Mark Scott, a member of Westview Ratepayers Society (WRS) and its supportive housing subcommittee, said that he, Carolyn Jackson, also on the subcommittee, and other volunteers have gone out several times to remove items ranging from sharps to tarps that have been left in locations close to where recreation complex-goers transit.

Scott said WRS is trying to address avenues for the homeless and addicted and the community at large to move positively forward.

“A lot of things aren’t working very well, both for the homeless and for the community,” said Scott. “We have been in to

The most recent area the volunteers cleaned up was close to the recreation complex path, which is visible from the sidewalk leading up to it. Scott said the debris accumulates.

“It’s pretty unsightly with a lot of garbage,” said Scott.

Police promote electric vehicle safety RCMP educate the public and hand out fines when enforcement is necessary PAUL GALINSKI reporter@prpeak.com

With electric-powered vehicles becoming more commonplace, police are being called upon for greater education and enforcement.

Powell River RCMP constable Paula Perry said the local detachment has been trying to undertake education campaigns regarding proper use of electrically powered vehicles, such as e-dirt bikes, e-bikes and e-scooters.

“It’s not only our community that has issues; it’s challenging for everyone,” added Perry. “There have been several reports of serious injuries on e-bikes, e-scooters and e-dirt bikes.”

Perry said that as a general rule, operators must be 16 years of age or older, the ex-

ception being 14 or older for light e-bikes, which can reach a maximum speed of 25 kilometres per hour. Standard ebikes can reach a maximum speed of 32 kilometres per hour. E-dirt bikes and minimotorcycles are not legal on roads, sidewalks or bike lanes and cannot be registered or insured.

“For all these parents who are buying vehicles for their kids, it’s 16-plus,” said Perry.

“Most of them are not allowed on the road at all.

Most of them are not street legal, dirt bikes especially.

“There are some that can be registered, but if they are on the street, they have to be registered with insurance, and there has to be a driver’s licence to operate.”

For e-bikes, a driver’s licence is not required, but there are strict rules about the speeds these vehicles can go, said Perry. She added parents are liable and that electric vehicles can be impounded if there are infractions.

“We have been getting numerous complaints in Powell River, and our officers have been doing traffic stops and

education campaigns,” said Perry. “There is usually a first warning, trying to educate about the rules, such as where you can and cannot ride, plus who can and cannot ride. We’ve been to Brooks Secondary School and the bike park, trying to educate kids and parents.

“We’ve had a pretty good response, especially from youth. We are struggling with the response from parents. Some have been quite argumentative, and what we are commonly hearing is: ‘Don’t you guys have something better to do?’”

Perry said her response to that is that youth safety is always a top priority for RCMP members.

For e-scooters, operators must be 16 years old or older, the rider must wear a helmet and only one person can be on the scooter. They are not to be operated on a public sidewalk adjacent to a roadway.

“They would operate like a bicycle, so they can be used in bicycle lanes,” said Perry.

“It’s important for people to educate themselves and

know the rules and be very responsible.”

Road safety is key and parents need to be educated, and make sure that their children are using electric vehicles safely, she added.

In terms of electric motorcycle safety awareness, most are not street legal, and riding without insurance is a $598 fine. Having no driver’s licence is a $276 fine, no helmet is $138, and stunting can be an additional

$368 fine, with a seven day impound.

Improper operation of escooters can also result in fines. Riding on a sidewalk is a $109 fine, being younger than 16 is a $109 fine, having more than one rider is a $109 fine, riding without a helmet is a $29 fine, riding dangerously is a $109 fine, and exceeding the speed limit can be a $138 to $368 fine.

E-bikes do not require registration, vehicle licences

or insurance, but operators must be 16 or older and wear a bicycle helmet. They may be operated on the road similar to regular bicycles.

Something that is also seen on local roads is the use of motorized wheelchairs. They do not require registration, a vehicle licence, insurance or a driver’s licence. They are treated similarly to pedestrians and may be operated anywhere that pedestrians are permitted to walk.

“Ever since we started getting complaints, we took it upon ourselves to clean it up and to suggest to folks that there is an avenue for safe use of drugs.”

In addition to the cleanup, Scott said when the overdose prevention site moved from Alberni Street to Barnet Street, he and others were on the pathways by the recreation complex to proactively tell people that there is a safe place for drug use that is supported by the com-

munity, rather than using drugs in public.

“We were going in there to promote the new overdose prevention site and the Driftwood Shelter and talking to people about concerns we had received about that particular area by the recreation complex,” said Scott.

“There is a place to go and it gives them privacy.”

Scott said when his group did the first cleanup, four or five months ago, they were hopeful that messaging and communication would be

successful in keeping areas around the recreation complex clean. He said it doesn’t take long for debris to build up.

“It’s kind of a recurring cycle going on in there, cleaning up and picking everything up, and then waiting for it to build up again, then we go back,” said Scott.

He said the discomfort that people feel in the recreation complex area has been a motivator to try and keep the forested areas clean.

“Ultimately, we are trying to provide clear direction that these

forested areas are not a good place to use drugs,” said Scott. “Even from the drug user’s perspective, some of them have admitted that having to go into places like that are not necessarily the best environment for them, either. It’s definitely not working for the rest of society. The ideal place is the overdose prevention site, where you have a housed unit and supervision.”

Scott said he does not see the issue as one-sided, where people are kicked out and moved along.

“We know that is not a viable solution,” said Scott. “I believe there are better steps forward for the unhoused and for society. The status quo is not acceptable.”

Scott said if efforts are not made to keep the area in question around the recreation complex clean, it will be difficult to get it back.

“Little efforts over a period of time can make a huge difference,” said Scott. “Ultimately, we’re looking for solutions, both for the community and for the unhoused. It’s not an us and them situation.”

Nootka Street zoning was the topic of two delegations appearing before qathet Regional District’s board.

At a recent board meeting, George Ferreira and Margaret Wrotny appeared as an unregistered delegation, advocating for increased density in the Nootka Street neighbourhood. Ferreira said they both live on Cedar Crest Road.

Ferreira said he is under the impression he cannot do anything with his property regarding extra living space.

He said he understood there had been a vote on total floor area and floor area ratio that was defeated. The vote took place at the June 23 planning committee meeting.

“I’m here to say please, I’d like to do it,” said Ferreira.

“To have a little bit of flexibility on my five acres would be lovely.”

Ferreira said Electoral Area B director Mark Gisborne had walked around the neighbourhood and mentioned his desire to see 600 square metres of living space per hectare. Ferreira said that it is something he would like to have.

“I’ve been waiting for years and I hope something will happen soon,” said Ferreira.

“I would like that to pass.”

cases. Ferreira said he has not done so.

“I talked to Mark [Gisborne] years ago and in other areas of the regional district, people are just doing it [building additional housing],” said Ferreira. “If I am going to do it, it is going to require some money and then I could have someone come along and tell me I can’t do it. I haven’t officially come here because I didn’t want to get myself on the radar.”

Gisborne asked if Ferreira knew that in April 2025, the regional board adopted a resolution, amending the bylaw to allow accessory units, and that the bylaw be forwarded to a future board meeting for first and second reading.

Ferreira said he could not remember if he had heard that.

Gisborne asked if Ferreira was looking to have the bylaw changed for his property specifically, or for the entire neighbourhood. Ferreira said he would like everyone in the Nootka Street neighbour-

hood to be on the same page.

Area C director and board chair Clay Brander suggested that Ferreira speak to regional district staff.

Later in the meeting another unregistered delegate, Ron Radons, came forward, addressing the board with respect to his desire for increasing density in the Nootka Street area. Radons said he was the owner of property at the end of Nootka. He said he was at his wit’s end, having 62 acres in the region, and he has been able to utilize only two acres.

“It is totally ridiculous that I have been holding the property that is needed for people to live on,” said Radons, adding that he believes there have been restrictions on his property because of the water situation. He said his well is 450 feet deep and is not hurting anybody’s water flow.

“I’ve had a water report done prior to a bylaw being put on me, saying I was no

threat to the water system,” said Radons.

He said he has noticed changes since he has been in the Nootka area. He said there was a property where a second dwelling was built and the regional board approved it.

“I have 62 acres that I bought so I wouldn’t bother anybody, because I was at the end of the road,” said Radons. “I’ve been waiting patiently, and nothing has happened. We built a mobile home park so we could help the people and have an income from it. At this point, we’re stuck because we have a zoning bylaw that in my opinion is way overdue to get organized.”

He referred to the April 2025 motion that Gisborne referred to and asked when that would take place.

“You need to vote on the proposed zoning amendment bylaw,” said Radons.

“We need to get something accomplished up there.”

While the BC legislature has recessed for the summer, Powell River-Sunshine Coast MLA Randene Neill has indicated her duties as minister for water, land and resource stewardship are keeping her busy.

“It seems like the summer is a busy time for the so-called dirt ministries,” said Neill. “Forestry is dealing with wildfires. My ministry is dealing with water, or the lack of water, in many parts of the province.

“We’ve seen record low numbers in the Okanagan this year. Our ministry just had to issue a temporary protection order in the Salmon River between Falkland and Vernon to protect the returning salmon populations. That meant turning off the water for 456 farmers in the area, mostly forage crops. It’s an incredibly difficult decision, but climate change is occurring, and we

all know that weather extremes are getting more extreme every year.”

Neill said floods are more impactful and drought is more impactful.

During a visit to Powell River on July 29, she said she planned to start touring drought-stricken areas of the province on August 1.

In her own riding, the lower Sunshine Coast had water problems with drought conditions in 2023, especially in Sechelt, and a lot of people came to the understanding that efforts have to be made to conserve water, even with simple things such as turning off the tap while brushing their teeth.

Neill said she recently talked to a Sunshine Coast Regional District (SCRD) staff member, who indicated that leaks in the water system have been patched up, saving significant quantities of water.

According to a media release from SCRD, between September 2024 and August 2025, resolving major leaks saved approximately 1.3 million litres of water every day, which is comparable to more than 195 Olympic swimming pools every year. The savings are enough to meet the daily needs of more than 1,200 new homes.

There has also been an installation of the universal water metering program, which Neill said provincial funding assisted in putting

in water meters.

“The leaks were fixed, and the water meters were installed, and we’ve had a relatively mild summer, so thankfully, we’re not dealing with any drought issues so far,” she added.

In terms of other files that Neill is working on and excited about, one is the northwest strategy, which will help the province reach its goal of protecting 30 per cent of BC by 2030.

“As part of that northwest strategy, there is the golden triangle, an area where a lot of mining companies are actively staking and working,” said Neill. “There are areas there that are called the Serengeti of the north that people want to protect.

“We’re doing a land use plan there on an accelerated timeline, bringing everybody to the table at the same time: First Nations, industry, forestry and mining, to say what our values are in these areas, what is important to us, and growing our economy in BC while protecting parts that are really precious to us.”

The golden triangle is located in northwestern BC, close to the Alaska border.

Neill said finding compromise involves everyone sitting down at the same table and asking hard questions.

“You make hard decisions, but you have an understanding, you build a relationship and trust, and you make the best decisions,” she added.

Neill said being a member of the legislature and a cabinet minister is the top challenge in her life.

“It is an honour and a privilege to do this work,” said Neill. “It is the hardest thing I have ever done, and

probably every minister and MLA would agree.

“I decided to run for office to bring people together, to get rid of divisions and misunderstandings.

When we start to build those relationships; the results we achieve are so much greater than if we did it piecemeal by ourselves. That’s my number one job still, and that is what I work toward every day.”

City objects to forest ministry letter Councillors support community forest initiative to integrate new forest licence into existing forest tenure PAUL GALINSKI reporter@prpeak.com

City of Powell River Council has directed staff to write correspondence to the ministry of forests, objecting to correspondence from the ministry regarding Powell River Community Forest’s new forest licence.

At a meeting in July, councillor and acting mayor Cindy Elliott said council had previously directed staff to write a letter regarding the operating plan that asks BC Timber Sales (BCTS) to not encroach on or start new operating areas that encroach on a forest licence that Powell River Community Forest has procured from Interfor.

Elliott said the new BCTS plan came out with additional areas for planned forestry that overlapped the community forest’s new timber licence.

“We wrote a letter supporting them not doing that as a comment to their public comment period around their operating plan,” said Elliott. “They wrote a letter back, not to us, but to the community forest. They did not copy us, and we weren’t aware they had written a response.

“The response essentially says they are not required to do what we asked and they would rather wait until the minister makes a decision before they change what they are doing.”

ask council to support sending another letter, asking the ministry of forests, and BC Timber Sales, to write responses to the city when the city writes them a letter.

“It was probably inappropriate and not appreciated,” said Elliott. “It was also a month’s delay in us getting that response. I’m asking council whether we should make a motion to respond to this letter.”

Councillor Rob Southcott said the community forest indirectly compensates for the loss of a lot of revenue from a major taxpayer due to the permanent curtailment of the paper mill.

“I’d like to presume that BC Timber Sales considers that, although it is not explicitly put in this letter,” said Southcott. “I support your intention, chair, to ask staff to write to the ministry, to ask the ministry to specifically update or direct BCTS, so that the forest tenure conversion and community forest expansion can be addressed directly, and BCTS doesn’t feel obliged to follow the existing policy that seems to have them wanting to impose into our area that has resulted in this conflict with the community forest’s intentions, which are

highly to the benefit to the community.”

Southcott said his suggestion was to write a letter to the minister of forests because he believes the authority to change policy is in the hands of the minister, and that BCTS would take that direction.

Councillor George Doubt said any prospective letter writing should be done in consultation with the community forest.

“I believe this all started with a simple letter from the city saying we supported the community forest’s application to change some tenures to get access to more timber rights,” said Doubt. “If we are going to do anything, we should do it in consultation with the community forest, rather than setting up the City of Powell River having an argument with BCTS, and with the ministry, and leaving the community forest out of it.

“We would be better to do something like strike up a partnership with the community forest to talk about how to respond to this letter.”

City chief administrative officer Sundance Topham said qathet Regional District’s board had looked

at the matter and passed a motion to send a letter to the ministry in conjunction with the community forest and the city.

“If a similar motion was made this evening, to align with that, it might tie it all together nicely,” said Topham.

Council unanimously carried a motion that council send a letter to the ministry of forests in conjunction with Powell River Community Forest and qathet Regional District to object to correspondence received from Stacey Gould, timber sales manager, BCTS, and correspondence from Allan Johnsrude, regional executive director, addressed to the community forest, regarding BCTS’s Sunshine

Coast 2026 to 2030 operating plan.

In an interview with the Peak, Powell River Community Forest president Greg Hemphill said the community forest purchased a forest licence from Interfor, and the community forest’s proposal to the forests minister was to convert that forest licence volume and add it to the existing community forest lands.

“There is a pathway to do this,” said Hemphill. “There was a full submission that had to take place.

“The transfer of the forest licence is complete. We own a forest licence, and we are still working through a process to get the ministry to approve adding the annual allowable

cut and areas to the existing community forest.”

Hemphill said all three local governments are supportive of integrating the forest licence into the community forest.

“We don’t want BC Timber Sales coming in and starting to log in the area that we believe should be included in the community forest,” said Hemphill. “These processes take time, and we are playing it out, making sure we answer all the issues.

Don’t wait for smoke Wildfire season has a way of reminding us that emergency preparedness is not something to think about only when smoke is on the horizon.

There is a tendency to think of preparing as something we will get around to when we have more time. Then smoke fills the sky somewhere in BC, evacuation orders are issued and suddenly having a plan becomes a lot more important.

With wildfires a concern in parts of the province, now is a good time for residents here to take a look at their own emergency plans. Evacuation guide information is available on qathet Regional District’s website for eight neighbourhoods: Lund, Powell River, South of Town, Tla’amin, Wildwood and Lasqueti, Savary and Texada islands. Find yours, become familiar with the information and discuss it with your household. Guides are also available at qRD, Tla’amin and City of Powell River offices.

Residents should also make emergency preparedness an ongoing part of their routine. Keep important contact information current, know where emergency supplies are stored and make sure everyone in the home understands what to do if an evacuation alert or order is issued. That information is only useful if time is taken to look at it before an emergency happens.

Every household should know how to communicate if family members become separated and what essential items to keep with them. Those conversations are much easier to have around the kitchen table than in the middle of an emergency.

We cannot control where the next wildfire will start or how quickly conditions can change, but we can control how prepared we are.

Now is the time to make that plan, not when the smoke arrives.

Conservatives hand premier a political gift Don’t expect to once again enjoy a bottle of cabernet sauvignon from California’s Napa Valley or a bottle of bourbon from Kentucky anytime soon. BC premier David Eby has repeatedly made it clear his government has no intention of rescinding the ban on US alcohol in government liquor stores.

“There is not a chance in hell that US alcohol is going back on the shelf in British Columbia,” Eby said at last month’s premiers’ conference.

The BC Conservatives are demanding he change course and lift the ban, and the issue has emerged as yet another

dividing line between that party and the ruling NDP. A Conservative caucus news release last month called for lifting the ban.

“British Columbians are free to boycott American products,” said caucus trade critic Lawrence Mok. “But when government imposes a ban, it invites retaliation.”

However, a recent survey suggests Eby may be on the right side of public opinion when it comes to keeping the ban in place and standing up to the Trump administration in general.

The survey by Abacus Data shows that 72 per cent of British Columbians want to

keep the restrictions in place, which is higher than the national figure of 69 per cent approval (the survey of 1,363 adults was done in the provinces that have bans on US alcohol; the margin of error is 2.65 percentage points).

The survey also neatly shows why the NDP feels so strongly about the issue and why it is not entirely surprising the BC Conservatives are advocating for scrapping the ban.

More than eight in 10 respondents who vote Liberal or NDP federally support keeping the restrictions. When it comes to Conservative voters, however, just a slim ma-

jority – 53 per cent – favour keeping them, while about a third want to lift them.

Other findings in the survey again show why Eby and the NDP are quite happy to see the BC Conservatives continue to call for taking a step back from confrontation to Trump’s tariff war and instead emphasize negotiations. This goes well beyond the alcohol issue.

Almost two thirds of respondents – 63 per cent – say Canada should stand firm against US trade pressure even if that results in economic costs to this country.

Just 27 per cent want to deescalate things.

“This is not simply about wine, beer and spirits,” Abacus Data CEO David Coletto told the National Post last week. “The results reflect a broader public instinct that Canada should not reward economic pressure with immediate concessions. Most people would rather accept some risk of retaliation rather than remove a countermeasure without securing something in return.”

The NDP has made it clear it intends to portray new BC Conservative leader KerryLynne Findlay as a “MAGA” supporter who would appease Trump at every turn.

These things are related and we all need to understand the complex dynamics that have created the situation we find in every Canadian community. Blaming the most vulnerable among us while callously failing to care for one another is no solution, no matter how tempting demonization may be for some.

Carney is a compelling political figure in a perilous time for all of us. Let’s ensure his lofty words take on vital meaning so that we make the changes we need to make in a society that could be so much better from coast to coast to coast.

In response to a recent question about the latest menacing, idiotic comments by the most powerful person on Earth, prime minister Carney talked about what makes Canada special and what makes Canadians special.

He said Canadians care about one another. And in many ways, that’s true. And in other ways, it is worth examining this claim beyond political rhetoric and the comfort of how we might like to see ourselves and how we might like others to see us.

Dwight Hall hosts bouts Pro wrestling returns to Townsite venue following successful debut After a sold-out-style atmosphere and a stronger than expected response from local fans earlier this year, BOOM! Pro Wrestling is making its return to Powell River with another night of live professional wrestling on Saturday, September 12, at Dwight Hall.

The Vancouver-based promotion will bring five live matches to the ring, including a championship defence, while introducing a fasterpaced format and upgraded production designed to make the experience even more engaging for fans.

The company's first Powell River event exceeded expectations, according to its founder, particularly with the number of families and first-time wrestling fans who packed Dwight Hall.

"Powell River showed up in a big way for our first event at Dwight Hall," said BOOM! founder Max Mitchell. "We had more kids and families than expected, which was amazing, and it pushed us to make the return show even sharper.

“This time we're bringing a tighter format, a full PA system built for the room and five matches designed to keep the energy high from start to finish.”

Returning to the card are hometown wrestlers Terry Gardner and Thelonius Jovinius Harlequin, both of whom competed during BOOM!'s Powell River debut.

Gardner has become known as the promotion's hardworking everyman, balancing family life and multiple jobs while bringing determination into the ring.

Harlequin, meanwhile, returns with his theatrical personality, distinctive moustache and reputation as one of BOOM!'s most entertaining performers. The reigning qathet regional champion is expected to once again defend his title in front of a hometown crowd.

Mitchell previously told the Peak that featuring wrestlers with Powell River connections has always been an important part of bring-

ing the promotion to the community.

Swimmers advance to provincials POW Swim Club shows well at regional event

Members of POW Swim Club (PSC) attended the 2026 BCSSA Vancouver Island Regional Championships in Duncan over the BC Day long weekend.

“The team did incredibly well and it was a wonderful way to end our regular competitive season,” stated PSC head coach Alex Jevons. “We had a total of 10 athletes plus our three coaches who also competed in some events. Our swimmers competed in a combined total of over 40 individual events and two relays.”

Fifty per cent of the athletes competing in Duncan qualified for the provincial championships happening from August 10 to 16 at the Canada Games Aquatic Centre in Kamloops.

“Our swimmers were competing against roughly 18 to 25 other

swimmers in their age category and qualified for provincials by achieving top three in their event,” explained Jevons. “Most impressively, some of our swimmers, like Zoe Plaizier, were seeded tenth for the Girls Division Two 50-metre breaststroke before the championships; she was able to secure a seat in the afternoon finals by coming fourth in the preliminaries and then fought hard during finals and successfully achieved a spot on the podium and qualified for provincials by seizing second place, squeezing her competitor into third place by the difference of 0.01 seconds.”

Zoe finished in 49.36; the third place competitor’s time was 49.37.

The five swimmers representing the Powell River club in Kamloops are Charlotte Naylor, Kate and Zoe Plaizier, Ellis Baker and Hailey Jenkins, accompanied by Jevons and fellow coach Macklan Boyd.

They will compete in 11 different individual events, and are sitting as an alternate for the Girls Division

Two 200-metre medley relay.

Jenkins has also been selected to compete on the Vancouver Island relay team, which will be going against the girls in their age category from the other seven regions.

Jevons will also be competing in an individual event after placing third in the Girls Division Eight 100-metre backstroke. Both coaches will take part in the annual coaches’ Miracle Mile, a provincial championship tradition held at the end of last day. Coaches from an entire region join together for a one-kilometre relay race. Vancouver Island coaches won last year against the other seven BCSSA regions, such as Vancouver, Cariboo, Simon Fraser and the Okanagan.

The 2026 BCSSA provincial championships take place from August 10 to August 16.

Francophone association covets liquor licence City council opts out of providing comment to regulation branch

Association francophone de qathet has applied for a liquor primary licence from the liquor and cannabis regulation branch (LCRB), and City of Powell River has voted to opt out of providing comment.

At a city council meeting last month, director of planning services Jason Gow said council had the choice of opting in or opting out of providing comment on the application.

“If granted, the licence would allow the organization, which exists to promote and strengthen local Francophone language and culture, to serve and sell alcohol as part of its programming and fundraising efforts,” said Gow. “Although the authority to regulate liquor service rests with the province, the LCRB refers certain types of applications to local governments for comment.

“Past practice with respect to these referrals is to opt out of comment and to leave the process to the discretion of the LCRB.” Gow said the primary consideration respecting this decision stems from the desire to avoid potential delays and/or costs that may be incurred by the applicant. He said staff were recommending that council opt out of providing com-

ment on the application.

“This recommendation follows staff’s consideration of the potential impact of the application on the community as a whole, and to adjacent properties, with particular attention to noise,” said Gow. “The association’s immediate neighbours are residents with property and the distance from the main building to the nearest home is approximately 32 metres.

The city has no record that any complaints were logged and/or have been received in relation to activities conducted by the association on its property.

“The association regularly hosts programming and events at this location and has applied for and received many special event permits through the LCRB.” Gow said if the city provides written confirmation to the LCRB that it has considered the application and has chosen to opt out of providing comments, the LCRG will decide how or if it will consult the community. He said alternatively, if council wishes to provide comments to the LCRB and conduct community engagement, council policy 196 establishes a framework for gathering public input on this application.

In terms of overall costs under the city’s fee bylaw, the fee is $400, and to date that has been paid, and includes staff time to review the application and to present the report, said Gow. If council wishes to opt in to providing comment to the LCRB, the association would be required to pay an additional $1,600 to cover the cost of a city-led engagement process.

City councillor Earl Almeida asked about temporary liquor permits and whether they had been acquired by the association in the past. Gow said the city does not get that information directly from the LCRB but the city is aware that the association has received special permits regularly.

Almeida said in terms of lack of noise complaints on city records, he was curious if that also included RCMP records “I’m wondering if city records include any police enquiries?” asked Almeida.

Gow said he didn’t believe the RCMP would share specifics, but the city did not receive a negative response from that agency.

Councillor Cindy Elliott said unless there were some reservations about the matter, it was not worth it for the city to increase costs to the proponent from $400 to an additional $1,600.

“The LCRB is quite capable of determining whether

there should be some consultation or not,” added Elliott. “They are not turning themselves into a bar or anything like that.”

Almeida said he happens to be an acquaintance of a neighbour of the association’s Manson Avenue facility. He said in preparing for the meeting, he made sure the neighbours were aware the matter was on council’s agenda.

“I invited them to come to speak today and they chose not to,” said Almeida.

“They have shared that they had called the RCMP on a couple of occasions.

I’m a little surprised the RCMP had different data, but that’s not my department to figure out.”

BC SPCA qathet Community Animal Centre is calling on animal lovers to open their homes to animals amid a shortage of foster volunteers.

Anyone with the space and time is encouraged to consider volunteering to foster animals in the community, said animal centre manager Tara Daniels.

"We have limited capacity to care for animals in

the centre," Daniels told the Peak. "We are hoping to increase the number of foster homes to be able to care for more animals in our community, which will create space in the centre."

Animal centre staff rely on the community to temporarily foster animals who would thrive in a home environment until they find their forever homes.

Daniels said an animal shelter environment can be overwhelming for some animals, making foster homes an essential part of their journey.

According to a BC SPCA media release, Christine Heatly, a local foster, keeps a fun approach to fostering while caring for a litter of puppies.

"Fosters are ridiculously important right now because

shelters are overflowing with animals," stated Heatly.

"When a whole litter comes in, they need somewhere they can practice essential life skills like screaming for no reason and biting everything except the toys provided. Shelters simply don't have the space to let every puppy unleash their inner gremlin. Foster homes do."

Daniels said individuals and families who foster usually find it to be a highly rewarding experience.

"Fostering is honestly one of the most rewarding things you can do," added Heatly.

"You get to watch puppies grow, learn and transform from confused potatoes into confident little troublemakers ready for their forever homes."

Daniels said the animal centre is urgently seeking

Search and rescue teams in BC have been busy this summer, assisting folks unexpectedly finding themselves in potentially life threatening situations, usually while on a hike in one of the many outdoor spaces the province has to offer.

Hundreds of people hike the Sunshine Coast Trail (SCT) every year, but summer months are the busiest.

June was fairly hot and dry in the qathet region, however, July was less predictable, with wet and windy weather patterns moving in quickly.

Late in June, Powell River Search and Rescue (PRSR) responded to two calls involving hikers along the SCT. According to PRSR, at the north end of the trail a woman fell and injured her ankle, and was unable to carry on.

Another hiker went off trail near Mount Troubridge, getting lost in the thick brush, at the end of June.

"Luckily, both subjects were able to request help when needed, and they were promptly rescued," stated the PRSR team in a social media post. "A reminder to all hikers to carry an emergency communication device, as cell reception is spotty in our area.

Also, downloading a GPS app, knowing how to use it and carrying a power bank allows you to access your location and stay on track."

June and July were fairly busy months for Powell River Search and Rescue members due to an increase in hikers in the region.

"I was lucky I was travelling with a nurse so I got good early advice," Hay told the Peak. "PRSR was great; I was amazed how many turned out for a rescue, even though only two came all the way in."

Hay used the Garmin service to call out to search and rescue, which is a GPS device that does not depend on cellular service. It sends out a distress signal to emergency services.

"I remember we were [on the trail] long enough to start wondering if we should put up a tent while it was still light," Hay said. "We were near the ocean, so my husband and our fellow hiker headed down there because we’d read that there’s cell service there, and at some point my husband decided to use the Garmin."

She is back in Vancouver recovering, but intends to come back and try again next year.

"Our friends carried on and I gave them all my notes about exits and they ended up deciding to bail with rain coming and take a couple of days of break in Powell River."

She said last year, almost in the same week and with

the same people, they hiked Nootka Island and were evacuated because of a tsunami warning, which ended up never materializing.

"You can’t dwell on these things," said Hay. "I’d used poles all day and the trail was dry, but as we approached Bliss Hut, I tucked my poles under my armpit and promptly hit the mud."

Hay thanked the rescue team in a social media post before she knew the state of her ankle.

"Shout-out to Powell River Search and Rescue for a fantastic response when I broke my ankle sliding on mud just below Bliss Portage Hut," stated Hay. "Chris and Tristan were so supportive and two additional teams were on standby along the route. We’ll be back to complete the trip another time.

What a fabulous trail."

PRSR encourages all hikers to carry an emergency communication device, as cell reception is spotty in some areas. There are also limited water resources at this time of year on the SCT. The PRSR team stated that this translates to extra planning to make sure hikers stay hydrated along the way.

Annual aerospace camp immerses young people into the world of flight

What a difference a week makes. From Chinook opening to the first few days of August it was automatic, any where, any lure, any depth. Now we are getting a dose of reality as runs move along, and lure and location matter.

Fishing was so incredibly good for so long, it makes sense that things were ahead of schedule. I heard a tip that Black Point was already happening, and sure enough, it was productive. Shockingly, Brew Bay was better. So, that answers that.

This year’s version of the Texada AeroSpace Camp included connecting with former Canadian astronaut Dr. Robert Thirsk, who spent time in Powell River as a boy.

Doby Dobrostanski, one of the originators of the camp, said the connection with Thirsk is part of its evolution.

The camp started in 2009 when a couple of old aviation technicians thought it would be great to have children involved in aviation, after the Texada Island Fly-in was reconstituted in 2007.

“We started with a little show to tell them how airplanes work and we got a couple of pilots together; it was a three- or four-day thing and the kids got to fly,” said Dobrostanski. “The kids got to really enjoy it so we started to formulate a program for them. We allowed them to learn to use some tools, how to drill holes, how to put rivets in to join aluminum panels, and so on.

“The next thing, it started to roll. In 2013, we built a large structure that was based on an old airliner we had found in a junkyard in Powell River. We bought it for $500, just for the aluminum, then we built the AirBuzz Mk II. It looks like the nose section of a Douglas DC 3 and a Lockheed C-130 Hercules on the back end.”

Dobrostanski said the AirBuzz looks just like an airplane inside.

He said she reorganized the summer event into two camps this year. The camp operates under the administrative umbrella of Texada Arts, Culture and Tourism.

The Texada aviation community, in 2019, created a museum, which houses artifacts such as a rocket test, plus exhibits of aircraft engines, propellers and instruments. Dobrostanski said it

The first camp started July 15 and ran for four days. The second camp ran from July 22 to 25.

Over the years, more than 600 kids, generally between the ages of 10 and 15, have gone through the camp.

“These kids are really into it,” said Dobrostanski. “They are cutting, drilling and riveting stuff; they are looking at meteorology and are learning about cloud formations and wind. It’s a very comprehensive study.”

As a follow-up to the aerospace camp, the annual flyin on Texada takes place on August 16. Dobrostanski said it begins at 9 am and there is a pancake breakfast and a barbecue. He said there will be a fly-past during the national anthem and also a helicopter demonstration for people in attendance to watch.

Last Wednesday Grant Reefs was off the charts in both size and volume of Chinook, both trolling deep and jigging shallow. There were a fair amount of clipped Coho in the area as well. The next night, it was dead, but, Coho Pt/Rebecca/Harwood were on fire. The next night, Favada Pt. Go figure.

Last week Favada was hot one morning and cold that evening, the next day it was the opposite. The east side of Texada has been one of the more consistent spots for a week or more.

Naked spoons have been productive and fun. It’s nice to fight the fish, not the flasher, and it never gets ahold watching sizeable Chinook jump. Big Coyote Spoons (blue/ green), Big Eye Spoons, Thunder Spoon, and G-Force (Spring Roll, Bon Chovie and Trail Head) have all worked.

The classic 602 plug was on late last week at the Spit. Later in the season anchovies can make a difference.

Campus continues mission VIU tiwšɛmawtxʷ delivers variety of academic programs

It’s all in the name tiwšɛmawtxʷ, which means “house of learning.”

Whether someone is exploring a new hobby, preparing for a career change or taking the next step toward a university degree, Vancouver Island University's tiwšɛmawtxʷ campus continues to provide accessible, affordable options for learners of every type.

The campus welcomed 400-plus registrations across more than 30 unique programs and courses during the 2025/2026 academic year.

With small class sizes, personalized support and flexible learning options, the campus is continuing its mission of bringing meaningful education and professional training to the community.

"Our goal is to ensure everyone in

the qathet region has access to highquality post-secondary education and industry training," said campus administrator Liam Haggarty.

"We're proud to offer learning opportunities that reflect the needs and interests of our community."

Health care training continues to be an important focus for the region. Applications open September 14 for the Practical Nursing Access Certificate, which begins in May 2027 and allows resident care attendants and health care assistants to fast-track toward becoming licensed practical nurses while training in modern simulation labs.

“We are extremely proud to provide laddered programming that leads to fulfilling careers in healthcare right here at home,” explained Haggarty. tiwšɛmawtxʷ will once again be running its First Year University Studies program, Health Care Assistant, Automotive and Carpentry programs. All have seen steady growth and have wait lists for the fall semester.

The campus also continues to deliver transformative academic programs. Indigenous Studies 300: Land as Life returns in the spring, offering students an immersive learning experience hosted by Tla'amin Nation. Participants live and learn together while exploring Indigenous knowledge and relationships with the land.

Open water swimmers complete marathon Safety, temperature and encountering wildlife are some challenges for club members TANYA HILL community@prpeak.com

After weeks of training, qathet Open Water Swim Club members andrea bennett and Darrell Lindsay swam marathon distances of 10 kilometres at Inland Lake Provincial Park on Sunday, July 26.

Other members of the group also participated in what the group called its “Big Swim Day,” including Susanna Klassen, who swam six kilometres, and Leni Goggins and Jessica Adam, who swam four kilometres each.

The swimmers were supported by Karina Inkster, Wanda Griffioen, Will KeatsOsborn, Sinclair Bennett and Aaron Dunn on paddleboards, and lots of other folks swam their regular Sunday swim, often adding a lap. Conditions on that summer day were not favourable, as rain, wind, clouds and cooler temperatures moved in.

Leading up the big swim, bennett trained for 28 weeks both in the pool and in places such as the waters off Myrtle Rocks.

"I swam a half-marathon in 2024 and it was a good challenge," bennett told the Peak.

"I've also run half-marathon distances, but didn't enjoy it as much and never saw myself running a marathon.

Swimming comes a bit more naturally to me. I basically wanted to see if I could do it."

In 2024, bennett and other club members swam a halfmarathon in Powell Lake, from Mowat Bay to Haywire Bay and back.

"This time, so much of my long training was solo, at the pool, though Susanna, Darrell, Leni and I did swim just over 2.2 kilometres across Hammil Lake and back," said bennett. "I decided to do my marathon swim as 12 laps of a route we often all do at Inland Lake.

Some people might find that a bit boring, but I get quite anxious swimming in new places, and just didn't have a chance to check out the length of the lake before the swim.”

Swimming laps also meant support paddlers could have a much more chill day, explained bennett.

"I anticipated the swim would take me around four hours, and that's a really long time to be paddling slowly alongside your friend while they swim for 10 kilometres," added bennett.

In warmer months club members meet weekly to swim in different spots around qathet, including recently at Mowat Bay and Willingdon Beach.

"I started training six months ago; I generally swim three times a week, though in the wintertime, I'll do a lower body weights workout at [Powell River Recreation Complex] before I swim for 30 minutes," said bennett. "At the beginning of January, I ramped up to four swim sessions a week, starting at a total volume of 5,750 metres; I built up to 10,000 metres or more per week, with my long swim at 6,000 metres, and held at that volume for a while."

A deviation from the initial training plan became neces-

sary due to an overuse injury with bennett’s knee.

"I chose to be consistent with the minimum I knew I needed to do to complete the swim, so I could avoid injury and burnout. Honestly, not a bad plan when you're doing something a bit crazy for the first time."

Swimming in the open water is not an easy feat even for the most experienced swimmer, as challenges can arise.

"People who may be very comfortable swimming in the pool often find swimming in the ocean, or a lake, is initially quite uncomfortable for a variety of reasons," explained bennett.

"Temperature is a big one: the pool is pretty warm and the ocean is pretty cold; lakes like Haslam and Inland are pretty reasonable in July and August."

Anxiety can be another factor at play.

"I wrote an essay in a forthcoming book called, The Deep End, that I coedited with Lindsay ZierVogel for Book*hug Press about Powell Lake's underwater forest, for example,” said bennett. "It gives me the heebie-jeebies; I am often screaming underwater at tadpoles or jellyfish, or seaweed, or milfoil, or logs, or underwater trees. Other people might have existential dread about being in deep water."

Swimming in open water is a wholly different experience due to waves, currents and the possibility of getting stung by a jelly fish, or encountering a seal, river otter and in some cases dolphins.

"It's important to take safety seriously and practice being calm," explained bennett. "Everyone's different, but I personally take

what I think of as a walking pace when I'm swimming in open water; I keep my heart rate pretty low and always make sure I have lots of energy left in case something out of my control were to happen."

"Arrive alive and live to swim another day" is bennett’s motto.

Although open water swimming can be challenging, qathet Open Water Swim Club welcomes new people to the group. Its longer swims, or the swims that go farther out, are not the best place to start, but the group tries to include some swims which are open to people who are comfortable swimming 500 metres continuously.

"So, the support paddlers in those instances would be available if someone had a medical emergency, or found themselves unexpectedly way more fatigued than they expected," said bennett.

"Our goal is to be as inclusive as possible while making sure everyone stays safe," said bennett. "If you're a strong pool swimmer but worried about screaming at jellyfish, no worries, I'll be right there along with you."

Martin Gregory Osborne March 7, 1946 July 23, 2026

It is with profound sadness that we announce the passing of our beloved husband, father, grandfather, brother, uncle and friend, Martin Osborne, with his devoted wife and best friend Deborah by his side.

Martin had a remarkable gift for making everyone feel welcome, valued and heard. He enriched countless lives through his generosity, compassion and genuine interest in others.

Above all, Martin was devoted to his family. He was Deborah’s constant source of love, laughter and unwavering support.

He was a proud father, a deeply loved granddad, and leaves behind Deborah, children Josie (George) and Nick (Jamie), grandchildren Madeleine (Cam), Justis, Simeon, Olivia and Elijah, and many extended family members.

Nineteen years ago, Martin and Deborah settled in Powell River, where they found a welcoming community they quickly embraced. His love of singing led him to join two choirs, Chor Musica and Coro Cantiamo (Powell River Chorus), and the Barberschnappers, where he formed lasting friendships. He gladly volunteered at Kathaumixw, where his many abilities shone through. He loved everything that involved singing and music.

After a career in the transport industry, Martin found his niche driving buses, combining his love of people with his gift for conversation.

Our heartfelt thanks go to the extraordinary nurses, care aides, physicians and support staff whose compassion and exceptional care brought comfort to Martin and our family. We are also deeply grateful to everyone who supported us with prayers, visits, meals, messages and acts of kindness during these past weeks.

Martin’s legacy lives on in the family he cherished, the friendships he nurtured and the countless lives he touched with his gentle spirit.

A celebration of Martin’s life will be announced at a later date.

October 23, 1948 - July 10, 2026 It is with great sadness that we announce the passing of Paula Kathryn Sampson.

Paula was born in Ketchikan, Alaska, and died at her home in Powell River.

She was a beloved wife, stepmother and grandmother, mentor, professor, academic, colleague, co-op member, activist, priest and friend.

Paula called many places home over her life. She will return to Ketchikan to be interned with her parents and grandparents at the Bayview Cemetery.

Paula was diagnosed with ALS in January of this year. Her desire was to live at home until her death. Many people and organizations made this desire a reality for Paula. Thanks to all who supported her to live the remainder of her life with grace and dignity.

In lieu of flowers, donations can be made to any of these organizations that supported Paula: Four Tides Hospice Society, ALS Society of BC, or the Technology for Living Society of BC. Or you can donate to a scholarship that Paula set up in her late husband Ian’s honour with UNBC, The Rev. Ian MacKenzie Memorial Award.

A funeral service will be held at 2 pm on Friday, August 14, at St. David & St. Paul Anglican Church, located at 6310 Sycamore Street in Powell River. Reception to follow.

Roy is survived by his loving wife Lisa, and his five sons: James (Karen) and Todd (and their mother Cheryl); Shaune (Jessica) and Keith (Angelika) (and their mother Arlette); and Matthew (William). He also leaves behind his amazing grandchildren Jorja (Graeme), Gwen, Sasha, Cole, Finbar, Joseph and Diana.

Roy is also survived by his sisters Anne, Betty and Colleen.

Roy was born and raised in Powell River, and worked in the mill for more than 40 years in various jobs, finishing his career as a carpenter.

Roy loved living on Marine, where he enjoyed the active view of the strait, right in front of his window. Roy and Lisa were able to travel to Australia for over six weeks this past February and March and it was definitely an adventure of a lifetime.

The family would like to thank all those who took care of Roy in his final days.

“Rest peacefully. I love you more,” xo.

A celebration of life will be held at 1 pm on Saturday, August 15, at Stubberfield Funeral Home, with a reception to follow.

We are thrilled to welcome residents back to the complex and arena with a fantastic lineup of programs and activities designed for all ages and interests.

City of Powell River’s parks, recreation and culture department is releasing its digital Active Living Guide for fall, offering a full slate of programs and activities for residents across the qathet region.

Registration opens online, by phone and in person at 8 am on Monday, August 17, and 8 am Monday, August 31, for swim lessons.

“I am so excited to share the new program opportunities in our active living guide,” says sport and recreation program coordinator Sydney Stonehouse. “Be sure to check it out, as there’s something for everyone.”

This fall, the department is excited to welcome back the annual Health & Wellness Fair on October 24, from 10 am to 2 pm at Dwight Hall. This popular community event celebrates healthy living and connects residents with local wellness resources and opportunities.

“The best wellness journeys often begin with curiosity,” notes health and fitness program coordinator Alex Young. “Join us at the health and wellness fair to learn, connect and be inspired.”

In addition to traditional fitness routines, staff are introducing an array of specialized classes. Folks looking to decompress can explore the new Chakra Alignment Series, an immersive and soothing sound bath experience. For

those seeking a midday reset, a new Lunchtime Flow Yoga class has been added to the weekly schedule.

Recreation staff have also developed an updated drop-in schedule designed to help community members remain active, manage stress and maintain a consistent routine.

These additions complement a full roster of returning community favourites, including the ActivAge program, Seniors Wellness sessions, tai chi, trail running and a diverse range of yoga and pilates classes.

According to staff, fall is the perfect time to establish healthy habits and try something new.

“We look forward to welcoming both new and returning participants to the facility this season.”

Aquatic staff will be welcoming everyone back September 28. All regular swim lessons and water fitness will start right away, when the pool reopens after the annual shutdown.

“Our three week shutdown will see new underwater lights installed in the pools,” explains acting aquatic programs supervisor Melissa Furlotte.

The state-of-the-art lights will enhance visibility, safety and the overall aesthetic experience for swimmers. The aquatics department is introducing something new

to the community this fall season: a sensory-friendly swim on the first Saturday of the month.

“We are excited to introduce these swims to help more members of the community enjoy the pool,” says Furlotte.

According to staff, the swims are geared toward individuals and families looking for an environment with reduced noise and a few added supports. There will be no water features or music, a designated sensory friendly break room, as well as clear times and transition warnings.

Preregistration is required.

As the leaves begin to change and fall approaches, the community recreation team is preparing for another season of fun, fitness and creativity.

Whether you’re interested in developing a new skill, exploring a hobby or simply spending quality time with family and friends, there’s something for everyone.”

This fall, participants can look forward to the return of many community favourites, along with a variety of new opportunities to learn, play, stay active and connect with others.

Among this season’s highlights are several new gym experiences, including:

Adult Intramurals and Youth Athletics, which are registered evening gym programs that offer participants the chance to stay active, build skills and enjoy recreational sports in a fun, welcoming environment.

Other exciting programs include the Babysitter Certification Course, Home Alone Program and a wide selection of arts and crafts classes such as Comic Book Creations, Pencil & Ink, Colourful Canvases, Creative Makers Studio and Eco Explorers.

Young chefs can enjoy seasonal cooking and baking programs, while others will love the mini and junior seasonal slime workshops, Creative Dance, Halloween Pumpkin Fun, and Thanksgiving and Christmas craft sessions.

For those looking to stay active outdoors

and in the community, table tennis, pickleball and mushroom-picking programs offer something a little different, while popular Pro-D day camps provide plenty of fun when school is out.

One of the most anticipated signs of the season is the return of the ice. Public skating is back at the arena.

“You won’t want to miss our popular themed skating events, including the Laser Light Skate and our festive Winter Wonderland Skate,” say recreation staff.
