS standing committees, and the Association’s Executive Board. The PSATS Resolutions Committee reviews and discusses all submitted resolutions and votes to support or oppose each one. The Resolutions Committee also reviews all resolutions that have been on the Association’s books for five years and determines which should be considered by the delegates for readoption.

The criteria below should be followed when proposing resolutions: • Does it directly impact an essential function or authority of townships?

• Does it amend or change a state or federal law, regulation, or court decision that directly impacts townships?

• Does it include clear language to communicate the desired objective?

• Is it actionable and measurable?

• Does it directly benefit townships?

Resolutions that the committee has opposed must receive a motion from the floor from a delegate of a non-sponsoring county association and a second from a voting delegate of a second non-sponsoring county association before they can be discussed and brought to a vote. If no one makes a motion, the resolution fails.

As the Annual Conference approaches, every township should make sure that it has designated a voting delegate who understands and takes seriously their responsibility to act on behalf of the township.

Conference Registration Day Checklist 1. Make sure you have the PSATS ID number for each

registrant (Any questions on PSATS ID numbers, email memberservices@psats.org.)

2. Make sure each registrant has their own email address and it is used only once!

3. Choose a voting delegate.

4. Review the checklist form on conference.psats.org to see

all the events and determine what each registrant wants to attend.

5. Have top 3 hotel choices ready.

Your badge is your ticket. If you lose your badge, it will cost $50 for a replacement.

Guests must register for the conference and wear their name badge for access to all conference activities and special events, including the exhibit areas and Welcome Reception. The guest registration fee is only for guests of township officials and employees.

After you have registered and paid, click the Hotel Reservations button to make reservations. A credit card is needed to reserve the room but is not charged at that time. An immediate acknowledgment will be sent to the email provided and a confirmation from the hotel will be sent by March 22, 2024.

Cancellation Policies Conference registration cancellations received through March 25 will be assessed an administrative fee of $50 per member/non-member registration and $25 per guest registration. No refunds will be made for conference registration cancellations received after March 25.

Cancellation policies differ for each hotel and will be noted on the confirmation received from the hotel. Any hotel changes or cancellations through March 31 must be done by the individual through PSATS, 717-763-0930, ext. 190. Any hotel changes or cancellations after March 31 must be done by the individual through the hotel.

No refunds on any meals or events will be given for any cancellation after April 9.

Shuttle Service BETWEEN THE HERSHEY LODGE AND OTHER CONFERENCE LODGING PSATS is once again offering a shuttle service that will run continuously from noon to 10 p.m. on Sunday, 7 a.m. to 10 p.m. on Monday, and 7 a.m. to 11 p.m. on Tuesday between the Hershey Lodge and all other conference hotels.

A list of these locations can be found on the adjacent page and on the “2024 Conference Hotel Directory & Shuttle Bus Map” at conference.psats.org.

The free shuttle will pick up and drop off passengers at the Chocolate Lobby portico at the Hershey Lodge and at the front entrance or shuttle pickup location of each conference hotel.

If you stay at a non-conference hotel, you will need to drive to the Giant Center to get the shuttle.

BETWEEN THE HERSHEY LODGE AND SATELLITE PARKING AREA PSATS is offering a shuttle service that will run continuously from 7 a.m. to 8 p.m.

Monday and Tuesday between the Hershey Lodge and a satellite parking lot near the Giant Center.

The free shuttle will pick up and drop off passengers at the Chocolate Lobby portico at the Hershey Lodge and at the trolley stop #2 guest house in the Giant Center parking lot, which is marked by a “PSATS” banner.

Please note: There is no satellite parking shuttle running on Sunday to the Giant Center.

The PSATS Conference Registration and Hotel Reservations open Tuesday, January 9, 2024, at 9 a.m. at conference.psats.org.

Conference (paper forms will still be accepted by mail or fax, but an additional $25 administrative fee per registration will apply.) Paper forms and disability forms are available at conference.psats.org.

Hotel Reservation FAQ  Reservations for the Association room blocks must be made through our Group Reservation System.  A credit card will be required to guarantee the hotel reservation. Check with the hotel on their payment and cancellation policies.

 A limited number of disability rooms are available at the Hershey Lodge. Please submit a “PSATS Disability Lodging Request” form to PSATS by January 12, 2024. This form is available at conference.psats.org.

 Each facility reserves the right to bill you for early departures.  Your selected facility will send a room confirmation directly to you by March 22, 2024.  The room rates quoted above do not reflect applicable state and local room occupancy taxes (currently 11%).  Accommodations will be available on a first-come, firstserved basis. You can be added to a waitlist for any hotel by contacting the PSATS Conference Help Desk at (717) 763-0930, ext. 190.  A minimum two-night stay is required to book rooms at the Hershey Lodge and the Hotel Hershey.
