New hospital CEO LIBBY Fifis has been appointed chief executive officer (CEO) of Northeast Health Wangaratta (NHW) and will commence in the role late next month.

Her appointment to lead Wangaratta’s largest employer, with over 1400 staff, comes after a rigorous process conducted by NHW’s board of directors in conjunction with the Victorian Department of Health.

Libbyy Fifis welcomed as she takes on top p jjob at Northeast Health Wangaratta g NHW board chair Jonathan Green said Ms Fifis is an experienced and well-respected senior health executive who has held a wide variety of executive roles across regional and metropolitan Victoria in public, private and not-for-profit sectors.

“Libby comes to the CEO role with strong clinical

and leadership skills, a deep knowledge of the Victorian public health system, and a solid track record of successfully meeting challenges presented her,” he said.

With a nursing background, Ms Fifis previously held the position of executive director clinical services at NHW

(2016-2018) before taking on the role of CEO at Stawell Regional Health.

Most recently she has led the St Vincent’s Private Hospital Werribee team as its general manager and director of clinical services.

With a passion for regional health equity, Ms Fifis said she is delighted to be returning to NHW in the

capacity of CEO. “I am really excited to be part of the next phase of NHW and privileged to have the opportunity to lead an incredible team of people who are clearly passionate about improving health outcomes in their local communities,” she said.

Those who fail to comply will face on-the-spot fines of $1272 for an individual and $8178 for an organisation.

Further penalties of up to $10,904 for an individual and up to $54,522 for an organisation could apply for more serious offending.

In order for the on-the-spot fines to be applicable, farmers will need to implement a biosecurity management plan.

The Livestock Management Amendment (Animal Activism) Act 2021 recognises the significant biosecurity risks that breaches from animal activists can pose and will deter behaviour that puts the hard work of our farmers and agricultural businesses at risk.

Farmers seeking to better protect their animals can implement a biosecurity management plan which can include measures such as requiring consent before anyone can access their property.

These new measures are part of the Labor Government’s response to the Inquiry into the Impact of Animal Rights Activism on Victorian Agriculture.

The government supported 13 of the report’s 15 recommendations in full including the creation of BMPs and subsequent penalties for those who fail to comply.

Mary-Anne Thomas said Victoria’s on-the-spot fines for animal activists who trespass on farms will be the toughest in the nation.

“Farmers and workers in the agricultural industry should be able to do their work without fear of being targeted by animal activists,” Ms Thomas said.

“This sort of activity is highly distressing for farming families and puts the biosecurity and safety of animals at risk.”

“We are backing our hard-

working farmers because they are critical to keeping food on our tables and supporting local jobs in regional and rural communities across Victoria.”

Peak industry bodies which represent farmers and agribusinesses, as well as animal welfare organisations were consulted during the development of this legislative framework and will be further engaged as the regulations are finalised.

The Victorian Farmers Federation (VFF) president Emma Germano said that three years after the inquiry into the Impact of Animal Rights Activism on Victorian Agriculture, the welcome passing of the legislation has been a long time coming.

“The VFF worked with parliamentarians back in 2018 to get the inquiry off the ground at a time when we were faced with an unacceptable situation where animal activists were getting off virtually scot-free,” Ms Germano said.

“This is a big step in providing better protection for farmers from law-breaking animal activists.”

Up to 1500 birds at chook auction set for return at poultry club shed

WANGARATTA will be the centre of the poultry world this Sunday when an estimated 1200 to 1500 birds will be placed on the auction block at the Wangaratta Poultry Club shed at the showgrounds.

Metry Auctions, one of Australia’s leading poultry auctioneers, is organising the event and will be holding the gavel on the day The auction starting at 11am will feature a choice of purebred pullets from many of the leading breeders from southern NSW and Victoria.

Penning will take place from 8am to 10am with a maximum of 400 pens averaging three birds a pen, plus equipment and small birds such as budgerigars, quail, and quail eggs also up for sale.

“We are professional poultry auctioneers and valuers and before COVID-19 we would sell

around 100,000 birds a year at three locations,” Braham Metry from Metry Auctions said.

“We sell anything from the average cross-breed right up to the higher end show birds.

“Anything can turn up.”

Mr Metry said birds could range in price from $2 upwards with prices of $400 to $500 common for the show birds.

Catering on the day will be provided by Wangaratta Poultry Club.

Repeat offender awaits fate after breaching IVOs A MAN who repeatedly breached intervention orders and was party to a car crash while driving unlicenced could face an extended term of imprisonment for his actions.

The 50-year-old Wangaratta man faced Wangaratta Magistrates Court yesterday, when it was alleged he had been found in consistent breach of two separate intervention orders only a matter of months after being released from prison.

He entered a guilty plea to serious breach of order and driving charges.

Police prosecutor Leading Senior Constable Sarah Williamson said the defendant had come to the attention of police four times in a five day period late last year, which began

when he was found in possession of cannabis while breaching an intervention order on December 19.

On December 22, the defendant was involved in a high-speed crash while headed north on the Hume Freeway towards Benalla, when erratic driving saw him careen into another road user, causing the victim’s vehicle to spin.

The accused was unlicenced at the time of the crash, and, instead of checking on the wellbeing of the victim, the accused was alleged to have liaised with a woman who had been driving behind him, who promptly drove him to Northeast Health Wangaratta.

Police attended the scene,

identifying the accused’s abandoned Commodore utility, which 0.3 grams of methylamphetamine and copper wire valued at approximately $2000.

LSC Williamson said the accused was arrested the following morning, after he was found to have consistently breached a full intervention order with a former partner, making consistent phone calls and regularly visiting the Wangaratta address.

Appearing via WebeX from incarceration at Marngoneet Correctional Centre, the accused sat pensively as defence counsel Geoff Clancy told the court his client had exited prison in September into homelessness.

“It was a nowhere else to go situation,” Mr Clancy said.

“This is a man who’s spent the best part of his adult life as a revolving door.”

However, Mr Clancy said his client had used his time in custody effectively, and would have the assistance of ReStart to source vital accommodation upon his release from prison.

However, in ordering an assessment for a community corrections order, Magistrate Ian Watkins stressed a period of 92 days of pre-sentence detention likely would not be enough to stave off a further prison term.

“His actions are going to speak louder than his words,” he said.

The matter will return for sentence on April 13.

Housing affordability in danger zone Network supports pp urgent g call to p politicians WANGARATTA social housing agency BeyondHousing is supporting a callout to federal politicians to address the issue of low housing affordability in areas like Wangaratta.

After a massive surge in house prices in 2021, new figures show Indi median house prices have risen from $340k to $425k (24.8 per cent) and rentals 14.6 per cent in 12 months.

Nicholas Proud, chief executive officer (CEO) of PowerHousing Australia, the national peak representative body for social and affordable housing, has written to federal parliamentarians asking for them to address the issue.

“With the federal election to be called in May, we have written to and are calling for federal parliamentarians to consider the mounting challenge whereby the price rise in just one year requires an additional decade of being in debt to buy the same house,” he said.

“As a result of the almost $80,000 median dwelling increases in 2021 alone, an Indi home buyer with a maximum mortgage budget limit of $1500 a month has to extend the loan from 20 years to 26 years to keep this monthly payment level.

“Based on this increase in price and extended payback period, they will also see an extraordinary increase of

“With interest rates likely to go up, the extra amount to be paid off over the life of the loan is set to be much greater.

BeyondHousing CEO Celia Adams said housing affordability is the biggest issue for the people in Indi today.

She said BeyondHousing is one of the few options for provision of actual affordable housing for people on low incomes or who are in housing crisis, and they are inundated with requests for help to secure rental housing.

“As we see record increases in house prices in a calendar year, people either need to go into longer mortgages and deeper in debt or they rent,” she said.

“Even rentals, particularly after the flood of investment purchases and population movement into our regional areas, are just not there.

“There is a need to have a national plan, replace and build back better and in terms of CHPs, commit to build and subsidise more homes that will be affordable to be rented at 25-40 per cent less than the market rate.”

PowerHousing are seeking to ensure the right settings for affordability and they believe the next Federal Government needs to: • have a national plan for housing to consider and counter the rising affordability challenge; • create additional social and affordable housing that focuses on replacement with net increase; and • incentivise equity investment and a stable NHFIC investment CHP focused mandate, that builds on its partnership with CHPs with a future fund to create 30,000 homes over the next five years.

Fire danger period ends in our CFA District 23 THE fire danger period (FDP) has ended in the Rural City of Wangaratta and other areas in CFA District 23.

It comes as the latest Australian Seasonal Outlook shows that higher rainfall totals have resulted in below average fire conditions, with reduced fire activity in both grasslands and forests this summer.

Much of Victoria will continue to experience average rainfall over the coming months, however, temperatures are predicted to be warmer than normal, particularly in the western parts of the state.

CFA District 23 Commander Paul Scragg said there is still a significant amount of dry fuel in the area and with the current warm weather there is potential for fires to easily get away.

“People that are having a

fire or conducting a burn off should be aware that you are responsible for that fire if it gets away,” he said.

Commander Scragg emphasised that while the FDP has ended in some areas, it is still important to remain vigilant.

“We’re urging everyone to stay safe, whether you’re living in or travelling to high bushfire risk you areas,” he said.

“Please monitor the conditions on hot, dry and windy days, as we may still see some days of elevated fire risk.”

It is still important that residents check the local conditions are safe for any burn-off they were considering undertaking.

“You must register your burn-offs, check weather conditions and follow local council laws and regulations,”

Commander Scragg said.

“Registering your burn-off ensures that if somebody reports smoke, the incident will be cross-checked with the burn-off register, which will then prevent volunteer firefighters being taken away from workplaces, families and potentially genuine emergencies.”

Landowners can now register their burn-off online at www.firepermits.vic.gov.au.

Alternatively, you can register with the Emergency Services Telecommunications Authority (ESTA) by calling 1800 668 511 or emailing burnoffs@esta.vic.gov.au “When conducting burnoffs, remain alert and always have resources on hand to extinguish the fire.”

Other CFA District 23 areas are Benalla Rural City, Mansfield Shire, and Mount Buller and Mount Stirling resorts.

By Natasha Sherwood THERE‘S a buzz around town, with talk of giant mosquitoes moving in with the floodwater.

Rural City of Wangaratta environmental health co– ordinator Ross Cairns said these large mosquitoes are a species called Aedes alternans.

“In previous years following floods we always have an increase but we haven‘t had an increase of larger mosquitoes before,” Mr Cairns said.

“They are more hungry than anything else and will bite through clothing.”

The giant mosquitoes may have a nasty bite, but they are not all bad.

“My understanding is they are not carriers of some of the more nastier diseases,” Mr Cairns said.

“But they do bite at anytime.

“Traditionally mosquitoes are at their most active at dawn and dusk.

“However, with the extensive flood waters in and

around a number of towns mosquitoes are presently being seen throughout the day.”

To reduce the chances of being bitten Mr Cairns said people should use insect repellent, ensure insect screens are in good condition, use mosquito coils or citronella candles, wear long, loose–fitting clothing, preferably in light colours and get rid of stagnant

water around the home or campsites.

“Mosquitoes will breed in anything that can hold water,” he said.

“As mosquitoes take about 10 days to breed, water containers should be emptied at least once a week.”

He also said there was an effective solution for residents worried their water tanks were a breeding ground for mosquitoes.

“Spread a little olive oil into the water,” he said.

“It will spread across the surface killing the mosquito larvae and is harmless.”

The good news is Mr Cairns predicts cooler nights will see the mossies disappear in the next few weeks.

St Bernard’s embraces ride2school day safety

ST Bernard’s Primary School celebrated the joy of cycling, skootering and active travel on Ride2School day last Friday as part of its aim to continue building a healthy and happy school community.

The school will work with RoadSafe North East to develop students’ bike skills and encourage student active travel.

Gerard Nolan, physical education teacher/coordinator at St Bernard’s, said Ride2School day kick-starts a week-long bike education program.

To be delivered this week, the aim of the program is to develop bike skills and promote to the school community that riding to school is an easy, fun and rewarding activity.

“We enjoy an ideal location being on the bike path, so our school is easily accessed by bike, skooter, skateboard or by walking,” Mr Nolan said.

“However, there are often other barriers that prevent or discourage students from riding to school.

“With the support of the RoadSafe North East and the Ride2School program we want to unearth and reduce these

Extended order for streetside assault A PUNCH which broke the jaw of a 19–year–old male could well have killed the man, according to a Wangaratta magistrate.

A 20–year–old former Wangaratta resident pleaded guilty last week to charges of intentionally cause injury and affray, after following his former schoolmate from a Murphy Street venue early last year.

Police prosecutor Leading Senior Constable Stuart Pritchard told Wangaratta Magistrates Court the accused had chased the victim north along Murphy Street in the early hours of January 10.

He was then said to have commenced a verbal argument, before punching the male, who fell to the ground bleeding profusely from a broken left jaw.

A female witness was also pushed to the ground during the altercation.

After sleeping at a friend’s house overnight, the victim sought medical attention, before ultimately receiving surgery at Royal Melbourne Hospital on January 12.

Defence counsel Geoff Clancy said his client had some serious familial trauma to work through which may have been linked to the offending, after he was fostered at the age of six.

However, he said his client was well aware of existing ‘one punch, kill’ laws, and had “behaved in a way he wouldn’t normally behave”.

“It could just be that these scars come out when he’s drinking alcohol,” Mr Clancy said.

However, he said his client’s recent move to Footscray, where he had sourced an apprenticeship and accepted a contract to play in a country football league, had seen him overcome what was a “dreadful” upbringing.

Magistrate Victoria Campbell admitted the accused’s prospects of rehabilitation were largely positive, and noted he had shown a “strength of character and resilience” following the assault.

However, she was steadfast in acknowledging the punch could have been fatal.

“This young man could well have ended up in a coffin,” she said.

The defendant was sentenced to serve an 18 month community corrections order, with treatment for alcohol abuse and offending behaviour eligible to account for 80 hours of community work.He was also ordered to pay a $1000 fine.

Serious funding needed in budget THE housing crisis doesn’t look like easing any time soon and as the federal budget is due to be announced at 7.30pm tomorrow night, there will no doubt be elements focusing on the cost of living.

Food prices have been rising for some time now and with the fuel prices going up, this has only added to these woes as transport and freight costs have also risen, impacting goods and services.

Rental accommodation prices are high as well with commentators saying they have caught up in relativity to house values.

Today’s page 3 article shows how much rents have risen, aligning to the record house price rises in Indi over the last 12 months.

To make matters worse many industries’ wages have remained frozen since pre-pandemic figures.

Wages, especially in regional municipalities like Wangaratta, have low pay rates and do not stack up against escalating costs of goods and services.

A lack of social housing in Wangaratta is hurting people, several who a struggling to pay rent and living from each week’s pay packet or government allowance.

Homeowners too are also staring down the barrel of an inevitable interest rate hike that will be triggered by the Reserve Bank, likely later this year.

Some politicians say that the removal of a fuel excise could be a way to alleviate the strain on people’s hip pockets, but this won’t cater for everyone.

Having an affordable place to live is a fundamental factor in being able to make ends meet and more needs to be done immediately to help people who are really struggling in our community.

Students competing should be compulsory

Do you think the increase in remuneration for Victorian councillors is justified?

I’M terribly disappointed in the fact that two thirds of students do not participate in school athletics or swimming carnivals.

It is a compulsory day to attend but not at all compulsory to participate.

I don’t expect every child has to participate in every event but up until year 11 and 12 they should participate in at least two events.

I would prefer my child participate in at least four.

If there is not enough time in the day for this to occur then hold the events over 2-3 days (junior, middle and senior).

I am even more disappointed that the children do not practice for sports days in the weeks leading up to the event.

Children should practice each event.

As their body grows they may develop new skills, ie jump high, throw further, run faster.

It’s like sitting a math test without learning the formula.

It just doesn’t make sense.

While AAA is supportive of any plan to deliver Australia’s target of net zero emissions by 2050, including uptake of EVs, the Australian and Victorian governments need to prepare a plan to take this forward in strata communities.

The Victorian Government needs to step in before consumers rush to purchase electric vehicles because of high fuel prices and cash subsidies to make sure that strata communities don’t get left aside to handle problems alone.

Older apartment and unit buildings will face burdensome costs to retrofit parking spaces that in many cases are already at maximum capacity.

Added to the installation burden is the question of who pays for ongoing usage, maintenance, and insurance costs because not everyone in an apartment building will own an electric vehicle.

High school talent quest celebrates Aussie icons

‘AUSSIE Icons’ is the theme of this year’s Wangaratta High School Talent Quest, to be held on April 7.

The always-popular talent quest’s opening act will feature the school’s year 12 students, who are organising the event, paying

tribute to some uniquely Australian cultural icons - from performing artists to sporting stars.

In reply, almost every member of staff at the school will take part in a large choreographed performance, which will also be a celebration of everything Aussie.

In between, the talent of students at the school will be on show during a variety of

acts spanning music, dance, magic and comedy.

Among the students looking forward to the event are Kayla Bounpraseuth, Charlotte Phillips, Georgia Collard-Southgate and Fiona Schilling, who say it will be a true celebration.

“It showcases what Wangaratta High School has to offer, and it’s a really fun night,” Fiona said.

NBN online scams placed in spotlight AN upcoming free information session hopes to curtail the prevalence of scams throughout the rural city, after more than $211 million was lost in a nine month period Australia–wide last year.

Hosted by the Wangaratta Well Ageing Info Hub, the April 19 event hopes to improve digital literacy among the region‘s elderly population, by teaching them how to identify scams, password management, and what to do if they believe they have been scammed.

NBN Local community ambassador Charlene Donovan is set to share her digital knowledge, after more than $1.4m was lost to nbn–related scams in 2021.

Head of NBN Local Victoria Emily Peel said combating scams required a holistic approach by the community.

“Scams impact Australians of all ages, but older Australians can often be scammers‘ primary targets,” she said.

“It‘s important for all of us to keep an eye out for our loved ones, friends, and neighbours, and let them know that it‘s important to speak up if they think they have been scammed.

“Some people can be embarrassed, but it‘s really important to let people know so they can help to resolve the situation quickly.”

Attendance is free, with an afternoon to be provided, however, bookings for the 2pm start remain essential.

Erratic driver faces criminal charge A WANGARATTA man who drove erratically on Cribbes Road left a trail of destruction in his wake, after he drove away from the scene of a collision in the early hours of March 17.

The driver of a white Toyota Camry was alleged to have swerved across the road while travelling east bound shortly after midnight, before knocking over a tree, colliding with water mains, careening through two fences and then side swiping a number of parked vehicles.

Leading Senior Constable Andrew Green said the driver had been using his phone at the time of the crash.

“It was very lucky there were no other oncoming vehicles or pedestrians in the area at that time,” he said.

The driver was located by police at his home address at around 1:30pm, when he was detained and interviewed by police members.

He faces a number of driving charges, as well as one criminal charge of conduct endangering life.

A preliminary breath test found no evidence of alcohol in the driver‘s system.

Artists invited to converge in the Valley ARTISTS living in the Rural City of Wangaratta have the opportunity to be part of a new exhibition which will be held in the King Valley at the end of April.

An initiative of King Valley Arts (KVA), Convergence will be held at King River Brewing over the two weekends following Easter, including the Anzac Day weekend.

It will be an opportunity for local artists to not only share their work with the public but provide an avenue for sales, with the collection also to be exhibited and available for sale through the King Valley Arts online gallery.

King Valley Arts president Anita Laurence said the exhibition is not just for valley artists but for

those residing anywhere in the rural city.

She said the exhibition aims to bring together diverse approaches to art making in the community.

It comes at a good time for local artists who have had limited opportunity to exhibit over the last couple of years.

The timing is also a positive in that visitation to the King Valley is at a high, as people make the most of the opportunity to holiday within the state.

All those interested in taking part must complete an online registration form by Friday, April 1, with up to two works permitted per artist.

Three dimensional works are

welcome too, although space is limited and inclusion will be at the discretion of the KVA committee.

The exhibition will be held on April 23 and 24 and again on April 30 and May 1, with participants needing to collect their work at the end of the day on May 1.

A breastfeeding knowledge boost LOCAL women will benefit from up-to-date breastfeeding knowledge, thanks to the fundraising efforts of a group of Australian Breastfeeding Association volunteers from the region.

The Murray group of the ABA sponsored 18 rural and regional health workers to attend the 2022 ABA Health Professional Seminar Series, ‘Breastfeeding: A Thirst for Knowledge’, held in Melbourne on March 11; online access was provided for those who could not attend.

The ABA wrote to health providers across the Murray region, including the large catchment area of Albury Wodonga Health, Northeast Health Wangaratta and Alpine Health, offering the opportunity.

The successful nurses, breastfeeding counsellors and lactation consultants were asked to return to their communities and share knowledge from the seminar, providing professional development to their peers.

This was the largest group of health professionals the ABA Murray group had ever sponsored to attend the seminars.

The group is active throughout the border region of New South Wales and Victoria, taking in Corryong, Albury, Wodonga, Wangaratta, Mansfield, Shepparton, Echuca, Deniliquin, Swan Hill and Sunraysia.

WHAT’S UP WITH THE WEATHER?

Due to current face-to-face restrictions, there are still many local groups running virtual and online get-togethers providing information, breastfeeding education classes, podcasts and blogs.

The national calendar of events offers a full listing, and there is an opportunity to attend any group anywhere in Australia.

NIGHT time minimum temperatures have continued to be notably above normal in Victoria and will continue for most of the time up to early April as high pressure centres pass just south of Tasmania, giving us more warm and humid easterly weather just like it did in 1974 and 1889.

Those two years were exceptionally wet indeed over three quarters of the nation.

Wangaratta and nearby centres had over 1000mms of rainfall.

The first burst of heavy rain is expected about April 8 and the next one just after mid May and again about June 20 and near the end of August.

Meanwhile, heat records for March have been recorded in the Carpentaria region of Northern Territory at Tindal (Katherine ) and at Daly Waters.

At Daly Waters the temperature reached 43.2 degrees on March 5 and 42.8 degrees at Tindal on the same day.

Daly Waters’ mean maximum temperature this month up to March 23 was 39.8 degrees and looks set to break the record for the hottest March of 39.4 degrees in 1889.

Darwin on March 9 recorded 36 degrees - it’s equal hottest day for March with 1942 in 82 years of records.

It has been also very dry this month in Darwin with rainfall up until Friday last week of only 61mms making it the driest so far since 1987.

The heat in that part of the Northern Territory had been gradually building since about February 24 and some of this heat transported into the central west of Queensland where Emerald had its hottest March spell since 1998 and before that in 1916.

After heavy rain at Emerald last November this town has now slipped back into drought - the rainfall to date is only 77 mms being the driest since 1948.

Some of this heat did then filter into the central coast where Mackay is now having its hottest March spell since 1946.

The temperature reached 35 degrees at Mackay on March 9 - that temperature only exceeded twice in the last 114 years at Mackay in March (1946 and 1948).

Pension increase not enough

By Ian Henschke, National Seniors Australia chief advocate THE age pension has just increased in line with inflation, as it does every six months.

For a single pensioner it means an extra $10 a week and for couples $15.

This is being touted by the government as the biggest increase since 2013, but it‘s only the biggest because the last six months has seen the biggest cost of living increase in a decade.

Now a war in Europe has pushed fuel past the $2 per litre mark and that in turn is pushing up the price of everything.

Add to that the catastrophic floods wiping out food supplies on the eastern seaboard and you have the perfect storm to create a surge in the cost of living.

The latest pension increase reminds me of former Howard minister Amanda Vanstone who dismissed her own government‘s $4 a week tax cuts in the 2003 budget as barely enough to buy a “sandwich and a milkshake.”

To put it in perspective, this latest weekly rise pays

for little more than four litres of fuel in the tank of a single pensioner‘s car.

“So, what do you want government to do?” I hear you ask.

Well, state governments could look to the new South Australian government.

It has taken up National Seniors‘ suggestion and will offer free public transport to all seniors at all times.

At a national level, the Federal Government must work with the states to have uniform cost of living concessions across the country and an independent tribunal to set the rate of the pension.

Another great step forward, to fix pension poverty, is to reform the clunky and outdated income test for those who want to work.

It‘s what‘s led to our “Let Pensioners Work” campaign.

If pensioners could work without losing their pension as they do in New Zealand, they could earn more, spend more, and pay more tax. A win for everyone.

Let me give you an example of fictional aged care worker to illustrate.

Nora is 68, she‘s single

and recently divorced.

Using her savings and her half from the sale of the ex– marital home, she‘s bought an apartment.

With property prices the way they are, she‘s left with only $150,000 in superannuation.

Her super gives her $8250 a year (at an average of

5.5% per annum) and she receives the full pension of $25,155.

She‘s recently started working as a personal carer for a home care provider to earn additional income.

At 68, she wants to work as many years as she can to boost her savings and ensure she can pay for private

health insurance and all the other costs she‘ll face in the decades to come.

Under the current rules, she can earn about $10,000 a year without impacting her pension, but her employer, struggling to find workers, has asked her to work another day and likely more.

This creates a problem because the additional day will reduce her pension – to the point where it doesn‘t seem worth the effort.

For someone like Nora, already working one day, another day would see her lose about $6430 of the $10,000 extra she‘d earn.

This is because every $1 earned above the income test limit results in a loss of 50c in the dollar of pension.

On top of this she also pays income tax.

This results in losing 64.5c in the dollar for every dollar in her additional day of work!

And on top of this, she has to report earnings constantly (fortnightly) to Centrelink to ensure she doesn‘t end up with a debt to the government.

Nora has done unpaid care throughout her life, raising kids, looking after

her sick parents and volunteering at her local charity.

Now she needs to look after herself.

That‘s why, National Seniors is calling for an exemption from the income test for the hundreds of thousands like Nora with limited savings.

Not only would it help them earn more money in retirement, but all of us would benefit from the increased spending capacity of older Australians.

This change will boost the economy as well as provide greater tax revenue.

People who work on the pension would pay more in income tax and GST, they‘d also pay tax on their super contributions, giving the government additional revenue to help dig us out of the financial hole COVID–19 has put us in.

It makes sense to drop the 50 cents in the dollar pensioner penalty and just pay income tax.

Let‘s hope this commonsense policy change appears in the budget and if not, expect to hear more about it from National Seniors Australia during the election campaign.

Strong economy focus in budget TREASURER Josh Frydenberg has promised relief for Australian families during a media blitz ahead of Tuesday’s budget, with a spray of other announcements made for business, apprentices and health.

Despite drip-feeding the contents of the budget and billions of dollars worth of spending over the past few weeks, the treasurer says there will be a material improvement to the budget bottom line - “a very significant one”.

“That’s the fiscal dividend

we are getting to the bottom line from having a strong economy,” Mr Frydenberg told the Nine Network on Sunday.

While providing support for households, he believes he has got the balance right for his pre-election budget, and won’t put additional pressure on the Reserve Bank to raise the cash rate earlier than need be.

“The measures to provide cost of living relief will be targeted, they will be temporary, they will be proportionate to the challenges Australian

families face,” Mr Frydenberg said.

While he was light on detail, he appeared to suggest there would be a temporary cut in fuel excise with the price of petrol now over $2 a litre.

But it is looking less likely that low and middle income tax offset will be extended for a third year, a tax break of up to $1080 when people make their tax return.

“That was always a temporary measure that was designed as a fiscal stimulus with economy being hit by the

pandemic,” he said, and again pointed out people will still get it when they make this year’s tax return.

Shadow treasurer Jim Chalmers said the budget needs to help Australian families through difficult times and not just help the government through an election.

“I think across the board, the government will look to do something on cost of living pressures in this budget, not because they understand those pressures, but because we’re six or seven or eight

weeks from an election,” Dr Chalmers told ABC’s Insiders program.

Mr Frydenberg told Sky News’ Sunday Agenda program there will be a $44 million program that provides $10,000 for employers who take on seniors with a disability During another trip to Western Australia Prime Minister Scott Morrison announced an additional $365.3 million to support an extra 35,000 apprentices and trainees under the government’s boosting

apprenticeship program that is being extended by three months to June 30, 2022.

Mr Morrison said by backing apprentices in their training the government is boosting the pipeline of workers Australia is going to need for a stronger economy and a stronger future.

“Right now we have more apprentices in training ... than at any other time in Australia’s recorded economic history and those records go back to 1963,’ he told reporters.

NSW Labor releases flood recovery plan THE NSW opposition has outlined a plan for the state to rebuild and recover from the devastating floods which have left about 1500 people in emergency accommodation and damaged or destroyed about 95,000 homes.

The federal and NSW governments were too slow their immediate response and have been sluggish in getting support out, NSW Labor said on Sunday.

The plan calls for a number of

measures to assist flood-impacted communities including waiving government fees, the re-introduction of JobKeeper and what Labor Leader Chris Minns called a “payroll tax holiday to businesses”.

“We’re calling on (the government) to use their leverage with the Commonwealth government to re-establish JobKeeper for flood affected communities,” Mr Minns said in Lismore on Sunday.

“At the end of the day, the town

needs to have money in their back pocket so that businesses can operate. The impact on this community is as great, if not greater than the COVID-19 pandemic.

“They will require federal government support and assistance.”

Mr Minns also called for the establishment of a central “relocation authority” to assist people who decide they want to move away from the area.

The opposition also proposed the

Kim Carr retiring from Senate at election LABOR stalwart Kim Carr is retiring from politics at the upcoming election, having served as a Victorian senator since 1993.

Senator Carr, aged 66, said he was not seeking endorsement for a place on Labor’s Victorian Senate ticket.

He said being given the responsibility of representing the people of Victoria in the Senate has been an immense honour and privilege.

“The Labor Party’s mission to create a fairer Australia never ends and while I would have liked to have continued to pursue it in the Parliament, issues with my health have

made that inadvisable,” Senator Carr said in a statement on Sunday.

“In light of recent tragic developments, and following determined urgings from my children, I concluded that it was time for me to reassess my priorities.”

Senator Carr’s retirement comes just weeks after the death of another Victorian senator Kimberley Kitching, who died aged 52.

Labor leader Anthony Albanese paid tribute to Senator Carr, who served as a minister in both the Kevin Rudd and Julia Gillard Governments.

“Kim Carr has been a tire-

less advocate for the cause of Labor during his three decades of service in our nation’s parliament,” Mr Albanese said in a statement on Sunday.

“The parliament has had no stronger supporter of Australian manufacturing and science than Kim Carr.”

Mr Albanese said the senator also played a leading role as a long-term member of the ALP national executive.

“Kim has always been a passionate and resolute campaigner for the Labor Party and the union movement’s push to ensure workers’ rights at work are respected,” he said.

Jobseekers choosing careers in health THE COVID-19 pandemic has triggered a record surge of young Australians wanting to work in the healthcare industry - more than any other sector.

One in five young Australian jobseekers is eyeing a career in health, according to a survey of 5000 people commissioned by career advice website and job board Skillsroad.

After health care at 21 per cent, the next most popular sector was education and training at 12 per cent and professional services at 11 per cent.

Industry experts say the

pandemic has raised the profile of health officials and highlighted the importance of health care.

“During the pandemic, we’ve seen some of these health sectors ‘up in lights’ which you could call the rockstar effect,” Business NSW chief executive Daniel Hunter said.

National chief health officer Professor Paul Kelly has taken a critical role in guiding the country’s safety through the pandemic, closely followed by state counterparts.

“Seeing high-profile people attracts people into the industry,” Mr Hunter said.

The increase of interest in healthcare careers has been welcomed by an industry struggling with staffing shortages and pandemic burnout, he said.

The pandemic highlighted the importance of healthcare workers, and staffing shortages have resonated with job seekers anxious for stable employment opportunities.

“There’s a high labour shortage in health care, and young people are attracted to industries that are stable with better long-term career prospects and promotion opportunities.

Scholarships to help grow young farmers‘ careers

YOUNG farmers across the state have until Monday, April 18 to apply for the 2022 Upskill and Invest Young Farmers Scholarships to help their careers grow and support their contribution to Victoria‘s vibrant agriculture sector.

Agriculture Victoria‘s acting executive director of agriculture policy Dr Julie Simons encourages young farmers to apply for the scholarships that will allow them to take the next steps in their agricultural careers.

“In an industry that is undergoing constant evolution, fostering our young talent and giving them tools to thrive and succeed is vital,” said Dr Simons.

Under the program, which has awarded 89 scholarships since 2015, eligible young farmers can boost their skills and careers with up to $10,000 each to upskill through training or education, and to invest on–farm or for further professional development.

In 2021, 13 young farmers were awarded scholarships covering the breadth of Victoria‘s agriculture regions and industries including beef, sheep, cropping, horticulture, dairy, viticulture and aquaculture.

The scholarship program has supported these farmers to upskill in topics such as agribusiness, livestock man-

agement, and farm business management. Following on, scholarship recipients often invest in professional development or business planning, or in on–farm initiatives such as electronic ID tags, digital scales or consultant support.

Applications for this year‘s round of scholarships are open to farmers aged 35 or under who have been working in farm businesses for at least three days a week for the past three months, with at least two years total experience on–farm.

“I believe it will open the door to a lot more skilled people and var-

ied people with different opinions.

“Rather than just getting retired people who can spend a bit of time doing it, we need business people who can really develop things in a positive way.”

Amy, 18, will be doing occupational therapy at Deakin but hopes to branch into humanitarian work in third world countries.

“I had hoped for a higher ATAR but I didn’t need one, I’m pretty happy with how I went,” Amy said.

“Last year I really missed out on having the balance of sport and social aspects of school which really help me get through the study aspect.

Melbourne too good for gutsy Suns MELBOURNE’S premiership class has overshadowed a battling effort from Gold Coast as the Demons posted a 13-point AFL win over the Suns.

On the back of their drought-breaking win over West Coast in Perth last weekend, the Suns made a fast start at Metricon Stadium on Saturday but couldn’t keep pace with the Demons as the premiers made it twofrom-two with a 12.10 (82) to 10.9 (69) win.

Young star Luke Jackson was everywhere for the De-

mons in an eye-catching performance, picking up 21 disposals all over the ground, seven clearances and kicking two goals including a crucial effort in the opening term.

Gun midfielder Christian Petracca claimed a careerbest 41 disposals, picking up 14 inside 50s for his team in a typically dominant display.

Teenager Jake Bowey continued his fine start to his AFL career, with 34 disposals and nine marks.

Kysaiah Pickett and Ben Brown also kicked two

goals apiece for the visitors, while Clayton Oliver (34 disposals and a goal) was also impressive for the Demons.

Gold Coast’s own superstar midfielder Touk Miller was the standout for the hosts.

Recruit Levi Casboult had two goals on his home debut for the Suns while fellow newcomer Mabior Chol was busy throughout, attempting several eye-catching plays and kicking a goal after strong pack-mark before tiring late in the game.

Despite the late omission

of small forward Izak Rankine due to a corked quad, the Suns started faster than their more-fancied opposition, kicking the first 15 points of the game before the Demons hit the front with 30 seconds to go in the term after three late goals.

Melbourne extended their lead to 16 points in the second term but rather than wilting, the Suns came again and got within two points before another late rally by the Demons had them 14 points clear at the main break.

The Suns were unable to

keep up with Melbourne’s accurate finishing in the third term and when Pickett scored his second on the run with a fine finish they had opened up a game-high 22-point advantage at the final turn.

“They’re a good side.

They’ve shown through the summer that they’ve changed a bit about how they play and they’re gelling well as a side,” Demons coach Simon Goodwin said.

Skipper Jack Davies proud of ‘Pies despite GF loss

By WILLSON MACK WANGARATTA Magpies skipper Jack Davies hasn’t lost sight of what an enthralling contest Saturday’s WDCA grand final was despite going down to Rovers United Bruck (RUB).

The ‘Pies needed just one wicket for victory but RUB duo Alex McCarthy and Brady Bartlett held their nerve to chase 164 down in the 37th over.

“We won the toss and batted to our plan and at the end of the day we probably did have enough runs, we just needed to bowl well,” Davies said.

“We didn’t bowl terribly but they batted well and put the game away, which was a credit to them.

“I don’t think we did too much wrong they just did more things right, so all of our boys can hold their heads high.”

The WDCA estimates that this year’s final was the biggest crowd they’ve had for an A grade grand final.

“It was a terrific atmosphere and a really exciting game,” Davies said.

“There were plenty of ebbs and flows, we were looking likely to win at some stages and then they were looking likely. “(Alex) McCarthy and (Brady) Bartlett came in and had to take it to us and credit to them they played some ripper shots and we were probably just hoping one would go to hand.

“We missed a close run out and dropped a couple of one handers, but apart from that we didn’t miss any genuine chances.”

Nick Pell was the star of the show despite his side going down, taking home man of the match honours off the back of bowling figures of 5/17 off eight and 17 not out with the bat.

“We needed someone to spark up if we were going to get close and ‘Pelly’ provided that with five wickets and a run out off his own bowling,” Davies said.

“It was one of the more exciting bowling spells I’ve seen.”

For now, Davies said the Magpies will aim to keep the bulk of its squad together for next season.

Wangaratta Magpies won the toss and elected to bat and with the help of Wangaratta Chronicle Trophy winner Pranav Menon (59 runs off 64 balls) and Jack Davies (36 off 93), finished up with 8/163 at Norm Minns Oval, giving RUB a decent chase.

Paddy McNamara was clean with ball in hand, grabbing figures of 3/23 off eight overs, while Jacob Schonafinger (3/31 off eight) continued his strong finals form.

The Hawks had some chasing to do and at 2/85 were in the box seat to take out the premiership.

McNamara admitted he couldn’t control his nerves during the final wicket stand.

“My nerves were no good, I was terrible,” he said.

“When ‘Hydey’ (Jon Hyde) went out to bat I thought if anyone could get us home it was him but then he was run out when Alex McCarthy hit the ball back at Nick Pell and he got a touch on it and it hit the stumps.

“But then Brady (Bartlett) got a few away and I was trying to keep positive, it was a credit to him and Alex (McCarthy) to get us over the line as number nine and 11 batters.”

Hawks openers Luke Whitten (27 off 38) and Bailey Dale (45 off 39) were flying at the start of their batting innings before the collapse that nearly won the Magpies the flag.

“Everything Bailey Dale and Luke Whitten were touching was going to the boundary,” McNamara said.

“We fell in a hole after that though and Nick Pell was bowling really well, hitting the stumps and they were setting good fields to him.

“Their fields made us play some silly shots, they pegged us back and the pressure was back on us.”

RUB boys stormed the field when McCarthy hit the winning runs.

“It was one of the best feelings I’ve ever had,” McNamara said.

In A reserve, Yarrawonga Mulwala beat Rovers United Bruck, City Colts and Yarrawonga Mulwala tied in the B grade (giving City Colts the win as they finished higher on the ladder) and City Colts took out the C grade title.

MILAWA’S domination of the footy competition in recent years continued on Saturday, with a convincing 14.8 (92) to 8.11 (59) win over Greta at the Milawa Recreation Reserve to open their season account.

The hot, sunny conditions brought all manner of visitors to the ground to take in the first community football match since last year’s season was cancelled prematurely.

Milawa coach Ricky Petts said his squad wasn’t taking any chances against a fierce and physical Greta line-up.

“After putting in a big preseason it’s always nice to come out and get the chocolates in the first round,” he said.

“Firstly we always know Greta’s going to be tough competition, they always tend to play really competitively and physically, so we knew we could expect that.

“They don’t give up, they’re a team that keeps fighting and keeps battling, and on a hot day, we knew we’d have a lot on our hands.

“They’ve had a big preseason too, so we expected them to come out hard.”

The Blues’ intensity shocked Milawa initially, taking a minor lead heading into the first break, but the Demons fought back hard to put themselves in front.

“It was a scrappy first quarter because it was 100 per cent effort from everyone,” Petts said.

“You could tell it was round one, everyone was just getting a feel for playing footy again.

“In the second quarter we were able to hit our game plan a bit better and move the ball the way we wanted to.

“I think we got out to a bit of a five-goal lead or something similar to that, that was nice to go into half time with a bit of a buffer.”

After picking up a few injuries in the third quarter, the Demons’ bench was tapped, but the squad was able to run out 35-point winners, with Milawa’s Danel Bihun slotting four majors for the home side.

“He (Bihun) has barely missed a training session, he’s a really classy trainer and player and we know what his strengths are,” Petts said.

“It seemed like his hands were like glue - everything that would come in he was at full speed taking it at full stretch, so he was really good.

“That happens because our forward line was working for each other and we were able to create those opportunities as a forward six.”

In other round one O&K matches Bright got up on Whorouly by 15 points, King Valley went down to Tarrawingee by 67 points, the Bats took down North Wangaratta by 98 points, and Benalla All Blacks dismantled Moyhu 34.18 (222) to 5.4 (34).

a bit wide through the wings, so our aim was to concentrate on bringing the ball through the middle of the ground and kicking it deep,” Harrison said.

“With Tom Mullane-Grant back at full forward we know we’ve got a good one-on-one player deep in our forward half, so it’s about not trying to be too wide, it’s just get the ball in deep and hold it in our forward 50m for as long as possible.

ready for a challenge.

“In the first quarter, Whorouly probably started the first 10 minutes of the game better than us - they settled quicker and they were a bit cleaner by ball use,” Bright coach Paul Harrison said.

“The back half of the first quarter, we got the game back onto our terms a little

bit and started getting the ball and carrying the footy well, getting it a bit deeper into our forward half.

“I think it was pretty even at the end of the first quarter and then similar in the second quarter, it was a hard tussle all day.

“We had our chances where we put the score on

the board but they were quick to reply - they were playing a good, quick brand of footy as well, and catching us out on the open side of the ground a bit.”

With scores close going into the half, Harrison said positional changes were needed to put some distance between the sides.

“Going into the second half, we wanted to attack through the corridor so we could go the shortest way home, but at the same time our wingers had to defend their side of the wing so that they couldn’t switch the play which they were trying to do a lot,” he said.
