As we lean in to 2022, I’m thinking about all the new opportunities this year will bring, and how your Chamber will embrace those opportunities. As you can tell by the cover of this magazine (see full story on page 6), we are ready to ROCK! The Palm Springs Chamber is excited to unveil a series of oncemonthly tribute band concerts that will give local and visiting audiences a chance to hear their favorite bands reimagined in a live outdoor setting. Our new downtown park is the perfect gathering place for friends and family to come out and see what Palm Springs has to offer. We encourage you to have dinner, shop, explore, and end the evening with phenomenal live music.

This issue of our magazine also showcases just how amazing our city is in other ways. As we all face (and weigh) the perils inherent in traveling at this moment in time, we offer you new ideas on how to stay put and explore what the resort town you’ve chosen to call home has at your fingertips — or should we say toetips? We also showcase some of the most scintillating jewels that make our city sparkle: our smaller hotels. The goal is to have you see your city from a brilliant new perspective while you — like so many of us — choose to stay safe, close to home.

I’m sure 2022 will bring with it a few new challenges, but I look forward to the reframing that’s part and parcel of the seemingly perennial need to pivot. As always, my staff and I will endeavor to bring people together while developing new ways to produce events and to meet the ever-fluctuating needs of our business community.

The new year always brings with it a sense of hope and opportunity, and this year — even with its early challenges — is not unlike any other. Why am I so optimistic? Because Palm Springs is open for business and it has been open for business and tourism now for several months. We have all learned to adapt and pivot, and the city’s businesses — with the full support of your Chamber — have led the way to make our home a safe place to work, do business, and vacation.

As a restaurateur at Lulu California Bistro, I’m particularly encouraged by the large number of residents and visitors who have returned to downtown Palm Springs to enjoy strolling, shopping, and dining. Your Chamber co-sponsors a series of monthly free tribute band concerts in the new Palm Springs Downtown Park

T

he Palm Springs Chamber of Commerce — working in collaboration with James Elliott Entertainment — has arranged to produce a series of free, monthly tribute band concerts at the new Palm Springs Downtown Park from February through July.

The performances are held on the first Wednesday of every month at 7:00 p.m. Only acts who look, sound, and perform like the real thing will be featured.

Kicking off the whole affair on Wednesday, February 2 was TLR – Experience The Eagles, a hardworking and much in-demand tribute band based in Los Angeles. Other tribute groups scheduled to appear include those devoted to the music of Madonna, Elton John, Tina Turner, Fleetwood Mac, and Creedence Clearwater Revival.

The series is free and open to all. Bring your beach chairs and blankets and enjoy live entertainment in a beautiful plein air setting.

Co-producer James Elliott Entertainment has more than 20 years of experience in the music industry. The company books acts at several casinos, and currently manages the Lake Arrowhead Concert Series.

Sponsors of this series include the City of Palm Springs, Palm Springs Bureau of Tourism, PS Resorts, and Palm Springs Preferred Small Hotels. To market the entire affair, the Chamber will enlist the assistance of the Bureau of Tourism as well as Visit Greater Palm Springs. If the initial set of shows proves successful, the series may continue throughout the summer and year-round.

“Our city now has the perfect outdoor venue in which to host a concert series like this,” says Chamber CEO Nona Watson. “Our goal is to bring visitors and residents from throughout the Coachella Valley to downtown Palm Springs during the middle of the week so as to provide a boost to our local bars, restaurants, and retail businesses.

We also believe these special events will increase hotel room nights thanks to those attending weekend conventions and events extending their stays.”

Madonna is the only woman to have sold more than 250 million units and has recently surpassed the 300 million-mark, putting her in the company of artists like The Beatles and Elvis Presley. Her songs are universally loved by fans of all ages.

Kenny Metcalf – Elton John: The Early Years April 6 Accomplished musician and vocalist Kenny Metcalf recreates the multiple Grammy-winning legend and flamboyant superstar in each and every performance. Dazzling outfits, stunning vocals, and a spectacular backing band complete this phenomenal reproduction, which brings the audience on an adventure of both sight and sound.

“Witnessing his performance is like reliving infamous shows such as the one at Dodger Stadium in 1975, where I performed with Elton,” says Caleb Quaye, John’s producer and guitarist, who was responsible for his first record deal. “I’m proud to have performed several times with Kenny. Being on stage with him is surreal.”

Adds Rick Frio of UNI Records, “I brought Elton to the U.S. with Russ Regan and Pat Pipolo to perform at the Troubadour in 1970, when we all worked at UNI Records. I saw Elton then for the very first time — and 49 years later (in 2019), I saw him again … by Kenny Metcalf as Elton.”

​ Always Tina – The Tribute to Tina Turner May 4 Debby Holiday is a multiple “Billboard” charting singer/songwriter. She broke onto the dance scene with her 2004 summer anthem “Dive,” followed by the power ballad “Half a Mile Away,” both of which shot into the “Billboard” Top 10. All of Holiday’s subsequent early aughts dance singles charted the “Billboard” Top 20, including “Bring it On,” “Piece of My Love,” and the Tony Moran-produced “Surrender Me.” Growing up in Los Angeles, Holiday experienced every aspect of the music industry early on. Her father, Jimmy Holiday, was a passionate and soulful artist, topping the charts with several of his own singles before going on to co-write hits for Ray Charles, among others.

Naturally, exposure to this eclectic mix of musical genres strongly influenced Holiday’s own unique and compelling sound.

Mirage – Fleetwood Mac June 1 The year was 1974 when two young California singer-songwriters, Lindsey Buckingham and Stevie Nicks, joined the already established British blues band Fleetwood Mac. With Christine McVie, John McVie, and Mick Fleetwood, the band rose to legendary superstar status. Their groundbreaking album “Rumours” is still one of the best-selling albums of all time.

The Los Angeles-based Mirage, named after the band's third best-selling album, has earned top honors among tribute artists and has been heartily praised by the ‘real’ Stevie Nicks after she heard a performance. The quintet takes the audience on a journey celebrating the hits of Fleetwood Mac in its prime, recreating the classic lineup with a strong stage show and every authentic detail, from the custom wardrobe to the spot-on musical and vocal performances.

s it has been since the very beginning of the global pandemic that started more than two years ago, the Palm Springs Chamber of Commerce remains committed to focusing all of its energy and resources on concerted efforts to help member businesses stay afloat, and to assist them in continuing efforts for a safe, successful, and sustainable reboot of the economy. We’re also acting diligently to elevate public awareness of — and support for — small local businesses. Just some of the ways the Chamber has been doing this include: Proudly hosting the 10th Annual Police & Fire Appreciation Luncheon at the Palm Springs Convention Center.

The luncheon gave our business community and residents a chance to meet our new Police Chief Andrew Mills and to hear from retired Police Chief Bryan Reyes. Chief Reyes received the prestigious Richard M. Milanovich Community Service Award.

Continuing to host several ribboncuttings, including for boutique hotels, many small and large new businesses, and several new airlines that are now calling Palm Springs home.

Holding the annual Chamber holiday mixer at Wang’s in the Desert and kicking off the new year with a mixer at Asia SF.

Hosting several Palm Springs Walk of the Stars dedication ceremonies for luminaries such as Dionne Warwick, Dr. Albert Milauskas, Michael Bush, Dr. Frank Ercoli, Frank Ferrante, and David Lee. A Message from City Manager Justin Clifton Dear Palm Springs residents: As we head into the spring season, there is so much to celebrate in Palm Springs!

The new Downtown Park is officially open and has become a wildly popular venue for our residents and visitors to enjoy. In addition, the City of Palm Springs is delighted to partner with the Chamber of Commerce, P.S. Resorts, the Bureau of Tourism, and Palm Springs Preferred Small Hotels for a new Wednesday night tribute band concert series in the Downtown Park. I hope to see many of you there!

Finally, as cities across California continue struggling to address ongoing issues with homelessness, I am pleased to inform you the City of Palm Springs, in partnership with the County of Riverside, is working to move forward with a new Homeless Navigation Center in the northern part of the city. It is our hope that this new center will help improve many of the issues that have affected quality of life in our neighborhoods and business community, while providing muchneeded services for those in a need, including transitional housing units with shared bathroom and kitchen facilities, a health clinic, gathering and recreational spaces, and much more.

2022 Human Rights Commission Honors

A

local farm owners to address the COVID-19 epidemic and ensure a coordinated effort to maximize resources and prevent overlap in services and outreach. CVEC has coordinated training; established weekly testing sites for area students, school staff, and community members; and conducted testing clinics at events. Since the launch of the first COVID-19 vaccine event at Tudor Ranch, Inc. in January 2021, many on-site registration and vaccination events have been held. As of November 2021, more than 219 COVID-19 vaccination clinics have administered 36,785 COVID-19 vaccines to district residents.

t its annual Community Service Awards in February, the City of Palm Springs Human Rights Commission honored six individuals and two organizations for outstanding contributions in promoting and protecting human rights, social progress, better standards of life, and equality for all.

The following honorees were recognized for significantly enhancing quality of life in Palm Springs when the community was in crisis managing the pandemic: ANN SHEFFER, for providing leadership to support the Palm Springs effort to invest in local arts during the COVID-19 crisis. With the belief that arts build social cohesion and address social equity, racial awareness, and civic engagement, Ann’s leadership of the City of Palm Springs Public Arts Commission helped our city overcome the COVID crises.

Artists are rightfully looked to as second responders in times of crisis. They support not only mental and physical health outcomes but community resilience and rebuilding.

VACCINATE INLAND EMPIRE (VAXIE) is a volunteer, grassroots organization that has, since February 2021, helped more than 78,000 people navigate the always-changing COVID-19 vaccination system in Southern California. VAXIE was founded to address the need to provide equal vaccine access for all. Founders Rhea Hoffman and Calista Vassios saw that senior citizens struggled to navigate online appointment systems, and that undocumented and homeless communities didn’t know where to get vaccinated without being turned away. VAXIE provides a free service and assists qualified individuals — especially those with work and time constraints, mobility issues, and those without computers — in scheduling vaccination appointments, including booster shots. What started as two friends concerned about mostat-risk neighbors has turned into a growing organization with more than 25 volunteers.

CHAD GARDNER, for his giving spirit and support of the community in good times and through the complex COVID-19 crisis.

Through donations, partnerships, and special programming at his restaurants, Chad has positively impacted the community through numerous nonprofit charitable organizations.

His philanthropic support continued during the pandemic, making a measurable impact on those nonprofits and the clients they served. Chad managed through the COVID-19 challenges and helped address civic issues and the community’s needs. He served on the 12 PSILOVEYOU | Winter 2022

board of Main Street Palm Springs and the Mayor’s COVID-19 Business Transition & Reentry Task Force.

NIKKI STONE, for setting an example in the community thanks to 10 years of service with Volunteer Palm Springs — an organization that partners with local nonprofits and community organizations to help promote Palm Springs through volunteer efforts which help make our community stronger. With longstanding ties to the community, Nikki volunteers with at-risk teens, sits on the board of Well in the Desert, and participates in local organizations and human rights efforts. Her volunteerism has helped improve quality of life and has contributed to Palm Springs.

JIMMY BOEGLE, for aligning business goals and initiatives with causes and social issues that benefit the broader community during a time of significant challenges for him personally. Founder, editor, and publisher of the “Coachella Valley Independent,” Jimmy is committed to keeping the community informed of the pandemic science and data from the medical community. He is credited with keeping honest, ethical, independent local journalism alive during the COVID crises, while at the same time supporting nonprofit organizations, promoting youth housing, and preserving access to health and social services. Jimmy stayed true to his values and commitment to the community he serves during the pandemic, and continued to keep the community informed so they could manage safely and make informed decisions.

THE DESERT HEALTHCARE DISTRICT AND FOUNDATION, for increasing awareness, visibility, and access to COVID19-related health services by establishing and leading The Coachella Valley Equity Collaborative (CVEC). CVEC has successfully linked community and faith-based organizations, government agencies, and

VINCENT CORRALES, for publicly offering during the pandemic to run errands and shop for groceries for those 60 years or older confined to their home due to having compromised immune systems or other conditions that prevented them from being in public. His compassion drives him to regularly prepare meals for the area homeless. He has prepared hundreds of traditional Thanksgiving meals for families who otherwise would go without. He is credited with improving the quality of life in Palm Springs, one life at a time. He also volunteers for various organizations and events, and is a regular rider and fundraiser for AIDS Lifecycle.

DEAN LAVINE, for his support of charitable and fundraising events that have helped improve quality of life for those living in Palm Springs. When the pandemic first hit and restaurants and bars were ordered to close, it was an unprecedented situation for many business owners. Dean served on the Mayor’s COVID-19 Business Transition & Reentry Task Force, formed early in the COVID crisis. He contributed his leadership to help others in the community, and served on the city’s Parklet Design Standards Workgroup to suggest design guidelines and operational standards for parklets. Dean helped employees through the crisis, continued supporting community organizations, and offered his time to help shape policy to assist the business community in returning to operations amid a COVID environment.

Established in 1992, the Palm Springs Human Rights Commission is a nine-member commission of volunteer citizens, appointed by the City Council for three-year terms.

The commission’s mission is to promote and protect the diversity of our community and to improve human relations through education and community awareness. Heartfelt congratulations to all of this year’s honorees.

City of Palm Springs and Riverside County Moving Forward with New Homeless Navigation Center

T

he City of Palm Springs, in partnership with the County of Riverside, is moving forward with a much-needed new Homeless Navigation Center in the northern part of the city that is expected to help improve some of the ongoing issues surrounding homelessness that continue to affect quality of life in local neighborhoods and the business community.

In January, the City Council unanimously approved a resolution authorizing the City of Palm Springs to enter into a joint application with the county to apply for up to $50 million from the state’s Homekey program in order to help fund the project. The city will also

contribute $5.3 million in funds from a $10 million state grant received in June 2020. In addition, the county plans to contribute $7.0 million to help purchase the property located at 3589 McCarthy Road and assist with renovation costs.

The Homeless Navigation Center is expected to include transitional housing units with bathroom facilities, along with a commercial kitchen to prepare meals for residents, a laundry and washing area, gathering and recreational spaces, as well as a health clinic.

Historic Plaza Theatre in Downtown Palm Springs Receives Unprecedented $5 Million Donation in Support of Preservation and the Arts The much-anticipated restoration for the historic Plaza Theatre in downtown Palm Springs is moving forward thanks to an unprecedented $5 million donation from noted television/theatre producer, director, and writer David Lee, a Palm Springs resident who co-created both Wings and Frasier and has won nine Emmy Awards.

Councilmember J.R. Roberts, launched a campaign to restore the grand dame Plaza Theatre to its former glory. Lee’s donation will provide a significant portion of the funds needed for the complete restoration.

Additional donations will be sought to fully fund the restoration process, which may require $10 - $12 million to complete.

Lee recently pledged $5 million to jumpstart the extensive restoration of the celebrated theatre, $3 million of which will be donated immediately, with an additional $2 million that will follow as matching funds to encourage additional contributions.

“The Plaza Theatre is in dire need of repair and restoration, and the City of Palm Springs has committed to bringing it back to its original luster in the heart of downtown,” said Roberts, who chairs the recently established Palm Springs Plaza Theatre Foundation, a 501(c)(3) nonprofit organization, to help raise the funds required to complete the restoration. “I encourage everyone in Palm Springs who has an interest in historic preservation and architecture to consider donating to this important project.”

The Plaza Theatre is one of the city’s most iconic structures. Built in 1936, the building has been the location for film premieres, national radio broadcasts, the Palm Springs International Film Festival, and the Fabulous Palm Springs Follies. Over the last few decades, the building fell into disrepair. In 2019, the City of Palm Springs, led by former

SENATE BILL 1383 The City of Palm Springs is preparing for changes to both residential and commercial trash, recycling, and food & yard waste collection service in 2022. The state enacted Senate Bill 1383 (SB 1383) to reduce emissions of short-lived climate pollutants (like organic waste) in various sectors of California’s economy. SB 1383 establishes statewide targets to reduce the amount of organic waste disposed of in landfills (50% reduction by 2020 and 75% by 2025). It also sets a goal to rescue at least 20% of currently disposed edible food by 2025, and redirect that food to people in need. Although the state mandate requires municipalities to start this service in January 2022, the City of Palm Springs is like most other cities that are on track to provide these new services to all residents later in the year, with a start date of October 1, 2022.

The city is working with its hauler, Palm Springs Disposal Services (PSDS), to provide organic containers to all residents by October 1, 2022. For residential customers (including both single-family and multi-family dwellings), those who currently have green containers should only deposit yard waste at this time. PSDS has ordered vehicles and containers, and anticipates that it will receive them in time to provide organic waste collection services to all residential customers beginning October 1, 2022.

The city will only begin to enforce organic waste collection regulations on residential customers until all residential customers are offered green waste containers and PSDS begins organic waste in the green carts.

FOOD WARE ORDINANCE In July 2021, the City of Palm Springs passed a new ordinance (Ordinance Number 2045) to promote reusable food ware and reduce waste from single-use plastics. The new ordinance went into effect on January 1, 2022, requiring restaurants to provide accessories on demand or provide them in a self-service area. The ordinance also bans the sale and use of food ware and accessories that contain polystyrene.

Some of the key provisions that everyone should be aware of include: A broad ban on the sale and use of polystyrene food ware – in foam and rigid forms.

A requirement that reusable food ware (plates, dishes, cups) and accessories (utensils) be used for on-site dining.

A ban on plastic straws and stirrers.

A requirement that disposable food ware accessories such as utensils, straws, and stirrers be available only on request or in a self-service area to minimize distribution of unwanted items.

A ban on the use of single-use plastic bags for takeout orders.

Residents should prepare for these changes by: Saying “no” to any unwanted accessories when provided automatically.

Bringing their own bags if they are ordering food for pickup or when they expect they might have leftovers to take home.

Remembering to request accessories and condiments only when needed for takeout or for home delivery.
