THE Country Fire Authority has responded to claims it was responsible for the cancellation of the Folk, Rhythm and Life festival at Eldorado that was scheduled for this Friday and over the weekend. Council issued a notice of decision to refuse a permit based on advice it received from referral authority the CFA and following enquiries from the Wangaratta

confirmed that the CFA became aware of the proposed event in April 2023 “by word of mouth” and was “proactive in raising concerns” with the Rural City of Wangaratta early so it could be reviewed. Mr Contessa said CFA received the event management plan from the council planning department on October 10. “CFA assessed the plan

and, on October 13 told the council the plan was inadequate because it did not contain an emergency management plan that addressed the emergency risk of fire as required by the council permit,” he said. “It did not consider an achievable evacuation plan – the documents said six buses would be used to transport 4000 people to a safe location - CFA deemed this was not

achievable in a rapidly developing emergency situation such as fire. “And it did not consider a shelter in place plan, which considers what to do if a fire is approaching the property.” Another sticking point for the CFA was that the EMP listed CFA as being responsible for car parking and transport by bus to the car park. “If there was an incident to

occur CFA is listed as having a liability,” Mr Contessa said. “In previous years CFA has assisted but was not the responsible agency.” Event organiser Hamish Skermer said the CFA identified concerns with council earlier this year about the event but council did not pass those concerns on, an action he believes they were required to carry out. ■ Continued page 2
