A petition has been established to support priority ferry access for Powell River residents, and Diane Sparks and Mike Bryan have been busy collecting signatures. The hope is that 10,000 people will sign the petition, and that it can be presented in the BC Legislature.

Organizers of a ferry petition are aiming for 10,000 signatures to support priority ferry access for Powell River residents.

“We want residents of Powell River to get resident’s cards back, so we have top priority for boarding, and we want to get rid of those reservations, which shouldn’t apply to us,” said Mike Bryan, one of the organizers of the petition. “It’s just a money grab and it’s not fair. “They [BC Ferries] don’t realize that this is our highway.

They are there to serve us, but they cater to the tourists more than the residents.”

Diane Sparks, another petition organizer, said she would be happy to see reservations returned to 25 per cent of ferry capacity.

City commits funding for cleanup Councillors pass motions related to costs of dealing with homelessness, as well as to seek funding from the province PAUL GALINSKI reporter@prpeak.com

City of Powell River Council has passed motions related to homelessness that commits city funds and seeks provincial funds for encampment cleanup.

At the July 2 city council meeting, councillors considered three motions regarding homeless encampments located on city property, referred from the June 16 committee of the whole meeting.

Councillor Earl Almeida, in bringing the three motions forward, said the recommendations from staff were to help with the process.

“Council has put forward a request to meet at the Union of British Columbia Municipalities (UBCM) and try to ask the provincial government for some funding to help with this,” said Almeida.

“Hopefully, we’re actually able to get some help, which would balance out what we are putting aside in the budget.”

Councillor Jim Palm said he was not sure that coun-

cil should be dealing with including $30,000 in 2026 for cleanup of encampments and including funding in the 2027 budgeting process to deal with homelessness and homeless encampments, which were two parts of the recommendation being considered by council.

Palm said he had a concern with the $30,000 figure before any UBCM discussions.

“We’re setting a precedent for the city to be paying,” said Palm. “I’m not in favour of voting for that motion for that purpose.”

Palm said after seeing what he saw on a tour of encampments, it is going to cost a lot more than $30,000 to clean up the encampments.

He said he wanted to delay the motion and let the new council deal with it after the October municipal election.

He made such a motion but it was not seconded.

Councillor George Doubt said the $30,000 expenditure was straightforward.

He said he has heard a lot of people complaining that there is cleanup that needs to be done.

“It makes sense to me to devote money to cleaning up because it is going to cost money,” said Doubt.

Chief administrative office Sundance Topham said that there are some funding streams outside of the city that are being looked at.

“The reality is we are spending money cleaning up, regardless,” said Topham. “We

are actively trying to find other sources as well.”

Councillor and acting mayor Cindy Elliott said she was in favour of cleaning up city lands. She said that putting line items in the Powell River budget can be used to advocate support from the province for this type of project.

She said she was also okay with staff making plans for the 2027 budget.

“We have to clean it up,” said Elliott. “It’s our lands and we have to manage our lands appropriately. The issue that is impacting our lands is a social matter that the province needs to pick up the bill for.”

Council unanimously carried motions that staff be directed to amend the 2026 city financial plan to include $30,000 for cleanup of encampments on city land, and that council direct staff to include funding in the 2027 budgeting process for increased capacity to deal with homelessness and homeless encampments in the City of Powell River.

Council then considered a motion that council direct staff to include funding in the 2027 budgeting process for FireSmarting highrisk city parks. Councillor Trina Isakson wanted to amend the motion to have staff return to council with specific FireSmarting areas before operationalizing a FireSmarting plan.

Elliott said fire risks have gone up dramatically, with some of it related to people sheltering in the forests, as well as weather being drier and hotter.

“It is a good idea for us

to be wrapping our heads around the FireSmart idea in close proximity to our infrastructure and residences,” said Elliott.

The amendment carried unanimously, as did the main motion, as amended.

Isakson then put forward a motion that council send a letter to the minister of housing and the minister of social development and poverty reduction requesting financial support needed to address encampment response, noting the 12-plus month closure of the emergency shelter here. The second part of the motion was that council direct staff to

The motion carried unanimously.

Powell River RCMP are also looking for anyone who may have dash cam footage from Westview Avenue, between Joyce Avenue and Marine Avenue, on June 23, from 7:45 to 9:25 pm.

qathet Regional District has approved its first intake of grants-in-aid for 2026, totalling $119,959.77.

This is in addition to $108,720.88 that was provided in 2026 through preexisting funding agreements.

At the June 24 regional board meeting, the board approved grants to 22 community organizations.

A grant for $23,000 was provided to qathet ORUG Trails Society towards annual trail maintenance.

A grant for $15,000 was provided to qathet Tourism Society for staff support in the high and shoulder seasons.

A total of $5,000 was provided to Powell River Trail Riders Club for community clubhouse renovations.

Vancouver Island North Film Commission was granted $3,000 for general operating expenses.

The ORCA bus program with Powell River Child, Youth and Family Services was provided $5,000.

A grant for $1,439.54 was provided to Everybody Deserves a Smile Community Projects Society.

Powell River Therapeutic Riding Association was provided $6,979.15 for general operating expenses.

The regional board approved $3,000 to the Texada Island Sandcastle Weekend for general operating costs.

A grant for $2,000 has been awarded to Powell River Logger Sports for the 2026 logger sports event.

Four Tides Hospice Society has been provided $2,050.24 for general operating costs. qathet Film Society will receive $1,500 for the 2026 Youth Film Camp.

A grant of $3,514.69 was approved for qathet Art Council for general operating expenses.

The board approved a grant of $1,000 for qathet Festival of the Performing Arts for 2026 festival costs.

A total of $7,500 was granted to the Savary Island Land Trust Society.

Lasqueti Community Association was provided a grant of $5,000 for the community hall building repairs.

The board approved a grant of $3,000 for the Powell River United Church for the provision of community meals.

A grant of $1,000 to the Texada Island Non-Profit Seniors Housing Society was provided towards the costs of title transfer and site preparation for the proposed Texada Island housing unit.

Texada Island Dragon Boat Club will be receiving $449.48 to assist with the purchase of a trailer for a dragon boat.

Rock Your Body Texada Club will receive $599.31 for seasonal event costs.

A grant of $3,119.15 has been approved for Texada Agricultural Group for food processing equipment, training and general operation expenses.

Texada Arts, Culture and Tourism is receiving $499.42 for the Texada Pottery Group towards a wheel expansion project.

Powell River Salmon Society will be receiving $15,000 for outdoor enhancements.

A grant of $309 was approved for qathet Festival of the Performing Arts toward 2026 festival costs.

Residents should get priority boarding, say proponents 1« PETITION “A lot of seniors don’t have credit cards anymore and if you don’t have a credit card, you can’t make a reservation,” said Sparks.

“A lot of seniors are not computer literate, and I heard some comments that the BC Ferries website was difficult to navigate, so that is a concern as well. Also, when you make a reservation, you can’t pay using your Experience Card, so you don’t get the discount. If you want to use your Experience Card, you have to pay the $20 when reserving, go to the ticket booth, and then use your Experience Card to pay for the rest of it.”

Sparks said the 85 per cent reservation booking is also causing problems for those with reservations trying to get through the ticket booth in the 60- to 30-minute window that BC Ferries has provided for those with reservations. She said there have been long lineups for the Westview to Little River sailing, and if the traveller is not through the ticket booth in the required time, they risk not boarding.

Bryan said that Powell River residents shouldn’t require reservations.

“They should be for the tourists who come here once in a while and are willing to pay the extra $20,” said Bryan.

In order to maximize petition exposure, the organizers are looking for volunteers to help get signatures.

Bryan said that volunteers can contact him at 604.223.3406 to help out.

The organizers are also looking for a permanent area where they can set up to collect signatures. Sparks said she would like to get hold of the Powell River Town Centre Mall administration to see if they would like to participate in providing space for a booth inside the mall.

“That would be really helpful,” said Sparks.

She said that she had been collecting signatures in front of grocery stores, but franchise agreements are very

specific. She said she had been in front of FreshCo, but perhaps the store received a complaint, so she was told she would have to leave.

“It was disappointing,” said Sparks. “I was hoping that grocery stores, or any stores in this town, would support this initiative and help us get 10,000 signatures, so we can fight back.

“This is for the residents of Powell River, because the ferry is our highway, and BC Ferries is supposed to be catering to us for that reason.

I don’t accept the 85 per cent reservations. It’s overreach, a money grab, and it is disrespectful to the residents of Powell River that are landlocked.”

qathet Museum and Archives Society is asking local governments to discuss a location for a new museum and to identify land parcels that could be made available to the project.

At the June 30 City of Powell River committee of the whole meeting, museum and archives society vicepresident Bert Finnamore said that in 2024, the society formed a museum development committee to look into the development of a new museum in partnership with Tla’amin Nation, the city and qathet Regional District.

Finnamore said the objective was to replace the current museum and archives with a new cultural centre

that can preserve, store, and display historical and archival materials within qathet region.

“The vision is to create an inspiring culture centre to transform how we understand the past, reflect on the present, and reimagine the future together,” said Finnamore.

He said the current museum is housed in three inadequate, aging facilities, all of which are nearing the end-of-life cycles. He added that repair and upkeep costs are increasingly being downloaded to the museum. The museum also lacks access for disabled persons.

“The exhibits, particularly the Tla’amin exhibit, do not tell the whole story of qathet region,” said Finnamore.

“There is no temporary ex-

hibit space or flex space for exhibit preparation, and there is very little public program space.

“Storage space for artifacts, in spite of the new shelving, is at capacity. The museum store, which could be a significant revenue generator, is less than 100 square feet, and uses valuable exhibit space.”

Finnamore said the society is proposing to double the existing 9,800 square foot museum space in the three current facilities, to about 20,000 square in a single facility.

“We will develop proposals to Heritage Canada and the Island Coastal Economic Trust, as well as other federal and provincial community infrastructure granting agencies, using land value and museum expertise as

matching in-kind contributions for new infrastructure,” said Finnamore. “A fundraising strategy will also be necessary since grants will normally provide no more than 50 per cent of required funding.

“We have an opportunity to move forward with a new facility, with outside money in Powell River.”

Finnamore said the society is asking that representatives from the city, Tla’amin Nation and qathet Regional District meet to discuss the best location for a new museum and to identify land parcels that could be made available to the project. Preferred sites include: Willingdon Park at the current museum site, Willingdon Beach, or in or near Townsite. Finnamore said the society does not have

City of Powell River will proceed with road safety improvements to two intersections in Townsite.

At the July 2 city council meeting, councillors received a report from director of planning services Jason Gow, who said the purpose of his presentation was to provide outcomes of the Townsite intersection traffic operation and safety review study, and to seek council direction on ICBC funding toward implementation of the recommended improvements.

He said that at a council meeting November 20, 2025, council directed staff to proceed with the traffic operation and safety review study for three intersections in Townsite, and receive $20,000 in ICBC road improvement program funding.

“The initiative arose as a follow-up to the delegation from the James Thomson Elementary School parent advisory committee on April 15, 2025, which raised concerns about pedestrian safety at intersections near Henderson Park,” said Gow. The intersections in question included the intersections of Marine Avenue and Ash Avenue, Ash Avenue and Poplar Street, BE HAPPY

The traffic operation and safety review has been completed by ISL Engineering and Land Services.

Following completion of the study, ICBC will contribute funding toward implementation of the recommended improvements, according to Gow. “The study examined conditions at each of the three intersections and identified recommended physical improvements, each accompanied by cost estimates,” said Gow. At the Ash Avenue and Poplar Street intersection, it was recommended to convert the existing three-way stop control to an allway stop control to improve consistency in right-of-way assignment and to reduce driver uncertainty.

A second recommendation was to install marked crosswalks on all legs to enhance pedestrian visibility and crossing safety. The final recommendation was to add curb extensions to reduce approach and turning speeds, especially within the playground zone.

At Poplar Street, Lombardy Avenue, Aspen Avenue and Willow Avenue intersection, Gow said this is an existing five-way intersection also within the 30 km/h playground zone along Poplar Street. He said traffic operations are complex because of the five-legged configuration. There are limited sightlines between Willow and Lombardy Avenues and long pedestrian crossing distances along the marked crosswalks, Gow added.

The recommendation for this intersection is to reconfigure the existing five-legged intersection into a more conventional four-way layout by closing Willow Avenue at the intersection to simplify operations and eliminate sightline constraints. Gow said this would close Willow Avenue so that cars can’t come out from Willow travelling northbound. He said they would be directed onto Aspen Avenue.

There would be implementation of curb extensions to reduce vehicle speeds and shorten pedestrian crossing distances, plus implement an all-way stop control to support reduced vehicle approach speeds and improve pedestrian visibility and right-of-way clarity in the intersection.

The study also looked at the intersection of Ash and Marine Avenues, but Gow said staff are

not recommending changes to this intersection. He said staff were recommending accepting the ICBC contributions for the two intersections outlined. The combined contributions equal $130,200 and covers the majority of the estimated costs, said Gow. Councillor George Doubt said what was being proposed was a safe solution, it addresses a need, and helps to keep children safe, so he was in favour of it, particularly with ICBC sending money back to the community.

Councillor Trina Isakson said the reconfiguration of the intersection of Poplar Street, Lombardy Avenue, Aspen Avenue and Willow Avenue will overall result in safety.

“I expect there will be people upset with the change, and also, I know there are people who will be very pleased for that intersection to

be improved,” said Isakson.

Councillor and acting mayor Cindy Elliott said she expects there are people that will not like stopping at the bottom of Lombardy, but she has no doubt it will improve the safety of that intersection.

“I’m liking the plan because ICBC has said this is something they are willing to fund, because safety is their thing,” said Elliott. “That sets a precedent for us to move forward with other intersections that are equally hazardous.”

Council unanimously carried a motion to direct staff to amend the five-year financial plan bylaw to include ICBC road safety improvement program funding of up to $72,600 for the Ash Avenue and Poplar Street intersection, and up to $57,600 for the Poplar Street, Lombardy Avenue, Aspen Avenue, and Willow Avenue intersection.

Auto business permit approved Great Canadian Oil Change applies for development permit for empty lot on Joyce Avenue and Glacier Street PAUL GALINSKI reporter@prpeak.com

City of Powell River Council has approved a development permit to provide for the construction of a new automotive maintenance and service centre on the vacant lot at Joyce Avenue and Glacier Street.

At the July 2 city council meeting, director of planning services Jason Gow said the commercially zoned lot has been vacant for decades and previously housed a Shell gas

station. The subject property measures almost three-quarters of an acre and is a corner lot fronting on Glacier Street, Joyce Avenue, and Westview Avenue. The property is designated as mixed-use in the sustainable office community plan and is zoned C2 (service commercial) in the city’s zoning bylaw, according to Gow. “The proposed development is focused on the northern half of the lot,” said Gow. “The southern portion will remain vacant for now, and future development of the remaining portion will be conditional on achieving form and character approvals tied to a development permit application submitted at a future time.”

Gow said the proposed development is an automotive service centre, which will be a Great Canadian Oil Change outlet. He said the proponent will operate the franchise

and operates 22 other locations of the same business.

“The proposed automotive building has been designed to support drive-through oil changes and maintenance services,” said Gow. “Access into and out of the property will be provided by way of driveways onto Glacier Street, Joyce Avenue and Westview Avenue.

“What is proposed is compliant with setback requirements identified under the city’s zoning bylaw for a C2-zoned property. It does differ from the design guidelines, which state that buildings must be located with no or minimal setback from the public sidewalk and street right-of-way. Staff are supportive of this deviation from the guidelines and acknowledge the efforts made by the applicant through landscaping and incorporation of architectural features on the street-facing façade to achieve most of the curb

appeal the city desires for developments in the C2 Zone.”

Councillor Trina Isakson asked if any sidewalk improvements were intended as part of this development. Gow said his expectation is that the sidewalks will meet city standards.

Isakson said she was a little bit concerned about the Joyce Avenue access. She asked if someone was driving out, would they be able to turn left on Joyce Avenue. Gow said legally, the answer was no.

“There will be arrows indicating it is a right-hand turn,” said Gow. Isakson said in theory, it would make sense to enter by Glacier Street, go through the bays and then it will probably feel natural to come onto Joyce Avenue. She asked if it was possible not to have access to Joyce Avenue. Gow said that was a point of conversation between the city’s engineering department

and the applicant.

Isakson then said her concerns that need to be addressed at this stage have been addressed.

“I’m always excited to see empty lots be put to good use,” said Isakson. “I support development along Joyce, and I look forward to this lot being half less empty.”

Councillor and acting mayor Cindy Elliott said she was excited to see people investing and creating businesses in the community.

Council voted unanimously to issue a development permit to facilitate the construction of a new automotive maintenance and service centre on the proposed lot, and that it be subject to a payment of a landscape security deposit to the satisfaction of the director of planning services, and confirmation from the Ministry of Environment and Parks that development can proceed.

BC government’s majority stronger The NDP’s at times precarious hold on power in the legislature has suddenly become a lot tighter with the decision

by Independent MLA Amelia Boultbee to join that party and sit in the NDP caucus.

Boultbee’s move gives the NDP 48 seats in the 93-seat legislature, which is a much stronger majority than was previously the case. Because NDP MLA Raj Chouhan is the Speaker (who only votes on certain, rare occasions) it meant the governing party did not have a working majority in the House.

As a result, during the last session, more than a dozen

votes ended in a 46-46 tie.

The government had to attach “confidence” to a bunch of bills to open the door procedurally to allow Chouhan to cast the deciding vote in favour of the government.

Losing a confidence vote means the government falls from power and potentially triggers an election. So, on numerous occasions, the NDP was literally a single vote away from a political disaster.

Not so anymore.

“It’s huge,” an obviously delighted Mike Farnworth, the Government House Leader, recently told me. “It’s very

significant and allows us to run the House much more efficiently.”

It also weakens the power of the two-member Green Party caucus and the remaining Independent MLAs, as their ability to make Farnworth sweat about being a vote short has disappeared.

But Boultbee’s move potentially goes beyond the goings on at the B.C. legislature.

The NDP now has another seat in the Okanagan region, and it is a competitive one.

Boultbee won the seat as a B.C. Conservative by less than 350 votes over the NDP candidate in the 2024 election.

There is also the way Boultbee explained her decision to join the NDP and this too could have implications come election time.

Although she was elected as a member of what she considered to be a centerright political party, she feels that party has moved way too far to the right.

At a news conference at the legislature where she was backed by about a dozen NDP MLAs, Boultbee attacked her former party and said she now wants “to be part of the solution.”

“The party I was first elected with was promised to me and

many others as a big-tent party, but it gets smaller by the day,” she told reporters, and took a shot at new B.C. Conservative leader KerryLynne Findlay, saying she was more interested in “divisive Donald Trump-style populism than with things that actually matter to people.”

She may yet emerge as an effective critic of the B.C. Conservatives, since she has no history of being associated with the NDP and so her critiques may hold more water for many voters.

holds, significant light and noise pollution, and the reportedly growing economic risks of the AI bubble bursting,” said Hackett. “More broadly, we are concerned about the democratic gap, the lack of say the people in Powell River have over the future of the millsite, and the potential for domination by a large corporation, with no commitment to the community.”

Hackett made four requests of city council, including asking the BC government to repeal Article 21 of the city’s act of incorporation, which currently precludes city jurisdiction over the millsite.

The second was that the city write to the Cranberry group to indicate that a data centre may not be a good match for Powell River, and certainly needs careful consideration of its implications. The third request was that ways be found to facilitate the maximum possible open communication and public reporting on the progress of investment in the millsite, and the

fourth was to decline signing non-disclosure agreements with developers that may locate to the millsite in future.

Paddy Le Flufy, another qCA representative, said beyond these specific requests, qCA sees this major local issue of the millsite as an exciting opportunity to increase economic and participatory democracy in the region.

“To make the most of this opportunity, we believe it is important that the city and civic groups collaborate effectively,” said Le Flufy. “One possible way to launch this is a survey of the people of Powell River on what they would like to see for the millsite’s future.

Civic groups such as qCA could organize the survey, with the city providing funding and other support.”

Building on the survey, qCA envisions organizing a community assembly, where a representative group of local residents learn, debate, and report on the issues in greater details, said Le Flufy.

Councillor Jim Palm said in the qCA presentation,

Hackett had stated that tax revenues from data centres are greatly overestimated.

Palm asked for elaboration.

Hackett said data centre developers often ask for huge tax breaks and/or get subsidies.

Councillor George Doubt said there are a bunch of reasons why a developer could come to city council, such as wanting a tax break from the city.

“It’s not a surprise that it might happen,” said Doubt.

“It has happened in Powell River before and we’ve heard from people who were happy about the mill tax exemption, and a lot of people were unhappy.

“We’re very concerned about the electricity and power usage, which is why we are intervening in the Powell River Energy Inc. application for a 30-year power export.”

qathet Climate Alliance (qCA) has urged City of Powell River Council to question the prospect of a data centre at Cranberry Business Park at the old millsite.

At the July 2 city council meeting, qCA spokesperson Bob Hackett said he wanted to emphasize the need for more information and consultation around the development of the former millsite.

“We all know that Powell River was built round the mill, and whatever happens to the millsite as it is developed will have a huge impact on our community for years to come,” said Hackett.

“Despite this, as you know, neither the city nor the people of Powell River have much say in what actually happens to it. We believe that this should change, and now is the time to change it.

“We are particularly concerned about a potential data centre.” Hackett said that Cranberry Business Group’s chief executive officer Craig Austin indicated it was a possibility in a media account.

Hackett said across the United States and Canada there is growing community resistance to data centres.

“There are concerns and evidence that they would bring relatively few long-term jobs, immense energy and water use, lower than expected tax revenues, potentially higher electricity rates for house-

City objects to forest ministry letter Councillors support community forest initiative to integrate new forest licence into existing forest tenure

City of Powell River Council has directed staff to write correspondence to the ministry of forests, objecting to correspondence from the ministry regarding Powell River Community Forest’s new forest licence.

At the July 2 city council meeting, councillor and acting mayor Cindy Elliott said that council had previously directed staff to write a letter regarding the BC Timber Sales (BCTS) operating plan that asks BC Timber Sales to not encroach on or start new operating areas that encroached on a forest licence that Powell River Community Forest has procured from Interfor.

Elliott said the new BCTS plan came out with additional areas for planned forestry that overlapped the community forest’s new timber licence.

“We wrote a letter supporting them not doing that as comment to their public comment period around their operating plan,” said Elliott. “What happened is they wrote a letter back, not to us, but to the community forest. They did not copy us, and we weren’t aware they had written a response. The response essentially says that they are not required to do what we asked and they would rather wait until the minister makes a decision before they change what they are doing.”

Elliott said she wanted to ask council to support sending another letter, asking the ministry of forests, and BC Timber Sales, to write responses to the city when the city writes them a letter.

“It was probably inappropriate and not appreciated,” said Elliott. “It was also a month’s delay in us getting that response.

“I’m asking council whether we should make a motion to respond to this letter.”

Councillor Rob Southcott said the community forest indirectly compensates for the loss of a lot of revenue from a major taxpayer due to the permanent curtailment of the paper mill.

“I’d like to presume that BC Timber Sales considers that, although it is not explicitly put in this letter,” said Southcott. “I support your intention, chair, to ask staff to write to the ministry, to ask the ministry to specifically update or direct BCTS, so that the forest tenure conversion and community forest expansion can be addressed directly, and BCTS doesn’t feel obliged to follow the existing policy that seems to have them wanting

to impose into our area that has resulted in this conflict with the community forest’s intentions, which are highly to the benefit to the community.”

Southcott said his suggestion was to write a letter to the minister of forests because he believes the authority to change policy is in the hands of the minister, and that BCTS would take that direction.

Councillor George Doubt said that any prospective letter writing should be done in consultation with the community forest.

“I believe this all started with a simple letter from the city saying we supported the community forest’s application to change some tenures to get access to more timber rights,” said Doubt. “If we are going to do anything, we should do it in consultation with the community forest, rather than setting up the City of Powell River having an argument with BCTS, and with the ministry, and leaving the community forest out of it. We would be better to do something like strike up a partnership with the community forest to talk

about how to respond to this letter.”

Chief administrative officer Sundance Topham said qathet Regional District board had looked at the matter and passed a motion to send a letter to the ministry in conjunction with the community forest and the city.

“If a similar motion was made this evening, to align with that, it might tie it all together nicely,” said Topham.

Council unanimously carried a motion that council send a letter to the ministry of forests in conjunction with Powell River Community Forest and qathet Regional District to object to correspondence received from Stacey Gould, timber sales manager, BCTS, and correspondence from Allan Johnsrude, regional executive director, addressed to the community forest, regarding BCTS’s Sunshine Coast 2026 to 2030 operating plan.

In an interview with the Peak, Powell River Community Forest president Greg Hemphill said the community forest purchased a forest licence from Interfor, and the community forest’s proposal to the forests min-

ister was to convert that forest licence volume and add it to the existing community forest lands.

“There is a pathway to do this,” said Hemphill. “There was a full submission that had to take place.

“The transfer of the forest licence is complete. We own a forest licence, and we are still working through a process to get the ministry to approve adding the annual allowable cut and areas to the existing community forest.”

Hemphill said all three local governments are supportive of integrating the forest licence into the community forest.

“We don’t want BC Timber Sales coming in and starting to log in the area that we believe should be included in the community forest,” said Hemphill. “These processes take time, and we are playing it out, making sure we answer all the issues.

“We have the licence. The next piece is the conversion to community forest. We are taking a volume-based licence in the timber supply area and converting it into an area that is added to the community forest.”

Cultural contributions receive recognition Rotary presents two Paul Harris Fellow Awards

Two titans of qathet region’s cultural endeavours were acknowledged by Rotary at its July 8 meeting, held in front of a capacity crowd at Cranberry Seniors Centre.

Walter Martella, music director of qathet Academy of Music and Arts, and artistic director for International Choral Kathaumix, and Arthur Arnold, founder of Pacific Region International Summer Music Academy (PR I SM A), were the honourees.

“We are fortunate, really fortunate, to live in a community that has people like you who are committed to making it greater than it has been,” 2025-26 Rotary District Governor Jan Gisborne told the pair before presenting them with a Paul Harris Fellow pin and certificate.

A lawyer, Paul Harris, was the founder of Rotary

International, which began in 1905 when he moved to Chicago and invited three of his clients to a meeting to overcome his challenging transition to a new city.

It has grown to 1.3 million members in 45,000 clubs in 200 countries.

Gisborne reflected on Rotary's long tradition of recognizing those who embody the spirit of its motto, Service Above Self, adding that the honour celebrates individuals whose dedication strengthens their communities and inspires others to serve.

In fitting with the evening’s theme, there were musical interludes by musicians, Karina Inkster, Chris Weeks, Terry Martyniuk, Ron Campbell and PVC Trio Pam Wadden, Vernon Currie and Colleen Currie.

Each of the men had two people come forward with tributes to their achievements.

While celebrating Martella's professionalism and musical excellence, Inkster was quick to point

out that his sense of humour is equally central to who he is. “Whether leading a choir, mentoring students, or simply sharing a laugh, Walter brings joy, generosity, and authenticity to every room he enters.”

Patricia Windsor opened with the observation that since returning to Powell River, she is rarely known as Patricia anymore—simply as "Walter's sister." With warmth and humour, she reflected on Walter's lifelong musical journey, and recalled that as a young boy, he was “far less enthusiastic about practising than he is today.”

Her tribute concluded with a light-hearted musical parody, celebrating Martella’s impeccable style, “perfect hair,” infectious personality, and the standing ovations that seem to follow him wherever he performs.

Kim Barton-Bridges reflected on Arnold’s remarkable contributions to Powell River's cultural life and the lasting impact he has had on generations of young musicians. She described his be-

lief that music is more than performance; it is a way to build trust and foster understanding. "Arthur has given this community the freedom to know one another, to listen, to belong."

City Counsellor Rob Southcott described the unique moments when Arnold would appear before City Council—not to request funding, but simply to express gratitude for the community's support of PRISMA through the gift of music.

“Those performances transformed an ordinary council meeting into something extraordinary, reminding everyone that music has the power to inspire, connect, and lift people beyond the everyday.”

He credited Martella and Arnold with providing inspiration through their music, leadership, and generosity, helping to make Powell River not only a place where the arts flourish, but a community where “people are enriched and united by shared experiences with the enduring power of music.”

josh statham Fishing report July 11 It proved a bit prophetic to be discussing hook sizes before the surprise regulation changes sprung on sport fishers this past week, but that was entirely coincidental.

If you haven’t heard there are now maximum hook sizes. If a nickel can fit between the point and the shank of the hook, it’s too big. For reference, that’s 22 mm, which is not too incredibly restrictive as some 5-0 siwash hooks measured with the official Canadian hook gauge were legal, and outside of running larger plugs, that’s still a pretty sizeable hook.

Enough of the regulations talk, unless you’ve been living under a rock all year, you know the fishing is hot. But, where has it been hottest? Good ‘ol Favada Point has had multiple positive reports, and many with higher percentile clipped coho hook ups, for those avoiding Chinooks.

Running shallow right over the reef has yielded great results, as has the wall. That said, it’s pretty well hot everywhere, with great reports from Coho Pt, Blubber Bay, the Eight Ball and Harwood (front, back, everywhere).

The Spring Roll Skinny G has been perhaps the most productive lure for those trolling.

Small spoons in general have been hot.

Jigging has been very productive for both Springs and Coho. The amount of bait out there is beyond belief. Crabbing reports are hit and miss, but prawning has been surprisingly productive post-commercial season.

Vintage car club Showtime and Shine in its fifth year Classic cars and enthusiasts will gather once again outside Patricia Theatre TANYA HILL community@prpeak.com

Classic car enthusiasts are invited to gather outside the historic Patricia Theatre on Saturday, July 18, for the fifth annual Showtime and Shine event, hosted by the Powell River chapter of the Vintage Car Club of Canada (VCCC).

According to chapter vicepresident Paul Lavigne, the vintage car spectacle has expanded to cover a two-block area on Ash Avenue to accommodate an impressive turnout of more than 100 classic vehicles.

The car show runs from 10:30 am to 1:30 pm, followed by a movie feature at the Patricia Theatre.

This year's movie theme is a tribute to speed, but the title of the movie is kept as a surprise until the day of the event. There will also be cash prizes, plus local food vendors Convenient Chef and Just Frys and Dogs will be on site; Royal Zayka will also have a discount on food.

"It started out as an idea that would get our car club members and the Patricia Theatre together," explained Lavigne and fellow Showtime and Shine organizer, car club member, and newsletter author Petra Ebner. "The show's been getting bigger and bigger each year."

Ebner, who met Lavigne through their interest in classic vehicles, said the summer vintage car show started five years ago with maybe 30 to 40 cars showing up; in 2025, 120 cars showed up from all over BC. "This year, we have cars from 16 different communities coming to the

show," said Lavigne. "It's really bringing the vintage car clubs together."

Attracting that many new folks to town also means exposure to the qathet region and what it has to offer.

"Well, they stay overnight, of course, and bring money into town," said Lavigne. "I think what's really amazing about the vintage car club here in Powell River is that people are so incredibly generous with their expertise and their time, and they are always willing to lend a helping hand."

Lavigne and Ebner said the Powell River chapter of the VCCC is a very social group that regularly plans special barbecues, picnics, meet-ups and fun times together.

"Our club is very foodcentred," said Ebner. "In September, we are planning a cowboy supper."

Ebner said she bought her truck, which is an International Harvester KB-1, a classic half-ton post-war pickup truck, for

the nostalgia aspect.

"It slows things down, and people really appreciate it," said Ebner. "Kids wave, the elderly people wave and people smile; there's that kind of time travel; old cars never get old."

In May, the Powell River chapter of the club went on a tour to Campbell River for the first time, which was organized by the Vintage Car Club of Canada.

"The car show here on Saturday, July 18 is from 10:30 [am] to one o'clock, where we're out looking at cars and talking to people; then at one o'clock we do prizes, and we do a draw for cash this year, and that takes place in the theatre," said Lavigne. "Then at 1:30 [pm] we're going to show the movie."

Increased bookable space between Powell River and Comox This route has seen significant growth in recent years, with traffic volumes and population growth outpacing terminal capacity, particularly at Little River. As demand increased, customers experienced growing congestion, longer waits, and challenges accommodating essential travel, including those using the Travel Assistance Program (TAP).

To help address this, we increased bookable space on the route, added 5x more Saver fares on select sailings, expanded terminal capacity and introduced tools such as waitlists and booking alerts. Bookable space varies by sailing, based on demand patterns, and can reach up to 85%. The goal is to improve travel certainty, reduce terminal congestion and long waits, and better use vessel capacity.

What you need to know: Do I need to make a booking?

No, bookings are not mandatory and drive-up space remains available on every sailing. If drive-up staging space reaches capacity at Westview, vehicles may be turned away until after the advance booking check-in window has closed, or until after customers travelling to Texada Island are staged.

Bookings are encouraged, particularly during peak periods, as drive-up space is more limited.

How much space is available for drive-up?

At least 15% of deck space on board is allocated for customers that drive up to the terminal without a booking. While sailings at peak times may sell out of bookable space in advance, there is unsold space on many sailings that is also available for drive-up customers. On sailings with limited commercial traffic, we can typically accommodate an additional 10-15 drive-up vehicles.

Does it cost more to make an advance booking?

No, a Prepaid fare booked online costs the same as driving up and paying the At Terminal fare. When you book online, you also have the option to book a Saver fare starting from $39 on select sailings. Both fully Prepaid and Saver fares include a reservation. Kids 11 and under also sail free when added to a Saver or Prepaid booking until October 14, 2026.

How do I book in advance? Can I book over the phone?

You can book a Saver, Prepaid or Reservation Only fare in advance online on our website, using the mobile app, or by calling our Customer Service Centre directly at 1-888-223-3779.

Are motorcycle bookings available?

Advance bookings for individual motorcycles are not currently available, and motorcycles will be accommodated as drive-up. This is something we are working to implement in the future. Motorcycle groups of 5 or more can make a group booking by emailing Group.Travel@bcferries.com.

Can I still use my Experience Card?

Yes, you can continue to drive-up and use your Experience Card as a form of payment at the terminal. If you would like to confirm your sailing time in advance, book a Reservation Only online in advance of travel, and pay the balance at the terminal.

Can I change or cancel a Saver booking?

Yes, you can change your sailing up to one hour before the scheduled departure time of your original booking for a $5 change fee. You can cancel four days or more before departure for a refund of the fare paid, less a $5 cancellation fee. If you cancel three days or less, up to one hour before departure, the cancellation fee is $20.

Are there any offers available for personal RVs (recreational vehicles)?

Yes, Saver fares from $49 are available on select sailings for standard overheight vehicles (over 7 feet (2.13 m) in height). When you book an over-height Saver fare, you will also receive extra length savings of 50% off per additional foot over 20 feet (6.10 m).

Can I still make a free TAP booking in advance?

Yes, customers travelling with a completed TAP form can continue to book a free reservation. The increase in bookable space allows more customers travelling to medical appointments and other eligible services to book their travel in advance.

Powell River resident Dan Moscrip was settling into his front row, bench seat to watch the Canada Day fireworks at Willingdon Beach (Wednesday, July 1), when he and a few other beachgoers witnessed a shocking scene: A softball-sized rock striking a goose in the neck, causing the waterbird to be unable to lift its head.

At this time of year, Canada geese are diligently watching over and raising their young near water, where the goslings can feed and, if necessary, dive or swim away to escape predators.

"We got some food from a nearby restaurant, and then, we managed to scoop the best seats in the house for fireworks, right at the edge of the water," Moscrip told the Peak. "So, we were sitting there watching all the action, and there was a whole flock of geese at the water; so when these kids started throwing big rocks [what seemed like] at the geese, it was kind of spontaneous, nobody was expecting it."

He said the people on the bench next to him started yelling at the kids to stop what they were doing. He believes the young people throwing rocks could have been early teens or preteens, but is not certain of their ages.

"They seemed [the kids] shocked that people had jumped on them [about throwing the rock], but they took off right away to the campground," said Moscrip. “Then suddenly, the flock of geese started moving away from the water and heading north, and one of them was seen left behind."

He said the injured goose tried to go with its flock, but it couldn't lift its head and was flailing around in the water.

"It spent quite a while trying to get its head up and to follow the group, but it wasn't able to, and then eventually it just stopped moving and drifted out away from the shore," said Moscrip.

"Everybody was horrified; a woman next to us was just beside herself with anger, and she got up and stormed off looking for the kids."

He said a young girl went out to try to help the hurt bird, but decided not to approach.

"Imagine killing a Canada goose on Canada Day," said Moscrip.

Some folks posted about what they witnessed on Facebook.

Powell River conservation officer Leyland Klassen said that the incident is currently under investigation.

"If we get a caller or a complaint, or a file forwarded to us, we do initiate an investigation, so obviously the matter is under investigation right now," said Klassen. "It's fine if they post it on Facebook, but we don't monitor that, so that kind of makes it challenging for us because we need to hear first-hand information from the people who actually witnessed the occurrence."

He said the best thing to do is to report an incident directly to the BC Conservation Officer Service via the RAPP (Report All Poachers and Polluters) line at 1.877.952.7277, or report the incident online forms.gov. bc.ca/environment/rapp/.

"If they're a witness and they specifically heard or saw something, we would encourage people, or the general public, to report it there [RAPP line] because then we can we can follow up with those people, who can tell us what they saw, or heard in relation to the goose," explained Klassen. "The first call that we got was actually from a person who just saw it on Facebook, and that kind of makes it a little bit more complicated."

He said first-hand information is best and the most helpful for conservation officers when launching an investigation, because they need to verify and corroborate the information, in order to make sure the infor-

mation is credible.

"I think, from a wrongdoing standpoint, and especially if it's a crime of some sort, that they [the public] shouldn't report it on Facebook, they should report it to the proper authorities, so that it can be dealt with properly," said Klassen. "What I would say is, if it is a violation in progress, you're going to get a faster response if you actually call."

He said calls to the Conservation Officer Service go through Victoria, and then are triaged depending on priority. Klassen is based in Powell River.

"Victoria generates a file, and it gets sent to both officers in our zone, so not just the officers in Powell River but the officers and Sechelt as well," said Klassen. "The two biggest points, I guess, is that we're aware and it's under investigation, and that if people know anything or are direct witnesses to the violation, to call the RAPP line [1.877.952.7277]."

According to the BC W ⁠ ildlife Act: it is an offence to harass, injure, or kill local wildlife without proper authorization or outside of specific legal hunting seasons.

Animal cruelty laws: Deliberately harming a goose can result in criminal charges under the Criminal Code of Canada for causing unnecessary suffering to an animal.

Illegal actions: It is illegal to throw objects at them (geese) deliberately hit them with a vehicle, destroy their nests, or alter their fertility (such as egg addling) without a Canadian Wildlife Service (CWS) D ⁠ amage or Danger Permit.

Many in the qathet community were in shock after it was reported by the Peak that a Canada goose had been hit by someone throwing a rock at Willingdon Beach, during the Canada Day celebrations on July 1.

Afterwards, many concerned witnesses observed the bird flailing in the water, unable to pick its head up, drifting towards Townsite. A few folks called and reported the incident to the Conservation Office Service.

In an unexpected, but good turn of events, Powell River Orphaned Wildlife Society (PROWLS) announced today in a social media post: “To all the people concerned about the Canada goose that was attacked and badly injured on Canada Day, I think we picked it up,” stated PROWLS volunteers.

“A call came into PROWLS from the barge terminal on Tuesday, July 7, about an injured goose that had been there for a couple of days.”

PROWLs founder Merrilee Prior told the Peak that two City Transfer employees had caught the goose and locked it in an air conditioned fork lift to keep it safe until the animal rescue team arrived.

“Upon arrival, it was discovered the goose was very thin and had a bad head injury, so we made arrangements to send her to MARS Wildlife Rescue in Courtenay, kept her comfortable overnight and today she made the trip,” said Prior.

The PROWLS team thanked the City Transfer employees who cared and called; the BC Ferries Westview staff, shore and ship, who carried her safely.

Walter Martella and the qathet Academy of Music and Arts are hosting a sing-along at Willingdon Beach, on Sunday, August 16, at 6 pm under the Rotary Pavilion, and the public is invited to participate onstage.

Choir member Stephen Cantryn, who is also involved, said the title of the performance is called "Hello," and the theme is simply to support unity for everyone living in this community.

He said the performance will consist of approximately 50 people who have practiced singing the chosen songs prior to the event, and that the audience will be encouraged to join in and sing- along.

"If you would like to participate in this event as one of the persons

on stage, please come to our first practices starting Sunday, July 12, at 6 pm, and ending at 7:15 pm," he said.

Ideally, folks who are interested would attend three rehearsals and are welcome to participate in the main choir.

"The academy wants to extend a special invitation to participate on stage for anyone who has newly moved to this community and/or Canada, and people living without housing," Cantryn said in the invitation. "If you or someone you know is interested, please come to qathet Academy of Music and Art (7280 Kemano Street) on Sunday, July 12, at 6 pm for the first rehearsal."

The sing-along in August at Willingdon Beach is open to everyone.

"It's a community sing-along; we want to have people who want to

practice ahead of time to join us starting this Sunday," said Cantryn.

"There's no criteria; in the fact that you have a voice, you can breathe, you're in."

He said one thing they would like to request, that people do, on the day of the performance on Sunday, August 16, is to bring some flowers from their gardens.

"I'm asking everyone to come down an hour before the performance and bring flowers from their garden; find someone that they don't know [at the park] and introduce themselves, and then give the flowers to them," said Cantryn.

"That person does a gesture of goodwill and in that context, I really think it will create a loving calmness in the crowd."

The songs chosen are titled: Heal The World, We Are The World and Put A Little Love In your Heart.

It is with profound sadness that we announce the passing of our beloved Dan, the great love of Deanna’s life.

Dan was a devoted husband, father, grandfather, greatgrandfather, and friend whose greatest joy was his family.

He is lovingly remembered by his beloved wife, Deanna; his children, Trevor (Debbie), Tanya (Shawn), Elijah, and Samuel (Danielle); his cherished grandchildren, Brad (Jenna), Tyler, Alanna (Rylan), and Derian (Alex); his treasured great-granddaughter, Micah; his treasured friend, Donny; and many extended family members and dear friends.

Dan and Teri welcomed Trevor and Tanya, two of the greatest blessings of his life. He remained grateful for the family they created together.

Later, Dan met Deanna, and he welcomed Elijah and Samuel as his own. Together they blended two families into one and shared a life filled with great love, laughter, unwavering devotion, and cherished memories.

Dan spent his life close to nature. He worked as a logger, oyster farmer, and later as a community support worker supporting adults with brain injuries. He loved the ocean and the forest, found peace among the trees and by the sea, and had a lifelong curiosity about the world. An avid woodturner, he created beautiful bowls, platters, and vases that he generously gave to family and friends. He loved animals, learning, and looking at the stars through his telescope.

Dan was immensely proud of his children, grandchildren, and great-granddaughter. A lung transplant gave him precious additional time with those he loved, including the priceless gift of meeting Micah and celebrating her first birthday—something he often said made every hardship worthwhile.

Dan was laid to rest during a small gathering of family and friends at the natural cemetery on Salt Spring Island, in a place he and Deanna chose together.

If you wish to honour Dan’s memory, donations may be made to the Canadian Pulmonary Fibrosis Foundation in his name.

In gratitude for the gift of organ donation, which gave Dan precious additional time with those he loved, his family encourages everyone to consider registering as an organ donor so that others may have the opportunity to share more moments with the people they love.

Dan will be deeply missed and lovingly remembered for his kindness, generosity, quiet strength, gentle spirit, and his remarkable ability to make everyone around him feel safe, accepted, and loved.

As Dan so often reminded us, “it’s all about the love”.

Enrique was born in 1942 in Parral, Mexico, later moving to Mexico City where he trained as a mechanical engineer.

After a formative time studying in Belgrade, Serbia, he returned to Mexico to start his career.

He married, emigrated to Canada in 1972, and with his family settled in Delta, BC. He was a dedicated Scouts Canada leader, developing a love of hiking and mountains that continued for the rest of his life.

In middle age, Enrique met Maria Lavotha. Together they enjoyed many outdoor adventures and traveling throughout BC and in Europe, Mexico, and USA. They lived in Richmond before moving to Powell River in 2016.

Enrique could be a man of contrasts. He grew up in one of the world’s largest cities but later in life craved solitude and adventure in the mountains. Behind his serious façade, he was a romantic at heart with a mischievous grin. He appreciated small luxuries: peaty scotch served in a wine glass; sabering a good bottle of sparkling wine; elegant industrial design; the slow movements of Mozart piano concertos.

Enrique leaves his longtime partner, Maria Lavotha; his children Cecilia and Alberto; and two granddaughters.

He was preceded in death by his brother, Rolando Reyes.

We thank Dr. Amy Sawchuk and the staff at Willingdon Creek Village for their dedication to Enrique’s comfort and dignity near the end of his life. Enrique’s wish was for a green burial at the Powell River Regional Cemetery, with no service.

Jody Lynn Martinson (Stevens), beloved mother, sister, grandmother, daughter, aunt, great aunt, and friend, passed away peacefully on July 1, 2026, at the age of 68, following a courageous battle with cancer.

Jody was truly the life of the party. She had a vibrant spirit, a contagious laugh, and a remarkable ability to bring people together.

Family meant everything to Jody, and she loved fiercely and unconditionally. She shared an especially close bond with her sisters, whose love and friendship were among the greatest joys of her life. She was the heart of countless gatherings, always making everyone feel welcomed, loved, and included.

Jody’s strength, kindness, and unwavering devotion to her family will be deeply missed and forever remembered by all who knew and loved her.

Though she is no longer with us, her love, laughter, and the countless memories she created will live on in the hearts of her family and friends.

Jody was predeceased by her beloved father, Clifford; her beloved sister, Sandy; and her former spouse and lifelong friend, Terry.
