That’s why “The Road to the Future” seems like the perfect theme for this year’s event as we gather again for education, networking, camaraderie, exhibits, and let’s not forget, fun! Take time to explore all the options this conference presents for township officials across the commonwealth.

WELCOME TO HERSHEY!
As we celebrate our 100th Conference, we reflect on the past accomplishments of PSATS and its members, all while continuing to chart the path forward on the “Road to the Future.”
You don’t stage 100 conferences without learning along the way. This year’s event will feature plenty of chances to listen and learn, new attractions, and a good amount of time-tested favorites throughout the Lodge. Be sure to download the conference mobile app to keep everything conference-related at your fingertips.
We certainly want the conference to give you the tools you need to make your township service job easier. Visit me during “Donuts with Dave” to ask questions or share your thoughts. We’ve also scheduled time Tuesday for you to meet with your state lawmakers, where you can pose questions and glean information to help you meet your residents’ needs.
I’m available, so please feel free to stop me as you see me around the Lodge. Listening and learning are what this conference is all about, and I’m eager to do both.

CAN ONE PERSON REALLY MAKE A DIFFERENCE?
Each member represents the “power of one” that turns into the collective strength of many. It is the passion, enthusiasm, and synergy of these individuals that PSATS has been to tapping with its Power of One volunteer initiative.
Through this effort, PSATS has been asking township officials and employees who are willing to step up and help make their association a stronger, more viable organization.
And step up you have! Since we launched this program five years ago, many of you have been volunteering to help PSATS with a whole host of needs.
Some members helped with our big December conference mailing, others have moderated workshops, and others have served as registrars for our educational sessions around the commonwealth.
And now here in Hershey, we have all sorts of Power of One volunteers helping to make this conference even more successful. Look for the Power of One ribbon on their badges. They’ll be the ones helping you find your way around the Lodge, scanning your badges at various events, moderating workshops, and helping out in many other ways.

Conference Agenda
Name Badge Needed for Admission to All Sessions
All attendees must display their 2023 PSATS Conference name badge for admission to all conference events.
You must also have this badge to get into the exhibit hall, general sessions, workshops, member lounge, receptions, and any paid events for which you registered. Exhibit hall entrances will be monitored.
There will be a $50 charge to replace a name badge. Go to the Conference Office to purchase a replacement.
General Sessions
Everyone is welcome to attend the general sessions Monday, Tuesday, and Wednesday mornings in the Chocolate Ballroom. You must have a conference name badge to get into the general sessions.
PSATS Information Desk
PSATS will have an information desk open in the Chocolate Lobby to answer your questions, including any you might have about the mobile conference app, and provide maps of the area, diagrams of the Lodge, and a lost and found. The information desk will be open at the following times:
• Sunday: 8 a.m. to 6 p.m.
• Monday: 7 a.m. to 5:30 p.m.
• Tuesday: 7 a.m. to 5 p.m.
• Wednesday: 8 a.m. to noon
Hershey Lodge Safety & Security
If a fire/smoke alarm activates, the Lodge’s safety/security department will respond to the area and silence the alarm if there is no emergency. If there is a fire, the alarms will continue to sound and guests will need to evacuate. All areas have sprinkler systems.
Emergency evacuation procedure — As you visit each level of the Hershey Lodge for workshops and other events, please note the exits nearest your location. In the case of an evacuation, follow the directions provided by Hershey Lodge security staff at that time.
Hershey Lodge security staff are on duty 24/7 and may be reached through the switchboard by dialing 0. In an extreme emergency, dial 911.

GENERAL INFORMATION BACK AGAIN!
Desk in the Chocolate Lobby, as well as codes at some exhibitor booths and scattered around the Lodge. Answer trivia questions about PSATS, townships, and Pennsylvania correctly to rack up points. You have to play to win!
Attendance & Expense Reimbursement
Section 1402(d) of the Township Code provides that the board of supervisors may designate one or more of the following officials to attend the annual conference: the supervisors, the township secretary, the township treasurer, and/ or the township manager. In addition, Section 607(4) authorizes the board of supervisors to send any other township employee, including township solicitors and engineers, to the annual conference.
Section 1402 of the Township Code states that each delegate may be reimbursed from the township’s general fund for the following expenses: registration fee, round-trip mileage or round-trip transportation expenses, and any other expenses that the board of supervisors has agreed to pay.
Every delegate attending the annual conference must submit to their board an itemized account of all allowable expenses incurred at the conference.
Delegates may not receive reimbursement for expenses for more than four days, including the time spent traveling to and from the conference.
The Second Class Township Code authorizes townships to compensate township employees, including supervisors who are employed by the township, either full- or part-time, at their regular hourly rate while attending the annual conference.
Also, townships may compensate supervisors who are not employed by the township to receive full or partial reimbursement for lost wages while attending the conference. The board of supervisors must establish a policy to authorize this reimbursement.
Please note that township officials attending the conference may not claim mileage reimbursement unless they actually drove a vehicle to and from the conference. The Internal Revenue Service’s current allowable mileage rate is 65.5 cents per mile. If the board sets a mileage rate above this figure, the difference is considered additional income and must be reported on each employee’s income tax form. Supervisors must set the per-mile reimbursement rate by resolution at a public meeting.
To support your reimbursement requests, the State Association recommends that you document your actual expenses at the conference and keep copies of receipts from hotel accommodations, meals, transportation, and other allowable expenses.
The official conference certificate of attendance and expense form will be distributed after the Wednesday morning general session.
Exhibits
Please be sure to visit the indoor and outdoor exhibit areas. The outdoor exhibits
are located in front of the Lodge, directly outside the Great American Hall Lobby. A list of the conference exhibitors begins on page 92. Exhibit hours are:
• Sunday: 1 to 5 p.m. and 6:30-8 p.m.
• Monday: 7:30 a.m. to 4 p.m.
• Tuesday: 7:30 a.m. to 1:30 p.m.
County Association Exhibit
Please be sure to visit the Fayette County Association’s exhibit in the Chocolate Lobby during the conference and learn more about what this region has to offer its residents and visitors.
If your county association is interested in exhibiting at a future conference, please notify PSATS as soon as possible.
County Association Prizes
Winners of any county association booth prize drawings will be listed at the county association’s exhibit and on the bulletin board near the PSATS Information Desk in the Chocolate Lobby. Attendees should check both places before the end of the conference on Wednesday to see if they have won a prize. Many of the county associations also generously donate gift baskets to be given as door prizes during the morning general sessions. You must be present to win the general session prizes.
Donuts with Dave
Meet informally with PSATS Executive Director David Sanko and enjoy free coffee and donuts while networking with other members on Monday and Wednesday mornings at 7:30 in Cocoa Suite 1 & Cocoa Terrace.
Breakfast Mixer with the Exhibitors
Two days of donuts!
Be sure to stop in the exhibit hall Monday and Tuesday mornings for a continental Breakfast with the Exhibitors at 7:30 a.m. This mixer gives delegates the chance to mingle with conference vendors and agency representatives at the start of the regular exhibit hall hours.
Exhibitor Prize Drawings
PSATS will post the names of exhibitor prize drawing winners on a bulletin board near the PSATS Information Desk in the Chocolate Lobby by 11 a.m. Tuesday, April 25. Delegates should check this board to see if they have won. If you are a winner, please go to the exhibitor’s booth by 1 p.m. Tuesday to claim your prize. There will be no announcements of winners’ names in the general sessions or exhibit hall.
Hospitality & County Association Suites
Be sure to visit the vendor and county association hospitality suites, where you can meet with vendors who do business with townships and with delegates
from your and other counties. The suite listing appears on page 187 and on the conference app. All suites are open Sunday, Monday, and Tuesday evenings.
If you will be visiting the hospitality suites and need to travel back to your hotel afterward, be sure to have a designated driver or call a cab, Uber, or Lyft. Please don’t drink and drive. Also, PSATS shuttles to all conference hotels are available until 10 p.m. on Sunday and Monday, and until 11 p.m. on Tuesday.
Punctuality/Trivia Prize Drawings
Punctuality prize drawings will be held during each general session on Monday, Tuesday, and Wednesday mornings. Entry cards must be placed in the “Punctuality Prize” boxes at the ballroom doors before the morning sessions begin. Each day’s punctuality prize card can be found in the back of this program. Please print legibly. You must be in the Chocolate Ballroom to win.
Prize drawings will also be held for the Trivia Contest during the Tuesday and Wednesday morning general sessions. (This is separate from ScanTrivia.) Use the blue cards in the back of the book and place them in the “Trivia Contest” boxes as you leave the general session Monday and Tuesday mornings. You must be in the ballroom to win.
Supervisor/Secretary Hall of Fame Photo Booth
If you are a township supervisor or a township secretary who has served for 20 years or more, be sure to stop by our Hall of Fame photo booth. Supervisors and secretaries who have already had their picture taken at a previous conference need not have it taken again unless they want an updated photo. The photo booth will be open Monday and Tuesday afternoon in Cocoa Suites 4 & 5 (Member Lounge). Our photographer will take your photo for a possible article in a future issue of the Pennsylvania Township News. Don’t miss out on this chance to “claim your fame!”
Evaluation Forms
Please be sure to fill out daily and workshop evaluation forms. The forms are handed out each day and in every workshop. The Association provides a summary of your comments to its Executive Board and the Conference Planning Committee for their review and input to improve future conferences. You can also complete the evaluations online or on the conference app. Instructions will be available at each workshop.
ATTENTION!
PMGA Points
If you are enrolled in the PSATS Municipal Government Academy and want to earn points for any of the PMGA-eligible workshops, please have the instructor sign your attendance form at the end of each session. Forms will be
available at the workshop location and at the Information Desk. You will be invoiced $25 for each point after the conference.
Guest Program
On Tuesday evening join fellow bingo enthusiasts for 20 games of fun with “PSATS Bingo” in the Aztec Room. Games begin at 7:45 p.m. and end at 9:45 p.m. There is an additional fee of $30 to sign up for Bingo at the 2023 Conference. Register at the Conference Office by 5 p.m. Tuesday if you’d like to play.
Free Shuttle Service
To make travel to and from the Hershey Lodge easier for those staying at PSATS Conference hotels, PSATS offers several choices to conference attendees:
• If you are staying at one of the PSATS conference hotels or the campground, a PSATS shuttle bus will be available to bring you to the Lodge directly. Shuttles will operate continuously from noon to 10 p.m. Sunday, from 7 a.m. to 10 p.m. Monday, and from 7 a.m. to 11 p.m. Tuesday between the following facilities and the Hershey Lodge:

• You can drive your car to our satellite parking lot near the GIANT Center in the Hersheypark Complex (No. 15 on the map on pages 184 and 185) and take shuttle “P” to the Lodge. Look for the signs for PSATS Shuttle Parking. Please park near the tram station close to the pedestrian bridge to the GIANT Center. (See the diagram on the adjacent page.)
Check out the GPS tracking system to find your particular shuttle during the conference on the monitor in the Chocolate Lobby vestibule. You can also track the PSATS buses online: Go to www.temeda.com, click on “Customer Login”, and use PSATS2023@psats.org for the email and PSATS2023 for the password. Click “Assets” and select the shuttle servicing your hotel.
• If you are staying at a hotel that is not serviced by PSATS’ shuttle program, check to see if it has a courtesy van that can bring you to the Lodge.

First-time attendees are encouraged to mix, mingle, and merchandise in the New-Bee Hive in Cocoa Suite 4 to meet other rst-timers and network with seasoned conference attendees and PSATS sta .
Lost and Found
Lost and found items may be retrieved or turned in at the PSATS Information Desk in the Chocolate Lobby.
Water Service
Water coolers will be available in the Exhibit Hall on Sunday, Monday, and Tuesday during exhibit hall hours. Additional coolers are located in the center hallway of the Confection Hall Level downstairs and in the Member Lounge in Cocoa Suites 4 and 5.
Food Service/Lodge Restaurants
• FOOD/SNACK BAR — Conference delegates and their guests are invited to visit the food court in the Great American Hall Lobby on the upper level of the Lodge. Lunch will be served Sunday, Monday, and Tuesday from 11:30 a.m. to 2 p.m.
• FOOD TRUCKS — Conference delegates and their guests are invited to visit the food trucks in the outdoor exhibit area, rain or shine. Hresko’s BBQ will serve breakfast from 7:30 to 10 a.m. Monday and Tuesday. This truck, along with Smiling Taco-ria and Philly Cheesesteak Co., will serve sandwiches, snacks, and beverages from noon to 5 p.m. Sunday, 11 a.m. to 4 p.m. Monday, and 11 a.m. to 1:30 p.m. Tuesday. A Chick-fil-A truck will serve lunch Monday and Tuesday at the times listed above.
• RESTAURANTS — Conference attendees may enjoy dining at the following Lodge restaurants during the conference:
• Fire & Grain features gathering tables, a fire wall, and a full service bar. Breakfast is from 7 to 11 a.m., happy hour is from 4-6 p.m., and dinner is from 5-10 p.m. each day (reservations are recommended for dinner).
• The Bears’ Den, a sports-themed restaurant and bar, serves lunch and dinner from noon to 11 p.m.; the bar is open until 12 a.m.
• The Cocoa Beanery offers specialty coffees, espresso, milk shakes, fresh pastries and breakfast items, sandwiches, salads, paninis, chocolate desserts, and snacks from 6:30 a.m. to 9 p.m. daily.
• Revelry offers contemporary chophouse fare with premium cuts and has the largest wine and spirits list in the house. Dine inside or on the patio (weather pending). The restaurant is open Sunday from 5-10 p.m (reservations are recommended).
Nearby Attractions
Hershey’s Chocolate World, Hershey Gardens (with a conservatory and butterfly house), The Hershey Story Museum, ZooAmerica, the Antique Automobile Club of America Museum, the Milton Hershey School, Tröeg’s Brewery, the Indiantown Gap National Cemetery, Pa. State Police Academy Museum, and the Tanger Outlets at Hershey are open daily. The Lodge’s concierge desk near the fireplace in the main lobby can provide more information on these and other area destinations. See the map on pages 184 and 185 for the locations of these attractions.

LOCATIONS FOR GENERAL SESSIONS, EVENTS, & WORKSHOPS
Conference general sessions, events, and workshops will be held in the following locations at the Hershey Lodge:
• Chocolate Ballroom — The Monday-Wednesday morning sessions will be held in the Chocolate Ballroom on the upper level of the convention center. The ballroom can also be divided into three rooms, the Aztec, Nigerian, and Trinidad. We will hold some workshops and events in these three rooms.

Twenty workshops at this year’s conference are eligible for points through the PSATS Municipal Government Academy, a one-of-a-kind educational program for township officials and employees.
These one-point workshops, highlighted in blue on the following pages, have been grouped into four categories: administration, planning/zoning, public safety, and public works.
PMGA enrollees may earn a maximum of six points for attending these workshops. Each workshop counts as one point, and the cost per point is $25. PMGA enrollees will be invoiced after the conference for each point earned. Thanks to generous support from the Pennsylvania Leadership Institute, township officials who enroll in PMGA at the conference won’t be charged the $75 enrollment fee, but will be invoiced afterward for each workshop point earned in Hershey.
To earn the points, attendees must stay for the entire session, and the instructor must initial their attendance form.

Traffic calming measures, such as curb bulb-outs and speed humps, are used by municipalities throughout the state to manage vehicle speeds on roads without limiting access. In 2001, PennDOT issued Pub. 383, Pennsylvania’s Traffic Calming Handbook, which has been widely used by both municipalities and PennDOT. In 2023, PennDOT will publish an update to this guide as a new chapter for Pub. 13M, Design Manual Part 2. This workshop will provide an overview of this new guidance and include Q&As.

Garry Gilliam is no stranger to football fans in Pennsylvania. He graduated from Penn State with multiple degrees (business development, psychology, and advertising), which he puts to good use in his post-professional football career. A serial entrepreneur, Garry is a proli c businessman who learned valuable business and life lessons on the eld that enhanced his character, perspective, focus, and business acumen o the eld. Using his businesses to not only complement and enhance one another, he also prioritizes community support through youth empowerment and mentorship.
With a belief that a community is only as strong as the services, resources, and businesses which support it, Garry was determined to nd ways to solve some of the biggest needs and fractures with society. It was while playing with the Seattle Seahawks that he rst channeled his vision for a sustainable, mixed-use community ecosystem into what is now e Bridge Eco-Village in Harrisburg. When complete, e Bridge Eco-Village will feature solutions to many of the problems facing underserved communities: housing, retail, co-working spaces, education opportunities, urban agriculture, and more. Garry serves as Executive Vice President of Urban Planning, Development, and Community Impact for Phoenix Global, LLC, and sits on several global boards. AGAIN THIS YEAR: SHUTTLE TRACKING STATION
Waiting on a shuttle and want to know where it is? PSATS Conference sponsor Allied Communications will be tracking all shuttles via GPS from the Chocolate Lobby vestibule at the Shuttle Tracking Station. You will also be able to get to the shuttle tracking webpage online or by a link on our mobile app.
FREE SHUTTLE SERVICE BETWEEN LODGE AND CONFERENCE HOUSING LOCATIONS
A dedicated shuttle bus will run a continuous loop from noon to 10 p.m. on Sunday, 7 a.m. to 10 p.m. on Monday, and 7 a.m. to 11 p.m. on Tuesday between the Hershey Lodge and each hotel listed above.

FREE SATELLITE PARKING SHUTTLE AT HERSHEYPARK COMPLEX
PSATS will operate a free shuttle service to and from a satellite parking lot (No. 15 on map) five minutes from the Lodge at the Hersheypark Complex, next to the GIANT Center, just off Hersheypark Drive. The shuttle will pick up passengers at Tram Station No. 2 (nearest to Giant Center). Follow the signs to the PSATS shuttle parking area. This shuttle will run continuously from 7 a.m. to 8 p.m. on Monday and Tuesday. (
Note: The Giant Center is located at 550 W. Hersheypark Drive, Hershey, PA 17033.)
